UON Alumni Dominate TSC list of commissioners 2020: TSC List of Commissioners, Term of office, Expiry, positions, and roles (mandate)

At last the Teachers Service Commission, TSC list of commissioners is full once more after two commissioners Mbale Njuguna and Leila Abdi were sworn in on Monday May 4, 2020.

The process of determining which candidates were best suited for the two positions was a rigorous one especially following the controversy that surrounded the appointment of one of the Commissioners, Leila Abdi for the past few weeks.

During her vetting, the education parliamentary select committee discovered glaring gaps in her curriculum vitae-KCPE and KCSE documents that were enough to raise eyebrows.

She did not have her Kenya Certificate of Primary Education, KCPE, and Kenya Certificate of Secondary Education, KCSE Certificates.

Besides Leila was born in Mogadishu, Somalia but she was raised in Kajiado County.

This led to the opposition and controversy that surrounded Leila Abdi’s nomination as a TSC Commissioner.

My grandfather was a freedom fighter, Leila Abdi

Appearing before the parliamentary committee to defend herself, Leila said that her grandfather, Ali Kabati, was a freedom fighter and a Mayor in Thika for 40 years.

She further said that she was raised in Loitoktok where she attended Loitoktok DEB Primary School. Despite all the challenges, Leila was able to access education.

TSC List of Commissioners and Term

The Teachers Service Commission has got a total of nine Commissioners. They are expected to serve for a six-year non-renewable term.

Three commissioners recently left office following the expiry of their term: Commission vice-chair Cleopas Tirop, Dr. Salome Gichura, and Saada Kontoma.

Other commissioners include:

  1. Lydia Nzomo-chair

She took office on December 9, 2014 as the TSC chair. Her reign has been full of stability given the reduced teacher strikes in the education sector. At some point she was however accused of nepotism after she recruited hordes of relatives including a man going by the name Mwamba Anampiu who detectives said is her brother and her sister Mercy Khaemba against the public service rules and regulations.

She champions the implementation of the new CBA for teachers.

  1. Mubarak Twahir Said-Commissioner

He was appointed as a TSC Commissioner on March 20, 2015. He has a Masters of Education Degree (Science Education) from the University of Nairobi and an Advanced Diploma in Educational Studies from the University of Leeds and a Diploma in Special Education from the County of Copenhagen in Denmark.

  1. Tache Bonsa Gollo-Commissioner

He holds a Bachelor’s Degree in Education from the Catholic University of Eastern Africa. Besides, he has undergone training on Corporate Governance, Administration, and Governance of Schools.

 

  1. Beatrice Marembo Adu- Commissioner

She served the TSC for eight years before she was appointed Commissioner. She holds a Bachelor of Education Arts Degree from the University of Nairobi alongside other professional certificates.

  1. Kinoti Imanyara-Commissioner

With a Bachelor’s Degree in Education from the University of Nairobi and a Diploma in Pharmaceutical Technology, Kinoti Imanyara is one of the current TSC Commissioners.

He has also undergone training at Strathmore University on the Art of Leadership in Educational Institutions.

  1. Albert Fred Ekirapa-Commissioner

Ekirapa served as a classroom teacher for 15 years in various schools before he rose the ranks. He has a Master’s in Education Administration from the University of Nairobi and a Bachelor’s Degree in Education from Kenyatta University.

TSC Commissioners’ Roles

TSC Commissioners are mandated to appoint and appraise school heads, confirming those working in an acting capacity, promoting teachers, hearing, and determining TSC employees’ disciplinary cases.

TSC Commissioners also approve budgets and formulate policies.

Mass vaccination of teachers countrywide against the novel Covid-19 pandemic is set to kick off today.

Officials at the TSC headquarters are expected to be at the forefront, receiving Covid-19 jabs during the official launch at the Teachers Service Commission (TSC) headquarters in Nairobi.

Besides senior TSC officials,  key officers from the Ministry of Health will also take part in the  exercise.

Teachers to be vaccinated ahead of KCPE/KCSE 2020 national exams

The vaccination drive comes barely two weeks to the official launch of the Kenya Certificate of Primary Education, KCPE and the Kenya Certificate of Secondary Education  national tests, which will be overseen by more than 200,000 teachers.

Representatives of the Kenya Primary School Heads Association (Kepsha) and the Kenya Secondary School Heads Associations are expected to  witness  the launching of the exercise today.

Kepsha chair wants older teachers and those with underlying risk factors vaccinated first

When Kepsha learnt about the government’s plans to roll out mass vaccination, its chair  Mr. Johnson Nzioka gave a proposal  that older teachers and those with pre-existing conditions be given priority.

In one of the interviews, Mr Nzioka noted that Kepsha had lost a significant number of members to the novel coronavirus that has continued to ravage the education sector and the country at large.

He also noted that there were approximately 30,000 school administrators who should be next in line, arguing that the heads interact with teachers and other key stakeholders including parents, suppliers and random members of the community whenever they come to seek services.

Therefore, incase the government runs out of sufficient vaccines for the 350,000 teachers in the country, Kepsha proposes a phased roll out, with proper mapping out of high risk staff.

As of November 2020, public primary and secondary schools had a total of 25,000 falling within the high-risk bracket-teachers aged 58 and above.

In line with the government’s Covid-19 management plan, most of these teachers indicated readiness to work from home as from January 2021.

An additional 12,000 are above 59 and therefore due to retire by June 30, 2021.

The roll-out of the mass vaccination is timed to coincide with the start of secondary and primary school leaving examinations.

“The congestion that occurs at the containers during collection and drop-off of examination materials poses a high infection risk for teachers and vaccination will help build teachers’ confidence,” said Nzioka.

Some 1,088,986 candidates will sit KCPE, while another 699,745 will sit KCPE exams.

Unlike in the past, the exams were moved from the traditional October-November period to March-April following heightened school closures to mitigate the spread of the pandemic.

Unlike in the past when TSC deployment of qualified and competent P1 teachers to high school levels was frozen, things are looking up for this category of tutors after the Commission began deploying them to teach at lower secondary school levels.

In fact, these tutors shall serve as an anchor given the glaring teaching gaps in the education sector in Kenya.

In a report going by the title “Status Report on Teacher Preparedness for Competence Based Curriculum Implementation,” presented before the National Assembly Committee on Education, the Commission committed to deploy P1 teachers with diplomas, higher diplomas, undergraduate degrees, post-graduate diplomas, masters and PhDs to serve at Junior Secondary schools across the Country under the new Competency Based Curriculum, CBC.

The report submitted by the Commission’s CEO Dr. Nancy Macharia indicated that 18, 076 TSC-Employed P1 teachers had acquired degrees and 17, 758 had acquired higher diplomas by the end of the year 2018.

486 tutors had also attained Masters Degrees, 11 had attained post-graduate diplomas and 5 had gone for diplomas.

5 P1 tutors had also attained PhDs from recognized institutions then.

The decision by the teachers’ employer to promote P1 teachers with higher qualifications is meant to motivate the affected tutors and facilitate the retention of a competent work force within the country.

REQUIREMENTS/ SELECTION CRITERIA/ THRESHOLD

A P1 teacher must meet the following minimum requirements derived from the TSC Career Progression Guidelines, CPGs for Teachers 2017 before being deployed to serve in junior secondary schools:

He or she must have attained a KCSE Mean Grade of C+ plus and above, the minimum qualification for teachers wishing to pursue a Bachelor’s Degree in Education at the University level or its equivalent

Hold a Bachelor’s Degree in Education with two teaching subjects for example Mathematics/ Business Studies

Hold a Bachelor’s Degree in a relevant area with two teaching subjects plus a post graduate Diploma in Education, PGDE

Attain a minimum grade of C+ plus in the two teaching subjects at KCSE level

Have a valid teaching certificate/ be a practicing teacher

Be a Kenyan Citizen

Hold a P1 Certificate in Teaching

The Commission effected the promotion of 36, 000 tutors to public secondary schools in January 2020.

The main selection criteria still remains KCSE mean grade of C+ plus or its equivalent plus higher academic qualifications

Copies of appointment letters addressed to the deployed P1 teachers indicated that the tutors will henceforth be designated as Secondary Teacher II T-Scale 7.

The Teachers Service Commission, TSC, issues a deployment letter to a teacher upon appointment. In deployment process a teacher is appointed to an administrative position or a higher administrative position. If you are lucky, you can be deployed to the Secretariat of the Commission.

Deployment also comes when you are posted from a primary institution to a post primary institution.

It is a dream of many teachers to be promoted and deployed by TSC. Not everyone, though, who gets deployed. This is because the number of administrative posts are limited and very competitive.

WHEN CAN A TEACHER BE DEPLOYED BY TSC?

Deployment comes in the form of the following:

When you are appointed to an administrative position;
If you are appointed to a higher administrative position;
When you are appointed to the Commission’s secretariat;
When appointed to perform administrative duties; and
When you are posted from a primary to a post primary institution.
A few teachers get appointment to administrative posts. If you are lucky, then you can be deployed by TSC as a:

(a) Head of institution;
(b) Deputy head of institution;
(c) Registrar;
(d) Dean of Curriculum;
(e) Dean of Students;
(f) Head of Department;
(g) Senior Teacher; or
(h) Head of Subject.

In all the above scenarios, a teacher receives a deployment letter from the employer. In most cases, deployment comes after you have successfully been promoted after an interview process.

There were fears that teachers holding Primary Teacher Education (PTE) certificate but have not upgraded to Diploma Primary Teacher Education (DPTE) will be locked out of TSC employment.

However Teachers Service Commission (TSC) CEO Dr. Nancy Macharia during a media workshop in Naivasha assured the teachers that they will still be employed despite the policy change.

“Remember when we were training certificate P1 teachers it was a government policy. All those trained before the policy came in place must be employed and they will not be disadvantaged,” Macharia said.

TSC is expected to employ more teachers after the Education ministry recommended an increase of Sh15 billion to its annual budget.

According to the Draft 2022 Budget Policy Statement (a roadmap for 2022-23 budget) the document proposes an increase from the current Sh281.7 billion to Sh296.6 billion, an increase of Sh14.9 billion.

The increased funding under the Teacher Resource Management implies that the commission is set to recruit more teachers and cater for an increment of teachers’ salaries.

“TSC is determined to see that teachers are properly staffed. It is working with Ministry of Education to ensure enough teachers are provided by recruiting 5,000 teachers every year and also by engaging intern teachers,” reads a section of the policy.

In October 2021, thousands of unemployed P1 teachers reported to various Teacher Training Colleges (TTCs) to start the nine month diploma upgrade program.

Last month the Kenya National Examinations Council (Knec) ordered the trainee teachers be registered for assessments by 3rd December.

The Diploma upgrade program is scheduled to run for nine months where six months will cover class work and three months for teaching practice.

Recently TTC Principals met in Naivasha and had suggested the upgrade program be extended by six more months.

A taskforce had recommended both P1 and ECDE teachers to undergo the mandatory training which started in October. The trainees will be issued with a Diploma certificate at the end of the training.

The upgrading programme shall take 4 terms for DPTE (Diploma Primary Teacher Education) and 5 terms for DECTE (Diploma Early Childhood Teacher Education).

Both will have course work and a full term for practicum .

Graduates for the Upgrading Program shall be expected to teach all the subjects offered in the area of training.

The taskforce said blended learning and distance learning for the Diploma upgrade programme will be considered in due course.

However the teacher trainees are expected to boost their employment opportunities upon graduating with the Diploma.

The total number of the content and pedagogical hours in the Upgrading Programmes will be 786 hours for DPTE and 1176 hours for DECTE.

CALENDAR FOR DIPLOMA UPGRADING STUDENTS

For ECDE upgrading, they will do all the learning areas in DECTE with more hours than in PTE upgrading but will both have a teaching practicum of 300 hours.

However P1 teachers will only study the subjects which they didn’t do in college.

“The CBTEC expects a primary school teacher to be grounded in all the subjects offered in primary schools, therefore upgrading PTE teacher trainee will be exempted from the subjects they had specialised in and take only those they did not take in the certificate course,” reads a taskforce report.

This programme currently only affects PTE and ECDE who are not in any form of employment.

“All teachers in service with Teacher Service Commission (TSC), County Governments and Private Schools will be expected to start the blended upgrade program when the school calendar normalizes having been disrupted by COVID 19 Pandemic,” said taskforce.

The Teachers Service Commission, TSC has shed more light on its earlier communication on more than 3, 500tutors missing their April 2020 salary for failing to declare their wealth online in 2019 as per the given schedule and deadline.

The TSC through its SMS service assured teachers that it will not stop the salaries of employees who failed to declare their wealth online by January 2019.

Earlier on, the Commission through a circular dated April 14, 2020, had indicated that it will stop remitting employees’ salaries from March and April 2020 payrolls over non-compliance to the law which requires every civil servant in Kenya to declare their assets, income, and liabilities every two years.

Please ignore posts circulating on social media purporting that TSC will stop salary for employees who did not comply with the requirements of Declaration of Income, Assets, and Liabilities. The Commission will communicate to the affected employees individually when normalcy resumes,” wrote TSC.

 KUPPET’s Take

As a result of the circular, the Kenya Union of Post Primary Teachers, KUPPET has lashed out at TSC’s threat to expunge over 3, 500 teachers and staff from its payroll for non-compliance.

“It will be insensitive on the Commission’s part to be punishing teachers during this covid-19 pandemic when other government departments are issuing temporary reprieves to both citizens and foreigners for non-compliance with certain protocols during the crisis. For instance, the Government has extended an indefinite extension of foreign nationals whose work permits have expired,” said KUPPET.

KUPPET also wrote to teachers’ employer, the TSC to adhere to government guidelines on offering waivers for teachers with loans.

KUPPET feels that this is a hard time for all Kenyans including teachers. Therefore, their loan deductions should be altered to fit the harsh economic times steered by the Covid-19 pandemic in Kenya.

In the circular, CS Magoha notes that his office has realized that training in the education sector is being conducted in other institutions and bodies yet most of the courses/ programs offered are available at the Kenya Education Management Institute, KEMI.

The aim of the circular therefore is to direct all teacher refresher/ enhancement training to be undertaken through the Kenya Education Management Institute, KEMI.

TSC Teachers Refresher Courses

This comes even as the Kenyan teachers’ employer, TSC is planning to roll out in service training dubbed Teacher Professional Development, TPD Modules for all TSC employed and currently practicing teachers.

The TPD Training modules will take 5 days and they shall be conducted once in every five years.

The following institutions have been selected to offer the TPD modules for teachers during school holidays: Kenyatta University, Riara University, Mount Kenya University and Kenya Education Management Institute.

Upon commencement of the TPD program, a teacher will be given a certificate which is renewable every five years.

Subsequent applicants for the TSC registration certificate will be issued with both certificates after starting the training.

After completing all TPD modules, teachers will be eligible for re-certification and TSC promotions.

The 21st-century Kenyan teacher is a worker relentlessly under siege—and from many horizons.

As the government fights to admit more learners through the Universal Primary Education Programme and the 100 per cent transition, as it struggles to implement a new curriculum, wrestles with staff shortages and grapples with funding challenges, the hapless anonymous teacher takes the heat with the timidity of a pangolin.

As the Covid-19 pandemic strikes and halts learning for close to a year and then retreats and schools are up and running again, the teacher finds himself in the cross hairs, struggling to make up for the lost time by completing syllabi, guiding and counselling the learners, setting and marking exams, and dealing with indiscipline.

 

And as the ever more mischievous and erratic learner protests and begins setting schools on fire, the teacher again finds himself seated in an electric chair hoping for the best while taking in wave after wave of criticism and blame from all and sundry.

For the teacher, every day is a never-ending cycle of dealing with a demanding employer, an insouciant parent, an erratic learner and an unforgiving workload in an emotional roller-coaster ride. For teachers in their late 40s or 50s who started their careers in the early 1990s or late 80s, the transformation in the working environment has been staggering.

“The modern-day student is more disrespectful to authority, is more exposed to the world through social media and impatient with controlled environments such as the school. In contrast, the student of the 80s was more self-driven, feared authority and was generally cooperative and provincial,” says B N Mwako, a secondary school teacher who expects to retire next year.

She says the Teachers Service Commission (TSC), was in the 80s and 90s ‘opaque and unfriendly’ and was aptly nicknamed ‘Teachers’ Suffering Centre’. “One would spend days on end at the TSC headquarters in Nairobi trying to sort out simple issues such as transfers, entry returns known as casualties and seeking maternity leave, etc. The TSC officials were rude and unyielding and we dreaded dealing with them,” she says, adding that the TSC of today is different because almost everything can be sorted out online and with predictable timelines.

Yet for Peter Kinuthia, who joined the profession two years ago, the biggest headache is the learner. “Having been educated in a small private school from pre-primary to secondary, I had no idea teaching in a public school would be this difficult. The learners don’t fear teachers and they make judgments about you even before you acquaint yourself with the school environment. They can make your life hell if you lack confidence,” he says.

These two teachers lay bare the different realities that teachers grapple with depending on their ages, yet they both agree on the various hidden stresses and challenges that the public never gets to appreciate.

The gravity of the situation became clear early this week when TSC issued guidelines to head teachers on how to deal with alcoholism at work, including enrolling affected teachers in rehabilitation institutions.

It blamed the vice for absenteeism and urged school heads, teachers and spouses to weigh in with psychosocial support, and the teachers given a 90-day leave. Though TSC did not give figures, the fact that it chose to go public suggests the problem may be getting out of hand.

But TSC will need to go further and engage in intensive aftercare after rehabilitation to keep the teachers in school and doing meaningful work.

Few studies have been carried out to measure the symptoms of stress, anxiety, and depression among teachers but anecdotal evidence shows emotional upheaval that may begin to manifest itself in increased domestic violence and divorce–much more like in the Kenya Police Service.

The Covid-19 school closures opened many parents and the society in general to the role teachers play in keeping children busy and out of trouble, which should lead to a deeper appreciation of the profession.

Despite the tough working environment, however, teachers have a lot to be thankful for in higher salaries than two decades ago, a more responsive employer whose clear-cut policies on promotions, transfers, discipline and pay rise can only be something to celebrate especially when compared to the languid and prosaic practices of past decades.

Policy wonks and education mandarins will, however, need to give teachers a friendly working environment and the support they need to fulfill their critical mission as educators and mentors.

A starting point would be bridging the staff shortage gap—estimated to be about 100,000—to ease the workload and lead to more individualized learning.

The Online pay slip system enables teachers and secretariat staff to view their personal details and access their pay slips online.

 

 

 

Before the implementation of the online pay slip, teachers had to visit the nearest TSC county offices.Nowadays its very easy to download the payslips online – a service dubbed as T-Pay using the steps provided below :

Under the Online Services tab, click the Online Payslips tab to begin the process of downloading your TSC payslip.

A female teacher has been caught in the act! The teacher who was obviously engrossed in her sexual escapades with her lover was busted on Tuesday night after neighbors were startled by screams from their children.

The children could not stomach the idea of their mothers getting cozy.

The two women were positively identified as Kallen Kwagiria, 48, and Catherine Natoire, 38. Ms. Kwagiria is a primary school teacher at a school-based in Meru. The two had allegedly spent the better part of the day drinking and partying at a local club. When dusk came they decided to extend their hallelujah moments to Ms. Natoire’s house.

At midnight, the children were woken up by funny noises as the women were whimpering like anacondas that had swallowed bulls.

The children rushed to the bedroom to inquire about what was happening. To their utter shock, they found the two women stark naked, making love.

The neighbors who had also heard the children’s screams rushed to the “crime scene” only to be blinded by the nudity. The matter was later reported to the local chief who alerted the police at the Githongo Police Post. The two were whisked off quickly to avert any more damage.

DIVORCED AND LONELY

The two women are said to be divorced and have been grooving for some time now. The two will be arraigned in court once the investigations into the matter are completed.

They will be charged with abnormal carnal knowledge, CK.

Lesbianism is illegal in Kenya. According to Section 162of the Kenyan Constitution (Penal Code), lesbianism is an unnatural offense defined as carnal knowledge against the order of nature hence punishable bylaw.

The Gay and Lesbianism Organization has been pushing for recognition of such “abnormal” behavior for a long time now in vain.

Currently, all people accused of homosexuality should be arrested and charged in any court of law.

TSC Recruitment Vacancies July 2021- Secondary Schools

This is after the Commission announced a total of 5000 teaching vacancies to be filled through the right channels come July this year.

The good thing with TSC teaching jobs is that only duly registered and certified teachers can only face off for the limited  5, 000 teaching slots once the TSC interview dates are announced in July 2021.

TSC is upscaling its workforce especially now that the Ministry of Education released a clash program to recover the 2020 academic year that was written off courtesy of the ongoing coronavirus pandemic.

Based on the latest academic calendar issued by the education ministry, form ones will join secondary schools on August 2, 2021, for their first term as opposed to January.

Besides this, the over 350, 000 TSC employed teachers are already overwhelmed by the ever-increasing workload annually given that more learners keep on enrolling for studies since the government implemented the 100 percent transition policy.

Moreover, the Government through the Ministry of Education, MoE made it clear that the medieval 8-4-4 education system which has been in existence since colonial times will be scrapped in favor of the new skill-based curriculum technically referred to as the Competency-based curriculum.

Since the new competency-based curriculum encompasses many learning areas which are yet to be introduced in both primary and secondary schools, the Teachers Service Commission will have to reload its workforce to meet the growing demand for education.

The latest TSC statistics project a shortage of approximately 37, 000 teachers. This is a huge gap that will have to be plugged for the effective rollout of the Competency-based curriculum.

Once the Teachers Service Commission advertises available TSC recruitment vacancies per county, it is upon the respective TSC county directors and other senior officers involved in the hiring process to set specific interview dates and provide easily accessible/ centralized venues for the recruitment interviews.

TSC Recruitment July 2021 Number of Vacancies Per County

Worth noting is the fact that the number of TSC teaching vacancies differs from one county to the other.

Counties with the highest TSC recruitment vacancies have got densely populated towns and cities such as Nairobi, Nakuru, Kisumu, and Mombasa.

Given the high learner enrolment rates, the demand for more TSC teachers is usually high necessitating the Commission to create more teaching vacancies.

TSC Recruitment July 2021 Selection Criteria, Minimum Requirements

Not everyone is legible to apply for the TSC RECRUITMENT VACANCIES advertised in July 2021. Only candidates who meet the following minimum requirements can apply; Kenyan citizenship, due registration by the Teachers Service Commission/possession of a TSC teaching certificate (which is issued upon verification of the prospective teacher’s academic and professional documents online).

Teachers currently serving on internship/ contractual terms cannot apply for TSC internship slots but they have got an upper hand when it comes to the TSC recruitment score sheet since the Commission awards them an extra 10 marks.

TSC Teacher interns can however apply for advertised TSC replacement vacancies 2021 and TSC Mass Recruitment Vacancies on Permanent and Pensionable terms when announced.

 

TSC Recruitment July 2021: List of Shortlisted Candidates and Interview Results per County

Once the TSC recruitment application window is closed, successful candidates’ names and other relevant details such as TSC numbers, year of graduation, and preliminary scores calculated using the applicant’s academic qualifications and length of stay are listed per county.

The Official TSC Recruitment list of shortlisted candidates in July 2021 will help candidates assess their recruitment chances before turning up for the live interviews.

TSC Recruitment Interview results/ outcomes are determined using water-tight selection criteria contained in the Latest TSC recruitment scoresheet.

The official interview results are announced on the very day that recruitment interviews are conducted.

The Teachers Service Commission, TSC is a beehive of activities geared towards seeking the dismissal of a petition filed by a parent, Joseph Aura challenging the closure of schools and community-based learning rollout.

The Community-based learning was to be rolled out at the beginning of this month but it was temporarily halted after one parent, Mr. Aura-father of three filed a petition last month seeking to stop the CBL rollout. Instead, he demanded that schools be reopened in September 2020as earlier announced to avoid “unnecessary” wastage of learners’ precious time.

Through an affidavit sworn by TSC director-in charge of quality assurance and standards Reuben Nthamburi, the Commission has pointed a finger at Mr. Aura for not minding about the learners’ welfare and appreciating the fact that the government is committed to reopening schools once the virus cases nosedive.

TSC GUIDELINES ON COMMUNITY-BASED LEARNING

The Commission had already made a head start after the majority of the teachers enrolled for the program within two weeks.

The Commission had also issued guidelines on how the Community-based learning program will be conducted.

The program targets over 10 million learners. All TSC employed teachers will be mapped out and allocated Nyumba Kumi where they will be teaching.

No teacher will be forced to travel to offer community lessons during the pandemic. However, heads of institutions will have to report to their schools at least once a week or when called upon to do so to assist teachers in their venues access teaching materials and to perform other administrative duties.

Teachers are expected to report to their venues daily from Monday to Friday for the exercise. The venues which include various community spaces such as churches and social halls will be identified by the chiefs.

Teachers are expected to engage learners for 4-5 hours after which they will issue a report on the activities carried out to curriculum support officers and sub-county directors of education.

The Commission has further directed teachers to utilize their innovation to capture learners’ attention throughout the sessions.

Proposed learning activities include values, life skills, environmental education, physical activities, education activities, literacy, numeracy, health and fitness, and other academic activities based on the learners’ age and level.

The program will run for an indefinite period since the education ministry has not announced the official reopening dates.

Psychosocial support will also be provided to enable learners to navigate through severe challenges bordering on teen pregnancy, parental loss, sickness, sexual abuse among others.

COMMUNITY-BASED LEARNING CURRICULUM

The question many teachers are asking themselves now is what curriculum will be followed to ensure that learners are at par.

This pertinent issue has also been raised by some   KUPPET branch secretaries.

According to the latest TSC guidelines, the curriculum for the community- based learning will be posted by the Kenya Institute of Curriculum Development, KICD next week.

This will make planning easier. However, teachers do not have to stick to the curriculum for they will require a lot of innovation to make learning more interesting and expand learning activities.

This curriculum will not be used to cover the syllabus.

According to the new Teachers Service Commission, TSC guidelines, appraisers are expected to upload summaries of lesson attendance per week data onto the official TSC TPAD 2 portal weekly.

These summaries should be compiled using the manual TSC sheets and fed onto the new TSC TPAD system.

These summaries can only be done by the Deputy Head, Senior Master, the Head of Department or the teacher in charge of appraisals for teachers.

THE PROCEDURE FOR FILLING TSC TPAD LESSON ATTENDANCE SUMMARIES FOR TSC TEACHERS ONTO THE OFFICIAL TSC ONLINE PORTAL
TSC TPAD lesson attendance summaries for all TSC-employed teachers in every school should be filled on Fridays each week.
The deadline for filing the TSC TPAD lesson attendance is midnight on Friday.
To fill the TSC TPAD lesson attendance summaries for teachers, use the procedure below:
1. On your Google home page, search for the “New TPAD 2” login window by clicking on this link
2. Enter your TSC Number, ID Number and Password then click on the “login” tab to access your dashboard.
3. Click on Appraiser/ Appraisal then click on the weekly attendance to get the Lesson attendance summaries window.
4. Scroll down and access the “Add Attendance” then click on it after declaring the year, term and deadline (the date for Friday)
5. Fill the teacher’s weekly lesson attendance summary after selecting the teacher for whom you would like to declare a lesson attendance summary per week.
6. Select the week’s ending date, the number of lessons to be taught and the actual number of lessons taught.
In case there are any lessons recovered by the teacher, fill in the actual number of lessons recovered and the lesson attendance remarks.
7. Complete the process by clicking on the “Save” button to save and successfully upload the data.
Repeat the same procedure by other teachers and correctly fill in their details.
