MANDERA, WAJIR AND GARISSA ON THE SPOT OVER PLANS TO CHEAT IN THE UPCOMING NATIONAL EXAMINATIONS

Professor George Magoha has promised to secure the national examinations against any early exposure.

He has also issued a staunch warning against those planning to leak or cheat in the examinations.

The CS Education has also assured the public that no exam will be seen except on the day of the exam. He further added that the ministry is aware of all the heart tricks that exam cheats pull to steal.

He said this today as he was launching the examination period at the Kenya School of Government in Nairobi.

During the launch, education officials were given security padlocks which will be used to lock the examination containers.

Dr Fred Matiang’ i has also warned against any carelessness. The CS for Interior Security said there will be no excuse for losing the keys. Deputy County Commissioners will be answerable in case of such events.

UNGODLY PLANS
Professor Magoha also added that he is already aware of plans by Mandera, Wajir and Garissa to help learners cheat in the forthcoming examinations.

He further implored upon the leaders of the North-Eastern region to allow learners to sit for their examinations without interference. The leaders should also stop confusing learners.

According to Professor Magoha, their surveillance will cover up to two kilometres away from the school.

Therefore, anyone who engages in examination malpractices is due for “slaughter.”

Distribution of examination papers and materials will be done using aircraft.

UNREALISTIC TARGETS
Professor Magoha also urged the parents not to put undue pressure on their children over unrealistic targets.

He told parents to love and accept their children the way they are since each child is unique in his or her way.

In the long run, no one will remain stagnated, everyone will eventually move to the next stage.

FAIR SELECTION
The CS promised a fair selection of students once the results are out. Those from marginalized areas such as the North Eastern region will be given preference.

According to the Kenya National Examinations Council’s data, 1, 088, 986 candidates have registered for the upcoming Kenya Certificate of Primary Education whereas 699, 745 candidates will sit for the Kenya Certificate of Secondary Education.

707, 790 invigilators will facilitate the smooth running of the examinations.

The Teachers Service Commission has just released a full list of TSC-employed teachers who failed to comply by declaring their wealth online via the TSC portal.

According to the TSC statistics, approximately 46, 000 teachers have not yet declared their income, assets and liabilities online despite the TSC portal being open since 1st November 2019.

According to the TSC Online Wealth Declaration statistics, Bungoma County has got the highest number of TSC non-compliant teachers- 3, 1117 TSC teachers with some schools such as St. Cecilia Misikhu Girls having 7 non-compliant teachers.

In the second position is Kakamega County with 2, 682 teachers who failed to declare their wealth online for the year 2019. In Kakamega County, Butere Girls High School set the record by producing the highest number of the 2019 TSC non-compliant teachers- 18 teachers.

Kisii County was ranked position seven in the 2019 TSC list of wealth declaration non-compliant teachers.

A total of 2, 132 teachers were yet to declare their wealth online by December 30 2019.

The deadline for the declaration of wealth online is today on December 31 2019.

TSC 2019 ONLINE WEALTH DECLARATION: HOW TO DECLARE YOUR WEALTH ONLINE VIA THE TSC PORTAL, A SIMPLIFIED PROCEDURE

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.
  7. Once you have filled all the details, click “Next.” This will take you to the next Section, Section B where you will fill in your approximate income, assets and liabilities.
  8. In the next window, fill the details of your dependents ie spouse and children who are below 18 years.
  9. Enter the details of your witness- Name, Address and ID.
  10. To complete the process, upload the information.

KCSE Leakage Peddler Nabbed; Zetech University Fake KCSE Leakage Peddler Arrested Today After Being Flashed Out of his Hide-Out

Breaking News Today-Kenya: A Zetech University Student who has been illegally circulating fake 2021-2022 KCSE papers has been apprehended today. The suspect who has been preying on innocent KCSE candidates was lured into his “death-bed” finally following several barren attempts aimed at flashing him out of his Hide-Out. 

The varsity student was tracked by a multi-agency team after details arose that he was selling fake Kenya Certificate of Primary Education, KCPE and Kenya Certificate of Secondary Education-KCSE fake examination papers.

The suspect was lured into a trap that flashed him out of his Hide-Out in an operation led by undercover agents attached to the Kenya National Examinations Council, Knec in collaboration with agents drawn from

the Monitoring and Surveillance team.

The Monitoring and Surveillance Unit is part of the Directorate of Criminal Investigation, DCI based along Kiambu Road.

Fake Examination Papers

The detectives seized several printed fake examination papers for both KCPE and KCSE. They found both hard copy and soft copy versions of this year’s KCPE and KCSE exams on the suspect’s phone after his arrest.

According to the DCI, the suspect had set up several social media pages including whatsapp groups where he sold the exam papers to unsuspecting students.

Cost of KCPE and KCSE Leakage in Kenya.

The suspect allegedly hyped the price of the KCSE and KCPE leakage charging Kshs 2,600 for Science papers and Kshs 1,600 for humanities.

The suspect has been taken into custody and will be arraigned in court to answer to one charge+examination malpractice.

The suspect contravened Section 28 of the National Examination Malpractices Act 29, 2012.

CS Magoha has assured Kenyans that the integrity of this year’s KCPE and KCSE exams has not been compromised and that the students will not be exposed to exams before reaching the exam rooms.

He further cautioned those being lured into such traps to be careful since the exams they are buying are fake.

“If you are stupid enough to buy those papers, go and purchase them. But I can assure you that you will not be buying our exams,” noted Magoha.

FUNCTIONS OF KNEC

According to Section 10 of the KNEC Act No 29 of 2012, the council is mandated to partake the following roles:

  • Setting  and maintaining examinations standards
  • Conducting public academic, technical and other national examinations within Kenya at both basic and tertiary levels
  • Awarding certificates or diplomas to qualified candidates in such examinations.
  • Confirming the authenticity of certificates or diplomas issued by the Council upon request by the government, public institutions, learning institutions, employers and other interested parties.
  • Undertaking necessary research on educational assessment
  • Promoting the international recognition of qualifications conferred by the Council
  • Advising the Government on any policy decisions that are relevant to, or  the functions of the Council or the administration of examinations in Kenya

The Teachers Service Commission (TSC) recently advertised over 14,000 positions for qualified teachers in the Country. It is emerging that this opening has attracted over 300,000 unemployed teachers! This depicts a sorry state of affairs on matters unemployment in the country. It is indeed a ticking bomb!
This mammoth number of interested candidates has set the stage for a competitive recruitment exercise that will see thousands of teachers face extreme frustration!
It is unimaginable that over 300,000 trained teachers in the country can apply against the advertised slightly over 14,000.
Following the TSC July 2022 recruitment schedule, the online application period terminated on July 7. Thereafter, the shortlisted candidates were to be published on the TSC official Website for transparency. The latter exercise was to end by this week as per the TSC recruitment road map.
The Teachers’ Employer (TSC) has officially communicated that of all the applicants per school, only the top five candidates will be shortlisted!. This is so different from the past, where very long merit lists would be developed only for a few stood a chance of getting the opportunity!
The TSC CEO Dr. Macharia has revealed that the Merit lists that will be generated during the exercise will be used in subsequent recruitment within the financial year.
“However, some areas like in the Asal [arid and semi-arid lands] zones might have fewer applicants,” a source said. TSC intends to complete the selection process and handling of complaints in the next two weeks before the successful candidates report to schools on September 1, 2022.
With 219,311 teachers expressing interest in the 4,000 new openings, post-primary teaching vacancies drew the most candidates. The commission received 136,833 applications for the 1,000 new primary school teacher vacancies that were posted. Shortlisted applicants will be recruited at the county level before being posted to their schools.
Furthermore, the Teachers’ Employer has advertised 8,230 job openings to replace teachers who left the profession due to natural attrition. 327,882 applications were received for the openings, which are split between primary schools (6,539 of them) and post-primary institutions (1,691). TSC used affirmative action to advertise for posts in Mandera, Garissa, and Wajir counties, which are severely understaffed. Due to the recent increase in insecurity, which frequently targets outsiders, teachers from other regions have refrained from being sent to the region.
TSC purposes to deploy 1,230 teachers in the region on both permanent and pensionable and contractual basis. Applicants who have expressed interest in the jobs are 21,194.
“To qualify for recruitment, a candidate must be teaching under the board of management in Garissa, Mandera, or Wajir counties, if not hailing from the three counties,” said Dr. Nancy Macharia, the TSC chief executive, when declaring the vacancies. This is to encourage teachers from the region to apply for the jobs.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS

According to the Ministry of Education, the number of students who will be admitted to national schools will rise next year.

According to The Standard Digital, the Ministry of Education will be obliged to raise the number of students joining national schools due to Kenya’s new education policy-100% transition

Last year, national schools admitted 29, 000 students but due to the higher number of KCPE candidates this year, the Education CS Professor George Magoha will be forced to increase the admission to these schools.

HERE IS THE 2020 FORM ONE SELECTION SYSTEM FOR NATIONAL SCHOOLS

National schools are ranked the highest in Kenya.

This is because they are well equipped with learning resources that facilitate smooth learning.

Unlike County, extra-county and sub-county secondary schools, national schools are few hence paving the way for a stiff competition for KCPE candidates wishing to join them.

Selection is usually done online through the Ministry of Education.

Below is a set of instructions on how to select your preferred national school:

  1. Select the county and sub-county in which you sat the KCPE exam.
  2. Key in your index number and submit.
  3. Click on the “admission letter” tab at the bottom of the page to get your admission letter.
  4. Click on the “Print” or “Download” icon to download your letter to your phone or computer.
  5. Give the copy to your headteacher for endorsement. The headteacher is expected to stamp it in the space provided.
  6. Present the letter for admission together with a copy of your birth certificate.

Health CS Mutahi Kagwe has confirmed one more Coronavirus case in Kenya today on Monday March 23, 2020.

The latest Coronavirus patient is a close contact of one of the eight newly reported corona-virus cases in Kenya.

646 people have been traced so far. 96 cases have been released after completing the two weeks mandatory quarantine period while 550 are still being monitored.

A Roman catholic affiliated priest tested positive for Corona virus, has been quarantined at Mbagathi Hospital after conducting a funeral and church service in Siaya County last week.

People who had come into contact with the priest are still being traced.

The priest hails from Siaya County but is based in Italy.

He was in Kenya on vacation and happened to have conducted mass at a catholic church in Ambira on Friday and attended a funeral in Ugunja Subcounty on Saturday March 14.

 

The number of Covid 19 cases in Kenya has increased from seven to sixteen. Confirming the news today, CS Health Mutahi Kagwe said that the most recent coronavirus case is a close contact of one of the recently reported eight cases.

The CS also said that the Government is racing against time trying to trace the Siaya Priest’s last contacts after realizing the potential risk that the Priest may have exposed Siaya County  residents to after conducting mass and attending a funeral service at Ugunja Subcounty.

Yesterday, an Italy based Roman Catholic Priest who hails from Siaya County tested positive for the Covid 19 virus.

The Priest was was in Kenya on vacation and happened to have conducted mass at a catholic church in Ambira on Friday and attended a funeral in Ugunja Sub county on Saturday March 14.

Stringent Measures to curb corona virus spread in Kenya

The State has consequently come up with more stringent measures to curb the spread of corona-virus in Kenya.

Some of them include forced quarantine of all passengers coming into Kenya between today and Wednesday March 25, 2020 when all flights shall be halted except those ferrying cargo. All schools and learning institutions were also closed by Friday March 19 2020.

 In addition, Government offices and companies must allow workers to work from home, unless it is absolutely necessary to work from the office and Cashless transactions to be used instead of cash transactions. The Cost of transactions should hence be lowered.

Kenyans were also urged to avoid any kind of congregations such as weddings, funerals, church, shopping malls and entertainment places, minimize congestion in public transport, limit congestion in hospitals

Lastly, hospitals and shopping malls to provide water and soap or sanitizers for their customers.

The Kenya National Examinations Council, Knec has finally advertised the highly sought after training opportunities,openings for secondary school teachers in preparation for the massive contractual  recruitment of Knec Examiners who will soon be charged with the responsibility of assessing the KCSE, KCPE 2022-2023 national Examinations.

These examiners will be charged with among other duties co-ordination of the marking Scheme, marking of Candidates’ scripts, and cross checking of learners’ scores.

Besides the normal Knec payment rates for KCPE, KCSE examiners, these teachers will be reimbursed any costs met during their travel to the designated KCPE, KCSE marking centres and receive a co-ordination fee of Kshs 150 per day.

The 2021 Knec Training for Examiners will take place between 3rd and 9th October. Interested applicants are expected to meet the cost of training by remitting an application fee not exceeding Sh 10, 500. If you do not have a Knec Cp2 account, you are expected to create one and follow the instructions given to update your profile.

TSC Hints at a Possible Payrise for Teachers in July, Citing  Final CBA talks with SRC: TSC Teachers Salaries 2021

The Teachers Service Commission (TSC) has shed some light on a possible payrise for all teachers in July 2021.

This follows the latest update by the teachers’ employer indicating that the commission is in  its final stage of CBA negotiation with the Salaries and Remuneration Commission (SRC).

 Through a letter dated 8th February 2021 addressed to Kenya National Union of Teachers (Knut) Secretary General wilson Sossion, TSC also warned the union against making unsubstantiated claims  as it seeks to finalize talks with SRC.

“The Commission is in the process of concluding internal consultations with SRC as per the law to pave way for the CBA negotiations. In the meantime, we ask you to be patient and avoid unfounded allegations on the matter,” wrote TSC.

In the new CBA deposited at the Salaries and Remuneration Commission and which is to take effect from July 2021, the Teachers Service Commission (TSC) has proposed a minimum 16% increment in basic salary for teachers.

New 2021 CBA to favour classroom teachers, says TSC

Unlike the previous CBA which ended in July 2020 and only favoured school administrators, the current CBA which run from July 2021 to July 2025 will plugin the gap between teachers in lower and higher grades.

Teachers in Grades C4 to D5 will benefit from a 16% increment in their basic salaries in the proposed new Collective bargaining agreement by their Employer. Those in Grade B5 to Grade C3 will see a 32% pay rise in their salaries should the new CBA be implemented.

The 2021-2025 CBA also recommending an increment of up to 20 per cent in house allowances, commuter and leave allowances. This essentially implying that Senior and Chief principals are to earn at least Ksh.131, 380 and a maximum of Ksh.157, 656.

Deputy principals ranked between job Group D1 to D3 will earn between Ksh.77,840 and Ksh.125, 573. However Knut and Kuppet had opposed the CBA proposals by TSC.

The two unions had last year made submissions for the new CBA where KNUT wanted the basic pay to be raised by between 120% and 200 percent. Kuppet had also proposed a basic salary increment of between 30 percent and 70 percent.

Topping the list of KCSE most improved schools during the recently released Kenya Certificate of Secondary Education (KCSE 2021 Results 2022) national examinations, is Kaaga Girls High School with a KCSE performance index of 73.98 up from a KCPE mean of 22.38. The schools registered 37 candidates. In the second position came St Joseph’s Girls- Kitale with a performance index of 71.57 up from a KCPE mean of 21.22. The school registered 71 KCSE candidates.

Kisasi Secondary School clinched the Top 3 KCSE most improved schools in the academic year 2021-2022 after posting an impressive mean score of 68.25 up from a KCPE mean of 20.43 for the 27 candidates four years ago.

An expert witness has told the high court that Kenyans are not guaranteed security in as far as their data is concerned.

Anand Venkatanatayan, an IT guru who was testifying against the Kenyan Government on a case filed to challenge the Huduma Number project told the court that personal e-mails among other highly sensitive data are under threat.

HUDUMA NUMBER INCONSISTENCIES

Anand further cited inconsistencies in Huduma Number results for different people. The system has got a major loophole whereby it produces two different results for the same person.

This is the same hitch experienced in India where a similar project failed to bear fruit.

Kenya’s NIIMIS is similar to that of India Aadhaar which is highly vulnerable to numerous leaks.

HACKING
The key witness also suggested that the Huduma Number project will present numerous avenues and opportunities for hackers who would like to mint cash from the Kenyan government.

He suggests that when it comes to computer security, nothing is impregnable especially when hoarding of data is involved.

Centralized system such as NIIMIS and Aadhaar (India) hoard too much data that attracts hackers.

According to him, the infrastructure used to construct the Huduma Number system is weak and prone to leaks.

Anand is not arguing from a point of ignorance. He is an expert in cybersecurity and computer forensic analysis.

Besides, he has got enough working experience which is the more reason why his views should not be ignored.

Unfortunately, no law can shield the system from anomalies and possible hacks.

HUDUMA NUMBER PROJECT
Kenya’s President Uhuru Kenyatta launched the project in Machakos County in April this year.

Its main aim was to capture biometric data, identification documents, KRA numbers, NSSF, emails, National identification and NHIF details just to mention a few.

The witness claims that the collection of personal data was uncalled for since it will neither curb falsification of documents nor ease access to government services.

He also added that NIIMIS will not stop resemblance between individuals.
Also, human features tend to change over time. If a person ages then his or her features are likely to alter.

BIOMETRICS
The rationale behind NIIMIS system in Kenya is to prevent duplication of sensitive documents like national identification cards.

However, this objective may not be met given that biometrics is susceptible to change.

Both Kenya and India’s systems emanate from OT Morpho. So if India’s case is anything to go by, then our system is also deemed to fail.

IMMORTALITY
Anand further suggested that the NIIMIS system can only succeed if all factors remain constant-immortality.

This is, however, a nearly impossible condition given that the iris and fingerprints cannot remain the same throughout one’s lifetime.

Other dangers posed by NIIMIS include profiling and manipulation of children and perpetuation of modern-day colonization.
