Unlike in the past when TSC deployment of qualified and competent P1 teachers to high school levels was frozen, things are looking up for this category of tutors after the Commission began deploying them to teach at lower secondary school levels.
In fact, these tutors shall serve as an anchor given the glaring teaching gaps in the education sector in Kenya.
In a report going by the title “Status Report on Teacher Preparedness for Competence Based Curriculum Implementation,” presented before the National Assembly Committee on Education, the Commission committed to deploy P1 teachers with diplomas, higher diplomas, undergraduate degrees, post-graduate diplomas, masters and PhDs to serve at Junior Secondary schools across the Country under the new Competency Based Curriculum, CBC.
The report submitted by the Commission’s CEO Dr. Nancy Macharia indicated that 18, 076 TSC-Employed P1 teachers had acquired degrees and 17, 758 had acquired higher diplomas by the end of the year 2018.
486 tutors had also attained Masters Degrees, 11 had attained post-graduate diplomas and 5 had gone for diplomas.
5 P1 tutors had also attained PhDs from recognized institutions then.
The decision by the teachers’ employer to promote P1 teachers with higher qualifications is meant to motivate the affected tutors and facilitate the retention of a competent work force within the country.
REQUIREMENTS/ SELECTION CRITERIA/ THRESHOLD
A P1 teacher must meet the following minimum requirements derived from the TSC Career Progression Guidelines, CPGs for Teachers 2017 before being deployed to serve in junior secondary schools:
He or she must have attained a KCSE Mean Grade of C+ plus and above, the minimum qualification for teachers wishing to pursue a Bachelor’s Degree in Education at the University level or its equivalent
Hold a Bachelor’s Degree in Education with two teaching subjects for example Mathematics/ Business Studies
Hold a Bachelor’s Degree in a relevant area with two teaching subjects plus a post graduate Diploma in Education, PGDE
Attain a minimum grade of C+ plus in the two teaching subjects at KCSE level
Have a valid teaching certificate/ be a practicing teacher
Be a Kenyan Citizen
Hold a P1 Certificate in Teaching

36, 000 P1 TEACHERS PROMOTED TO SECONDARY SCHOOLS
The Commission effected the promotion of 36, 000 tutors to public secondary schools in January 2020.
The main selection criteria still remains KCSE mean grade of C+ plus or its equivalent plus higher academic qualifications
Copies of appointment letters addressed to the deployed P1 teachers indicated that the tutors will henceforth be designated as Secondary Teacher II T-Scale 7.

The promotion letters for P1 teachers deployed to secondary schools indicate the teacher’s new work station, designation, grade/ job group, new salary and date of appointment.
