At last the Teachers Service Commission, TSC list of commissioners is full once more after two commissioners Mbale Njuguna and Leila Abdi were sworn in on Monday May 4, 2020.

The process of determining which candidates were best suited for the two positions was a rigorous one especially following the controversy that surrounded the appointment of one of the Commissioners, Leila Abdi for the past few weeks.

During her vetting, the education parliamentary select committee discovered glaring gaps in her curriculum vitae-KCPE and KCSE documents that were enough to raise eyebrows.

She did not have her Kenya Certificate of Primary Education, KCPE, and Kenya Certificate of Secondary Education, KCSE Certificates.

Besides Leila was born in Mogadishu, Somalia but she was raised in Kajiado County.

This led to the opposition and controversy that surrounded Leila Abdi’s nomination as a TSC Commissioner.

Appearing before the parliamentary committee to defend herself, Leila said that her grandfather, Ali Kabati, was a freedom fighter and a Mayor in Thika for 40 years.

She further said that she was raised in Loitoktok where she attended Loitoktok DEB Primary School. Despite all the challenges, Leila was able to access education.

TSC List of Commissioners and Term

The Teachers Service Commission has got a total of nine Commissioners. They are expected to serve for a six-year non-renewable term.

Three commissioners recently left office following the expiry of their term: Commission vice-chair Cleopas Tirop, Dr. Salome Gichura, and Saada Kontoma.

Other commissioners include:

  1. Lydia Nzomo-chair

She took office on December 9, 2014 as the TSC chair. Her reign has been full of stability given the reduced teacher strikes in the education sector. At some point she was however accused of nepotism after she recruited hordes of relatives including a man going by the name Mwamba Anampiu who detectives said is her brother and her sister Mercy Khaemba against the public service rules and regulations.

She champions the implementation of the new CBA for teachers.

  1. Mubarak Twahir Said-Commissioner

He was appointed as a TSC Commissioner on March 20, 2015. He has a Masters of Education Degree (Science Education) from the University of Nairobi and an Advanced Diploma in Educational Studies from the University of Leeds and a Diploma in Special Education from the County of Copenhagen in Denmark.

  1. Tache Bonsa Gollo-Commissioner

He holds a Bachelor’s Degree in Education from the Catholic University of Eastern Africa. Besides, he has undergone training on Corporate Governance, Administration, and Governance of Schools.

 

  1. Beatrice Marembo Adu- Commissioner

She served the TSC for eight years before she was appointed Commissioner. She holds a Bachelor of Education Arts Degree from the University of Nairobi alongside other professional certificates.

  1. Kinoti Imanyara-Commissioner

With a Bachelor’s Degree in Education from the University of Nairobi and a Diploma in Pharmaceutical Technology, Kinoti Imanyara is one of the current TSC Commissioners.

He has also undergone training at Strathmore University on the Art of Leadership in Educational Institutions.

  1. Albert Fred Ekirapa-Commissioner

Ekirapa served as a classroom teacher for 15 years in various schools before he rose the ranks. He has a Master’s in Education Administration from the University of Nairobi and a Bachelor’s Degree in Education from Kenyatta University.

TSC Commissioners’ Roles

TSC Commissioners are mandated to appoint and appraise school heads, confirming those working in an acting capacity, promoting teachers, hearing, and determining TSC employees’ disciplinary cases.

TSC Commissioners also approve budgets and formulate policies.
