The Teachers Service Commission, TSC has just released lists of successful shortlisted candidates for the various administrative posts advertised in August 2019.

The number of available administrative or promotion vacancies stands at 6, 043.

2310 posts are reserved for heads (T-Scale 10 Grade C5) whereas the rest, 3, 733 posts are for Deputy headteachers II (T-Scale 9 Grade C4).

The Teachers Service Commission, TSC is an independent commission tasked with the responsibility of performing teacher management functions such as registration, deployment, recruitment, remuneration, discipline and promotion of teachers.

The commission has got agents- heads of institutions and other administrators who play a crucial role in teacher management.

To promote quality teacher management, the Commission identifies and trains the right people for the job in a bid to reduce unrests and discontentment among staff.

NEW QUALIFICATIONS FOR TSC POST PRIMARY HEADSHIP POSITIONS

For one to qualify for promotion to head a post-primary institution s/ he must:

. Be a professionally trained University Graduate teacher/ technical teacher/lecturer who is currently employed by the Teachers Service Commission.

. Have at least 7 years continuous post qualification experience, two of which must have been at the level of Deputy Head or Head of Department.

. Demonstrate competence and ability both as a classroom teacher and an administrator.

. Be at a minimum TSC Grade of Job Group M as per the TSC Scheme of Service for Graduate teachers, technical teachers and lecturers.

. Have attended at least two in-service training courses on institutional management offered or recognized by Kenya Education Staff Institute, KESI.

. Have a clean personal record.

. Have tendered/ expressed interest in institution administration by applying for advertised headship positions.

. Prove through evaluation that s/he does possess the required qualities of head of an institution, for example, a pass in a selection interview and performance report.

QUALITIES/CHARACTERISTICS OF A GOOD HEAD OF AN INSTITUTION

A good head of institution:

1Must be a good classroom teacher for proper supervision, curriculum organization and implementation.

2. Should be easily accessible to the teaching staff, non-teaching staff, students, parents and the community at large.

3. Must be aware of the instruments used in education management such as the Education Act, TSC Code of Regulations, Heads Manual, Education Policies on examination rules and Accounting instructions for secondary schools.

4. Should be resourceful and prudent when it comes to financial management.

5. Must be a team player and have good public relations.

6. Should demonstrate integrity hence serve as a good role model to teachers, parents, students and the community at large.

7. Should show interest in connecting with students and teachers, knowing them by name and their backgrounds.

8. Should be committed to duty.

9. Must be proactive and a good facilitator.

A school head plays the following roles:

1. Curriculum management, organization and implementation.

The Teachers Service Commission, has announced 5000 teaching vacancies for qualified and certified teachers only.

Details reaching us indicate that the Commission is gearing up for the Mass Recruitment of teachers come July this year.

This follows the announcement of plans to recruit 5, 000 teachers by TSC during the 2021/2022 financial year.

TSC Budgetary Allocation for Mass Recruitment of Teachers in July 2021

Today, the Commission reaffirmed that the Treasury has indeed allocated TSC a total of 2.5 billion for the recruitment of 5, 000 teachers for the financial year 2021 to 2022 as earlier stated by the Treasury Cabinet Secretary Ukur Yatani during the reading of this year’s budget.

The July 2021 TSC mass recruitment is aimed at easing the ever increasing work load in Kenyan schools following the continued increase in learner enrolment rates annually.

Available TSC Teaching Vacancies as of July 2021

Notifying qualified teachers about the available TSC teaching slots to be filled in July 2021 through the TSC Official Facebook page today, the Commission told applicants to look out for the TSC advertisement for 5,000 vacancies next month-July.

” The National Treasury has allocated TSC sh 2.5 billion for the recruitment of 5,000 teachers to ease teachers’ load in handling the increased learner enrolment. Qualified unemployed and registered teachers should look out for advertisement for applications next month,” wrote TSC on Facebook.

July 2021 TSC Mass Recruitment Vacancies per County and Region

Since learner enrolment has increased across all the counties, the Commission plans to increase the ratio of teachers per county to ensure equitable distribution of resources.

In line with the government’s 100 per cent transition policy, all candidates who sat last year’s Kenya Certificate of Primary Education, KCPE national exams have already been placed in various secondary schools.

The 2021 form one selection results were released on June 15, 2021.

The 2020 KCPE candidates are to report to the secondary schools they have been placed on August 2, 2021.

Given that over 1.18 million learners are set to join high school, the work load for the TSC employed teachers will definitely go high making it difficult for teachers to effectively implement the curriculum designs.

According to the ministry’s data, a total of 36, 254 KCPE candidates will join both traditional and newly elevated national schools, 17, 406 are females while 18, 848 are males.

Another batch of KCPE top candidates amounting to 201, 067 have been selected to join extra county, formerly known as provincial schools, 95, 646 are girls whereas 105, 431 are boys.

A total of 213, 591 learners will join county secondary schools- 115, 325 are girls and 98, 256 are boys.

718, 516 candidates will join sub county secondary schools.

The above statistics clearly indicate that the Teachers Service Commission is staring at a crisis unless teaching gaps are plugged early.

TSC Reporting Dates for Newly Recruited Teachers: July 2021 TSC Mass Recruitment

Unlike in the past whereby newly recruited TSC teachers had to wait for at least three months before reporting officially to their new work stations/schools, the July 2021  cohort is likely to report earlier, after one month.

This is simply because the Commission has now digitized all its services thus making it easier to hasten the recruitment process which is being done online save for the interviews where candidates have to present themselves for the recruitment panel to assess their communication ability.

To successfully apply for any advertised TSC teaching posts for school teachers, follow the steps below;

1. From your browser, type the address; https://hrmis.tsc.go.ke:9090/tsc-cgi/tm.live.w-recruit or https://hrmis.tsc.go.ke/app/login.

2. Fill in your TSC No, ID number, and mobile to log in. A verification code will then be sent to your mobile phone.

3. The SMS code from TSC Kenya is sent to the applicant’s mobile phone

4. Enter the SMS code then click ok.

5. You will be redirected to the screen for the secondary teacher. Click on Apply/view

6. Fill in the details as required on the screen that will appear.

7. Choose the Ref from the drop-down menu and fill in the other details not auto-filled then click ok. Click the button +click here to select the school

8. Choose the subjects, county, sub-county, and school and click ok

10. The screen showing the date, county, sub-county, school, and stage of the application will be displayed.

11.The teacher can apply for several vacancies.

Teachers have got a reason to smile besides the much- anticipated July 2020 pay rise after the government extended the tax relief period until the coronavirus ends.

This follows a formal announcement by Treasury Secretary Ukur Yatani about the Government’s plan to extend the tax relief beyond the three months as earlier indicated.

The 5% tax relief that teachers are currently enjoying was meant to last for only three months but now that virus has persisted, the Government decided to extend the period.

This means that teachers and other civil servants earning more than sh 24, 000 a month will continue enjoying the PAYE relief until the virus stops spreading.

In June 2020, CS Yatani told the Parliament that the Government will have to review the tax reliefs once the pandemic is over.

This comes in handy at a time when some financial institutions including the national bank, NBK have decided to increase teachers’ ability to borrow by using the new adjusted PAYE to calculate loan amounts.

NEW PAYE

Tutors who may be interested in applying for bank loans during the Covid-19 period are likely to reap more from the newly adjusted Pay As You Earn, PAYE.

This, therefore, means that teachers are likely to get more money at their disposal for various developmental projects.

In one of the messages seen by our media team, National Bank informs its clients, teachers about its latest move-taking into account the New Tax Relief in lending.

“I am glad to inform you that we are now considering the New Tax Relief in lending. You, therefore, stand a chance of higher qualifications. For calculations and inquiries please contact 07xxxxxxxx,” reads part of the message sent to teachers who bank with NBK.

Other banks such as ABSA gave teachers a three months’ loan break to cushion them against the biting effects of the coronavirus.

TAX RELIEF

Since the President’s announcement of tax relief for various categories of employees in Kenya, teachers have been enjoying slightly higher salaries that are likely to improve their ability to repay and hence qualify for higher loans.

Teachers’ Pay As You Earn, PAYE was consequently reduced following the President’s directive from 30 to 25 percent.

Employees earning a gross monthly salary of less than Kshs 24, 000, on the other hand, are currently enjoying 100 percent tax relief.

The President also suspended the listing of persons in micro or medium enterprises by the CRB whose loan accounts were in arrears or due effective April 1, 2020.

Following the increase of imported covid-19 positive cases last week, President Uhuru Kenyatta has today closed the Kenya-Tanzania and Kenya-Somalia borders.

The two borders shall remain closed for the next 30 days to curb the spread of covid-19 positive cases.

Only vehicles ferrying cargo will be allowed to access the Kenyan territory on condition that the drivers test negative for the coronavirus.

43 cases crossed the border from Somalia and Tanzania last week.

By yesterday, the imported coronavirus positive cases were distributed as follows

Wajir border- 14

Isebania border- 10

Namanga border- 16

Lunga lunga- 2

Loitoktok- 1

The above cases represent a quarter of the 106 confirmed cases.

Besides, 78 foreign truck drivers tested positive for the coronavirus disease at the border. They were consequently denied entry into the country.

If they were not denied access, the imported cases would have led to increased community transmissions.

So far, 22 out of the total 47 counties have been affected by the novel coronavirus.

Dusk to dawn curfew

President Uhuru Kenyatta also extended the dusk to dawn curfew for the next 21 days. This means that Kenyans will have to ensure they are at home by 7.00 p.m.

The earliest this curfew will be lifted is June 6, 2020.

All the successful applicants (short-listed) are advised to attend to interviews at the county TSC offices. It is confirmed that a list of shortlisted applicants has been sent to each county. This is from a memo dated 7th of November 2019 from madam Catherine Lenairoshi of TSC Corporate Communications office. The communique further notified all the shortlisted candidates to carry the following as they attend the interviews on a date that would be communicated in due course:

On the 8thof October 2019, the Teachers Service Commission(TSS) advertised for a whooping 10,300 teacher intern positions. These numbers were to take care of both the primary and secondary schools teacher biting shortage. The bigger number(6000) was for secondary schools perhaps in a bid to plug the severe staff shortage following the 100% transition clarion call. The 4,300 posts were reserved for the primary schools. All the applications were to be done online a great departure from the norm where teachers applied for the advertised positions at the school and sub-county education offices.

 

Salaries and deductions

According to the sources from TSC, it is confirmed that primary school teacher interns will pocket 10,000 while their secondary school counterparts will smile all the way to the bank to cash 15,000. It is important to note that these incomes are subject to statutory deductions. This is stuff like NSSF, NHIF among others.

Tsc has confirmed that the successful interns will be offered permanent jobs. However, this will depend on the usual conditions: availability of funds and the interns’ performance.

Staggering numbers of pupils and students

It is important to note that the ever-swelling numbers of learners in public schools have thrown school managers to panic mode. This is because the resources allocated to schools are not commensurate with the recruitment of teachers and the provision of other essentials in these schools. Survey on the ground indicate that the shortage of teachers in secondary schools stand at a whopping 85,258 this year up from 57,380 last year. In primary the shortage stands at 30,357. This is so bearing in mind that the ministry has to plan for the 10million pupils and about 2.8 million students. This severe shortage has forced the school managers to hire teachers on BOM terms to alleviate the situation. This has created another challenge on matters funds because the government subsidies are not for personal emoluments forcing them to survive on shoestring budgets in a bid to implement learning programmes in schools. The swelling numbers also have strained teachers especially those on duty leading to low morale and possible burnouts.

According to TSC some of the worst-hit subjects in teacher distribution are physics, cre, history, agriculture, English and math. These subjects have fewer teacher trainees even at the teacher training institutions and universities. It is ironical that schools are experiencing these acute shortages yet the country has 328,324 trained but jobless teachers!

Thousands of teachers who have acquired higher qualifications while in service could be promoted following recommendations by the National Assembly after a successful petition by a splinter union.

 

Ms Martha Omollo, the spokesperson of the breakaway Kenya National Teachers Pressure Group (KNTPG), petitioned Parliament to compel the Teachers Service Commission (TSC) to promote teachers who have acquired diplomas, bachelor’s, master’s and doctorate degrees while in service.

 

As a result, the 12th Parliament on its last day recommended that the TSC should continue recognising and acknowledging higher qualifications acquired by teachers while in service.

 

“The TSC should within six months of adoption of this report open negotiations with teachers’ unions on the Career Progression Guidelines (CPGs) and uphold the rights of teachers who have acquired relevant qualifications at the time of their in-service.

 

 

 

“Further TSC shall give guidelines on relevant courses to be undertaken by teachers,” reads the report by the Education and Research Committee adopted by MPs last Thursday.

 

The MPs noted the promotions would be “in accordance with Unesco/ILO recommendations of 1966 that codify intellectual rights of teachers who undertake and conclude relevant in-service courses.”

 

The commission stopped the automatic promotions using the Schemes of Service in 2014 and introduced the Career Progression Guidelines (CPGs) in 2016.

 

 

The MPs have also instructed the teachers’ employer to submit budgetary requirements for promotion of all eligible teachers in the 2023/2024 financial budget estimates for consideration by the National Assembly.

 

The adoption of the report is a big win for Ms Omollo. Last year, she accused TSC of victimisation after being transferred from Nairobi to Trans Nzoia County.

 

Other officials of the KNTPG were also affected by transfers that the commission denied were punitive, saying they were within its mandate.

 

The petition was presented before the House on February 18, 2022 by Nominated MP Wilson Sossion on behalf of Ms Omollo. Mr Sossion quit as Kenya National Union of Teachers (Knut) secretary-general after having a fractious relationship with the TSC — leading to loss of members and clout of the union.

 

 

 

“These recommendations are now compulsive to TSC. This should have been petitioned a long time ago,” Mr Sossion said.

 

Following the petition, the committee heard submissions from Ms Omollo, Mr Sossion, TSC, Knut and the Kenya Union of Post Primary Education Teachers (Kuppet).

 

The unions supported the promotion of teachers who acquired higher qualifications while the commission defended the Code of Regulation for Teachers and the CPGs, saying the two instruments provide the minimum qualification required for each job grade and the conditions to be met before a teacher is promoted.

 

“TSC should promote teachers who graduated before 2014. They used their resources to study but they have now stagnated in the same job group. We speak for teachers because the unions no longer speak for us,” Ms Omollo said. She put the number of those at about 33,000.

 

 

Previously, primary school teachers who attained a diploma in education or a degree were automatically promoted to Job Group K and L respectively.

 

“The commission transited from automatic promotion of teachers on attainment of higher qualifications in form of diplomas and degrees.

 

“Admittedly, there was a high influx of teachers attaining higher qualifications which made the policy fiscally unsustainable,” the TSC said during its submissions before the committee.

 

It also argued that since 2017, it has been annually deploying to secondary schools 1,000 primary schools teachers who have acquired degrees to deal with teacher shortage in secondary schools.

 

The committee observed that during the transition from SoS to CPGs and conversion of job groups to salary scales, some cadres of teachers were left out in the vertical progression adopted.

 

 

 

These include P1 teachers who had acquired bachelor of education degrees, teachers previously in Job Group L who had no administrative responsibilities and diploma holders who had joined at Job Group J and had obtained degrees by the commencement of the 2016 collective bargaining agreement (CBA).

 

The MPs have therefore recommended that such teachers be promoted.

 

“The TSC should ensure that any amendment to the Code of Regulation for Teachers is approved by Parliament and that the CPGs should not whatsoever affect or take away any existing benefit of serving teachers,” the report by the committee chaired by Busia Woman representative Florence Mutua reads.

 

The clerk of the National Assembly will now officially communicate the recommendations of the House.

The Teachers Service Commission, commonly known as TSC is an independent body that is charged  with a myriad of responsibilities including employment , deployment, recruitment,transfer, promotion, training and registration of teachers.

In the recent past,  different organizations have been organizing seminars and workshops to train teachers on issues related with the setting and marking of the summative test usually administered by the Kenya National Examinations Council; Knec technically referred to as Kenya Certificate of Secondary Education, KCSE.

TSC has however raised eyebrows besides sounding an alarm on the manner in which the workshops and seminars are being conducted.

Normally, for the workshops to take place, they have to be approved by the county directors of education but today the TSC CEO had released a memo revealing that her office is yet to approve any training this year.

Besides disapproving the ongoing teacher Seminars, Dr. Nancy Macharia  went ahead to caution Principals against releasing teachers to attend these workshops.

In the memo dated 2nd December 2021, the county director for education Nakuru country, has denounced the recently concluded seminar saying that his office is oblivious of what happened there since they have not approved any workshop and the heads of schools should not release tutors for these workshops.

This is however contradictory since the same employer expects teachers to fill their Tpad forms online and indicate their professional development progress.

APPRAISAL PROCESS
The appraisee is supplied with a copy of the appraisal form and divisional/sectional performance targets at the beginning of the review period. The appraisee is expected to draw an individual work plan which will form the basis of this performance report.

The form shall be completed in duplicate. The appraisal will be done quarterly and at the end of the fourth quarter, the original report will be forwarded to DSHRM by 31st July of every year. The duplicate will be retained by the appraisee.

PART 1 PERSONAL DATA
This part should be fully completed by the appraisee to provide personal details and employment record.

PART 2 PERFORMANCE EVALUATION
In this part, opportunity is provided to the appraisee and appraiser to jointly discuss the appraisee’s performance in terms of departmental/divisional objectives, agreed work targets, performance standards, output and expected results. It also assesses the skills and competencies exhibited.

This part is divided into 5 sections:
Parts 2A -2D; will provide evaluation on appraisees performance for each of the four quarters. This will account for 80% of the overall rating.
Part 2E: In this part the appraisee is rated on behavioral attributes which reflect the Commission’s Core values. This will account for 20% of the overall rating.

PART 3 OVERALL RATING; The Quarterly scores in Parts 2A to 2D and scores on the behavioral attributes in Part 2E will be summarized in this section. The cumulative scores will then be converted into an overall percentage score. It should be noted that in this part, the appraiser’s rating shall constitute the actual grade of the appraisee.

PART 4 TRAINING NEEDS AND DEVELOPMENT; In this part, the appraisee is given the opportunity to state specific performance gaps that if addressed will improve the appraisee’s output and competencies. The appraiser will discuss the appraisee’s performance gaps and then propose what he/she thinks, as a supervisor, are the training interventions required.

PART 5 COMMENTS BY THE COUNTERSIGNING OFFICER
The countersigning officer is the overall supervisor of both the appraisee and appraiser. He/she is required to validate the report.

TSC Effects Mass Transfers for Slightly Over 14,000 Teachers. 

As promised by the TSC Chief Executive Officer Dr. Nancy Macharia in December at least 14,000 teachers will begin the new term in new schools after the Teachers Service Commission (TSC) approved their applications for regional and inter regional transfers.

The upcoming TSC Transfers 2023 have been authorised by TSC CEO Nancy Macharia.

 

The approvals come before the lapsing of the deadline given to the TSC by the National Assembly’s committee on education to reverse the delocalization policy that saw teachers posted away from their homes. The transfers are welcome especially now that teachers are battling harsh economic times ushered in by the Covid-19 pandemic.

 

The reversal of the 2017 TSC Delocalization policy will see thousands of teachers reunited with their families after years of toiling in the cold.

 

The teachers have to report to their new stations before schools open on the 23rd of this month.

 

The change of guard in schools across the country is starting ahead of the opening of the first term of this academic year.

 

At Kamusinga High School, one principal gives way to another. While the new principal is getting the office on acting capacity, other secondary schools will be receiving new principals by 16th January, that is next Monday.

 

TSC is undertaking mass transfers of teachers both at primary and secondary schools under the reversal of the delocalization policy that has been in existence since 2017.

 

In a circular seen by Citizen Digital, the commission’s Chief Executive Officer Nancy Macharia has instructed the commission’s secretary and all regional directors to facilitate the transfers of 14,613 teachers to new stations before the schools re-open on the 23rd of this month.

 

Of these, 10,934 transfers will affect primary school teachers, while 189 deputy head teachers will be transferred, and 1,948 head teachers will be changing stations.

 

Another 1,316 secondary school teachers and 226 principals will also be beneficiaries of the transfers.

 

The TSC had been given until the end of this month to allow teachers to serve in their own regions, a departure from the policy instituted by the commission that demanded that delocalised teachers serve at least three years in the Northern Eastern region, and five years in other regions before qualifying for a transfer.

 

A total of 12,019 transfers will be conducted at the regional level by the TSC regional directors, 2,594 transfers will be inter-regional transfers effected from the national headquarters.

 

While moving the teachers, the officers both at the regional and national headquarters will consider age, gender, and health.

TSC JSS Recruitment guidelines at County level

Teachers Currently Serving as Teacher Interns 

The Commission has resolved to directly recruit all the teachers serving as interns on permanent and pensionable (P&P) terms of.service. These teacher interns are, thereforenotrequired to apply. 

 The total number of employment forms for P&P will be inclusive of the serving teacher interns who shall be recruited directly. 

 For those serving in secondary schools, upon employment, they will be deployed to teach in Junior Secondary Schools within the counties where they are currently serving. 

 In the case of teacher interns serving in primary schools, upon employment, they may be retained in their current station or be deployed to any primary school where their services are required within the counties or regions where they are currently serving. 

 County Directors are required to prepare a list of all serving interns within their counties who are currently on payroll and have not been absorbed on P&P. These teachers should fill out the Application for Employment forms and be issued with Offer of Employment Letters before the main recruitment commences.

File Copy of the Offer of Employment Letter and Application for Employment Forms together with all the relevant attachments shall be submitted to the TSC Headquarters as per the recruitment roadmap. 

 

Verification of Documents 

Due to changes in the score guides, the applicants’ lists shall have no scores. TSC Sub-County Selection Panel shall keenly verify the applicants’ documents and award marks as per the reviewed score guides.

From the exercise, the TSC Sub-County Director shall generate merit lists and recommend successful candidates to the TSC County Director for the issuance of Offer of Employment/Internship letters.

The successful candidates shall be in the four (4) categories of recruitment as follows: 9000/DEC/2022 (P&P, JSS); 21550/DEC/2022 (Internship, JSS); 1 000/DEC/2022 (P&P, Primary) and 4000/DEC/2022 (Internship, Primary).

Categories for recruitment MUST be clearly indicated on all the lists. 

 

Posting of teachers to Junior Secondary Schools 

Posting of the newly recruited teachers to Junior Secondary Schools will be guided by the Learning Areas that a teacher is required to teach as per the guide published on the TSC Website.

TSC County Director MUST ensure that in case a school has more than one stream, teachers posted are of different specialties i.e. Humanities, Sciences, Languages, Mathematics, or Technical to ensure their optimal utilization. 

Offer of Employment and Offer of Internship Letters 

Processing of Offer of Employment and Offer of Internship Letters shall be done at the county level. The TSC County Director shall sign the Offer Letters and submit file copies together with other recruitment documents.

The Offer Letters for serving teacher interns being converted to permanent and pensionable terms of service shall have no folio (e.g. TSC/111111) while those who have never been engaged by the Commission shall bear Folio 2 {e.g. TSC/111111 /2). Two copies of the Offer Letter shall be signed. 

One copy shall be forwarded by the TSC Sub-County Director (where the teacher will be posted) to the teacher. The second copy shall be submitted together with other recruitment documents for filing at the Headquarters.

The TSC County Director and the TSC Sub-County Director shall be required to photocopy the letters for their files. A template for the appointment letter and Offer of Internship Letter will be provided.

Ensure that each candidate fills only one Application for Employment form or receives only one Offer of Internship letter. 

The Offer of Employment Letters shall be done on special papers. County Directors have already been issued with special papers for the exercise. Care must be taken to avoid wastage due to limited resources.

Templates for the Offer of Employment letters, Offer of Internship letters and Internship Agreement shall be shared later. 

Submission of Recruitment Documents 

Recruitment documents shall be submitted as per the attached submission schedule (Appendix XIV). TSC County Directors should ensure that they strictly adhere to the schedule to avoid crowding at the receiving desks.

In addition, they are expected to ensure that all required documents are attached to the Application for Employment Forms including the Offer of Employment Letter, Internship Agreement, Offer of Internship Letter, and Lists of Recruited/Successful applicants per category (Appendices XV – Pry P&P, XVI Pry Internship., XVII – Sec P&P XVIII.– Sec Internship).

TSC County Directors shall be held personally responsible for any missing but required document that may lead to delays in the onboarding of teachers.

It is important to arrive at the Headquarters at the earliest possible time to ensure that all the recruitment documents are received as per the schedule. Officers at the Headquarters will be similarly advised on the same.

The list indicates that some counties such as Kiambu, Embu, Isiolo, Elgeyo Marakwet, and Isiolo have almost achieved their 100 percent transition policy after they recorded teacher shortages ranging from 1 to 10 percent.

TSC Promotes 1,963 Teachers To Higher Grades, Rolls out new T Scales 2022

TSC Promotes 1,963 Teachers To Higher Grades, Rolls out new T Scales 2022

Teachers Service Commission (TSC) has promoted 1,963 teachers following interviews that were conducted between November 1 to 12 by the Commission.

Promoted teachers will fill up vacancies ranging from Grade C2-TSC Scale 7 (Senior Teacher II) to Grade D5 TSC Scale 15 (Chief Principal).

For the promoted teachers 1,040 of them will be moved up to higher scales, according to TSC boss, Nancy Macharia.

A total of 923 teachers to be promoted are those holding positions of heads and deputy heads in arid and semi-arid lands (Asal).

According to Dr. Nancy Macharia, promotion of teachers in Asal was a deliberate affirmative action to grow them.

Breakdown of promoted teachers

A minimum of 53 teachers have been selected to move to the position of Chief Principal.

40 teachers will be promoted to Senior Principal positions and 49 will move up to take principal slots.

Some 33 teachers passed the interviews and will take up the slots for deputy principals I.

15 will move up to take deputy principal II slots

Another 16 teachers have been selected for promotion to the senior lecturer I position as 18 will be promoted to senior lecturer II.

TSC has also selected some 34 teachers to be promoted to curriculum support officer I as nine will be promoted to curriculum support officer II. Some 63 teachers are set to rise up to senior head teacher positions.

The communication also shows that some 233 teachers will take up deputy headteacher II positions.

Another 233 will be posted to the senior headteacher I positions and a similar number selected to assume senior teacher II slots.

And for the Asal promotions, 19 will move up to take principal slots as 12 take up deputy principal II positions.

Only two have been selected to take up senior master II and deputy principal III, as 46 others are set to assume new roles as senior master III (job group C5)

Those selected to move up to senior master IV are 165 teachers with 16 others set to take up slots under the senior master II and deputy principal III.

Others set for promotions are 24 teachers moving up to secondary teacher I position and 111 for deputy head teacher I/head teacher (job group (C5).

Others are 263 teachers who will rise to take up senior teacher II slots and 122 others who will move up to senior teacher II.
