Teachers who failed to activate TSC email have started to feel the heat after the Commissions latest move.

According to TSC, teachers who never activated their emails will not be able to declare their wealth.

Some teachers who failed to activate emails are worried following this move especially after TSC closed email activation exercise hence locking them out.

“The Declaration can only be accessed by individuals who have activated their official @mwalimu.tsc.go.ke email address. This will be vital for user credibility, setting, accessing and resetting individual passwords for the Declaration as applicable. A copy of the submitted Declaration will automatically be sent to the teacher’s email,” said Nancy Macharia in the circular.

TSC had ordered teachers to activate email in the format @mwalimu.tsc.go.ke latest by 30th April 2021.

All Heads of Institutions and teachers including those on internship were required to activate their email accounts which will be used for all communications to the Commission.

The exercise of activating the emails started on 15th February, 2021 and closed on 30th April, 2021 but it was extended after a number of teachers failed to beat the set deadline.

 

TSC Email Activation Simplified Procedure for E-platform, Virtual Meetings and Remote Learning

 

The official email took the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

In addition to an official personal account, heads of institutions were also required to open a separate head-of-institution email. TSC said this address will be available to subsequent heads of institutions for continuity.

As at 12th May 2021 only 76% of the teachers on TSC payroll had activated their email accounts.

“Teachers email activation stands at 76 % compliance. There is a window for P & P and intern teachers who have not activated to do so in order to receive official communication from TSC,” said TSC early May.

In a circular dated 15th February 2021, TSC said in its 2019-2023 Strategic Plan, it identified Reforms and Innovation in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders.

In a bulk SMS sent to teachers last night the Commission says the Wealth Declaration exercise will end on 31st December 2021.

“Dear Mrs Kimani, this is to inform you that the wealth declaration exercise is ongoing and will end on 31st December 2021. Access the Declaration of Income, Assessts and Liabilities (DIALs) Instructional manuals on www.teachersonline.tsc.go.ke Avoid the last minute rush, file your declaration early as advised through Circular no. 12/2021 sent to your email,” read SMS sent to Jane Kimani, a teacher in Nyandarua.

The Commission says any declarations made after the midnight of 31st December, 2021 will not go through.

According to Section 26 & 27 of the Public Officer Ethics Act (POEA) all Public Officers are required to declare their Income, Assets and Liabilities (DIALs) every two years. The previous declaration was done in 2019.

According to Circular 12/2021 TSC said any teacher employed by the Commission who fails to submit the declaration or gives false or misleading information will be liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.

Further, the teacher will be subjected to administrative disciplinary action as per the TSC Administrative Procedures on DIALs.

TSC ordered Heads of Institutions to monitor the declaration progress in their respective institutions and report on non-Compliance by 31st December, 2021.

The Commission said all teachers employed by TSC must declare Income, Assets & Liabilities. These include teachers on:

• Leave of whatever nature

• Interdiction

• Suspension

• Authorized absence of duty

The teachers employer said teachers who have been in employment for a period of less than two years should submit their Initial declarations cause the system has been customized to facilitate this.

Though the Commission said the system will be opened with effect from 1st October, 2021 teachers were unable to declare their wealth till two days ago when the system was activated.

TSC asked teachers to ensure the information filled is accurate and that they ensure they receive a copy of the duly filled declaration in their email as confirmation of successful submission.

The Commission said all sections of the declaration should be filled completely and that incomplete declaration forms will be rejected by the system.

Unlike in the past the Commission said it will not accept any physical (hard copy) form as a confirmation of declaration.

 

PROFESSOR MAGOHA SNUBBED BY PARENTS

In summary:
Both parents and pupils of Precious Top Talents Academy are yet to come to terms with the shut -down of their favourite institution.

Their faith in their school is built on a solid rock and nothing can keep them away, not even imminent death.

They, therefore, camp outside the collapsed school waiting to see whether the school will be re-opened despite Professor Magoha’s directive to have their kids transferred to other neighbouring schools.

UNWAVERING FAITH

Parents and pupils of Precious Top Talents Academy in Nairobi are yet to believe that their beloved institution is no more.

Consequently, they camp outside the ruins of the collapsed building as they await word from the Ministry of Education regarding the re-opening of the school.

This is in spite of the numerous injuries incurred by the children and the trauma that those who witnessed the tragedy must be going through.

One of the standard eight pupils confessed that although she narrowly escaped death, her ardent desire is to remain and hold on to her favourite institution- Precious Top Talents.

She prefers remaining in the institution to being transferred to other institutions.

Kerubo, the pupil is not alone.

Many parents say that they want their children to continue schooling at the school even though the school building collapsed, killing eight children.

One week after the tragedy, the visitors are served with heavily guarded wooden doors.

The pupils’ belonging, mostly bags lay haphazardly on desks inside the heavily secured classrooms.

The adamant parents and their children who crowded outside the building demanded for their books and other learning materials.

AN ICON
For many residents in Ngando area, Precious Top Talents remains an icon and a resolution to their education quest.

This is due to the school’s exemplary performance, affordability and accessibility.

The school charges approximately sh 21 000 per annum.

PUBLIC SCHOOLS PHOBIA
The parents have further pointed a finger at Professor George Magoha, the CS for Education for hurriedly transferring their children to public primary schools whose performance is wanting, way below par.

For them, Ngong Forest Primary, Jamhuri and Riruta can never surpass the collapsed school in terms of performance.

They also cited the long-distance challenge since their children will be obliged to trek for almost three kilometres to their new learning stations.

The parents also expressed fear that their children are likely to be susceptible to security threats as they traverse the vast Ngong’Forest.

MAKE-SHIFT CLASSROOMS
One of the parents, Mr Nyabuto even suggested that the school should be allowed to build make-shift classrooms as they wait for a more permanent solution to the entire stalemate.

This is because the learners had a close bond, something close to covalent among themselves and with their instructors. Therefore, splitting them will greatly affect their overall performance.

Against all odds, the school is known for posting excellent academic results during national examinations. Many candidates attain over 400 out of 500 marks.

WITCH-HUNT
The parents have also cited witch-hunt on the side of the government since there are many poorly constructed schools which have not been targeted.

In response to these allegations, Professor Magoha said that the parents were being incited by politicians to remain adamant.

The Kenya National Examinations Council (KNEC) had scheduled Thursday as the official day for all schools to conduct their rehearsals in preparation for the upcoming tests.

 

Students are now ready to sit for the national examinations starting October 23.

A principal in one of the schools said they could not proceed with the activity due to the presence of other students in the exam centres.

 

Several secondary schools in the Kangemi, Lavington and Westlands areas have had to reschedule their rehearsal dates in preparation for the Kenya Certificate of Secondary Education exams.

 

The Kenya National Examinations Council had set Thursday as the day for the schools to conduct their rehearsals.

 

Students are set to sit for the exams beginning October 23.

 

 

A principal in one of the schools said they could not proceed with the activity due to the presence of other students in the exam centres.

 

“We cannot have the rehearsals today since the other students are occupying some of the rooms that are supposed to be used for examination purposes,” the principal said on anonymity.

 

A school calendar from the Ministry of Education shows that schools were expected to close next week.

 

The third term holiday is considered one of the lengthiest for students lasting for 10 weeks until January 8.

 

In one of the schools, students from the lower forms closed on Wednesday.

 

There was a flurry of activities inside the school with entry being restricted.

 

Some students from neighbouring schools who are set to sit for the examination at the centre could be seen entering the institution.

 

 

Another school is planning to conduct rehearsals on Tuesday next week.

 

“Due to the presence to the presence of other students in the school which is an exam centre, it cannot be possible to proceed with the rehearsal plans, we will have our rehearsals upon closing of the school,” another school head said.

 

The exams will however start next week on Monday with French, German and Arabic oral questions and the Kenya Sign Language and Music practicals.

 

The KCSE exams will end on November 24, 2023, with Physics practicals.

 

On the other hand, the Kenya Certificate of Primary Exams and Kenya Primary School Education Assessment will have their rehearsals on October 27, 2023.

 

KNEC had said that plans are complete to administer national examinations to 2.3 million learners who will sit this year’s KCPE and KCSE examinations.

 

Around 1,415,315 candidates will sit for the KCPE exam, while another 903,260 will take the KCSE test.

Teachers to receive full salaries even as some employers push for Pay Cuts and Unpaid Leaves for their staff to Cushion Businesses

The slightly over 300, 000 TSC employed teachers shall continue receiving full salaries in the wake of coronavirus pandemic which has forced senior government officials including President Uhuru Kenyatta and his Deputy William Ruto to reduce their salaries.

Full salaries

Speaking to The Standard, TSC Head of Communications Ms. Beatrice Wababu said that TSC teachers in Kenya should hold their horses and avoid panicking over possible pay cuts.

“We want to assure teachers that their March salaries will be paid in full before the end of the month.

According to the 2016-2021 Central Bargaining Agreement, CBA, the lowest-paid teacher in Job Group B5 (Primary Teacher II formerly known as Job Group G) will receive Kshs 24, 476.

Secondary Teacher III and Primary Teacher I who currently fall under Job Group C1 (formerly known as Job Groups H and J) will earn Kshs 30, 595.

Secondary Teacher II which currently falls under Job Group C2 (formerly known as Job Groups K) will earn Kshs 39, 595.

Chief Principals on the other hand who currently fall under Job Group D5 (formerly known as Job Groups Q and R) will pocket Kshs 139, 735.

This assurance comes at a time when Kenya’s economy is stagnating following the spread of Coronavirus pandemic in the country, a thing which has generated fears of delayed or partially paid teachers’ salaries by the TSC.

The number of coronavirus positive cases in Kenya is 28 after President Uhuru Kenyatta announced three new cases of infection on Wednesday March 25, 2020.

President Uhuru ordered a total shut down of all schools and other learning institutions such as TVET colleges, universities, and polytechnics to contain the spread of coronavirus in Kenya.

Some employers especially those in the private sector are already pushing for pay cuts and unpaid leaves for their staff to cushion businesses.

School management boards have received guidelines from the Ministry of Education that should govern the employment of additional staff-both teaching and non-teaching in schools.

According to MOE guidelines, schools should employ extra staff on terms that match their capacity to pay and workers’ qualifications.

While releasing the guidelines, PS Education Belio Kipsang cautioned school managers against the haphazard recruitment of additional teachers and subordinate staff since it is likely to balloon the wage bill.

 

SCHOOLS SHOULD MAINTAIN LEAN ADDITIONAL STAFF

In October 2017, a rationalized set of staff recruitment rules directed all schools to maintain lean staff to ensure manageable payrolls.

The guidelines are based on the findings of Dr. Kilemi Mwiria’s education task force which capped non-teaching staff’s salary at Kshs 41, 000.

 

Secretaries employed in public schools should earn between Kshs 24, 662, and Kshs 12, 510.

Messengers who fall in job group D should earn up to Kshs 11, 370. Storekeepers, on the other hand, should earn a minimum of Kshs 12, 510, and a maximum of Kshs 21, 304.

School bursars should earn a maximum of Kshs 41, 590 per month. The minimum proposed pay should be Kshs 31, 020.

 

QUALIFICATIONS FOR SUBORDINATE STAFF IN SCHOOLS

 

According to MOE guidelines, security personnel and cooks who fall under job groups C and D should have a form four certificate. They should earn a minimum salary of Sh 9, 660, and a maximum of Sh 11, 370.

A storekeeper should have a certificate in procurement or supplies management. Nurses employed by schools should double up as matrons. Since they fall under job groups H and J, they should earn a maximum of Sh 24, 662. Besides, they should have a certificate in nursing.

Bursars should have Certified Public Accountant, CPA III.

Cateresses who fall under job groups F and G are expected to have a KNEC Certificate in Catering.

The kitchen hand staff must have a standard eight certificate.

 

STUDENTS’ ENROLMENT DATA

The report recommended that schools should employ staff based on student’s enrolment data and the number of streams.

Essential staff should also be employed on permanent and pensionable terms. The recruitment must be pegged on the set rules and regulations.

A total of nine vote heads are listed in the guidelines for funding from the government.

TSC Teachers Replacement Current Vacancies  

As mandated by the Kenyan Constitution, the sole employer for qualified teachers in Kenya dubbed the Teachers Service Commission usually declares replacement vacancies at least three times per year to fill slots left empty by teachers who have exited service either through retirement or via natural attrition.

Currently, the Commission is in the process of filling 1,550 vacancies declared in February to replace teachers who exited service through natural attrition.

Distribution of TSC Replacement vacancies per County

The vacancies are meant for TSC registered primary, P1 and secondary school teachers.

The number of TSC Replacement vacancies per county varies each time depending on the number of teachers who have exited service at that particular point in time. For instance, in 2021, a total of 1550 teachers exited service paving way for 1,119 replacement posts in primary schools and 431 posts in secondary schools by February.

TSC Replacement working terms and conditions

Teachers absorbed to fill TSC replacement vacancies are hired on a permanent and pensionable terms although they have to serve for a minimum of 10 years on probation terms before getting confirmed.

They must also serve in one station for at least five years as indicated in the commitment letter upon employment before requesting for transfer via the new TSC online platform.

Mandatory pension- PSSS

Any teacher employed by TSC on permanent terms must contribute 7.5% of their basic salary to the newly launched Public Service Super Annuation pension scheme, PSSS.

Not everyone can apply for advertised TSC Replacement vacancies, to qualify for recruitment, a candidate should meet the following basic requirements:

Be a Kenyan citizen

Almost 700, 000 2019 KCSE candidates who sat for this year’s Kenya Certificate of Secondary Education national exams will receive their results before Christmas.

According to Professor Magoha, the Education Cabinet Secretary, marking will be done in time to facilitate the release of results so that parents can plan for their children’s tertiary education.

Speaking at Kapsisiywa Secondary School in Uasin Gishu County on Friday where he oversaw the opening of Friday’s Physics Practical, Magoha also confirmed that the marking of the 2019 KCSE examinations will kick off next week.

The KCPE/KCSE exams are marked by trained examiners who undergo KNEC training every year.

The marking of national exams is usually confined to particular marking centres located in Kenya’s nerve centre-Nairobi and its environs.

KCPE is partly marked by examiners-Composition and Insha and Optical Mark Recognition Scanners (OMR).

New salaries after Pay Cuts

According to the President, the following key government officials will receive lower salaries effective April 2020 to protect the Kenyan economy. Their new salaries will be as outlined below:

NEW SALARIES AFTER PAY CUTS FOR KENYA’S CABINET

President Uhuru Kenyatta’s new salary will be Kshs 288, 750 lower than the initial Kshs 1.44 million before Coronavirus pandemic came knocking forcing him to bear the brunt of an eighty percent pay cut.

Deputy President William Ruto has not been spared too. His new salary effective April 2020 will stand at Kshs 245, 000 a huge drop from Kshs 1.22 million per month after the 80% pay cut.

Cabinet Secretaries will also have to stomach a 30% pay cut from April 2020. Their salaries will reduce from Kshs 924 000 to Kshs 646 000 per month.

Lastly, Kenya’s Principal Secretaries will have to bear with a 20% pay cut in April 2020. Their salary will be reduced from Kshs 755,000 to Kshs 612, 000 per month.

Measures

Other measures given by President Uhuru Kenyatta to shield the Kenyan economy at the wake of coronavirus pandemic include

Tax Reduction and Reliefs in Kenya

President Uhuru Kenyatta has reduced Kenya’s Value Added Tax from 16% to 14%. The president also reduced Pay As You Earn, PAYE from a maximum of 30% to 25%.

Kenyans earning Below Kshs 24, 000, will enjoy 100% tax relief.

No Kenyan will be blacklisted by the Credit Reference Bureau (CRB) for failure to repay loans during the era of the Coronavirus pandemic in Kenya.

Knec Examiners 2022 Invitation; Knec Advertises the Following: 2022 Examiners' Vacancies, Application Deadline and Reporting Dates

Knec KCSE Examiners encompass a cohort of well seasoned and experienced teachers employed by both the Teachers Service Commission or Boards of Management in various secondary schools across the 47counties in Kenya.

The pre-qualifications for KCSE Examiners include possession of a valid TSC teaching certificate (TSC number) which serves as an evidence of registration as a teacher and mandatory  training by Knec.

KCSE 2022 Results Release Jitters as Examiners Report to Knec Marking Centres in Nairobi and Kiambu Counties Today

Over 42,000 KCSE 2022/2023 examiners have now settled in and will start the process of co-ordinating the marking schemes for all the papers including English paper 1,2&3, Maths Paper 1 and 2, Computer Studies Paper 1, 2&3, Biology paper 1, 2 and 3 etc.

Kindly note that each paper for instance English paper 1 is marked by a set of examiners different from the ones marking English paper 2 and paper 3 for objectivity.

The 2022/2023 KCSE examiners will take a whooping three days to harmonize the marking schemes and mark dummies that are prepared beforehand to ensure infirmity and precision before going into the live marking of KCSE 2022 C?candidates’ scripts.

Having reported to the KCSE Knec Marking Centres on Monday January 2, 2023, the live marking of scripts will commence on Thursday January 5, 2023.

Given that the examiners usually burn the midnight oil trying to beat the 14-16 days deadline for marking KCSE scripts, the marking of this year’s KCSE Examinations is likely to end on or before January 15,2023.

Following the completion of the marking exercise, Knec examiners shall clear from the marking centres and troop back home to await the official release of the 2022 KCSE Examinations before schools reopen for the new 2023 academic year.

Upon completion of their duty, 2022 KCSE examiners will receive a token in the form of advance but they will receive their full payment immediately after the results have been released.

For the past two years, KCSE examiners through their giant union KUPPET have been complaining about the delayed payment of their dues.

Now that we have got a new government in place, KCSE 2022 examiners are hoping to receive their rightful dues immediately after the release of KCSE Results in January 2023.

Majority of the KNEC KCSE examiners who did not join the Business Paper-II and Physics Paper III KCSE examiners in demanding for better payment rates from KNEC are likely to go back home by the end of this week.

English Paper Three KCSE examiners, for instance, are 85% through. This means that they will reunite with their families before December 15.

Marking of KCSE exams is conducted by professional teachers trained by the Council.

The KNEC KCSE scripts are marked at KNEC designated marking centres within Nairobi, the capital city of Kenya.

The exercise is usually closely monitored by various government security agencies to ensure that no cheating takes place.

TRAINING OF KCSE EXAMINERS

This exercise lasts for approximately two weeks.

The Kenya National Examinations Council invites teachers who are willing for training annually.

After successful training, KCSE examiners are awarded certificates. The examiners will then have to wait for a formal invitation from KNEC to go for the marking of the KCSE exams.

Teachers in Kenya will soon start receiving free newspapers daily after one of the teachers’ giant unions, KNUT sealed a deal with the Nation Media Group, a leading print media company.

According to the agreement, over 300, 000 teachers will receive a free copy of the Daily Nation e-paper for a month. Confirming the news, NGM CEO Stephen Gitagama on Wednesday said that teachers will get a 30 days’ free subscription which they will access online.

Candidates who finished their Kenya Certificate of Primary Education exams on Wednesday will know their fate in two weeks.

 

Education CS George Magoha said marking started on Monday, and day one papers have already been marked.

 

“If we challenge ourselves, the results will come out within fourteen days,” Magoha said.

 

 

The pupils started with Mathematics, Composition, and English on Monday, Kiswahili Lugha, Insha and Science on Tuesday.

 

Magoha said marking started immediately after the first three papers were submitted.

 

He spoke while supervising the distribution of exams at Kamukunji Deputy County Commissioners Office.

 

He later visited Eastleigh Primary and Ansaaru Sunna Group of schools in Eastleigh.

 

“We started marking two days ago, actually on the first day, and going by the progress, we shall spend similar time like we did last year,” Magoha said.

 

KNEC has initiated a command and call centre that will be used for communication and monitoring of the exams.

Knec has also put in place programmes that will guide the assessment of oral exams, distribution of materials during exams and return of answer scripts.

 

This year the council registered 1,225,507 candidates in 28,316 KCPE examination centres as compared to 1,191,752 candidates in 28,467 centres in 2020.

 

This reflects an increase of 33,755 representing 2.75 per cent.

 

KCPE exam centres will be served from 491 distribution centres while KCSE exam centres will be served from 483 distribution centres.

At least 26 KCPE candidates in Lamu have not sat their exam.

Lamu county education director Joshua Kaaga said the candidates did not show up in their various centres.

 

He said some candidates didn’t show up as their families had migrated shortly after the attacks.

 

“Some of the missing candidates had sat the exams last year and failed and thereafter registered this year but changed their minds,” Kaaga said.

 

He said some students decided to join TVETs instead of having to sit the exams twice. Others moved away with their parents.

 

This year, there are no special cases in Lamu where students are sitting for exams while pregnant, sick, or in hospitals.

 

Meanwhile, Lamu has in recent years recorded great strides in the number of girls enrolling in school.

 

 

This is revealed by the number of girls currently sitting for KCSE and just concluded KCPE exams compared to previous years.

 

Some 3,661 candidates, 1,845 boys and 1,816 girls sat the KCPE exams in Lamu.

 

“The range between the boys and girls is very small. We’re almost achieving gender parity in terms of pupils’ enrolment and access to education across the county,” Kaaga said.

Speaking to The Daily Nation on Saturday, a medic attached to Makindu Sub County Hospital in Makueni County confessed that they had to save themselves since the Chinese national who accompanied the five patients was wearing a protective face mask.
The Nation later on established that the five patients were quarantined and attended to by a doctor wearing protective gear.

Today, Makueni County health boss denied claims of any suspected coronavirus (Covid- 19). According to The Nation, the five Chinese nationals tested negative.
He further refuted allegations that the five Chinese nationals had come from a Chinese construction site at Mutomo where a week ago a Chinese national was quarantined after arriving in Kenya from China.
He said that the five critically ill Chinese patients hail from a Wildlife trust in Mutumo, Kitui County.
Dr Mulwa said that the five had been brought in for a routine check-up as requested by the administration.
The five patients were in a stable condition but one of them had Malaria symptoms.
Dr Mulwa also added that Makueni County was on high alert over the CoronaVirus- Covid 19 threat because of the many construction sites currently being managed by the Chinese.
