CORRUPTION, THE NEW CANCER IN KENYA

I have come to resonate with one of the critics who referred to corruption as a cancer that begins slowly but then rapidly spreads to other parts of the body. Therefore I won’t be wrong if I baptized this menace the term cancer. For a long period of time, corruption has been an infectious disease that affects even the most righteous of all.

Therefore, the question that should be ringing in our mind right now is “who should we blame?” Many a times, our political leaders have taken responsibility but it is time we learnt not to be quick at pointing fingers. This is simply because corruption starts with you and me. Maybe this is why we should remind ourselves about the definition of corruption. In my understanding, it simply refers to any unfair dealing. So if you obtain your goods illegally, tamper with electricity or fail to comply with the dictates of the Kenya Revenue Authority then you are also very corrupt. My point is that one doesn’t have to dip his/her fingers into the public coffers only; there are many forms of corruption. These include:

Bribery- this is the act of convincing someone to do you a favor by giving him/ her money, presents or other gifts.

Favoritism- it refers to unfair support given to an individual or group especially by people in authority. It can also be defined as preferential treatment.

Nepotism- using your power or influence to give preferential treatment to members of your own family.

Tribalism- favoring members of your own tribe.

Cronyism- giving important jobs to people who are close to you rather than to independent people who have the required knowledge, skills and experience.

Now you do understand quite well when I tell you to turn the pointing finger. Each and every one of us has rubbed shoulders with the law in one way or another. Another indispensable fact that we should not shun is the myriad number of corruption scams that have shaken the country to its core.

One of the highly volatile corruption scandals in Kenya is the Goldenberg scandal in which gold was smuggled from Congo. This scam cost the Kenyan tax payers over 10 % of our country’s GDP.

The other scandal was called the Paul Ngei Maize Scandal (1965). In this, Paul Ngei, the then minister for marketing and cooperatives got involved in a scam that led to a national maize shortage.

Next is the Grand Regency Scandal in which the Central Bank of Kenya (CBK) allegedly sold a luxury hotel to Libyan investors below the appraised market price.

In the year 2009, the sale of imported maize scandal also came to light.

Another looting spree at Kenya’s National Youth Service also saw suspects being arraigned in court and charged with fraud. A cake of Kshs 8 billion was allegedly shared among individuals.

Lastly, the 2009 Triton oil scam also found its way into the headlines when the Kenya Pipeline Company (KPC) secretly released oil without informing its financiers.

These are just but a few cases. The most recent scandal that has ruffled feathers at Maasai Mara University (Narok County) in Kenya is a clear proof of the sorry state of corruption in Kenya. The citizen television expose on Sunday which was dubbed “The Mara Heist” revealed how the university’s management is believed to have misappropriated kshs 190 million.

All is not lost though. There is a glimmer of hope since some patriotic whistle blowers have put their lives on the line to stop this corruption train. I personally hail them. If you and I turned the pointing finger then we would easily realize that by keeping mum in the face of corruption we also take part in committing the offence. Let all of us say no to this vice that is eating into the very intestines of the country whose independence our forefathers fought for.

DID YOU KNOW THAT ELIUD KIPCHOGE’S RARE WIN IN VIENNA IS NOT A WORLD RECORD?

Today is a very special day in Kenya’s history as its boldest son Eliud Kipchoge broke the record when he crossed the finish line in less than two hours.

Eliud Kipchoge completed the 42-kilometre marathon in 1:59:40 at the INEOS 1:59 challenge which took place in Vienna, Austria.

However, it is crucial to note that Kipchoge’s feat at INEOS will not be recognized as an official world record.

If you are still wondering why then here are the reasons:

Following the International Association of Athletics Federation (IAAF) for a race to receive a worldwide nod it must meet the following criteria:

The race MUST:

. Be formally approved by the IAAF or the Athletics Federation of the host country

. Have pacemakers who do not rotate in and out of the race.

. Be vetted by anti-doping controls

. Have refreshments taken from official stations, not brought to an athlete

. Have at least three competitors

. Have the course measured and verified by an official

. The athlete should not be paced by a vehicle.

REFRESHMENTS

During his first attempt, refreshments were brought to Eliud Kipchoge. The marathon was held in Monza, Italy two years ago. Besides, refreshments were brought to the champion an act which is against IAAF’s rules.

The same happened today at Vienna when eight pre-prepared drinks were offered to the athlete after every 3.1 miles.

Therefore, the 34-year-old’s recognized men’s world record is the 02:01:39 time which he set in the Flat Berlin Marathon on 16th September 2018.

PRE-PREPARED COURSE

According to an analysis by sports experts at Vienna University, the course had been pre-prepared in such a way that it should take Kipchoge 4.5 seconds more than on a computer-simulated flat and straight path.

In total, he just had to ascend 26 metres and climb 12 metres.

FIERCE COMPETITION

The world marathon record has for a long time been fiercely contested between Kenya and Ethiopia.

Kipchoge’s record was almost broken last month by  Kenenisa Bekele of Ethiopia in the Berlin Marathon.

Kenenisa crossed the finish line in 2:01:21.

NOTE: KIPCHOGE’S RACE IN VIENNA, AUSTRIA WAS NOT A COMPETITION BUT A MOVE MEANT TO INSPIRE PEOPLE TO HAVE DREAMS THAT ARE BIGGER THAN THEIR FEARS.

This was confirmed by Eliud Kipchoge himself who in response to his critics said he was running to sell #NoHumanIsLimited and inspire the world. He said the marathon was aimed at changing the lives of people, not for the sake of money.

CONGRATULATIONS KIPCHOGE, THE MISSION HAS BEEN ACCOMPLISHED!

KUPPET RELEASES LIST OF TUTORS WHO WILL NOT BENEFIT FROM THE JULY 2020 PAY RISE, ORDERS THEM TO CONTACT NEAREST KUPPET OFFICES TO FORMALIZE UNION MEMBERSHIP

It has come to the attention of KUPPET that several TSC employed teachers are likely to miss out on the July salary increment since they are currently being paid on CBA II terms.

Consequently, the union has notified school principals in all counties to inform the affected teachers to get in touch with KUPPET officials or heads to resolve the issue before July.

DEADLINE

If the affected teachers will not contact the union to formalize their union membership before June 15, 2020 they will not benefit from the salary increase which will be effected in July 2020.

“I am kindly notifying the teachers in this list that they are being paid using CBA 2 and they are likely to miss July pay increase signed between KUPPET and TSC. I am advising them to contact any union official in their branches or school heads so that we can formalize their union membership before 15th this month so that they can benefit with salary increase next month, regards.

Eliud Wanjohi

Executive Secretary, KUPPET-Nakuru”

TSC TO EFFECT ANNUAL SALARY INCREMENT FOR TUTORS AND PROMOTE 100, 000 P1 TEACHERS STARTING JULY 2020, FULL DETAILS BELOW-TSC NEWS

External links with related content

Primary school teachers are a happy lot this time as their employer, the Teachers Service Commission, TSC announced plans to effect the promotion of over 100, 000 P1 tutors and annual salary increment for all TSC-employed teachers in Kenya.

While announcing the TSC budget for the next financial year 2020/2021, TSC Boss Dr. Nancy Macharia broke the good news. According to Dr. Macharia, Kshs 7 billion has been set aside for the promotion of 100, 000 P1 teachers and annual salary increment for teachers.

The CEO was defending her budget for the year 2020/2021 before the Parliamentary Education Committee (PEC).

2017-2021 CBA PHASE FOUR TO AFFECT TSC ANNUAL SALARY INCREMENT AS FROM JULY 2020

The Commission has already implemented three phased of the 2017-2021 Central Bargaining Agreement, CBA that greatly affects TSC annual increments for all teachers.

This CBA was a means of averting the unending teacher strikes that had adversely affected the education sector in Kenya.

However, not all teacher grades, previously referred to as job groups, benefitted from the 2017-2021 CBA.

For instance, secondary school teachers in Grade C2 formerly referred to as Job Group K who must hold a Bachelor’s Degree in Education or its equivalent from a recognized institution, holders of Diploma in Education in Grade C1 (previously referred to as Job Group H) and Primary School Teachers in Grade B5, formerly referred to as Job Group G got nothing out of the third phase of the 2017-2021 CBA in July 2019.

This means that the aforementioned categories will not get a penny from the fourth and final phase of the implementation of the 2017-2021 CBA in July 2020.

TSC SALARY INCREMENT A SIGH OF RELIEF TO TEACHERS GIVEN THE NEWLY INTRODUCED TPD MODULES

TSC annual salary increment and promotion come in handy at a time when teachers are set to start grappling with the newly introduced Teacher Professional Development modules in April. The new TPD Modules will cost Kshs 6, 000 annually.

This is what Teachers in various categories and Job Groups (Grades) will earn once TSC effects Annual Salary Increments in July 2020

TSC Annual Salary Increment (pay rise) for Teachers with Administrative roles (Principals): a detailed break-down of TSC Annual salary increments for chief principals, senior principals and principals in Grade D5, Grade D4 and Grade D3

External links with related content

Following the announcement by the Teachers Service Commission about the approval of Kshs 11 billion by members of parliament for the annual salary increment and promotion of TSC-employed teachers, we would like to enlighten you about how various categories of teachers will benefit from the afore-mentioned amount.

Worth noting is that teachers including principals do not receive an equal amount of annual salary increment. The amount differs depending on the teacher’s current grade (job group).

You can find a detailed guide to all the 36 TSC newly- established job groups/ grades on our site.

In this article, we shall take you through the TSC annual salary increment for the three categories of principals.

To start with, principals in Kenyan schools are not equal. There are some who are more equal than others if I may quote George Orwell’s Animal Farm.

Those with higher qualifications and more experience in the teaching sector have got an opportunity to rise the ranks. They earn themselves the following honorable titles such as senior principal and chief principal.

These titles do not just come empty-handed. They are laced with handsome salary increments and allowances.

Besides the normal salary increments that come with TSC promotions from one grade to the next, the Commission awards annual salary increments (pay rise) to all TSC-employed teachers including principals(administrators) as follows:

COMMISSION SECRETARY/CHIEF EXECUTIVE

TSC Boss Announces 15, 522 Promotion Slots for the Following Categories of Teachers

Appearing before the parliamentary education committee in December 2022, TSC Boss Dr. Nany Macharia was taken to task to explain the notorious stagnation of teachers in one grade or rather job group that has left many teachers disillusioned, hopeless about bagging any TSC promotion vacancies in 2023.

In response to this query, TSC CEO Dr. Macharia said that no teacher has stagnated in one job group for over 15 years since the Commission massively promoted teachers in the year 2021.

The latest TSC Promotion news 2023 reaching us at newspro.co.ke now indicate that over 15, 500 teachers who have effectively served on Permanent and Pensionable terms under the new career progression guidelines introduced in the year 2016 will get promoted to higher cadres in January 2023.

Speaking to Mps TSC Boss Nancy Macharia stated that the  Advert is ready and will be out once the national examinations are over.

“Immediately after exams come to an end, we shall advertise and start the process of promoting the teachers to different grades,” said Macharia.

According to TSC these promotions will cost the government Sh1.4 billion.

Macharia said this when she faced the Parliamentary Committee on Education.

The committee chair Julius Melly asked how much it would cost TSC to promote teachers. The members wondered why teachers were stagnating in the same job group for many years.

“There is an outcry that promotion is based on nepotism and other corruption matters. And this seems to be affecting most teachers who have been serving in the same position”* Hon Melly wondered .

The TSC Boss reported that the Commission had a strained budget that could not sustain the promotion.

Macharia urged the MPs to allocate more funds through the national budget, so that the Commission could hire more teachers and promote others.

The Commission is currently recruiting over 30,000 teachers to try and fill the teething staffing gaps.

2022/2023 TSC Promotion Guidelines

According to CPG, elevating teachers from B5 to C1 does not require any more schooling or interviews. To be automatically promoted to C1, one simply needs to have served in B5 for three years.

For secondary school teachers with Diplomas in Education, grade C1 is the entry level. This group includes Primary Teacher I, Secondary Teacher III, and Lecturer I. Additionally, these tutors do not receive pay raises.

Teachers who have taught in Grade B5 for three years in primary school are automatically promoted to Grade C1. Grade C1 primary school teachers, sometimes referred to as Primary Teachers 1, are below T-Scale 6.

Primary school teachers are not automatically promoted from Grade C1 to Grade C2. A promotion for primary school teachers is grade C2. It serves as a starting point for the administrative cadre as well. Entry into this grade is competitive and contingent upon openings.

For one to be promoted for this Grade, he/she must apply online when TSC makes an advert. A teacher must have served for at least three years in Grade C1 in addition to having the required qualifications which is a minimum of a Diploma.

A secondary school teacher in Grade C1 is also known as Secondary Teachers II. Secondary school Diploma teachers in Grade C1 will then move to Grade C2 automatically after serving for three years.

PROMOTION OF TEACHERS GRADE C2 TO C3

Grade C2 is assigned to senior teachers in primary education. For primary school teachers, this grade signifies a promotion.

In the administrative cadre, it serves as a first grade. The availability of openings and the competition make admission to this grade not automatic.

For at least three years as a Primary Teacher I in T-Scale 6, an individual must have held that position before being promoted to this grade.

Additionally, TSC intends to encourage primary school teachers who are currently in the classroom to consider secondary school teaching after receiving their degrees.

Grade C2 is the starting point for primary school teachers who are transferred to secondary institutions.

A promotion for diploma teachers in secondary schools is Grade C2. After working for three years in Grade C1, diploma teachers are automatically promoted to Grade C2.

A promotion interview is required for a secondary school diploma teacher to advance from Grade C2 to Grade C3. Not automatically.

Graduating teachers in secondary education must enter Grade 2. When hired by TSC, every secondary school teacher with a degree begins in this grade.

After serving for three years, secondary school graduates immediately advance to Grade 3.

KCSE 2024/2025 Knec Results Checker Crashes: How to Get KCSE 2025 Results

The just-released Kenya Certificate of Secondary Education, KCSE 2024 Knec results have left many candidates and key stakeholders laden with anxiety, especially after the online portal results.knec.ac.ke crashed barely two hours following the official release of the national test results by the Cabinet Secretary in charge of Education, Julius Migosi.

Education Cabinet Secretary Julius Ogamba released the 2024 Kenya Certificate of Secondary Education (KCSE) examination results on Thursday January 9, 2025.

A total of 965,512 candidates took their KCSE exams across 10,755 centres between October and November last year.

HOW TO GET KCSE 2024/2025 RESULTS

According to the Education CS, candidates can access individual results online through a link on the Kenya National Examinations Council (KNEC) website (https://resullts.knec.ac.ke).

They will be required to enter their index number and any of their names per their KCSE registration data then hit the “View Results” tab to receive their results instantly. Unfortunately, many school administrations are still holed up, trying to access the results after the system broke down.

CS Ogemba advised any candidates with trouble accessing their results to call KNEC through the toll-free number 0800724900 or 0800721410.

However, immediately after the results were announced, Citizen Digital noted that the KNEC website was down.

For the first time since KCSE’s inception, female candidates outnumbered their male counterparts; 480,310 male candidates sat last year’s exam while 482,202 were female.

Some 1,693 candidates scored grade A, while those who attained the minimum university cut-off grade of C-plus and above were 246,39, representing 25.53 per cent.

Other 46,889 candidates meanwhile attained over C-minus and above (49.41%), while those with D-plus and above were 605,774 (62.76%).

At the same time, 840 candidates found to have engaged in exam irregularities had their results cancelled.

“The results of 2,829 candidates suspected to have been involved in exam malpractices have been withheld pending completion of investigations that should be completed within 30 days from today,” the education minister added.

TSC Releases List of Teachers to be Re-Trained: Primary & Secondary Teachers Handling Biology, Agric, H/Science, SST & PE to be Re-Trained. Here are the Reasons

TSC Lists Categories of Primary & Secondary Teachers Earmarked for Restraining:  Biology, Agric, H/Science, SST & PE now Earmarked For Re-Training

TSC Lists Categories of Primary & Secondary Teachers Earmarked for Restraining:  Biology, Agric, H/Science, SST & PE now Earmarked For Re-Training

The Teachers’ employer, Teachers Service Commission TSC-Kenya has lined up various trainings aimed at horning the skills of practicing teachers in preparation for the complete roll-out of the new Competence-Based Curriculum, CBC.

This is in line with the Government’s Education policy in as far as matters curriculum are concerned.

The Government’s aim is to ensure that all the students become fully equipped with the new prerequisite skills that are needed as per the new Curriculum.

The new 2.6.6.3 curriculum has however proved to be very expensive for the parents due to the many materials that are needed in schools for successful implementation.

While taking their children to schools last week, the parents decried the high cost of CBC textbooks that are damn expensive for most of them owing to the fact that they still need to meet other necessary costs like paying the school fees for their children.

These complaints were immediately addressed by the ministry of education officials who are claiming  that the parents have been exaggerating the prices of these textbooks.

Teachers, being at the center of effective curriculum implementation have also been dragged into the debate.

As the implementation process goes on, the teachers too have to be well trained. Currently, the teachers who are yet to be employed by TSC and the counties are applying for the new Diploma upgrade training program. The Government is however yet to provide guidance on their trainings.

TSC is also planning to have some teachers get trained soon in their subjects of specialization.Inorder to make this a reality, the Commission has singled out some specific subjects in both Primary and secondary schools that the teachers will have to be trained in.

Teachers of Agriculture,Home Science,Social Studies and PE have been identified as those who will be considered for the trainings. These teachers should now be psychologically prepared for the trainings that will also include some 110,000 secondary schools teachers.

This means that the above teachers will have to brace for tougher times now that the Education Ministry has revised the academic calendar, clustering terms and reducing holiday breaks.

A report recently released by the Teachers Service Commission already indicates that teachers are already psychologically tormented given the high workload in schools and the limited time allocated for syllabus Coverage.

Besides, these same teachers will be forced to help the Kenya National Examinations Council, Knec to assess KCSE and KCPE candidates’ performance next year now that there will be two major examinations conducted within one year.

TSC News Today: TSC To Hire 75,000 Teachers on P&P And 36,000 Interns

The Teachers Service Commission (TSC) is seeking funds to recruit 75,000 teachers by 2025 to help ease the curriculum burden in both primary and secondary schools as well as plug existing staff shortage.

In addition the Commission plans to hire 36,000 intern teachers for both primary and secondary schools over the same period.

These are some of the proposals contained in the Education Sector Report: Medium Term Expenditure Framework 2022/2023 – 2024/2025 which was sent to parliament for consideration ahead of the 2022 budget allocation.

The Commission’s bold strategy seeks to enhance resource management, professional development, equity and access to quality teaching standards over the next three years from well-staffed schools with better facilities virtually share their classes with other institutions.

TSC Chief Executive Nancy Macharia said the prolonged disruption of learning due to the Covid-19 pandemic brought to the fore the need to continuously empower teachers to respond to emerging trends and challenges.

During Covid 19, most schools were unable to access online lessons due to inadequate facilities and poor internet connectivity.

Macharia said the commission has now accelerated its online teaching and learning, citing the Secondary Education Quality Improvement Project.

The programme is in piloting stage targeting 12 schools in 10 counties.

Under the pilot programme, mathematics, physics, chemistry, biology and English will be live streamed from the host schools.

During the two-month pilot phase, live streaming will focus on sciences, mathematics and English lessons, delivered from two principal schools.

Alliance Girls High School and Machakos Boys, well-staffed institutions with better facilities, will have their teachers share lessons with students in satellite schools across the 10 counties.

The two national schools have been paired with the satellite schools drawn from Isiolo, Kilifi, Bomet, Taita Taveta, Makueni and Kisii.

Macharia said the lessons will be interactive and collaborative through video and sound and learners will have a whole learning experience.

The programme targets Form Two students. Kenya Secondary School Heads Association chairman Kahi Indimuli termed the project a game changer.

“It provides an opportunity to share knowledge, equipment and apparatus. It is a shared opportunity in learning and teaching approaches,” said Indimuli.

He, however, said schools will require high speed internet connectivity. But even as TSC launched the online lessons programme, teachers unions maintained quality teaching also requires proper staffing.

“Counties are not the same. Schools are not the same. We have gaps. Technology cannot replace teachers,” said Knut boss Collins Oyuu.

Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

Key Statistics and Figures in KCPE 2022:

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam.

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

This comes as a relief especially for schools which were denied free education funds last year for learners without crucial documents for the National Education Management Information System, NEMIS such as Birth Certificates. Initially, only learners whose names were on the National Education Management Information System, NEMIS, could receive government funding.

According to the Ministry of Education’s latest statistics, all the 10 million learners in both primary and secondary public schools in Kenya will receive funds whether their names are on the NEMIS system or not.

CS Magoha said this during the official launch of the Elimu Scholarship Programme.

He further added that no school should be punished for missing birth certificates of learners since some of these technicalities were currently being solved by the Ministry of Education.

MANUAL COUNT OF LEARNERS

Consequently, all heads of public schools in Kenya are expected to carry out a manual count of learners in their respective institutions and present them to the Ministry of Education for free education funds to be released.

CS MAGOHA’S TAKE ON INCREASING SCHOOL FEES

Magoha has issued a stern warning against any move by unscrupulous heads of boarding schools to hike the 2020 school fees.

In 2019, the principals had proposed to have secondary school fees increased citing inadequate funding from the government.

He directed parents and other key education stakeholders to report cases of children sent away from school due to lack of school fees.

He also directed all secondary schools to adhere to the Ministry of Education’s guidelines on the 2020 secondary school fees.

Magoha cleared the air on infrastructure saying the Government has set aside Kshs 8.2 billion for secondary schools’ infrastructure under the World Bank’s support for the Secondary Education Quality Improvement Project (SEQUIP).
