The Kenya Union of Post Primary Teachers, KUPPET HAS JOINED HANDS WITH Kenyan teachers who were contracted to mark this year’s KCSE exams to demand for better pay.

KUPPET through its Secretary-General Akelo Misori said that the payment given to KNEC examiners does not commensurate the hardships Kenyan teachers are subjected to in those KNEC designated marking centres.

The Kenya National Examinations Council, KNEC has finally agreed to increase KCSE payment rates for all 2019 KCSE Examiners.

The council finally bowed to pressure from both teachers and the teachers’ union, KUPPET.

Teachers who had been contracted to mark this year’s Business Paper-II national exams downed their tools on Monday citing poor payment rates from the council.

The Kenya Union of Post Primary Education Teachers also joined the aggrieved examiners who had vowed not to touch any paper in demanding for better pay.

The marking of the 2019 KCSE exams has been temporarily halted at Machakos Girls High School after examiners decided to down their tools following grievances that have not been addressed.

The examiners who were charged with the responsibility of marking this year’s Business Paper-II exam downed their tools due to poor payment rates by KNEC.

This means that the marking of Business paper II is yet to kick off since the examiners have hardly touched a candidates paper.

REPORTING DATES

The examiners reported to the designated KNEC marking centre over the weekend in readiness for this year’s marking exercise.

Attempts by KNEC CEO Dr Mercy Karogo to calm their nerves were met by jeering and a spirited resistance from the angry teachers.

Kenyan parents may be forced to dig deeper into their pockets to meet the extra secondary school fees as from January next year if the government yields to their demands.

According to KESSHA Chair Kahi Indimuli, many Kenyan public secondary schools are wallowing in debt due to insufficient funds remitted by the government and parents or guardians as school fees. He said this in Mombasa on 6th December 2019.

This move comes a few days after the Ministry of Education allowed principals to solicit for funds from parents/guardians and other well-wishers to support the development of schools’ infrastructure.

REASONS WHY SCHOOL HEADS WANT TO INCREASE SCHOOL FEES IN JANUARY 2020

If you are wondering why heads are demanding for more secondary school fees, here are the reasons

1. HUGE DEBTS

According to Kahi Indimuli, the current chair of the Kenya Association of Secondary Schools Heads Association (KESSHA), many secondary schools in Kenya are currently wallowing in huge debts since the set secondary school fees by The Ministry of Education is not enough to run schools effectively.

Besides, this school fees was set “decades” ago (in 2014) and since then the cost of essential things has gone up due to inflation.

Indimuli thus suggested that fees should be increased if secondary schools have to crawl out of their huge debt dungeons.

2. MEAL CARDS

In a bid to escape huge debts, some schools especially those with over 1000 students have been forced to introduce meal cards to tame students who have not paid school fees from sneaking in their plates during meal times.

This is a clear indication that secondary schools are straining to meet their daily costs.

3. HIGH COST OF LIVING

It is crystal clear that since the year 2014 when the Ministry of Education capped secondary school fees, the cost of living has skyrocketed.

This, therefore, means that if schools have to effectively run their budget, they will have to increase school fees since the cost of essential things such as grains, vegetables, flour and oil has also gone up.

4. DIFFERENT SCHOOLS, DIFFERENT NEEDS

Mr Indimuli further argued that schools have got different needs.

This is true since Kenyan secondary schools are classified into various categories and clusters that make them unique.

A school in town, for instance, will not have similar needs to that of a school in rural areas.

Besides, the 18 traditional national schools are likely to have more needs than the newly established national schools since they incur utility costs like maintaining swimming pools, a dimension overlooked by the Government during capitation.

Mr Indimuli suggested that the state should either raise its capitation or offer concession in the payment of utility bills.

5. 100% TRANSITION 

Mr Indimuli also cited the 100% transition policy as another key reason as to why they are rallying to have secondary school fees raised in 2020.

He added that the extra school fees cannot be shunned if the 100% transition policy by the Kenyan Government has to be sustained.

KESSHA has already forwarded the proposal detailing the challenges schools are facing.

Indimuli also noted that this move has sent jitters in Kenyan parents, so he sought to calm their nerves saying that the proposal will not go through without their approval.

He said that it will not be a replica of the 1990s when infrastructure fees was mandatory.

TOWN SCHOOLS

The maximum fees for all national and extra county secondary schools located in major towns has been capped at Kshs 75, 798 PER YEAR.

The Government is planning to subsidise this fee with Kshs 22, 244. The rest of the amount should be raised by the parent or guardian.

BOARDING SCHOOLS

The  Kenyan Government will also facilitate the education of each learner in boarding school equal to the capitation offered for learners in day schools.

The parents will have to cater for boarding fees applicable to different categories of schools and their location.

The 2019 KCSE marking exercise which has been marred by protests and go-slows emanating from some of the KNEC KCSE examiners is likely to be completed this week.

Majority of the KNEC KCSE examiners who did not join the Business Paper-II and Physics Paper III KCSE examiners in demanding for better payment rates from KNEC are likely to go back home by the end of this week.

English Paper Three KCSE examiners, for instance, are 85% through. This means that they will reunite with their families before December 15.

MARKING OF KCSE EXAMS

Marking of KCSE exams is conducted by professional teachers trained by the Council.

The KNEC KCSE scripts are marked at KNEC designated marking centres within Nairobi, the capital city of Kenya.

The exercise is usually closely monitored by various government security agencies to ensure that no cheating takes place.

HERE IS A DETAILED GUIDE ON THE KCSE EXAMS MARKING PROCESS

TRAINING OF KCSE EXAMINERS

This exercise lasts for approximately two weeks.

The Kenya National Examinations Council invites teachers who are willing for training annually.

The training of KNEC KCSE examiners takes place in April.

Professional teachers are expected to avail themselves at a designated centre for the exercise and pay a given fee to facilitate the process.

After successful training, KCSE examiners are awarded certificates. The examiners will then have to wait for a formal invitation from KNEC to go for the marking of the KCSE exams.

INVITATION OF KCSE EXAMINERS FOR THE MARKING EXERCISE

KNEC invites the trained examiners for the KCSE marking exercise every year.

Interested examiners will accept the offer then download invitation letters containing the following details:

FORM ONE/ NEW STUDENT ADMISSION PROCESS

New/ form one students will present their letters once they turn up for admission. The school should verify their details in the system.

FORM ONE ADMISSION PROCESS

1. The selected form ones will report to their schools as placed by the NEMIS system and present their admission letter downloaded from the Ministry of Education’s official website provided below

2. The school will then receive the admission letter through the principal or any other person tasked to do so.

3. Then log into the NEMIS system using the following Ministry of Education’s official links:

4. Once you enter the Username and Password, click on the tab labelled “LEARNER”.

5. From the drop-down list provided, select “ADMIT OR CAPTURE REQUEST”

6. On the new window, type the learner’s KCPE INDEX NUMBER on the “SEARCH UPI OR INDEX” box and click to search.

7. NEMIS will automatically display the learner’s details including the school where the learner was placed.

8. If the learner was placed in your school, click on ”ACCEPT PLACEMENTREQUEST”

9. Fill in the required details to complete the admission process.

10. Do the same for all form ones placed in your school.

11. In case you would like to review the details to confirm whether they are correct, select “VIEW MY LEARNERS” from the “LEARNER” tab.

HOW TO UPLOAD YOUR FORM ONE LEARNERS’ BIODATA INTO THE NEMIS SYSTEM

1. Click on the “LEARNER” tab then select “CAPTURE BIODATA FO F1 LEARNERS”

2. Fill in the details as required on the form displayed.

HOW TO REQUEST FOR EXTRA VACANCIES FOR YOUR SCHOOL

If your school is well equipped to accommodate more students than the number placed by the Ministry of Education, follow the following procedure to request for more learners:

1. Log in to the school’s NEMIS account using the school’s username and password.

2. Click on the “LEARNER” tab then click on “ADJUST F1 CAPACITY.”

3. A window with information on the school’s current capacity will be displayed.

4. Select the Gender and enter the new “PROPOSED F1 MAXIMUM CAPACITY”

5. Complete the process by clicking on the “SAVE” button and wait for approval from the Ministry of Education.

6. Once you receive a nod from the Ministry, admit more learners to fill the remaining slots.

Majority of sub-county schools are mixed though there are a few single-sex secondary schools.

Most of them are day schools though a few are day/boarding schools.

KUPPET’s Annual General Meeting was held yesterday at Kenyatta University, Kitui Campus. The high- level meeting brought together 1, 000 delegates and some invited teachers.

KNEC’S POOR WORKING CONDITIONS FOR KCSE EXAMINERS
Some of the issues that the unionists discussed include poor living conditions and low KNEC payment rates for 2019 KNEC KCSE examiners.

Speaking to The Saturday Standard, KUPPET Secretary General Akelo Misori and National Chair Omboko Milemba said the AGM will call for a complete change in the way national exams are administered with teachers’ welfare being the central focus.

Misori further added that KUPPET has complained about the plight of teachers during the administration and marking of national exams but the government has not given the matter enough weight.

According to Misori, KCSE examiners are forced to sleep in “funny” dormitories, queue for hours on end to get a shower and use pathetic toilets.

Some of the KNEC examiners are also obliged to share beds or sleep on the floor due to inadequate beds.

Despite these harsh conditions that examiners are subjected to, they continue to get low pay for the indispensable role they play.

KUPPET thus challenged KNEC to broaden reforms to cover the entire national exam management system.

Collective Bargaining Agreement (CBA)
Besides KNEC’s poor working conditions and poor payment rates for KCSE examiners, the AGM also discussed the upcoming full roll-out of the current 2017-2021 Collective Bargaining Agreement, CBA and the commencement of talks for the next CBA which will be characterized by a 70 per cent salary increment for teachers.

On salary increment, KUPPET has already suggested a 30-70 per cent salary increment and harmonization of allowances for all teachers for the next CBA (2021-2025).

QUALITY KCSE EXAM MARKING
KUPPET’s national chair Mr Milemba, on the other hand, faulted the Kenya National Examinations Council, KNEC for hiring cheap labour for this year’s marking exercise to beat the “deadline.”

He said that quality marking should be separated from “artificial” timelines since KCSE marking is not a marathon race. Quality is very important.

TSC DELOCALIZATION

The union also discussed the looming massive transfers of primary school headteachers and principals.

KUPPET said that teacher’s age, marital status and health conditions should be considered before being delocalized.

According to Misori, the government should not separate families or separate terminally ill teachers from their primary care-givers.

Misori also said that much as the union acknowledges the fact that the government is straining financially, they are opposing the employment of TSC interns.
Instead, KUPPET opts for the employment of TSC teachers on permanent terms.

An examiner who was marking the 2019 KCSE Biology Paper III exam has died.

The examiner, Veronicah Wanjiku collapsed at one of the 2019 KNEC KCSE designated marking centres-Lenana High School in Nairobi.
She was rushed to Kikuyu Hospital but was unfortunately pronounced dead on arrival.
This predicament comes as this year’s KCSE examiners downed their tools last week citing poor working conditions and poor KNEC payment rates per script.

The Council is planning to have a meeting with the Kenya Union of Post Primary Education Teachers’ Union, KUPPET, on Tuesday, December 10 to chat the way forward.

The Council has already agreed to adjust the payment rates per script for all the subjects and harmonize payments for all papers effective 2020.

The 2019 KCSE contracted professionals who are currently stationed at Upper Hill Secondary School finally agreed to start the marking of the 2019 Physics Paper Three KCSE exam after KNEC CEO Dr Mercy Karogo and KNEC Chair Dr John Onsati intervened.

“PACK AND LEAVE”
KNEC officials had initially ordered the examiners to vacate the premises after they refused to continue with the marking exercise.
Ready to leave, the Physics Paper Three examiners had started packing their belongings, when KNEC’s top brass Dr Mercy Karogo and Dr Onsati arrived and saved the day.
2019 PHYSICS PAPER THREE EXAMINERS’ DEMANDS
Here are some of the grievances aired by the 2019 KCSE Physics Paper III examiners:
-The examiners are demanding for a basic pay of Kshs 10, 000 and a coordination fee of Kshs 500 up from the current Kshs 150 per day.
– The examiners also want the Examination Council to improve its payment rates from Kshs 50 to Kshs 80 per script. The council had on Wednesday revised its rate up from Kshs 46 to Kshs 50 per script.
– They are also demanding for the exit of the current Physics Paper III Chief Examiner-Moses Muchanchwa who is allegedly mistreating the examiners. The embattled chief examiner has already retired from the Teaching Service Commission.
-The teachers also want to be allowed to enter the marking rooms with their mobile phones.
-They are also demanding an off on Saturday and Sunday.
-The KNEC contracted professionals also want teachers who administered Practical exams be paid just like other KNEC contracted professionals.
-The examiners also want the council to give breastfeeding mothers time off to tend to their babies.
VICTIMIZATION
Meanwhile, the Kenya Union of Post Primary Education Teachers has warned KNEC against attempts to victimize the examiners involved in demanding better payment rates.

Besides, KUPPET Secretary-General has given the Ministry of Education a 7-day notice to improve the working conditions and payment rates to a flat rate of Kshs 100 per script. Failure to do so will result in industrial action.

The union has also noted that Machakos Girls High School and Starehe Girls Centre are not well equipped to host high numbers of examiners hence resulting in deplorable working conditions that lower the teachers’ dignity.

A Homa Bay-based education lobby group- Homa Bay County Education Network has raised eyebrows over the proposal by the Kenya Secondary Schools’ Heads’ Association to increase secondary school fees as from next year.

The lobby’s main worry is the unscrupulous means that school heads are likely to use to mint cash from Kenyan parents in the name of facilitating development projects within the school.

This warning comes as an aftermath of the Kenyan Government allowing school heads to increase secondary school fees as from next year.

70% SCHOOL FEES INCREMENT 

Speaking at Homa Bay town, the lobby’s network co-ordinator Julius Omuga said it is important to have principals controlled on matters school fees since they are likely to burden Kenyan parents with a more than 70% fee increment.

Omuga further added that many school principals have always invented ways of minting extra money from parents and guardians despite the ministry of Education issuing tough guidelines regarding the payment of school fees.

Therefore, giving them a leeway to increase school fees is like opening a can of worms…

PROFESSOR MAGOHA ON SECONDARY SCHOOL FEES

CS Education Professor Magoha said that school heads were free to consult and convince willing parents to support the development of school infrastructure.

Quoted verbatim, Professor Magoha said, “NOTHING STOPS A PATRIOTIC PRINCIPAL FROM ENGAGING THE SCHOOL’S BOARD OF MANAGEMENT TO SEE IF S/HE CAN PERSUADE VOLUNTARILY PEOPLE WHO WANT TO IMPROVE INFRASTRUCTURE OF THEIR SCHOOLS.”

This decision was arrived at by the Ministry of Education after it was realized that there were inadequate structures to accommodate new students who are likely to join these schools next year.

NOTE: VOLUNTARY PAYMENT OF HIGHER FEES

Professor Magoha however strictly warned against any attempts by school principals to force parents who are economically disadvantaged to give the extra fees.

Only parents who are willing should pay the fees voluntarily.

He further added that the increment of school fees MUST be done in consultation with parents and other major education stakeholders.

The arrival at such pertinent decisions should not be a one-man-show.

NEW SECONDARY SCHOOL FEES STRUCTURE

In February 2019, the current Kenya Secondary Schools Heads Association, KESSHA Chairman Kahi Indimuli presented a proposal to the Ministry of Education aimed at increasing secondary school fees.

In the proposal for new secondary school fees, principals want school fees for national or Extra County schools located in urban areas increased by Kshs 15, 848 from the current Kshs 75, 798. This will amount to Kshs 91, 641.

For national or extra county secondary schools located in other areas, the principals proposed to have the school fees raised by Kshs 17, 773 from the current Kshs 62, 679. This will amount to Kshs 80, 452 per year.

The reason behind this proposal is the fact that the government usually withholds Kshs 4, 196 for textbooks, Kshs 200 for Science and Mathematics Improvement programme, Kshs 6, 000 for infrastructure, Kshs 270 for activity and Kshs 900 for medical insurance.

This leaves schools with only KSHS 10, 600 AS GOVERNMENT SUBSIDY PER STUDENT.

TOWN SCHOOLS

The maximum fees for all national and extra county secondary schools located in major towns has been capped at Kshs 75, 798 PER YEAR.

The Government is planning to subsidise this fee with Kshs 22, 244. The rest of the amount should be raised by the parent or guardian.

BOARDING SCHOOLS

The  Kenyan Government will also facilitate the education of each learner in boarding school equal to the capitation offered for learners in day schools.

The parents will have to cater for boarding fees applicable to different categories of schools and their location.

Kiage Tumaini High School is the best (top) school in Kisii County in the 2019 KCSE results.

The school posted a mean 8.6 (B) plain.

In 2019, Kiage Tumaini High School enrolled 25 KCSE candidates for KNEC exams.

The school was followed by Kisii School, a giant boys only high school located at Kisii Town which had a mean score of 8.3 (B-) minus.

Kisii High School registered 445 KCSE candidates in 2019.

St Charles Lwanga, Ichuni Girls in Kisii County also posted an impressive KCSE mean grade in the just released 2019 KCSE results.

The school had a mean score of 7.65 (B-) Minus. The total candidature was 366.

Another school which proved its worth in Kisii County is Riokindo Boys High School.

The school had a mean score of 7.35 (C+) and a total 2019 KCSE candidature of 257.

Nyabururu Girls High School has recorded a marked improvement in the KCSE 2019 KCSE KNEC results.

The school’s mean had a positive deviation of +1.73 up from its 2018 KCSE mean score, 5.784 (c plain).

The 2019 KCSE mean score for Nyabururu Girls High School is 7.514 (B-).

Cardinal Otunga Boys High School, Mosocho also appeared in the top schools in Kisii County.

The school had a mean of 7. 29(C+) and a total 2019 KCSE candidature of 199.

KNUT union’s activities are thus likely to be crippled due to insufficient funds.

Speaking yesterday to The Standard, KNUT Secretary General Mr Wilson Sossion confirmed that although the teachers’ pay slips for December are out, the Commission did not deduct the union’s dues, again!

The Kenya Nationa Union of Teachers is yet to come to terms with the fact that it might be rendered bankrupt soon after the Teachers Service Commission failed to deduct the union’s dues from its employees.

KNUT Secretary General Mr Wilson Sossion confirmed the incident to The Standard on December 22 2019.

According to Sossion, TSC is supposed to deduct 2% of the teachers’(who are KNUT union members) basic salary and give it to KNUT to enable the union to run its day to day activities.

Session said that KNUT is hence unable to pay its 2700 staff across the country December salaries due to lack of funds.

Currently, KNUT has got a total of 2700 employees: 2000 across the 110 KNUT branches and 70 at KNUT’s head office.

According to the union’s expenditure, 61% of its money is received from remitted dues by the TSC.

The 61% translates to Kshs 84.5 million disbursed to the union’s branches each month whereas the remaining 38% which translates to Kshs 54 million is used to run activities at the KNUT headquarters.

“KILLING KNUT”

According to Mr Sossion, the Teachers Service Commission was ordered to continue remitting union dues to KNUT but the Commission has continued to act with impunity aiming at “killing the union.”

KNUT’s report shows that the union has lost revenues for three months: December, July and August.

This translates to around Kshs 420 million.

In September 2019 the union lost Kshs 70 million and in October Kshs 73 million due to TSC’s failure to honour its part of the bargain.

Last month, the union lost Kshs 76 million. The total amount of money lost by KNT is Kshs 639 million. Failure to deduct union dues for KNUT has starved KNUT and crippled its activities completely.

LOST DUES

According to Sossion, 80, 000 KNUT members have been struck off its payroll denying the union its full membership.

The Teachers Service Commission introduced a digital platform for validating KNUT union membership status without involving the union.

KNUT’s Secretary-General feels that this digital platform was targeting KNUT members.

COLLECT MONEY DIRECTLY

The Teachers Service Commission had previously argued that KNUT should find an alternative way of collecting its dues from teachers whenever it fails to do so.

This is quite impractical since KNUT’s members are spread across the entire country.

In KNUT’s end of the year 2019 media briefing, the union said that the TSC should act in a civilized manner and serve as a role model by obeying court orders and ruling. This statement was issued on December 19.

Teachers marking Computer Paper I will receive Kshs 54 per script.

KUPPET’S PROPOSED KNEC PAYMENT RATES PER SCRIPT

The Kenya Union of Post Primary Education Teachers, KUPPET had on Tuesday given KNEC a 7-days-ultimatum to increase the payment rates of all KNEC examiners to a flat rate of Kshs 100 per scrip.

This means that all examiners will receive the same amount irrespective of the subjects being marked if KNEC gives in to KUPPET’S DEMAND.

KUPPET further argued that KNEC examiners were receiving meagre earnings despite the indispensable role they play in the process of assessment.

KUPPET through its Secretary-General Akelo Misori said that the payment given to KNEC examiners does not commensurate the poor working conditions Kenyan teachers are subjected to in those KNEC designated marking centres.

LONG WORKING HOURS AND CONGESTION

Some of the challenges that KNEC examiners are currently experiencing include long working hours and congestion.

In Alliance Girls, for instance, there are 1, 800 examiners marking this year’s English Paper III 101/3.

This means that the school’s resources have been stretched to host this year’s KNEC examiners.

Besides, the KNEC contracted professionals are expected to wake up as early as 4.00 A.M. and work up to 10.00 P.M.

The examiners are also expected to carry the boxes containing the students’ scripts to and fro one point to another.

2019 KCSE EXAMINERS DOWN TOOLS OVER AT MACHAKOS GIRLS

The marking of the 2019 KCSE exams has been temporarily halted at Machakos Girls High School after examiners decided to down their tools following grievances that have not been addressed.

The examiners who were charged with the responsibility of marking this year’s Business Paper-II exam downed their tools due to poor payment rates by KNEC.

This means that the marking of Business paper II is yet to kick off since the examiners have hardly touched a candidates paper.

REPORTING DATES

The examiners reported to the designated KNEC marking centre over the weekend in readiness for this year’s marking exercise.

Attempts by KNEC CEO Dr Mercy Karogo to calm their nerves were met by jeering and a spirited resistance from the angry teachers.

She was extremely humiliated by the angry examiners who booed her off the stage as she tried to address them today.

CRISIS MEETING

According to inner sources, KNEC Boss Dr Mercy Karogoheld a crisis meeting on Monday evening with senior examiners in an attempt to avert the crisis.

Physics Paper three KNEC examiners KNEC examiners have joined their Business Paper-II counterparts in demanding for better payment rates for marking this year’s KCSE exams.

This comes barely two days after KNEC contracted examiners tasked with the marking of Business Paper-II downed their tools at Machakos Girls High School demanding for better payment rates.

KNEC’S NEW REVISED PAYMENT RATES FOR KCSE EXAMINERS (2019)

Physics Paper III examiners downed their tools a few hours after KNEC, pushed to the edge, revised payment rates per script upwards for all KCSE papers.

NEW KNEC EXAMINERS’ DEMANDS

KNEC examiners now are demanding for a basic pay of Kshs 10, 000 and a coordination fee of Kshs 500 per day up from the current Kshs 150.

The Physics Paper Three examiners who have hardly marked any script since 2.00 P.M. also want the Examination Council to revise the payment rates from Kshs 50 to 80 per script.

This comes even after KNEC attempted to avert a looming crisis by revising the payment rate for the afore-mentioned paper from Kshs 46 to Kshs 50 per script today.

LENGTH OF PAPER                                                       

According to the examiners, Physics paper three is one of the longest papers to mark.

To complete the marking of one script, an examiner needs two and a half hours to complete since every candidate has got his or her marking scheme.

This is very true since the examiner has to calculate and mark based on the candidate’s readings or values.
