The Teachers Service Commission, TSC has further given a break-down of all TSC services in the form of portals.

T-PAY Online Portal

Kenyan teachers can now easily access, view, download and print their payslips via the T-Pay portal.

The system also enables teachers to send their latest payslip to various banks, SACCOs to complete the process of applying for a loan.

TPAD (Teacher Performance Appraisal and Development)

NEW TEACHER REGISTRATION PORTAL

One of TSC’s key mandates is to register trained and qualified teachers after which it issues them with a registration certificate to enable them to practice in any part of the country.

KNEC’S LATEST TOUGH MARKING RULES FOR KCSE EXAMINERS 2019
The Kenya National Examinations Council has invited over 26, 000 examiners for the 2019 KCSE marking exercise.

The examiners include those who were recently trained and those with long term experience.

The examiners are required to work round the clock to ensure they complete the marking exercise before Christmas.

The examiners should download their leaders from the KNEC CP2 website to confirm their marking centres, payment rates and other logistics.

TOUGH KNEC MARKING RULES
KNEC KCSE examiners are expected to observe the following rules:

1. Do not carry away candidates’ answered scripts from marking centres.

2. Do not carry marking schemes or marking materials from the examination centres.

3. All marking should be carried out from the designated marking rooms within the marking centre.

4. There should be no phones in the designated marking rooms.

5. Every KNEC examiner is expected to board-live within the designated marking centre.

6. Attend and participate in all coordination meetings.

7. Observe marking discipline and actively participating in any roles assigned to you.

8. Do not carry any dummies and/or question papers from the marking centres.

9. Complete all the claim forms for answer scripts marked and submit them to the Team Leader before leaving the room.

10. Refrain from any activity that may slow down the marking exercise such as indulging in alcohol.

11. Conceal your identity as an examiner to avoid influence from people with personal interests.

12. Avail yourself at the marking rooms as long as the marking is in progress.

13. Maintain confidentiality on assigned tasks.

14. Ensure that you meet the targets set during the marking exercise.

15. Conduct yourself with dignity, decorum and diligence.

NOTE: ANY EXAMINER FOUND CONTRAVENING THESE REGULATIONS WILL BE DISMISSED AND REPORTED TO THE TSC FOR FURTHER DISCIPLINARY ACTION.

The Ministry of Education has just released the reporting dates for all 2020 form one students.

The reporting date set by the Ministry of Education is between Monday 13th January to Friday 17th January 2019.

This means that the new entrants into Kenyan secondary schools have only one week- 7 days extra to prepare themselves adequately as opposed to the other form two, three and four students.

FORM ONE SELECTION TO NATIONAL SCHOOLS

33, 000 2019 KCPE candidates have already received invitation letters to join National schools.

There are 186 national schools in Kenya distributed across all the 47 counties where these students will join.

SECOND SELECTION

Professor Magoha has confirmed that there will be no second selection for form one students’ admission since this first selection was done based on merit, choice and equity.

Professor Magoha said this during the official release of the 2020 form one admission results on 2nd December, 2019.

PANGANI GIRLS 2020 FORM ONE ADMISSION

According to the Ministry of Education’s statistics, Pangani Girls High attracted the highest number of 2019 KCPE candidates, 111,817 learners who picked the school as their first choice/option.

Unfortunately, Pangani Girls can only accommodate 336 form one students given its low capacity.

Alliance Girls also attracted 83, 489 whereas Kenya High lured 9, 797 2019 KCPE applicants.

2020 FORM ONE ADMISSION LETTERS

2020 Form One Admission Letters to National, Extra-County, County and Sub-County secondary schools will be available for download at the Ministry of Education’s official website below

KCPE candidates who only selected two schools out of eleven will count themselves unlucky since they will be forced to join schools they never chose.

OVERWHELMING NUMBERS

CS Magoha further challenged Members of Parliament to construct more schools within their constituencies to cater for the overwhelming numbers of Kenyan learners who would wish to quench their thirst for education. 

Mombasa and Nairobi are the worst hit when it comes to school shortages. Consequently, some learners had to be forcefully placed in Extra county and County secondary schools outside their home counties.

CS Magoha also urged learners to apply for the Elimu Scholarship to receive financial aid which can propel them through secondary school education.

ELIMU SCHOLARSHIP TARGETTED AREAS

Elimu Scholarship targets 110 sub-Counties and 15 urban centres with informal settlements.

ELIMU SCHOLARSHIP ELIGIBILITY AND REQUIREMENTS

Anyone seeking the 2020 form one Elimu Scholarship MUST:

1. Be a poor and vulnerable child from a financially unstable home.

2. Have sat for the 2019 KCPE exam from public primary schools within the targeted 110 sub-Counties and 15 urban centres with informal settlements. The 110 Sub-Counties have been selected based on the National Government’s administrative areas as per the year 2015.

3. Have attained at least 280 marks in the 2019 KCPE exam. For affirmative action, however, 2019 KCPE candidates who are orphans and/or from highly vulnerable communities and those with disability or special needs who attained below 280 marks may also stand a chance.

4. Candidates with special needs and disability include those with physical, visual or hearing impairment, albinism, autism, dyslexia and other learning disabilities.

5. 2019 KCPE candidates whose parents or guardians disabled hence compromising or limiting their ability to meet their financial obligations and other parental responsibilities.

6. Candidates whose parents are living with chronic illnesses such as HIV/ AIDS that could make them incapable of fending for their families.

7. Candidates whose families have been hit by extreme poverty hence unable to raise the required school fees.

8. Candidates who have been greatly neglected abused and denied support to continue with their education.

Kenyan learners who attain low marks in the KCPE national exam are admitted to these schools but this does not mean that they do not have the ability to excel in KCSE exams.

An examiner who was marking the 2019 KCSE Biology Paper III exam has died.

The examiner, Veronicah Wanjiku collapsed at one of the 2019 KNEC KCSE designated marking centres-Lenana High School in Nairobi.
She was rushed to Kikuyu Hospital but was unfortunately pronounced dead on arrival.
This predicament comes as this year’s KCSE examiners downed their tools last week citing poor working conditions and poor KNEC payment rates per script.

The Council is planning to have a meeting with the Kenya Union of Post Primary Education Teachers’ Union, KUPPET, on Tuesday, December 10 to chat the way forward.

The Council has already agreed to adjust the payment rates per script for all the subjects and harmonize payments for all papers effective 2020.

The marking of the 2019 KCSE exams has been temporarily halted at Machakos Girls High School after examiners decided to down their tools following grievances that have not been addressed.

The examiners who were charged with the responsibility of marking this year’s Business Paper-II exam downed their tools due to poor payment rates by KNEC.

This means that the marking of Business paper II is yet to kick off since the examiners have hardly touched a candidates paper.

REPORTING DATES

The examiners reported to the designated KNEC marking centre over the weekend in readiness for this year’s marking exercise.

Attempts by KNEC CEO Dr Mercy Karogo to calm their nerves were met by jeering and a spirited resistance from the angry teachers.

She was extremely humiliated by the angry examiners who booed her off the stage as she tried to address them today.

CRISIS MEETING

According to inner sources, KNEC Boss Dr Mercy Karogoheld a crisis meeting on Monday evening with senior examiners in an attempt to avert the crisis.

The musings of an ‘EXAMINER!’

The KCSE marking is just around the corner. Yeah! We’ve visited the KNEC contracted professionals’ website page and hit the green colour ACCEPT button with glee. Bingo! We’ve downloaded the invitation letters. Yes, we are reporting as from the 28th of November at the various marking centres. Those going marking for the first time are so excited that they are walking around with the invitation letters showing everyone who cares to see. They think they have made it in life! It is a dream come true too for most of us who have never seen the inside of a national school. ( Most of these marking centres are the national schools that we never qualified for) You see; it will be such a pleasure to interact with the dorms and the tuition blocks literary not mentioning the dining halls where our KNEC three-course meals will be savoured! 25% of TAXATION

Anyway, before I digress, I want to talk about what made me think of pouring my heart out on this marking thing-the 5% KNEC withholding tax! At first, my feeble mind couldn’t comprehend what these huge terminologies meant. This is when I tried to file my returns sometimes mid this year. The cyber guy masquerading as an economist of Kibaki’s league ‘combed’ me that I had to pay the 25% of the total amount I had earned from marking the previous year-2018. I didn’t believe him that I owed the government a whooping 13,600 in taxes. I couldn’t even eat with the thought of owning the government. Imagine me owning the government from the tearfully-earned cash – marking! (Those who mark can relate and those who don’t please keep your wealthy lanes.) This is money that is earned through real sweat and pain. This is money that is really earned if you know what earning is. I couldn’t trust the cyber guru so I rushed to the KRA offices to confirm. On arrival, the officer in charge at the counter casually confirmed that it was true that I owed the government the said amount.”This is what we mean by WITHHOLDING,” she quipped contemptuously! It was apparent that she was speaking to a Kenyan teacher. She must have read frustration on my face as she tried to comfort me by insisting that I had to pay the amount or else it would accumulate to colossal amounts which would be recovered from my retirement benefits. Yes, retirement! She had assumed that I would live that long when the life expectancy in this middle-class( as the government tumbocrats would want us to believe) economy is 45. She had assumed that ‘things kwa ground are the same’. That my Kcb Mpesa, Mshwari, Tala, Platinum loans ,salary advances, mercury sugar, plastic Chinese fish, eggs, the 35%interest rates on bank loans(read interest capping laws) and above all her lordship at the helm of TSC with her continuous threats over my job were to spare me- to retirement. ( if KNUT can be killed- who am I?)

Anyway, I loved her optimism of me paying the taxes accrued from the torturous marking exercise on retirement! Isn’t this sweet? Honestly, I don’t know. Do you? Teachers in this corner of the universe may not decipher all these. It is a complex web! ( How can such a giant teachers’ trade union be killed?)

THE REAL WORK

(Anyway, forgive my deranged teacher’s mind) Back to marking. Professor Magoha is manning the exams ‘himuselefu’! He together with his fat contingent from Jogoo house is leaving nothing to chance. They must oversee a credible exam. Exams are such important. Aren’t they? The exercise is all-important until the Kenyan teacher surfaces in the picture! As a classroom tutor( read teacher), invigilator, supervisor and even marker! Its importance vanishes in thin air when it comes to their pay and general welfare. The centre managers, for example, wake up as early as 4 am in the name of collecting the exams from them containers. Sadly, the country lost one of the managers on 4th November on a grisly road accident as she travelled in these wee hours to pick up the exams in Naivasha. Is there any compensation for teachers when they die on duty?

Invigilators and supervisors work round the clock to administer these exams. Marking in ungodly hours(read 4 am-11 pm) carrying heavy script boxes, coordination of marking schemes, crosschecking, adjudication of marks among other duties characterise the Kenyan teacher’s overall responsibility during this examination period! But wait…What are we paid for all these? A pittance that is again subjected to 25% taxation rate for anything above 24,000.

I almost forgot. Sorry. we are Kenyan teachers. Our pay comes from God!

We handle the work while they handle the cash. Donge?

The Kenya National Examinations Council has invited over 26, 000 examiners for the 2019 KCSE marking exercise.

TOUGH KNEC MARKING RULES
KNEC KCSE examiners are expected to observe the following rules:

1. Do not carry away candidates’ answered scripts from marking centres.

2. Do not carry marking schemes or marking materials from the examination centres.

3. All marking should be carried out from the designated marking rooms within the marking centre.

4. There should be no phones in the designated marking rooms.

5. Every KNEC examiner is expected to board-live within the designated marking centre.

6. Attend and participate in all coordination meetings.

7. Observe marking discipline and actively participating in any roles assigned to you.

8. Do not carry any dummies and/or question papers from the marking centres.

9. Complete all the claim forms for answer scripts marked and submit them to the Team Leader before leaving the room.

10. Refrain from any activity that may slow down the marking exercise such as indulging in alcohol.

11. Conceal your identity as an examiner to avoid influence from people with personal interests.

12. Avail yourself at the marking rooms as long as the marking is in progress.

13. Maintain confidentiality on assigned tasks.

14. Ensure that you meet the targets set during the marking exercise.

15. Conduct yourself with dignity, decorum and diligence.

NOTE: ANY EXAMINER FOUND CONTRAVENING THESE REGULATIONS WILL BE DISMISSED AND REPORTED TO THE TSC FOR FURTHER DISCIPLINARY ACTION.

TSC AND KNEC SHOULD STOP TREATING TEACHERS WITH CONTEMPT

RELEASE INVIGILATORS AND SUPERVISORS, THEY ARE NOT RESPONSIBLE FOR NATIONAL EXAMINATION IRREGULARITIES!!!

For years on end, Kenyan teachers have been treated with contempt by their employer, Teachers Service Commission.

What is even more enraging is the fact that the Kenya National Examinations Council has also jumped the bandwagon.

KNEC has forgotten that without the teachers volunteering to invigilate the ongoing KCPE and KCSE examinations, no national exams will go on.

LOW PAYMENT

KNEC needs to be reminded that the teachers work for the Kenyan child, not KNEC.

It is about assessment, Kenyan teachers are well trained to assess candidates with or without KCPE and KCSE national exams.

There is no way KNEC can continue subjecting teachers to torture, anxiety and low payment.

What disgusts me most is the pompous headlines which feature in the mainstream media whenever there is something to do with teachers’ salaries or payment.

Such headlines include “Teachers Reap Big in New Salary Deal” or “Teachers to Get Highly Paid for Overseeing the KCPE and KCSE Exams.”

The media should stop misleading the public.

KNEC’s pay does not commensurate the sacrifice teachers make to ensure that the national exams go on smoothly.

Centre managers, for instance, have to wake up as early as 4.00 A.M. to collect the exams. They still have to man the exams at their various centres and escort them back to the container to ensure that they are safe.

Supervisors, on the other hand, have to do all the paperwork and ensure that everything is in order. Besides, they have to report to their work stations as early as 7.00 A.M. to receive the examination.

Invigilators, on the other hand, have to sit for at least 2 hours in the classroom to ensure that no cheating takes place.

They are not allowed to carry any gadgets within an examination centre.

Phones are confiscated immediately they report to their work stations.

Honestly speaking, this is a great sacrifice on the part of the teachers.

 

This is why I am advocating for teachers’ rights. Supervising, and invigilating a national exam does not have to put the teacher’s job on the line!

Why does the TSC and KNEC derive pleasure from sacking or suspending teachers whenever an examination malpractice takes place in an examination centre.

IMPERSONATION

Impersonation, for instance, is a malpractice that only the centre manager can be aware of.

The invigilators and supervisors cannot shoulder the blame since they do not interact with the candidates before rehearsal.

Besides, some imposters have registered themselves as private candidates so there is no way you can tell whether they are impersonating candidates since even the passports match them perfectly.

I am thus appealing to KNEC and TSC to reconsider some of the penalties imposed on invigilators and supervisors.

#Teachers are human beings, not robots.

 

 

 

 

 

 

PRESIDENT UHURU KENYATTA TO OFFICIATE THE RELEASE OF KCPE EXAMS THIS WEEK

The recently concluded KCPE National exam marking exercise has set the ball rolling for the release of the long-awaited results which will determine the transition of Kenyan learners from primary to secondary level.

According to The Standard, it is now up to President Uhuru Kenyatta to determine when the exams will be released.

Sources at the Kenya National Examinations Council, KNEC have hinted that the processing of results for more than 1 million KCPE candidates is complete.

This, therefore, means that the results will be out this week.

The 7000 contracted KNEC examiners who were marking Kiswahili Insha and English Composition are ready to leave the designated marking centres after handing over the results.

APPROVAL OF 2019 KCPE RESULTS

Inside sources have revealed that KNEC is expected to meet by Tuesday to approve the results of the 1, 088,986 pupils who sat for the KCPE exams.

If previous experience is anything to go by, candidates are likely to receive their results as from Wednesday.

Last year, KCPE results were released on November 19 and in the year 2017 on November 21.

According to KNEC CEO Dr Mercy Karogo, the Marking and release of KCPE 2019 results will end by November 20.

Moi High School Kabarak came second nationally with a performance index of 72.28. It had a total of 300 candidates.

Moi Tea Girls, an extra county secondary school in Kericho County was the best among other public secondary schools. The school had a total of 136 candidates and a performance index of 69.59.

Alliance Girls, a national school performed extremely well. Out of the 399 candidates who sat for the exam, some candidates managed straight As.

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.
