TSC REVEALS BITING TEACHER SHORTAGES AS MORE THAN 300, 000 SEEK THE 11, 574 TEACHING VACANCIES

It is no longer breaking news that Kenya is indeed short of over 100, 000 teachers. While appearing before the Senate education committee yesterday, TSC CEO Dr. Nancy Macharia made it clear once more that more funds should be allocated for new recruitment so that the commission can recruit at least 20, 000 new teachers every year to plug the biting teacher shortages.

Her request however comes at a time when the Cabinet Secretary Treasury Ukur Yatanni recently announced government plans to freeze employment in the public sector for the next three years following the harsh economic times ushered in by the pandemic.

The senators who wanted to understand the hiring criteria which will be used to promote and hire teachers to ensure the process is fair to all qualified teachers were reassured that the commission has put in place mechanisms to attract, select, appoint and retain competent staff to serve as institutional administrators.

LATEST TSC PROMOTION CRITERIA FOR SCHOOL ADMINISTRATORS

According to Dr. Macharia, primary school teachers within the administrative cadre who fall in job group K, GradeC2 can rise to job group P, Grade D1 under the new grading system adopted after the implementation of the Collective Bargaining Agreement, CBA.

Secondary school teachers on the other hand within the administrative cadre can rise from job group C5 (senior master) to D5(senior principal).

KUPPET has petitioned TSC to reinstate the common cadre promotion grades. KUPPET secretary-general Akelo Misori also said that the fate of 3, 000 diploma teachers who need a promotion from grade C2 to C3 is still not clear.

TSC REVISED SCHEDULE FOR HIRING 11, 574 TEACHERS, MERIT LISTS HAVE ALREADY BEEN GENERATED

It is now clear that the Teachers Service Commission has not shelved plans to recruit 11, 574 teachers. 5,000 teachers will be hired to support the government’s 100 percent transition policy from primary to secondary schools.

The remaining 6, 574 tutors will be hired to replace those who exited service due to natural attrition.

A revised schedule for the upcoming recruitment of teachers indicates that merit lists have been generated and dispatched to respective county directors ahead of the exercise.

Applicants will know their fate starting Thursday next week as the selection process and filling of employment forms kicks off.

TSC employment letters will be sent to successful candidates between October 8 and 14.

This will pave way for vetting of final lists and handling of complaints which will be done at the county levels between October 15 and 22.

All returns will then be received at the commission’s headquarters between October 23 and 24. The newly-recruited teachers will then report to their new work stations by January 4, 2021.

RESUMPTION OF LEARNING IN TEACHER TRAINING COLLEGES

Meanwhile, final year teacher trainees have been recalled back to their colleges to sit their final exams.

Third-year teacher trainees will resume on 5th October 2020 and close on 16th October. The two weeks will allow them to complete their exams and clear colleges for continuing students in the first and second year who will resume learning on 19th October 2020 and close on 18th December 2020.

Education and TSC News Today: Major Curriculum  Shift as Ministry Seeks to Make Physical Education, PE one of the compulsory subjects examinable during KCPE and KCSE National Exams

Key curriculum changes in basic learning institutions are in the offing as Education Ministry primes itself for the reincorporation of Physical Education, PE into the curriculum but as a mandatory subject this time round.

The most recent details now indicate that all primary and secondary schools will have to  constitute sports clubs and committees charged with the responsibility of management of the teaching of physical education.

This information is based on a new government policy aimed at entrenching games as a crucial component of the curriculum.

Besides this, schools will are required to have teachers well trained and regularly refreshed with new skills on how to teach physical education under the new guidelines.

Taken for Granted

Although physical education is currently taught in schools, it is taken casually by learners and teachers because it is elective, non-examinable and rarely enforced.

But a new physical education and sports policy for basic education to be launched today by Education Cabinet Secretary George Magoha seeks to make the subject compulsory and taught like other regular disciplines.

According to the document seen by The Standard, the emphasis on physical education is meant to align schools with the new Competency-Based Curriculum, which has entrenched sports as a learning area and career pathway, as well as prepare learners for “a lifelong active lifestyle.”

 

“Quality physical education is a platform for inclusion in the wider society particularly in terms of challenging stigma and overcoming stereotypes. This is especially so for learners with special needs and those living with disabilities,” says the policy document.

The government’s effort to push physical education to be a top priority subject is likely to be frustrated by the fact that many schools do not have the infrastructure for sports, including playgrounds, equipment, and qualified trainers.

Though the subject is timetabled, its slot is usually taken up by teachers eager to complete their syllabi for the examinable subjects and this is engendered by the fact that quality assurance officers rarely show any interest in it.

Still, PE teachers are often overlooked during promotions since it’s hard to demonstrate their efficacy in a subject that is not examinable.

Many institutions take sports seriously only during inter-school competitions and even then, only those well-endowed with facilities attach a premium to it.

According to the document, a recent survey of post-primary school teachers shows that 69 per cent of a sampled group said they did not have the skills and technical knowledge to teach PE, 62 per cent said they have not been given professional training on the subject while 60 per cent said they do not involve the learners in any physical activity during the PE lessons.

Unlike primary school teachers who are all trained to teach PE, secondary school ones are not required to specialise in PE as a teaching subject.

But according to the Kenya Institute of Special Education, teachers graduating with certificates and diplomas in special education must have PE as a compulsory component in the training.

The policy says the Education ministry will promote accessible infrastructure, facilities, and equipment for PE.

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

  4. Wajir 56.91
  5. Machakos 52.79
  6. Nyamira 52.40

Five Counties recorded underage candidates, 12 years and below. These include:

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates

All the 2023 KCPE candidates will join secondary schools in the third week of January. Candidates who did not have the golden opportunity of sitting for the 2023 KCPE national tests have been advised to register their details at the nearest education offices so that they can be factored in the upcoming special examination which will be conducted in January 2024 to ensure they continue their studies.

2024 Form One Selection Dates

The 2023 KCPE candidates will be selected to join sub county, county, extra county and national schools in January 2024. All secondary school principals, chief principals and senior principals will report to the nearest education offices on Monday November 27, 2023 to conduct the nationwide exercise. It appears that the recent announcement by the Teachers’ Service Commission to continue paying teachers’ salaries and implement the last phase of the 2017-2021 Collective Bargaining Agreement, CBA at the end of July 2020 (which will see some teachers, especially school administrators, earn higher salaries ) did not sit well with some key players.

Following the “big” announcement, some quarters were a beehive of activities deliberately aimed at ensuring the Commission slashes, pay subsistence only or reassign duties to tutors to justify the over 20 billion monthly pay for the next six months.

“As of now, there is no plan to stop paying teachers. This is because it is not the teacher who has refused to go to class; schools are closed due to Covid 19. If the teacher is called upon to resume teaching, they will do so the following day, so long as the conditions are right,” said Beatrice Wababu, TSC Director of Communications last week.

This is the announcement that seems to have opened Pandora’s box. Last week, social media was awash with complaints about teachers earning undeserved pay. What captured our attention was a deranged argument by Protus Onyango, dubbed “TSC employed teachers to continue enjoying their full pay despite being idle.”

This argument is not only scornful but also disrespectful to the teaching profession. Consequently, teachers termed the headline disparaging and inciting with some calling for a boycott of any Standard Newspapers and KTN News Channel until the media house apologizes for the misdemeanor.

In my opinion, this is a miscalculation by The Standard especially now that the media House signed a pact with one of the giant teachers’ unions, KNUT to allow teachers to subscribe for newspapers at a subsidized cost.

In the new deal, interested tutors would access all daily and weekend editions of The Standard Newspaper, The Nairobian, and other publications at a subsidized fee.

The war against teachers’ full pay did not however end with The Standard Media reporter Protus Onyango. Major players have now jumped the bandwagon to force TSC to pay teachers subsistence allowances as opposed to full pay or an alternative be sought to justify teachers’ pay. Otherwise, the continued pay will amount to stealing from the public coffers.

Subsistence allowance refers to money paid to workers for basic needs like food, housing, etc. popular TV and radio stations are suggesting that it is wrong for teachers to continue earning while doing nothing. They have now shifted the blame to the teachers’ employer, TSC for paying “idle” employees.

This heightened debate has culminated in ridiculous suggestions such as reassigning teachers’ roles so that they may be used in other national projects like bridge and road constructions.

Others suggest that teachers be used in mitigating the effects of covid 19 such as increased teenage pregnancies.

Our take right now is clear. The debate on whether teachers’ salaries should be paid is uncalled for and malicious. Remember that teachers get paid money that is only enough to sustain them, unlike reporters who can easily invest without necessarily applying for loans. Most teachers cannot afford luxury suites like Protus Onyango and the rest. So please, leave teachers alone. Just like the TSC put it, TEACHERS HAVE NOT REFUSED TO GO TO CLASS. IF CALLED UPON TO RESUME TEACHING, THEY WILL DO SO THE FOLLOWING DAY, SO LONG AS CONDITIONS ARE RIGHT!

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

The marking of the KCSE 2023 examinations is complete. KCSE 2023 examiners left the designated KNEC  marking centers on Thursday having submitted KCSE 2023 candidates’ scripts and raw scores for further processing. Now all eyes are trained on KNEC officials who are expected to release results any time soon.

The latest details reaching us at newspro indicate that Ezekiel Machogu, cabinet secretary for education, has made it clear that the ministry intends to introduce a new website where the public may view the results of the KCSE exam.

 

In his testimony before a parliamentary committee on Thursday, Machogu stated that KNEC will do away with the SMS code and replace it with a website that will allow candidates and parents to view their results at no cost.

 

Machogu conveyed remorse for the preventable difficulties encountered in obtaining KCPE results and underscored the need for such problems to cease.

 

He gave an example of an earlier instance in which the decision to terminate the services of an outside contractor was made because the contractor had not met the necessary requirements.

 

 

It implies that we won’t be able to employ the same service provider going ahead when we announce the KCSE results. He continued, “I am already interacting with ICT to see if we can create a website.

 

Acknowledging technical issues with the system, the Kenya National Examinations Council (KNEC) recently apologized for the delays in making the 2023 KCPE results available.

 

 

Exam council informed those who tried to view their results that they will receive updates via a special SMS service (40054).

 

 

Parents have had access to their children’s national exam results via the KNEC website or an SMS number over the years.

 

How to Access KCSE 2023 Results Online

In order to get their results via SMS, candidates must transmit their index number to a designated code, followed by the initials KCPE/KCSE (in capital letters).

The release of KCSE examinations is not the end but just a transition period. Student should be ready to move to the next level. Students who have achieved the required cutoff points to Join University under government sponsored will start doing revision as communicated by the Kenya Universities and College Central Placement Service (KUCCPS)  in January ahead of 2022 September intake.

Those who have not met the cut-off to join university are advised to apply to join technical institutions.

TSC DEREGISTERS 44 TEACHERS IN 2023

In spite of nosing to the grindstone to achieve their diploma or degree in education some teachers have lost their glory this month after their employer, Teachers Service Commission scrapped their names off the payroll. This means that the teachers who have been deregistered by the Commission can only reminisce, full of nostalgia their hey days in the teaching service.

This year, the Commission has so far deregistered a total of 44 teachers as announced in an official Gazette notice on Friday March 31.

According to the directive issued by the TSC CEO Dr. Nancy Macharia, the blacklisted teachers will no longer be permitted to teach anywhere in Kenya. Schools that will offer them a job opportunity therefore risk being persecuted for disregarding the TSC code of conduct that is enhrined in the Kenyan Constitution 2010.

TSC DEREGISTERS 44 TEACHERS IN 2023

Teachers Service Commission, on Friday, March 31, deregistered 44 teachers following a disciplinary process.

In a Gazette notice, TSC Chief Executive Officer Nancy Macharia indicated that the 44 teachers had been barred from teaching or assisting in any teaching practice.

Macharia further indicated that the teachers would only be reinstated with prior direction from the Teachers Service Commission.

“Where the name of any teacher is removed from the register under this Act, such name shall not be reinstated except by direction of the Commission,” Macharia stated.

“A teacher whose name has been removed from the register shall cease to be a teacher for purposes of this Act with effect from the date of such removal,” she added.

Following their deregistration, TSC warned schools indicating that institutions that employ them would be prosecuted.

“Suffers or permits or employs in any school a person not being a registered teacher shall be guilty of an offence and liable to a fine of not less than one hundred thousand shillings or to imprisonment for a term not exceeding two years or to both,” TSC insisted.

According to TSC, the deregistered faced disciplinary actions, and the commission found them guilty, prompting the action.

However, TSC did not reveal the disciplinary actions each of the 44 teachers faced.

The deregistered teachers included Irene Atosa, Ekutan Everlyn Ekiru, Denis Riungu, Juma Erick, Obel Herman, David Wanyama, Nicholas Korir, Faustine Mule and Thomas Ngeru.

Others included Peter Kalia, Anthony Mulinge, Kevin Omondi, Opiyo Abdallah, Charles Oloo, Athanus Ochieng and Abner Ainea among others.

The gazette notice indicated that the teachers had been removed from the TSC list since October 2022.

On Tuesday, January 17, Education Cabinet Secretary Ezekiel Machogu threatened to take action against Headteachers for imposing extra levies in schools.

The CS indicated that the Ministry of Education was keen to take prompt action against teachers violating the directive.

“Let no principal or headteacher dare me,” Machogu stated.

“President William Ruto has given clear instructions that teachers should not ask for additional charges from parents, we are affirming that we will follow the instructions to the latter,” he insisted.

KPSEA Results Top 100 Schools and Candidates Nationally

1,268,830 Grade 6 learners who sat for KPSEA 2022 examinations will get their results on Monday, January 16, 2023. Unlike KCPE 2022 results, KPSEA results will not be used for placement of grade six learners to junior secondary schools.

According to the Kenya National Examinations Council CEO, David Njeng’ere, KNES will release three reports.

Individual learners, school-specific reports, and the national report on school-based and summative assessment are the three reports.

The national report will highlight the areas that require assistance as well as the number of learners at each performance level per topic who require intervention.

The individual school report will be tailored to each school and will highlight areas where students face difficulties and where schools require further assistance.

The paper, according to David Njeng’ere, would be critical to KNEC, the Kenya Institute of Curriculum Development (KICD), the Teachers Service Commission (TSC), and the Ministry of Education as they all continue to transition to the Competency-Based Curriculum (CBC).

The KPSEA candidates, like the KCPE candidates, took five multiple-choice exam papers. They took Math, English, Kiswahili, Integrated Science, Creative Arts, and Social Studies classes.

According to a statement from the Presidential Working Party on Education Reform (PWPER), junior secondary schools for grades 7, 8, and 9 will be housed in existing primary schools.

In January 2023, Grade 6 students will enter the junior secondary portion at Grade 7.

According to the task force, the Ministry of Education will offer the appropriate rules on how this would be accomplished.

The marking of KCPE Insha and Composition papers commenced on Monday and will take a few days to complete.

Knec had sent invitation letters to teachers who applied for marking of 2022 KCPE and KCSE exams.

The invitation letters started trickling in last week after KCPE and KPSEA exams were done ended on 30th November 2022.

Knec had invited KCPE and KCSE examiners to apply online for this years marking from 25th November, 2022 and 5th December, 2022 respectively.

For KCPE the examiners will mark the English Composition and Kiswahili Insha papers. In the last KCPE exam done in March 2022 the marking of the papers took two weeks.

However there will be no manual marking for Grade 6 KPSEA exams. This is because there were no essay writings like Composition and Insha.

Insha and Composition papers contribute forty per cent in the final Kiswahili and English papers respectively.

Around 1,268,830 Grade 6 learners sat for KPSEA exams while 1,230,000 candidates did KCPE exams and Form 4 for KCSE were about 880,000.

Knec however changed the reporting date for KCSE examiners because most teachers are still supervising and invigilating the ongoing KCSE exams. The reporting date has been changed to January 2.

Chief examiners and assistant chief examiners coordination will report on December 21 while Subject team leaders will now report on December 26..

KPSEA candidates did five multiple choice exam papers just like the KCPE candidates. They did Mathematics, English, Kiswahili, Integrated Science and Creative Arts and Social Studies.

Grade 6 and Class 8 students had their index and assessment numbers and names printed on the answer sheet to ease marking.

The marking of multiple-choice questions will be done by the modern Optical Mark Recognition (OMR) which electronically scores the papers. The OMR captures marked data from candidates’ answer sheets using specialised scanning.

The machines work with a dedicated scanning device that shines a beam of light on the paper. The contrasting reflection at predetermined positions on a page is used to detect marked areas as they reflect less light than the blank areas of the paper.

With the new machines, scripts are marked in batches of 100 and 200 sheets, unlike the previous technology, which took hours.

During the marking of last years exams there was a standoff between teachers and Knec over pay.

Kenya Union of Post Primary Education Teachers (Kuppet) wanted the exam agency to raise marking fees for each script by at least Sh50, citing harsh economic times.

Kuppet argued that papers like Chemistry Paper 1, Mathematics and English Paper 1 should each be paid at not less than sh100. Presently marking each paper attracts between Sh51 to Sh58.

“Science teachers (Biology, Chemistry and Physics) need to be considered for allowances during practical. Other practical subjects like Agriculture, Building & Construction, Music and Home Sciences should be considered too,” said Kuppet secretary general Akello Misori.

On the overall conditions of teachers working conditions, Kuppet wanted marking centres to be devolved and probably rotated around the country unlike now when they are only in Nairobi.

The union wanted the working hours during marking be fixed between 8.00 am to 5.00 pm to avoid fatigue.

And after the examination administration processes, Kuppet wanted the teachers awarded certificates.

“Examiners should be given Certificates of Attendance to help improve their CVs for interviews during promotions,” said Misori.

The four institutions recently selected to to pioneer the re-training and re-skilling of over 400,000 TSC employed teachers have reported massive number of enquiries into how the TSC refresher courses for teachers will be conducted.

Mount Kenya University, MKU for instance has been forced to expand its resources by setting up a TPD call centre with at least 5 attendants to take care of the thousands of teachers who have been calling to enquire about the new development.

The university’s dean, school of education Dr. Benson Njoroge told Citizen Digital that the institution has seen over 20,000 teachers call the institution within the last two days, to enquire when the courses will begin.

We are planning to roll out the first  TSC Teachers’ TPD training before December and enrollment is ongoing. We seek to start with online learning, due to the prevailing challenges of Covid – 19 pandemic,” he said.

“We have already carried out a pilot program with about 100 teachers, whereby all stakeholders including the Teachers Service Commission and the Teachers Unions representatives were observers and they gave us a clean, bill of Health.”

Kenyatta University has also reported massive enquiries with teachers from far and wide seeking to understand when the training will kick off, as over 300,000 teachers scramble for the available slots in the 4 institutions selected to pioneer the re-training of the teachers

 

Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) have been identified to offer the Teacher Professional Development modules. A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules.

According to TSC, the starting date will be December, 2021. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

“Many components of the TSC Teacher Professional Development programme will be available to teachers online and will be accessed through mobile phones,” said TSC CEO Dr. Nancy Macharia.

She said TPD is a life-long learning programme organized in six hierarchical competency levels where each level takes five years to complete.

At the end of each module, successful teachers will have their teaching certificates renewed after every five years,” she said.

Macharia said every teacher registered by the commission will be required to identify and register with one of the accredited service providers, to undertake this programme.

She urged teachers to embrace it, saying it benefits them in line with its objectives.

In 2016, the Commission introduced Performance Contracting for Heads of Institutions and Teacher Performance Appraisal and Development (TPAD) for teachers, with an aim of strengthening curriculum implementation and accountability in the utilization of resources in order to improve learning outcomes.

Teacher unions had earlier on urged the employer to recall the performance appraisal tools, claiming that the exercise had created anxiety among teachers.

There were also concerns that the tool could be used to victimize teachers when seeking promotion and unfairly blame them for poor results.

Macharia however, noted that since the implementation of TPAD, the quality of education had improved.
