TSC: Education Ministry to Bear TPD Cost; Good News For all TSC Employed Teachers Today as MoE Plans Budgetary Review 2022-2023 to Pay the Kshs 6,000 for their TPD Modules

TSC News Today; TSC Breaking News Today indicate that the Kshs 6, 000 for teacher Professional Development, TPD refresher modules will be paid by the Ministry of Education News if the funds will be included in the next Budgetary Allocation for the Ministry as suggested by Florence Mutual, Chair of the National Assembly’s  Education Committee.

Ministry of Education to Pay for TPD

Teachers in Kenya are a happy lot following a ptoposed budget review which if adopted will see to it that the TPD training cost is met by the government through the ministry of education.

Appearing before the national assembly’s education committee last week, TSC Boss Dr Nancy Macharia was taken to task over the manner in which the Kshs 6,000 TPD training fee was arrived at.

Ms Mutual stated crystal clearly that the burden will soon be lifted from teachers.

Her sentiments are based on the deliberations and decisions arrived at by the committee.

“As a committee, we agreed that we will factor Teacher Professional Development, TPD in the Ministry’s budget and the process is ongoing,” Mutual remarked.

If approved, teachers will no longer be obliged to bear the blunt of training owing to the hard economic times that have hit almost every household in Kenya.

TSC List of Teachers who Signed up for TPD Training in December

The Teachers Service Commission, TSC had hoped to train 5,000 teachers but 20,000 more signed up for the December training.

An ongoing assessment of schools by county and sub-county directors of education shows that more than 20, 000 teachers  have so far commenced the TPD training.

The aforementioned officers are currently collecting details of teachers who have enrolled for TPD training.

TSC finance manager Cheptumo Ayabei also confirmed that the Commission had factored TPD cost when submitting the 2022-2023 TSC Budgetary estimates.

“This is something we thought should be met just like other provisions for teachers,” he said.

EDUCATION NEWS; VULGAR KAMBA MUSICIANS BLAMED FOR OVER 4000 TEENAGE PREGNANCIES IN MACHAKOS

VULGAR KAMBA MUSICIANS BLAMED FOR OVER 4000 TEENAGE PREGNANCIES IN MACHAKOS

The Kenya Film Classification Board Boss Ezekiel Mutua has pointed a finger at the wild and vulgar Kamba artistes for the high number of teenage pregnancies reported in Machakos last week.

According to Mutua, local artistes should take the shot for moralizing vulgarity through their vernacular hits.

Objectification of women

He said that Kamba music tends to encourage vulgarity and objectification of women.

He also noted the availability of pornographic content, vulgar secular music that is easily available on radio, TV, and public service vehicles as the driving forces behind the skyrocketing numbers.

Mutua further appealed to content creators and producers to be cautious so that they do not produce and promote dirty content that will harm their children in the future since the internet never forgets.

In 2017, a survey by the Kenya Film Classification Board showed that vulgar music had a great impact on the youth.

Machakos County took the lead when it comes to vulgar content. Therefore, it is not surprising that three years later, the County is topping the list of teen pregnancies.

“Even music bands are sexualized, we are sitting on a ticking time bomb as vulgar stage names are used in the presentation of local musicians,” said Dr. Mutua.

MACHAKOS COUNTY TOPS  WITH THE HIGHEST NUMBER OF TEEN PREGNANCIES

As Kenya battles to curb the spread of the novel Covid-19, some counties are facing another challenge, teen pregnancies.

According to a report published by the Children’s Department in Machakos County, 4, 000 schoolgirls below the age of 19 have been impregnated in the last four months.

This worrying trend was attributed to the extended closure of schools to curb the spread of coronavirus.

The children’s Department Officer Salome Muthama accused parents and guardians of neglecting their children. She urged them to rise up to the occasion since the majority of the cases involve close relatives.

Statistics indicate that Masinga Sub-County leads with  104 cases involving children between 10-14 years and 601 cases involving children aged between 15-19.

Athi River on the other hand reported seven teen pregnancies for children aged between 10-14 and 561 for 15-19,

Machakos sub-county had 48 cases (aged 10-14) and 259 (aged 15-19).

Yatta sub-county completes the list with 10 pregnancies (ages 10-14) and 462 (ages 15-19).

Machakos County has however dismissed the statistics saying that proper investigations ought to be conducted for verification of this information.

Pornographic Content

Concerned about these alarming cases, Education CS Professor George Magoha now wants pornographic sites blocked.

Speaking in Nakuru on Thursday, the CS said that he will lobby for the formulation of a law to block pornographic content in the country.

“I am going to lobby the cabinet and by extension his Excellency the President so that  they consider blocking content related to pornography from being accesses by all and sundry in this country,” said the CS.

He said that accessing such information can trigger students to think about sex.

REOPENING OF SCHOOLS

The CS further added that the government is doing its best to ensure that schools are safe ahead of the September reopening date.

He said that before schools are reopened, the Ministry of Health, MoH must be sure that learners and teachers are safe.

All schools must have enough water and sanitizers.

The government has also set aside Kshs 2.1 billion for the construction of extra classrooms and secondary schools to ensure social distancing once schools reopen.

250, 000 locally manufactured desks will also be availed for both primary and secondary schools before schools reopen.

TSC is also set to recruit 10, 000 intern teachers to support the 100 per cent transition policy.

End of TSC Delocalization? New Education CS Ezekiel Machogu to Trash Delocalization of Teachers, Replace it with Nationalization

End of TSC Delocalization? New Education CS Ezekiel Machogu to Trash Delocalization of Teachers, Replace it with Nationalization

Machogu To Scrap TSC's Delocalization Policy, Replace it With Nationalization

TSC latest news today now show that the contentious TSC delocalization policy that has left many teachers’ families bleeding may not survive the new CS Ezekiel Machogu’s axe.

According to the newly appointed CS Education, the TSC Delocalization policy should be abolished immediately and rebranded nationalization to encourage teachers work in far flung hardship areas to achieve balancing. Read the full details below.

Machogu To Scrap TSC’s Delocalization Policy, Replace it With Nationalization

Education docket cabinet nominee Ezekiel Machogu has promised to scrap the Teachers Service Commission’s (TSC) delocalization policy.

Machogu says he will replace it with a new plan called nationalization, which will encourage teachers to work in hard-hit areas on their own initiative.

Many teachers who have been forced to work away from their families have been chastised by delocalization.

Machogu says delocalization does not put teachers’ circumstances into account but nationalization will.

“We will not do what is being done under delocalization,” Machogu stated.

If a teacher is worth keeping in a particular location, he says his docket will provide incentives for them to do so.

“This will be my first assignment to implement nationalization. Under delocalization, they did not consider teachers’ circumstances. Under the new plan, where we find a teacher worth to remain in a given place, there shall be incentives for them to remain there. We shall not do what is being being done under delocalization,” said Machogu.

The Kenya National Union of Teachers (KNUT) and Kenya Union of Post-Primary Education Teachers (KUPPET) have been opposing the delocalization exercise and believe it should be carried out in a humane manner.

According to TSC boss Nancy Macharia, the transfer is intended to provide classroom teachers with a new working environment while also utilizing their vast experience.

She stated that this help to reduce ethnicity, which she describes as a “cancer” in the country because teachers shape the country’s future.

“Delocalisation is simply a transfer; we want to ensure that teachers do not teach in their locality for their entire teaching life but are exposed to other cultures,” Dr. Macharia said.

The TSC delocalization has always been a source of contention between the teachers’ employer and the teachers’ unions, which saw emotional politician Wilson Sossion quit KNUT.

Here are some of the Comments by affected teachers

I’m a victim of this bad rushed policy,my family is suffering! It has kept me away from my family! It is the worst policy.KNUT is lame duck on this

MAKO MARION

It looks like the policy on delocalization is not good. if senior government officials have discovered that it was a wrong policy then the proponent of the policy must be forced to RESIGN for the deaths there after

KNEC Releases Pay for KCSE 2020 Examiners; Here are the Latest Knec Examiners Payment Rates 2021/2022

KNEC Releases Pay for KCSE 2020 Examiners; Here are the Latest Knec Examiners Payment Rates 2021/2022

KNEC Releases Pay for KCSE 2020 Examiners; Here are the Latest Knec Examiners Payment Rates 2021/2022

The Kenya National Examinations Council, Knec, has kicked off the process of paying examiners who marked the 2020 KCSE their rightful dues.

This process will see all the Knec contracted professionals receive their payments.

This payment comes after many months of delays after the official release of the Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCsE) examinations.

The Council attributes the lateness in payment of the Supervision dues to the hectic process of reconciling the contracted professionals’ data.

The Council has taken some time to retrieve the details from the attendance registers that were marked during the examinations administration process.

According to Payment details released by the Council, Primary school head who will act as Centre Managers for the Kenya Certificate of Primary Education, KCPE, exams will pocket a daily subsistence allowance of Sh500, for a total of 4 days (including rehearsal day).

The exams were done between Monday March 22, 2021 to Wednesday March 24, 2021.

The Council again failed to factor payment for Deputy Head Teachers and Deputy Principals despite the fact that they were present during the examination period as assistant Centre Managers.

Also walking home empty handed are teachers handling science subjects who prepared and administered practicals during the KCSE examinations.

Having worked for a full month in a very strenuous exercise to ensure that the deadline that was set has been met, the teachers (examiners) who marked the 2020 KCSE Exams have the reasons to smile while going to the bank after the Kenya National Examination Council paid their allowances.

The KCSE marking exercises can be termed by examiners as the worst experience because of the pressure that the cabinet secretary of Education piled on them. Teachers were to start and finish marking within ten days.

“Finally we can eat the fruits of our hard labor even though it is little”, one examiner has confessed.

Current and Newly Proposed KCPE and KCSE Knec Payment Rates for Knec contracted Professionals and Examiners   2021

The Kenya Union of Post Primary Education Teachers, Kuppet, proposes the following Knec payment rates for both KCSE and KCPE Examiners contracted by the council for the 2021 marking exercise; compare the current Knec payment rates with what Kuppet is demanding for this year. Worth noting is the fact that despite teachers downing their tools in 2019 and Kuppet demanding for a flat rate of Kshs 100 per script for all papers, Knec gave teachers a pittance-Kshs 2 Increment per script. Will Kuppet’s proposal and tough talk have any impact?

KUPPET argues that Chemistry Paper 1, Mathematics and English Paper 1 should each be paid at not less than sh 100.

Presently, marking each paper attracts between Sh51 to Sh58.

Allowances for Teachers handling Knec KCSE practicals

“Science teachers (Biology, Chemistry and Physics) need to be considered for allowances during practical. Other practical subjects like Agriculture, Building & Construction, Music and Home Sciences should be considered too,” notes Kuppet.

Knec Pay rise for Invigilators,  Supervisors and centre managers 2021

The teachers’ union also wants Kenya National Examination Council (Knec) to increase invigilators’ and supervisors’ allowances by 100 per cent, saying the present fee has been fixed for a long time.

The union also wants school heads, also known as centre managers allowance, which is presently Sh500, to be reviewed upwards.

Presently, primary school head teachers are paid a flat rate of Sh500 for the three days they oversee the administration of KCPE.

KCPE supervisors earn Sh2,485 while invigilators take home Sh1,615. Security officers are paid 1,050 while drivers earn Sh1,040.

KCSE supervisors in Nairobi and Mombasa are paid Sh695 per day for 18 days, translating to Sh12,510.

Supervisors from other regions earn Sh630 for the same number of days, translating to Sh11,340.

Invigilators in Nairobi and Mombasa earn Sh580 per day for 17 days, while invigilators from other regions get Sh460 for a similar number of days.

Secondary school principals take home a flat rate of Sh500 for 18 days, translating to Sh9,000.

Security officers who take part in KCSE’s administration earn a flat rate of Sh420 for 16 days while drivers earn Sh6,480 for the same number of days.

The union also wants transport reimbursement for supervisors and invigilators from ASAL areas to be reviewed upwards since most of the areas are expansive, forcing some to travel up to 200 km to reach their schools.

“The rates for counties such as Wajir and Tana River should be enhanced,” said Misori.

In a firm statement, Kuppet also wants coordination allowances increased by half. “Examiners’ transport allowances should be reviewed, especially when reporting to marking centres,” said Misori.

Union also wants lecturers in Teachers Training Colleges (TTCs) who assess and submit marks to KNEC to be paid for their work.

“The same should apply to TVET trainers who assess candidates on practical courses.”

Knec Marking Centres 2021

On the overall conditions of teachers working conditions, Kuppet wants marking centres should be devolved and probably rotated around the country unlike now when they are only in Nairobi.

Proposed Knec working hours for Examiners 2021

Union also wants the working hours during marking be fixed between 8.00 am to 5.00 pm to avoid fatigue.

Certificate of Participation for Knec Examiners 2021

And after the examination administration processes, Kuppet wants the teachers awarded certificates.

“Examiners should be given Certificates of Attendance to help improve their CVs for interviews during promotions,” said Misori.

Kuppet last year demanded that the venue for marking all KCSE examination papers and KCPE English composition, as well as Kiswahili insha, be moved to university campuses or other high-level government institutions.

Treasury Raids TSC Teachers’ Payslip Further; Check Out the New Deductions

T-Pay: Treasury Raids TSC Teachers’ Payslip Further; Check Out the New Deductions

TSC T-Pay News Today: The latest TSC T-Pay News indicate that teachers will suffer another blow following the directive below.

Teachers and other salaried employees face potential income reductions if a Treasury proposal to eliminate tax reliefs on pay-as-you-earn (PAYE) taxes is approved.

Educators and other workers currently receive a personal tax relief of Sh2,400, which is typically shown on their monthly pay statements. The Treasury’s newly released medium-term revenue strategy aims to reassess existing tax relief on employment earnings to maximize revenue collection.

The Treasury argues that while tax incentives can influence taxpayer behavior, they come at a cost in terms of lost tax revenue and make the tax system more complex. Studies suggest that these incentives may not always be effective in influencing behavior.

Currently, salaried workers benefit from two types of PAYE tax reliefs, including the Sh2,400 monthly personal relief for resident individuals, designed to reduce the tax burden.

Additionally, salaried workers who pay insurance premiums for life, health, or education policies for themselves, spouses, or children can claim a 15 percent relief, up to a maximum of Sh60,000 annually. These policies must have a maturity period of at least 10 years to qualify.

Starting last year, contributions to the National Hospital Insurance Fund (NHIF) became eligible for insurance relief.

The Treasury’s proposal to eliminate one or all of these tax reliefs has raised concerns among tax experts. They believe it would further impact the disposable income of households already adjusting to the newly introduced housing levy and higher deductions to the National Social Security Fund.

To address this, the Treasury has suggested mitigating measures, including introducing a new PAYE tax band at zero percent for low-income earners.

Simultaneously, the government is considering reducing the top PAYE tax rate from 35 percent to 25 percent to prevent tax avoidance and evasion, following the introduction of new tax bands in the 2023 Finance Act.

These changes could have significant implications for various income groups, with most employees in Kenya earning less than Sh100,000 per month and some not paying PAYE taxes at all due to the existing personal relief.

LATEST EDUCATION NEWS TODAY: (JSS) GRADE 9 LEARNERS TO REMAIN IN PRIMARY DESPITE SECONDARY SCHOOL PUSH

LATEST EDUCATION NEWS TODAY: (JSS) GRADE 9 LEARNERS TO REMAIN PRIMARY DESPITE SECONDARY SCHOOL PUSH

LATEST EDUCATION NEWS TODAY: (JSS) GRADE 9 LEARNERS TO REMAIN PRIMARY DESPITE SECONDARY SCHOOL PUSH

In a nutshell:

It is now confirmed that JSS learners, particularly those in grade 9 will not proceed to secondary school come January 2025.

This is a big blow to a section of stakeholders that have been pushing to have grade 9 learners proceed to secondary schools, a move that has been trashed by the Ministry of Education.

This means that the pioneer class for the barely three year old Competency Based Curriculum (CBC) will still remain hooked in primary in 2025 for grade 9. This confirmation brings to a halt all the uncertainties and anxiety that there is a possibility of moving this pioneer class to secondary schools.

Confirming the news, Education Principal Secretary Belio Kipsang dismissed claims that the primary schools are not prepared to host grade 9 learners.

The education PS stated that despite the fact that primary schools have inadequate facilities to support grade 9, the government has initiated the construction of 16,000 classrooms in primary across the country. By calculation, it means the government has 8 months now to prepare for the transition.

“We are prepared for our children to be in grade 9 next year. We are initiating the construction of 16,000 classrooms, it will be a marathon and Kenyans are not scared of a marathon,” Kipsang Said.

The PS said this while attending the stakeholders meeting at the Kenya Institute of Curriculum Development (KICD) where they were checking on the preparedness for senior School and revamping of teacher education.

The PS said domiciling the Junior School in primary school is reflects the desires of the education stakeholders after a thorough consultation with the Presidential Working Party on Education Reforms which was implemented last year.

“Ninety three percent of Kenyans decoded through the Presidential Working Party on Education Reforms that we are domiciling Junior School in primary level, we are not about to change that because we even don’t have a window to do that,” said Kipsang.

Now stakeholders who sought the grade 9 to be moved to secondary schools have now been dealt a blow by the Ministry of Education . This also extends to parents who also demanded that the grade 9 learners be moved to Secondary Schools starting next year.

If the Ministry allows this to happen, it would mean a significant departure from the current decision to domicile Junior School ( grade 7,8&9) in primary school.

The National Parents Association chairman, Silas Obuhatsa reiterated that hosting Junior School in primary will deter it’s proper implementation and water down all the efforts that have been put forth.

The chairman further stated that the current state of these schools will not meet the demands of grade 9 hence necessitating moving this grade to secondary schools where there are enough facilities. He argued that there is need for an additional class in primary for grade one learners moving from preschool.

‘‘Is the government able to construct 15,000 classrooms between now and next year,’’ Obuhatsa said this while noting that this is the projected number of classrooms needed next year for grade 9 learners.

Obuhatsa further added that since there will be no admission of form one next year, this will create a vacant class in secondary schools that will accommodate grade 9 learners instead of constructing new classes which are impractical.

From the general view, the implementation of junior Secondary Schools in Kenya has remained a nightmare considering where these learners are domiciled. This is so because of lack of enough facilities in primary schools and inadequate teachers to cover majority of the learning areas. The system has been terribly corrupted resulting to lack of proper guidelines to run this institutions.

Murkomen led other MPS loyal to the Deputy President who have since been branded “Team Tanga Tanga” to join the BBI rally in Mombasa on Jan 25 2020 that is being championed by Kenya’s Former Prime Minister Raila Odinga.

As the Tanga Tanga allied MPS Mohammed Ali, Moses Kuria, Aisha Jumwa and Khatib Mwashetani made their way to Mama Ngina grounds yesterday, there was brief tension emanating from the rowdy crowd that sought to have them barred from accessing the venue.

It took the intervention of Mombasa Governor Hassan Joho to calm the tension after he pleaded with the chanting crowd to allow the Tanga Tanga leaders join them.

Leaders from both factions- Tanga Tanga and Kieleweke joined the BBI Rally in Mombasa yesterday.

Some of the leaders who turned up for the Mombasa BBI rally on Saturday  are Kirinyaga Governor Anne Waiguru and Charity Ngilu (Kitui).

Coronavirus (Kenya): 7 More Coronavirus Cases Test Positive bringing the total number of Coronavirus Cases in Kenya to 38 on Saturday, March 28, 2020

“Kenya is still under curfew but the police should enforce it in a humane way” CS Kagwe’s take

Coronavirus positive cases in Kenya have risen to 38. Confirming the new cases, CS Health Mutahi Kagwe said that 7 more cases of positive cases were reported on Saturday March 28, 2020.

He reiterated his stance that Kenyans should observe social distancing by avoiding close contact, unnecessary movements, hugs and handshakes.

Kenya under curfew

CS Kagwe said that Kenya is still under curfew.

The Ministry of Health’s clarion call during this coronavirus era is 65959.

Therefore, Kenyans should call their kin and friends at 6:59:59 P.M. to confirm whether they have arrived at home.

He further appealed to employers to release employees in time so that they are able to beat the 7.00 P.M. curfew deadline in Kenya.

Besides, where possible, employers can scatter the work schedule to avoid the mad rush that was evident yesterday in some parts of the country.

Nairobi has been mapped out as the hotspot for the COVID-19 virus with its confirmed coronavirus cases standing at 28.

Nairobi Lockdown

When asked about the possibilities of Nairobi City being placed under lockdown, CS Kagwe said that Kenyans should observe the curfew deadline before jumping into a lockdown.

The CS also defined the term lockdown to mean “Nairobi residents not leaving their houses at any given time,” a scenario which the Kenyan Government is working hard to avoid.

He explained the rationale behind the delayed lockdown saying that most Kenyans survive from hand to mouth. Therefore, if Kenya is put on a lockdown many Kenyans will starve since they survive from hand to mouth.

Forced or Mandatory Quarantine?

CS Kagwe drew a thin line between a forced and a mandatory quarantine.

He said that Kenyans should not fear being put under mandatory quarantine. They only need to comply and co-operate with the medics and security personnel trained to deal with coronavirus pandemic.

He said that mandatory does not mean that one is being forced into quarantine.

“Kenyans should view mandatory quarantine as a golden opportunity to protect themselves and others from coronavirus.”
