KNEC News Today; The Kenya National Examinations Council is currently seeking professionals who will be contracted to manage this year’s CBC qualifying test.

According to the latest KNEC news, the Council has officially launched the nomination process for center managers, supervisors, and invigilators.

The afore-mentioned contracted professionals will be engaged in the administration of the CBC qualifying test in various teacher education centers between July 4, 2022, and July 27, 2022. 

Knec; Official Dates and Time Table for CBC Qualifying Test

The official dates for the CBC qualifying test have been set between July 4, 2022, and July 27, 2022.

The Teachers Service Commission has therefore been requested by KNEC to map out teachers who are qualified and ready to serve in the above-mentioned positions during the administration of the CBC assessment tests.

In a circular signed by TSC boss Dr. Nancy Macharia, all TSC Sub County directors have been urged to identify CBC qualifying exam officials and vet them before deploying them to the KNEC Contracted Professionals’ CP2 System. Click HERE to download the timetable for the CBC Qualifying test.

“The 2022 Teacher Education Examinations are scheduled to start on July 4, 2022, and end on July 27, 2022. In preparation for the administration of these examinations, the Kenya National Examinations Council would wish to have the details of all the center managers, supervisors, and invigilators who will be engaged in the activity,” noted Dr. Nancy Macharia in the Latest TSC Circular.

 Instructors are advised to ensure that the candidates read these instructions and guidelines carefully and adhere to them. The candidates should be made aware of the penalties for examination irregularities or misconduct.

TSC BOSS NANCY MACHARIA ACCUSES PARENTS OF GREED AND IGNORANCE

Today marks the fourth day since the historic dispersal of TSC commissioners to 6 regions where carnal knowledge (usually termed CK) seems to be highly volatile. This comes at the backdrop of overwhelming cases of teacher indiscipline. The cases should be solved within three months but this time teachers have taken a notch higher thus leaving the Teachers Service Commission with no option apart from racing to beat the deadline.

PLOUGHING THE WRONG FIELDS
The Teachers Service Commission has so far received 1000 cases of teacher misconduct. 600 of these were filed across the 47 counties and 400 at its headquarters in Nairobi. Many of these cases involve teachers who have been allegedly “ploughing the wrong fields” affirming that indeed newly blossomed roses smell better. These teachers are purported to have been illegally engaged in sexual activities with under-age school-going students. Within the last 7 years, 1228 teachers have been laid off and deregistered due to having sexual relationships with learners. Within the year 2018-2019, 151 teachers have been dismissed.

THE MALE TEACHER SYNDROME
The Teachers Service Commission statistics reveal that more male teachers are more likely to fall into the trap of “devouring the forbidden fruit” compared to their female counterparts. Only four cases of female teachers who have been involved in sexual affairs with learners have been reported.

CORPORAL PUNISHMENT
Despite the Teachers Service Commission’s enforcement of the law which bans corporal punishment in all Kenyan schools, some teachers cannot simply opt for better correction measures. They seem to be more devoted to corporal punishment than their employer’s views and the law. Maybe it is time they revisited the 48 laws of power.

THREE MONTHS
The Teachers Service Commission has changed the period within which these cases should be heard. This comes as a relief to the victims and the accused. Initially, the cases would last 6-12months. This long span would create room for manipulation and arm-twisting.

GREED AND IGNORANCE
The Teachers Service Commission Chief Executive Officer Dr. Nancy Macharia has expressed a lot of concern at the glaring menace of teenage pregnancy. The whistleblower cites greedy and ignorant parents as the main factor in promoting underage pregnancies. She blames ignorant parents who still hang on to retrogressive cultural practices such as early marriage for ruining their daughters’ lives.

Dr. Nancy Macharia also accuses parents of their huge appetite for money. The poverty-stricken parents are believed to trade justice with some few coins. Consequently, they have to change their statements in favour of the accused. In the long run, there is obstruction of justice emanating from irresponsible parents.

TEENAGE PREGNANCY
According to this year’s Parliamentary Report, teenage pregnancy is on the rise. Kakamega County has got the highest number-88 cases with Wajir and Mandera tailing with only one. At a glance,

This report is enough to sound a bell to all education stakeholders. It further serves us with bitter memories of last year’s KCPE and KCSE exams which were marred with cases of girls giving birth.

RELIEF FOR TEACHERS
Despite teachers been termed as blackguards in this mystery, there is enough evidence to sanitize their name and reclaim lost glory. This is because Dr Nancy Macharia confirmed that only 2% of teenage pregnancies are traced back to the teachers. Other notorious community members especially the infamous “bodaboda” riders are preying on school girls.

The Teachers Service Commission, TSC has responded to a unique case of a teacher who was recruited but has not received her posting letter.

The teacher who has been identified as Lydia Ireri on Monday had set camp outside the TSC headquarters, after allegedly being denied entry.

Left without any option, Madam Lydia resorted to social media platforms to get to the Commission.

The world being a global village, Lydia Ireri’s story got to many Kenyans who bashed the Teachers Service Commission for being callous to the plight of young unemployed teachers like Ms Ireri.

The photos of Ms Lydia and her barely two year old baby sitting outside TSC offices painted a grim picture of the challenges that many Kenyans go through while trying to access essential services from the government.

TSC Responds to Ms Ireri’s Matter

The Commission finally addressed Ms. Ireri’s matter through its head of communications officer Ms. Beatrice Wababu.

According to the Commission, Ms. Ireri is among a group of teachers who got employed late last year but were yet to receive their posting letters to enable them report to their new stations of work.

The disruption caused by the pandemic has made it difficult for the Commission to continue with the process since once a teacher receives their posting letters, they have to physically report to their stations of work.

This is impossible right now. The teachers have to wait until schools are reopened in January so that they can physically report to their new work stations.

The Commission has however expressed regrets about how Ms Ireri was mishandled at the headquarters.

Ms. Wababu said it was rather unfortunate that she and her baby had to traverse many counties to access the offices in vain.

TSC said it has been addressing related cases through it’s formal channels. Hence, Ms Ireri or other teachers with similar issues need not travel all the way to the headquarters.

New Guidelines

This comes barely two months after the Commission issued new Guidelines for teachers wishing to visit the headquarters for any services.

Some of the guidelines include washing hands outside the gate, registration upon entry or exit, wearing masks regularly and having their temperature checked.

TSC Code of Conduct

Every profession has got a set of rules and regulations that govern employees’ conduct with an aim of maintaining harmonious relations and order.

The Teaching Profession is no exception. The teachers’ employer, Teachers Service Commission, TSC-Kenya has got a code of conduct that regulates the behavior of teachers in and outside their designated work stations.

Failure to adhere to the infamous TSC Code of conduct attracts severe penalties with interdiction for a period not exceeding six months being the most common.

The latest news hitting the headlines today indicate a fresh twist and turn of events.  This follows the Teachers Service Commission’s rather unusual step after it interdicted Nakuru High School Principal Mike Yator for breaching the Ministry of Education guidelines on school fees and charging extra levies.

According to a letter from Nakuru County TSC Director Fredrick Ng’ang’a, Mr Yator was interdicted for contravening Basic Education Act, Section 29 by charging more school levies.

“It is alleged that you charged extra levies to students in the years 2020 and 2021 contrary to the Basic Education Act, Section 29 while you were the Principal Nakuru Boys High School. Consequently you are hereby interdicted with effect from September 1, 2021,” the letter reads.

Senior source within TSC Revealed that Yator has been given 21 days to defend himself before the teachers’ employer.

During the interdiction period, TSC has directed Mr Yator to be reporting to the nearest sub-county education office at least once a month. This comes after parents accused him early last year accused him of hiking remedial fees from Sh2,500 per term to Sh7,500. Mr Yator has served as the principal of Nakuru Boys High School for more than four years.

The TSC interdiction and disciplinary process
The process of interdicting and disciplining a teacher is quite elaborate, see below;

Reporting a misconduct:

Any allegations of misconduct against a teacher are reported to any of the following: the TSC Secretary, the County Director, the head of institution/ head teacher/ Principal, the Board of Management Secretary or any government law enforcing agency e.g the EACC and Police.

The report may be made through writing or verbally

Investigating the allegations:
Upon receiving the report on the allegations, the TSC carries out investigations; directly or through its agents like: the BOM, Head of institution or the County Director.

Interdiction process:
If the investigations reveal glaring gross misconducts, the TSC or BOM serves the teacher with a letter of interdiction specifying the actual allegations against the teacher. (Ensure that you inform and involve your trade union as they may come in-handy during the whole process).

Proceeding for interdiction:
The interdicted teacher or head of institution must clear and leave the educational institution within 48 hours (2 days) upon receiving the letter of interdiction.

Salary status during interdiction:
An interdicted teacher shall be paid half salary during the period of interdiction except if the interdiction is due to: Chronic absenteeism, desertion of duty, having been jailed or held in legal custody, misappropriation or mismanagement of public funds, fraudulent claims and funds receipt, use of false certificates, Forgery, impersonation, collusion and immoral behaviour.

Reporting status of interdicted teacher:
An interdicted teacher shall be required to report to the Teachers Service Commission’s nearest Sub-County office once a month. This is done in order to ascertain progress of discipline case and to provide an updated contact address.

Invitation to appear before a disciplinary panel:
An interdicted teacher shall receive official written communication for the hearing of the discipline case at least a month before the date of hearing.

The communication is done through: the teacher’s last known address, the address of the teacher’s next of kin, hand delivery, the last station of work (before interdiction) through the head of institution and the permanent address provided by the teacher at recruitment.

TSC can also make a telephone call to the teacher, send an email to the teacher, an SMS to the teacher’s phone number and the TSC’s website.

Composition of the Disciplinary Panel:
Administration of a disciplinary process shall be either at the County offices of Commission’s head quarters.

The panel shall consist of: A TSC’s represemntative (Chair), 2 directors, An officer from division dealing with matters touching on the discipline(EACC, Children’s,)

Powers of the disciplinary panel:
Administer oaths, invite witnesses, require the teacher to produce identification and professional documents, inform teacher of offence committed and allowing such a teacher to give defense, examine witness and allow the teacher to cross examine witnesses.

Determination of a discipline case:
TSC shall, within 28 days after hearing date, inform the teacher of its decision regarding the disciplinary case and give adequate reasons for decision arrived at.

Administering disciplinary action:
The TSC, after hearing the disciplinary case, may determine that:

the teacher is not guilty of the offence and shall revoke the interdiction.
a teacher has committed an offence that does not warrant removal from the register and may: warn the teacher in writing, surcharge the teacher, suspend the teacher for a period not exceeding 6 months without pay, retire the teacher in the public interest, dismiss the teacher from the teaching service, refer the teacher for medical evaluation to determine suitability of the teacher to continue executing teaching services.
a teacher is guilty of the offence and his name be removed from the register.

2019 KCSE CANDIDATE DIES IN BOTCHED DELIVERY

RATA SECONDARY SCHOOL’S 2019 KCSE CANDIDATE DIES MOMENTS AFTER COMPLETING HER EXAMS ON WEDNESDAY

A 2019   KCSE candidate met her death on Wednesday while giving birth moments after completing her exams.

The deceased KCSE candidate whose name is yet to be revealed by authorities was sitting for this year’s KCSE exams at Rata Secondary School located in Seme, Kisumu County.

Confirming the unfortunate incident Isaak Atebe the County Director of Education said that preliminary reports from the school Principal Benson Okoth showed that the candidate died at a local dispensary on Wednesday night.

LABOUR PAINS AND COMPLICATIONS

Being a day scholar, the candidate had successfully completed her Wednesday papers and left the school together with her friends.

At night, she developed labour pains and was rushed to a nearby dispensary where she developed complications and died before being referred for specialized care.

Mr Atebe further added that they are yet to receive a more comprehensive, written report from the school.

He has also dispatched a team from his office to investigate the incident further.

DELIVERY DATE

Sources within the school indicated that the 18-year-old had not shown any signs of difficulties during the exam period.

Besides, her due date of delivery was next week.

When contacted, the area sub-county Police Commander Hellen Rotich said they were yet to receive the report.

The 2019 KCSE exams will come to an end next week.

MARKING OF KCPE/KCSE

The KCPE/KCSE exams are marked by trained examiners who undergo KNEC training every year.

The marking of national exams is usually confined to particular marking centres located in Kenya’s nerve centre-Nairobi and its environs.

KCPE is partly marked by examiners-Composition and Insha and Optical Mark Recognition Scanners (OMR).

KCSE examiners are usually trained in April every year.

After marking, the results are analyzed and released by the Education Cabinet Secretary, CS after briefing the President on the results.

HOW TO CHECK YOUR KNEC RESULTS USING THE KNEC SMS CODE 20076

This is the fastest and most efficient way of checking KNEC results.

You need to send an SMS with your Index/ Random number to 20076.

This service is available for all the three network service providers in Kenya i.e. Safaricom, Airtel and Telcom.

The cost of a single SMS is Kshs 25.

NOTE: YOU MUST WAIT FOR THE OFFICIAL RELEASE OF THE EXAMS BEFORE SENDING THE SMS.

HOW TO CHECK FOR KNEC KCPE AND KCSE RESULTS USING THE KNEC ONLINE PORTAL

To check your results through KNEC’s online portal, you need your index/random number, internet and a mobile phone or computer.

  2. Click on the KCSE/KCPE Results tab.
  3. Select the year in which you sat for the exams

Education Ministry to Shut Down Illegal Boarding Schools

The Education Ministry is planning to shut down Illegal boarding schools in both primary and secondary school levels.

According to a circular by the Education Permanent Secretary Dr Belio Kipsang to all schools in Kenya, all schools offering boarding services to learners without obtaining the necessary legal documents will be shut down.

According to the circular, some day schools have converted into boarding schools without being duly reassessed and reregistered.

Besides, some day schools are forcing learners in senior classes and senior forms that is in class seven and eight and in form three and four to board despite not having sufficient facilities.

Besides, the ministry has also warned school heads against demanding for extra levies from parents in the name of teacher motivation and extra learner programmes such as remedials.

For instance, a lead school in Nandi County forced parents to pay an extra Kshs 15,000 for teacher motivation.

Besides, another school in Nairobi County has also demanded for Kshs 15, 000 for teacher motivation.

Therefore, all heads have been strongly advised to stick to the gazetted fees structure provided by the Ministry of Education.

TOWN SCHOOLS

The maximum fees for all national and extra county secondary schools located in major towns is capped at Kshs 75, 798 PER YEAR.

The Government is planning to subsidise this fee with Kshs 22, 244. The rest of the amount should be raised by the parent or guardian.

BOARDING SCHOOLS

The  Kenyan Government will also facilitate the education of each learner in boarding school equal to the capitation offered for learners in day schools.

The parents will have to cater for boarding fees applicable to different categories of schools and their location.

POINTS TO NOTE

  1. English will continue being the language of instruction for all learning areas save for Kiswahili, foreign and indigenous languages.
  2. Not all public primary schools will be selected by the Ministry of Education and the Teachers Service Commission to offer foreign and indigenous languages.
  3. Home Science and Agriculture will be allocated 1 theory lesson and a double lesson for practical activities.
  4. Science and Technology will be allocated two single lessons and a double lesson for practical activities.
  5. Physical and Health Education will be time tabled daily for every grade. Besides, it should be activity-based.
  6. Pastoral Programmes of Instruction, PPI should be conducted by a reputable and responsible member of a recognized religious faith within the school community. The religious faith must be legally registered in Kenya.
  7. Co-curricular Activities are compulsory and should be implemented as recommended for all the learners undergoing formal training.
  8. Schools are expected to ensure that all learners participate in community service activities based on the curriculum designs offered.
  9. Schools should create opportunities for parental involvement and sharing of ideas regarding CBC implementation.
  10. Schools should incorporate core values in learning the learning process across all the learning areas in Upper primary.
  11. The last two lessons every Friday (5 %) of teaching time should be time tabled for Teacher Professional Development Activities, TPAD. Learners on the other hand, should be allowed to interact with digital devices, library work, TV and radio programmes aired live by the KICD.

HOW TO APPLY FOR TSC PROMOTIONS RESERVED FOR PRIMARY SCHOOL TEACHERS WHO WOULD LIKE TO BE DEPLOYED TO SECONDARY SCHOOLS

The TSC usually advertises available vacancies for these promotions upon which interested candidates are expected to apply for the promotions through the TSC online platform before the set deadline.

CURRENT TSC SALARY AND ALLOWANCES FOR PI TEACHERS DEPLOYED TO HIGH/ SECONDARY SCHOOLS

With the promotion of these PI TSC teachers to new grades (Grade C2) comes a salary increment. These newly promoted teachers will now earn between Kshs 34, 9995, and Kshs 43, 694 per month.

Letters for these newly deployed PI teachers are dated December 30 2019 and were dispatched to Counties for further action.

The Teachers Service Commission, TSC now wants teachers to open and fill their Teacher Performance Appraisal Development, TPAD assessment tools immediately since this data will be required soon.

In a message sent to school Principals and heads, the Commission wants practicing teachers to provide information on their TPAD tools immediately.

“Hi colleagues. Please ensure that your teachers have opened and maintained their tpads account. You should start this exercise now. Update is going to be requested soon,” reads one of the messages at our disposal.

New TSC TPAD Tool

In November 2019, the Commission introduced a user-friendly TPAD tool, commonly referred to as TPAD2.

Two teachers from every school were trained on how to create and log into the new TSC TPAD2 account.

Create your new TSC TPAD2 account by first filling in the required data that is your TSC number, Phone number, ID number, Email address, and password.

Once your new TSC TPAD2 account is created, it will automatically get logged onto.

 

In the next window, fill in the following details: level of education and subject combinations for instance English and Literature then click on “Submit.”

 

Now your TSC TPAD 2 login account is ready for use, proceed to log in by clicking on the tab labeled “Proceed to log in.”

 

Requirements for TSC TPAD2 portal account

Teachers are expected to provide the following details when logging onto their new TSC TPAD2 accounts:

  1. TSC number
  2. ID number
  3. Log in Password

 

Role of Appraiser and Appraisee in the new TSC Tpad

The above-mentioned roles are assumed by teachers at various capacities. The appraiser is expected to assess the development of a teacher in terms of curriculum delivery and award marks as per the guidelines provided.

The school head performs the following TPAD Roles:

Playing an oversight role in TPAD implementation by all teachers

Continuously monitoring and evaluating the appraisal process and compiling termly reports to be submitted to the sub-county education director for forwarding to the TSC.

Offering relevant feedback regarding TPAD implementation for example knowledge gaps

Appraising the deputy head (heads) at the school level

Counter-signing TPAD documents for all teachers within the school

KCPE 2021/2022:

Kenya National Examination Council (KNEC) is the only mandated body charged with the responsibility of administering transitional summative exams at the Primary Education level in Kenya under the guidance of the Ministry of Education.

Every year this special exam that helps learners transit to secondary level is conducted in the second week of November and takes four days but the KCPE 2020/2021/2022 tests are unique given that they will be conducted outside the usual November dates. KCPE 2021 for instance will be conducted in early March this year.

Primary education in Kenya begins at the age of 5 to 7 after completion of a year of kindergarten commonly known as Nursery School or pre-unit. The first class or year of primary school is known as Standard 1, the final year as Standard 8 and primary school children are known as pupils. The school year at both primary and secondary levels begins in January and ends in November. Students get 3 school vacations in April, August, and December.

Each candidate is, therefore, able to earn a maximum of 500 marks.

The Teachers employer, TSC, has celebrated teachers from across the country as it marks the 2022 World Teachers’ Day.

 

 

Speaking during celebrations in Nairobi, TSC boss Dr. Nancy Macharia stated that the process of identifying the teachers that were feted was done in strict conformity to the TSC Performance Recognition, Reward and Sanction Policy Framework.

According to TSC boss, all the  teachers will be feted based on the rewards system outlined in this TSC policy – which stresses on meritocracy and detailed due diligence in recognizing staff.

In the year 2021, a total of 31 TSC teachers were Feted in October and rewarded for their unsurmountable contribution towards the teaching and learning process.

TSC Boss Dr Nancy Macharia also mourned demise of 90 teachers who succumbed to Covid-19 in the previous year.

Furthermore, Dr. Macharia stated that all teachers have so far received at least the first dose of COVID-19 vaccine, urging all tutors to purpose to get fully vaccinated.

“Allow me to first of all celebrate posthumously our Ninety (90) Heroes and Heroines who succumbed to COVID-19 over the last year, some of them in the middle of their tireless efforts to ensure learning in our schools was back on track,” she said.

The event was attended by education stakeholders and members of teachers unions.

TSC News Today; It is one year down the line since Teachers’ unions went to bed with TSC and signed a non-monetary Collective Bargaining Agreement 2021-2025. The effects of the signing of the current CBA were however a disillusioned teaching fraternity with no hope of pay rise for the next four or so years in spite of the harsh economic times.

In a bid to redeem themselves, the Kenya National Union of Teachers KNUT Officials last week held a meeting with the Teachers Service Commission bordering on possible salary Rise talks. This is what transpired during the meeting:

Salary Rise for Teachers 2022-2023

The Deputy Kenya National Union of Teachers (KNUT) secretary-general has revealed what transpired during the meeting between the Teachers Service Commission (TSC) and the teachers’ union.

Hesbon Otieno, the KNUT Deputy Secretary-General said that talks regarding salary increments as well as other issues affecting teachers were discussed and concluded.

“We had a cordial discussion that ended on Friday and we successfully concluded our meeting with TSC,” said Otieno while being applauded by teachers.

However, Otieno did not reveal the Commission’s offer and what was agreed on.

KNUT held a meeting with the Commission last week led by KNUT Secretary-General Collins Oyuu over a possible deal that would mean a pay rise by the end of this month.

Together with the Kenya Union of Post-Primary Teachers (KUPPET) have been pushing for a review of the Collective-Bargaining Agreement (CBA) signed in July last year that did not contain any monetary gains for teachers.

Even though the CBA did contain any monetary gains, KNUT officials have been expressing optimism that a review can be done to include a salary increment.

Otieno revealed that the talks regarding the CBA will be revealed in public this week led by Secretary-General Collins Oyuu.

“We will reveal information at the right time. The secretary-general himself will speak and the whole of the republic will know the discussion we are having with the Teachers Service Commission,” revealed Otieno.

2021-2025 Collective Bargaining Agreement

The 2021-2025 CBA did contain some good items that pleased teachers with maternity and paternity leave being guaranteed to take 90 to 120 days for female teachers and 14 to 21 days for male teachers.

The CBA also included the promotion of teachers working in the Arid and Semi-arid areas (ASAL) that are hard to staff.

On her part the TSC Chief Executive Officer while addressing the nation following the signing of the 2021-2025 CBA revealed that the CBA could undergo review once the country recovers economically.

TSC said that the reason any salary increment was not allowed for teachers in the public section was due to an advisory opinion from the Salaries and Remuneration Commission (SRC).

“SRC advised that there would be no review of the basic salary structures, allowances, and benefits paid in the public sector in the financial year 2021/2022 – 2022/2023,” Dr. Nancy Macharia had said.

KNUT is now pushing for a pay rise of 15-20% and Oyuu also wants a review of commuter and house allowances to match the rising inflation that is affecting the country.

On the other hand, KUPPET wants the lowest-paid teacher to have a pay rise from Kshs. 34,955 to Kshs. 59,425 and that of the highest-paid increased from 118,242 to Kshs. 153,715.

In addition, the union also wants commuter allowance to be raised from Kshs. 5,000 to Kshs. 8,500 for the low cadre teachers and Kshs. 16,000 to Kshs. 20,000 for the highest-paid teachers.

At the moment teachers, just like all Kenyans are struggling with inflation and the rising cost of living with their payslips shrinking leading to some resorting to committing suicide. For instance, one primary school teacher committed suicide in Kandongu village in Kirinyaga County.

Following investigations, it was found that the teacher had jumped into a well on Tuesday leaving behind a suicide note detailing why she decided to take her life.

“The suicide note indicated that Ms. Karuria was fed up with life. She revealed that she had a lot of debts that should be cleared by her two sons. She also instructed her sons to share her property equally,” revealed Mr. Wilson Koskei who is the Mwea West Sub-County police boss.

Teacher Professional Development TPD

Another issue that was discussed was the Teacher Professional Development (TPD) training and promotion of primary school teachers to teach in Junior Secondary School (JSS).

The Commission has insisted that teachers have to meet the requirements for deployment to secondary schools.

KNUT is also pushing the Commission to allow primary school teachers with a degree in secondary option but with grade C (plain) in their Kenya Certificate of Secondary Education (KCSE) to teach in junior secondary.

The union is also holding talks regarding Parliament’s recommendations which ordered the promotion of teachers who upgraded their certificates.

However, the Commission has defended itself in support of its decision to adopt Career Progression Guidelines, saying that the previous way of promotion of teachers had become unfeasible with many teachers graduating with various qualifications.

According to the MPs, teachers who have acquired diplomas, bachelor’s, master’s, and doctorate degree while in service should be promoted.

TSC intends to use the TPD as a tool for promoting teachers and has also maintained that the requirements for deploying PTE teachers stay in junior secondary.

According to TSC, for a primary school teacher to be deployed to teach at the junior secondary school level, he or she must;

Be a Kenyan citizen
Be a holder of a P1 certificate;
Be a holder of a Bachelor’s Degree in Education with 2 teaching subjects;
Must have attained at least a C+ (Plus) mean grade at the Kenya Certificate of Secondary Education (KCSE) or its equivalent and C+ (Plus) or its equivalent in the two teaching subjects;
Must be serving under the Teachers Service Commission.
