TEACHERS SERVICE COMMISSION, TSC, VACANCIES 2022

The Teachers Service Commission, TSC, has advertised 5,000 teaching vacancies to support the government policy on 100 percent transition of learners from primary to secondary schools and to address the existing teacher shortage.

The teachers recruited will serve on Permanent and Pensionable terms of service.

Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘ Careers’ or teachersonline.tsc.go.ke not later than 7th July 2022.

SCHOOL TEACHERS (3,972 POSTS).

To qualify for recruitment, a candidate should meet the following minimum requirements:

i) Be a Kenyan citizen;

  1. Must be a holder of at least a diploma in education;
  • Must be a registered teacher with Teachers Service

TEACHER TRAINING COLLEGES (28 POSTS).

To qualify for recruitment, a candidate should meet the following minimum requirements:

i) Be a Kenyan citizen;

  1. Must be a holder of at least a bachelor’s degree in Education;
  • Must be a registered teacher with the Teachers Service

PRIMARY SCHOOL TEACHERS (1,000 POSTS)

To qualify for recruitment, a candidate should meet the following minimum requirements:

1. Be a Kenyan citizen;

2. Must be a holder of a PI certificate;

3. Must be a registered teacher with the Teachers Service

GENERAL INFORMATION

8,230 replacement vacancies

The Teachers Service Commission is also declaring 8,230 vacancies to replace teachers who exited service through natural attrition i.e. 6,539 posts for primary schools and 1,691 posts for secondary schools.

The teachers recruited will serve on Permanent and Pensionable terms of service.

KENYAN SECONDARY SCHOOLS HAVE UP TO 30TH SEPTEMBER, 2019 TO SUBMIT ALL KCSE PROJECTS AND REPORTS

HERE ARE THE GUIDELINES

MILESTONES
The Kenya National Examinations Council has given new guidelines on packaging and return of this year’s KCSE projects. There were slight changes this year as KNEC decided to partition the assessment of these projects into milestones.
The first milestone was set to last three months. It kicked off in January and end on 31st March this year.
Milestone two started on 15th June and ended in July 2019.

CIRCULAR
A circular released by KNEC’s Chief Executive Officer Dr Mercy G. Karogo outlines the council’s timelines and instructions on how to go about the hard copy project sheets.

According to Dr. Karogo:
1. Principals that represented candidates for KCSE Group IV subjects should return the project materials to the sub-county education offices before 30th September.
2. Packaging- the raw and computer-generated score sheets must be packed in different envelopes.
3. The sub-county directors are expected to supervise and ensure that projects from all schools have been well-packed and collected before the aforementioned deadline.
COLLECTION OF PROJECT MATERIALS
The KNEC OFFICERS who are charged with the responsibility of delivering this year’s KCPE and KCSE examination materials between 7th and 11th October should collect the projects from the sub-county directors’ offices across the whole nation.
PROJECT DOCUMENTS
The project documents expected to have been collected include: student’s project reports, raw mark sheets, computer-generated scores, learner declarations and school report.
CHANGES- NEW ASSESSMENT SHEETS AND EVALUATION GUIDELINES
KNEC has issued new assessment sheets which will be used when evaluating project examinations. This marks a great shift from the previous years’ tradition. These changes shall affect the assessment of Agriculture(443/13), Art and Design (442/3), Woodwork (444/3), Metal Work (445/2), Building and Construction (446/2) and Computer studies (451/2).
INNOVATIONS
KNEC has further introduced two innovations about the assessment of Group IV subjects.
KNEC PORTAL
Schools can now access new assessment sheets from https://www.knec-portal.ac.ke. After evaluation, the students’ scores should be entered into the system at specified timelines.
KNEC further insisted that all projected should be complete before the second term elapses.
Also, student photographs should be captured while undertaking the project to authenticate the marks. Students taking Agriculture should take a photo alongside the school principal and Agriculture teacher in full school uniform.
Group IV Teacher workshops
Nation-wide workshops for teachers of Group IV subjects whose theme was ‘ENHANCING THE VALIDITY AND RELIABILITY OF KCSE GROUP IV SUBJECTS PROJECT ASSESSMENT’ revealed the following gaps which led to the introduction of the two milestones:
1. Failure to initiate the project early enough-it was noted that KCSE candidates started projects very late. Some initiated them in June.
2. Students earning undeserved grades by purchasing ready-made projects especially in computer studies.
3. Missing assessment records for projects.
4. Lack of evidence to support project outcomes.
5. Failure to observe project specifications.
6. Communal undertaking of projects instead of individual work.
7. Ballooned scores that do not match project quality.
Project teachers have also raised concerns such as minimal contribution of project marks to the final score, financial constraints and lack of teacher remuneration.

The Teachers Service Commission has made it clear that the highly-contested delocalization policy will continue for it aims at promoting national cohesion.

While appearing before the Senate education committee, TSC CEO Dr. Nancy Macharia said that the policy is not meant to punish teachers.

This statement has cleared all speculations surrounding the fate of the TSC Delocalization Policy following the decentralization of all TSC promotions.

After the commission announced that all teacher promotions will henceforth be conducted at the county and regional levels, there were numerous speculations with some media houses claiming that the decentralization marks the demise of the contentious delocalization policy.

TSC BOSS: COMMISSION HAS STREAMLINED DELOCALIZATION

On Thursday, the TSC Boss acknowledged that the implementation of mass transfers of teachers from their home counties had glaring flaws at the start but the commission has since addressed them.

Teachers should therefore look forward to seamless transitions from one institution to another.

“Delocalization is simply a transfer; we want to ensure that teachers do not teach in their locality for their entire career but are exposed to other cultures,” said Dr. Macharia.

TEACHERS WILL NOT BE TRANSFERRED TO FAR-FLUNG AREAS

The commission however promised to ensure that the transfers are conducted in a humane way to avoid inconveniencing the affected teachers.

The commission has since stopped transferring teachers to far-flung regions,” she added. Primary school tutors, P1 teachers will be transferred to nearby sub-counties within the same county or in counties near their counties.

Secondary school teachers who will be transferred to other counties are those who have been promoted to senior positions which they applied for.

The commission will continue to promote teachers based on career progression guidelines, CPGs only.

Furthermore, the promotions will be based on the availability of funds.

“The promotion of teachers is based on the availability of funds, seniority, and experience as spelled out in the career progression guidelines,” added Ms. Macharia.

LATEST TSC GUIDELINES ON PROMOTION OF TEACHERS

The Teachers’ Service Commission, TSC has changed tuck in as far as the appointment and deployment of teachers in primary and secondary schools are concerned. Therefore, matters TSC appointments and promotions will never be the same again.

In its latest guidelines, the Commission has decentralized the role of appointing all primary and secondary school administrators (principals, deputies, heads, senior teachers, and masters) save for extra County and national schools.

Form now henceforth; the appointment of school administrators will be conducted at the TSC County and Regional offices as opposed to the Headquarters in Nairobi.

“The Commission hereby directs that the appointment and deployment of all primary and secondary school institutional administrators for county and sub-county secondary schools be coordinated by the regional director,” reads part of the circular.

THE PROCESS OF APPOINTING AND DEPLOYING PRIMARY AND SECONDARY SCHOOL ADMINISTRATORS; LATEST TSC GUIDELINES/ DIRECTIVES

The latest TSC circular provides an elaborate policy on the appointment and deployment of institutional administrators.

Step 1: Identification of available vacancies

The power to identify available TSC vacancies for school administrators in primary and secondary schools now lies solely on the TSC County directors of education.

Step 2: Advertisement of existing TSC vacancies

The TSC shall then compile the lists and advertise available vacancies for school administrators within the County.

Step 3: Submission of Online Applications by interested and qualified applicants

Interested and qualified teachers shall then apply online via the TSC portal

Step 4: Shortlisting of candidates

The TSC shall then shortlist the candidates and avail the lists to the respective counties ahead of interview dates.

Step 5: TSC Interviews for school administrators

The regional director will then interview the shortlisted candidates with the help of respective county directors.

Step 6: Appointment and deployment of successful candidates

The regional director will then appoint and deploy successful candidates.

 

 

TSC SELECTION PANEL
The TSC selection panel will consist of the chair-regional director, secretary (host County director), County Human Resource Officer, and all sub-county directors from the county.

NOTE: The regional director of education shall be held accountable for the process.

TSC, therefore, expects the exercise to be conducted in a fair, transparent, and accountable manner under the individual supervision and coordination of the regional directors.

“Given the sensitive nature of this assignment, it calls for your supervision and coordination. You are expected to ensure that the exercise is conducted in a transparent and accountable manner,” wrote Dr. Macharia.

 

 

QUALIFICATIONS FOR TSC DEPLOYMENT/ APPOINTMENTS
The Commission has also provided minimum requirements and work experience required for deployment to various promotional grades.

 

NEW TSC STAFFING RULES FOR SCHOOL ADMINISTRATORS

PRIMARY SCHOOLS

A single-stream school will have one head, deputy, and senior teacher while one with 10 streams and a maximum of 4, 000 pupils will have one headteacher, 2 deputies, and 8 senior teachers.

SECONDARY SCHOOLS
A single-stream school will have one head, deputy, and senior teacher while one with 12 streams and a maximum of 2, 100 students will have one principal, 2 deputies, and 9 senior masters.

Residents of Mirera in Naivasha have gone gnats after the nation woke up to shocking news that they set a police camp ablaze.

Speaking to the Daily Nation, Rimui Munga, one of the residents in Naivasha said that there has been friction between the police officers and the residents for the past few days that may have escalated leading to the torching of the station.

Confirming the incident, Naivasha OCPD Samuel Waweru said that three rooms were burnt to ashes but the police are yet to establish the source of the fire.

THREE TSC COMMISSIONERS EXIT SERVICE GUESS WHO IS NEXT…

In summary

President Uhuru Kenyatta has appointed a Zetech University don to chair a nine-member panel whose main task will be to select eligible candidates to replace three TSC commissioners who have retired.

Dr. Nancy Macharia’s term ends next year. She is the current Chief Executive officer of the Teachers Service Commission in Kenya.

Dr. Macharia will however still be eligible for a second term-five years.
The Teachers Service Commission is due for changes following the replacement of three TSC commissioners.

 

The selection has officially started after His Excellency President Uhuru Kenyatta appointed a selection panel which will be chaired by a Zetech University don Professor John Munene.
Professor John Munene is the current vice-chancellor of Zetech University in Kenya.
The other members of the selection panel include Hellen Ambasa, Francis Ng’ang’ a, Peter Ndoro, Stanley Waudo (vice-chancellor of Mount Kenya University), and Solicitor General Kennedy Ogeto.
NON-RENEWABLE TERM
All TSC commissioners are expected to serve for a non-renewable term of six years.
The commissioners exiting service are Cleophas Tirop, Saadia Abdi Kantoma and Salome Gichura. Their term ended this year. Mr Tirop’s term begun in April 2013, he retired early this year, while Kantoma and Gichura exited the service last month.
TSC CURRENT COMMISSIONERS
There are six TSC commissioners in service. They are Lydia Nzomo, Mbarak Twahir, Tache Gollo, Albert Ekirapa, Kinoti Imanyara and Beatrice Adu.
THE SELECTION PROCESS
Section 8 (1) of the TSC act states that if a vacancy arises in the commission, it should be advertised through a formal gazette notice.
After this, a nine-member selection panel is constituted to map out eligible candidates for appointment.
The chair of the selection panel has to be appointed by the president.

DR. NANCY MACHARIA’S BIOGRAPHY
Dr. Macharia is the current secretary/ Chief Executive officer of the Teachers Service Commission.
She was appointed after emerging the best in a competitive recruitment exercise and took over from Gabriel Lengoiboni who retired on 30th June 2015.
Ms Macharia was selected as the ninth and first female TSC chief executive officer.
EDUCATION BACKGROUND
She has a Master of Education (Policy $ Management) degree from Bristol University in the United Kingdom.
Dr. Macharia also possesses a Bachelor’s Degree in Education Arts- English and Literature from Kenyatta University.
She has got vast experience having worked in the education field for at least 28 years.
BRIEF HISTORY
Born in the year 1963, Dr Macharia has undergone rigorous training in both local and international universities in the following areas: public procurement, proactive management, policy formulation, corporate governance among others.
She began her career as an assistant teacher and was later appointed as the director of teacher management.
After graduation, she was posted to work as a classroom teacher at Kahuhia Girls, Murang’ a county. After five years, she rose to the rank of a deputy principal at Kianderi Girls Secondary within the same county.
She later stopped teaching and became a staffing officer. Dr. Macharia rose through the ranks until she reached the most coveted position – TSC CEO.
CONTRIBUTIONS AND AWARDS
President Uhuru Kenyatta in 2014 awarded her the Order of the Grand Warrior for her immeasurable contribution in and outside her workplace.
She was part of the team that speared the national TSC data integrated system which was funded by the World Bank courtesy of her negotiations.
She also initiated the teacher management information system to curb the ghost worker syndrome.

Now that her five- year contract expires next year, will she be the next in line for retirement?

Here is a simplified procedure you should follow when requesting for a change of form one admission for national, extra county and county schools:

. The parent or guardian shall place a request to change his/ her child’s school by selecting their preferred school.

. The preferred school will then shortlist and merit all students in the waiting list and choose depending on the available slots/ vacancies.

. The school shall then enter the details of selected candidates from the waiting list and request the Ministry of Education to capture their details in the new school through the National Education Management System, NEMIS:

. Approval will be granted depending on the category of the school. Approval to join national schools will be granted at the Ministry of Education’s Head Office, extra county schools at Regional coordinators and county schools at county directors of education offices.

. Once the approval to join your new school has been granted, the candidate will be moved from the selection in his or her first school to the new school.

2020 CO-CURRICULAR ACTIVITIES CALENDAR

2020 National Drama Festivals have been scheduled to take place between 13th and 24th April at the Coast, Mombasa County.

The venue will be in Mombasa.

Approximately 15, 000 participants will take part at the National level.

Participants are expected to arrive at the host region on 13th April 2020 and depart on 23rd April 2020.

A total of 32,431 teachers applied land were shortlisted for the recently concluded TSC promotional interviews 2021. According to data released by TSC, Kiambu County recorded the highest number of applicants at 1,717. Kisii came in second with l1,673 applicants while Kakamega had 1,488 applicants.

Surprisingly, ten counties had no applicants who made to the final list of shortlisted candidates. The Counties are: Kilifi, Lamu, Laikipia, Marsabet, Meru, Mombasa, Garissa, Mandera, Nairobi and Uasin Gishu.

KUPPET raises eyebrows about the ongoing TSC teachers’ promotions 2021

The marking scheme currently being used during the 2021 TSC Teachers’ promotions interviews by the Teachers Service Commission, TSC, has been criticized for being biased against teachers serving in ‘third world’ schools as they are commonly referred to.

The marking scheme at our disposal seems to be favoring teachers from ‘giant’ schools that are known for producing better results at the Kenya Certificate of Secondary Education (KCSE) examinations level.

For instance, if your mean has been “low” for the last three years then you will score poorly during the interviews. The maximum mark for a teacher with a mean of 11 (A- minus) and above has been set at 20. Whereas a teacher with a mean of below 2 (D- minus) will be awarded one mark only.

Another scoring area is the improvement index; with teachers who have recorded a positive improvement of 2 and above garnering 20 marks.

The Commission is currently carrying out interview sessions for the about 33,000 shortlisted teachers.

Kenya Union of Post Primary Education Teachers, Kuppet, has come out to castigate TSC for sidelining some administrators in the ongoing promotions.

“We also draw your attention to the apparent discriminative procedures the Commission
has instituted against some principals, deputy principals and senior masters who merit on
the basis of their qualifications. Initially, we received complaints from members who
faced difficulties applying for the promotions via the TSC portal. We brought the matter
to the attention of your officers, who attributed it to a system glitch.” Says Kuppet Secretary General Akelo Misori.

In a protest letter sent to TSC, Akelo says many administrators currently serving in sub-county schools were blocked from applying for promotion to head extra-county and national schools. Those who managed to apply have not been short-listed for interviews.

In addition, the Career Progression Guidelines, CPG, being used for the interviews have placed substantial weight on the status of schools where the applicants serve. It is obvious that county and sub-county schools cannot compete fairly with the well-established ones.

A glaring difference between the two categories of schools is in the entry qualifications for their Form One intakes. However, the vast majority of Kenyan students and teachers
(including principals) are based in these county and sub-county schools.

The Kenya National Union of Teachers, Knut, has been opposing the CPG and has engaged the Commission in court battles.

Also given a raw deal are teachers with higher qualifications as their papers have been rendered useless.

“Unless this system is changed, many qualified teachers-including those with post-graduate qualifications might not get their deserved promotion. This policy will also balkanize Kenya, given the inequalities in economic development across the country.” Misori adds.

Equally affected are teachers serving in Teachers Training Colleges (TTCs) have been systematically sidelined from these promotions. This is because the Scoring in heavily weighted on the applicant’s marks under the Teacher Performance Appraisal and Development, TPAD, appraisal tool.

KNUT OFFICIALS TO BE INTERDICTED FOR DISRUPTING CBC TRAINING SESSIONS

A labour court has upheld the decision by the Teachers Service Commission to interdict KNUT officials who disrupted the CBC teacher sessions in various centres.

Fourteen KNUT officials had filed a petition aimed at reversing the decision by the TSC to interdict them over allegations of incitement and causing chaos during the Competence-Based Curriculum training sessions at various centres.

According to The Standard Digital, a court ruling issued on December 11 dismissed the KNUT Officials’ petition saying it is unmerited.

DISCIPLINARY ACTION
KNUT union officials argued that disciplinary action cannot apply in their case since they are union officials.

TSC on its part said that the union officials are not exempted from interdiction since they were still TSC employees and were therefore obliged to observe the TSC Code of Conduct for teachers.

INSURBODINATION
The labour court, however, noted that KNUT union officials are likely to experience bottlenecks since they cannot play their roles efficiently without being insubordinate to their employer, TSC.

The court also told the Teachers Service Commission to be extremely careful when disciplining employees since there are many activities that trade union officials carry out on behalf of teachers.

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

STUDENTS TO SIT FOR END OF SEMESTER EXAMS ONCE THE ONLINE LEARNING DURATION IS OVER

Through a memo written and signed by Professor Thomas Sakwa, the acting Registrar Academic Affairs, all Masinde Muliro continuing students are expected to resume studies in May 2020.

This move aims at ensuring that the extension of the April 2020 holiday does not affect the institution’s academic calendar.

Just like any other learning institutions in Kenya, MMUST was shut down in March 2020 to curb the spread of the novel covid-19 virus that is wreaking havoc across the world.

In a bid to ensure that their academic calendar is not affected, online lectures for all MMUST continuing students will resume on May 4, 2020.

“Online lectures will resume on May 4, 2020. Students are advised to liaise with their respective schools and departments for more information concerning online lectures,” wrote Professor Sakwa.

 

End of semester exams

At the end of the online learning session, the memo states clearly that learners will be expected to sit for their end of semester exams. This assertion has not however augured well with learners especially those from poor backgrounds.

In response to the memo, some students have openly criticized the university administration for being blind to their plight.

According to Dan Miguna, one of the students, 50% of students at MMUST do not have access to smartphones. Besides, the cost of using cyber cafes is rather too high given the harsh economic times we are facing as a country. REVISED TSC RECRUITMENT SCHEDULE, INTERVIEW DATES, VENUES, EMPLOYMENT FORMS, POSTING LETTERS AND REPORTING DATES FOR SUCCESSFUL CANDIDATES, SEPTEMBER 2020

The Teachers Service Commission, TSC released an official recruitment schedule for the advertised recruitment, replacement, and promotion vacancies for secondary school teachers.

According to the schedule, successful candidates-teachers are expected to report in person to their new work stations-schools on Monday, January 4, 2021.

KUPPET DEMONIZES TSC MOVE TO RECOVER HEFTY SALARIES FROM IRREGULARLY PROMOTED TEACHERS IN JULY 2020; TSC News

The Teachers Service Commission has vowed to clean its payroll starting in July 2020. This move has attracted uproar from a section of teachers who feel that the TSC is being unfair given that they did not promote themselves.

TSC TO CLEAN ITS PAYROLL COME JULY 2020

As July approaches, many tutors are waiting anxiously with some anticipating salary increments especially diploma teachers in secondary schools.

However, July 2020 is likely to bring along a lot of uncertainties especially for regular teachers who have earned salaries earmarked for school administrators since 2017.

According to the latest TSC circular on irregular promotions, the Commission is planning to recover the overpayments accumulated for the last three years, a move that could see the affected teachers’ payslips mutilated.

Besides, the pay cuts meant to recover the overpaid salaries, these tutors should be prepared for demotions from these senior positions.

KUPPET has now written to the Teachers Service Commission, TSC to oppose the looming recovery of overpaid salaries by the Commission.

In the letter, the union expresses its dissatisfaction in the manner in which the TSC is dealing with the erroneous promotions.

UNILATERAL DECISION

The union has further accused the teachers’ employer of making unilateral decisions adding that the Commission ought to have consulted them on the matter.

According to KUPPET’s protest letter to the Commission, the process of cleaning TSC payroll should involve and represent the views of all the affected stakeholders.

Besides, the teachers who have been earning higher salaries should not be victimized since none of this is their doing.

TSC RECOVERED SALARIES

The Commission can recover salaries if the commission recalls the salary or if a teacher’s bank account is closed.

Any returned salary should be claimed in writing through the head of the institution.

It is upon the employee to notify the commission of any erroneous payment.

In case the employee passes on, then the next of kin should notify the bank immediately.

Heads of institutions should also report cases of death and absenteeism within 48 hours to prevent overpayment.

 

OVERPAYMENT

A TSC overpayment will be recovered as follows;

In reinstatement cases, the outstanding overpayment should be recovered in full but in case of death, any overpayment should be recovered in full from the employee’s pension benefits or gratuity.

 

 

SRC RECOMMENDATIONS

In 2017, the Salaries and Remuneration Commission, SRC conducted a job evaluation to determine the salaries of various categories of teachers.

According to the recommendations fronted by the SRC in 2017, teachers’ earnings should commensurate their output and responsibilities.

Consequently, new grades/ job groups were introduced which saw tutors stratified into 11 levels.

All P1 teachers were upgrades to job group H and converted to grade B5.

Teachers in Job Group H were also upgraded to job group J and converted to grade C1.

SENIOR MASTER POSITIONS

The Commission also introduced the position of senior masters in post-primary learning institutions. They were given a responsibility allowance to commensurate their extra duties.

SPECIAL SALARY

The Commission also dished out special school allowance which was retained until June 30 2018 and converted to special allowance.
