COTU TO MEDIATE TSC-KNUT TEACHERS’ PAY RISE AND PROMOTIONS ROW; LATEST TSC NEWS

COTU TO MEDIATE TSC-KNUT TEACHERS’ PAY RISE AND PROMOTIONS ROW; LATEST TSC NEWS

COTU TO MEDIATE TSC-KNUT TEACHERS’ PAY RISE AND PROMOTIONS ROW; LATEST TSC NEWS
COTU TO MEDIATE TSC-KNUT TEACHERS’ PAY RISE AND PROMOTIONS ROW; LATEST TSC NEWS

In a nutshell;

The Teachers Service Commission received Sh 54 billion to pay teachers and increase their salaries but KNUT members were sidelined on grounds of the contested Schemes of Service.

COTU has since written to the Labour Secretary Simon Chelugui requesting him to convene a meeting to address the discriminatory promotions and salary increments’ criteria being used by the Teachers Service Commission, TSC.

The umbrella trade union COTU now wants Labour CS Simon Chelugui to address the controversy surrounding teachers’ pay rise and parallel payrolls created by the teachers’ employer, TSC that appears to discriminate KNUT members.

The Central Organization of Trade Unions, COTU on Wednesday wrote to the CS asking him to convene a meeting to discuss the unfair promotions in the teaching service and subsequent pay rise.

The meeting is set to bring together COTU, TSC, and KNUT officials who feel aggrieved by the Commission after its members were denied promotions and better pay this month.

In the letter, COTU secretary general Francis Atwoli expresses concern over the widening conflict between TSC and KNUT that would jeopardize the industrial peace so far experienced in the teaching sector for the past few years if not addressed soon.

“Indeed, if left unaddressed, the situation is likely to degenerate into a serious threat to the country’s industrial peace, “said Atwoli.

KNUT WARNS TSC AGAINST SOWING DISCORD

At the same time, KNUT warned TSC against sowing unnecessary confusion pertaining to the implementation of the 2017-2021 Collective Bargaining Agreement, CBA by seeking to abolish the recognition and promotion of teachers based on higher academic qualifications.

PROMOTION OF P1 TEACHERS BASED ON HIGHER ACADEMIC QUALIFICATIONS

KNUT secretary general Mr. Wilson Sossion made it clear that an attempt by the Commission to abolish the old Schemes of Service is a direct ticket to the abolishment of the promotion of teachers based on higher academic qualifications.

According to Sossion, this will demotivate and demoralize teachers who have spent a lot of resources to acquire diplomas, degrees, masters, and PhDs.

“The Commission should not sneak in Career Progression Guidelines which have been nullified by the Employment and Labour Relations Court. It should promote teachers using the code of regulations for teachers,” said KNUT boss on Wednesday in Nairobi.

He further accused the Commission of using discriminatory and illegal ways to get back at KNUT members.

ARE KNUT MEMBERS ELIGIBLE FOR TSC PROMOTIONS?

Sossion also clarified that all KNUT affiliated teachers are eligible for TSC promotions.

“KNUT members are eligible for salary increment and promotions based on our signed CBA,” SAID Sossion.

KNUT treasurer John Matiang’i also said that it was extremely unfair to use teachers as arsenals in the war between TSC and KNUT.

“It is so heartbreaking to see innocent teachers suffering and being discriminated against by their employer using illegal documents,” said Matiang’i.

He further pointed a finger at TSC CEO Dr. Nancy Macharia for plotting KNUT’s downfall by aiding the formation of splinter groups.

“We cannot have an employer who uses bloggers to incite teachers to leave KNUT and cripple the operations of the union,” added Matiang’i.

TSC Lines Up 1,000 Promotions for Diploma Teachers Next Week

The Teachers Service Commission, TSC in April 2021 was forced to postpone the 2021 TSC promotions Interviews for Diploma Teachers with higher qualifications  following numerous complaints that were raised by the shortlisted interviewees through the Kenya Union of Post Primary Education Teachers, Kuppet.

Kuppet was forced to write a letter addressed to the Teachers Service Commission,  during the last week of April 2021 requesting for the postponing of TSC promotions Interviews for diploma teachers who were committed at that time- marking the Kenya Certificate of Secondary Education, KCSE 2020 national exams in various marking centres distributed across Nairobi.

Kuppet managed to convince TSC to put off the interviews till later to allow the teachers who were facing the dilemma of either attending the interviews or going for Knec KCSE marking.

New Interview Dates for Postponed TSC Promotions Interviews for Diploma Teachers with Higher Qualifications 2021

The latest details hitting our newsdesk this morning indicate that more than 3,800 diploma teachers in Secondary schools  should arm themselves now to battle for the 1000 TSC Promotions Vacancies advertised by their employer.

In an official Circular addressed to the regional directors, TSC Director of Staffing Rita Wahome says the Interviews will now be conducted next week.

According to the new TSC Promotions Interview Schedule, the postponed interviews for diploma teachers in Secondary schools will be conducted between May 24, 2021 and May 28, 2021

TSC Promotions 2021; Commission Calls off Promotions for Diploma Teachers, sets new interview dates, find out why

TSC promotions 2021– The Teachers’ employer, Teachers Service Commission, TSC, has put off the scheduled Interviews for diploma teachers promotions 2021 and set new dates.

This move follows a public outcry and the outpouring of complaints from the affected teachers who would have missed out on this golden opportunity for a possible pay rise.

The afore-mentioned diploma teachers are qualified and interested in attending the upcoming TSC promotions interviews  but some of them are currently offering essential services- marking the Kenya Certificate of Secondary Education (KCSE 2020) examinations.

TSC promotions 2021; List of shortlisted diploma teachers per county, Interview dates, and venues

The Commission has already compiled and dispatched lists of successful applicants who have been shortlisted to fill the 1,000 slots available for diploma teachers in 2021 to their respective counties now that all Applications are done online.

The affected teachers can therefore take a deep sigh of relief after the Kenya Union of Post Primary Education Teachers (Kuppet) intervened.

TSC promotions for diploma teachers 2021- revised dates

Many of the affected teachers had already reported to the designated Knec marking centres in Nairobi only for them to receive invitations for the interviews, issued on a very short notice.

Following many complaints, the union conducted a survey among the examiners to establish the depth of this problem.

Indeed, many examiners were having torrid times trying to decide wether to shun the marking exercise and attend the interviews or not.

“In the circumstances, we urge the Commission to immediately call off the interviews slated for this month and conduct the same in May or on any convenient dates after the marking of the KCSE exams.” Reads a demand letter from Kuppet Secretary General Akello Misori.

TSC Promotions Calendar 2021

In July 2020, the Commission embarked on the final phase of promotion of teachers for the financial year 2020/2021. A calendar of activity for the interviews was prepared with the last set of interviews scheduled to take place from 26/4/2021 to 30/4/2021.

However as a result of the Covid-19 pandemic which disrupted the Education calendar in the country, the scheduled interviews have conflicted with marking of the Kenya Certificate of Secondary Education (KCSE) national examination currently taking place.

TSC Promotions 2021 new Interview dates

Consequently, the Commission has re-scheduled the interviews for advert Number 2/2021, 3/2021, 4/2021, 6/2021, and 7/2021 to a date to be communicated in due course.

TSC is seeking to promote all the diploma holders before the current Collective Bargaining Agreement (CBA) comes to an end in July this year.

2022 KNEC  Dates For Grade Six To Start Selection Of Junior Secondary Schools For January Placement.

2022 KNEC  Dates For Grade Six To Start Selection Of Junior Secondary Schools For January Placement.

Information reaching our news desk is that the Kenya National Examinations Council (KNEC) has released dates when Grade six learners are going to do the selection for the Junior Secondary Schools (JSS) ahead of January 2023 Placement.
Information from the national examiner spells out that through the online KCPE Portal managed by their schools, the grade six learners will be able to select Junior Secondary Schools of their selection just like the KCPE candidates.
The National Examiner says that the portal will commence being operational from August 15th to August 30th for the exercise. This selection will facilitate the transitioning of the grade six learners to Grade Seven in January next year.
Professor Magoha quipped,” First of all, the children will have to apply and we are going to tell them the number of slots available. We are almost completing the process. we encourage the private schools, which we will say are ready for junior secondary schools, to allow the children to apply on the public platform so that they are placed”
Earlier the council had revealed that exams will constitute 40 percent of the total score while the Grade 4, 5, and 6 school-based assessments will make up the remaining 60 percent.
CS Magoha has confirmed that, 2.51 million students will begin secondary school in January 2023.
He added that after taking the Kenya Certificate of Primary Education (KCPE) exams, over 1.27 million students would graduate from sixth grade and another 1.24 million will enroll in high school.
The Grade 6 exam is planned for November, and KNEC has already provided instructions for how it will be administered.
KNEC Chief Executive Officer David Njegere explained to school administrators that candidates would take a School-Based Assessment (SBA) test in their home institutions, which will be graded by their teachers.
They will then register for the national exam after the evaluation’s results have been submitted to the portal.
After that, students will be given an assessment number, which functions as a substitute for the index number and use it to register for the Kenya Intermediate Level Education Assessment (KILEA).
Five papers will be written by the students: English and Math on the first day, Integrated Science and Kiswahili on the second, and Creative Arts and Social Studies on the third.
The materials needed for the practical evaluations will be provided by the schools, with KNEC advising schools to improvise some of the resources at their disposal.
By the deadline that will be announced by KNEC, teachers will grade students’ responses and assign grades, which will then be published on the KILEA portal.

TSC STOPPED FROM ENDING RECOGNITION AGREEMENT WITH KNUT

TSC AND KNUT TO MAINTAIN STATUS QUO, HERE ARE THE DETAILS

The Kenya National Union of Teachers KNUT has secured a temporary order halting the Teachers Service Commission, TSC from ending the recognition agreement.

According to KNUT’s lawyer Judith Guserwa the notice issued by TSC boss Nancy Macharia seeking to terminate the agreement which was signed on 15th May 1968 lacked basis since the union still has the simple majority.

The issued had been issued based contested numbers.

KNUT, however, argued that the TSC had maliciously created portal aimed at shifting KNUT members to its competitor KUPPET following a bitter argument.

In his affidavit, KNUT Secretary General Mr Wilson Sossion alleged that the TSC was undermining the membership of KNUT.

He further accused TSC Boss Dr Nancy Macharia of coming up with a validation process aimed at crippling the union’s membership.

Judge Byrum Ongaya of the Labour Court said KNUT had a strong case, hence parties should maintain status quo.

COTU boss Francis Atwoli has defended KNUT saying the provisions of the Kenyan Constitution supersede the Recognition Agreement cited by the TSC.

According to Atwoli, the New Constitution provides a wide range of Bill of Rights which the TSC should not overlook.

TSC Salary Increment 2023/2024 for Teachers to be Implemented in August With arrears

TSC Salary Increment 2023/2024 for Teachers to be Implemented in August With arrears

TSC Pay Rise News 2023 show that the Teachers Service Commission (TSC) has already paid the salaries of teachers for the month of July. Several banks and saccos, notably Equity, KCB, and Absa, have remitted teachers’ pay.

However, it is evident that the government has deducted money from teachers’ salaries by enacting the higher NHIF rates.

In order to increase pay equity, President William Ruto suggested amendments to the National Hospital Insurance Fund (NHIF) on June 26, 2023.

Kenyans will contribute 2.75 percent of their gross income to the national insurance, according to the Head of State’s proposal.

This is what has had an impact on teachers’ and government workers’ July salary. The majority of elementary school teachers in lower cadres saw their salaries drop by 230 sh.

Teachers who were interns were subject to the new charges. Junior secondary school teachers who previously got a monthly stipend after deductions of sh 19,124 now receive sh 18170 as a result of the revised NHIF rate.

Primary school teachers are now paid roughly Sh 13,200 instead of the previous Sh 14,000 per year.

A court ruling delaying the 2023 Finance Act’s implementation, however, barred deductions from the housing fund, whose cap was set at 1.5% of gross income.

It has since been claimed that arrears will be paid to teachers’ salaries in August, despite President William Ruto’s declaration that TSC would pay teachers’ salary with an increase.

This is the case because the Salaries and Remuneration Commission (SRC) has not completed the review process to account for the payrise.

On June 30, President Ruto announced that teachers and other state personnel would begin getting their wage raises this month.

The public involvement exercise was finished two weeks ago, and now SRC is working on the evaluation.

After the commission publishes the new salary in the gazette, the government departments in charge of paying teachers and other civil officials would then be able to implement the rise.

Sources claim that tomorrow, when many workers anticipate receiving their salaries, it is the earliest the reviews might be concluded.

Another issue for the labour is the amount they would receive after the rise.

“The increase’s implementation date is quite important. According to a source, even if they don’t get the hike this month, they will still get it after July.

One of the terms of the Kenya Union of Post Primary Education Teachers’ (Kuppet) agreement with the President was the suspension of the Finance Act 2023, the implementation of which has been put on hold by the High Court in response to a petition filed by Busia Senator Okiya Omtatah.

The court’s decision guarantees that the new 1.5% housing fee imposed by the Act won’t apply to employees. The deadline for it to go into effect was this month.

Kuppet Secretary-General Akello Misori has raised a red flag over the delay and claims that both the SRC and the Teachers Service Commission (TSC) are to blame.

During a five-hour “consultative meeting” that Kuppet and SRC purportedly had with Dr. Ruto in May at State House, the President is said to have assured authorities that teachers will receive a minimum 10% pay raise “upon the passage of the 2023-2024 Finance Bill.”

This is a concern because, he continued, we can be deceived and discover that it is not 10% or 12% as we had thought.

Salary Increment for Teachers to be Implemented in August With arrears

Many teachers reported that their pay stubs had not yet been put on the payment site.

Despite our repeated appeals to the TSC for a review of the terms of reference of the 2021–2025 collective agreement, the SRC and TSC’s inaction has caused a delay. When the President gave his final consent to the programme, we thought that the Treasury was on board and that the SRC had given other public employees—particularly the civil servants—the opportunity to discuss their compensation with them. It was made very plain by the President that this required an increase of between 7 and 10%. Mr. Misori said there shouldn’t be any delays.

The union had originally asked for a hike of between 30% and 70% from the president, but they ultimately settled on 10%.

Mr. Misori asked the commissions to complete the salary increase procedure because the increment had already been agreed upon by the union and the president.

He denied that it had anything to do with their endorsement of the Finance Bill 2023, which was being discussed at the time in Parliament, and insisted that the agreement had never been in writing.

Mr. Misori lamented that, regrettably, and in spite of these assurances, “the TSC and SRC are still going in circles while teachers are struggling under the weight of higher taxes and high inflation that the government promised to shield them from.”

According to Dr. Ruto, the decision to evaluate salary will not benefit high-ranking government personnel such as himself, his deputy Rigathi Gachagua, MPs, Cabinet secretaries, chief secretaries, speakers of the house, or judges, among others.

TSC Clears the air on the Confirmation of the 8, 141 Interns

“8, 000 teacher interns hired, placed on Payroll” was the controversial, ambiguous and misleading title published on 27th March 2020 by “The Standard” that led many Kenyans to believe that the 8, 141 2019 intern teachers had been hired on permanent and Pensionable terms by their employer, TSC.

The most regrettable part is the fact that this article was widely shared and read given the sensitive nature of the information.

The controversial article appeared today in The Standard newspaper’s March 27, 2020 hard copy.

To clear the confusion, TSC Head of Communications boss Ms. Beatrice Wababu was forced to clear the air about the hiring of the 8, 141 TSC interns today.

Below is the message that Ms. Wababu wrote on the TSC official Twitter account:

“MISLEADING STORY IN TODAY’S NEWSPAPER”

“It has come to my attention that the hard copy edition of today’s Standard Newspapers has reported that TSC has hired 8, 141 intern teachers permanently.

I wish to state here that this information is incorrect and unfortunate. The same is being addressed.”

Coronavirus Crisis: Looming Nurses’ Strike in Migori County due to Inadequate Coronavirus Protective Gear

Migori Nurses’ Union has given the County Government a 24-hour Ultimatum to issue them with enough coronavirus protective gear lest they down their tools, full details below

Migori County Nurses’ union has issued a 24-hour ultimatum to the county government to provide nurses with Coronavirus protective gear lest they down their tools.

Speaking on Citizen TV News Live, the chair-Morris Achochi said that Migori nurses were not well prepared to handle coronavirus cases in case they pop up since the County Government was yet to provide them with coronavirus protective gear.

Mr. Achochi pointed an accusing finger at the Migori County Government for failing to adequately prepare them to combat coronavirus pandemic at the county level.

The dissatisfied nurses in Migori County are yet to move to Coronavirus Quarantine facilities.

They have accused the county government of exposing them to the risk of coronavirus.

Top-Notch Preparation

This revelation is not only shocking but also ironic given the fact that the Migori County Government had assured Kenyans that the County was armed to the tooth in as far as combating coronavirus pandemic is concerned.

Migori County had cited top-notch preparation having allegedly trained 24 nurses, 8 clinical officers and 4 lab technicians to combat the novel covid 19 pandemic.

Besides, the county said that it had acquired enough coronavirus protective gear and set aside quarantine facilities for coronavirus patients.

Porous Border

The looming nurses’ strike in Migori County is likely to pose a major challenge in fighting and containing the spread of coronavirus given that the county is located in the Kenya-Tanzania border.

This qualifies Migori County as a potential Coronavirus high-risk area given the porous Kenya-Tanzania border.

There are many entry points in the county that are likely to increase the chances of coronavirus spread in Kenya.

TSC BUDGETARY ALLOCATION FOR HIRING AND PROMOTION OF TEACHERS 2020/2021; BELOW IS A DETAILED BREAKDOWN FOR THE 2020/2021 NEW AND RECURRENT EXPENDITURE BY TSC AND THE EDUCATION SECTOR

TSC BUDGETARY ALLOCATION FOR HIRING AND PROMOTION OF TEACHERS 2020/2021; BELOW IS A DETAILED BREAKDOWN FOR THE 2020/2021 NEW AND RECURRENT EXPENDITURE BY TSC AND THE EDUCATION SECTOR

Treasury Secretary Ukur Yatani on June 11 announced the budget for the 2020/2021 financial year.

This budget is bound to affect the education sector just like any other in Kenya.

According to CS Yatani, the education sector will account for more than one-quarter of the country’s total budget of Kshs 2.7 trillion that is 26.7%.

TSC RECRUITMENTS 2020

The Teachers Service Commission, TSC which is responsible for the hiring and promotion of teachers in Kenya was allocated 2.0 billion for the recruitment of 5, 000 teachers on permanent and pensionable terms and another 2.4 billion for the hiring of 10, 000 intern teachers.

300 million was also allocated for the hiring of ICT interns to support digital learning in schools.

TSC PROMOTIONS, SALARY INCREMENTS 2020

The Commission also received 266 billion for recurrent expenditure which encompasses TSC promotions and salary hikes.

Already some tutors are ready for the July 2020 salary increment.

TSC PLEADS FOR MORE CASH TO HIRE MORE TEACHERS

On May 21, 2020, the Teachers Service Commission raised concerns over a Kshs 17 billion budget deficit that was likely to affect the Commission’s plan to recruit more teachers to bridge the glaring gaps in the education sector.

During her presentation, TSC CEO Dr. Nancy Macharia said that only Kshs 3.2billion had been approved for the recruitment of more teachers an amount which was way too lower than the proposed Kshs 20 billion budget.

According to Nancy Macharia, the Kshs 2 billion would be used to hire teachers during normal recruitment, and the remaining Kshs 1.2 will be used to hire interns. Her greatest worry was that the Kshs 3.2 billion would barely sustain the salaries of new teachers and interns for a year.

Now that the budget is out, it is clear that the house at least paid some little attention to Nancy Macharia’s plea since 4.4 billion was allocated for the hiring of teachers this year.

This allocation may however not be sufficient given that the teachers’ unions and a group of lawyers are pushing for a salary increment for TSC intern teachers.

Secondary school TSC interns currently earn Kshs 15, 000 per month while their counter-parts in primary school pocket Kshs 10, 000 a month.

After mandatory deductions like KUPPET, NHIF, and NSSF, a TSC Intern’s payslip cannot sustain a decent lifestyle.
