Treasury Secretary Ukur Yatani on June 11 announced the budget for the 2020/2021 financial year.
This budget is bound to affect the education sector just like any other in Kenya.
According to CS Yatani, the education sector will account for more than one-quarter of the country’s total budget of Kshs 2.7 trillion that is 26.7%.
TSC RECRUITMENTS 2020
The Teachers Service Commission, TSC which is responsible for the hiring and promotion of teachers in Kenya was allocated 2.0 billion for the recruitment of 5, 000 teachers on permanent and pensionable terms and another 2.4 billion for the hiring of 10, 000 intern teachers.
300 million was also allocated for the hiring of ICT interns to support digital learning in schools.
TSC PROMOTIONS, SALARY INCREMENTS 2020
The Commission also received 266 billion for recurrent expenditure which encompasses TSC promotions and salary hikes.
Already some tutors are ready for the July 2020 salary increment.
TSC PLEADS FOR MORE CASH TO HIRE MORE TEACHERS
On May 21, 2020, the Teachers Service Commission raised concerns over a Kshs 17 billion budget deficit that was likely to affect the Commission’s plan to recruit more teachers to bridge the glaring gaps in the education sector.
During her presentation, TSC CEO Dr. Nancy Macharia said that only Kshs 3.2billion had been approved for the recruitment of more teachers an amount which was way too lower than the proposed Kshs 20 billion budget.
According to Nancy Macharia, the Kshs 2 billion would be used to hire teachers during normal recruitment, and the remaining Kshs 1.2 will be used to hire interns. Her greatest worry was that the Kshs 3.2 billion would barely sustain the salaries of new teachers and interns for a year.
Now that the budget is out, it is clear that the house at least paid some little attention to Nancy Macharia’s plea since 4.4 billion was allocated for the hiring of teachers this year.
This allocation may however not be sufficient given that the teachers’ unions and a group of lawyers are pushing for a salary increment for TSC intern teachers.
Secondary school TSC interns currently earn Kshs 15, 000 per month while their counter-parts in primary school pocket Kshs 10, 000 a month.
After mandatory deductions like KUPPET, NHIF, and NSSF, a TSC Intern’s payslip cannot sustain a decent lifestyle.
