 TSC Salary Increment December 2021-2022; TSC CEO Confirms Pay Rise of at least Kshs 6,000 per month for All P1 Teachers; Here are the Latest Salary Scales 2022-2023

Teachers and  civil servants are among the biggest winners in President Kenyatta’s last budget of Sh3.31 trillion as he leaves office next year.

The Teachers Service Commission (TSC)will receive an extra Sh. 15 billion for the 2022/23 financial year,with sources saying the additional money is for a pay rise and hiring of new teachers.

Civil servants will also get a salary increment as the National Treasury has allocated an extra Sh70.8 billion to ministries for recurrent expenditure,including  the annual pay rise.

Treasury Cabinet Secretary Ukur Yatani has allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh 296.6 billion from Sh281.7 billion this year.

A member of the National Assembly Education Committee told the Nation yesterday that,the additional funding”is to appease teachers who are unhappy and that the government would want to do something about it on an election year.”

 This year, TSC, citing hard economic times had offered unions a non-monetary 2021-2025 collective bargaining agreement (CBA), which teachers vehemently protested.

The Salaries and Remuneration Commission (SRC),which announced a two-year freeze on civil servants’ pay rise in July, yesterday explained that, the extra money factored in the ministries’ budgets is for the annual salary increment.

The education  sector has main-trained its lead as the largest spender with an additional allocation 11 of Sh 21 .97 billion  key programmes on implementation of CBC.

Among the expenses is sh. 18 billion for building new classrooms.

The draft 2022 Budget Policy Statement (BPS) states that, the Education ministry’s allocation for the 2022/23 financial year is set to increase to Sh525.9 billionfrom Sh503.97 billion.Mr Yatani has allocated ministries Sh1.344 trillion for recurrent spending for the 2022/23financial year up from Sh1.273 trillion.

Confirmed TSC News today also indicate that unemployed qualified teachers should wet their appetites for both Internship and permanent and pensionable recruitment starting December 2021.

According to the Commission, a total of 6000 teachers will get recruited on Internship terms this December.

Teachers who will successfully get recruited on TSC contractual terms will report to their new stations by January 2022.

The government has at the same time allocated the Teachers Service Commission, TSC more cash for recruitment of more teachers on permanent and pensionable terms in 2022 during fresh Mass Recruitment Exercise.

This allocation amounting to 15 billion will go a long way in ensuring that the teaching sector is boosted a great deal and that teachers are fully satisfied with their jobs.

The Teachers were interdicted on 2nd February 2023 after a video that captured four grade 2 boys being coerced to engage in an indecent sexual act shot by one Angelica Joseph went viral. The TSC list of interdicted teachers in 2023 comprises Everlyne Moraa,  Catherine Mokaya, Angelica Joseph, Moraa Nyairo, and  William Isoka.

Following the interdiction of the aforementioned teachers, the Teachers Service Commission has deployed six teachers to Itumbe Primary School in Kisii County to replace them.

One teacher, Odong’a Obedy Nyachong’i, is a new TSC recruit.

The others, who received transfers, are James Ocharo, Wilfred Momanyi, Florence Nyabuto, Isaac Osoro, and George Morara.

Their transfer letters, dated February 3, 2023, were signed by Nyamache Sub-County Director of Education James Wanyela.

The new teachers will replace Everline Moraa, Gladys Kenyanya, Angelicia Joseph, Moraa Nyairo, Catherine Mokaya, and William Isoka who have since been suspended by the TSC for allegedly administering obscene punishment to Grade 2 pupils.

In viral video clips, the pupils were ordered to imitate acts depicting homosexuality, the TSC said in its interdiction letters addressed to the six.

The suspended teachers will appear before a TSC disciplinary committee to file their defenses, the teachers’ employer said in a statement on Thursday.

The six teachers were arrested on Wednesday, February 1.

On Friday, February 3, a Kisii court ordered that the suspects be remanded for three days as police complete investigations.

They will appear before Ogembo Senior Principal Magistrate on Monday, February 6 for plea-taking.

The Teachers will also be subjected to the TSC disciplinary process that is clearly enshrined in the TSC Act within the Kenyan Constitution 2010.

A Head of the institution may initially issue a verbal warning or caution the teacher in writing on minor breaches.

In case of persistent misbehavior, the teacher may be required to show cause why disciplinary action should not be taken against him/her. _(Call a union leader immediately to help in writing a response, which is required within a period of two weeks (14 days). Submit the response on the last day to lock out the principal from amending the allegations)_

From the teacher’s response, the head of the institution may serve the teacher with a warning or present the case before the agent.

 

 

The agent shall;

✓Investigate and assemble relevant evidence.
✓Invite the accused teacher in writing to defend himself/herself against specified allegation (a two weeks notice must be given. Inform the union to send a representative to be part of the panel).
✓Call witnesses to give evidence in the presence of the accused teacher.
✓Allow the teacher to cross-examine each witness. (most witnesses are always coached, play with their minds to establish if they had a meeting with the accuser before the hearing date)

In case of desertion where the teacher’s whereabouts are unknown, the agent will interdict without any delay.

After the preliminary hearing, the agent may reach any of the following decisions;

✓No case to answer.
✓Warn the teacher administratively.
✓Interdict the teacher.

NB: In some cases, TSC or agent can interdict a teacher without inviting him/her for the preliminary hearing.

An interdicted teacher should write a defense statement within 21 days from the date of interdiction and provide a contact address ( consult the union in the process). Normally a case will be heard within three months after interdiction.

In case of delay, the teacher is advised to make inquiries.

Teachers interdicted on cases of incitement, insubordination, infamous conduct and negligence of duty will be paid half their salary during the period of interdiction

TSC Disciplinary Process: Determination

After interdiction and submission of the required evidence, the teacher shall be given a chance to defend himself/herself in person before the Commission. A case shall be heard and determined in the absence of the teacher if he/she fails to appear during the hearing.

From the evidence gathered, the Commission may;

✓Revoke the interdiction.
✓Warn the teacher.
✓Suspend the teacher from duty.
✓Dismiss the teacher from service.
✓Retire the teacher in the public interest.
✓Dismiss and remove from the register of teachers.

It is an offense for a teacher to engage in teaching in any institution (public or otherwise) during the period of interdiction or suspension or on removal from the registry of teachers.

Where a teacher has been suspended from duty, he/she will be posted 14 days before the expiry of the suspension.

A teacher will be posted immediately in cases of revocation and warning. A teacher who does not receive communication within 28 days after the hearing should make inquiries to the Commission Headquarters in person.

The nationwide exercise began yesterday and will see teachers from both primary and secondary schools transferred to different schools across the country.

 

Teachers are concerned about mass transfers next term as the Teachers Service Commission (TSC) rationalizes staffing across the country.

 

When it comes to transfers, the TSC’s delocalization program has been a thorn in the flesh for teachers. Teachers have complained that the transfers are tearing families apart.

 

 

 

The transfers, on the other hand, are a huge relief for teachers who are married and have declared their marital status, because the commission ordered that they be transferred to the same neighborhood as much as possible.

 

The exercise, according to Commission CEO Nancy Macharia, is intended to ensure that all schools have a balanced teacher-to-learner ratio before the start of the new academic year. On April 25, 2022, schools will reopen for the first term

 

The nationwide exercise began yesterday and will see teachers from both primary and secondary schools transferred to different schools across the country.

 

 

Ms. Macharia stated in a circular to all TSC regional directors that despite the commission’s numerous efforts to address teacher shortages, the situation is exacerbated by irregular teacher distribution.

 

She noted that if the issue was left unchecked, it will have a negative impact on learning outcomes in our learning institutions.

 

She directed regional directors to work with county directors in their respective regions to coordinate teacher rationalization and ensure equitable distribution across the school.

 

“Any arising movements conducted in the local areas must have a human face and must be well discussed with all relevant offices to ensure equity for all of our learners in tandem with existing staffing norms,” said Ms. Macharia.

 

 

 

According to TSC, there are 114,581 teachers needed in primary and secondary schools.

 

Age, health status, disabilities, marital status, and time served at the current school are all factors to consider when transferring teachers.

 

Teachers over the age of 56, as well as those with proven terminal illnesses, will be exempt from the transfer. Others are disabled teachers who have the necessary certification

 

“The committee will evaluate each case on its own merit, taking into consideration the supporting medical documents, availability and accessibility to the appropriate medical facilities, among other factors in the proposed station,” she said.

 

 

Transfer Eligibility

 

To be eligible for transfers, teachers must have served in a station for at least three years, or five years for North Eastern and other areas, respectively, since their first appointment unless otherwise authorized by the commission’s secretaries

 

Priority should also be given to teachers who have applied for and are eligible for the transfer. Ms. Macharia stated that in cases where teachers meet the transfer criteria, the commission will consider first in, gender balance where applicable, and teacher security.

 

“Henceforth, teachers transfer will be a continuous exercise to address staffing gaps and to ensure equitable distribution and optimal teacher utilization,” she added. She said the staff balancing exercises are intended to be complete by May 9.

 

POINTS TO NOTE

Transfer requests are normally considered for approval by the Appointment Board, once, at the end of the year. However, the Commission can transfer a teacher at its discretion. A teacher wishing to be considered for transfer should do so by:

  1. Filling in a transfer application form through the head of the institution. Transfer forms are available at TSC offices countrywide or can be downloaded from the TSC website.
  2. Completed application forms should be sent to the TSC or its agents by the head of the institution.
  3. Transfers for primary school teachers within the county will be handled by the TSC County Director.
  4. Transfers outside the county will be handled by the TSC headquarters. Applications for transfer to tertiary institutions are processed at the TSC headquarters.

Transfer requests submitted to the Commission will be acknowledged promptly. The decision of the Appointment Board will later be communicated to the teacher. Transfers will be granted subject to the availability of vacancy and replacement

“The Commission has reviewed its policy on appointment and deployment of institutional administrators,” reads, in part, the latest circular by the TSC Boss Dr. Nancy Macharia.

The regional director will henceforth be directly in charge in the appointment and deployment of institutional administrators for county, sub- county and day secondary schools’ administrators. He/ she will at the same time issue appointment and/ or deployment letters.

The county director, on the other hand, shall be in charge of appointments and deployment of primary school administrators within the county. Appointments and deployments of principals of extra county and national schools shall still be under the Director in charge of staffing at the head quarter.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.

The exercise had seen the transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes. Others had also served in the same stations for a long time.

Targeted administrators were mostly transferred to other counties and in some instances different regions.

Second revision of KUCCPS 2020/2021 Courses: list of KCSE index numbers of students invited by KUCCPS to re-apply for selection after failing to be selected during the first revision

Thousands of students who failed to secure KUCCPS placement during the first revision of courses are expected to reapply for KUCCPS 2020/2021 choices by Wednesday April 15, 2020.

The first revision of KUCCPS courses took place between February 2020 and ended on March 9.

The second revision of KUCCPS courses will take place between April 2, 2020 and April 15, 2020.

KUCCPS on Tuesday March 31, 2020 announced that the KUCCPS online system will be open for the second revision of courses for the close to 45, 000 applicants who failed to secure any of their choices for placement to universities and colleges on a competitive basis.

KUCCPS Second Revision of choices deadline

Speaking to The Daily Nation, KUCCPS CEO John Muraguri said that the 45, 000 applicants should revise their degree, diploma and certificate courses between Thursday April 2, 2020 and Wednesday, April 15, 2020.

“The second revision will open for applicants who, on a competitive selection after the first revision of choices, have not secured any of their choices for placement to universities and colleges” said KUCCPS chief executive officer Dr. John Muraguri.

The KCSE  index numbers of the applicants required to reapply for KUCCPS 2020/2021 placement are available on the KUCCPS website  which can be accessed using the link below

Dr. Muraguri also called out principals of secondary schools whose former students’ index numbers have been listed on the KUCCPS website to inform the affected students so that they can revise their choices before the deadline which has been set on Wednesday, April 15, 2020.

Those who did not apply for KUCCPS 2020/2021 placement while in school and hence missed the first revision of courses are advised to seek for KUCCPS placement during this window period.

 KUCCPS Help desks

During the first revision of KUCCPS 2020/2021 choices, the placement body set up help desks across Kenya to help the students revise their choices with ease.

It is however unfortunate for the 45, 000 applicants this time around since the KUCCPS help desks have been shut down following coronavirus outbreak in Kenya.

Just like any other institution in Kenya, KUCCPS is enforcing the rule of social distancing. Therefore all KUCCPS Huduma center desks remain closed to the public.

The good news is, all is not lost. The applicants can apply for KUCCPS’s second revision of courses via the KUCCPS App available on Play store or through the KUCCPS students’ portal.

Unfilled capacities

The applicants are expected to select and reapply for new choices- degree, diploma and craft/artisan certificate courses with unfilled capacities.

The list of courses with unfilled capacities has also been listed on the KUCCPS website and submit them afresh.

The total capacity of both private and public universities in 2020 is 600, 000 students.

Bachelor of Education remains the most popular course among students, receiving the highest number of applications followed by Bachelor of Commerce and Pharmacy.

Other marketable courses include Bachelor of Arts, Quantity surveying, Architectural Studies and law.

Bachelor of Electrical and Electronics Engineering and medicine close the list of top 10 popular courses in Kenya.

Medicine, Pharmacy, Architecture, Economics and Engineering are the most preferred courses by the top performers in KCSE exams in Kenya.

Guidelines for the second revision of KUCPPS 2020/2021 courses/ choices

Students who were not selected on a competitive basis during the first revision of KUCCPS 2020/2021 choices are expected to apply.

Students who did not apply through their schools and therefore missed out on the first revision of KUCCPS 2020/2021 choices are also advised to use this golden opportunity to submit their applications.

Applications for the second revision of KUCCPS 2020/ 2021 must be made through formal KUCCPS channels only that is through either the KUCCPS students portal or KUCCPS app available for download at play store.

Cut-offs for the available programs, minimum qualifications and the list of unfilled capacities can only be accessed through the KUCCPS official online portal.

TSC Transfers Several Teachers Ahead of School Reopening

The Commission has a primary mandate to assign teachers employed for service to public schools. This entails the exercise of related functions of transfer and posting of teachers to the public institutions where their services are required.

As you are aware, the process of staffing schools is guided by 1 staffing norm whose key objective is to achieve the optimal utilization of teachers and in so doing, reduce disparities in teacher distribution.

Despite numerous efforts by the Commission to address teacher shortages across the country, the situation is always compounded by irregular teacher distribution thereby, creating an imbalance that affects the delivery of service in the teaching sector.

Further, the teacher staffing imbalance continues to limit the initiative toward the equitable distribution of the Teaching resources. If unchecked, this will adversely impact learning outcomes in our learning Institutions.

For that reason, you are required to coordinate with the County Directors in your respective Regions and undertake staff teacher rationalization to ensure an equitable re-distribution across the schools in your Regions. In doing so, you will consider the criteria provided in Appendix I.

The exercise should commence immediately. A detailed report on reviewed school staffing status should be submitted to the Commission in the format provided in Appendix II via the email address;dirsta ffing@ tsc.go.ke by 9th May 2022.

Henceforth, all newly recruited teachers, posting, and transfers will be to schools and areas with an identified higher teacher shortage.

 FACTORS TO CONSIDER IN THE TEACHER TRANSFER

In undertaking teacher transfer and/ or the assignment to address teacher imbalance/s the following factors will be considered (unless upon teacher’s request):

  1. The age of the teacher: Teachers aged 56 years and above will be exempted from the transfer out of the area of their current work
  2. Health status: Teachers with proven cases of terminal illness will be exempt from transfers out of the current Sub-County. However, the Committee will evaluate each case on its merit taking into consideration the supporting Medical documents, the availability, and accessibility to the appropriate medical facilities among other factors in the proposed station.
  3. Teachers with Disabilities; Teachers with disability with the necessary certification will be exempted from transfers outside their current station.
  4. When transferring teachers, priority shall be given to schools within the Sub-County within the targeted shortage before transferring out of the Sub­
  5. Family considerations: transfer couples who are employees of the Commission and have formally declared their marital status in the same neighborhood where
  6. Length of stay since the first appointment: the teacher must have served in a station for not less than three (3) years and five (5) years for North Eastern and other areas respectively since the first appointment; unless otherwise authorized by the Commission.
  7. Priority will be given to teachers who have applied for a transfer and are eligible for
  8. In cases where teachers meet the criteria for transfer, the Commission will consider:
    • First in, first out factor.
    • Gender balance where
    • Teachers security where

NOTE:

  1. HENCEFORTH, teachers transfer will be a continuous exercise to address staffing gaps and to ensure equitable distribution and optimal teacher utilization.
  2. Transfer of teachers will be carried out during the school holidays to ensure stability and the smooth running of the school program except for emergencies.

The Teachers Service Commission(TSC) may be in for a rude shock as only very few number of teachers have so far registered for the mandatory refresher courses.

According to Basic Education Chief Administrative Secretary Dr. Sarah Ruto ,only 20,000 teachers have applied for the Teacher Professional Development (TPD) Programme which aims at equipping tutors with appropriate skills for implementation of the competency based curriculum (CBC).

The three year programme which is set to commence in December 2021 will aid in boosting implementation of CBC in schools.

All serving teachers will be issued with certificates which will expire after 5 years and will only be renewed only after taking the TPD modules.

Speaking at her Chemundu home in Nandi County CAS Ruto noted that inadequacy of skilled teachers slows down the implementation of CBC as earlier planned.

” Teachers are instrumental to the implementation of CBC,and the Ministry of Education’s emphasis for the teachers to go for advanced training is to fasten the roll out of the programme by 2023″ Stated Ruto.

She further urged teachers to look for alternative means of seeking funds to facilitate the mandatory training.

” For now we are urging teachers to exploit the existing funding from NG-CDF and County Bursaries .We know one of the critical challenge is lack of school fees,and we are asking them to just make efforts to acquire training for the benefit of the young generation ” Said Ruto .

According to a report by TSC ,the government through Ministry of Education is targeting 218,000 tutors in both public and private primary schools who already p1 certificates to advance their training to support the CBC roll out.

“Despite the implementation hiccups, we are appealing to parents and guardians to ignore the critics of the CBC and support the programme which will equip the young learners with skills to tackle current challenges” added Ruto.

She added: “Parents should shun the naysayers and pessimists. We are urging education stakeholders, including teachers, to sensitize the communities about the essence of the CBC to debunk any negative attitude bound to derail the programme at expense of the young learners.”

The TPD programme that will be the basis of teachers promotions and professional growth will be taken from Mount Kenya University, Riara University, Kenya Education Management Institute (KEMI) and Kenyatta University.

Teachers are required to pay Ksh 6,000 yearly the programme for a period of 30 years.

TSC Delocalization is the new normal for most teachers in Kenya today especially heads and their deputies currently serving in both primary and secondary schools distributed across the 47 counties in Kenya.

In the latest reshuffle, the Teachers Service Commission (TSC) has transferred a number of teachers from their schools this term.

 

Some of the reasons for the transfers include teachers overstaying in one station as others were swapping schools on personal or professional reasons.

 

 

 

The long serving principal in the county was Kerongorori High School’s Mrs Tabitha Mogoi who has been transferred to Riambase in Nyamache Sub-county to fill the post of the school’s former principal who died early this year.

 

Her transfer paved way for the former principal of Botoro Secondary School in Marani Sub-county.

The principal of Nduru Girls School, Grace Onyango was transferred to Rabura Mixed Secondary School in Siaya County. It is not clear whether she will take the post of principal or a normal teacher.

 

Briefing Education officials at Kerongorori Secondary School, Kenyenya Sub-county Quality Assurance and Standards Officer Mr. Isaiah Sairiki said that the teachers were like any other civil servants and can be transferred anytime.

 

He further added that they have to move immediately following the directives from their employer TSC.

 

The officer asked the principals to work with dedication in their new stations.

 

Other principals who were moved during the transfers include the principal of Tarang’anya High School in Migori County Mr. Aliva, moved to Terem High school to replace Mr. Benard Wamanga who will report to Kivaywa Secondary School in Kakamega County.

First Coronavirus victim buried in Kitale

The ceremony was conducted by public health officials under the close watch of police officers

One of the Coronavirus victims has been laid to rest in a low key ceremony in Kitale.

The burial of Engineer Namiinda Maurice was heavily guarded by police officers to ensure that the set guidelines regarding Covid 19 were adhered to.

Engineer Naaminda succumbed to the novel Coronavirus at the Aga Khan Hospital where he was receiving treatment.

Fortunately, his relatives including his widow who had been close to him since 30th March 2020 tested negative for the Coronavirus.

Engineer Namiinda has left behind five daughters and two sons.

Tradition

The deceased Coronavirus victim’s family expressed gratitude towards the Government for allowing them to bury their own in a decent manner.

They were happy that they were allowed to conduct their ceremony in accordance with their tradition.

Now they can see his grave to keep his memory alive.

Mental torture

The family of Engineer Namiinda vividly recalled the mental torture they had to brace during the mandatory quarantine period aimed at ascertaining whether they too had been infected by Covid 19.

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.
