TSC BREAKING NEWS: TEACHERS FROM HARDSHIP AND HIGHLY-VOLATILE AREAS TO BE RECRUITED IRRESPECTIVE OF THEIR YEAR OF GRADUATION, FIND OUT WHY

TSC BOSS DR NANCY MACHARIA HAS CONFIRMED THAT TEACHERS WHO HAIL FROM HARDSHIP AREAS WILL BE GIVEN PRIORITY DURING THE RECRUITMENT PROCESS TO AVOID MASS TEACHER TRANSFERS, HERE ARE THE KEY DETAILS

TSC Boss Dr Nancy Macharia has said that teachers from hardship areas will be given priority for recruitment to work in their local regions.

Appearing before the Parliamentary Committee, TSC CEO Nancy Macharia said the decision was arrived at after deliberations on how the Commission can stop mass transfers of teachers previously posted to work in hardship areas to less adverse regions.

As a result of these mass transfers of teachers, learning is constantly disrupted and schools remain understaffed despite the government’s efforts to improve the Teacher: learner ratio.

Henceforth, the Teachers Service Commission, TSC shall give priority to teachers who hail from these hardship regions irrespective of their Year of Graduation, the main parameter used to score TSC candidates.

INTER-CLAN WARS

TSC Boss further added that there have been numerous instances where teachers from less volatile areas have been forced to flee to safer areas following inter-clan wars.

Under such circumstances, the TSC cannot force them to work in these highly-volatile regions.

This is why locals will be given priority since they know how to manoeuvre in such instances.

The TSC’s decision was propelled by constant complaints from Turkana Members of Parliament who accused the Teachers Service Commission of ignoring locals during the recruitment process.

The Ministry of Education has just released the reporting dates for all 2020 form one students.

The reporting date set by the Ministry of Education is between Monday 13th January to Friday 17th January 2019.

This means that the new entrants into Kenyan secondary schools have only one week- 7 days extra to prepare themselves adequately as opposed to the other form two, three and four students.

FORM ONE SELECTION TO NATIONAL SCHOOLS

33, 000 2019 KCPE candidates have already received invitation letters to join National schools.

There are 186 national schools in Kenya distributed across all the 47 counties where these students will join.

SECOND SELECTION

Professor Magoha has confirmed that there will be no second selection for form one students’ admission since this first selection was done based on merit, choice and equity.

Professor Magoha said this during the official release of the 2020 form one admission results on 2nd December, 2019.

PANGANI GIRLS 2020 FORM ONE ADMISSION

According to the Ministry of Education’s statistics, Pangani Girls High attracted the highest number of 2019 KCPE candidates, 111,817 learners who picked the school as their first choice/option.

Unfortunately, Pangani Girls can only accommodate 336 form one students given its low capacity.

Alliance Girls also attracted 83, 489 whereas Kenya High lured 9, 797 2019 KCPE applicants.

2020 FORM ONE ADMISSION LETTERS

2020 Form One Admission Letters to National, Extra-County, County and Sub-County secondary schools will be available for download at the Ministry of Education’s official website below

https://www.education.go.ke/

Schools have also received individual students’ admission letters which have already been uploaded onto the National Education Management Information System, NEMIS Portal below

https://nemis.education.go.ke/

KCPE candidates who only selected two schools out of eleven will count themselves unlucky since they will be forced to join schools they never chose.

OVERWHELMING NUMBERS

CS Magoha further challenged Members of Parliament to construct more schools within their constituencies to cater for the overwhelming numbers of Kenyan learners who would wish to quench their thirst for education.

Mombasa and Nairobi are the worst hit when it comes to school shortages. Consequently, some learners had to be forcefully placed in Extra county and County secondary schools outside their home counties.

CS MAGOHA ON ELIMU SCHOLARSHIPS

CS Magoha also urged learners to apply for the Elimu Scholarship to receive financial aid which can propel them through secondary school education.

TSC posts intern teachers as more lined up for employment

The Teachers Service Commission (TSC) has started to post intern teachers it recruited this month to schools.

Though there were rumours TSC would delay and post the recruited teachers in January 2022, sources have revealed a plan to post more teachers starting next week.

The Commission advertised 1,995 teacher internship posts in September 2021 where 1,038 posts went to primary schools and 957 posts to secondary schools.

TSC said the recruitment of the intern teachers was in support of the Governments initiative to develop a pool of young talents for the Kenyan Labour Market.

TSC Internship programme is a short term programme lasting one year that supports efforts by teacher training institutions to equip and sustain the competencies of persons entering teaching service.

Interns attached to primary schools get a monthly stipend of Kshs. 15,000/= while those in secondary schools get Kshs. 20,000/=.

The recruitment of intern teachers is meant to address severe teacher shortage in schools.

TSC also extended internship for 4,005 teachers whose one year term was to end in December 2021.

The Commission had outlined its plan of employing at least 6,000 intern teachers by December 2021.

According to TSC Chief Executive Nancy Macharia the additional employees would ease teachers’ workload as enrollment rises, particularly due to the government’s 100 per cent transition from primary to secondary school policy.

“This is a commendable government effort to ensure quality learning and teaching in our public schools,” said Macharia.

Macharia said the recruitment of 6,000 teachers on internship will cost the Commission kshs 1.2 billion.

She said TSC is more concerned with the workload brought by the 100 per cent transition policy and commended the government for allocating more funds for recruiting more teachers.

“We appreciate the government for allocating TSC funds annually for the recruitment of additional teachers since the 100 per cent transition programme was launched,” said Nancy Macharia.

However of the 6,000 internship vacancies only 2,000 will go to primary schools while the rest 4,000 will be reserved for secondary schools.

Last year TSC recruited 12,000 intern teachers under the Covid-19 economic stimulus package at a cost of Sh2.4 billion.

During the recruitment TSC highlighted the following requirements for one to be eligible for internship.

To qualify, an applicant must at the time of application meet the following basic requirements:

TSC Internships 2020/2021: Peering into the Future of TSC Internships

TSC internships: Peering into the Future of TSC Internships

The teaching sector has always experienced a biting shortage owing to the lower staffing levels compared to learner enrollment in public schools.

Unfortunately, Kenya, being a third world country, cannot recruit enough teachers through the constitutionally mandated body dubbed the Teachers Service Commission, TSC to bridge the gap.

Consequently, the Teachers Service Commission introduced internship programs through which newly qualified teachers, fresh graduates get absorbed on a contract basis to reduce the glaring gaps as well as garner a rich hands-on experience before being employed on permanent and pensionable terms.

In the year 2019, the Teachers Service Commission (TSC) employed the highest number of teachers on internship terms.

The program saw over 11000 tutors sign a one-year-contract to relieve the huge workloads in public schools.

The elephant in the room is the abrupt disruption caused by the spread of the Coronavirus pandemic.

This pandemic has left many teachers wondering about what the future holds for teachers employed on internship terms.

Will the TSC end the contract as agreed earlier by the end of the year 2019?

By the time the pandemic started ravaging the country, the teachers had barely reported to their new work stations.

The Commission announced that it had successfully recruited the teachers and placed them on the payroll in March 2020.

In the new budgetary allocation for the financial year 2020/2021, the education sector bagged a lion’s share of the allocation.

Part of the money allocated was meant for the employment of 5000 more teachers on permanent and pensionable terms and an extra 10,000 on internship terms.

With Dr. Nancy Macharia having been reappointed as TSC CEO for the next five years, the Commission is likely to continue recruiting teachers on an internship basis until the government gets enough funds to address the shortages.

How Much does a TSC Intern Teacher in Kenya Earn?

The program sees secondary school intern teachers earn a maximum salary of Kshs 15000 a month and a primary school intern Shs 10, 000.

There have been Protests emanating from various quarters including teachers’ unions and the parliamentary education committee over the meager pay given to intern teachers, there seems to be no one paying attention to the plight of the affected teachers.

To add insult upon injury,  some of these teachers still have to put up with more deductions every month from their meager earnings.

The deductions come in the form of mandatory payments such as NHIF, HELB among others.

Is it mandatory for a teacher to serve as a TSC Intern?

TSC internships are optional. Therefore, no teacher can be coerced to work on a contract basis before getting recruited on permanent and pensionable terms.

However, the Commission does treasure loyalty and sacrifice.

Although it might not be clear right now, the Commission may in the future find a way of rewarding intern teachers.

The most common one is by allocating some extra marks for intern teachers that will see them get employed on permanent and pensionable terms ahead of their counterparts who at the end of this year will have no internship certificates.

The Commission has done this before. Do you remember the extra 10 marks rewarded relief teachers back in the year 2012?

As I wind up, let me remind you that the Teachers Service Commission has the constitutional mandate of revising recruitment guidelines whenever it seems fit.

TSC STOPPED FROM ENDING RECOGNITION AGREEMENT WITH KNUT

TSC AND KNUT TO MAINTAIN STATUS QUO, HERE ARE THE DETAILS

The Kenya National Union of Teachers KNUT has secured a temporary order halting the Teachers Service Commission, TSC from ending the recognition agreement.

According to KNUT’s lawyer Judith Guserwa the notice issued by TSC boss Nancy Macharia seeking to terminate the agreement which was signed on 15th May 1968 lacked basis since the union still has the simple majority.

The issued had been issued based contested numbers.

KNUT, however, argued that the TSC had maliciously created portal aimed at shifting KNUT members to its competitor KUPPET following a bitter argument.

In his affidavit, KNUT Secretary General Mr Wilson Sossion alleged that the TSC was undermining the membership of KNUT.

He further accused TSC Boss Dr Nancy Macharia of coming up with a validation process aimed at crippling the union’s membership.

Judge Byrum Ongaya of the Labour Court said KNUT had a strong case, hence parties should maintain status quo.

COTU boss Francis Atwoli has defended KNUT saying the provisions of the Kenyan Constitution supersede the Recognition Agreement cited by the TSC.

According to Atwoli, the New Constitution provides a wide range of Bill of Rights which the TSC should not overlook.

The Commission is currently going on with the process of recruiting the 10, 300 teacher interns to plug the gap in the teaching (Education) sector in Kenya.

The newly-employed TSC teacher interns are expected to report to their new stations in January 2020.

Here is the letter from MLK Law Firm to the Teachers Service Commission.

On the 8thof October 2019, the Teachers Service Commission(TSS) advertised for a whooping 10,300 teacher intern positions. These numbers were to take care of both the primary and secondary schools teacher biting shortage. The bigger number(6000) was for secondary schools perhaps in a bid to plug the severe staff shortage following the 100% transition clarion call. The 4,300 posts were reserved for the primary schools. All the applications were to be done online a great departure from the norm where teachers applied for the advertised positions at the school and sub-county education offices.

Salaries and deductions

According to the sources from TSC, it is confirmed that primary school teacher interns will pocket 10,000 while their secondary school counterparts will smile all the way to the bank to cash 15,000. It is important to note that these incomes are subject to statutory deductions. This is stuff like NSSF, NHIF among others.

The Grand promise

Tsc has confirmed that the successful interns will be offered permanent jobs. However, this will depend on the usual conditions: availability of funds and the interns’ performance.

Staggering numbers of pupils and students

It is important to note that the ever-swelling numbers of learners in public schools have thrown school managers to panic mode. This is because the resources allocated to schools are not commensurate with the recruitment of teachers and the provision of other essentials in these schools. Survey on the ground indicate that the shortage of teachers in secondary schools stand at a whopping 85,258 this year up from 57,380 last year. In primary the shortage stands at 30,357. This is so bearing in mind that the ministry has to plan for the 10million pupils and about 2.8 million students. This severe shortage has forced the school managers to hire teachers on BOM terms to alleviate the situation. This has created another challenge on matters funds because the government subsidies are not for personal emoluments forcing them to survive on shoestring budgets in a bid to implement learning programmes in schools. The swelling numbers also have strained teachers especially those on duty leading to low morale and possible burnouts.

Subjects with biting shortage.

According to TSC some of the worst-hit subjects in teacher distribution are physics, cre, history, agriculture, English and math. These subjects have fewer teacher trainees even at the teacher training institutions and universities. Ironically, schools are experiencing these acute shortages yet the country
