The Teachers Service Commission, TSC-Kenya has developed a new way of awarding teachers who exhibit exceptional skills while carrying out their duties.

Since there is a huge number of teachers, there is a systematic way of sieving those who qualify for the newly listed awards.

The Teachers Service Commission (TSC) on Thursday, September 9, announced cash rewards for teachers who will participate in their rebranding competition.

The teachers’ employer stated that the commission is in the process of rebranding and urged tutors across the country to participate in the competition.

In their statement, the commission indicates that the competition will involve redesigning their logo and the formulation of new vision and mission statements.

“TSC is carrying out a competition to redesign its logo and develop new mission and vision statements,” TSC announced.

The commission further states that the new designs must communicate the commission’s values.

“The logo must clearly communicate and demonstrate what TSC stands for in an innovative and creative manner,” TSC stated.

The competition, dubbed Logo, Vision, and Mission contest, is open to both teachers and staff within the commissions’ secretariat.

Cash Rewards for teachers

For the logo competition, the winner will walk away with Ksh 40,000, with the 1st runners up getting Ksh 20,000, and the 2nd runners up receiving Ksh 10,000.

Winners in the mission and vision category will get Ksh 30,000, with the 1st runners up getting Ksh 20,000, and the 2nd runners up walking away with Ksh 10,000.

How to Qualify

Interested applicants are directed to register for the competition by visiting the commission’s website and filling in their TSC details.

Each participant in the competition is expected to make a maximum of three entries for each category.

Applicants are also required to accompany their designs with an explanatory brief detailing their designs.

Application Deadline

The competition will close on September 30, 2021.

TSC Internship 2021: Since the year 2020, the Teachers Service Commission, TSC has been recruiting teachers on an internship contract basis for a minimum period of 12 months annually to bridge the huge gaps in Kenya’s Education sector.

The announcement of TSC Internship 2021 is a reprieve for trained teachers who are likely to miss out on the ongoing comparatively lucrative TSC Mass Recruitment of teachers  on permanent and pensionable terms.

 

TSC Internship  Vacancies Advertisement September 2021

 

Teachers Service Commission (TSC) Chief Executive Officer (CEO) Nancy Macharia has said that the commission is ready to hire 5,000 teachers from 22 July 2021 following the advertisement issued earlier this month.

After the completion of the exercise, around 1995 intern teachers will also be recruited in the 2021/22 financial year. In a communication on Wednesday, CEO Nancy Macharia said the Treasury has allocated 2.5 billion to recruit teachers.

 

2021 TSC Internship Application, Deadline

 

Internship slots in various schools of the republic have been released on September 15 and applicants will have to submit their application through tsc application portal https://hrmis.tsc.go.ke/ from September 15 2021 to September 27 2021

 

TSC Internship September 2021; Official Reporting Dates- October 2021

Shortlisted teachers who will bag the 1995 TSC Internship posts will have to report at their respective stations latest by October 2021.

“This is to reduce the burden of teachers in handling the increased enrollment. Eligible unemployed and registered teachers will look for advertisements for applications next month,” read his statement partially.

According to Nancy Macharia, she has trained over 100,000 teachers to prepare for CBC implementation in grade 5 in July. The Treasury allocated one billion shillings for CBC teacher training in the next fiscal year.

The Commission has allocated Sh2.5 billion for teacher recruitment to the Teachers Service Commission (TSC) in the year starting July, despite requesting 13.1 billion shillings.

The lack of funding means that the commission will not achieve its target of recruiting 25,000 teachers and 12,000 interns in the next financial year amid a huge shortage across the country.

Macharia said they have already trained 156,000 teachers in primary schools on CBC. The implementation of the Competence-Based Curriculum (CBC) suffered a setback after the National Fund allocated only 1 billion shillings and reduced the allocation to 18.7 billion shillings to the teacher’s employer.

A total of 202.8 billion shillings was set aside for the education sector’s recovery programs after the time lost since the COVID-19 outbreak in the country in March 2020.

Educational institutions were closed for nine months due to the outbreak. Treasury CS Ukur Yatani also said that 12 billion shillings would cover 62.2 billion rupees for free primary education, 2.5 billion shillings to recruit teachers, and free day-to-secondary education, including insurance for learners.

“Four billion shillings is for exam fee waiver for all class eight and 1 billion for four candidates and for the school meal program,” Yatani said.

TSC had proposed an allocation of Sh300.5 billion to finance its activities, including hiring more teachers to manage the increased student population under the government’s 100 percent transition from primary school.

Latest TSC News 2021/2022: The Teachers Service Commission has re-advertised several vacancies for unfilled subject combinations. These unfilled slots arose from the previous TSC Mass Recruitment Exercise that saw approximately 10,000 trained teachers get absorbed into the permanent and pensionable TSC establishment in August 2021.

The teachers who were lucky to land the coveted slots have already received their letters for new postings in both primary and secondary schools across the 47 counties.

The Commission had advertised some 10,000 slots where 1000 were for the teachers to be deployed to Secondary schools.The rest were left for new recruits.

It has emerged that as teachers receive their employment letters, some 27 secondary schools did not receive any teacher for an interview or those who all applied in the schools did not qualify as per the TSC guidelines.The Commission has ordered fresh recruitments on these affected schools.

The only body mandated to alter the Minimum Entry Requirements for all teachers wishing to be employed by the government in Kenya, Teachers Service Commission, TSC is gearing up for major reforms in the education sector.

These reforms in teachers’ minimum grades for teaching  subjects- areas of specialization will usher in a new era of professionalism and excellence in the teaching profession.

Details at our disposal now  indicate that the Teachers Commission, TSC, is proposing that minimum KCSE grades in teaching subjects, areas of specialization be raised from the current grade of C+ plus to B- minus.

According to the proposal by TSC, teachers who will taking learners theough Junior Secondary School (JSS) And Senior Secondary School (SSS) as outlined in the Competence Based Curriculum, CBC, will have to undertake training in three subjects.

Currently, teachers in secondary schools teach two subjects.

The commission has however proposed that the minimum entry mean grade into colleges and universities will remain to KCSE Mean grade of C+.

At the same time, the teachers’ employer is proposing the scrapping off of the Bachelor of Education Science and Bachelor of Education Arts. The two courses will be replaced with Bachelor of Science and Bachelor of Arts respectively.

These proposals are clearly outlined in the policy document by TSC titled, Framework for Entry in the Teaching Service. Students intending to train as teachers will have to first undertake Bachelor of Arts or Bachelor of Science courses for a period of three years majoring on the key subjects and, thereafter, undertake a Postgraduate Diploma in Education for a period of one year for teaching at junior and senior school and SNE (Special Needs Education.

“All the 8-4-4 and Competency Based Curriculum (CBC) students must undertake first, Bachelor of Arts or Bachelor of Science courses for a period of three years majoring on the key subjects and, thereafter, undertake a Postgraduate Diploma in Education for a period of one year for teaching at junior and senior school and SNE (Special Needs Education),” the document stipulates.

Other recommendations are that the minimum qualification for entry into teaching in Kenya at all levels be a diploma in Education.

The proposals according to the commission are meant to equip educators with enough knowledge and practical experience on teaching.

Backlash

The proposals have already elicited mixed reactions with lecturers and the University Academic Staff Union strongly opposing them.

According to some critics, this could be a way of reducing the ever ballooning wage bill in Kenya as per the recommendations given by the World Bank.

Former Kenya National Union of Teachers (KNUT) secretary General and nominated member of parliament on the Orange Democratic Movement party ticket Wilson Sossion, continues to defend teachers’ rights even after stepping down.

Speaking during the national assembly sitting, Sossion maintained that the Teachers Service Commission should respect the rule of law as well as teachers’ rights. The former KNUT secretary general’s ai is to stop the TSC from implementing new directives through the parliament to terminate the Teachers Professional Development programme.

Teachers Service Commission has recently rolled out the teachers’ professional development programme which aimed at offering in-service training programs for all active teachers in the country. The program has six modules each lasting five years, upon which teachers will get their certificate renewed. The commission had identified the institutions that will be offering the refresher training program, as they meet the training costs for the modules at a cost of six thousand shillings per year, which will be mandatory for all active teachers.

This program was however challenged in court, due to lack of public participation. The former secretary general had termed it illegal, saying they had not been involved in crafting it.

Wilson Sossion, together with other petitioners will continue to oppose the commission’s move, saying that the directives will affect the financial situation of tutors in the country.

Sossion has urged teachers to remain calm and to avoid panicking as he believes that the Parliament will stop TPD from being implemented.

The Education committee in parliament is set to sit early next week and deliberate on the issue fully.

According to the latest TSC Teachers’ news 2021, all TSC employed teachers are expected to update their profiles by uploading academic and professional certificates online by October 15, 2021.

This move is aimed at stamping out ghost teachers who have for years on end been burdening the taxpayers by earning undeserved salaries.

TSC Code of Conduct

Every profession has got a set of rules and regulations that govern employees’ conduct with an aim of maintaining harmonious relations and order.

The Teaching Profession is no exception. The teachers’ employer, Teachers Service Commission, TSC-Kenya has got a code of conduct that regulates the behavior of teachers in and outside their designated work stations.

Failure to adhere to the infamous TSC Code of conduct attracts severe penalties with interdiction for a period not exceeding six months being the most common.

The latest news hitting the headlines today indicate a fresh twist and turn of events.  This follows the Teachers Service Commission’s rather unusual step after it interdicted Nakuru High School Principal Mike Yator for breaching the Ministry of Education guidelines on school fees and charging extra levies.

According to a letter from Nakuru County TSC Director Fredrick Ng’ang’a, Mr Yator was interdicted for contravening Basic Education Act, Section 29 by charging more school levies.

“It is alleged that you charged extra levies to students in the years 2020 and 2021 contrary to the Basic Education Act, Section 29 while you were the Principal Nakuru Boys High School. Consequently you are hereby interdicted with effect from September 1, 2021,” the letter reads.

Senior source within TSC Revealed that Yator has been given 21 days to defend himself before the teachers’ employer.

During the interdiction period, TSC has directed Mr Yator to be reporting to the nearest sub-county education office at least once a month. This comes after parents accused him early last year accused him of hiking remedial fees from Sh2,500 per term to Sh7,500. Mr Yator has served as the principal of Nakuru Boys High School for more than four years.

The TSC interdiction and disciplinary process
The process of interdicting and disciplining a teacher is quite elaborate, see below;

Reporting a misconduct:

Any allegations of misconduct against a teacher are reported to any of the following: the TSC Secretary, the County Director, the head of institution/ head teacher/ Principal, the Board of Management Secretary or any government law enforcing agency e.g the EACC and Police.

The report may be made through writing or verbally

Investigating the allegations:
Upon receiving the report on the allegations, the TSC carries out investigations; directly or through its agents like: the BOM, Head of institution or the County Director.

Interdiction process:
If the investigations reveal glaring gross misconducts, the TSC or BOM serves the teacher with a letter of interdiction specifying the actual allegations against the teacher. (Ensure that you inform and involve your trade union as they may come in-handy during the whole process).

Proceeding for interdiction:
The interdicted teacher or head of institution must clear and leave the educational institution within 48 hours (2 days) upon receiving the letter of interdiction.

Salary status during interdiction:
An interdicted teacher shall be paid half salary during the period of interdiction except if the interdiction is due to: Chronic absenteeism, desertion of duty, having been jailed or held in legal custody, misappropriation or mismanagement of public funds, fraudulent claims and funds receipt, use of false certificates, Forgery, impersonation, collusion and immoral behaviour.

Reporting status of interdicted teacher:
An interdicted teacher shall be required to report to the Teachers Service Commission’s nearest Sub-County office once a month. This is done in order to ascertain progress of discipline case and to provide an updated contact address.

Invitation to appear before a disciplinary panel:
An interdicted teacher shall receive official written communication for the hearing of the discipline case at least a month before the date of hearing.

The communication is done through: the teacher’s last known address, the address of the teacher’s next of kin, hand delivery, the last station of work (before interdiction) through the head of institution and the permanent address provided by the teacher at recruitment.

TSC can also make a telephone call to the teacher, send an email to the teacher, an SMS to the teacher’s phone number and the TSC’s website.

Composition of the Disciplinary Panel:
Administration of a disciplinary process shall be either at the County offices of Commission’s head quarters.

The panel shall consist of: A TSC’s represemntative (Chair), 2 directors, An officer from division dealing with matters touching on the discipline(EACC, Children’s,)

Powers of the disciplinary panel:
Administer oaths, invite witnesses, require the teacher to produce identification and professional documents, inform teacher of offence committed and allowing such a teacher to give defense, examine witness and allow the teacher to cross examine witnesses.

Determination of a discipline case:
TSC shall, within 28 days after hearing date, inform the teacher of its decision regarding the disciplinary case and give adequate reasons for decision arrived at.

Administering disciplinary action:
The TSC, after hearing the disciplinary case, may determine that:

the teacher is not guilty of the offence and shall revoke the interdiction.
a teacher has committed an offence that does not warrant removal from the register and may: warn the teacher in writing, surcharge the teacher, suspend the teacher for a period not exceeding 6 months without pay, retire the teacher in the public interest, dismiss the teacher from the teaching service, refer the teacher for medical evaluation to determine suitability of the teacher to continue executing teaching services.
a teacher is guilty of the offence and his name be removed from the register.
