TSC Official Response on the Fate of P1 Teachers Without Diploma Qualifications

TSC news today on P1 teachers: The Teachers Service Commission, TSC has given an official response on the blatant quagmire bordering on the Fate of primary school teachers commonly referred to as P1 teachers without diploma certificates.

A few months ago, startling details had emerged showing that no primary school teacher will be recruited during the Competence-based curriculum era in Kenya without possessing at least a diploma in primary teacher education, DPTE first.

According to the author whose name I will not reveal for obvious reasons; P1 teachers who are yet to enroll for the new Diploma in Primary Teacher Education, DPTE course rolled out in the year 2021 with an aim to sharpen Teachers’ skills so that they can defectively handle the new CBC curriculum, will have their teaching license revoked till they register for DPTE. Besides, all currently unemployed P1 teachers with a certificate in primary teacher education should not bank on the teachers’ employer, the Teachers Service Commission, TSC to recruit them during Upcoming internship, Replacement or permanent and Pensionable Recruitment Exercises.

The Teachers Service Commission has however delivered  good news to primary school teachers who hold certificates. TSC boss Dr. Nancy Macharia says that recent rumours that primary school teachers with certificates will not be employed is not true. Macharia says that all trained primary school teachers will be employed by the commission.

Macharia has noted that as primary school teachers with degrees, masters, higher diplomas and PhDs will be deployed to secondary schools, more vacancies will be created in primary schools. As Competency Based Curriculum is about to be implemented, the commission will deploy over 30,000 P1 teachers to secondary schools. These gaps will be filled by primary school teachers who hold certificates.

Macharia further says that because of the 100% transition, more teachers will be needed in secondary schools. As these teachers will be promoted, more gaps will be created in primary schools and will therefore be filled by P1 teachers with certificates. This comes days after news surfaced that P1 teachers with certificates will not be employed by TSC unless they upgrade. Macharia says that they should not worry as the commission will employ all of them.

Other TSC Recruitment Requirements include;

To be employed by the Commission one must meet the following requirements;

  • 1 Must be a Kenyan citizen
  • Must be 45 years of age and below
  • Must be registered as a teacher as stipulated in Section 23 of the Teachers Service Commission Act 2012.

    B: Those registered but do not possess Certificates of Registration must attach a copy of online printout of TSC Number and original bank pay-in slip for teacher registration.

  • Original Professional and Academic Certificates which may include;
    • CPE/KCPE Certificate
    • KCE/KCSE Certificate
    • PTE Certificate
    • Diploma Certificate
    • Degree Certificate
    • School Leaving Certificate

NB: Candidates without academic and professional certificates must show evidence of having applied for confirmation from KNEC and it is the onus of the concerned teacher to follow-up with KNEC within 14 days.

2.0.    QUALIFICATIONS FOR RECRUITMENT BY TSC

2.1.    Graduate Teachers

Applicants must have:

  • a minimum mean-grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or, a minimum of two (2) principles and one (1) subsidiary pass at ‘A’ Level.
  • In addition, they must have:
    • A Bachelor of Education Degree with two (2) teaching subjects.
    • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects. TSC Employment Requirements
    • Bachelor of Science with Education and Bachelor of Arts with Education with two teaching subjects.

NB: Bachelor of Education holders with C Plain mean grade and C Plain in the two teaching subjects at KCSE and have undertaken a diploma or A-Level also qualify

2.2.    Diploma Teachers

Applicants must have:

  • a mean grade of C+ (plus) at KCSE or its equivalent and with at least C+ (or Credit Pass) in the two teaching subjects or a minimum of one (1) principle and two (2) subsidiaries at ‘A’ level or
  • In addition, they must have:
    • A Diploma in Education from a recognized Teacher Training Institution.
    • Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain) and C (plain) in the two teaching subjects qualify for consideration. TSC Employment Requirements

2.3.    Certificate Teachers

  • Minimum grade C Plain in KCSE and above.
  • PTE Certificate from KNEC.
  • Mean grade of C-(minus) for visually and hearing impaired persons.
  • Special Needs Education: KSL and Braille is considered as a second teaching subject e.g. Biology/KSL, Geography/Braille

Notes:

  • Candidates whose training is in subjects that are not in the Kenyan Curriculum don’t qualify for employment irrespective of undertaking a Post Graduate Diploma in education and enhancement.
  • Applicants with Economics/Accounting, Social Education, and Ethics can apply for business studies and CRE/IRE vacancies respectively.
  • Diploma teachers with English /other subjects qualify for employment as Teacher/Literature teachers.
  • All applicants must have studied the two teaching subjects at KCSE except for agriculture, business studies, Home Science, and computer. For those who did not study business studies and computer, one should attain a minimum of a C+ in mathematics in KCSE. For those who did not study agriculture and home science, one should have attained a minimum of C+ in biology at KCSE.
  • Graduate teachers should have studied a minimum of 8-course units in each teaching subjects.
  • Candidates presenting enhancements certificates/ transcripts from recognized institutions qualify for employment.
  • b) Teachers who are above 45 years can apply to be recruited on contractual terms.
  • Such teachers will be recruited on a 3-year renewable contract subject to performance
  • Such teachers engaged in the contract will not serve beyond the age of 65 years

TSC Employment Requirements: Recruitment and Selection

  • Applicants applying for posts in Primary schools must be holders of a P1 certificate.
  • Interested candidates should apply to the TSC County Director, in the County where a vacancy has been advertised and submit all relevant academic and professional documents.
  • Primary teachers are usually employed through competitive selection interview. During the selection day one should carry the following original documents to sub-county selection panel;

    1 National Identity card.

    2 CPE/KCPE certificate (including first attempt certificate if one repeated exam).

    3 PTE certificate.

    4 School/college leaving certificates.

  • Applicants applying for posts in Secondary Schools must be holders of a minimum of Diploma in Education Certificate.
  • Interested candidates should apply to the Secretary, Board of Management of the school where a vacancy has been advertised and submit a copy of the application to the TSC County Director.
  • Please note that The Teachers Service Commission only deals with TSC County Directors and Boards of Management in this exercise. Direct application to the Commission will NOT be considered.

The Teachers Service Commission, TSC has shortlisted 570 teachers in 30 counties who have been selected to implement the School- Based Teacher Support System, SBTSS. This happened after the Government received funding from the World Bank to support this programme.

Selected facilitators will train selected teachers of Science, Mathematics and English who teach learners at Grade 7 and 8 levels and those handling form 1-4 secondary school levels of learning in Kenya.

These specialists will be responsible for peer learning using ICT whereas subject specialists will be in charge of reviewing course content.

This will form part of Component 1 of the SEQUIP project aimed at improving teaching standards in targeted areas. The project’s main objective is to improve learning in secondary education and transition from primary to secondary education.

Education News Today 2022: Fresh rules for new school board members

Education News Today: The Ministry of Education (MoE) and Teachers Service Commission (TSC) officers have been barred from sitting in schools’ boards over presumed conflict of interest.

The Basic Education Principal Secretary (PS) Jwan Julius said it has come to the attention of the Ministry that when these officers sit in school boards, it compromises service delivery in the institutions.

In a circular to all Regional Directors of Education, County Directors of Education and Sub County Directors of Education, Jwan directed that the officers should not be allowed to sit in public school boards.

“It has been decided that employees of Ministry of Education and TSC shall not be nominated for appointment to Boards of Management (BoM),” said Jwan in a circular dated January 5, 2022.

However, Jwan said that the nomination of teachers’ representative and the head of school who is the secretary to BoM in line with Section 56(1)(c) of the Basic Education Act will stand.

According to the Act, the school board comprises six persons elected to represent parents of the pupils in the school or local community in the case of county secondary schools.

These are one nominated by the County Education Board, one representative of the teaching staff in the school elected by the teachers and three representatives of sponsors of the school.

Further, one person representing special interest groups in the community, another representing persons with special needs and a representative of the students’ council who shall be an ex-officio member, will also sit on the board.

The BoM may also from time to time co-opt into its membership such persons as it is satisfied possesses skills and experience to assist in the discharge of the Board’s functions.

In the new circular, Jwan said that the composition of parents’ association must also be done with a view of conforming to the instructions when it comes to the co-option of such persons into BoMs.

The instruction comes after Education Cabinet Secretary (CS) Prof George Magoha on October 4 last year directed public schools to begin the process of replacing boards of management.

In the circular, Prof Magoha directed that all new board members must be vetted at the nomination stage as cases of indiscipline went up.

Magoha spelt out timelines for nominations and issued deadlines for presenting the list of new persons for his approval.

Magoha said the names of respective nominees to the boards should be forwarded on or before November 30.

“The purpose of this letter is to advise you to start the process of nominations and selection for appointment of new County Education Boards in accordance with section 20(1) (a-k) and School Boards of Management in accordance with Section 55 of the Basic Education Act, 2013,” said the CS.

This means that with the deadline for names submission ended, all TSC and Ministry staff who had already been nominated will be struck off the list and fresh persons picked.

“All nominations that have been done contrary to the instructions will be revoked with immediate effect,” said Jwan.

PS Jwan said the Ministry anticipates that the new teams coming in the school boards will streamline the management.

“Nominations shall be done at the school level but we are keen to see persons who are committed to implementing Ministry guidelines and policies,” said Jwan.

The PS said only competent persons must be given chance to sit on boards.

Prof Magoha had also directed fresh nominations of persons to County Education Boards, after serving four years.

“According to Section 22 of the Basic Education Act, 2013, the tenure of service for the chairperson and members of the County education boards is four years and three years respectively,” said Magoha.

County Education Boards, among other functions, are expected to collaborate with the Board of Management, the Principal, the Head Teacher, and other appropriate authorities in the management of schools.

They are also expected to coordinate and monitor education and training in the County on behalf of the national government and the county government.

TSC Internship  Vacancies Advertisement September 2021

 

Teachers Service Commission (TSC) Chief Executive Officer (CEO) Nancy Macharia has said that the commission is ready to hire 5,000 teachers from 22 July 2021 following the advertisement issued earlier this month.

After the completion of the exercise, around 1995 intern teachers will also be recruited in the 2021/22 financial year. In a communication on Wednesday, CEO Nancy Macharia said the Treasury has allocated 2.5 billion to recruit teachers.

 

2021 TSC Internship Application, Deadline

 

Internship slots in various schools of the republic have been released on September 15 and applicants will have to submit their application through tsc application portal https://hrmis.tsc.go.ke/ from September 15 2021 to September 27 2021

 

TSC Internship September 2021; Official Reporting Dates- October 2021

Shortlisted teachers who will bag the 1995 TSC Internship posts will have to report at their respective stations latest by October 2021.

“This is to reduce the burden of teachers in handling the increased enrollment. Eligible unemployed and registered teachers will look for advertisements for applications next month,” read his statement partially.

According to Nancy Macharia, she has trained over 100,000 teachers to prepare for CBC implementation in grade 5 in July. The Treasury allocated one billion shillings for CBC teacher training in the next fiscal year.

The Commission has allocated Sh2.5 billion for teacher recruitment to the Teachers Service Commission (TSC) in the year starting July, despite requesting 13.1 billion shillings.

The lack of funding means that the commission will not achieve its target of recruiting 25,000 teachers and 12,000 interns in the next financial year amid a huge shortage across the country.

Macharia said they have already trained 156,000 teachers in primary schools on CBC. The implementation of the Competence-Based Curriculum (CBC) suffered a setback after the National Fund allocated only 1 billion shillings and reduced the allocation to 18.7 billion shillings to the teacher’s employer.

A total of 202.8 billion shillings was set aside for the education sector’s recovery programs after the time lost since the COVID-19 outbreak in the country in March 2020.

Educational institutions were closed for nine months due to the outbreak. Treasury CS Ukur Yatani also said that 12 billion shillings would cover 62.2 billion rupees for free primary education, 2.5 billion shillings to recruit teachers, and free day-to-secondary education, including insurance for learners.

“Four billion shillings is for exam fee waiver for all class eight and 1 billion for four candidates and for the school meal program,” Yatani said.

According to a private source within Kenya National Examination Council (KNEC) headquarters, it seems like some boxes are yet to be verified to ensure credible KCSE 2023 results.

The Cabinet Secretary in charge of Education has broken his long overdue silence pertaining to the release of the recently concluded KCSE results. According to Machogu, parents, candidates and other key stakeholders will be obliged to exercise the patience of a cobra since this time around, KCSE results will be announced in the second week of January between Monday January 8, 2024 – Friday January 12, 2024.

The official release of the KCSE results will pave way for KUCCPS 2023/2024 selection. Here are the latest key guidelines for KUCCPS 2023-2024 university and college placements:

Minimum Requirements

The minimum entry requirement for Degree Programmes is a Mean Grade of C+ (plus).

The minimum entry requirement for Diploma Programmes is C – (minus); for Craft Certificate Courses is D (plain); and for Artisan Certificate courses is E.

Who can apply?

  • Application for degree courses is open only to the KCSE examination class of 2022 for applicants with C+ and above.
  • Form Four Leavers who sat the KCSE examination between the years 2000 and 2021 and have never been placed by KUCCPS are eligible to apply for courses at all levels except Degree. They can only apply for courses offered in the TVET colleges.
  • Form Four leavers who sat for KCSE between the years 2000 and 2021 and scored C +  (plus) and above (and have never been placed by KUCCPS) are eligible to apply for placement to Diploma in Secondary Teacher Education in Government Teacher Training Colleges (TTCs).
  • How to Apply
    1. Visit the KUCCPS website www.kuccps.ac.ke and click Student’s Portal tab.
    2. On the portal, click the Login tab.
    3. To log in, enter your KCSE Index Number, your KCSE year and your password. (Your password is your KCPE index number OR your birth certificate number).
    4. Once logged in, view the available courses, universities and TVET colleges on the Programmes and Institutions tabs. When you find the courses you want and qualify for note down their programme codes.
    5. To apply, click Application/Revision and key in the programme codes in the provided form in the order of priority.
    6. Once the system has accepted all your programme codes, submit.
    7. To complete your submission, follow the payment procedure that will appear on your screen.

    Eligibility for Government Scholarship and Loan

    • Only students who apply through KUCCPS and are placed for Degree programmes in Public Universities and Diploma, Craft Certificate and Artisan courses in TVET institutions under the State Department for Vocational and Technical Training will be eligible to receive the Government scholarship, and a loan from the Higher Education Loans Board (HELB).
    • Students placed in Private Universities and other institutions will not qualify for Government scholarship but are eligible to apply for a loan from HELB.

 KCSE 2022 Results Performance per Subject

 

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

KICD releases new Fasihi, Literature school setbooks 2021 to 2025

The Kenya Institute of Curriculum Development (KICD) has moved to substitute English literature and Kiswahili fasihi setbooks currently being taught and examined in high schools and teacher training colleges.

This is after KICD has directed publishers to submit printed copies of literary texts written in English and Kiswahili for evaluation as the norm dictates this month.

The new setbooks will replace the current ones, which were introduced in schools in 2018.

For literature in English, submissions have been called for a novel, a play and an anthology of short stories, whereas for fasihi ya Kiswahili (Kiswahili literature), tamthilia (play), riwaya (novel) and hadithi fupi (short stories) will be the areas for submission.

The call is expected to stir stiff competition as the setbook market is one of the most lucrative in the industry, with guaranteed huge sales spread over a four- year period.

Setbooks are also the most targeted by book pirates, who cash in on the huge market. For example, there are 751,150 candidates registered for this year’s Kenya Certificate of Secondary Education examination.

The new literature books will be studied by students who will join Form 3 next year in April in the reorganised crash schools calendar. The students are currently in Form One. They will be studied for four years.

It has become even better this year after the Ministry of Education started purchasing the books directly from publishers and supplying to schools. The ministry has also been buying and supplying textbooks directly to schools since 2018.

The strategy has been praised for achieving the once-elusive 1:1 student-to-book ratio, but it has also seen some bookshops close down.

“The literary texts should be submitted for secondary Form Three and Four students and teacher trainees in teacher training colleges.

The materials presented for evaluation and granted approval will be used in Kenyan educational institutions,” said KICD CEO Charles Ong’ondo.

Publishers are expected to make their submissions by noon on March 18. Interested publishers must, however, formally confirm the materials they wish to submit by Friday this week.

Publishers will pay a submission and evaluation fee of Sh140,000.

Those who are successful and will be expected to effect corrections will pay Sh100,000 for ‘corrections inputting’ according to guidelines released by KICD.

The institute anticipates the evaluation to be complete by April 6, after which the Curriculum Technical Committee will vet evaluation report up to April 13.

Two days later, the KICD council will give formal approval of the committee’s recommendations and announce the results on April 16.

In response to previous allegations about corruption in the selection process, KICD introduced ‘blind’ tendering where manuscripts are submitted as spiral-bound copies bearing no identification of the publisher, title of book or the author.

Publishers are also busy preparing materials for Grade Six in the competency-based curriculum.

Last month, they complained that the time allocated for the preparation of the books was inadequate.

CBK Governor Patrick Njoroge last week announced the barring of some mobile-based online money lenders from accessing a tool that enables them to assess the creditworthiness of borrowers available at the Credit Reference Bureaus, CRBs.

Unregulated mobile-based lenders were also not spared since approvals granted to unregulated credit-only lenders were also withdrawn.

This major move follows public complaints about the misuse of CRBs by unregulated digital and credit only lenders especially poor responsiveness to customer complaints.

Latest updates on the 2021  TSC teachers’ salary rise hitting our newsroom indicate that the TSC head office in Nairobi is a beehive of activities  geared towards a possible salary increment for teachers in July 2021.

According to the Commission’s Chief Executive Officer Dr. Nancy Macharia, TSC is in its final stages of CBA consultation with the Salaries and Remuneration Commission (SRC).

In a letter dated 8th of February 2021 addressed to the Kenya National Union of Teachers (KNUT), Secretary-General Mr. Wilson Sossion, TSC boss  urged the union to stop hawking propaganda bordering on teachers’ salaries 2021 since it is trying to finalize CBA talks with SRC.

New Proposed Salary Increment for TSC employed Teachers starting July 1, 2021

The new CBA is to take effect from July 2021 with the Teachers Service Commission (TSC) proposing a minimum of 16 per cent increment in teacher’s basic salary.

SRC promised to address the stagnation of teachers at job group L (C3) for nearly 20 years with diploma holders being the most affected.

New CBA to address glaring disparities in TSC Teachers pay

“Disparities in pay for workers with similar qualifications, skills, and incomparable occupations, contradict the principles of equal pay for work of equal value,” stated SRC.

Teachers in Grade B5 to Grade C3 will get a salary increment of 32 per cent pay in the proposed CBA. A possible increment of up to 20 per cent leave allowances, commuter and house allowances could also be seen.

This possibly means that Senior and Chief Principals will earn between Ksh.131,380 and Ksh.157, 656. Deputy principals in job Group D1 to D3 will get a salary between Kshs 77,840 and Ksh.125, 573.

KNUT rejects New Salary Packages for TSC Teachers in the New 2021-2025 CBA

But the teachers unions KUPPET and KNUT had rejected the CBA recommendations by the teachers’ employer. In 2020, the union submitted a new CBA to TSC which KNUT demanded a pay rise of between 120 – 200 per cent as KUPPET sought a 30 to 70 per cent pay rise.

KNUT’s Response to TSC On New Salaries for Teachers Starting July 1, 2021

The Kenya National Union of Teachers (KNUT) has replied to the commission telling it to speed the CBA negotiations for teachers to enjoy the pay rise in July this year.

KNUT SG Sossion has addressed TSC through a letter requesting meaningful discussions on the CBA that affect its members.

 

“We are looking forward to commencing meaningful, valuable and productive negotiations for the next CBA as per this letter within an acceptable time frame that shall ensure teachers benefit with new salaries from the C8A so that they can deliver quality teaching to all our children in all our public schools,” Sossion said in a letter.

NEGOTIATIONS ON THE 2021-2025 COLLECTIVE BARGAINING AGREEMENT BETWEEN THE TEACHERS SERVICE COMMISSION (T_C) AND KENYA NATIONAL UNION OF TEACHERS (KNUT)

We are in receipt of your Ref. No. TSC/LS/CF/KNUT/45A/VOL.9/55 dated 8th February 2021 (copy attached) acknowledging our Ref. No. KNUT/TSC/60/1/2020 dated 27/01 /2021.

Note that we had already registered a Trade Dispute with the Cabinet Secretary – Ministry of Labour with respect to the above matter when you failed to reply on time.

By the dint of the last paragraph of your letter which I quote “The Commission is in the process of concluding internal consultations with SRC as per the law to pave way for the negotiations” end of quote, we hereby retract our letter Ref. No. KNUT/LAB/S2/1/2021 dated 10th January 2021 to the Cabinet Secretary – Ministry of Labour promptly and URGE that you give strict and clear timelines of undertaking the salary negotiations as per Section 13 of the TSC Act, Section 54-60 of the Labour Relations Act and the ILO Standards to ensure timely implementation of the Collective Bargaining Agreement on 1st of July, 2021.

As per our earlier correspondence, a job Evaluation for all the classroom teachers who were not properly compensated in the previous CBA is a strong precondition to any progress in the negotiations.

The salary analysis of our demands and proposals and your proposals currently being undertaken at the Salaries and Remuneration Commission (SRC) should be expedited to avoid raising anxiety amongst our members.

We are looking forward to commencing meaningful, valuable and productive negotiations for the next CBA as per this letter within an acceptable timeframe that shall ensure teachers benefit with new salaries from the C8A. so that they can deliver quality teaching to all our children in all our public schools.

This is what TSC must do in the mission of achieving the SDG Agenda and Vision 2030 through a quality CBA.

Teachers shall be central in achieving the two goals within the country and therefore the CBA is the foundation of raising and maintaining quality teachers in this country.

The Education Cabinet Secretary in charge of Education, Ezekiel Machogu, is currently briefing President William Ruto about the KCSE 2023 (January 2024) results ahead of the official release on Monday January 8, 2023.

As the norm dictates, it is protocol for the Education CS and the Kenya National Examinations Council (Knec) officials to brief the Head of State about students’ performance so that the President can vet the results and sanction the official release.

These pertinent details have emerged barely a day after news emerged that the results will be released on Monday morning.

“Education Cabinet Secretary Ezekiel Machogu will tomorrow, Monday, January 8th, 2024 hold a press conference at the offices of the Kenya National Examinations Council on Denis Pritt, near State House, at 8A.M.”

This will be the second cohort of KCSE results to be released under President Ruto’s leadership and the Education CS who took office two years ago from his predecessor, Professor George Magoha.

Currently, anxiety has reigned supreme in Kenya as all ears and eyes are now trained on KNEC to deliver credible results. Moreover, parents and other key stakeholders are also waiting with bated breath to see what grading system will be applied during the selection of the KCSE candidates to TVETS, colleges and universities.

Also, the CS Education is expected to state the government’s plans to absorb KCSE students in universities, colleges and Technical and Vocational Education and Training (TVETs).

KCSE Candidature 2023

903,260 candidates sat for the KCSE 2023 national examinations between October 2023 and November 2023.

The exams started on October 23 with practical papers and ran for a whole month till the end of November.

Basic Education Principal Secretary Belio Kipsang launched the theory tests at the Westlands subcounty containers depot, where exam centre managers were picking the papers.

KNEC CEO David Njeng’ere on his part also launched the theory papers at the deputy county commissioner’s office in Kiambu Town where centre managers were picking exam papers.

Speaking to the media in October, Njeng’ere said the council had put in place measures to curb leakage of the national examination.

To end early exposure of the examination material – the main avenue of leaking exams – Njeng’ere said they had obtained additional containers to be distributed across the country for the safe-keeping of the exams.

This will ensure that afternoon exams are not picked up in the morning as they used to be instead they will be picked up hours before the test.

This announcement of KCSE results also comes barely two months after KCPE results were released and all the candidates received their results, although with some technical errors.

Most of the KCPE candidates were awarded scores for the Kenya Sign Language, KSL, a subject specifically reserved for learners with special needs.

During the briefing at the State House, the President directed  the Education CS to release the results of all the students who sat for their KCPE, saying that all of them would be admitted to the secondary level and so far so good, all KCPE 2023 candidates have been placed in sub-county, county, extra county and national schools. They are expected to report on Monday January 14, 2023.

KCPE 2023 Key Statistics  and Figures

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

  1. Mandera 62.77
  2. Garissa 61.44
  3. Turkana 57
  4. Wajir 56.91
  5. Machakos 52.79
  6. Nyamira 52.40
  7. Samburu 52.39
  8. Baringo 52.31
  9. nandi 52.50
  10. Makueni 52.3
  11. Isiolo 48.25

Five Counties recorded underage candidates, 12 years and below. These include:

  1. Baringo 7.3
  2. Wajir 6.3
  3. Bomet 5.99
  4. Kericho 5
  5. West Pokot- 5.77

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

8525 2023 KCPE Candidates garnered 400 and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

200-299= 658, 278 KCPE 2023 Candidates 48.49%

001-099= 2, 060 KCPE 2023 Candidates 0.15%

A total of 1, 406,557 candidates sat for the just-released 2023 KCPE results. This translates to 99.34%.

2024 Form One Joining Instructions for 2023 KCPE Candidates

All the 2023 KCPE candidates will join secondary schools in the third week of January. Candidates who did not have the golden opportunity of sitting for the 2023 KCPE national tests have been advised to register their details at the nearest education offices so that they can be factored in the upcoming special examination which will be conducted in January 2024 to ensure they continue their studies.

2023/2024 Form One Selection Dates

The 2023 KCPE candidates will be selected to join sub county, county, extra county and national schools in January 2024. All secondary school principals, chief principals and senior principals will report to the nearest education offices on Monday November 27, 2023 to conduct the nationwide exercise. The 2023/2024 form one placement will last two weeks.

Trained and registered teachers in Kenya can’t help express their joy outrightly following the latest update from their employer, the Teachers Service Commission, TSC.

This is after TSC CEO Dr. Nancy Macharia announced the exit of 8000 teachers from service having attained the mandatory retirement age, 60.

The 8000 teachers will retire in December leaving glaring gaps that will have to be filled quickly.

According to Nancy Macharia, the Commission will fast track the process of replacing the 8000 teachers to ensure that things run smoothly within the education sector.

Consequently, the Commission has requested for funds to enable it conduct replacement Interviews for qualified teachers who will fill the gap within a month.

The Commission now wants the government to release Kshs 4 billion to facilitate the exercise.

Is TSC a Fair Employer

Much as this sounds like sweet music to the majority of unemployed teachers, there is a black spot in the process of recruiting teachers that has been the talk of the Town in the past few weeks.

When the Teachers Service Commission announced the recruitment of over 11000 teachers in September 2020, the recruitment guidelines we’re very clear.

Every qualified teacher was free to apply for the teaching slots. Interested applicants tendered their requests in anticipation for invitations to attend recruitment Interviews that were conducted in October 2020.

Most of the Interviewees who were already working as interns had raised their hope that they will bag the available slots after TSC awarded them a whooping 10 marks.

October 2020 TSC Interviews were full of Corruption

However, there arose claims that dampened their spirits.

In some areas like Suba and Migori, the staffing officers made it clear that the available slots were a special preserve of sons and daughters of the soil.

Those who hail from the aforementioned regions were given special treatment aimed at ensuring that they got the jobs.

In other areas, Interviewees from foreign lands were alienated and never invited to attend the recruitment Interviews.

Complaints arose from various quarters bordering the manner in which the interviews we’re conducted.

There was no fairness as stipulated in the TSC Code of conduct.

Our question is very simple, has the Commission addressed those issues before announcing the 8000 slots?

TSC Interviews have been fair in the past but with the rising demand for TSC teaching jobs after many youth lost their jobs in other sectors due to the pandemic, corruption is likely to find its way in.

Teachers will not however buy this crap since it is only through education that we can change the society.

If we allow a few corrupt individuals to publicly discriminate against professionals who have toiled and worked their way up using the right means, then there will be no value in hard work.

Besides, it is only through education that the gap between the rich and the poor can be bridged.

If we create disparity in the education sector, then there will be no safe haven for the have-nots, who opt for courses such as Education that will give them a direct ticket out of the lower cadres into which they were born.
