KCSE 2019 BREAKING NEWS: PRIVATE CANDIDATES TO BE PLACED IN REGULAR SCHOOLS REGISTERED AS EXAMINATION CENTRES FOR EASIER MONITORING
Dr Belio Kipsang, the Education Permanent Secretary has suggested that private candidates should be placed in regular secondary schools which have been registered as examination centres.

This is one of the Ministry of Education’s policies that may help curb cases of cheating in the national exams hence enabling easier monitoring.

Dr Belio Kipsang was speaking at Nakuru Boys High School after inspecting the progress of Biology paper three practical.

This suggestion was arrived at following the skyrocketing numbers of private candidates caught cheating in the KCSE national examinations this year.

He further said that cheating cases have tremendously reduced this year and the few implicated candidates are those taking the examinations from private centres.

These candidates seem to take advantage of their centres to go against KNEC KCSE rules and regulations.

Last week, 35 mobile phones were confiscated at a private examination centre in Nairobi and 26 people arrested.

In Cheptais sub-county, there is cut-throat competition for TSC internship recruitment vacancies 2023. A total of 165 applicants have been shortlisted for 2023 TSC recruitment interviews on internship. Successful applicants will be posted to junior secondary schools on January 23, 2023.

HEARTBREAKING NEWS FOR KENYA AS NGUGI WA THIONG’O MISSES OUT ON THE COVETED 2019 NOBEL PRIZE AWARD OF LITERATURE

Kenya’s hope to have one of its sons named as this year’s Nobel Prize winner has been dimmed by the grand announcement a few minutes ago.

According to Al-Jazeera, this year’s Nobel literature prizes have been won by Olga Tokarczuk and Handke Peter.

The Polish author Olga Tokarczuk and the Australian writer Peter Handke could not hold back their joy after they were announced as this year’s winners.

Olga Tokarczuk was announced winner of last year’s award while the 2019 award was awarded to Handke.

The winners were announced today by Mats Malm, the Permanent Secretary of the Swedish Academy, at a news conference in Stockholm.

Tokarczuk is 57 years old while Handke is 76.

Each will receive nine million kroner ($ 908, 000) and a gold medal on 10th September 2019.

The crowning ceremony will be held in Stockholm and the winners are expected to avail themselves.

GREAT IMAGINATION
The Swedish Academy hailed Tokarczuk for her “narrative imagination and encyclopedic passion that represents the crossing of boundaries as a form of life.”

Tokarczuk was born in Sulechow in Western Poland. Many consider her a literary guru in the world of international literature.

she won the Man Booker International Prize in 2018.

Her award-winning novel “Flights” brought honour to the Polish for she was the first to win the award.

According to the Academy, Tokarczuk is a gifted author who creates her novels in such a way that they depict the tension between cultural opposites, reason versus madness, home versus alienation etc.

Her novel entitled “The Books of Jacob” has received the accolade. Critics have recognized it as a masterpiece.

The novel is a historical tale based on a controversial polish author and a religious leader, Jacob Frank.

It is currently being translated into English and other languages.

CONTROVERSIAL
Handke, on the other hand, has been hailed for his ingenuity in exploring the overlooked and less important aspects of human life.

His debut play greatly offended the audience in the year 1966.

The four characters involved in the play discussed the nature of drama for an hour while praising and abusing the audience.

Handke in his novels focuses on characters in their various extreme states of mind.

His best novel is “The Goalie’s Anxiety at the Penalty Kick.”

The novel recounts the story of a former footballer who anxiously waits for his arrest after he commits murder.

Being a controversial figure, Handke’s politics threatened to render his efforts futile in the year 2006 after he publicly declared his ardent support for the former Yugoslavian President Slobodan Milosevic.

President Slobodan Milosevic died in 2006 while being tried for genocide and war crimes.

Handke declared his support during the President’s funeral and turned down the prestigious 2006 Heinrick Hein Prize that had been awarded to him.

He was born to a Slovene mother in Soviet-occupied Berlin.

LOST GLORY
At least one woman was expected to win the Nobel Prize this year if the Swedish Academy is to regain its lost glory.

This is because of the chaos that erupted within the Academy in November 2017 after allegations of sexual assault were levelled against Katarina Frosten’s husband by 18 women.

This scandal painted the 233-year-old Academy in bad light.

2. The Junior Secondary School (JSS) Level of education be domiciled in the existing Primary Schools for the following reasons

    1. The learners transiting to Junior Secondary level are too young to transit to the current context of Secondary Schools in Kenya

2.       The older students currently in secondary schools, being of a wider age gap with the transiting Grade 6 learners may bully the JSS learners in one way or another

3.       Domiciling of JSS in Primary Schools will ensure utilization of the existing structures in primary school

4.       The primary school teachers are more aware of, and competent in handling, the needs of these young learners better than their counterparts in the secondary schools who are conditioned to attend to more self-reliant learners

3. Adequate resources and facilities are paramount for the success of CBC. The Ministry of Education should construct sufficient class rooms and provide the required resources for implementation of CBC in both primary and secondary schools

4. Summative evaluation by the Kenya National Examination Council (KNEC) at the end of the base phase of CBC (Primary school level) be retained to determine placement into the various pathways at the next level

5. That the Ministry of Education to initiate a mechanism for systematic pre-service and in- service training for all teachers handing CBC classes. Therefore, CBC content should be initiated in all teacher training institutions. The in-service training programs should be domiciled in all regions to ensure that all schools have CBC trained teachers

6. More teachers to be trained and employed to achieve the 14 international best practices and the UNESCO recommendation of teacher: student ratio of 1:40 to facilitate learning using CBC

7.  The recruitment, employment, staffing, placement and remuneration of Pre-Primary / ECDE teachers should be done by the Teachers Service Commission (TSC), just like other teachers in primary and secondary schools. This will highly motivate the teachers at this level since their remuneration will be the same depending on their qualifications. TSC will also be able to keep watch, assess and evaluate the service delivery of these teachers

 The Junior Secondary School (JSS) Level of education be domiciled in the existing Primary Schools for the following reasons:

 

 

8. Internet connectivity to be provided to all institutions in Kenya in order to enhance digital learning, downloading and uploading of learning materials and learning process facilitation. This therefore means that fully equipped computer laboratories should be established in all basic learning institutions; including those in Arid & Semi-Arid (ASAL) areas

9. The Ministry of Education to commission qualified personnel to conduct an end-term evaluation of the 8-4-4 system of education; and present their findings before the 8-4-4 system ends and there is full implementation of CBC. This will prevent the CBC going through similar challenges experienced with 8-4-4 system of education

 Recommendations on Governance of the Basic Education Subsector

Effective governance is essential to promote a more cohesive and collaborative culture in all institutions of learning; and can greatly enhance the realization of the goals of education.  Given the importance of Education as a tool for socio-economic development, the Education sector requires sound governance at all levels; and all individuals and governing bodies must be aware of, and practice, the principles of good governance.

The following recommendations are hereby made in reference to governance of the Basic Education Subsector

1.  The appointment of the members of Boards of Management (BOM) for Basic Education institutions should be based on relevant qualifications by these members to serve the BOM

2. Members of the BOM should undergo mandatory capacity building / training; especially in leadership and governance

3. Members of the BOM should only serve for 2 terms and give way to the appointment of new members to serve

Seven counties with high gender disparity in favor of female candidates during the 2022 KCSE examination encompass Kirinyaga, Kiambu, Kitui, Meru, Tharaka Nithi, Vihiga, and Kisumu.

 KCSE 2022 Results Performance per Subject

 

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

The Teachers Service Commission is set to Start Registering Teachers Afresh to Clean its Payroll

“The Standard” has unearthed the Teachers Service Commission’s plan to clean its payroll by registering teachers afresh.

This countrywide TSC teacher registration process is set to begin next week.

According to The Sunday Standard, all TSC employed teachers will have to undergo fresh headcount at the school level.

Afterwards, the teachers’ data will be identified at the zonal level. This therefore means that the TSC is relying on school heads to do a thorough job in collecting data now that the smallest centre of data collection being the school.

This means that teachers who are currently earning salaries without proper documents and qualifications will be sent parking.

Similarly, TSC teachers who irregularly acquired TSC numbers and registration certificates will be identified and deregistered by the Commission.

The first pilot phase of TSC biometric registration will take place from May 11 2020 to May 15 2020. It will be carried out across seven counties in Kenya.

143 primary, secondary and tertiary institutions of learning in Uasin Gishu, Homa Bay, Nyeri, Kilifi, Kitui, Bungoma and Garissa will be selected on a pro-rata basis for pilot testing.

The clean will affect teachers in primary, secondary and tertiary learning institutions, Curriculum Support Officers, CSOs and special programmes across the 47 counties.

This move follows several instances of conflicting teachers’ data that continues to be released by the Commission.

Conflicting Numbers OF TSC Teachers

According to the latest data released by TSC ahead of the stakeholders registration meetings, there are 316, 662 teachers in both primary and secondary schools in Kenya.

According to the TSC, 217, 281 teachers have been deployed to serve in 22, 633 primary schools across Kenya while 99, 381 teachers are serving in 8, 865 secondary schools in Kenya.

This data conflicts the one presented before the National Assembly Education Committee which indicates that there are 211, 046 primary school teachers and 94, 522 secondary school teachers.

According to the TSC, the upcoming headcount of TSC teachers will help the Commission verify teacher distribution, utilization and specialization in all government learning institutions.

It will also help the TSC to update its current details on teacher’s biodata and validate teaching gaps in all public schools and training colleges based on size and learner enrollment.

This grand finale will put to a stop claims that thousands of teachers have over the years been drawing huge salaries from the Commission irregularly.

Besides, KNUT and KUPPET have previously accused the TSC of failing to clean up their payroll.

Education Cabinet Secretary Professor George Magoha (pictured above) has been stripped off powers to officiate any human resource functions at his ministry effective November 13, 2020.

The powers have now been transferred to his junior, Dr Belio Kipsang, the Basic Education Principal Secretary, in what appears to be a calculated move  to boot him out of the “sensitive docket.”

These changes were made in an official circular released yesterday by the Public Service Commission (PSC).

Wha has caught the attention of many analysts is the fact that this is first time that a Cabinet secretary has been demoted through the PSC without direct reference to his immediate boss — the president.

However, by the time the PSC held a meeting on Wednesday to deliberate the matter, relevant consultations with Head of Public Service Joseph Kinyua had been undertaken.

 

“The commission has hereby withdrawn its powers and functions from Cabinet Secretary Prof George Magoha and delegated the said powers to PS Belio Kipsang with immediate effect,” reads the circular by PSC Chairman Stephen Kirogo in part.

Cabinet Secretaries, as Chief Executive Officers of Ministries and State Departments, are designated as “Authorised Officers” exercising delegated powers and functions of PSC in the management of the human resource under their purview.

This development comes a few days after Magoha was captured live hurling insults at a senior Ministry of Education official in Uasin Gishu County.

In the clip, Magoha  abused the official and disdainfully chased away Gitonga Mbaka, a County Director of Education, over  for the untidy state of Langas Primary School.

“Nikisema wewe ni mjinga ni uwongo (If I said you are foolish would I be lying?),” said the CS, before ordering the senior staff to walk away from the meeting.

What hurts most is the fact that this demeaning statement was made in full glare of learners, school staff and other ministry officials.

As if this was not enough, CS Magoha proceeded to order teachers at Langas Primary to clean the school.

The action has since drawn a lot of attention and criticism from teachers unions and Kenyans at large.

The Kenya Union of Post Primary Education Teachers (Kuppet) national chair Omboko Milemba earlier in the week had led union officials in demanding for a formal apology from Magoha.

Magoha’s Misdemeanor

The incident came days after Magoha reconstituted councils of public universities and overturned a board decision to appoint an acting CEO at the Kenya Universities and Colleges Central Placement Service.

Earlier this year, Magoha was caught up in an appointment row relating to the Vice Chancellor of the University of Nairobi.

But it was his management of the Covid-19 crisis that overly exposed the man who told MPs that he always turned everything he touched into a success story.

He flip-flopped on re-opening of schools, several times invoking the orders of the president on what squarely falls under his docket.

Repeat classes

In July, he told the country that there would be no more schooling this year and that schools will only open in 2021. Against all advice, he also told the country that all pupils would repeat classes next year.

“We’ve looked at all aspects and we have come at a consensus that it is time to re-look our decision,” he later said on September 16 at a press briefing.

Schools were later partly re-opened. On Thursday, President Kenyatta in a manner that betrayed his impatience, ordered him, for the umpteenth time, to issue a calendar on re-opening of schools next year.

Yesterday, Milemba regretted why Magoha did not apologise to Kenyans. “He just needed to apologise and humble himself. Education is a social sector where social values are valuable,” Milemba said. “Let this be a lesson to all of us in the public sector to be careful the way we deal with human resource issues.”

Wilson Sossion, the Kenya National Union of Teachers (Knut) Secretary General however supported Magoha saying he is merely disciplining his staff. “He has not abused teachers. He is simply disciplining his staff,” Sossion said.

“Since when did PSC demote a CS… total confusion!” another top education official who sought anonymity told The Saturday Standard.

The directive by PSC now means Magoha will no longer have direct powers over his staff. Under the Constitution, the Cabinet secretary is the authorising officer of the ministry.

This places him at a powerful position where he has final decisions on the fate of all staff under his ministry.

All these have now been taken away through the circular addressed to chairpersons of Public Universities Councils and copied to the Head of Public Service Dr Joseph Kinyua.

“It is expected that such authorised persons act in a manner that is consistent with provisions of the Constitution,” said Kirogo.

During his vetting, Magoha told MPs that he was trained never to trust anybody, including himself.'”It is God through the President who nominated me…. because I dont lobby. I am completely apolitical. I am a thoroughbred professional. And I will die for it,” he added.

What is TPD Training and How Much will it cost Kenyan teachers?

KUPPET Secretary General Akelo Misori has written a letter to the TSC boss Dr. Nancy Macharia demanding an urgent meeting following the Teachers Service Commission’s plan to have all TSC teachers undergo mandatory training in the next few months.

The training which has been dubbed Teacher Professional Development, TPD modules will cost every teacher at least Kshs 6, 000 per year.

According to KUPPET Secretary General Akelo Misori, the Commission should discuss the modalities of TPD training for TSC teachers ahead of its roll out in the next few months.

Akelo Misori has insinuated that the Teachers Service Commission should fund the upcoming TPD Training, not teachers.

The following institutions have been selected to offer the TPD modules for teachers during school holidays: Kenyatta University, Riara University, Mount Kenya University, and Kenya Education Management Institute.

The TPD Training modules will take 5 days and they shall be conducted once every five years.

WHAT IS A TPD MODULE AND HOW LONG DOES IT TAKE?
The term TPD Module is an acronym for Teacher Professional Development modules. A TPD Module is a refresher program for practicing TSC teachers aimed at continuously updating teachers with relevant knowledge, skills, attitudes, and values applicable to the teaching/ learning process.

The good news is that the TSC will provide all TPD modules online for easier access to all teachers.

According to the Commission, many components of TPD will be accessible through mobile phones.

WHO WILL PAY FOR THE TPD MODULES?
According to the Teachers Service Commission, teachers will meet the training costs of all the TPD Modules.

WHAT PENALTIES WILL TSC-EMPLOYED TEACHERS BE SUBJECTED TO IF THEY DO NOT UNDERTAKE TPD MODULES

WORTH NOTING IS THE FACT THAT TPD MODULES ARE PART OF THE CAREER PROGRESSION GUIDELINES, CPGs. THIS THEREFORE MEANS THAT PRACTISING TSC EMPLOYED TEACHERS MUST UNDERTAKE TPD MODULES.
ANY TEACHER WHO WILL FAIL TO UNDERTAKE THE TPD MODULES AS STIPULATED IN THE CPGs WOULD HAVE VIOLATED THE TSC CODE OF CONDUCT HENCE LEGIBLE FOR DISCIPLINARY ACTION FROM THEIR EMPLOYER, TSC.

NOTE: Teachers who will fail after the TPD assessment will have their teaching certificates withdrawn.

HOW LONG DOES A TPD MODULE TAKE?
All teachers will now be forced to undergo Teacher Professional Development Training, TPD Modules six times in their career.
Each TPD module will take five years (5 years).

Training will be done every 5 years for a maximum period of 30 years that a teacher will be active in his or her career.

Therefore, the type of TPD module to be undertaken will largely depend on the number of years that a teacher has left before attaining the mandatory retirement age for all TSC teachers- 60 years.

A teacher commencing the training will be expected to complete seven sections of Module 1 before being re-certified.

HOW LONG WILL A TPD MODULE TRAINING TAKE
According to the 2018 TSC policy statement, teachers will be trained for about five (5) days during school holidays.

WHAT ARE THE BENEFITS OF TPD MODULES FOR TSC EMPLOYED (PRACTISING) TEACHERS?

Upon commencement of the TPD program, a teacher will be given a certificate which is renewable every five years.

Subsequent applicants for the TSC registration certificate will be issued with both certificates after starting the training.

After completing all TPD modules, teachers will be eligible for re-certification and TSC promotions.

The Ministry of Education has been working with other stakeholders to make sure Education system in the country is effective. Furthermore, form four candidates are still doing their final exams some days after KCPE Students finished doing their exams.

 

According to a reliable source, the Ministry of Education has finally revealed the day which KCPE results will be released. As per the report shared by KBC, CS George Magoha has confirmed that marking of KCPE exams is almost complete and all students should expect their results on Wednesday or Thursday next week.

Furthermore, Cs George Magoha have confirmed that KCSE examinations are proceeding well and some cases of irregularities have been reported but the government is doing it’s best to reduce more cases.

 

 

These are good news to all Class 8 students and their parents because examinations will be released earlier.

Furthermore, the parents will be able to prepare themselves early in terms of school fees.

 

Parents and guardians are full of hope that their kids faired on well and that they will post impressive results that will enable them join top creme schools to pursue their secondary education in May 2022.

TSC TPD Introductory Module To Take One Year

 

The introductory module has five (5) chapters which are expected to be completed within one year. The content of each chapter is based on current knowledge and research applicable to the practical needs of a Kenyan classroom teacher.

The content and activities are applicable to real life situation of a practicing teacher, are self-directed and experiential.

They reflect a diversity of perspectives and address the knowledge, skills and attitudes required of a teacher in line with the TPD Policy Framework.

Introductory Module Learning Outcomes

Participants will:

Deepen understanding of the concept of Teacher Professional Development and its application
Enhance knowledge and skills in Pedagogical Content Knowledge and Instructional Strategies

TEACHERS TO UNDERGO IN-SERVICE TRAINING IN JUNE, CHECK OUT THE FULL DETAILS BELOW; CEMASTEA TRAINING DATES

High school tutors handling Mathematics and science-based subjects have been notified about an upcoming training organized by the Centre for Mathematics, Science and Technology Education in Africa, CEMASTEA.

This year’s training shall focus on pedagogy skills- teaching methods. It will be conducted through online learning platforms including Google Classroom and Zoom.

CEMASTEA TEACHERS TRAINING 2020- DATES & VENUE

The 2020 CEMASTEA training for teachers will be conducted in the month of June. Approximately 11, 000 tutors are expected to take part in the training.

“CEMASTEA plans to train 11, 008 science and mathematics teachers on innovative teaching and learning approaches aimed at nurturing critical thinking and problem-solving skills. The training will also focus on the integration of ICT in the teaching-learning process” said the agency in charge of the training.

Initially, the training was conducted during school holidays and teachers could assemble in selected schools earmarked as training centers.

 

Selection criteria

Training of science teachers is usually conducted in cohorts. Guidelines on the selection criteria to be used by education officials and school heads will be provided.

 

 

Online training

Given the current state of affairs in as much as the coronavirus pandemic is concerned, the tutors will have to undergo the training online. The agency responsible for the event has made arrangements with online learning platforms such as Zoom and Google Classroom.

“The use of purely online training approaches has been necessitated by the COVID-19 pandemic which may not allow blended training that involves face to face and online platforms,” added the agency.

Fees Structure Guidelines for Secondary schools 2021-2022

Order for schools to charge the ministry of education’s recommended fees has failed after the majority of the parents confided in our media team that over 75% of institutions are still demanding for ballooned  school fees and other hidden charges usually exempted in the school’s Form One Admission Letters and joining instructions.

In Summary

Education ministry in August released fee guidelines requiring National Schools pay Sh45,054 while Extra County and County schools pay Sh35,035.

• In Loreto Girls Secondary School, Limuru, a national school jointly managed by the Catholic Church, parents were asked to pay Sh75,000.

Secondary school principals have ignored directives by the Education CS to reduce fees and stop illegal charges levied on parents before schools reopen next week.

The saddest part of it allis the fact that this is not the first time that this issue has been brought to the attention of the CS Education Professor George Magoha.

School Principals have been on the spotlight for charging extra fees way above the set fees provided by the Ministry of Education

Partially free secondary education is one of the government’s initiatives aimed at encouraging the 100 per cent transition of KCPE candidates to secondary schools spread across the 47 counties.

Unfortunately, some heads are hell bent to lock out needy but brilliant students from accessing secondary education in Kenya by hiking the school fees and charging extra levies.

In Loreto Girls Secondary School, Limuru, a national school jointly managed by the Catholic Church, for instance,parents have been asked to pay Sh75,000.

Below is the reviewed fee structure for all categories of secondary schools in Kenya as provided by the Ministry of Education for the 2021-2023 school calendar

2021-2022 school fees structure for all secondary schools in Kenya

The Ministry of Education released the 2021/2022 school fees structure for all secondary schools under the government’s Free Day Secondary Education (FDSE) programme.

The new guidelines shows the amount of school fees to be paid by parents in National Schools, Extra County Schools, County, Sub-county and special schools. Here are the new guidelines from the Ministry;

GUIDELINES ON IMPLEMENTATION OF FREE DAY SECONDARY EDUCATION FOR 2021/2022

Priorities of secondary education are guided by strategic objectives articulated in the Medium Term Plan III (2018-2022) of Vision 2030 and the Constitution of Kenya In this regard, the Government of Kenya (GOK) will continue with its effort to maintain one hundred percent (100%) transition from primary to secondary education.

Hence, the decision to enhance the maintenance and improvement in 2019 to help schools meet some maintenance and development needs will continue to apply in 2021/2022. This budget component will be used to improve existing infrastructure and in some cases put up new facilities to ease pressure on existing facilities.

The guidance on the use of this vote as provided in 2019 during the actual disbursement of funds will continue to apply in 2021/2022. Schools will therefore continue to operate with merged votes in 2021 to enable these schools meet some of their critical needs in a flexible manner.

FDSE CAPITATION TO SCHOOLS

Government subsidy (Capitation) to schools to actualize Free Day Secondary Education (FDSE) will be KES. 22,244.00 annually per learner as stipulated in table below;

Disbursement of capitation to schools will be done in the ratio 50:30:20.

Schools are directed that they capture all learners in order for them to get full funding. This Government subsidy is disbursed to public schools under the following conditions:

The school must be duly registered and headed by a TSC appointed principal.
The school must be registered on the NEMIS platform
The school must register and update learners records in the NEMIS platform
All bank accounts operated by the school must be registered in NEMIS and with MOE at all its levels.
Under the Operation account, schools may seek authority from the CEBs to wire savings or surplus funds from one item to another when it is absolutely necessary but the same does not apply for tuition account. It is further clarified that the personnel emolument will not be restricted to payment of Non teaching staff.

2021/2022 SCHOOL FEES STRUCTURES
1.1.1 Day Schools
The Government of Kenya will continue to offer free day schooling and the fees structure for day schools in shown in Table 2.

1.1.2 Boarding Schools
The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

Schools classified as Category B* are other boarding schools including extra county schools that are located in other areas other than the town of Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret.

Schools classified as Special needs are those schools that cater for learners with impairment e.g visual, physical, hearing and mental. GOK has enhanced capitation to KES. 53,807.00 distributed in the fees structure shown in Table 5.

The structure includes GOK subsidy of KES. 19,053.00 per learner for Boarding Equipment and stores and a top up grant of 12,510.00 per learner to cater for assistive devices and any additional personnel needed.

Schools are advised to adhere to the fees guidelines provided in the regulations.

2.0.1 Types of Bank Accounts
Schools are expected to have bank accounts for various purposes and accountability. Each school should operate bank accounts as follows:-

Tuition account: for banking of tution funds and all payments should strictly be made by cheques. Funds in the tuition account must be utilized for the procurement of teaching and learning material (TLMs) only.
Operational Account: – This account is used for banking of all Government subsidies except the tuition Infrastructure Grants as well as Maintenance and improvement funds should be transferred to the school infrastructure Account thirty days upon receipt of the funds.
Boarding Account: – This account for banking of funds paid by parents for boarding related expenses.
A Saving Account: This account is for banking funds from the Boarding Account Cash Book that cannot be put to immediate use.
School Infrastructure Account: – for banking infrastructure grants from GoK and Maintenance and Improvement (M&L) funds. It is illegal to spend grants from any other account. Therefore all grants must be transferred whole into this account.
Schools with income generating activities shall open separate bank accounts for the same. School who receive NGCDF support must open an account for the project as provided for by the CDF Act.

2.0.2 OPERATIONAL PROCEDURES FOR SCHOOL BANK ACCOUNTS
In addition to the above, the following procedures will continue to apply:

Each account must have a separate cash book;
All schools must acknowledge the receipt of funds by a letter to the CDE/uploading an official receipt on the NEMIS plat form;
A receipt is issued to every learner for the capitation amount received for every disbursement;
Schools must post on their notice boards the amounts received;
Schools have the freedom to operate a fourth bank account to cater for development funds;
No virement is authorized from the Tuition Account:
All CDF and donations or funds from Harambee must be receipted officially and entered into the school Cash books. These include incomes from hire of school facilities e.g grounds, classrooms, halls or billboards on school compounds.
3.0 FINANCIAL OBLIGATIONS
All schools’ management, especially, principals, are expected to ensure prudence in the use of school funds and to adhere to the laid down financial regulations as stipulated in the reviewed Handbook on Financial Management for Public Secondary Schools, Teacher Training Colleges And Technical And Vocational Colleges in Kenya issued by the MOE, the Public Finance Management Act, 2012 and the Public Procurement and Disposal Act, 2015.

All stipulated accounting procedures and other necessary measures, including cost-saving, must be adhered to by all schools at all times. In addition, the following will apply:-

Schools shall NOT enter into financial contracts e.g. Hire purchase, bank loans or mortgages without the express written approval of the Cabinet Secretary in line with Section 18 of 4 Schedule of the Basic Education Act, 2013.
Every principal shall be responsible for application and utilization of funds as the accounting officer of the school. Guidelines of the same shall be given before the actual disbursement.
4.0 PARENTAL OBLIGATIONS
Parents will continue to meet the following cost:

School uniforms;
Boarding related costs as reflected in the boarding school fees structure;
Lunch for the day scholars, and
Clear their fees balances for continuing students prior to Jan 2020.
5.0 GUIDELINES FOR BOARD OF MANAGEMENT (BOM) EMPLOYEES
MOE will continue to disburse funds to support the BOM employces. To minimize the cost of secondary education it is necessary to rationalize the recruitment of such cadre of staff. It shall be the responsibility of the boards to hire Non Teaching Staff at terms commensurate with qualification and capacity to pay.

It is also important for schools to hire persons who are qualified for the job.

6.0 TRANSFERS AND RE-ENTRY
Cases of re-admission of dropouts and transfer should be dealt with on individual basis and as stipulated in the student transfer guidelines. All transfers must be handled through the NEMIS system.

7.0 ENROLLMENT DATA
It shall be the responsibility of the principal to ensure accurate data is available in NEMIS and every student is fully registered on the platform. Every student has been issued with a UPI number. This must be used at all time during admission and transfers. Transfers of students should be avoided in the course of the academic year and may only be sanctioned by the Director General under special circumstances.

Disbursement of capitation will be done using the data available in the system. Schools which received capitation for students above the enrollment will be penalized and the principal surcharged for loss of public resources as provided for in Public Finance Management Act, 2012 Sections 197,198 and 202.

Hence forth, any change of bank accounts will be effected at the head quarter with school request for change forwarded by the sub county director of education

8.0 MAINTENANCE AND IMPROVEMENT FUNDS
Ministry of Education has made a decision to review to Ksh.5,000 per student the amount for M&I per year to cater for ensuring a proper learning environment with adequate school infrastructure and other improvements. Similarly, for boarding schools, an additional Ksh2,000 is provided for.

This vote should only be used for immovable assets and other form of infrastructure in the school that may require upgrading. Approval must be sought from the relevant office on utilization of the funds under thuis vote. Detailed guidelines will be issued on the approval of projects under this lund.

9.0 INSURANCE AND STUDENTS MEDICAL COVER BY NHIF
The Ministry of Education entered into a contract with National Hospital Insurance Fund (NHIF), which requires the latter to over comprehensive medical cover to all the students in public secondary schools with effect from 1 May 2018. Principals are therefore required to acquaint themselves with the terms of the cover to ensure that students access quality health services from NHIF accredited health facilities and cease requesting parents to meet medical expenses.

Schools are required to fully register a student in NEMIS for a NHIF number to be generated to ease students accessing services even when on holiday. Students should be advised to inform their parents about the UPI numbers. In addition all school principals should sent death notification letters to the Principal Secretary within seven (7) days of death of any student in their schools and also help their parents/guardians fill a claim form for last expense and group lite benefits payment.

The Ministry will retain Ksh.1350 from the medical vote head to fund the medical cover. The rest of the vote head funds will be disbursed to schools to meet insurance related expenses.

10.0 INELIGIBLE EXPENDITURES

As stipulated in the Public Finance Management (PFM) Act, 2012,

Every public officer employed in a public entity shall comply with the Constitution and all laws relating to the conduct of public officers when carrying out a responsibility or exercising a power under this Act.
Without prejudice to PFM Act provisions, a public officer shall ensure that the resources in his/her purview are used in a way, which is (a) lawful and authorized; and (b) Effective, efficient, economical and transparent;
All procurement of goods and services is to be carried out in accordance with Article 227 of the Constitution and the relevant legislation on procurement and disposal of assets.
An Accounting Officer may not authorize payment to be made out of funds earmarked for specific activities for other purposes other than those activities.
Ineligible expenditure will arise when such expenditures do not adhere to the law and are not aligned towards the goal of students learning, which are the school’s main activities.’

 Barely a week after the 2022 KCPE results were released, speculations filled the air on when the new CS Education Ezekiel Machogu will release the 2022 KCSE Results.

The official KCSE Results Release Dates Deadline is on Friday January 20, 2023. Our media team has established beyond reasonable doubt that it is all systems go at the KNEC headquaters in as far as preparation for the release of KCSE 2022 national examinations results is concerned. A privy source has intimated that CS Machogu will present the examinations results to President William Samoei Ruto for endorsement at State House by noon before proceeding to release the 2022 KCSE results at the Knec headquaters.

Knec News Today: Some  parents  and guardians have expressed concern citing the change of guard at both the Knec Headquarters and at the education ministry as  prerequisites for possible delay in the release of the KCSE 2022 national examination results.

Another key factor that has come into play is the fact that this year, the Knec headquarters will graduate into a beehive of activities now that there are three national Examinations being processed concurrently namely KPSEA, KCPE and KCSE.

However, the council has assured parents that things are under control since Knec has gone an extra mile to acquire Optical Marker Readers OMR machines that will process both 2022 KPSEA and KCPE results faster.

The 2022 KPSEA results will be released on January 16, 2022. The KPSEA release date 2023 was confirmed by CS Machogu during the release of this year’s KCPE results.
