TSC INTERN TEACHERS; CONFIRMATION ON PERMANENT AND PENSIONABLE TERMS AND SALARIES PROCESSING STATUS

TSC INTERN TEACHERS; CONFIRMATION ON PERMANENT AND PENSIONABLE TERMS AND SALARIES PROCESSING STATUS

The Teachers Service Commission, TSC has announced the recruitment of 5,000 teachers on permanent and pensionable terms and 10, 000 others on internship terms to bridge the glaring teacher shortages in the country.

Besides the Commission is projecting to recruit 40, 000 more teachers. This is good news especially for teacher graduates who are still jobless. However, the big question is “Will the TSC confirm intern teachers soon?”

To be sincere, the Commission is not planning to confirm intern teachers soon. This is because there is no clear budgetary allocation for the confirmation of TSC intern teachers for the 2020/2021 financial year.

Besides, the number of teachers currently employed on internship terms exceeds the 5, 000 tutors who have been budgeted for in the next financial year.

TSC intern teachers’ confirmation on permanent and pensionable terms processing status

Going by what has happened in the past, intern teachers will have to attend TSC recruitment interviews for them to be confirmed on permanent and pensionable terms.

If the Commission decides to “pay” them by awarding them higher marks during interviews as it did for relief teachers, it will be a big sigh of relief for the teachers who are currently earning peanuts and simsim quoted verbatim.

Another glimmer of hope is the Parliamentary education committee. The national assembly education committee recently took the TSC to task over the meager salary paid to TSC intern teachers.

If parliament can pull strings for the over 10, 000 intern teachers as in the year 2010, then the interns can be absorbed on permanent and pensionable terms.

TSC INTERN TEACHERS SALARIES PROCESSING STATUS

In March 2020, the Teachers Service Commission through a Gazette notice announced that over teacher interns had been successfully placed on the TSC payroll.

The TSC at the same time also said that over 2, 000 teacher interns were yet to receive their salaries. The commission in May 2020 again released a FULL LIST OF TEACHERS WHO HAVE NOT BEEN PLACED ON ITS PAYROLL. According to the Commission, the affected teachers had failed to submit crucial documents to facilitate the process.

Most of the affected tutors are those recruited by the Commission on internship terms. The majority of these tutors were hired in November 2019 but by the end of March 2020, 2, 159 TSC intern teachers were yet to be placed on the TSC payroll.

TSC Casuality Forms

According to data released by TSC, the listed teachers have not submitted their casualities, very important documents showing that they have already reported to their work stations.

The TSC casuality form can only be filled by the school head or principal then sent to the TSC headquarters for processing and placement on the TSC payroll.

TSC employment guidelines expect a newly-recruited TSC teacher to report to his or her work station within two weeks. The school head shall then fill and promptly submit the form for further processing.

If the school head fills the wrong details or the form fails to reach the destination, TSC Headquarters, then the teacher will not receive their salaries until the error is rectified.

TSC LIST OF TEACHERS WHOSE FILES LACK CASUALITY FORMS

A quick glance at the official TSC list indicates that approximately 400 newly recruited teachers are yet to present their Casuality forms to the TSC headquarters.

It indicates the TSC numbers, names, current work station, and TSC payroll processing status.

The TSC payroll for May 2020 salaries has already been closed. This means that the affected teachers will receive their salaries next month if they send the required documents to the Commission.

TEACHERS’ SALARIES: SHOCK AS TSC BOSS ANNOUNCES PLANS TO RECOVER ALLOWANCES ERRONEOUSLY PAID TO  TEACHERS

TEACHERS’ SALARIES: SHOCK AS TSC BOSS ANNOUNCES PLANS TO RECOVER ALLOWANCES ERRONEOUSLY PAID TO  TEACHERS

Teachers are yet to come to terms with the latest plans by their employer, TSC to recover hefty house and hardship allowances soon.

The commission announced its plan to recover overpayments in house and hardship allowances from the teachers affected.

Wrong Mapping of Teachers Costs Teachers Thousands as TSC Moves to Recover  Overpaid  House and Hardship  Allowances

The Commission has already dispatched letters to the affected teachers citing wrong mapping for its decision.

This, therefore, means that the teachers in question who have been enjoying higher perks than they will have to repay through the nose for an iniquity they are oblivious of.

The TSC Head office has learned that your school was mapped under a former municipality and earmarked for hardship allowances erroneously,” read the letter sent to one of the teachers, in part.

TSC T-PAY SYSTEM, CHECK-OFF SYSTEM

The affected teachers will hence take pay cuts through the check-off system. This is not the first time the Commission is recovering overpayments. The Commission has already initiated the recovery of wrongly placed classroom teachers who were erroneously mapped as school administrators.

It is however important to note that much as these teachers fall in the same grade/ job group, their monthly gross salaries differ depending on the location of their work stations. The same case applies to TSC allowances. For instance, teachers posted to stations listed as TSC Hardship Areas get an extra Sh 10, 900.

Special Needs Teachers, SNE, also get an extra Sh 10, 900.

Teachers in Grade C2, former K earn the same amount of commuter allowance that is Kshs 5, 000.

The Commission also pays a flat rate of Kshs 6, 000 annually as leave allowance in January.

New TSC 2024-2025 Salary Increment (Pay Rise): TSC Reviews Teacher Salaries Amid Protests from KUPPET

CBA CIRCULAR 2024

TSC Salaries 2024-2025 for all Teachers: The issue of teachers’ salaries in Kenya has proved to be a thorn in the flesh for decades. In a bid to stem disruption of curriculum implementation and the 2024 school calendar, the Teachers’ employer in Kenya dubbed Teachers Service Commission signed a Memorandum of Understanding with teachers’ unions, KUPPET and KNUT which would span five years for the 2021-2025 cycle. Unfortunately, the teachers’ employer would later turn its back on the teachers and disregard the very MOU it signed.

Incensed by the turn of events, teachers currently serving in post primary institutions downed their tools and took to the streets for eight working days, protesting the impunity and oppression emanating from their employer. The situation got out of hand since learning was paralyzed in over 80% of the learning institutions. Finally, the Teachers Service Commission had to concede defeat and increase teachers’ salaries as follows: CLICK HERE TO DOWNLOAD THE 2024-2025 CBA CIRCULAR ON NEW TEACHERS’ SALARIES

The Teachers Service Commission Recruitment Portal online 2022-2023 contains all crucial details bordering on the ongoing TSC Mass Recruitment and Replacement that takes place in July every year.

TSC Mass Recruitment Vacancies January-February 2022; Target Groups

In January 2022, the Teachers Service Commission announced new TSC Recruitment- Replacement teaching opportunities for TSC Intern teachers and other Cadres of qualified teachers such as those working on BOM terms, and those who previously left TSC permanent jobs for greener pastures only for them to find their way back to the TSC Recruitment due to the prevailing economic conditions.

The upcoming January- February 2022 TSC Replacement however targets currently serving TSC senior and junior intern teachers who will soon be smiling all their way into TSC recruitment interview venues after the Commission awarded them a Whooping 30 Marks for their dedication to serve the Kenyan child.

Diploma Teachers are also a lucky lot since the Teachers Service Commission for the first time upgraded their interview scores, equalized them to those of degree holders.

This will enable them to compete favourably with their counter-parts who will however luckily enter their service at a higher grade and consequently better salaries at job group K, grade C2. Newly employed Diploma Teachers will on the other hand enter the teaching service at Job Group J, grade C1 thus earning lower salaries compared to degree holders this August.

TSC Revised Recruitment / Replacement Score sheet/ Marking Scheme 2022-2023

The Teachers Service Commission uses a variable-based recruitment Score sheet to determine which teachers are the most suited for the available TSC Recruitment and Replacement Vacancies technically referred to as the official TSC Recruitment Score sheet.

This is a document that is usually in the public domain since education is the only way through which the gap between the rich and the poor can be bridged.

In June 2021, the Teachers Service Commission reviewed the Official TSC Recruitment Score sheet/ Marking Scheme to favour senior and junior TSC intern teachers and secondary school TSC teachers with diploma Qualifications.

Unlike in the past, all teachers who will be employed by the Teachers Service Commission starting May 2022 will have their salaries and future Promotions pegged on the current TSC Career Progression Guidelines, CPGs as opposed to the old Schemes of Service fronted by the retired KNUT Secretary General Wilson Sossion in vain.

The newly recruited teachers will however be forced to accept a  mandatory pay cut of 7.5 per cent of their monthly income for the new contributory pension scheme for all civil servants in Kenya.

KENYA’S NEW 7.5 PC PENSION SCHEME: FACTS ABOUT THE NEW CONTRIBUTORY PENSION SCHEME FOR TEACHERS, CIVIL SERVANTS IN KENYA; FULL DETAILS ON THE NEW PENSION SCHEME THAT WILL SEE TEACHERS TAKE A 7.5% PAY CUT AS FROM JANUARY 2021

Teachers, police, and other civil servants in Kenya are preparing for a 7.5% pay cut towards the newly established Public Service Superannuation Pension Scheme, PSSS set to be rolled out in January 2021 as announced by CS Ukur Yattani in August 2020.

WHAT IS A PENSION SCHEME?

A pension scheme is a well-planned retirement plan for a particular group of workers. Kenya’s new pension plan targets all employees in the formal sector who will be expected to contribute 7.5% of their monthly salaries.

Kenya’s new pension scheme is mandatory for all public service Commission, PSC employees, Teachers Service Commission (TSC) employees, the National Police Service Commission, NPCS employees, and any other employees that the cabinet secretary deems fit for the mandatory pension contributory scheme.

THE HISTORY OF THE NEW PUBLIC SERVICE SUPERANNUATION PENSION SCHEME, PSSS

Many public servants especially new employees do not however understand why or when the new pension scheme was hatched. They were taken aback after CS Yattani announced its rollout in January 2021.

The new pension scheme for civil servants in Kenya dates back to the year 2003. It was given a nod by the cabinet following concerns about the growing wage bill and its unsustainability.

In the year 2004, an actuarial study conducted revealed that the pension liability in Kenya had hit Ksh 271.2 billion, translating to 25% of the Gross Domestic Product, GDP at that time.

For the first time in 2007, the Kenyan government tried to introduce the new Public Service Superannuation Scheme, PSSS. The new scheme however faced a lot of resistance from various quarters.

A later study conducted in 2013 established a ballooned wage bill almost hitting the 1 trillion mark. To manage the ballooned wage bill, the government had to implement the new PSSS pension scheme.

It is now imminent however that the new pension scheme will be implemented after 13 years and it will be mandatory for civil servants aged 45 and below and for the newly employed ones.

HOW MUCH WILL TSC EMPLOYED TEACHERS IN KENYA CONTRIBUTE TO THE NEW PUBLIC SERVICE SUPERANNUATION SCHEME?

All employees aged 45 years and below will be required to pay 7.5% of their monthly salaries.

WHICH CATEGORY OF EMPLOYEES DOES THE NEW PENSION SCHEME TARGET?

The new scheme targets more than 500, 000 civil servants

HOW DOES THE NEW PENSION SCHEME, PSSS WORK?

Over 530,000 civil servants,  police and teachers included, will in January have their take-home pay cut by 7.5 percent for they will start contributing towards their pension savings scheme.

The employees, attached to various ministries and State agencies will hence see a portion of their salaries sliced for onward remittance to the Public Service Superannuation Scheme (PSSS), soon to be created.

Membership to the scheme will be mandatory to all new entrants upon commencement of the Act and all employees aged below 45 as at the date,” said a Treasury brief on the fund.

“Employees aged 45 years and above will have an option to join the scheme by completing the Public Service Superannuation Scheme option form.”

Civil servants were initially to contribute two percent of their monthly salary to the scheme in the first year, five percent in the second, and 7.5 percent from the third year.

But the staggering has now been stopped, with workers expected to contribute the 7.5 percent of their pay in the first year, starting January.

The government will match the contributions with an amount equivalent to 15 percent of every workers’ monthly pay.

This will be equivalent to about Sh6.9 billion monthly contribution or Sh55.87 billion annually, turning pension expenditures to one of the largest budget items.

ADVANTAGES OF THE NEW PENSION SCHEME (A DETAILED COMPARISON BETWEEN PSSS AND NSSF)

  1. Employees can transfer pension benefit credits from a former employee to another with a similar pension plan.
  2. Employees can access part of their benefits even before the mandatory retirement age, 60 years.
  3. The past benefits can be transferred to the new scheme.
  4. Teachers will no longer contribute towards the Widows and Children’s Pension, WCPS, and NSSF once they join the new pension scheme.
  5. Employees who remain in the Free Pension Act will be bound by the provision of the Pensions’ Act Cap 189.

WILL TEACHERS’ PENSION CONTRIBUTIONS INCREASE IN 2020?

No. The government plans to roll out the new pension scheme from January 1, 2021.

CAN A SACKED TEACHER GET PENSION?

In the new scheme, a sacked teacher can transfer benefits from a former employer to another with a similar pension scheme.

DO TEACHERS’ UNIONS SUPPORT THE 7.5% PAY CUT FOR THE NEW TEACHERS’ PSS PENSION SCHEME?

Following the announcement about the upcoming superannuation pension scheme, KUPPET secretary-general Akello Misori issued a press statement as follows

“Following the Government’s intention to operationalize the public service superannuation scheme, PSSS, KUPPET will give its views to the Teachers Service Commission, education ministry, and the treasury at the appropriate time.”

The PSSS has been in the planning for many years. It aims at shifting civil servants from the current plan dubbed Defined Benefits Contribution System, DCS.

Under the current plan, retired teachers earn a guaranteed pension based on the teachers’ last income in service and the length of service.

The Commission shoulders the responsibility of funding and investing money in the plan. Upon retirement, a teacher gets a one-off gratuity and monthly pensions based on individual calculations.

The main challenge however is the fact that the government does not invest in pensions. They are paid from the exchequer, tax revenues, hence posing a major challenge in accessing pension in time after retirement.

Secondly, teachers who choose to retire before the set age, 60 years cannot access their pensions when they need it most.

Under the PSSS, both the employer and employee contribute the given amounts known as a match to a pension scheme which is invested in a market and generates interests at market rates.

A retiring employee has the right to withdraw his or her savings plus interest irrespective of the number of years worked.

The two plans, therefore, have pros and cons, varying levels of stability, flexibility, and earning at retirement.

For purposes of stability and in full conformity to PSSS Act 2012, the union proposes that employees who have served for long under the current system be guaranteed their pension at current salary scales.

Those who have worked for a shorter period will be facilitated to transition from the current DBC to DCS based on their anticipated current pension estimates.

Bearing in mind that public servants are currently entitled to their pensions after 10 years of service, the union will engage the government machinery to ensure that due consideration is given to transitional mechanisms since existing regulations on retirement would cease to apply.

Full list of hardship areas as designated by TSC and hardship allowances paid to teachers.

The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of these conditions:

Lack of or unavailability or inaccessibility to food,
Inadequate transport and communication network,
Limited basic social services and amenities,
Persistent harsh climatic conditions like flooding, landslides and drought,
Insecurity and high possibility of security threats.
Hardship allowance is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship. Like stated above, teachers working in hardship areas face a myriad of challenges; from lack of water, flooding to hostile living conditions characterized by constant spates of attacks.

Current allowances paid to Teachers in Kenya by the Teachers Service Commission: Hardship allowance.

Hardship allowances

In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

The table below summarizes the monthly hardship allowance rates that are paid to teachers working in hardship areas; per job group:

TSC 2023/2024 promotion letters

TSC 2023/2024 promotion letters

TSC releases more letters, extends promotion application to 15th June

The Teachers Service Commission (TSC) has dispatched another set of promotion letters for school administrators who applied for promotions in March and were later interviewed in their respective counties.

They include letters for Principals, Deputy Principals and Senior Masters in secondary schools and teacher training colleges TTCs).

Also in the letters are Headteachers, Deputy Headteachers and Senior Teachers in primary schools.

At the same time the Commission has extended the period for teachers to apply for recently readvertised promotions by seven days.

According to the Commission, the deadline to apply for promotions was on June 9 but will now close on June 15 after two previous attempts given failed to attract enough applicants

TSC seeks to promote over 14,000 teachers, even as it stated that thousands of schools still remain without heads and deputies of institutions over the failure by teachers to apply for advertised positions.

“The Commission strives to ensure that teachers are promoted as a means to recognize and reward teachers’ effort and performance, align them for succession management or career progression and to motivate them to perform better in their duties and responsibilities. This is geared towards improving quality of teaching and learning,” said TSC in a statement.

TSC encouraged teachers to apply for these positions saying that it has a responsibility to provide institutional administrators for public educational institutions for their effective management.

The Commission initially advertised for 14,738 teacher promotions in January for various positions including chief principals, principals, deputy principals, headteachers, deputy headteachers, senior masters and senior teachers as well as Special Needs Education (SNE) positions to fill vacant positions and institutional administrators.

However, even after the second advertisement, there is still a variance of 1,001 positions that the Commission is seeking to fill.

For instance, out of the 7,720 deputy headteachers for regular primary schools advertised in the first round, the Commission got feedback for 5,152 positions, which means there was still a vacancy of 2,568.

For the second round of advertisement, another 1,581 teachers applied for promotions, which saw a variance of 987.

“The Commission has again given an additional seven days from June 9 to 15 to allow more applications,” said the Commission.

TSC List of Names of 4,035 Teachers Forwarded To TSC For Transfer/Delocalization in 2022

TSC News Latest Today 2022; The latest TSC news reaching us at newspro.co.ke today indicates that the Teachers Service Commission, TSC has initiated Mass transfer of teachers especially those in administrative posts. According to reliable sources, a total of 4, 035 names have been forwarded to the Commission from the 47 counties in preparation for the 2022 TSC Transfers/ Delocalization.

TSC List of Delocalization 2022

A total of 4035 teachers names have been forwarded to the Teachers Service Commission (TSC) by Counties for delocalization consideration when schools conclude for the second term in December this year, according to TSC sources.

This follows the compiling and transmitting of teachers data to the teachers’ employer by Counties which ended successfully. TSC through Dorothy Jonyo, Deputy Director Staffing, had ordered its regional staff to collect and forward data of all school heads who have stayed in one institution for more than nine years.

The majority of those targeted are school heads and deputies serving in their home counties. TSC will additionally transfer teachers who have worked in the same station for a long time.

In a February 26 memo to all Regional Directors, the commission requested details of primary head teachers and principals of primary and secondary schools who have exited the teaching service.

TSC had also asked for data of school heads who are currently serving from home due to the effects of the Covid-19 pandemic. Under the secondary schools’ sector, regional directors were ordered to capture the home county of the principals together with details of their current institutions.

The information included the size of the station, the sponsor of the school, and the category of the school and the enrolment of the data. The mean score recorded by the schools for the last 3 years between 2017 and 2019 were also to be taken as well as the school’s host county.

The principal’s designation, job group, and gender were also captured. County Schools are headed by principals who fall under grade D2. There are approximately 7,000 sub-county schools with nearly 650,000 students countrywide.

Extra county school principals fall under grade D4. There are roughly 531 sub-county schools in Kenya with about 130,000 students.

For primary schools, the teachers’ employer wanted to get the data on the age of the headteachers, their home county, designation, current school, and host county of the institution.

However, teachers with medical conditions together with those who are about to retire will not be affected by the forthcoming delocalization exercise.

In the July wave, TSC is targeting school administrators who have worked longer in the same station and those whose promotion has delayed ensuring a fair transition while continuing the delocalization program.

The delocalization process for school heads started back in 2018 and has resulted in head teachers and principals of primary and secondary schools being transferred from schools in their home regions or counties to other regions.

TSC maintains that this will better curb corruption, reduce rates of student indiscipline and bring about a more national viewpoint in school management.

In March, the Teachers Service Commission TSC dismissed claims that it was planning for a mass transfer of teachers nationwide after the national exams were completed.

The affected teachers will receive their letters once they are availed in their respective counties. However, teachers can also visit TSC website www.tsc.go.ke to check whether their names appear there.

TSC to recruit 16,000 junior school teachers in 2026

A total of 16,000 junior school intern teachers will be employed in 2026 to support the Competency Based Education (CBE).

The recruitment will happen after the July 2026 national budget.

Making the revelation, Education Cabinet Secretary (CS) Julius Ogamba said this will go a long way to address the staffing crisis in Grades 7, 8 and 9.

CS Ogamba was speaking during a Citizen TV’s ‘Elimu Mashinani’ segment held in Kilifi on September 23, 2025.

He said the government has so far recruited a total of 76,000 teachers and this will increase to 100,000 by January.

He however raised uncertainty over confirmation of the current serving junior school teachers who are anticipating conversion to pnp after their one year contract.

This is after he said the teachers will be confirmed after serving for one to two years as interns.

Currently TSC is finalizing recruitment of 24,000 junior school intern teachers for a one year contract.

Teacher who applied were invited this week for the interviews which also involve documents verification to confirm authenticity and validity.

Approximately 190,000 unemployed teachers applied for the internship vacancies declared by TSC.

The Commission gave teachers till 9th September 2025 to apply online for the jobs after it activated the online recruitment portal on 24th August.

The employment of the 24,000 junior school teachers is on a one year internship basis starting 1st January to 31st December 2026.

However TSC scoresheet shows priority will be given to unemployed teachers with Science, Technology, Engineering and Mathematics (STEM) subjects, Technical subjects then Languages respectively.

Teachers with one Science subject plus any other subject (Biology/…,Chemistry/…, Physics/ ….,) combinations have been awarded 65 marks.

Mathematics with any none science subject combinations have been awarded 55 marks.

Those with one technical/ or Creative Arts Subject (Home science/…, Computer studies/…., Business studies/…, Music/…, Drawing & design/…, Art & design/…, woodwork/…, Electricity/…, Aviation technology/…, Electronics/…..Building & construction/…, Metalwork/…, Power mechanics/…. PE/…) have been awarded 40 marks.

Language teachers with one language and any other subject (French/…, English/…, Kiswahili/…, German/…, Arabic/…, Mandarin/……) have been awarded 25 marks.

However Art teachers, those with one Art and any subject combinations e.g. History/…, CRE/…, Geography/…, IRE/., HRE/…Life Skills/… have suffered a blow. TSC has awarded only 5 marks.

This has sparked protests with the Art teachers terming the scoresheet discriminatory.

The Commission has previously warned that there is dire shortage of science teachers in the country.

During her appearance before the National Assembly education committee, former TSC CEO Dr. Nancy Macharia had stated that despite having over 400,000 unemployed teachers nationwide, the commission is struggling to recruit teachers for science subjects.

She noted that many schools, especially junior secondary school (JSS), are not adequately staffed with science teachers and that applications for these positions are rarely received.

“What stands out is the problem of science teachers. Based on our data, we will be able to determine the percentage of arts versus science teachers. However, it is clear that the majority are in the arts,” Macharia explained.

“I have never shied away from acknowledging the crisis of teacher shortages. We will recruit and redistribute teachers across all counties, but when we advertise for positions, we hardly receive applications for subjects like Physics.”

“We have communicated with the education ministry and have reached out to our schools multiple times regarding the lack of science teachers. Action needs to be taken,” she stated.

This move deals a blow to many unemployed teachers with Art subject combinations who are looking forward to be considered for internship.

In November 2024, TSC during recruitment of 20,000 JSS intern teachers, the Commission favoured science teachers and those with technical subjects like Drawing and Design.

Teachers with science subjects combinations as well as those with technical subjects had a higher success rate in the recruitment exercise compared to those with art combinations.

In fact in some sub counties only science and technical teachers were picked. Those successful were posted to schools in January 2025.

TSC INTERVIEWS.

The teachers will then be retooled courtesy of TSC, CEMASTEA and KNEC.

The teachers will be trained on the Competency Based Curriculum (CBC) and Competency Based Assessments (CBA).

The Teacher Internship Programme is a one year programme meant to equip and sustain competencies of persons entering the teaching service.

The programme targets unemployed registered teachers to be assigned to learning institutions where their teaching experience will be enhanced through mentorship, coaching and exposure to practical teaching experience.

The internship period will be for twelve months though previously some intern teachers served for two years.

Teacher internship is not a remunerative engagement. However, interns attached to Junior Secondary schools will be eligible for a monthly stipend of Kshs. 20 ,000/=.

The stipend will be paid subject to statutory deductions like SHIF, Housing levy, and NSSF where applicable.

On successful completion of the Internship Programme, teacher interns will be awarded a certificate.

TSC awards 50 marks to teachers who served on internship terms during pnp recruitment thus making conversion to pnp for those who served on internship automatic.

The Teachers Service Commission, TSC, is set to pay its teachers who are on permanent and pensionable terms their annual salary increments starting July 2023.

Teachers, including those in lower grades, will continue to receive their annual salary increases when the TSC gets the 54 billion shillings it is seeking from Treasury.

TSC promotions and salary increments are essential, especially for teachers working as school administrators in Arid and Semi-Arid Land (ASAL) and difficult-to-staff areas.

TSC promotes all teachers progressively until they achieve grades commensurate with their respective positions The Commission now says it will only award all teachers salary increments if it gets the 54 billion shillings it is seeking from Treasury.

According to Chief Executive Officer Nancy Macharia, although trade unions signed the 2021-2025 CBA, it didn’t contain any monetary value, a move that would now be the subject of a review.

“The commission negotiated a non-monetary 2021-2025 CBA with the teacher unions pursuant to the advisory from the Salaries Review Commission. It was agreed that the CBA be reviewed mid-term if the economic situation would improve in the country,” Dr. Macharia told members of the National Assembly Education and Research Committee chaired by Julius Melly.

“The Commission would wish to review the 2021-2025 CBA, more specifically the salary component to motivate teachers under the employment of the Commission.” She added.

“Accordingly, we request this Committee to support the Commission get Sh14 billion per year for four years to cater for the same.”

According to the CBA 2021-2025 teachers in the lowest job group, B5 will move gradually till they reach their maximum salary point of 27,195 shillings.

The same applies to teachers in other job groups. A teacher in job group C1, also known as Primary Teacher I, for example, currently earns a basic salary of 30,405 shillings.

This teacher has not yet reached the maximum salary point of Sh. 33,994, which he will achieve through annual salary increments based on the number of notches he has earned. Teachers used to receive an annual wage increase based on the month they were absorbed into the TSC payroll.

TSC CEO Dr. Nancy Macharia also announced plans to recruit 20,000 new teachers in the next financial year to address the shortage of staff mainly at the Junior Secondary School level. She urged Parliament to allocate the Commission Sh3.8 billion for recruitment in the next budget to be presented in June.

The announcement comes after TSC recruited 30,000 teachers the majority of them who were posted in Junior Secondary Schools with each institution receiving at least one member of staff.

TSC DEPLOYMENTS, PROMOTIONS, FOR P1 TEACHERS WITH HIGHER QUALIFICATIONS 2020/2021; COMPLETE MANUAL CONTAINING LATEST GUIDELINES, SELECTION CRITERIA, HOW TO CHECK AVAILABLE VACANCIES/SLOTS AND APPLICATION PROCEDURE

Unlike in the past when TSC deployment of qualified and competent P1 teachers to high school levels was frozen, things are looking up for this category of tutors after the Commission began deploying them to teach at lower secondary school levels.

In fact, these tutors shall serve as an anchor given the glaring teaching gaps in the education sector in Kenya.

In a report going by the title “Status Report on Teacher Preparedness for Competence Based Curriculum Implementation,” presented before the National Assembly Committee on Education, the Commission committed to deploy P1 teachers with diplomas, higher diplomas, undergraduate degrees, post-graduate diplomas, masters and PhDs to serve at Junior Secondary schools across the Country under the new Competency Based Curriculum, CBC.

The report submitted by the Commission’s CEO Dr. Nancy Macharia indicated that 18, 076 TSC-Employed P1 teachers had acquired degrees and 17, 758 had acquired higher diplomas by the end of the year 2018.

486 tutors had also attained Masters Degrees, 11 had attained post-graduate diplomas and 5 had gone for diplomas.

5 P1 tutors had also attained PhDs from recognized institutions then.

The decision by the teachers’ employer to promote P1 teachers with higher qualifications is meant to motivate the affected tutors and facilitate the retention of a competent work force within the country.
