It is now clear that Education CS Professor George Magoha is an angry man. The reason for his anger, Kenyan parents who are too complacent and too busy.

The CS expressed his disappointment yesterday as he received the final report of the COVID-19 national response committee to be presented to President Uhuru Kenyatta ahead of his speech today.

52 CHILDREN NEGLECTED, SEXUALLY ABUSED OR MARRIED OFF IN A SPAN OF ONE WEEK

CS Magoha’s wrath towards Kenyan parents is not just a mere projection of his frustrations. His anger is justified since in the last few weeks,  52 children get abused within a week.

These statistics are extremely alarming. According to a report filed by The Standard yesterday, cases of child abuse are on the rise. In fact, such cases have tripled since the first week of March when Childline received over 20 cases.

MAGOHA’S SLUM GIRLS NOW PREGNANT

What is even more heartbreaking to the CS is the rising cased of early pregnancy among school-going slum girls.

The CS is yet to reconcile with the fact that some parents are extremely irresponsible. Three of CS Magoha’s girls whom he went fishing out from the slums, giving them scholarships are now pregnant.

“It is heartbreaking that after I went to the slums to fish out some girls from the slums and take them to schools after looking for scholarships for them, three of the form one girls are pregnant within this short period of two months. Big shame to the parents,” said CS Magoha.

The CS pointed a finger at parents who did not seem to have time for their children. He further warned parents to avoid siring kids whom they cannot bring up. The CS said that if parents cannot create time for their children, then they have no time creating one.

“We should only produce children that we are able to take care of. If you have no time to look after your child, then you have no business creating a child. I want to state without fear of contradiction that parents must change their mindset and love their children by creating time. Love is measured by the number of minutes or hours you give your child,” added the CS.

CYBERCRIME ON THE RISE

The CS also urged Kenyan parents and guardians to be on the look-out and firmly take charge of their children.

Parents have a God-given responsibility of protecting children against criminals luring them into pre-marital sex, drug abuse, and genital mutilation among other crimes.

The Directorate of Criminal Investigations, DCI has warned those engaging in cybercrime activities and luring young children to stop their misdemeanor lest they face the full wrath of the law.

ONLINE LESSONS

The CS also said that online lessons will continue being aired by the Kenya Institute of Curriculum Development, KICD until schools reopen.

Although the CS did not disclose the details of the report on schools’ reopening, it is unlikely that schools in Kenya will reopen while the coronavirus pandemic cases are spiking.

According to reliable sources, the Teachers Service Commission is planning to recruit another 957 teachers to serve under internship program for the 2021/2022 recruitment cycle.

In a former interview, the TSC Chief Executive Officer Doctor Nancy Macharia underscored the fact that the TSC Internship Recruitment exercise is free of charge and asked interested candidates to beware of frauds who will upon laying hands on the applicants’ details do all they can to extort money from them.

To qualify, applicants must be registered teachers with TSC numbers, hold a P1 certificate for primary school teachers and have a minimum award of diploma in education certificate for secondary school teachers.

They are also required to have original documents and professional certificate requirements besides being ready to be posted to any public educational institution among other requirements.

Kindly note that no one can apply for TSC Internship without applying for TSC registration and TSC number online. In case you recently graduated but you have not applied for your TSC number, follow this simple process.

How to Apply for TSC Number Online, Application Requirements, Check Status

The TSC Act 2012 requires that every trained teacher to be registered by the Teachers Service Commission, before they can be assigned duties in any school in Kenya, be it a private and public school.

To back this TSC act, the ministry of education released a directive in late 2016 to all county commissioners to ensure that only qualified teachers to enter classrooms as from 2017. A qualified teacher is the one who has been registered by Teacher Service Commission and awarded a certificate of registration.

If you are a trained teacher and you don’t have a TSC number, no need to worry any more. I’m going to guide you through how to secure one.

It is good to note that TSC does not recognize any application made manually. This means that everything is done online.

TSC Teacher Education Minimum Requirements

Another Sh4.6 billion has been channeled to support Free Primary Education (FPE) while some Sh3.8 billion will go to Junior Secondary School (JSS) capitation.

Schools have been advised that the money shall hit accounts immediately.

This however comes as a relief to school heads after unfulfilled four weeks’ promise that forced schools to endure challenges since the start of the second term.

Junior Secondary Schools learners will have to wait till Monday to receive a share of Sh3, 812, 377, 184 as capitation from the government to run them the entire term.

Speaking in Parliament on Wednesday, June 7, Education Cabinet Secretary Ezekiel Machogu assured MPs that the funds were available and will reach schools by Friday.

‘‘This morning (Wednesday) I have had an engagement with the Principal Secretary, Treasury, and have confirmed by tomorrow (Thursday) the funds will be in the Ministry and after, we will disburse to our schools,’’ Machogu said.

This emerged after Emuhaya MP Omboko Milemba said many schools were on the verge of collapse due to delayed capitation.

‘‘What measures is the government taking to ensure capitation is sent to schools? Currently, school heads are negotiating with students on meals to jump and even forfeit that can lead to students unrest,’’ Milemba said.

This week, secondary schools’ heads through their chairman Kahi Indimuli said schools were experiencing a cash crunch warning that unless the government releases funds to schools were not going to run anymore.

‘‘At the moment schools are being stressed. I’m aware of schools that have not been able to pay workers’ salaries since last term around February,’’ Indimuli said.

He added: ‘‘With little money, the principals cannot really manage to pay salaries especially where the numbers in the schools are very small.’’

Indimuli further said schools were running under the mercy of the suppliers and risked being taken to court due to huge debts.

‘‘We must appreciate the many suppliers who provide services to the schools. They have endured to supply and hold on the moment this supplier stops supporting our schools then we will see the schools crumbling,’’

He said further delays would lead to challenges seen in the second term which sometimes could be attributed to the external influence that boiled down to unrest in schools.

‘‘The students erupt and to an observer, it becomes poor management on the side of the principals. Nobody looks at whether the head was well facilitated to perform his duties,’’ he said.

Some heads had started food rationing in schools with some opting to negotiate with learners on skipping meals in order to cut costs while some threatened to send learners home for fees, blaming the government for the delayed capitation money.

The second-term co-curriculums including music, ball games, and sports were on the verge of suspension as regional education officers were unable to finance them.

‘‘These issues boil down to management. When you are not able to pay salaries, not able to provide teaching and learning materials, and not able to take students out for activities, teachers and workers raise issues, and in the process it reaches students,’’ Indimuli said.

TSC Bows to Pressure, Agrees to Pay for Teachers’ TPD Training

The Teachers’ Service Commission has finally bowed to pressure from Parliamentary Education Committee and agreed to incorporate the cost of TPD training for all teachers starting July for the 2022-2023 cycle.

According to the teachers’ employer, TPD training will resume in July after the closure of both primary and secondary schools.

The most intriguing part of it all is the fact that TSC-employed teachers currently serving on Career Progression Guidelines which require teachers to undergo refresher modules to horn their skills will not be forced to pay for TPD from their already squeezed meager pay.

In the year 2022, the Teachers Service Commission acknowledged the indispensable role played by TSC-employed teachers in ensuring effective curriculum implementation but later SRC decided to freeze salaries for all civil servants for the next two years.

This paved way for a non-monetary Collective Bargaining Agreement for the next four years. To add insult to injury, the TSC introduced compulsory Teacher Professional Development Modules, and TPDs and directed all teachers to enroll in the programmes immediately.

Few teachers enrolled for TPD and the selected universities and institutions were forced to temporarily halt TPD which has been shrouded in mystery for the past few months.

At some point, teachers were a bundle of nerves worried that the TSC may opt to slash their annual leave allowances to pay for TPD.

TSC has finally solved the impasse surrounding the TPD training fee. Confirmed sources now indicate that the Teachers Service Commission will meet the full cost of TPD training starting July 2022. This is after the national treasury allocated Sh 1.16 billion for TPD training.

TSC TPD Budgetary Allocation 2022-2023

Every July, the Teachers Service Commission will henceforth receive an extra allocation for teachers’ TPD Training amounting to Sh 1.16 billion given the huge number of TSC-employed teachers.

This, therefore, means that teachers will no longer part with Kshs 6,000 every year to meet the cost of TPD training.

Refund for Teachers Who Had Paid for TPD Training

The answer to whether the TSC will refund teachers who had already paid for TPD training remains unclear and no one seems interested in demanding a refund for teachers who had enrolled for TPD refresher courses.

This stalemate may continue for some time especially now that the teachers’ unions have successfully lobbied to have TSC meet the cost of TPD training.

Seeking a refund of the TPD training fee for the affected teachers, therefore, means that the unions will be contravening and contradicting the very course that they have been fighting for.

As teachers humorously put it, the” white smoke” is a stone throw away.

This is because the Kenya National Examinations Council, KNEC is in the process of finalizing the payment process for the 2019 KNEC contracted professionals and other officers.

This is good news for the contracted professionals who have been waiting for their dues since 2019 KCPE and KCSE exams results were released.

KNEC CURRENT PAYMENT RATES FOR KCPE & KCSE CONTRACTED PROFESSIONALS

According to the Council’s payment rates, primary school heads who served as centre managers for their various schools will earn a daily allowance of Kshs 500 for 4 days including rehearsal day.

Secondary school principals, on the other hand, will earn a daily allowance of Kshs 500 for 18 days.

The highest amount that will be paid to KNEC supervisors is Kshs 12, 150 whereas invigilators will pocket Kshs 9, 860.

A total of 191, 000 KNEC contracted professionals are looking forward to their pay.

HERE IS THE BREAK-DOWN OF KNEC’S NEW PAYMENT RATES PER SCRIPT FOR TEACHERS MARKING THE 2019 KCSE EXAMS

BUSINESS PAPER II NEW KNEC PAYMENT RATES PER SCRIPT

Although the angry examiners were demanding to have the payment rate increased from Kshs 46 to 68 per script, KNEC agreed to pay them Kshs 56 per script.

BIOLOGY PAPER III NEW KNEC PAYMENT RATES PER SCRIPT

Examiners marking this year’s Biology Paper III will pocket Kshs 50 per script.

COMPUTER PAPER ONE NEW KNEC PAYMENT RATES PER SCRIPT

Teachers marking Computer Paper I will receive Kshs 54 per script.

KUPPET’S PROPOSED KNEC PAYMENT RATES PER SCRIPT

The Kenya Union of Post Primary Education Teachers, KUPPET had on Tuesday given KNEC a 7-days-ultimatum to increase the payment rates of all KNEC examiners to a flat rate of Kshs 100 per scrip.

This means that all examiners will receive the same amount irrespective of the subjects being marked if KNEC gives in to KUPPET’S DEMAND.

KUPPET further argued that KNEC examiners were receiving meagre earnings despite the indispensable role they play in the process of assessment.

The examiner, Veronicah Wanjiku collapsed at one of the 2019 KNEC KCSE designated marking centres-Lenana High School in Nairobi.
She was rushed to Kikuyu Hospital but was unfortunately pronounced dead on arrival.
This predicament comes as this year’s KCSE examiners downed their tools last week citing poor working conditions and poor KNEC payment rates per script.

The Council is planning to have a meeting with the Kenya Union of Post Primary Education Teachers’ Union, KUPPET, on Tuesday, December 10 to chat the way forward.

The Council has already agreed to adjust the payment rates per script for all the subjects and harmonize payments for all papers effective 2020.

TSC to Recruit Teachers in January 2023 after TSC Boss Meets with DP Gachagua

TSC Recruitment 2023/2024

In a nutshell;

TSC plans to recruit at least 30,000 teachers in January to downsize teacher shortages in schools.

Following the maiden meeting between TSC CEO Dr. Nancy Macharia and the newly-elect deputy president Rigathi Gachagua popularly referred to as Riggy G, the plan by TSC to absorb more teachers either on permanent and pensionable terms or on internship terms has received a nod.

TSC BOSS- NANCY MACHARIA’S MEETING WITH DP GACHAGUA; THIS IS WHAT WAS DISCUSSED

On Tuesday, all ears were trained on the Kenya Kwanza Government to gauge its commitment towards boosting education by employing more teachers.

Consequently, TSC CEO Dr. Nancy Macharia arrived in grandeur in the company of MoE’s Principal Secretary Dr. Belio Kipsang.

Details of what was discussed during the meeting have now emanated indicating that the Kenya Kwanza government has committed to back up the Teachers Service Commission in its noble plan of employing 30,000 teachers starting January 2023.

TSC CEO also reiterated this during the celebrations of World Teachers’ Day held at the Kenya School of Government based in Nairobi saying that teachers should henceforth look forward to better and brighter days.

“The well-being of students, as well as teachers, is a key focus for the Kenya Kwanza Government. Today, the Education Ministry PS Dr. B. Kipsang, and a team from the TSC led by CEO Dr. Nancy Macharia paid me a courtesy call to my office; We discussed various matters to do with Education including teachers’ recruitment.” Deputy President Rigathi Gachagua’s statement at the meeting.

TSC Salaries; How and Why Parliamentary Education Committee Resolved Impasse Surrounding TSC Salary Rise for Teachers in the 2021-2025 CBA Cycle

TSC Latest News Today; The year 2020 saw teachers and other civil servants greatly demoralized after the Salaries and Remuneration boss Lynn Mengich declared the closure and postponement of any pending Collective bargaining agreements bordering on pay rise for the workers for a period of four years on grounds that the country was bleeding from economic wounds fanned by the Covid-19 pandemic.

KUPPET, one of the giant Teachers’ unions saw its CBA bashed, even after the teachers’ employer agreed that teachers especially classroom teachers had been taken for a ride in the 2017-2021 CBA cycle that saw school administrators get huge salary chunks leading to huge salary disparities between them and regular teachers.

Here are the full details on the rejected Teachers’ CBA 2021-2025 fronted by KUPPET in 2020

Latest TSC Salaries for Teachers: Reprieve As Parliament Revokes SRC Directive of Freezing Salary Review

Teachers and civil servants have something to smile about after the parliament revoked Salaries and remuneration commission directive that had froze pay rise.

MPs ruled the circulars are unconstitutional as they violate workers’s rights to engage in collective bargaining with the employers in line with provisions of Article 41(5) of the Constitution.

The Article stipulates that “every trade union, employers’ organisation and employer has the right to engage in collective bargaining.”

This now means workers, through unions will be free to negotiate for new pay increases which the commission had frozen.

The SRC in June froze salary increments for all civil servants for two years starting July, dampening their prospects of better fortunes amid tough economic times brought about by the Covid-19 pandemic.

The suspension affected basic salary, allowances and benefits of all government workers prompting unions to threaten to stage “a mother of all strikes.”

However, teachers have already signed a non-monetary CBA that will lapse in June 2025.

This means that the parliament’s revoking of of SRC directive does not change anything in the CBA teachers’ unions signed with their employer.

Despite the fact that teachers may have to wait for four years to enjoy enhanced salaries, they will enjoy enhanced leave days and flexible transfers that would help bring closer families that had been separated by distance.

TSC Set To Raise Minimum KCSE Grades For Teacher Trainees’ Teaching Subjects

The only body mandated to alter the Minimum Entry Requirements for all teachers wishing to be employed by the government in Kenya, Teachers Service Commission, TSC is gearing up for major reforms in the education sector.

These reforms in teachers’ minimum grades for teaching  subjects- areas of specialization will usher in a new era of professionalism and excellence in the teaching profession.

Details at our disposal now  indicate that the Teachers Commission, TSC, is proposing that minimum KCSE grades in teaching subjects, areas of specialization be raised from the current grade of C+ plus to B- minus.

According to the proposal by TSC, teachers who will taking learners theough Junior Secondary School (JSS) And Senior Secondary School (SSS) as outlined in the Competence Based Curriculum, CBC, will have to undertake training in three subjects.

Currently, teachers in secondary schools teach two subjects.

The commission has however proposed that the minimum entry mean grade into colleges and universities will remain to KCSE Mean grade of C+.

At the same time, the teachers’ employer is proposing the scrapping off of the Bachelor of Education Science and Bachelor of Education Arts. The two courses will be replaced with Bachelor of Science and Bachelor of Arts respectively.

These proposals are clearly outlined in the policy document by TSC titled, Framework for Entry in the Teaching Service. Students intending to train as teachers will have to first undertake Bachelor of Arts or Bachelor of Science courses for a period of three years majoring on the key subjects and, thereafter, undertake a Postgraduate Diploma in Education for a period of one year for teaching at junior and senior school and SNE (Special Needs Education.

“All the 8-4-4 and Competency Based Curriculum (CBC) students must undertake first, Bachelor of Arts or Bachelor of Science courses for a period of three years majoring on the key subjects and, thereafter, undertake a Postgraduate Diploma in Education for a period of one year for teaching at junior and senior school and SNE (Special Needs Education),” the document stipulates.

Other recommendations are that the minimum qualification for entry into teaching in Kenya at all levels be a diploma in Education.

The proposals according to the commission are meant to equip educators with enough knowledge and practical experience on teaching.

Backlash

The proposals have already elicited mixed reactions with lecturers and the University Academic Staff Union strongly opposing them.

According to some critics, this could be a way of reducing the ever ballooning wage bill in Kenya as per the recommendations given by the World Bank.
