TSC Bows to Pressure, Agrees to Pay for Teachers’ TPD Training

The Teachers’ Service Commission has finally bowed to pressure from Parliamentary Education Committee and agreed to incorporate the cost of TPD training for all teachers starting July for the 2022-2023 cycle.

According to the teachers’ employer, TPD training will resume in July after the closure of both primary and secondary schools.

The most intriguing part of it all is the fact that TSC-employed teachers currently serving on Career Progression Guidelines which require teachers to undergo refresher modules to horn their skills will not be forced to pay for TPD from their already squeezed meager pay.

In the year 2022, the Teachers Service Commission acknowledged the indispensable role played by TSC-employed teachers in ensuring effective curriculum implementation but later SRC decided to freeze salaries for all civil servants for the next two years.

This paved way for a non-monetary Collective Bargaining Agreement for the next four years. To add insult to injury, the TSC introduced compulsory Teacher Professional Development Modules, and TPDs and directed all teachers to enroll in the programmes immediately.

Few teachers enrolled for TPD and the selected universities and institutions were forced to temporarily halt TPD which has been shrouded in mystery for the past few months.

At some point, teachers were a bundle of nerves worried that the TSC may opt to slash their annual leave allowances to pay for TPD.

TSC has finally solved the impasse surrounding the TPD training fee. Confirmed sources now indicate that the Teachers Service Commission will meet the full cost of TPD training starting July 2022. This is after the national treasury allocated Sh 1.16 billion for TPD training.

TSC TPD Budgetary Allocation 2022-2023

Every July, the Teachers Service Commission will henceforth receive an extra allocation for teachers’ TPD Training amounting to Sh 1.16 billion given the huge number of TSC-employed teachers.

This, therefore, means that teachers will no longer part with Kshs 6,000 every year to meet the cost of TPD training.

Refund for Teachers Who Had Paid for TPD Training

The answer to whether the TSC will refund teachers who had already paid for TPD training remains unclear and no one seems interested in demanding a refund for teachers who had enrolled for TPD refresher courses.

This stalemate may continue for some time especially now that the teachers’ unions have successfully lobbied to have TSC meet the cost of TPD training.

Seeking a refund of the TPD training fee for the affected teachers, therefore, means that the unions will be contravening and contradicting the very course that they have been fighting for.

Latest report indicates that teachers can now undertake the programme with ease after it emerged that the members of the parliament included ksh.6000 in the estimate budget. This will help teachers to offset the burden of paying Ksh.6000.

 

According to Bomet Central Member of Parliament Ronald Tonui ,” I Thank Parliament for being friend of teachers despite opposition from the executive which has insisted each teacher gathers for the Program”. According to Tonui teachers will now undergo the training without spending shilling.
