The Ministry of Education will release Kshs 8.2 billion to expand infrastructure in Kenyan secondary schools.

The move is aimed at facilitating the 100 per cent transition policy in all Kenyan schools.

According to the Education Permanent Secretary Dr Belio Kipsang, the funding from the World Bank will be used to construct science laboratories in schools.

According to the PS, the investment in infrastructure is part of the government’s wider plan to encourage students to embrace science and innovation in all schools.

Dr Kipsang said this during the opening of the Nova Pioneer Schools for Innovators and Leaders, an Eldoret-based international Private secondary school.

The PS also said that the Ministry aims to complete the recruitment of the 10, 000 teacher interns before 2019 elapses to guarantee 100 per cent transition of learners in Kenyan schools.

Besides, the recruitment of intern teachers will put students in public schools at par with their counterparts in private institutions especially now that the 1:1 learner: textbook ration has been achieved.

He also said that at least 200,000 of the 2019 KCPE candidates will join private secondary schools.

Their father lives in Nairobi and he has not come home for the past two months.

The perpetrator had gone to look for his mother at 9.00 p.m. but she was not in.

He came back at 11.00 p.m. and tried to knock the door but no one answered.

The suspect then decided to break his mother’s window after he heard suppressed laughter and talk.

Filled with mad rage, the suspect savagely attacked his elder brother using a panga and called upon the neighbors to witness the indispicable act of his elder brother and mother.

The attack left his elder brother badly wounded.

When the police arrived at the crime scene three hours later, the victim had already succumbed to the injuries and the suspect was at large.

The body of the deceased has been transferred to Kisii Teaching and Referral Hospital for post mortem.

The victim’s mother come lover has also been arrested to help the police in their investigations.

2021-2022 School fees structure for all secondary schools in Kenya

The Ministry of Education has released the 2022/2023 school fees structure for all secondary schools under the government’s Free Day Secondary Education (FDSE) programme.

The new guidelines shows the amount of school fees to be paid by parents in National Schools, Extra County Schools, County, Sub-county and special schools. Here are the new guidelines from the Ministry;

GUIDELINES ON IMPLEMENTATION OF FREE DAY SECONDARY EDUCATION FOR 2022/2023

Priorities of secondary education are guided by strategic objectives articulated in the Medium Term Plan III (2018-2022) of Vision 2030 and the Constitution of Kenya In this regard, the Government of Kenya (GOK) will continue with its effort to maintain one hundred percent (100%) transition from primary to secondary education.

Hence, the decision to enhance the maintenance and improvement in 2019 to help schools meet some maintenance and development needs will continue to apply in 2022/2023.

This budget component will be used to improve existing infrastructure and in some cases put up new facilities to ease pressure on existing facilities.

The guidance on the use of this vote as provided in 2019 during the actual disbursement of funds will continue to apply in 2022/2023.

Schools will therefore continue to operate with merged votes in 2022/2023 to enable these schools meet some of their critical needs in a flexible manner.

 FDSE CAPITATION TO SCHOOLS

  • The school must register and update learners records in the NEMIS platform

Below are the full details of the upcoming TSC Salary Increment

Teachers and civil servants are among the biggest winners in President Kenyatta’s last budget of Sh3.31 trillion as he leaves office next year.

The Teachers Service Commission (TSC) will receive an extra Sh15 billion for the 2022/23 financial year, with sources saying the additional money is for a pay rise and hiring of new teachers.

Civil servants will also get a salary increment as the National Treasury has allocated an extra Sh70.8 billion to ministries for recurrent expenditure, including the annual pay rise.

Treasury Cabinet Secretary Ukur Yatani has allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh296.6 billion from Sh281.7 billion this year.

A member of the National Assembly Education Committee told the Nation yesterday that, the additional funding “is to appease teachers who are unhappy and that the government would want to do something about it on an election year.”

This year, TSC, citing hard economic times, offered unions a non-monetary 2021-2025 collective bargaining agreement (CBA), which teachers have protested.

The Salaries and Remuneration Commission (SRC), which announced a two-year freeze on civil servants’ pay rise in July, yesterday explained that, the extra money factored in the ministries’ budgets is for the annual salary increments.

General Election

“Every year, civil servants get a pay rise to cater for several factors including the cost of living and this amount is easy to determine each year. However, this is different from the salary increase through CBAs that has been frozen for two years until the economy recovers,” SRC Head of Corporate Communications Anthony Mwangi told the Nation.

The Independent Electoral and Boundaries Commission (IEBC) will get an additional Sh7.33 billion to conduct next year’s General Election.

IEBC’s funding is set to rise from Sh14.35 billion to Sh21.68 billion for expenses like printing ballot papers, remuneration of poll officials, among others.

The education sector has maintained its lead as the largest spender with an additional allocation of Sh21.97 billion for key programmes on implementation of the Competency Based Curriculum (CBC).

Among the expenses is Sh8 billion for building new classrooms.

The draft 2022 Budget Policy Statement (BPS) states that, the Education ministry’s allocation for the 2022/23 financial year is set to increase to Sh525.9 billion from Sh503.97 billion.

Mr Yatani has allocated ministries Sh1.344 trillion for recurrent spending for the 2022/23 financial year, up from Sh1.273 trillion.

Ministries are also set to receive additional funds for development spending as the BPS proposes to increase capital allocations to Sh730.59 billion, up from Sh668.37 billion.

The budget is, however, subject to parliamentary approval.

National Security will get the lion’s share of the additional revenue allocation in the new financial year.

Treasury has raised national government spending by Sh133 billion from Sh1.942 trillion in the current financial year to Sh2.075 trillion in the next.

A third of the extra funding –Sh40.89 billion — is earmarked for the Ministry of Defence and the National Intelligence Service (NIS). The higher allocation to the two is on the back of next year’s General Election and the unfolding security crisis in the region.

The Defence budget has increased to Sh157.56 billion, up from Sh119.75 billion this year even as the President continues to place key government entities under the military, including the Kenya Meat Commission (KMC).

The NIS budget is set to increase to Sh45.52 billion, up from Sh42.45 billion.

Another big winner is infrastructure, energy and ICT docket that will get an additional Sh32.5 billion.

Its budget has risen from Sh335.8 billion to Sh368.3 billion, with the State Department of Infrastructure securing an allocation of Sh211.4 billion up from Sh195.2 billion.

Transport will receive Sh10.79 billion, up from Sh10.77 billion, while energy will get Sh85.14 billion from Sh73.88 billion.

President Kenyatta’s Big Four projects have been allocated additional funds, meaning the President wants his legacy development projects continued by the next administration.

The allocation for affordable housing has increased from Sh15.28 billion to Sh20.04 billion in the new budget towards construction of over 40,000 low-cost housing units.

KUPPET SUPPORTS NYUMBA KUMI TEACHING, URGES TSC TO REWARD TEACHERS WHO TAKE PART IN THE NOBLE COMMUNITY-BASED LEARNING PROGRAMME; LATEST TSC NEWS

KUPPET SUPPORTS NYUMBA KUMI TEACHING, URGES TSC TO REWARD TEACHERS WHO TAKE PART IN THE NOBLE COMMUNITY-BASED LEARNING PROGRAMME; LATEST TSC NEWS

The Kenya Union of Post Primary Education Teachers, KUPPET has hailed government efforts to reach out to the disadvantaged learners who do not have access to digital learning.

The union further urged the Teachers Service Commission, TSC to find a way of rewarding teachers who will be actively involved in the Nyumba Kumi community-based learning program set to be rolled out in September by the education ministry.

“KUPPET fully supports the government’s plan to roll out community-based learning in conjunction with the Nyumba Kumi initiative. We urge our members to come up with creative ideas to engage learners in their respective localities, estates, and villages.  We will also work with the Teachers Service Commission to devise a point-based system for recognizing teachers who will participate in this noble program,” said KUPPET.

Teachers have also been reminded to bear in mind the social needs of learning during these perilous times.

“Away from curriculum subjects, teachers must bear in mind the social needs of learners in these perilous times and provide a  broad-based approach program encompassing mentorship, guidance and counseling, hygiene andCOVID-19 awareness, life skills, values, and community service,” added KUPPET.

So where does KUPPET’s proposal leave the teachers?

For those tutors who are planning to dodge the program, there will be dire consequences since TSC has got multiple ways of killing a rat.

Previously, the Commission has found ways of rewarding teachers. For instance, relief teachers who came in handy when the education sector was almost brought to its knees by incessant industrial strikes by the then TSC employed teachers were given more marks during TSC recruitment interviews.

This gave them an upper hand as opposed to their fellow interviewees who failed to take part in the exercise.

KUPPET THANKS THE GOVERNMENT FOR RELEASING FUNDS FOR BOM TEACHERS’ SALARIES AND SUBORDINATE STAFF

Through a press statement, the union has also expressed a lot of gratitude towards the government for finally hearkening the cries of BOM teachers.

“KUPPET commends the government for providing salaries to teachers employed by boards of management in public schools and other workers. We thank President Uhuru Kenyatta and the CS for Education Professor George Magoha for hearing the cries of the workers,” wrote KUPPET in part.

It also reiterated the indispensable nature of BOM staff since schools cannot effectively run without them.

“BOM staff is indispensable to the normal functioning of public school,” added KUPPET.

This is after CS Magoha announced that all the 72, 000 teachers employed by the BOM in public schools will receive stipends as from next week.

KUPPET has been pushing for the payment of BOM teachers’ salaries for the past four months. The union is happy that the government has acted in direct response to their pleas.

“The government’s action is in direct response to appeals by KUPPET. Since the very start of the covid-19 outbreak, the union has been at the forefront calling for a package to cushion the most vulnerable Kenyans economically.as a member of the National Education Response Committee, we strongly pushed for the payment of BOM teachers. The union also lobbied parliament to provide the funds,” said the union.

FREE EDUCATION FUNDS

The union further requested the government to release full capitation funds for schools to enable them to develop sufficient infrastructure aimed at ensuring social distancing ahead of schools reopening in January 2021.

“In addition to cushioning teachers, security staff, and other employees, the funds will enable schools to continue meeting their obligations for utilities including electricity, water, telephone, garbage collection, and other necessities. We further urge the government to release full capitation funds for schools to enable them to develop the infrastructure necessary for complying with Covid-19 protocols by January 2021,” said KUPPET.

COMMUNITY-BASED LEARNING MAY HIT A SNAG DUE TO THE FOLLOWING REASONS

COMMUNITY-BASED LEARNING MAY HIT A SNAG DUE TO THE FOLLOWING REASONS

Community-based learning may take a while to be fully implemented owing to the rigorous steps involved.

Besides, there are a number of stakeholders who have to take part in one way or another to ensure its success. These include parliament, health, TSC, ministry of interior, and education.

THE PROCESS OF IMPLEMENTING COMMUNITY-BASED LEARNING

To start with, parliament has to validate the community-based learning guidelines released by the Teachers Service Commission this month before they are implemented.

Speaking in Eldoret, education CS professor George Magoha said the program is yet to receive a nod from parliament and key players such as teachers’ unions.

A meeting shall be convened between education officials and the legislators to take the members through the guidelines and approve the program.

Secondly, the Kenya Institute of Curriculum Development, KICD is expected to come up with a teaching guide, which teachers will follow during the process of implementing CBL. This will ensure no learner is disadvantaged by virtue of where they are.

Thirdly, teachers, and education officials who will take part in the program will undergo training.

Upon registration of teachers, the education ministry through the Teachers Service Commission is expected to assign teachers classes with a maximum of 15 learners.

Chiefs and assistants should also identify appropriate venues for learning.

TSC GUIDELINES ON COMMUNITY-BASED LEARNING

In case, you have not gone through the TSC guidelines on community-based learning, you can have a quick glimpse below:

Role of Teachers in Community Based Learning (Nyumba Kumi Learning)
Teachers will play a pivotal role to ensure the success of the program.  In this respect, teachers will be expected to carry out the following activities:

Heads of institutions should be in school at least once per week to supervise and monitor the program.

Utilize the Nyumba Kumi program to ensure that all learners participate in the program.

Set up a face to face program of engaging not more than 15 learners while strictly observing the Ministry of Health Guidelines and protocols. This engagement should be at least 4 hours a day at no charge.

Organize the learners as much as possible according to their classes and/or age groups to ensure that the topics under discussion are relevant, suitable, and appropriate to the group.

Sensitize and educate the learners on the guidelines and protocols issued by the Ministry of Health towards the containment of the Covid–19 pandemic.

Identify in consultation with the officials from the Ministry of Education and Ministry of Interior, suitable places like community halls or open spaces where a conducive environment may be created to enable learning to take place within the community. Such places should be well arranged in strict adherence to the Guidelines and Protocols issued by the Ministry of Health.

Develop a daily activity-based program for engaging learners on life skills and values such as weeding, cultivating, grazing animals, storytelling, planting, debating life issues, hygiene, and other related activities.

Provide learning activities in reading and numeracy and other subjects of interest to learners to keep them engaged.

Develop task-based activities for learners to undertake during the session or while with their parents at home.

Utilize available radio, television, and online content within the reach of children to make learning interactive.

Assign reading and exercises to learners for home study.

Conduct remote daily or weekly follow up with students and parents.

Utilize local resources during the learners‘engagement.

Offer guidance and counseling and psychosocial support to learners.
Monitor the progress and the status of learners and provide information to Curriculum Support officers.

Note: The Code of Regulations for teachers and Code of conduct and Ethics for Teachers shall prevail.
