SRC CRACKS WHIP ON GOVERNMENT EMPLOYEES AGAIN, COUNTY GOVERNMENT EMPLOYEES LOSE BENEFITS IN ALLOWANCES

The Salaries and Remuneration Commission, SRC has released a new circular seeking a salary review for all county government employees at the executive.

The circular, dated July 8 and addressed to all county governors, county secretaries and secretaries to the county public service board indicating the Commission’s recent activities aimed at slicing and/or abolishing some undeserved allowances paid to state and public officers.

“The Salaries and Remuneration Commission conducted a job evaluation exercise in the public service. As part of its implementation, the SCRC has recommended a salary review for the county government employees at the executive. The review was to be implemented in four phases taking into consideration the overall affordability within a sustainable fiscal framework,” reads the circular in part.

The government has already implemented the first three phases of the salary review for county government employees at the executive in job groups A to S in July 2017, July 2018, and July 2019 respectively.

According to the Circular, SRC is now seeking to harmonize salaries for all civil servants and put an end to the regular industrial action occasioned by salary disparities.

During the first two phases of salary reviews, the Commission merged job groups A to F to ensure that the salary was within the statutory minimum wage.

Phase three affected job groups G to S and is set to end on July 1, 2020.

Slashed salaries
The review of salaries by the SRC has greatly affected the salaries and allowances paid to county government workers with most allowances being merged and others sliced.

The newly revised salaries shall apply to county government employees who were in service on or before July 1, 2020.

Allowances

House Allowance
According to the SRC, house allowances will be paid based on the revised standards for the public service citing reference number SRC/TS/MDP/3/1/2 (2) that dates back to August 11, 2015.

Commuter allowance
According to the Commission, commuter allowances will be paid as per the office of the President circular ref. number OP, CAB, 23/ 1A dated June 30, 2006, on the implementation of new transport policy in the public service and the ministry of service for public service circular on payment of commuter allowances.

Daily subsistence allowance
SRC says that the daily subsistence allowance shall be paid as per the SRC circular on review of rates and cluster classification for purposes of payment of daily subsistence allowances local travel as captured in ref. n. SRC/ADM/CIR/1/13 Volume IV dated November 10, 2017.

Hardship Allowance
This allowance will be paid based on the latest circular on clarification on designated hardship areas in the civil service.

Medical allowance
This will be paid as per the circular on the medical scheme for public officers serving in the county governments as cited in ref. no SCR/TS/CGOVT/3/61 dated December 19, 2014.

TEACHER PROFESSIONAL DEVELOPMENT (TPD) FRAMEWORK AND ROLL OUT OF STRUCTURED TPD IN KENYA

BACKGROUND

● Teacher Professional development are either formal or informal activities that registered teachers undertake in order to continuously improve their pedagogical skills, management skills and learner outcomes.

● Teachers in Kenya have been involved in TPD for many years. But the TPD programmes had some shortcomings.

Common shortcomings with existing TPD Programmes (2016)

✔ The programs do not address individual teacher’s performance gaps.

✔ The programs do not provide equal opportunity to all teachers

✔ The programs are not compulsory nor continuous

✔ The programs do not offer any motivation for continuous learning.

Why the shift

21st century demand: Learners in the 21st century are confronted with increasingly complex social cultural, economic, technological, and global challenges; teachers therefore must prepare learners who possess sophisticated, diversified, and complementary competencies that will enable them to navigate through these challenges.

Global trend: Most European countries, America, Australia and some African countries have developed comprehensive TPD programme.

Conceptualization of TPD in Kenya

Teachers just like with other professionals, participate in professional development to learn and apply new knowledge and skills that will improve their competence and leadership capacity through structured programmes developed by a regulator.

TPD in Kenya is established as a coordinated and structured professional development by TSC.

All TPD programmes organized by the Commission or by accredited service providers will be based on the Kenya Professional Teaching Standards (KePTS), a set of competency standards that describe what a Kenyan teacher should know and be able to do for improved learning outcomes.

Learning activities in TPD will be delivered through prescribed modules developed by the commission.

Kenya Professional Teaching Standards

• Standard 1: Teacher Promotes Professionalism throughout their Career

• Standard 2: Teacher has Pedagogical Content Knowledge and understanding of competency based Curriculum and how to implement it.

• Standard 3: Teacher has knowledge on assessment and reporting

• Standard 4: Teacher Knows how to Create and Support Inclusive Education Practices

• Standard 5: Teacher knows and promotes comprehensive school health and safety

• Standard 6: Teacher has knowledge of financial literacy skills

• Standard 7: Teacher knows and practices instructional leadership.

DESIGN AND STRUCTURE OF TPD

The TPD program is structured into six (6) sequential levels corresponding to competency level of the teachers. Each level has a corresponding TPD Module.

It will take a teacher 5 years to complete one module for a particular level.

A module is organized in 5 chapters and covers all the the seven KePTS standards.

TPD Service providers will deliver each module on behalf of TSC.

Teachers are expected to enroll and undertake a TPD programme on face to face session once a year during a school holiday.

During the other two school holidays, teachers will undertake TPD through online.

Assessment of TPD

TPD activities will be evaluated based on authentic assessment which will include :

• Renewal of Teaching Certificate.

RENEWAL OF TEACHING CERTIFICATE

For renewal of the teaching certificate, a teacher must have completed 5 chapters of a module and provide documentary evidence of having successfully completion.

Upon commencement of the TPD Programme, all serving teachers will be required to acquire Teaching Certificate renewable every 5 years, while the subsequent applicants for Certificate of Registration will be issued with both certificates.

Accreditation of TPD Service Providers

TPD service providers must be recognized and registered with the Commission to offer services which must address the 7 KePTS

The Commission will accredit various categories of TPD service providers as follows:

Category 1: Government institutions mandated to capacity teachers: Will align to at least one of the seven KePTS

Category 2: Non government organizations in partnership with the Commission. Will align to at least one of the seven KePTS

Category 3: Organizations selected through competitive tendering system. Will use the Commission’s prescribed modules with all the seven standards.

Funding of TPD programmes based on the prescribed modules

Direct costs: Individual teachers will pay the service providers a capacity building fee.

Indirect costs: The Commission will meet the indirect costs like monitoring of the programme.

MONITORING, EVALUATION AND REPORTING OF TEACHER PROFESSIONAL DEVELOPMENT

The Commission shall undertake continuous monitoring and evaluation of TPD programme to quality assure, offer professional support and give feedback on the training programmes.

READINESS FOR THE ROLL OUT OF TPD

The following activities have been carried out in preparation for the national rollout

• Four TPD service providers have been identified and accredited

• At least 30 facilitators from each of the TPD service providers have been trained on how to facilitate sessions based on prescribed modules

• Online delivery of TPD introductory module was piloted in June, 2020

• The Commission has signed contracts with the TPD service providers.

TSC BOSS DR NANCY MACHARIA SEEKS TO TERMINATE KNUT RECOGNITION AGREEMENT

NO MORE AGREEMENT

The Teachers Service Commission has issued an official notice to terminate its agreement with the embattled Kenya National Union of Teachers, KNUT.

Through a letter to KNUT dated 4th November, the TSC Boss Dr Nancy Macharia said that the agreement signed 51 years ago will be watered down on grounds that the union’s membership is currently way below the required number.

According to Citizen Digital News, the Commission issued a two-months- notice to KNUT following the provisions of Clause 2 of the Recognition Agreement between the Teachers Service Commission and KNUT.

The Recognition Agreement which the TSC seeks to revoke was established on 15th May 1968.

The reason behind TSC’s action is that the union does not have the simple majority of unionisable employees according to the TSC employment as at 4th November 2019.

If the commission dissolves the agreement then the union will no longer bargain on behalf of teachers.

In the notice, the Commission also says it has written to the National Labour Board to terminate the agreement.

This sparks a new wave of emotions especially given that the Commission last week formally terminated KNUT Secretary General-Wilson Sossion’s contract as a teacher.

Through a Gazette notice by the TSC dated 29th October 2019, Wilson Sossion was further blacklisted meaning he cannot teach in any school, whether public or private.

The Teachers Service Commission, TSC is mourning the loss of their former mouthpiece Kihumba Kamotho. Preliminary details indicate that the afore-mentioned passed on while receiving treatment at the Mater Hospital following an unconfirmed illness.

He leaves behind a legacy having served the Commission during turbulent times. Teachers have been taken aback by this latest development given that he just exited service giving the baton to Ms. Beatruce Wababu.

Ms. Wababu obviously seems to be fairing on well having streamlined communication between teachers and their employer. Since assuming office, there has been active communication between the Commission and its employers.

Kihumba will be remembered for his stinging remarks that left teachers demoralized and humiliated most of the time. May his soul rest in eternal peace.

Fourteen counties had more male than female candidates in the 2022 KCSE examination compared to 17 counties in 2021. These encompass: Mombasa, Kilifi, Tana River, Lamu, Turkana, Samburu, West Pokot, Kajiado, Narok, Homabay, Migori, Garissa, Wajir and Mandera.

Seven counties with high gender disparity in favor of female candidates during the 2022 KCSE examination encompass Kirinyaga, Kiambu, Kitui, Meru, Tharaka Nithi, Vihiga, and Kisumu.

 KCSE 2022 Results Performance per Subject

 

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

There were 190 (8.80%) candidates with special needs who obtained an overall grade of C+ and above in the 2022 KCSE examination.

 

ACCESSING OF THE 2022/2023 KCSE EXAMINATION RESULTS

This is what the just unveiled BBI report has in store for teachers, learners in Kenya

Admission rules governing the admission of Kenyan learners to boarding schools may change in new proposals that dictate to have only half of the learners emanating from their home county.

This, therefore, means that the rest of the learners in boarding schools should be admitted from the other, foreign counties to address the ugly ethnic antagonism and competition currently evidenced in the sector.

The Building Bridges Initiative (BBI) report released yesterday also proposes that less than half of the teachers deployed by the Teachers Service Commission (TSC) to boarding schools should be drawn from other counties.

“Ensure that secondary boarding schools that are publicly funded have representation from different counties amounting to at least 50 percent of the student body. The Ministry of Education should develop a policy to guide this requirement. This recommendation should also apply to teachers,” reads the report in part.

BBI Proposals on form one admission

The report also proposes that pre-selection of students to all the Special Needs Educational centers including Starehe Boys Centre, Starehe Girls, Moi Forces Academy (in Nairobi and Lanet), Utumishi Boys Academy, and Moi Tea Girls be done separately.

Currently, admission to national government schools is purely based on merit, equity, and candidates’ choice of schools subject to the availability of slots in particular schools.

 

The selection of students to the second tier of schools, extra-county on the other hand is based on a 20:40:40 ratio, usually spread across the host sub-county, the host county, and other counties respectively.

The available slots in the third tier of schools-county are shared out between the sub-counties on a 20:80 ratio, distributed across the host sub-county, and the other sub-counties respectively.

BBI Proposes uniform criteria for all learners

These criteria apply to all candidates regardless of whether they took their Kenya Certificate of Primary Education, KCPE in private or public schools.

The BBI report also proposes that MOE adopts clear policy guidelines that discourage local recruitment and staffing of teachers, depending on the circumstances.

BBI on TSC Delocalization Policy

TSC delocalisation policy has been divisive, with unions protesting its implementation.

Teachers’ unions have argued that the process separates families and sends aged and sickly teachers far from their families, thus frustrating provision of quality education.

In its report, the BBI taskforce noted that ethnic antagonism and competition were a major threat to Kenya’s success and to the very continuity of the nation.

“To strengthen social ties and promote unity among all the communities, stakeholders recommended that the Ministry of Education review the curricula to introduce and integrate teaching of national unity, character, and cohesion to learners during their formative or early years,” says the report.

The report also recommends the review of policies in the education sector that promote social integration, especially in regard to admission to schools and institutions of higher learning.

“Kenyans agreed with the BBI report that deliberate efforts should be made to ensure a national outlook in the student and staff population in every school,” it says.

The report also proposes that programmes be put in place for cultural exchange and integration between different schools so that learners can grow to appreciate the different cultures and dynamics in Kenya.

Cultural diversity

The report proposes that school curricula feature compulsory components on history, cultural diversity, knowledge of major religions, including traditional ones, and the relationship between the Constitution and our cultures/religions.

“The Ministry of Education and TSC, in consultation with stakeholders such as parents and teachers’ associations, the private schools alliance, churches and other stakeholders in the education sector, should revise the school curricula to include cultural diversity,” reads the report.

It also proposes that the capacity of teachers be built to reorient them to the new programme.

On fighting corruption, the report proposes that education curricula, from the earliest to the most advanced levels, include ethics and civic components as a prerequisite for graduation. “The Ministry of Education and the Kenya Institute of Curriculum Development to introduce ethics and civic components in the education curricula,” it says.

It says the government is not doing enough to promote technical vocational education training and wants emphasis put on Science, Technology, Engineering, and Mathematics subjects among young people for Kenya’s industrial growth.

Nominated MP Gideon Keter  has come up with a bill proposing to have the Higher Loans Education Board, HELB reduce its interest rates from the current 4% per year to 2 %.

HELB Penalties

Currently, students who default are charged a 4% interest rate per year which according to HELB helps the board generate at least 3.74 billion annually, money which is used to fund the studies of tertiary level students who are yet to graduate.

If the bill goes through, HELB says that the National Treasury will be obliged to bridge the gap that is likely to surface and finance the studies of students who are likely to be affected by the lowered interest rates.

This consequently means that the National Treasury will have to set aside Kshs 1.87 billion yearly to facilitate the ongoing HELB programme.

HELB Interest Rates

The maximum interest rate charged by the Higher Loans Education Board, HELB stands at 4 per cent of the Principal amount per annum.

According to HELB’s data, the total amount of interest generated per annum is Kshs 3.74 billion which is collected from the Kshs 752, 327 owed to the Board.

The total amount of money owed to HELB is 93.6 billion.

HELB Beneficiaries

So far, over one million Kenyan students have benefitted from HELB loans. This translates to Kshs 113 billion spent on the students.

By February 2020, there were over Kshs 492, 227 mature loans that should be cleared by HELB beneficiaries who are ready to settle their debts.

Another group of HELB debtors who owe the Board Kshs 184, 046 are already actively paying their loans. This batch will not be charged interest rates. They are exempted from HELB penalties.

Currently, HELB has a total of Kshs 76, 054 defaulters.

The Teachers Service Commission, TSC, has honoured 31 teachers who have consistently demonstrated exemplary performance in teaching, management and effective delivery of the curriculum for quality education.

The teachers are drawn from all over the country.

“I wish to state that the process of identifying the teachers to be rewarded today has been done in strict conformity to the TSC Performance Recognition, Reward and Sanction Policy Framework. All the 31 teachers will be feted based on the rewards system outlined in this TSC policy – which stresses on meritocracy and detailed due diligence in recognizing staff.” Said TSC Boss Dr. Nancy Macharia during the celebrations of this year’s World Teachers Day.

“I wish to state that we are not in any way suggesting that the 31 teachers are the only remarkable teachers we have in the practice. In fact, this number is just the tip of the ice berg. And we, at the TSC, will keep finding more ways to ensure all our teachers feel recognised and appreciated for their work.” She added.

The Teachers Service Commission announced additional, replacement and deployment teaching vacancies for both primary and secondary school teachers.

Following the advertisement of TSC Teaching posts in September 2020, interested candidates already applied for the positions before September 14,  2020.

According to the official TSC recruitment schedule for September 2020 teaching vacancies, the sensitization of TSC regional directors took place on September 8, 2020.

Online applications were closed by September 14, 2020, after which TSC will generate applicants’ merit lists and send them to various counties.

Respective counties will then come up with their customized recruitment schedules entailing interview dates, and venues.

Some counties have already released 2020 TSC recruitment schedules.

TSC Breaking News Today: Members of parliament are now moving a petition to split the teachers service commission and deny it some powers which shall be handed to a new commission.

 

The former Knut Secretary General Wilson Sossion appears to be at the forefront seeking to split the commission and give teachers another commission. In his proposal, Sossion said that the teachers’ service commission should be split, teachers be given a new paymaster.

 

 

 

According, to Wilson Sossion, TSC will be left to deal with employment and discipline cases.

 

Sossion seeks to base his argument on what is taking place in the police sector. This sector has the national police service and IPOA.

 

 

 

The disappointed Wilson Sossion said that the commission s trespassing their duties. With a lot of concern, Sossion noted that the commission is punishing and demeaning teachers instead of protecting their interests.

 

He further said that the commission is up and down to ensure that all teachers remain poor and submissive to society.

 

Wilson Sossion also accused the teacher service commission of failure to remunerate teachers and protect their payslips just as other professions do. This has killed the morale of teachers across the country.

 

Sossion argues the commission has been given more power than even the ministry of education which should not be the case.

 

According to Sossion, this power given to the teacher service commission has proved to be very dangerous to the life of a teacher. He says they have been standing on the way to give directives to the Salaries and Remuneration Commission, SRC. Even at a point when SRC feels that teachers should be paid well, the commission stands against and rejects the offer.

 

 

 

Teachers have received this move with jubilation having hopes that it will bear fruits. If the petition succeeds and is put into law then TSC will have to work in partnership with another commission for purposes of consultation before any action is taken.

The latest raft of proposals by CS Magoha may see parents pay more in school fees when schools reopen in January next year.

The proposals seem to have passed on the Covid 19 burden to the parents.

The proposals are contained in a document dubbed  Guidelines on Health and Safety Protocols for Reopening of Basic Education Institutions.

Closure of schools

Key among them is the planned closure of some schools permanently so that the government can focus on day schooling as opposed to boarding.

The CS further argued that boarding school should only be considered for students who travel from far.

Consequently, parents should be prepared to transfer learners to neighbouring schools as a plan B.

The document also wants all schools to ensure learners have access to handwashing facilities, face masks, thermoguns, disinfectants and more toilets and bathrooms.

All classes and lecture halls must have running water.

In order to achieve social distancing which necessitated a prolonged closure of schools, the CS proposed to have makeshift classrooms in cases where teachers can teleconference to ease congestion.

All subordinate staff will be provided with personal protective gear. Those at the kitchen department will need clearance certificates before handling food.

Learners should also shun away from any form of sharing be it books, pens or personal items such as school attire.

Schools will also have to be subjected to mandatory inspection by MoH and education ministry officials.

The implementation of these proposals will cost billions. The CS has therefore implored upon parents to sacrifice for the sake of their children.

” Parents, schools and the government will have to dig deeper into their pockets. All the proposals will cost billions but we have to sacrifice for the sake of our children, ” said KUPPET secretary general Akello Misori in an interview.

The Kenya National Union of Teachers Secretary General Mr Wilson Session has however asked the fovergover to meet the cost of implementing the proposals in stead of overburdening parents whose resources are already overstretched.

BOM teachers’ salaries to be paid

White smoke is in the offing as tutors put it for teachers employed by school management boards.

This is good news for the numerous greuates who have been forced to live a dog’s life for over four months now.

For the past few weeks, the mainstream media has highlighted the plight of teachers employed by the BOM and finally, someone has paid attention.

Confirming the good news, education CAS Zachary Kinuthia said that the ministry has heard the cry of these teachers and realized how hard they have been hit by the pandemic.

Consequently, the government is planning to issue stipends to the affected teachers and compensate them for the tough times.

“As government, we have heard their cries. I want to assure them something will be done,” said Mr Kinuthia.

“We expect whatever the Government will do on this matter, the BoM will consider not just the BoM teachers but also the rest of the BoM staff such as cooks, matrons and even watchmen,” stated Kinuthia.

He further noted that the situation had grown dire for the tutors as they depended on the management for their daily bread.

Since the pandemic struck, a section of teachers have turned to President Uhuru Kenyatta’s Kazi Mtaani initiative to make ends meet.

The National Hygiene Program (NHP), dubbed Kazi Mtaani, is a national initiative designed to cushion the most vulnerable but able-bodied citizens living in informal settlements from effects of the COVID-19 pandemic.

Enlisted workers earn a daily wage of Kshs 400 and payments are made once a week through mobile money transfer.

Private school teachers and teachers enrolled in the Board of Management (BOM) programs were the most affected by CS Magoha’s directive as government affirmed that public school teachers would receive their monthly salaries during the Covid-19 pandemic.

The youth program is now offering a chance to some of the affected teachers to earn a living as others resort to various menial jobs such as construction.

As part of the state’s plan to have a conducive learning environment when state decides to open schools, Kenya National Union of Teachers (KNUT) boss Wilson Sossion argued that the plan would be unsuccessful if a deficit of 400,000 teachers was not covered for the new teacher-student ratio to be implemented.

In this effect, he suggested that all teachers hired by school boards to be absorbed by the Teachers Service Commission to boost the Numbers.

KCSE 2019 placement results now ready

The body concerned with the placement of students to various universities and colleges- KUCCPS- has announced that it will release the placement outcomes/results for the 2019 KCSE candidates on 2nd June 2020 (Tuesday)

Anxiety and panic had gripped a number of candidates for quite some time, KUCCPS having concluded the second revision exercise on April 17TH, 2020. The current situation of the covid19 pandemic across the globe has caused untold confusion especially among the students. The virus has seen most sectors get affected irredeemably both locally and internationally. One of the severely affected areas is education, which has been literary brought to its knees!

The body in a statement announced that the placement exercise had been accomplished thus providing an opportunity for those applicants to get to know where they had been placed. This goes a long way in preparing the students psychologically on their various destinations for higher and tertiary learning.

The agency stated, “Hello, the placement process is complete, you will get to know your placement status tomorrow (2nd Tuesday, 2020) Check your student portal for feedback”,

In essence the 2019 KCSE candidates have been advised to keep an eye on their student portals for their individual feedback concerning their placement report.

It is prudent to mention that 125,448 candidates attained the minimum qualification university entry grade of c+ and above in the year 2019

The students can establish the courses and the respective colleges and universities that they have been placed by logging in to the KUCCPS student portal through KUCCPS website or KUSSPS mobile application (app)

Ideally the password should be your KCPE index number or your birth certificate number.

KUCCPS has given guidelines on all those who may not be satisfied with their placement reports, more so on the institution placed to use the given window period to apply for the inter-university transfer.

Earlier, the agency had issued a stern warning to students and parents against scammers and fake news that were doing rounds online about the KUCCPS 2020 placement results.

The Kenya University and Colleges Central Placement Service, KUCCPS has notified KCSE 2019 candidates who are anxiously waiting for their 2020/2021 placement results and admission letters to beware of fake news emanating from online scammers on the issue.

This warning comes in the wake of some online scammers peddling fake news about the 2020/2021 KUCCPS placement results and admission letters.

“Not everything you read online is true. Beware of fake news,” KUCCPS warned.

KUCCPS Revision of courses

Following the conclusion of the second revision of KUCCPS 2020/2021 Choices, applicants have been urged to be patient as the final steps of the placement process are underway.

Meanwhile, applicants have been encouraged to monitor their portals for updates.

 

Scammers and fake news

As students who applied for KUCCPS 2020/2021 placements become impatient, some online scammers and cons are likely to take advantage of the situation.

According to the agency, the placement process is yet to be completed and applicants should not worry since they will be notified via the contacts they provided while applying for the various choices.

 

KUCCPS Placement results

By this time, KUCCPS would have released the placement results just like last year. However, these are extraordinary times given the spread of the coronavirus pandemic that has paralyzed many sectors, education included.

On 15th April 2019, KUCCPS released placement results in which 89, 486 students were successfully placed on degree programmes in both public and private varsities in Kenya.  TVET institutions on the other hand  absorbed up to 98, 393 students.
