TSC Recruitment/ Replacement Scoresheet July 2021-2022: Intern Teachers To Score a Whooping 30 Marks As TSC Levelizes Diploma and Degree Holders

New TSC Score sheet 2021/2022

New TSC Score sheet 2021/2022

Intern teachers are set benefit greatly from the recruitment score sheet released by the Teachers Service Commission.

According to the score sheet, an evidence of internship will enable a teacher seeking recruitment to score a whopping 30 marks. This is an increase from 10 marks used to be awarded for interns seeking employment.

Awarding of 30 marks to intern teachers is literally making this programme almost compulsory, that without it, no chance of employment. Initially, when the programme was introduced by the commission, unemployed teachers gave it a wide berth.

At the same time, teachers who score second class upper and second class lower will be awarded the same marks for the quality of the certificate.

Additionally, diploma holders will now compete favourable with degree holders after the teachers’ employer levelized their score sheet. Here is how marks for level and quality of the certificate will be awarded for both diploma and degree holders:

SCORING AREAS MAXIMUM SCORE
Degree (BED)
First class 40
Second Class Upper 35
Second Class Lower 35
Pass 30
Degree + PGDE or BSC+PGDE
First class 40
Second Class Upper 35
Second Class Lower 35
Pass 30
Diploma + Dip Tech Education
Distinction 40
Credit 20
Pass 15
Diploma in Education
Distinction 40
Credit 35
Pass 30
Maximum Score 40

Another scoring area that has been improved is the length of stay since graduation. From the just released score sheet, duration of stay since graduation will not to matter so much as it used to be. This will undoubtedly end the tradition of those teachers who seek employment in other sectors first only for them to think of TSC recruitment few years later.

Here is how marks for length of stay since graduation will be awarded;

YEAR SCORE
2015 and Before 25
2016 20
2017 15
2018 10
2019 and After 5
MAXIMUM SCORE 25

Finally, five marks have been set aside for communication ability, co-curricular certificate of participation, academic performance of learners for the last three years and evidence of special talent.

In most cases this area is very crucial when it comes to breaking of ties.

AREA SCORE
Communication Ability 2
Participation in Co-curricular activities 1
Students’ academic performance(Exam Record for last three years) 1
Special Talent(s) 1
MAXIMUM SCORE 5

Court Blocks Schools’ Reopening, Issues Fresh Order; Education Breaking News

Live updates on schools’ reopening hitting our media house now indicate that schools might not reopen on Monday September 12, 2020 as earlier planned.

Reason? A Kisii based high court has issued fresh demands that may make reopening schools soon impossible.

According to the latest Court ruling, schools can only reopen after all Covid-19 protocols are adhered to.

This ruling follows another directive given by another court yesterday directive education stakeholders to convene an urgent meeting within three days to respond to a petition filed bordering on schools’ reopening.

These court orders are a clear indication of the low levels of preparedness among parents for the upcoming schools reopening.

After the CS Education professor George Magoha announced that schools will reopen on Monday to candidates and grade four learners, there arose several complaints about the limited timelines issued.

The majority of the parents feel that opening schools on Monday is a form of ambush since some Kenyans lost their jobs during the pandemic.

They thus want the government to help them shoulder some responsibilities including payment of fees and acquiring face masks for all learners.

While responding to the complaints raised by the parents, CS Magoha noted that no child will be sent home to collect fee or masks.

If a child turns up for learning without a mask, it is upon the schools to ensure that they acquire one for them.

The CS also called upon school management boards to rally for donor funds to help set up the necessary infrastructure for reopening.

The CS admitted that the government does not have enough funds to facilitate the implementation of the social distancing rule.

Another elephant in the room is the closure of approximately 196 private schools, leaving over 54, 000 learners stranded.

This means that parents now have to try and find admission elsewhere in less than five days.

Teachers have already complied with the TSC directive, reporting to school two weeks earlier to prepare the ground for a soft landing once learners report back.

However, it is rather unfortunate that the tutors have nothing to do other than Manning the schools since they cannot prepare official documents such as the timetable, lesson plans and schemes of work without an official school calendar and the actual number of learners.

TSC Promotion Vacancies 2023; Teachers Service Commission fresh call for 14,742 promotion slots

TSC Promotion Vacancies 2023; Teachers Service Commission fresh call for 14,742 promotion slots

Some 14,742 teachers have got reason to smile having been stuck in the same job group for years on end following the re-advertisement of TSC promotion vacancies on 4th January 2023.

This move follows the unprecedented  cancellation of TSC promotion vacancies advertized in December 2022 last week.

Now the Teachers Service Commission (TSC) has issued a new call for interested and qualified applicants.

Teachers’ unions and other educators opposed the previous advertisement, claiming that it was discriminatory and did not take into account teachers in C2 and C3 who had been on the job for a long time.

TSC has now stated that primary schools will receive the lion’s share of promotions.

A total of 13,713 vacancies have been announced, with 3,210 going to secondary schools and 10,507 going to primary schools.

According to Akello Misori, Secretary General of the Kenya Union of Post-Primary Education Teachers (KUPPET), all teachers who have served in various capacities as senior teachers, Deputy Principals, and Principals will be automatically promoted.

“We demand that all teachers in Job Groups C2 to C3 be promoted automatically after three years of service. We demand that no cadre be left in promotion advertisements for as long as it is currently the case,” Misori said.

He added that many principals in Job Group D3 serving in Sub-County schools had been stagnant for many years and were not considered for promotion.

According to him, the majority of teachers in post-primary education are in Job Groups C3 and C4.

The promotions, according to TSC Chief Executive Officer Dr Nancy Macharia, will be based on career progression guidelines.

Misori, on the other hand, said senior Masters in Secondary Schools is a substantive deployment according to career progression guidelines.

“The entry cadre to senior Masters Category is senior Masters IV a position teacher at C3 should be promoted to. We noticed that most schools do not have substantive senior Masters, so the majority are internally appointed where they have acted for a long time, which is illegal under labour laws,” Misori said.

He said the 1,330 teachers set for promotion are a small number when compared to the large number of teachers who have remained in this category.

Misori said the majority of those teachers are set to replace their counterparts who are leaving the service but will not necessarily be promoted.

“The majority of the advertised positions appear to be simply replacements for existing services, and thus there are no new promotions,” he said.

Overall, Dr Macharia said some 1,021 teachers will be sent to 18 ASAL counties while other parts of the country will share 13,717 teachers which will include principals, deputy principals, senior masters, head teachers in primary and secondary schools.

Four Teachers Training Colleges will also see new chief principals taking reign under Job Group 5.

Another 73 teachers are set to be promoted to chief principal status in both regular schools and in Special Needs Education (SNE) with another 603 set for principals in regular schools.

Eight places are reserved for Special Needs Education while 17 deputy principals I are also set to climb the ladder.

Those in Job Group D2 that have deputy principals II are slotted 725 places while those Deputies in cluster III for regular schools have 224 slots.

SNE will secure 15 places and 208 senior teachers in cluster II placed in the same D1 group. Senior teachers 1 in C3 got the highest number with 1,330 teachers getting promoted.

Primary schools head teachers will see 2,733 of them moved to regular school and placed under Job Group C5 compared.

Another 32 teachers in SNE will be placed for promotion with 7,720 Deputies in regular schools under C4 and 22 from the SNE replacing them.

Dr Macharia said teachers seeking promotion to the rank of Chief Principal in Teacher Training Colleges must have served as Senior Principal at T- Scale 14.

She said those in high schools must have served as Senior Principals but their Principals counterparts are required to produce proof of serving as Deputy Principal II/Senior Master I.

The Deputy Principal must possess experience as Deputy Principal II or Senior Master I T-Scale 12 while Deputy Principal II must have served as Deputy Principal III or Senior Master II. Deputy Principal III are required to have served as Senior Master III while those in Special Schools should have at least a Diploma in Special Needs Education.

Breaking: AON Minet, TSC under investigation by the Senate for humiliating teachers

Breaking: AON Minet under investigation by the Senate for humiliating teachers

The Trend “Minet Must Go” that featured on Twitter a few months ago was not in vain.

This assertion is based on the latest details hitting our newsdesk right now indicating that the teachers’ medical insurer AON Minet is currently being investigated by the Senate education committee over claims bordering on the humiliation of teachers when seeking medical care.

According to a statement tabled before the committee by nominated senator Rose Nyamunga, teachers are facing immeasurable difficulties while seeking medical treatment in the so-called AON accredited hospitals.

The Senate now wants the Teachers’ employer to rise to the occasion, save its employees from the blatant mistreatment and give them hope.

Humiliation of teachers when seeking medical attention is quite ironical bearing in mind the billions being pumped towards their medical insurance.

Double deductions on teachers’ Salaries

Besides, the Senate would like to understand why there are double deductions on teachers’ payslips for medical insurance yet they receive extremely poor services.

Last year, Minet was awarded a 9 billion tender to insure teachers. This year, the insurer won a 12 billion tender for the second time.

14 billion has been set aside for teachers’ medical insurance in 2021.

The interrogations are at the preliminary stages with KNUT Secretary General Wilson Sossion having been summoned to appear before the Senate to respond to the allegations levelled against Minet.

Sossion is also expected to respond to the allegations, in a statement, beforehand.

Other parties involved in the probe include AON management, TSC and KNUT.

Outpatient services for teachers

One of the allegations levelled against Minet is the extremely low capitation on teachers’ outpatient services.

It has emerged that some teachers are entitled to very low capitation-Kshs 900 which should apparently cater for the doctor’s consultation fee, tests and drugs.

Given the meagre amount allocated, teachers are obliged to pay for some of the tests and buy drugs using their own money.

Delayed AON approval

Another challenge that the teachers are facing is delayed approval by their medical insurer, AON Minet for them to receive medical care.

According to Ms Nyamunga, this puts teachers’ lives at risk since some approvals take up to 1 month.

Substandard services

The Senate has also noted that teachers are treated to substandard services that do not commensurate the double deductions on their payslips.

There are restrictions barring teachers from seeking medical services from any hospital they prefer.

Besides, the majority of the AON accredited hospitals are ill-equipped and lack qualified staff.

“The teachers of this country are frustrated and feel that  their lives are at risk owing to the extremely poor services offered under Minet,” read Ms Nyamunga’s statement in part.

A letter seen by our media team dated October 26, 2020 addressed to KNUT Secretary General Wilson Sossion and signed by the Senate clerk Jeremiah Nyengenye is a clear proof that things may never be the same again.

2022 KCSE Knec Examiners Down Tools  Over Delayed Allowances and Poor Payment Rates per Script: Check the List Demands Fronted by KCSE Examiners

2022 KCSE Knec Examiners Down Tools  Over Delayed Allowances and Poor Payment Rates per Script: Check the List Demands Fronted by KCSE Examiners

KCSE Knec Examiners currently stationed at Starehe Girls Center one of the Officially designated marking centres this year are apparently basking instead of carrying on with the marking of 2021 KCSE scripts.

According to sources whose details we will not reveal given the fact that Knec marking is a matter of national security, the examiners on a go-slow right now.

The ongoing marking and processing of results of the recently concluded KCSE exams is therefore facing threats after examiners in the marking centres staged a mild disruption of the exercise decrying delayed pocket allowances, review of travel allowance and script marking fees.

According to sources, the disgruntled examiners are demanding for an increase in script parking fee from the current 52 shillings to 75 schilling per script among other grievances.

According to videos doing rounds on social media, hundreds of examiners stationed at Starehe Girls Center were seen chilling in the field at this hour when serious marking is supposed to be underway.

The go-slow is threatening to affect the successful completion of the process in record time given that education cabinet secretary George Magoha had stated that the exercise will officially end this week on Friday 15th.

The marking of the exams is happening in some selected secondary schools and tertiary institutions depending on the subjects.

The institutions include, Alliance High School, State House Girls, Sunshine High School, Starehe Girls, Limuru Girls, Thika High, Buruburu High school and Alliance Girls among others.

Magoha also assured that marking in all centres is being executed under strict and meticulous guidelines to ensure exam integrity.

University education and research principal secretaries Simon nabukwesi also promised that immediately after the release of results, KUCCPS will execute its mandate of placing students and the candidates will hopefully start joining universities as early as June this year.

2020-2021 KCSE Results: List of top 10 schools and candidates

It is now officially confirmed that the anxiously longed for Kenya Certificate of Secondary Education, KCSE Results for the year 2020 will be released today on Monday May 10, 2021.

This is according to the Education CS Professor George Magoha who last month announced that the official release date for the 2020-2021 KCSE Results is on Monday May 10 2021.

Besides this, a privy source close to the Council has confirmed that indeed all cameras are ready to roll at Mtihani House today.

Now all eyes are trained towards CS Magoha to officially release this year’s KCSE KNEC Results.

KCSE Results Release Today; Top Schools on Our Watchlist KCSE 2020-2021

As usual, giant schools will seek to dethrone each other  as they compete for the Top 10 KCSE 2020-2021 Best  Performing Schools.

Giant Schools to watch during the KCSE Results 2020-2022 include:

Kenya High School which emerged top in the 2019 Kenya Certificate of Secondary Education (KCSE) examination results.

In the results released on in 2019 by Education CS Prof. George Magoha, Kenya High School broke the record after it produced 76 A plain grades .

Kenya High was followed by Kapsabet Boys High School and Alliance High School at third position.

The top student was Buluma Tony Wabuko from Kapsabet Boys High School who scored an A plain of 87.159 points.

Buluma was also among the top candidates when he sat his KCPE exam in 2015 having scored 433 marks at St. Thomas Aquinas, Nakuru.

During that year, the top KCPE candidate registered 449 marks.

Cancelled/Withheld KCSE Results

This year’s KCSE exams were marred with a lot of examination irregularities bordering on early exposure of examination papers.

50 teachers contracted by the Kenya National Examinations Council to man the 2020 KCSE national email have already been sent packing by the Teachers Service Commission after being adversely mentiobed in the aforementioned heinous crime.

There is fear among candidates that the KCSE Results for those who were involved in examination malpractices may have their results nullified.

During the release of the KCPE 2020-2021 Knec Results however, President Uhuru Kenyatta directed Knec not to cancel results for candidates involved in exam irregularities.

During the 2019 KCSE exams, results for 1,309 candidates were canceled due to exam irregularities, although there was no case of exam leakage reported.

There was marked improvement in the year’s overall performance compared to the last three years.

“As proof that our reforms are coming of age, today I will be releasing results that show marked improvement in performance compared to those of the last three years. This is indeed a confirmation that our teachers are now preparing candidates better and that the learners themselves can now engage in studies knowing well that their performance depends on individual input,” said Prof. Magoha during the official release of the 2019 KCSE Results.

BREAKING NEWS: BUSINESS BROUGHT TO A STANDSTILL IN MOLO TOWN, NAKURU COUNTY AS MTONI POLISI BURST ITS BANKS TODAY

FLOODS IN MOLO TOWN AS MTONI POLISI RIVER BURSTS ITS BANKS

Business has been brought to a standstill in Molo Town following a heavy downpour yesterday which resulted in Mtoni Polisi River bursting its banks.

Residents of Molo and other surrounding towns such as Turi, Elburgon and Total have henceforth been forced to use an alternative path via the dilapidated railway line to access the town and the two bus stages-Town and Keep Left.

Motorists have also been obliged to use the narrow passage to access the town.

Being an agricultural town, many lorries transporting food such as cereals, vegetables, carrots, peas, tomatoes and Irish potatoes are still holed up in Molo.

Nissans which normally ply the Kisii-Nakuru route and pro boxes which carry passengers from Total to Molo have also been forced to park as they await help from the government.

HOME-BUDGET SUPERMARKET, MOLO

Some of the affected businesses include the famous Home Budget Supermarket in Molo, Mtoni Polisi Tree Nursery, NHIF-Molo Branch, the biggest Computer Shop in Molo, and Musoni Microfinance Enterprise.

St. Joseph’s Nursing Home, Molo will also witness a low customer turn-out since part of the Mtoni Polisi River has affected the Posa-Keep Left Road used by many patients to access the Hospital.

The police have also arrived but they are still stranded since they cannot compete with forces of nature.

Nairobi and Kajiado among the Most Preferred Counties by Teachers Seeking Transfers TSC Report Reveals

TSC News Today; The Teachers Service Commission (TSC) has revealed crucial statictics that may shape TSC recruitment and transfer trends in future. According to TSC Transfer List 2023, Nairobi County takes the lead in the Top 10 most preferred counties by teachers seeking transfers this year after receiving 1, 885 transfer requests. It was trailed by Kajiado County with 237 transfer requests.

Nationally, 36,277 teachers applied for transfers between November 1 last year and January 31 this year, according to data submitted by the commission to the Senate Committee on Education. Of these transfer requests, 14,733 were matched and approved while 21,544 are pending.

Top 10 Most Popular Counties and Regions among Teachers Seeking TSC Transfers

  1. Nairobi County= 1, 885 transfer requests
  2. Bungoma County= 1, 336 transfer requests
  3. Mombasa County=340 transfer requests
  4. Kajiado County= 237 transfer requests
  5. Embu County= 244 transfer requests

Top 10 Less Popular Counties and Regions among Teachers Seeking TSC Transfers

  1. Samburu County=9 transfer requests
  2. Turkana County=23 transfer requests

During the period, 1,885 teachers applied to be transferred to the capital city against 76 who requested to be transferred out of Nairobi. However, only 41 of the requests out of 1,162 to primary schools and four to secondary schools out of 723 had been approved by the end of January.

During the same period, 45 primary school teachers left the capital while only one secondary school teacher left. The highest number of primary school teachers (1,336) applied to be transferred to Bungoma County but also 1,074 others want to be transferred out of the county.

The deal to reverse the delocalisation policy is contained in principle in the non-monetary collective bargaining agreement (CBA) teachers unions signed with the TSC. The issue also became a campaign topic with the Kenya Kwanza Alliance promising to abolish it once they took power.

The transfer of teachers who were considered to have “over-stayed” at the same work station started in 2018 and saw thousands of teachers transferred, drawing condemnation by teachers unions, who claimed the policy had disrupted teachers’ lives.

Kajiado County also emerged as one of the most preferred counties after receiving 237 transfer requests for teachers in secondary schools against 94 who requested to be transfer out of the county. For primary school teachers, 486 applied to work in the county against 434 who asked to be taken elsewhere.

“The transfer of teachers from one institution to another is based on the need for equitable distribution and optimal utilisation of teachers, availability of vacancies in the station, the need for replacement, existing staffing norms and medical grounds certified by a registered medical practitioner,” reads the document signed by Mr Cavin Anyuor, the director for legal, labour and industrial relations, on behalf of CEO Nancy Macharia.

The document was in response to questions on delocalisation by Embu Senator Alexander Mundigi who demanded to know the breakdown of the teachers transferred in and out of Embu County. TSC data showed1,157 teachers applied to be deployed in the county while 357 others wanted to work elsewhere. Of these, 229 have already left the county and 244 others brought in. Other requests are pending approval. Ms Macharia further explained that, before approving a transfer, the commission ensures that the station a teacher is leaving has a suitable replacement and that there is a vacancy in the preferred station.

Teachers’ Salary Increments; See Why Magoha is the One to Blame for Freezed TSC Teachers’ Salary Increments

Teachers’ Salary Increments; See Why Magoha is the One to Blame for Freezed TSC Teachers’ Salary Increments

Teachers' Salary Increments; See Why Magoha is the One to Blame for Freezed TSC Teachers' Salary Increments

The Kenya Union of Post Primary Education Teachers, KUPPET has pointed a finger at outgoing CS for Education Professor George Magoha whose tenure will come to an end this August over his recent remarks that teachers will not get a penny in the name of salary increment since the government has already invested too much in the education sector.

His remarks have not only incensed teachers but also KUPPET officials who are now up in arms having discovered where the buck stops.

The fact is that much as CS Magoha is not directly involved in determining whether TSC teachers should be given a pay rise, his remarks do matter since they can be used to shape opinions and make final decisions.

Magoha was recorded n Thursday giving unsolicited advice purporting that there is no room for salary increment for teachers in the already “squeezed” government budget.

” The government is already spending 25.9% on education, although I am not in the salary docket, the 60% teachers are asking for is unreasonable,” he remarked.

Teachers’ Salaries 2022-2023; Magoha’s Unsolicited Advice

KUPPET secretary general Akelo Misori has now termed Magoha’s remarks unnecessary and uncalled for pegging the 60% pay rise on the skyrocketing cost of living.

“According to the Minister, teachers are being unreasonable in demanding their share of relief from economic effects that have pushed the teachers to the end of the tether,” said Misori.

He further said that teachers’ salary increment is an indispensable aspect of the country’s economic planning.

Since January, both KUPPET and KNUT have been pushing for a renegotiated CBA 2021-2025 that may see teachers gain monetary benefits technically referred to as pay rises or salary increments.

“Not only have teachers’ income been eroded by high inflation over the years, but they do also deserve salary reviews under the 2021-2025 Public Sector Review Cycle which they were denied last year owing to the biting effects of the Covid-19 pandemic,” Misori added.

Details of the 60 percent KNUT pay rise

Teachers are demanding a 60 per cent salary increase, which they want implemented immediately.

Knut secretary general Collins Oyuu said the high cost of living has pushed for a rethink of teachers’ salaries.

“We have commenced a structured negotiation with the employer to see to it that a 60 percent salary rise is awarded to teachers,” Oyuu said.

Oyuu spoke during a press conference at Knut’s head office in Nairobi.

He called for a review of the 2021-25 collective bargaining agreement, which was signed with non-monetary benefits.

“The human resource benefits are both to the teacher, the employer, and everyone in this profession,” Oyuu said.

The 2021-25 CBA had non-monetary benefits including extended paid maternity leave for female teachers and introduced paternity leave for male teachers.

However, Oyuu said it’s high time the Salaries and Remuneration Commission considers increasing teachers’ salaries.

“The inflation rate at the moment does not allow us to continue having boardroom meetings with our employer. The economic times are extremely harsh,” he said.

Oyuu said these demands formed part of the discussions held between TSC and Knut from July 7 to July 9.

The official promised that the union and TSC have a formidable relationship going forward but said this will not hinder the union from fighting for teachers’ rights.

“This time around we have put it squarely and barely that teachers have an irreducible minimum demand. Teachers want money and not stories,” he said.

Knut also wants TSC to address the issue of payments for the Teachers’ Professional Development which are footed by the teachers.

Oyuu said TPD is a good idea that will help teachers, but faulted TSC for failing to sensitize teachers about the programme.

“We however discovered that TSC did not invest in sensitizing teachers on its need, usefulness, involvement, and its benefit, and that’s why it was met with resistance,” he said.

Teachers are supposed to pay Sh6,000 for TPD, which Oyuu said should be catered to by the government.

TPD seeks to help teachers renew their professional certificates every five years.

“The union in its intervention canvassed to have the National Assembly appropriate Sh4.5 billion for the purpose of purchasing modules in TPD, this money was availed,” Oyuu said.

Teachers are required to undertake in-service professional training lasting five years and get their certificates renewed.

The professional development will run for 30 years and has six modules each lasting five years.
