The fast-approaching national elections on the 9th of August this year, 2022 have necessitated the Ministry of Education (MOE) officials to plan on changing the earlier issued school calendar.

Earlier the ministry of education had issued the 2022 School Calendar that had planned the learners’ half-term break for the second term to fall on the 11th of August 2022. This would be precisely two days after the forthcoming 9th August general election implying that the schools will be in session on the D-day: Voting Day.

Consequently, the ministry of education officials has communicated the need to adjust the calendar to ensure that learners take their half-term break before the election date. This will enable the institutions to be used as polling centers.

Following the repeat presidential election precedent set on the 26th of October, 2017, officials from the ministry of education have maintained that all schools must be closed during the election dates to pave way for the national exercise. This is in the background that most schools if not all are used as polling centers.

Officials observed that ” During the repeat presidential election, the ministry made a slight adjustment to the school calendar to accommodate the exercise. It will be the case this year since the elections will be held in the middle of the term so there is no cause for alarm”

In the 20217 August 8 elections, Schools were closed earlier than scheduled to allow IEBC to use the institutions voting and tallying centers.

While speaking on the same, the education Cabinet Secretary, Professor George Magoha has warned against the destruction of school property during the polling period.

A revised school program for the current year shows that the Second term commences on July 11 and runs for 10 weeks until September 16 while the third term will start on September 26 and run-up to the November 25th.

It is obvious that as the country prepares for the general elections, Learning institutions are also rushing against time to cover most of their syllabus at least by the time the 9th August General election is held.

The Teachers Service Commission, TSC has received a backlash from teachers on social media after the Commission denounced a list containing details of all school administrators in all the 47 counties.

This is after the Commission advised tutors to ignore the lengthy document doing rounds on social media on grounds that the document did not originate from the Commission.

“A lengthy document circulating on social media and which contains names purporting to be of school administrators is fake. It has not originated from TSC. Please ignore it,” wrote the Commission on its official tweeter handle.

Responding to the TSC post, some concerned tutors are simply perplexed by the Commission’s denunciation. Some do not understand how such a lengthy document could find its way into social media platforms.

Some teachers have challenged the Commission to clean its house instead of allowing corrupt individuals to leak important information to the public only for it to disown the information a few days later.

“Who is the originator and where does that person obtain very confidential information of school heads and other administrators from?” challenged one of the teachers.

Another tutor also wondered where such confidential information such as TSC numbers, work station, names, and grades/ job groups could be obtained from. Surely, there is no way such credentials can be made up.

Other critics have also attributed the leaking of important information regarding teachers’ issues to bloggers who are in most cases correct.

They thus challenged the Commission to take charge of crucial information before it loses its grip.

“Going through the document, almost everything is real. From schools, TSC numbers to job group placements. These documents are leaked by some bloggers who are close to TSC officials at the Headquarters,” argued another.

The Commission has since been challenged to take charge and sue those responsible for exposing such confidential information before it loses its grip.

 

Marginalized Counties

According to the details contained in the fake document, some counties have got more chief principals while others have got none.

For instance, Kiambu County has got the highest number of chief principals in the country, seventeen out of the total 151.

In the second position is Homabay County with 10 followed by Nyeri which has got nine.

Isiolo, Lamu, Kwale, Marsabit, Tana River and Turkana counties on the other hand have none.

Chief principals are the highest-ranked teachers who are entrusted with the responsibility of managing national and extra county schools with over 1, 000 learners.

They earn the highest salary between Sh 111, 201, and Sh 152, 937 per month. They are set to earn an increased salary starting July 1, 2020 between Sh 121, 814, and Sh 157, 656.

When it comes to Senior Principals, the second-highest rank, Murang’ a County takes the lead with 60 followed by Kakamega(56), Kiambu(55), and Meru(53).

Fresh details have emerged about today’s education stakeholders’ crisis meeting. According to Citizen TV, the nation expects a detailed update touching on crucial changes in schools’ reopening dates.

The meeting will largely address the confusion surrounding the resumption of learning in the country six months after the sudden closure of primary, secondary, and tertiary learning institutions aimed at containing the further spread of the novel coronavirus.

In a letter dated September 7, 2020, the CS education professor George Magoha invited major education stakeholders to a special national conference to chat the post-covid-19 future of our education sector with a specific focus on reopening of schools.

Monday’s stakeholders’ meeting specifically focuses on chatting the path to allowing KCPE and KCSE candidates to report back to school this year to clear the syllabus and consequently sit national exams early next year.

UNIVERSITY STUDENTS MAY RESUME ONCAMPUS STUDIES SOON

University students are also likely to resume on-campus learning as was the case before. Sunday marked the 10th straight day of a coronavirus positivity rate below 5%.

According to the ministry of health officials, 14 straight days would indicate a flattening curve.

Meanwhile, the CS and his team are visiting various schools to assess the level of preparedness ahead of reopening this month.

Following pressure from various stakeholders to have schools reopened, the education ministry might be considering the possibility of reopening basic education learning institutions before January 2021.

Besides, the number of Covid 19 positive cases is reducing gradually in Kenya hence providing an opportunity for schools to reopen Soon.

Consequently, schools have to be inspected ahead of the planned reopening to assess their level of preparedness.

Elimu Scholarship targets 110 sub-Counties and 15 urban centres with informal settlements.

ELIMU SCHOLARSHIP ELIGIBILITY AND REQUIREMENTS

Anyone seeking the 2020 form one Elimu Scholarship MUST:

1. Be a poor and vulnerable child from a financially unstable home.

2. Have sat for the 2019 KCPE exam from public primary schools within the targeted 110 sub-Counties and 15 urban centres with informal settlements. The 110 Sub-Counties have been selected based on the National Government’s administrative areas as per the year 2015.

3. Have attained at least 280 marks in the 2019 KCPE exam. For affirmative action, however, 2019 KCPE candidates who are orphans and/or from highly vulnerable communities and those with disability or special needs who attained below 280 marks may also stand a chance.

4. Candidates with special needs and disability include those with physical, visual or hearing impairment, albinism, autism, dyslexia and other learning disabilities.

5. 2019 KCPE candidates whose parents or guardians disabled hence compromising or limiting their ability to meet their financial obligations and other parental responsibilities.

6. Candidates whose parents are living with chronic illnesses such as HIV/ AIDS that could make them incapable of fending for their families.

7. Candidates whose families have been hit by extreme poverty hence unable to raise the required school fees.

8. Candidates who have been greatly neglected abused and denied support to continue with their education.

TSC Deployment Requirements Retained in spite of CBC; A big blow to All Primary Teachers With Degrees And Masters as TSC Reaffirms Minimun Entry Grades for Deployment of P1 Teachers to Secondary Schools

Teachers Service Commission (TSC) has reaffirmed that it will not lower its grades for teachers who are seeking to teach in primary and secondary schools despite mounting pressure from relevant stakeholders.

Currently, the minimum requirements for one to teach in secondary school are that the teacher must score a minimum KCSE mean grade of C+ and at least C+ in the two teaching subjects.

This undoubtedly a blow to primary school teachers who had furthered their studies to attain degrees in a bid to be considered to teach in secondary schools yet they did not attain C+ in either KCSE or the two teaching subjects.

On the other hand teachers who intend to teach in primary school will only be allowed to teach subjects they scored a C plain in their KCSE exam.

While addressing head teachers in Mombasa, TSC Deputy Director of Staffing Antonia Lentoijoni said although the qualification requirements were not popular with teachers, they would improve quality of education.

“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.

It is increasingly clear that the decision now locks out teachers who scored C- or C and have degrees from going to teach in secondary school, despite a suggestion by Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade 7 and 8 in junior secondary school because several of them have masters degrees.

The Kenya National Examinations Council (Knec) Chief Executive David Njengere also told the same meeting that the Competency Based Curriculum (CBC) education system will go a long way in changing lives of Kenyan children.

Njengere stated that CBC favours every child whose talent will be developed without being subjected to examination.

“You cannot have sustainable development in a country where others are being excluded from participating in the development of the country just because of they did not pass an examination,” stated Njengere.

In the 2019 KCSE results, the school registered a mean score of 10.01 (B+ Plus).

NO MORE QUEUES AT THE TSC

DIGITAL TSC

The Teachers Service Commission has kicked off the process of digitizing teachers’ information to enhance the efficiency and security of their high profile data.

The TSC director in charge of quality assurance, Reuben Nthambuiri has confirmed this.

He said that the system will be put in place as from November this year.

Nthambuiri further lauded the new digital system saying it will ease the hectic and rigorous procedures that teachers and other stakeholders have had to bear trying to retrieve their files.

He further added that digitization was a fame Fatale, a necessary evil if the system must run without any hiccups.

LOST FILES
Many a time, Kenyan teachers have been frustrated at the Teachers Service Commission headquarters following lost files.

The most interesting bit of it all is the miraculous resurfacing of the lost file after a teacher parts with two or three thousand shillings.

This declaration, therefore, is a big relieve especially for teachers because they will no longer fall prey to the numerous vultures who are masquerading as faithful “servants” at the TSC headquarters.

Nthambuiri broke the great news when he spoke at Bomet during the TSC open day.

Speaking at the function, Bomet Governor Hillary Barchok requested the TSC to deploy more teachers to the county since Bomet was understaffed.

He also backed up the whole idea of digitization saying that this is the right time to go digital given that the government has already rolled out the new Competency-Based Curriculum, CBC.

The teacher who is also the owner of the Precious Top Talents Academy, Mr Moses Wainaina was arrested after part of the school collapsed claiming eight lives. Scores of other pupils sustained injuries.

The aggrieved parents accused the government of using the accident to intimidate and harass the school proprietor.

They also faulted the CS for Education Professor George Magoha for forcefully transferring their children to schools which have been posting very poor results.

Parents hence queried the motives behind Professor Magoha’s directive.

Besides, they complained of the torture that their children will be subjected to for they will have to trek for a very long distance to their new school (s).

This long trek is likely to put their children at the risk of wild animals and sex predators.

2019 KMTC 87TH GRADUATION CEREMONY

The Kenya Medical Training College KMTC gladly invites all graduands and other education stakeholders to its 87th Annual graduation ceremony which will take place on Thursday, December 5 this year at the KMTC Graduation square, Nairobi as from 10.00 a.m.

All graduands are expected to arrive by 8.00 a.m.

KMTC 2019 GRADUATION FEE, REHEARSAL AND CERTIFICATES
All graduands should pay a graduation fee of shs 2, 500 each.

The graduation fee should be deposited to any National Bank Branch, KMTC H/Q REVENUE A/C: 01003058521700.

Graduation booklets and gowns will be issued between 13th November and 29th November at KMTC, Nairobi to graduands who have met their part of the bargain-paying the graduation fee.

The rehearsal date is on 4th December at 10.00 a.m. at the KMTC Graduation Square, Nairobi.

Graduation certificates will be issued immediately after the graduation ceremony, to graduands who would have cleared and returned the graduation gown.

Graduation gowns should be returned by 16th December, 2019. Failure to adhere to this deadline will attract a penalty of Kshs 100 per day.

Coronavirus now spreads to the Counties in as reported cases of Gender-based Violence triple in Kenya

As the Kenyan Government confirms 8 more coronavirus positive cases in Kenya today, Dr Mwangangi has confirmed that the Coronavirus pandemic has now reached the county levels in Kenya.

This brings the total number of covid 19 cases in Kenya to 216 on Tuesday March 14, 2020.

Nairobi, Mombasa and Kilifi Counties still remain the epicentres of the pandemic.

Nakuru County has recorded 5 coronavirus cases, Nyamira County (1) and Kisii County (1).

Although most of the patients have a travel history, some involve local transmissions.

In the last 24 hours, the MOH has tested 694 samples and out of this, 8 turned out positive.

5 are Kenyans while three are foreigners. Nairobi recorded 6 covid-19 cases, Siaya recorded one while Nakuru recorded one on April 14, 2020.

Out of the 8 new covid 19 cases, 6 have a travel history.

 

Tracing of contacts

Dr Mwangangi also called upon Kenyans to help the Government in contact tracing especially by monitoring their movements.

She further added that the Government is planning to effectively utilise IT in contact tracing and follow up on recoveries.

An app is being designed for contact tracing but meanwhile, Kenyans should make use of the emergency number.

Gender-based violence

Dr Mercy Mwangangi also noted that gender-based violence cases have tripled in the last few weeks following the outbreak of the pandemic.

Right now, the number of gender-based violence cases is three times more.

Sean Kipchumba from Kakamega County emerged top in KCPE 2023 results for the Western region of Kenya after posting an impressive result of 421 marks.  He was closely followed by Otieno Precious from Pendo School in the same county. In Bungoma County, Jecinta Barasa of Marel Academy emerged top with 416 while Denilson Inyanje of Abundant Life Academy Cheptulu took the lead in Vihiga County. KCPE 2023 Key Statistics  and Figures

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

  3. Turkana 57
  4. Wajir 56.91
  5. Machakos 52.79
  6. Nyamira 52.40
  7. Samburu 52.39
  8. Baringo 52.31
  9. nandi 52.50

Five Counties recorded underage candidates, 12 years and below. These include:

  1. Baringo 7.3
  2. Wajir 6.3
  3. Bomet 5.99
  4. Kericho 5
  5. West Pokot- 5.77

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

8525 2023 KCPE Candidates garnered 400 and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates

All the 2023 KCPE candidates will join secondary schools in the third week of January. Candidates who did not have the golden opportunity of sitting for the 2023 KCPE national tests have been advised to register their details at the nearest education offices so that they can be factored in the upcoming special examination which will be conducted in January 2024 to ensure they continue their studies.

2023/2024 Form One Selection Dates

The 2023 KCPE candidates will be selected to join sub county, county, extra county and national schools in January 2024. All secondary school principals, chief principals and senior principals will report to the nearest education offices on Monday November 27, 2023 to conduct the nationwide exercise. The 2023/2024 form one placement will last two weeks.

TSC CEO POSITION SHOULD BE FILLED THROUGH A COMPETITIVE RECRUITMENT PROCESS, STATES TSC ACT  

Teachers Service Commission, TSC CEO Dr. Nancy Macharia’s term expired on Tuesday amid confusion whether it will be automatically renewed now that the position is yet to be declared vacant.

According to the Law Society of Kenya, the position should be declared vacant and filled on a competitive recruitment process.

When asked to give their opinions on the matter, teachers’ unions and the Commission distanced themselves from the matter.

TSC Act dictates that whenever a vacancy arises in the Commission, it shall by notice in the Gazette declare the vacancy, come up with a selection panel and invite qualified and interested applicants to apply for the post.

Although the TSC Act gives room for the reappointment of the secretary after serving for five years, the requirement for competitive recruitment directs that once the term expires, the position be declared vacant and filled on a competitive basis.

 

On Tuesday, the Law Society of Kenya, LSK received news that plans to renew TSC Boss’s term for another five years were underway. This prompted the LSK president Nelson Havi to draft a letter to the Attorney General to stop the reappointment of Dr. Nancy Macharia.

According to the letter, all members of the Commission must undergo the process of approval by Parliament and be appointed by the President.

LSK, therefore, urged the Attorney General to give advice on what should be done next. According to Nelson Havi, advice from the AG’s office will help clear the air and dismiss speculations arising from various quarters.

It will also ensure that the decisions made are accountable, unquestionable, and within the confines of the Supreme law of Kenya.

Failure to subject the position to a competitive selection process will stir a lot of controversies that will open a can of worms.

“It is our hope that whatever decision is reached in relation to this matter will be in accordance with the law and informed by the prevailing national context which includes unresolved crisis over the appointment of judges, an emerging crisis over perceptions of declining diversity in the composition of persons who hold key positions in the public administration,” adds Mr. Havi.

NO COMMENT

When asked about the speculations, TSC Communications Director Beatrice Wababu declined to comment on the matter saying the letter was not copied to the TSC.

“The letter was sent to the Attorney General and not us. Legally, it is not right for us to comment on the issues. We will wait for the AG to give direction on the matter,” said Wababu.

Teachers’ unions have also jumped the bandwagon after refusing to comment on the matter saying that they do not deal with individuals.

KNUT, whose wings seem to have been clipped following the endless arm twisting between the Secretary-General and the TSC said that even though the issues raised by LSK are pertinent, the union cannot respond to the matter before the AG gives his advice.

KUPPET Secretary General Akelo Misori also said that unless the letter is directly addressed to the union, the union cannot give any comment on the matter.

The Ministry of Education has publicized plans of allocating more cash for infrastructural development ahead of the 2023 form One double Intake.

This is after confirmed details emerged showing that more cash has been set aside for the setting up of more classrooms for the first cohort of CBC learners who are set to join high school in January 2023.

The latest details reaching us today indicate that the Teachers Service Commission is also priming itself for a major shake-up that will see more than 36000 P1 teachers with diplomas, higher diplomas, degrees, masters and PhDs deployed to Junior secondary schools to ease the workload clearly evident today.

The Teachers Service Commission has reorganized the reporting structure for teachers in a deliberate move to improve service delivery.

In an internal memo, Chief Executive Officer Dr Nancy Macharia said regional directors, county directors and sub county directors will report directly to her office.

The Research and Data Centre Division, she said, shall functionally report to the Commission Secretary/Chief Executive, but administratively to the Director of Information, Communication and Technology (ICT).

“The Human Resource Management (Secretariat) shall functionally report to the Commission Secretary/Chief Executive,” she said, adding that the function will administratively report to the Director Human Resource Management and Development (HRM&D).

The changes will be effective from December 15, 2021 and will not affect other reporting relationships.
