Professor Magoha today released the 2019 KCPE results. Here are key highlights from his speech:

PROFESSOR MAGOHA’S VOTE OF THANKS

He began by thanking all the education key stakeholders for making the KCPE monitoring and evaluation exercise a success.

He also sincerely thanked the Presidency whose efforts towards ensuring a successful coordination of the KCPE 2019 exam was noted.

Professor Magoha further discouraged the use of unorthodox means to cheat in the KCPE 2019 national exam.

One of the most notable cases was in Nyandarua, a privately-owned examination centre dared to engage in overt cheating.

10 people and 8 examination KCPE officials were arrested following the 2019 KCPE exam irregularities.

Professor Magoha also took pride in the fact that no single 2019 KCPE exam question was leaked.

PROFESSOR MAGOHA ON TEENAGE PREGNANCIES

According to Professor Magoha’s speech, more than 50 cases of Teenage Pregnancies and births were reported during the 2018 KCPE national exam.

Consequently, the Ministry of Education launched an awareness campaign in all parts of the country to reverse this sorry state of affairs.

The campaign bore fruits since, in the year 2019, cases of teenage pregnancies drastically reduced to 10.

PROFESSOR MAGOHA ON THE 100% TRANSITION- FORM ONE SELECTION

Professor Magoha also said that President Uhuru Kenyatta has requested the Ministry of Education to ensure that all KCPE candidates get admitted to secondary schools.

He further added that the Ministry has already put in place measures to support the initiative.

Besides, the Government has set aside sh 8 billion to build classrooms and laboratories in 110 sub-counties across 30 counties next year.

ELIMU SCHOLARSHIP PROGRAMME FOR NEEDY LEARNERS

In a bid to enhance the Free Day Tuition programme in secondary schools, the Government will offer full scholarship opportunities to 9,000 form one students from targeted regions.

The full scholarship programme is called ELIMU SCHOLARSHIP PROGRAMME.

The programme will be run by Secondary Education Quality Improvement Project.

COMPETENCE BASED PROGRAMME, CBC 2019

Professor Magoha assured Kenyans that the Ministry of Education is well prepared to ensure a successful rollout of CBC at Grade 4 next year.

So far, the printing of Grade 4 textbooks will be concluded on 25th November while the distribution will be over by 17th December 2019.

He also took pride in the great stride made by the Ministry of Education-achieving a 1:1 learner: textbook ratio in both primary and secondary schools.

AKOTHEE’S “WILD” NATURE TAMED

Henry Ole Kulet, a prolific Kenyan author, in his text ‘Blossoms of the Savannah” suggests that ‘women are like cows that need to be dehorned to avoid accidental injuries’. I do not know how true this statement is but the Kenyan musician Akothee’s drama nearly proved it. Dressed in a revealing green micro miniskirt, she paraded her goodies before all sundry at a “members only” restaurant located in Parliament. This led to an ensuing confrontation between the adamant Kenyan musician and parliament orderlies that lasted five minutes.

MEETING
Esther Akoth popularly known by her stage name Akothee was going for a meeting with the nominated Member of parliament Mr David Sankok when security officials at parliament denied her entry until she covered her nudity! The sergeants at arm milled around her as one female security personnel blocked her way. She only sought entry into the “members only” restaurant.

LESO
Akothee was consequently offered a leso to cover her too tempting thighs. The controversial musician however stubbornly declined. It took the intervention of Honourable Rachel Nyamai (Member of Parliament for Kitui) and Soipan Tupa (women representative for Narok County) to win her over. She was later whisked off quickly through the back door.

DRESS CODE
The speaker of the National Assembly recommends that Members and any other person seeking entry to parliament should be properly dressed. The term properly dress implies a collar, coat, tie, long-sleeved shirt, long trousers, socks and a pair of shoes for males. Women, on the other hand, are expected to spot formal or business wear.

Akothee’s attempts to reach out to the media put her in more trouble. According to the rules, it is wrong for a non-member to address the media within Parliament, but Akothee just did it without blinking!

The musician argues that the only problem is her exceptionally tall legs. “My legs are taller than my skirt,” Akothee says. She further added that the meeting was very crucial. Its agenda was to help her noble foundation “Akothee Foundation.” The foundation is aimed at reducing cases of starvation and death in Turkana. She further added that that was her best!

Akothee Foundation was launched by the singer in Turkana months after she paid a visit to the hunger-stricken residents of Turkana County. The musician seeks to reach out, touch lives and make a difference. ”If you can’t feed people then try and feed one person” is her slogan. It further seeks to empower girls by providing them with sanitary towels. “By giving them pads, we are giving them wings,” says Akothee.

The MP defended Akothee saying it was unfair to embarrass her. The whole drama was uncalled for since he was the one who picked her at the gate so that she can share her vision about her campaign. Hence despite the too-long legs, Akothee’s aim was beyond reproach. It is just that her legs need some hemming.

The Government has dealt good news to the Teachers service commission after the allocation a whooping KSh 15 billion meant to effect pay rise for currently employed TSC teachers and recruitment of new teachers for the 2022-2023 fiscal year.

This is after details emerged showing that teachers are among the biggest winners in President Uhuru’s last budgetary allocation amounting to a total of Sh 3. 3 trillion as he is set to complete his reign and take his leave for good next year.

 

According to reports published by the Daily Nation, it is now confirmed that the Teachers Service Commission, TSC will receive Sh 15 billion in the 2022/23 financial year meant for salary increment and hiring of new teachers.

According to the Nation newspaper, The Treasury Cabinet Secretary Ukur Yatani is said to have allocated an extra Sh14.9 billion to the TSC. This means that the TSC budget has risen to Sh296.6 billion from Sh281.7 billion this year.

 

Taking to the Nation media, a member National Assembly Education Committee affirmed that the extra funds are meant to appease teachers who are alleged to be unhappy with President Uhuru’s regime.

Teachers will be happy now and will be perfectly represented in the next CBA negotiations. The government has been having wrangles and struggles with the Teachers Service Commission.

 

TSC Budget 2021/2022: How TSC spent the 281.7 Billion Budgetary Allocation for the 2021/2022 Financial Year

 

Just like any other government body, the Teachers Service Commission has got an estimation of its expenditure and income for a period of one year technically referred to as a budget.

Since the Commission draws its cash for operational costs from the exchequer, the Treasury has an upper role in determining how much the Teachers Service Commission bags in form of the annual budgetary allocation every June- the start of a new financial year.

The Commission thereafter has to work with the amount it has been allocated to ensure effective operations within all the departments.

If the Commission needs more money let us say for teachers’ promotions or annual increment, it has to be budgeted for in advance through formal channels such as the select parliamentary Education Committee.

TSC New Budgetary Allocation 2021/2022

The month of June marks the end of 2020/21 financial year.

In preparation for the next financial year, the government led by finance minister Ukur Yatani presented and read the budget today and allocations for each ministry.

According to what was allocated to education ministry, it seems that other sectors will gain while others will lose hence will be forced to scale down their expenses.

The greatest beneficiary was early learning and basic education that was allocated 104.0billion from 99.4 billion that was equated to addition of 5%,and teachers employer TSC that was allocated 281.7b from previous 274.0b translating to 3% increase. The government further allocated  12b to free primary education, 1b for the new CBC curriculum and 2.5 b making them main gainers of the next financial year budget.

On the other hand ,university education was the greatest loser in the coming year as it has got budget cuts amounting to 9% after receiving a lower budget down from 109.3 to 100.0% .

 

TSC Recruitment 2021/2022

Having received the lion’s share of the 500 billion allocated for the education sector, part of the 280 billion set aside for the Teachers Service Commission was used to cater for recurrent expenditure which encompass teachers’ monthly salaries and replacement of teachers who exit service through natural attrition or retirement.

On ths year’s new recruitment of teachers by the Teachers Service Commission, TSC; the Treasury was allocated a total of 2.5 billion for the employment of more than 5, 000 teachers to ensure a smooth roll out if the new Competency-based curriculum.

Despite the budget being made public, teachers employed by the Commission on permanent and pensionable terms especially classroom teachers without administrative roles had their hope  for an annual increment crashed having received a raw deal in the previous Collective Bargaining Agreement, CBA.

As schools opened this week, parents of CBC pupils were given long shopping lists entailing all the learning materials they are expected to buy to facilitate smooth learning despite the harsh economy.

One Nairobi- based school directed parents with pupils at Grade one to buy a ream of printing papers, paint colours, coloured pencils, glue and several books.

In Molo, one school wanted parents of Grade one pupils to purchase a clear file with 20 or more pockets, paint colours, Good News Bible among other things.
Replying to Brian Okulla’s tweet who expressed his view on CBC without fear or favour, parents said that this new CBC curriculum is way too expensive for the majority of the Kenyan populace.
Okulla criticized CBC saying it is as if the new curriculum was created to punish parents. He further added that he wonders how the new CBC Curriculum is supposed to work for families with several children in this tough economy.
According to the parents, when CBC was introduced, teachers promised to teach learners to improvise learning aids but now they have changed tack by making expensive demands on parents.
Other parents also complained of being “too involved” in the implementation of the new CBC Curriculum.
They are expected to take part in their children’s assignments. They questioned this involvement arguing that some parents are illiterate, so how can they help their children in undertaking some of these assignments?
CONTRAVENTION OF THE LAW?
In an interview with The Saturday Nation, Education CS Professor George Magoha made it clear that no parent will be asked to buy anything since public schools were providing textbooks and other basic materials.

KCPE 2023 Key Statistics  and Figures

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

Five Counties recorded underage candidates, 12 years and below. These include:

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates

List of Knec Contracted Professionals- Teachers Eliminated From The Knec Register Of Invigilators and Supervisors 2022

The number of teachers the Kenya National Examination Council (Knec)  deploys to administer Knec exams and assessments has tremendously ballooned over time. Consequently, the council has removed some tutors from the Knec attendance register online. According to the latest Knec News Today, some teachers are dissatisfied with the manner in which their names were eliminated from the Knec list of contracted professionals online since the Council failed to send them prior notice.

 

During the recently concluded briefings, Knec educated the hired professionals on a variety of topics, such as hiring and deploying field officers, managing and administering exams, assessing learners who follow a stage-based pathway, ensuring the quality of national examinations, handling candidates’ answer sheets, and receiving and handling scripts.

 

This is How to Mark the Attendance Register for 2022 Knec Contracted Professionals:

The contracted professionals’ attendance register is marked by the Centre Manager on a daily basis during the examination period. This shall be carried out by the Centre Manager. To mark the register:

  • Visit the KNEC contracted professionals’ portal by using the address https://cp2.knec.ac.ke
  • To log in, Type the User name and password, as provided by the Sub County Director. These log in credentials are for the examination centre and not those of the Centre manager.
  • Once logged in, mark the daily attendance for the Supervisor, Invigilator, Security personnel and the centre manager. The attendance register is marked on a daily basis during the exam administration period for the centre.
  • For the 2020 KCSE examination, the register will be marked between March 23 and April 21, 2021.
  • Mark the register online by indicating P (present) and Ab (for absent).
  • At the end of the exam administration period,the centre manager will then download the attendance register,countersign it and submit it to the Sub County Director.
  • It is important to note that any Knec contracted professional whose attendance is not marked online may miss his/her pay.

Prof. Fatuma Chege of the Ministry of Education’s State Department for Curriculum Reforms has confirmed that Junior Secondary Schools will be housed in secondary schools.

 

Prof. Chege, who sought to clarify the ongoing debate over the placement of the first batch of Grade Six candidates under the 2-6-3-3-3 curriculum to Junior Secondary Schools, emphasized that while there are primary schools that will host Junior Secondary Schools, the management and administration in such cases will be independent of the primary school.

 

 

 

“There should be no confusion between domiciling, hosting or accommodating. If you are accommodated, you are a guest, similarly when you are hosted, you are a guest, but when you are domiciled, then you belong there legally,” she emphasized.

 

The PS clarified that if a Junior Secondary School class is accommodated in a primary school’s surplus classrooms for any reason, that is merely accommodation; they do not belong to the primary school; they are domiciled in the secondary sub-sector.

 

He stated that the section will thus have its own Board and that if the government wishes to establish a Junior Secondary School using the existing infrastructure in a primary school, then that primary school will have a Junior Secondary School.

 

 

 

The PS was speaking at St. Maria Goretti Ruruguti Secondary School in Othaya, Nyeri County, where she dedicated the first complete classroom built as part of the Competence-Based Curriculum project.

 

The County planned to build a total of 166 classrooms. The State is building 11,000 classrooms across the country at a cost of Sh8.1 billion.

 

 

 

As the country transitions from the 8-4-4 to the Competency-Based Curriculum, the new classes will provide additional learning space for the more than one million students who will enter Junior Secondary School next year (CBC).

 

Prof. Chege was accompanied on the inspection tour by the Sub-County Education Officers, Deputy County Commissioners, and area Chiefs who have been monitoring the construction of the CBC classrooms.

 

Sabina Aroni, the Nyeri County Director of Education, stated that Nyeri had reached the 50% mark of project completion.

 

 

 

Aroni stated that three more new classrooms would be operational by the end of this week.

 

 

 

She pleaded with the other contractors working on the project to finish the classrooms before the March deadline.The Director emphasized that contractors who are qualified to implement Phase Two of the project will be vetted based on their performance during Phase One.

 

“We will be using the work delivered on this First Phase to vet the contractors who will take up the construction project during Phase Two of the project. Those who deliver during Phase One will be given first priority.

 

“We are still working towards ensuring that all classrooms are complete by March 6th, so that we can comfortably switch our focus to administering the national exams when that time comes,” said Aroni.

 

As the country prepared to admit the first batch of students into Junior Secondary school in 2023, the government planned to build a total of 199 new classrooms in Nyeri.Education CS Prof. George Magoha commissions CBC junior classroom at Kapsabet Girls High School, Nandi County.

 

 

The government has set aside Sh8 billion to assist in the construction of 11,600 classrooms across the country as the country transitions from the 8-4-4 system to the Competency-Based Curriculum (CBC).

 

The construction of the classrooms was scheduled to begin last month and conclude in April of this year.

 

During last year’s Mashujaa Day celebrations, President Uhuru Kenyatta announced his administration’s plans to build more than 10,000 classrooms in preparation for learners’ transition from primary to junior secondary school.

 

Uhuru directed the National Treasury to make Sh8.1 billion available for the project to support the transition from primary to secondary school in the Competence-Based Curriculum (CBC).The Ministry of Education, in collaboration with the Ministries of Interior and the National Treasury, shall establish a framework for the construction of the over 10,000 classrooms required to provide the additional learning space required for the one million new students set to enter Junior Secondary.

 

 

After completing their Grade Six National Examinations, CBC pioneer students are expected to enter Junior Secondary School the following year, while current Class Seven students under the old 8-4-4 system will enter Form One after completing their Kenya Certificate of Primary Education Examinations (KCPE).

 

At least 2,571,044 Grade Six and Standard Eight students are expected to enter secondary school the following year.

The Commission is targeting to transfer principals who have served within the same institution for over nine years, those serving in their home counties and deputy principals who have served the same institution for more than six years.

According to TSC guidelines, administrators who have attained the age of 56 or those suffering from chronic illnesses will not be affected by delocalization.
