TSC Delocalization News 2020: TSC Delocalization Lists 2020

The Teachers Service Commission, TSC has released a new list of delocalized teachers for various counties.

This comes at a time when teachers are on indefinite leave following the sudden closure of schools geared by the outbreak of the Novel Coronavirus.

The Commission has also made major changes in as far as the appointment of school administrators is concerned.

Two months ago, the Commission decentralized the process of appointing school administrators, triggering speculations that the dreaded delocalizations may hit a dead end.

However, barely two months down the line, some schools have experienced changes after heads were transferred to other stations this month.

In Nakuru County, a total of 31 schools were affected by the most recent TSC Shake-up. Consequently, 31 principals will report to new work stations come January 2021.

In a nutshell;

Chania Girls High School principal was arraigned in court for irregularly awarding a tender and forging documents to justify it.

The tender in question is worth Sh 403, 100, and was awarded to Mr. Robert Njoroge Mwangi to supply computers and computer accessories to the school.

 

The principal of Chania Girls High School Ms. Nduku Kimei Monica was arraigned in Thika on Wednesday over graft charges.

She is said to have flouted procurement laws and forging documents to irregularly award the tender.

According to the prosecution, the tender is worth Sh 403, 100, and was awarded to Mr. Robert Mwangi for the supply of computer and computer accessories to the school.

FORGED MINUTES

Reports by the Ethics and Anti-Corruption Committee EACC officials who have been investigating the matter said that Ms. Kimei did not issue a notice of termination to the bidders who were interested in supplying the accessories to the school.

The principal is also accused of forging documents for the procurement meeting which “occurred” on November 21, 2015.

“Being the accounting officer and principal of the school with the intent to influence the procurement process of purchase of computer accessories, in the school made a false document namely minutes of a procurement committee,” reads part of the charge sheet.

BRIBE

The “successful bidder” Mr. Mwangi is said to have offered a bribe of Kshs 5, 200 to the school bursar Ms. Wangeci Maina as a gift for facilitating the smooth payment of the tender.

Mr. Nnjoroge is also said to have bribed Mr. Shadrack Mutinda, a computer studies teacher of Sh 5,  000 to push for payment after his company won the tender.

The teacher also received an additional Sh 3, 100 from the bidder after the payment was made.

The three co-accused denied the charges and were released on sh 200, 000 cash bail or a bond sh 300, 000.

The case will be heard on July 21, 2020.

The Kenya University and Colleges Central Placement Service, KUCCPS has notified KCSE 2019 candidates who are anxiously waiting for their 2020/2021 placement results and admission letters to beware of fake news emanating from online scammers on the issue.

This warning comes in the wake of some online scammers peddling fake news about the 2020/2021 KUCCPS placement results and admission letters.

“Not everything you read online is true. Beware of fake news,” KUCCPS warned.

KUCCPS Revision of courses

Following the conclusion of the second revision of KUCCPS 2020/2021 Choices, applicants have been urged to be patient as the final steps of the placement process are underway.

Meanwhile, applicants have been encouraged to monitor their portals for updates.

 

Scammers and fake news

As students who applied for KUCCPS 2020/2021 placements become impatient, some online scammers and cons are likely to take advantage of the situation.

According to the agency, the placement process is yet to be completed and applicants should not worry since they will be notified via the contacts they provided while applying for the various choices.

 

KUCCPS Placement results

By this time, KUCCPS would have released the placement results just like last year. However, these are extraordinary times given the spread of the coronavirus pandemic that has paralyzed many sectors, education included.

On 15th April 2019, KUCCPS released placement results in which 89, 486 students were successfully placed on degree programmes in both public and private varsities in Kenya.  TVET institutions on the other hand  absorbed up to 98, 393 students.

Schools Reopening in Kenya

Both Primary and secondary school teachers have been directed by their employer to report back to work by Monday.

This comes as preparations to reopen schools in Kenya hit the homestretch.

Confirming the news, Teachers Service Commission, TSC CEO Dr. Nancy Macharia made the announcement on Monday following a meeting among stakeholders held at the Kenya Institute of Curriculum Development, KICD offices in Nairobi to map out a successful reopening of learning institutions.

According to a resumption program from the Ministry of Education, teachers are supposed to report to school early to make arrangements for candidates who were due to sit for their national examinations.

It is expected that the candidates will be the first cohort to resume learning in October.

“Two to three weeks after candidates return to school, the other learners would be recalled for a crash learning programme that will see second term work covered before end of December.

Third term would be covered between January and March, and national examinations will done in April next year,” says a report that appeared in the Standard on Monday.

The report further says that Education Response Committee chaired by Sara Ruto of the Kenya Institute of Curriculum Development (KICD) report which has recommended that schools and colleges resume classes next month is highly likely to be adopted. This means that all teachers and non-teaching staff could be back in schools as early as Wednesday to hold meetings and make arrangements for the term.

“Once schools open, teachers will be given instructions to complete remaining class work ahead of administration of national examinations in April next year. To achieve this, teachers will be expected to create ample time within the learning days to cover the syllabus,” says the report.

It adds: Ministry of Education guidelines require that teachers create physical distance between learners by placing desks at least one metre apart, and one metre apart from all doors to avoid any physical contact or air contamination.

This comes even as the ministry of health insists that Kenya is not off the hook in as far as containing the virus is concerned.

On Sunday, CS Kagwe clarified that the curve is not flat.

Therefore, Kenyans need to be extremely cautious to prevent reinfection.

Studies from around the world suggest that success depends on class size, distancing, the age of the students, and how prevalent the virus is, locally.

As teachers and ministry officials in Kenya try to figure out how to open classrooms, they need to keep in mind that the science they need to make these tough choices is still evolving.

A few things are clear though:

1. Most school-going children don’t become as seriously ill from Covid-19 as adults. They have much lower fatality rates. However, the question of how fast children are likely to spread the virus to teachers, staff and others still remains a mystery.

 2. Among 24 households in which at least one family member had previously tested positive for Covid-19, there was only one transmission of the virus to another family member. The study authors say that means that the schoolchildren did not get infected despite living with an infected family member, and also did not pass on the virus to other schoolchildren.

“Our study finds that students play a less crucial role in transmitting the virus than initially thought,” Jakob Armann, an author of the study and a pediatric infectious disease specialist at the University Children’s Hospital in Dresden, wrote in an email.

The Teachers Service Commission has just released a full list of TSC-employed teachers who failed to comply by declaring their wealth online via the TSC portal.

According to the TSC statistics, approximately 46, 000 teachers have not yet declared their income, assets and liabilities online despite the TSC portal being open since 1st November 2019.

According to the TSC Online Wealth Declaration statistics, Bungoma County has got the highest number of TSC non-compliant teachers- 3, 1117 TSC teachers with some schools such as St. Cecilia Misikhu Girls having 7 non-compliant teachers.

In the second position is Kakamega County with 2, 682 teachers who failed to declare their wealth online for the year 2019. In Kakamega County, Butere Girls High School set the record by producing the highest number of the 2019 TSC non-compliant teachers- 18 teachers.

Vihiga County was among those counties that had many  2019 TSC wealth declaration, non-compliant teachers.

1, 129 TSC- employed teachers in Vihiga County failed to declare their wealth online in time for the year 2019 in time.

The deadline for the declaration of wealth online is today on December 31 2019.

SERIOUS CONSEQUENCES

As the deadline nears, the 46, 000 non-compliant teachers need to be aware of the fact that failure to comply will attract serious penalties including denial of salary.

Besides, this action gives room for the government to suspect them of illegally acquiring wealth.

According to the Kenyan Constitution 2010, all public officers are required to declare their wealth online within the stipulated time lest they attract heavy penalties.

This law is clearly stipulated under the Public Ethics Act  (2003). It requires all public officers such as teachers and civil servants to declare their wealth online every two years.

The first cycle of the online declaration of wealth took place in the year 2017.

TSC 2019 ONLINE WEALTH DECLARATION: HOW TO DECLARE YOUR WEALTH ONLINE VIA THE TSC PORTAL, A SIMPLIFIED PROCEDURE

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.

Junior Secondary School JSS Bank Account; How to Open a JSS Bank Account in Kenya, Education Ministry issues circular

The Ministry of Education through the office of the Principal Secretary, State Department for Basic Education Dr. Belio Kipsang has directed all newly established junior secondary schools to open a bank account in order to run its operations parallel with primary schools.

The circular number MOEHQS/3/7/31 Vol. 1 (31) dated February 16, 2023 directed to all primary school heads through the county directors of education to ensure that grants which will support junior secondary school learners are deposited directly into the following school’s bank accounts:

  1. Tuition Capitation account
  2. Operation Capitation account
  3. School fund account for boarding facilities, lunch and transport programs.

Head teachers of Primary Schools hosting Junior Secondary Schools are required to open the listed bank accounts with commercial banks to facilitate disbursement of funds.

 

In addition, the bank details should be uploaded to NEMIS account of the Junior Secondary School. Submission of bank details through sms, printed copies, emails or any other non-prescribed format will not be acceptable.

Schools seeking to open bank accounts with financial institution should obtain written consent from Sub-County Director of Education within their jurisdiction.

 

In addition, nominated signatories to the accounts must adhere to Guidelines for implementation of junior secondary school.

 

 

The Regional Directors of Education, County Directors of Education and Sub-County Directors of Education are expected to ensure that all public primary schools within their jurisdiction have expedited the aforementioned.

 

Copies of minutes of meetings, and other documents related to opening of bank accounts for junior secondary schools should be retained at school and at Sub County Education Office for reference.

KCSE 2020-2021 Release Date; Official KCSE 2020 KNEC Results to be announced on May 10 

Although there have been several hitches linked to the marking of the 2020 Kenya Certificate of Secondary Education, KCSE national exams, the latest details at our disposal indicate that this year’s KCSE 2020-2021 Results are likely to be announced tomorrow on Monday, May 10.

This is after a source whose identity has been concealed by The Standard Newspaper confided that the English Paper III Examiners based at State House Girls had snapped and downed their tools after being forced to work under pressure to complete the rigorous process of marking the paper so that results can be released this before the aforementioned date.

The Examiners were the last ones to leave the Knec marking center on Wednesday but they staged demonstrations on Tuesday demanding their rightful dues.

The teachers further raised pertinent issues bordering on poor working conditions including poor diet, congestion in hostels, and harassment by Knec Officials.

“We are the last batch of teachers. We have a deal with poor diet, congestion in hostels, and harassment by Knec Officials. Some of our colleagues have been mistreated and it is only fair that we get our allowances before we head home,” confided the teacher.

Last month, Education Cabinet Secretary Professor George Magoha had made it clear that the 2020 KCSE Results will be released on Monday, May 10, 2021.

However, the Standard established that Knec officials were pressurizing Examiners to wind up since they were targeting to have results released this Friday.

Efforts to reach out to Dr. Mercy Karogo, Acting Knec CEO were thwarted by an indifferent attitude characterized by unanswered voice calls and text messages.

 

Unfulfilled KCSE 2020-2021 Knec Examiners’ Demands

On Monday, hundreds of English Paper III at Moi Girls Nairobi had also downed their tools following harassment by Knec Officials over cross-checking of candidates’ scores.

Some of the grievances raised by the Examiners include a poor diet, long working hours, congestion, and undue pressure.

They also complained about reduced allowances. For Instance, Knec failed to reimburse the Examiners enough fare despite the prevailing pandemic that has forced public service vehicles to hike fares.

The Council later yielded to pressure and increased the fare but the Examiners had to clear from Moi Girls Nairobi before finishing the entire marking process.

Team leaders and other lead Examiners had to remain behind to complete the remaining part.

It is rather unfortunate that the other Examiners in the 34 marking centers had been released without pay.

This is what sparked the demonstrations.

Initially, Knec would pay the contracted Examiners an advance amounting to Kshs 20, 000 and clear the balance once KCSE Results have been released.

This year, the Council slashed the advance to Kshs 10, 000 a move that the Examiners did not understand.

If anything, they have sacrificed a great deal this year owing to the prevailing pandemic to work under pressure to complete marking within the stipulated time.

The 2021 Teachers Service Commission TPAD training targeting teachers has commenced.

The activity has been scheduled to last  three days, running from 25th February to 27th February, 2021.

Apart from training on the online TPAD system, teachers will also be sensitized on emerging issues specifically COVID-19.

The Programme will take three days to complete and is expected to begin on Thursday and end on Saturday.

It has come to the attention of the teachers’ employer, TSC, that some teachers have chosen to disregard the term 2 TPAD calendar and completed filling their appraisals ‘in time.’

According to the Commission, some teachers have already fully filled their term two teacher appraisal and development tools online in spite of the term being halfway complete.

The commission finds this offensive and is likely to mete out serious punishment to such teachers and their respective heads if this continues.

TSC to punish teachers who abuse the 2021 term 2 TPAD online

The teachers service commission has therefore proposed tough disciplinary actions to teachers who mishandle term 2 2021 TPAD 2 tools.

On account of the letter sent to the headteachers and principals, the commission regrets to note that some teachers and schools have mismanaged and mishandled the TPAD.

According to the commission,TPAD is a calendar of events that must be strictly adhered to.

The commission has,however noted that some teachers have done self assessment for this term to an extent that they are through with the process whereas term 2 is yet to end.

The commission has warned that any teacher found contravening the TPAD calendar will will be held responsible and disciplinary actions taken. Such teaches may end up receiving ‘TSC show cause’ letters.

The commission now insists that the heads of schools should bring this news to the attention of teachers immediately . The commission further warns the headteachers and principals that they will not be spared either if the teachers keep contravening the TPAD calendar under their watch.

Seven counties with high gender disparity in favor of female candidates during the 2022 KCSE examination encompass Kirinyaga, Kiambu, Kitui, Meru, Tharaka Nithi, Vihiga, and Kisumu.

 KCSE 2022 Results Performance per Subject

 

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

There were 190 (8.80%) candidates with special needs who obtained an overall grade of C+ and above in the 2022 KCSE examination.

Shocking details have emerged following the discovery of a 13-year-old boy’s corpse in their house in Nairobi’s South B Estate.

The boy’s mother who is a lecturer at the University of Nairobi was consequently arrested.

KNEC Forced To Photocopy Exam To A Section Of Candidates

Kenya National Examination Council (KNEC) officials were on Monday, March 7 forced to intervene after it emerged that some Kenya Certificate of Primary Education (KCPE) candidates at Lugari Primary School, in Kakamega County were unregistered.

 

This compelled the officials to made a quick decision of photocopying examination papers for the 23 students who were affected and had already settled in the examination room.

 

Speaking to the media, Western Regional Director of Education Steven Barongo confirmed the incident stating that they were working around the clock to resolve the issue, as the national test continues.

 

 

 

Barongo stated that the ministry had contacted their officials in the area to ascertain what exactly happened regarding the students’ registration. He added that they would keep the public updated with their findings once they conclude their investigations.

“We would like to know whether the learners were registered or not and why, we shall share more information immediately we get the brief,” the official stated.

 

It was the first day of the KCPE examinations across the country with students sitting for their Mathematics, English, and composition papers.

 

 

 

On the other end, the headteacher of Rurii Primary School in Kirinyaga County John Mwangi was arrested after he refused to admit a student to the examination room over fee arrears.

 

After the intervention of the police and other ministry officials, the student was allowed to sit for the papers.

 

Investigations are still being conducted with preliminary reports indicating that the teacher will be charged with violating the learner’s right to education.

Previously, Education Cabinet Secretary George Magoha, stated that no student would miss the examination due to outstanding areas. He warned principals and school head that action would be taken against them if they turned students away.

“Primary and secondary schools will receive Ksh2.1 billion and Sh14.7 billion respectively, which is enough to keep all students in school for at least the remaining eight weeks before the term ends, hence no need to send students home.

 

 

 

“Never sympathise or become diplomatic with such institution heads ensure you send them to where they belong for mistreating students from humble backgrounds,” the CS warned then.

2019 KCPE NEWS: TOP CANDIDATES AND SCHOOLS HOMABAY COUNTY

Homa Bay County is one of the 47 counties in Kenya.

It produced a few candidates in the top 100 2019 KCPE list nationally.

Maeri Alex Curtis and Godwins Oloo Okoth were the best students in this year’s KCPE exam. Both attained 432 marks out of the total 500.

Coronavirus: Boda Boda riders in Kenya to wear masks and ferry, one passenger, at a time

The Kenyan government has projected that COVID-19 cases in Kenya are likely to soar to 10, 000 if all factors remain constant.

Speaking on Monday March 30, 2020, CS Health Mutahi Kagwe said that if the next two weeks are important in determining how deep the coronavirus pandemic has taken root in Kenya.

The Kenyan Government has, therefore, warned Kenyans to brace for tougher times especially given the weak health system in Kenya.

Boda Boda riders in Kenya have also been urged to observe hygiene to combat the coronavirus spread.

From today henceforth, Boda Boda riders are expected to wear and provide masks for passengers.

Besides, they should ferry only one passenger at a time to ensure that there is enough social distancing.

In the last 24 hours, 8 more positive coronavirus cases have surfaced bringing the total number of COVID-19 cases in Kenya to 50 on Monday March 30, 2020.

More coronavirus cases are expected in the next two weeks since the Kenyan Government has projected coronavirus cases to rise to 10, 000 by mid- April.

14 people whose samples have been collected will receive their COVID-19 results by Tuesday March 31, 2020.

The 8 coronavirus pandemic cases have been linked to Kitui (1), Nairobi (6) and Mombasa (10.

Nairobi still remains the epicenter of the coronavirus pandemic in Kenya with a total of 38 positive COVID-19 cases by Monday, March 30, 2020.

Of the 50 coronavirus patients, 26 are males while 24 are females.

Community transmission of the coronavirus

According to CS Kagwe, Coronavirus is no longer being imported. The Coronavirus is now home and it is getting transmitted among communities.

Given Kenya’s Weak health system and disease burden especially HIV/ AIDS likely, the country is likely to go through a rough time if coronavirus cases soar to the projected figure, 10, 000 by mid-April 2020.

Coronavirus curfew in Kenya

All employers have therefore been directed by the Kenyan Government to release employees by 4.00 p.m. so that they can meet the dusk to dawn curfew in Kenya.
