To the dismay of most aspiring secondary school graduate teachers, the Teachers Service Commission advertised extremely limited teaching vacancies in secondary schools to be filled in December, 2024. If this year’s recruitment trend is anything to go by, then we can simply conclude that the demand for high school teachers is set to reduce, leaving graduate teachers with only one fall back plan- instructing learning in junior secondary schools.

GUIDELINES FOR RECRUITMENT OF TEACHERS,

POST PRIMARY

INSTITUTIONS ON PERMANENT & PENSIONABLE TERMS – 2024/2025

FINANCIAL YEAR

1.0

 GENERAL INFORMATION

  1. i) Following the advertisement for recruitment of teachers, Regional Director, Nairobi,

County Directors and Sub-County Directors are required to conduct the selection

exercise for the advertised vacancy (ies).

  1. ii)Applicants MUST submit their applications to the Secretary, Teachers Service Commission

through the online platform www.teachersonline.go.ke for the institution/Sub

County/Counties where a vacancy(ies) has been declared.

iii)The Selection Panel is expected to uphold the highest standards of transparency and

accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct

and Ethics (CoCE, 2015).

  1. iv)The TSC Regional Directors shall induct TSC County Directors within their areas, who, in

turn, shall induct members of the Selection Panels involved in the recruitment process.

The areas of induction will include the relevant Sections of the TSC Act and the Code of

Regulations for Teachers (CORT, 2015) before the commencement of the selection

exercise.Page 2 of 23

  1. v)TSC Sub-County Directors, in liaison with their respective TSC County Directors and the

Regional Director in the case of Nairobi, shall ensure that venues earmarked for the

selection process are accessible to applicants with disabilities.

  1. vi)All applicants MUST be duly registered teachers per Section 23(1) of the Teachers Service

Commission Act, 2012. Applicants who are not duly registered shall not be considered

for recruitment.

vii)TSC Sub-County Director MUST verify the TSC registration status of the applicants at

shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible

applicants.

viii)Applicants whose names vary in the academic and professional certificates and

identification cards MUST present an Affidavit, sworn under the Oaths and Statutory

Declarations Act, Cap 15 of the Laws of Kenya, explaining the name variance.

  1. ix)Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST

present certified copies of the certificate(s) of the national examination(s) for all

attempts. Copies of the certificates must be certified by the Sub-County Directors. In

case the exam was cancelled, applicants must present a letter from the Head of

Institution and a certified copy of the KNEC printout from the school confirming the

cancellation.

  1. x)Upon generation of Applicants’ List from the system, the TSC County Director shall share

the lists with TSC Sub-County Directors who shall convene the Sub-County Selection

Panel(s). The TSC Selection Panel(s) shall verify applicants’ professional, academic and

any other relevant documents before selecting candidates.

  1. xi)Upon generating the Applicants’ Lists, the TSC County Director shall share the lists with

the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub

County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates,

and times, which shall be communicated to the applicants.

xii)All the applicants shall be invited for the verification of documents. The applicants shall

be informed of the interview venue, date and time at least seven (7) days before the

verification exercise through SMS.

xiii)Upon invitation for interview, applicants shall be required to present originals and clear

photocopies of the following documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;Page 3 of 23
  3. c)Diploma/Degree certificate and official transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re-sat

exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re-sat

exams);

  1. f)Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. g) National Council of Persons with Disabilities (NCPWD) Card (where applicable);
  2. h) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the

Laws of Kenya to explain the variance in names;

  1. i)Letter of certification of results by KNEC (where applicable).

Note: Serving interns will only be required to present their identity cards during the verification

process.

xiv)Persons with disabilities shall be required to indicate their disability status together with

the nature of disabilities to inform their placement;

  1. xv)In the event of a tie, consideration for selection will be determined as per the order of

priority shown hereunder: –

  1. a) Length of Stay since graduation;
  2. b) Strength of academic and professional certificates presented.

N/B: If applicants tie at aggregate grades, subject grades shall be considered

xvi)The names of interviewed applicants ranked in order of performance in the selection

process for each vacancy (Appendix iii) shall be submitted to the Commission by the

TSC County Director together with successful applicants’ recruitment documents.

xvii)Preference will be given to applicants who have not previously been employed by the

Commission on Permanent and Pensionable terms.

xviii)Preference shall also be given to applicants from the respective Sub-Counties or

Counties.

xix)Any Application for Employment form filled or Offer of Employment issued based on

misleading information provided by the applicant shall be cancelled immediately

without any further reference to the candidate. This underscores the seriousness of

providing accurate and truthful information in the application process.

  1. xx)During the interview, the TSC Sub-County Director shall develop Sub-County Merit Lists.Page 4 of 23

xxi)The TSC-Sub-County Director shall submit the Sub-County Merit Lists to the TSC County

Director.

xxii)The TSC County Director shall compile County Merit Lists to be used for verification at the

headquarters.

2.0. AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED

DOCUMENTS

  1. i)Applicants must present original and legible photocopies of the following

documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;
  3. c)Diploma/Degree certificate and accompanying transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re

sat exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re

sat exams);

  1. f)Letter of certification of results by KNEC (where applicable);
  1. g) Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. h)National Council of Persons with Disabilities (NCPWD) Card (where

applicable);

  1. i)An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15

of the Laws of Kenya to explain the variance in names.

NB: Provisional transcript(s) shall not be accepted.

  1. ii)The Sub-Selection panel shall verify that: –
  1. a) The applicant meets the requirements stipulated in the TSC advertisement;
  2. b) All submitted original academic and professional certificates, as well as

official transcripts are authentic.

iii)Any applicant(s) who present forged/fake academic, professional and other

documents commit(s) an offence and shall be disqualified and/or deregistered.

  1. iv)The TSC Sub-County Director shall certify photocopies of the certificates and

confirm they are true copies of the applicant’s original academic and

professional certificates prior to the interview.

  1. v)It is the responsibility of the TSC County Director and the TSC Sub-County Directors

to ensure that the:

  1. a) Exercise is fair and transparent;Page 5 of 23
  2. b) The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. c) The interviews are conducted as stipulated in these guidelines and any other

circulars applicable to the process;

  1. d) Only the successful applicant(s) on the Merit List are employed.

The TSC Sub County Director should ensure that successful applicant(s) from the

Merit List is/are issued with Application for Employment forms to fill.

  1. vi)All the relevant recruitment documents shall be submitted to the TSC County

Director’s office by the TSC Sub-County Director. The TSC County Directors shall l

conduct verification of the documents and ensure that all the requirements are

met by the successful applicants before issuing duly signed Offer of Employment

Letters and submitting the recruitment documents (as per the approved checklist)

to the TSC Headquarters within the stipulated timelines.

4.0

SELECTION CRITERIA

  1. i)

The TSC Sub-County Director shall provide the selection panel with a list of all applicants

as received from the TSC County Director.

  1. ii)

The selection panel shall interview only those who meet the set criteria. The TSC Sub

County Director should note any inconsistency (ies), adhere to the guidelines and guide

the applicants /selection panel and the Commission accordingly.

iii)

Applicants shall appear in person before the selection panel. The selection panel shall

score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the

company of a sign language interpreter.

5.0

QUALIFICATIONS

5.1.

Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each

of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.

In addition, they must have either:

(a) A Bachelor of Education Degree with two (2) teaching subjects or,

(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education

(PGDE) with two teaching subjects or,

(c) Bachelor of Science with Education/Bachelor of Arts with Education with two

teaching subjects or,

(d) Bachelor of Science in Agricultural Education and Extension with two teaching

subjects.

N.B: Applicants with the following qualifications are also eligible;

  1. i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching

subjects at KCSE and have undertaken a Diploma in Education or those who obtained a

Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained

at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior

to undertaking a Bachelor of Education Degree.Page 7 of 23

  1. ii) Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two

teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

iii) Bridging/Pre-university certificates for those who completed the course before December

31

st

, 2015 are considered.

5.2.

Diploma Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two

(2) Subsidiaries at ‘A’ level. In addition, they must have: a Diploma in Education from a

recognized Teacher Training Institution with at least C+ (Plus) in the two teaching subjects.

N.B:

  1. a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain)

and C (plain) in the two teaching subjects are eligible

  1. b) Hearing and visually impaired teachers who enrolled for training with Mean Grade of

C (Plain) and C (Plain) in the two teaching subjects are eligible.

5.3.

Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries

at ‘A’-Level in subjects studied. In addition, they must have either:

  1. i)

Bachelor of Education Technology (BeD TECH); or,

  1. ii)

Bachelor of Science (BSc) in any relevant technical

Subject (s) /Course; or

iii) Higher Diploma in a technical course; or

  1. iv) A Diploma in a technical course.

Further, applicants under category (ii) above MUST possess a Diploma in Technical

Teacher Education from Kenya Technical Trainers College (KTTC), previously known as

Kenya Technical Teachers College.

N.B:

1)

Applicants whose training is in subjects that are currently not in the Secondary School

Curriculum do not qualify, irrespective of their having undertaken a Post Graduate

Diploma in Education (PGDE) and/or enhancement. This category includes but is not

limited to Bachelor of Science /Bachelor of Arts in:

– Natural Resources

– Horticulture

Fisheries

– Meteorology

– Farm Machinery

Anthropology Page 8 of 23

– Forestry

– Sociology

Biotechnology

– Animal Husbandry

– Journalism

Theology / Divinity

2)

Applicants with Economics/Commerce/Accounting can apply for Business Studies and

those with Social Education and Ethics (SEE) can apply for CRE/IRE.

3)

Diploma Teachers with English/other subjects qualify for employment as teachers of

English/Literature on condition that they have adequate units in both Language and

Literature.

5) All applicants must have studied the two teaching subjects at KCSE except for Agriculture,

Business Studies, Home Science, and Computer Studies. For those who did not study

Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus)

in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one

should have attained a minimum of C+ in Biology at KCSE.

6)

Graduate Teachers should have studied a minimum of eight (8) course units in each

teaching subject. In addition, the teachers must have studied Special Methods in their two

teaching subjects of choice together with a minimum of three (3) months teaching

practice.

7)

Enhancement certificate(s) and transcripts shall only apply where an applicant had not

covered the minimum number of units during the degree/ diploma programme.

8)

Applicants who chose to study a third subject must ensure that they have studied all the

units in the chosen subject as offered by the selected institution for four years of study

together with special methods and teaching practice. In addition, there should be

evidence that the applicants have covered the approved credit hours for the course.

8)

Applicants previously employed under contract and whose services were terminated due

to inadequate units in teaching subjects and have since obtained enhancement

certificates with adequate units are eligible to apply.

9)

Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special

Needs Education e.g. Biology/KSL and Geography/Braille.

10) Applicants who have studied subjects in the new learning areas of the CBC curriculum like

integrated science, Guidance and counseling and social studies are eligible to apply.

6.0

VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

Ensure that the recruitment documents have all the attachments required as provided

for in the approved checklist/s;

Verify that the recruitment documents to ensure that the applicant(s) recruited qualify

for employed as a teacher as per the provisions of the recruitment guidelines;Page 9 of 23

iii.

Ensure that all documents are duly signed as required; including the score sheets, Minutes

of the Selection Panels, confirming that the candidate qualifies.

Compile complaints received and submit appropriate action taken or

recommendations to the Commission.

7.0

DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC

Headquarters:

  1. i)

Duly signed file copy of the Offer of Employment letter together with:

  1. a)

Certified copies of:

 National Identification Card;

 Certificate of Registration as a teacher;

 Academic certificates;

 Professional certificates and all official transcripts;

 Letter of Certification of results by KNEC (where applicable);

 NCPWD Card (where applicable);

 An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap.

15 of the Laws of Kenya to explain the variance in names (where

applicable);

 Bank plate/Card (front face);

 KRA PIN Certificate;

 NHIF Card.

  1. b)

Two (2) passport size colour photographs in respect of successful applicant(s);

  1. c)

Original Medical Examination report in form GP 69.

  1. ii)

A list of all interviewed applicants in order of merit for the advertised vacancies in

(Appendix (III a);

iii)

A copy of the system generated list of all applicants clearly showing those who failed to

attend the interview; (Appendix III b);

  1. iv)

List of applicants with disabilities; (Appendix VI);

  1. v)

Duly signed Minutes of the Sub-County Selection Panel;

  1. vi)

Completed selection score guide duly signed;

vii)

Duly completed pay point particulars form.Page 10 of 23

8.0

COMPLAINTS

  1. i) Any applicant who is dissatisfied with the exercise should submit to the TSC County

Director a written complaint immediately and send an email to the TSC Headquarters

through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the

selection process;

  1. ii) The TSC County Director should within seven (7) days analyze and address all complaints

raised after the selection process has been completed and promptly inform the

Headquarters on the action taken;

iii) Where an applicant is dissatisfied with the decision of the TSC County Director in (ii)

above, or where the complaint is made against the TSC County Director, the applicant

shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters.

The Appeals Committee shall investigate the allegations and take appropriate action

within fourteen (14) days.

9.0

IMPORTANT NOTES

  1. i)

Clarification and advice on issues of qualifications arising from these guidelines, should be

sought from the TSC County Directors.

  1. ii)

Notwithstanding the decentralization of the function of teacher recruitment pursuant to

Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment

directly from the TSC Headquarters.

iii)

The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. a) Coordinate the teacher recruitment process within their respective regions;
  2. b) Sensitize County Directors and oversee the sensitization of other officers including

members of the Selection Panels involved in the process;

  1. c) Shall undertake measures to resolve complaints arising from the process within their

regions.

Appendix I:

  1. a) Selection Score Guide for Post Primary Institution Teachers

TSC Promotions Dates February 2023; The official TSC interviews for the promotion of 36, 829 teachers have been scheduled to take place next week between Monday 20th February, 2023 and Friday 25th February, 2023. The Commission has at the same time announced 450 additional recruitment posts for secondary school  teachers.

Accordint to the Teachers Service Commission Promotions data bank, all the shortlisted 36,829 teachers who have been mapped out and targetted for promotions have already met the requisite qualifications for deployment.

Appearing before the National Assembly’s Education Committee currently being chaired by Honourable Julius Melly, TSC CEO remrked that the mapping process of teachers who are eligible for promotion is a continuous process.

“The mapping process of primary school teachers who are eligible to teach junior secondary schools is a continuous process and verification of the mapped files is still ongoing to identify more teachers eligible to be posted o JSS,” said Dr. Nancy Macharia.

TSC is planning to allocate at least two teachers per class for grade seven(61,000 teachers) in order to reduce teacher shortage at grade even to 30, 550.

This move comes at the backdrop of turbulrnt times occassioned by the transition from the former 8-4-4 education system to the new Competency Based Curriculum.

The Ministry of Education has raised concern after more than 200,000 learners failed to appear for Grade 7 admission.

Learners in Grade 7 are the pioneer class of Junior secondary school under the Competency-Based Curriculum, CBC.

The learners are supposed to be in their third week of the Junior secondary following the onset of learning on January 30.

Education CS Ezekiel Machogu said the Ministry will investigate why the students have not been admitted.

“Through the multi-government approach together with our local leaders, we will find out where the learners are,” Machogu said.

The CS was speaking at Kenya School of Tvet on Wednesday.

Some 1.2 million learners sat Grade 6 national assessment exam in November 2022 and their transition to Junior secondary was expected to be 100 per cent.

“So far we have between 900,000 – 1 million learners who have so far been admitted, according to the data we have,” Machagu said.

It remains unclear whether the deficit has been created by learners who have transitioned to class 8, or if they have been enrolled to private schools.

On Monday, Basic Education PS Belio Kipsang revealed that some teachers and parents were colluding to enroll Grade 7 students for KCPE exams for purposes of ensuring they do not learn under the CBC system.

 

 

2019 WEALTH DECLARATION

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.
  7. Once you have filled all the details, click “Next.” This will take you to the next Section, Section B where you will fill in your approximate income, assets and liabilities.
  8. In the next window, fill the details of your dependents ie spouse and children who are below 18 years.
  9. Enter the details of your witness- Name, Address and ID.
  10. To complete the process, upload the information.

The Teachers Service Commission (TSC) was formed basically to give teachers one employer and uniform terms and conditions of service. It is charge with the mandate of registering, employing, promoting, disciplining and paying teachers. It is one of the biggest white collar job employer in Kenya . Annually the commission creates over ten thousands job opportunity.

 

The commission is one of the transparent employers in the country . This is because it has a clear employment kit that gives priority to year of graduation and grades, more so commission is resolved to level teacher student ratio.

 

 

 

According to the latest Circular at our disposal, TSC has released a list of counties that are currently experiencing acute shortage of teachers both in primary and secondary. The counties include the following;

b) West pokot

c) Kitui

d) Kilifi

e) Bomet

f) Bungoma

g) Siaya

h) Murang’a

i) Narok.

 

TSC has come up with avenues that will help marginalized areas to receive teachers and retain them in those their working stations. Most teachers are afraid of working in hardship areas and this makes it difficult for the commission to deploy teachers in these areas. The commission is currently using hardship allowance to attract and retain teachers in this areas.

 

 

The latest report indicates that, “The government has set the ball rolling and through the ministry of education we are committed to address the problem. Again, as we do this we have to look for a long-term solution. We must get enough local students who finished secondary school to enroll for the teaching profession,” Nancy Macharia said We strive to ensure equitable distribution of teachers across the country, during recruitment and redeployment of those in the service.

It is important to note that teachers who are serving in internship programme will have an advantage of thirty (30) marks. This will automatically give them an upper hand.

determines the length of stay but not year of enhancement.

Advantage of Communication ability and Co-curricular certificate of participation
One who has a co-curricular certificate of participation will also stand higher chances of scoring more marks. This part is very crucial when it comes to breaking of ties.

So as to be on a safe side, its important to provide evidence by producing a document to score above marks. NB:No candidate should score zero in this section

It is important to note that good command in communication and convincing confidence level will put you in a good position to secure a job with TSC.

The Teachers’ Service Commission has revealed teachers in the six job groups who will receive salary increment with arrears after the parliament has approved 2022/2023 budget.

According to the Commission teachers in grades B5, C1, C2, C3 and D5 will not get salary increment owing to the Collective Bargaining Agreement (CBA) 2017 -2021 that did not capture them.

In a document seen by this author, the commission further revealed that teachers in those grades have reached their maximum salary points popularly known as ‘bar’ and therefore it will not be eligible for salary increase.

“Grades B5, C1, C2, C3, and D5 have reached the maximum salary points provided for in the banding by the completion of the cycle for CBA 2017 – 2021,” read part of the document.

However, teachers in grades C4, C5, D1, D2, D3 and D4 who are yet to attain the maximum salary points as provided for in the salary banding will get their salary increment.

TSC says it will extend the salary points for these grades starting 1st July 2020.

The good news is that the Commission will pay the teachers their salary increment with arrears from the date they attained the maximum salary point to January 2022.

“The arrears will be processed by July 2022 when funds become available,” said the Commission.

According to the table above grade C4, C5, D1 and D4 the elongated salary scale points are from point three to seven.

While grades D2 and D3 the elongated salary scale points are from point two to seven. The arrears will be paid after July budget.

This latest revelation is a blow to teachers in the lower cadre who were yearning for a payrise after the July budget.

TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year, but the Commission has refuted claims that it will use the funds to award payrise.

According to the guidelines released by TSC, Factors like regional balance, gender equity, and affirmative action for ASAL (Arid and Semi-Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC says the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interview sessions.” TSC says.

The good news is all teachers who received their promotion letters have a reason to smile as they will now enjoy increased monthly salaries with effect from March 2021 their latest appointment date.

The Teachers Service Commission (TSC) has already compiled and released the list of promoted teachers with a total of 16,000 teachers.

Getting a promotion from the Teachers Service Commission (TSC) is the big dream for every teacher. This is because such promotions come with a salary increment; however, little it may be.

The Commission has released promotion results for teachers who attended promotion interviews in 2020 and 2021. The promotions are for over 16,000 lucky teachers out of the over 33,000 who attended the interviews.

A total of 2,111 teachers have been promoted to Head Teachers at T-Scale 10 (C5). These teachers have a reason to smile as they will now earn an increased monthly salary with effect from March 2021.

How fast you get your interview results and promotion letter varies from County to County. Whereas most Counties have made the lists of promoted teachers public, in some counties this is a highly guarded secret.

The Commission has also revealed the criteria used in promoting over 16,000 teachers in 2021. According to the Commission’s revelation, several factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity, and affirmative action for ASAL (Arid and Semi-Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions.

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

The 1,096 Deputy Principals II T-Scale 12 (D2) will also receive increased perks. The teachers will receive a monthly pay of Sh91,041. This will come with an increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh50,000).

The promoted 39 Senior Lecturers I T-Scale 12 (D2) will receive a monthly pay of Sh91,041. This will come with an increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh50,000)

The promoted 1,590 Deputy Principals III T-Scale 11 (D1) will receive a monthly pay of between Sh77,840 and Sh85,269. This will come with an increase in monthly Commuter allowance (to Sh12,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh45,000)

The promoted 209 Curriculum Support Officers T-Scale 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with an increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh35,000)

Gloomy April for 3, 500 TSC tutors as the Commission withholds their April 2020 salaries over non-compliance

A section of TSC employed tutors are set to miss out on their April 2020 salaries after they failed to declare their income, assets and liabilities online in 2019.

The list of the 3, 500 tutors has already been released by the TSC hence the affected tutors are expected to meet the following three conditions before they get reinstated back into the TSC payroll.

The conditions for reinstatement of the 3, 500 affected teachers into the TSC payroll include:

  1. A formal letter through the teacher’s immediate supervisor that is the principal or headteacher to explain why they did not adhere to the instructions given about declaring their wealth online.
  2. To fast track reinstatement, the letters must be scanned and emailed to the TSC headquarters with a cover letter listing the forwarded cases by TSC County Director.
  3. A written confirmation by the head or supervisor to the TSC stating that the affected teacher has been in active service or teaching all along.

Note: this letter must be validated and forwarded to the TSC headquarters by the TSC County or TSC Sub-County Director.

 

Even as they meet the above conditions, the 3, 500 tutors should have their arms crossed, praying and hoping that the TSC will not take any further action against them since failure to declare one’s wealth as stipulated by the law can attract a fine of up to Kshs 1 million or a jail term not exceeding one year or both upon conviction.

TSC Introduces New Guidelines for Teachers Supervising KCSE, KJSEA, and KPSEA

The Teachers Service Commission (TSC) has released comprehensive guidelines for the nomination and deployment of centre managers, supervisors, and invigilators for the 2025 national examinations. These include the upcoming Kenya Certificate of Secondary Education (KCSE), Kenya Junior School Education Assessment (KJSEA), Kenya Pre-Vocational Learners Education Assessment (KPLEA), Kenya Intermediate Learners Education Assessment (KILEA), and the Kenya Primary School Education Assessment (KPSEA) Summative Assessment.

The directives, issued in a circular dated September 2, 2025, to all TSC Sub-County Directors aim to reinforce the integrity and efficiency of national examination administration through the Kenya National Examinations Council (KNEC), acting as a detailed blueprint for all personnel involved.

Nomination process and eligibility criteria

To participate in the administration of these crucial national assessments, Heads of Institutions (HoIs) and teachers must be qualified, employed, and registered by the TSC. The nominated personnel are expected to demonstrate a high level of integrity and be free from any potential conflicts of interest.

The nomination process requires Sub-County Directors to identify, vet, and formally nominate centre managers, supervisors, and invigilators by September 26, 2025, utilising a specific online platform (cp2.knec.ac.ke).

After nomination, all identified personnel must register within the CP2 system to finalize their deployment for the 2025 examinations.

Stringent deployment rules and experience requirements

The guidelines include strict rules governing deployment to prevent conflicts of interest and ensure impartiality:

  • A supervisor or invigilator is prohibited from being deployed to a school where they have served within the last three years.

Furthermore, personnel should not be deployed to centres where they possess a vested interest. To manage this, KNEC will distribute declaration forms via email to Sub-County Directors, who will then forward them to centre managers. Staff must declare their interest and submit these forms to KNEC.

Specific qualifications and teaching experience are mandated for each role and examination category:

  • For KCSE supervisors and invigilators, candidates must be Secondary School teachers, holding a minimum of a Diploma in Education or higher, with a preference for senior teachers or Heads of Departments. They must be registered with TSC and possess a minimum of three years of teaching experience.
  • KJSEA supervisors must be Secondary School teachers with a Diploma in Education or higher, or Primary/Junior School Teachers with at least three years of teaching experience. These supervisors must have prior experience supervising national examinations and assessments. Both KJSEA supervisors and invigilators must be registered with TSC and have three years of teaching experience

KPSEA supervisors and invigilators must be Primary School teachers, registered with TSC, and possess a minimum of three years of teaching experience.

TSC outlines responsibilities and invigilator ratios

Centre managers are crucial to the process, tasked with verifying the details and workstations of all supervisors and invigilators assigned to their centres. They are also required to take daily online attendance through the CP2 system from the rehearsal day.

At the end of each examination or assessment period, the online attendance registers must be downloaded, printed, signed by all involved officers, stamped by the centre manager, and submitted to KNEC. Both hosted and hosting centres must have their own centre managers, who are responsible for collecting and returning examination materials from the containers.

The guidelines specify precise ratios for supervision and invigilation:

  • For the Stage-based pathway examinations (KPLEA and KILEA), there must be one invigilator for every ten learners. These invigilators are also required to sign declaration forms.
  • For every two hundred (200) Candidates, one supervisor should be deployed, with an exception for hosted centres where no supervisor is deployed.
  • Centres hosting both KJSEA and KPSEA candidates must be allocated independent supervisors if they meet a minimum requirement of thirty candidates.
  • For every twenty candidates, one invigilator is to be deployed, with the exact number based on the total candidates in the hosting examination centre.
  • Significantly, centres with candidates who use touch readers (blind) must ensure they have at least one invigilator conversant with braille.

The 2025 national examinations schedule

  • KCSE: Rehearsal on October 21 with exams running from October 27 to November 21, 2025.

  • KJSEA: Rehearsal on October 24 with exams from October 27 to November 3, 2025.

  • KPLEA: Rehearsal on October 24 with exams from October 27 to October 30, 2025.

  • KPSEA: Rehearsal on October 24 with exams from October 27 to October 29, 2025.

  • KILEA: Rehearsal on October 24 with exams from October 28 to October 30, 2025.

KCSE supervisors will receive briefings weekly, and outgoing supervisors are expected to prepare handover notes for their successors. For KCSE oral and practical examination papers, supervisors only need to be present at the examination centre itself.

The Teachers Service Commission (TSC) has revealed that the four institutions it accredited to offer the Teacher Professional Development (TPD) programme were competitively identified through a procurement process and flexible payment mode agreed upon.

TSC Director of Quality Assurance and Standards (QAS) Dr. Reuben Nthamburi said the service providers were identified competitively, negotiated about the programme and agreed to look for flexible ways through which the teachers will pay the annual Sh 6,000 fee.

According to Dr. Nthamburi, they agreed with service providers to break down the annual fee into two flexible modes of payments whereby a teacher will either pay Sh. 500 per month for 12 months or can pay Sh. 20 every day through an MPESA mode of a given institution.

“The Service Providers were identified competitively through a procurement process, and we negotiated this programme with them. In this programme, teachers will be paying Sh. 6000 per year and they will not be compelled to pay once the whole amount. We have agreed with service providers they would look for a flexible mode of payment and they are two of them,” he said.

Dr. Nthamburi who represented the Commission’s Chief Executive Officer Dr. Nancy Macharia, was addressing the Senate Committee on Education chaired by Dr. Alice Milgo and Kenya Institute of Curriculum Development (KICD) on CBC sensitization in Naivasha most recently.

Questions have been raised by different stakeholders in the past on the manner in which the Commission reached to a decision of accrediting the four institutions to train the teachers on TPD, and also why they accredited Private Universities at the expense of the Public Universities with some wondering why the Commission could not then accredit all Public Universities countrywide to offer the TPD programme.

The Commission accredited Riara, Kenyatta and Mount Kenya Universities, and Kenya Education Management Institute (KEMI) to offer the programme for the next four years.

Dr. Nthamburi reiterated that the refresher course will help to remunerate the teachers even better and they (TSC) are having negotiations with the teachers unions and associations in order to capacity build and make them understand the value of TPD.

“The reason why we are having a challenge today with even the way the remuneration of teachers is, you go and argue at the Salaries and Remuneration Commission (SRC); one of the aspect is, what professional development do they do to develop themselves?”

It has come out clear that over 300,000 unemployed teachers will be required to dig dipper into their pockets for upgrading to Diploma in Primary Teacher Education in order to be Competency-Based Compliant (CBC) with no hopes of automatic absorption by the Commission.

Dr. Nthamburi stated that the teachers themselves will pay for the upgrading programme and that the aspect of fairness as stipulated in the employment policies will be observed, hence they will be looking at all the modalities within the policy on how the teachers would be absorbed.

“It is not an automatic aspect that after they finish the 9 months they would be picked and taken to class because it would again be raised; what about those who didn’t go and it was not their mistake? So that has to be sorted out amicably but within the policy,” he said.

This means that despite the teachers going for the upgrading programme, they will have to wait longer to be employed and if they will not be CBC compliant then their chances of being employed will be very minimal since the Commission has emphasised that the system of education in the country currently is CBC.

“The truth of the matter let it be told; the country has decided to go the CBC way. The system of education is no longer the way it was. Now, if it’s that one and you want to be a teacher, and you had gone through the other one then, you as a teacher you are not meeting the requirements,” stated Dr. Nthamburi.

An analysis of the September 2021 College Fees Structures by various Teachers Colleges that Education News carried out in a good number of TTCs revealed that the teachers will be required to pay between Sh 65,000 to Sh 68,000 for Public TTCs while Private TTCs charges between Sh 79,000 and Sh 84,000.

Director Nthamburi revealed that the Commission has been receiving cases of teachers who are posted to schools and are unable to teach the CBC classes notably Grades 1 to 5 because the teacher is simply not CBC compliant hence need of unemployed teachers going for the upgrading training programme.

He reiterated that the upgrade programme is basically to make the unemployed teachers to be CBC compliant, make the [unemployed] teachers reach the level of now the Diploma in Primary Teacher Education (DPTE) and to be at par with those who will graduate with DPTE, and also help the Commission to effectively deal with their salaries and motivation.

The parliamentary Education and Research committee yesterday resolved to invite the Teachers Service Commission (TSC) to respond to a petition tabled in Parliament seeking to compel the employer to acknowledge degrees attained by in-service teachers from recognised universities.

 

 

The petition, presented by ODM nominated MP Wilson Sossion, wants Parliament to recommend that the TSC puts in place policy guidelines to promote or upgrade teachers who successfully acquire qualifications from recognised institutions in line with international best practices.

 

The committee, chaired by Busia MP Florence Mutua, noted that the petition had raised pertinent issues that need to be urgently discussed and addressed within the shortest time possible.

 

“As a committee, we have supported the petition and agreed to invite the TSC to shed light on the issues raised. We have also agreed to urgently hear the petition and ensure we capture the cash needed to implement this in the next budget,” Ms Mutua told the Nation.

 

In the petition, signed by teachers Martha Omollo, Eva Muchemi and Salvin Munene, they want the MPs to enquire into the circumstances under which the TSC has since 2014 unilaterally declined to recognise diplomas, undergraduate, and graduate and post graduate degrees earned by in-service teachers from recognised universities.

 

“That in the interest of self-improvement, many teachers have progressively advanced their qualifications by pursuing and successfully earning high qualifications, ranging from diplomas, bachelors, masters and even doctoral degrees,” reads the petition.

 

The three teachers are members of the Kenya National Teachers Pressure Group (KNTPG), which the Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu has dismissed as “an illegal group with no rights to speak for teachers”.

 

 

The TSC Act, 2012, emphasises the need for the commission to require every registered teacher to undertake career progression and professional development programme to be promoted.

 

In 2015, the commission abandoned the schemes of service, which considered the academic qualification when promoting teachers, and introduced the Career Progression Guidelines (CPGs), which focuses on teachers’ performance for promotions.

 

Mr Sossion said thousands of teachers have acquired higher qualifications but the commission has refused to recognise them, and insisted on using the CPGs.

 

“Your humble petitioners pray that this House, through the departmental Committee on Education and Research intervenes in the matter,” reads the petition.

 

Existing data shows that more than 30,000 teachers who acquired higher degrees and diplomas are yet to be promoted.

 

The Kenya Union of Post Primary Teachers (Kuppet) Chairperson Omboko Milemba said the shift from schemes of service to CPG disadvantaged many teachers who had acquired loans to further their studies, in the hope of being promoted.

 

“Majority of those affected were primary school P1 teachers who went back to school and acquired diplomas and degrees, a large number of secondary school teachers also went back to school and acquired undergraduate degrees for those who had diplomas, Masters degrees while others hold PhD and are still in class with no promotion,” said Mr Milemba.

 

Mr Milemba, who is also the Emuhaya MP and a member of the Education Committee said the introduction of CPGs wasted the efforts made by teachers to further their studies.

 

 

The promotion of teachers using the CPGs was among the issues that brought friction between TSC and Knut during Mr Sossion’s tenure as the secretary-general at the union, leading to endless court battles.

TSC Breaking News on Promotions of Teachers 2022: Deployment and appointment of school heads, deputies, senior teachers and masters has now been decentralized to regional TSC offices.

In 2021, the Teachers Service Commission (TSC) was obliged to resolve a pending impasse over promotion of teachers in some parts of the country.

This action was precipitated by a petition by 16 teachers in Kajiado County who complained about being locked out of promotion by the commission.

This forced the TSC CEO Dr. Nancy Macharia to host a team of leaders from Kajiado County on Friday 30th April 2021. The leaders (who included Hon. Ole Metito Katoo, George Sunkuyia, Judith Pareno and Mary Seneta) made a follow up on the matter so as to reach an amicable solution.

In the petition, the teachers claimed that they have been locked out from leadership by a system introduced by TSC where only teachers who serve in Job Groups L, M and N are promoted to be head teachers q, sub county directors and county directors.
“Through CPGs (Career Progression Guidelines) the Commission has been selectively promoting teachers to the said positions and, therefore, discriminating against deserving cases. All Maasai teachers in Kajiado, are being denied promotion opportunities as a result of the policy,” the petitioners said.

According to the petition, the policy has disadvantaged teachers in Kajiado County who have the requisite experience and skills an opportunity to get promoted.

The teachers say that none of the resident teachers in the county have attained the Job groups L, M and N.

The petitioners, wants the Senate to intervene with a view to have affirmative action by the TSC for appointment to leadership positions of resident teachers and the policy be reviewed to give priority for promotion to leadership positions to resident teachers after which other teachers serving in the county could be considered

A few days ago, Dr. Macharia appeared before the Senate Committee on Education so as to respond to the petition by the teachers in Kajiado County.
Nominated Senator Judith Pareno accused TSC of open bias and demanded investigations, claiming non-Masaai teachers from one community have taken over schools leadership in the “entire Masaailand”.

“All headteachers and their deputies are non-Masaai, most of them are from one community. We will be seeking to show the committee that there is discrimination,” complained Pareno.

On her defense, the TSC Boss told the Senators that the commission is guided by the Code of Regulations for Teachers in effecting promotion.

“To this end, all promotion above common cadre grades and to administrative positions are filled competitively as per the provisions of the Code of Regulation for Teachers and the Constitution of Kenya,” Said Dr. Macharia.

“Once a vacancy is established, the commission advertises the same through print and electronic media for interested teachers across the country to make applications for the positions.” She added.

The Teachers Service Commission (TSC) is finalizing the interview results for teachers who attended interview for promotions conducted in February 2021. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide.

A total of 32,431 teachers who were shortlisted and interviewed. Also ongoing are promotions and deployments of primary school teachers (who have attained degrees) to secondary schools.

Also in the pipeline is Diploma teachers’ promotions interviews.

There has been contention bordering on how the Teachers Service Commission, TSC conducted promotions thatconcluded during the 2017-2021 Collective Bargaining Agreement, CBA Cycle 

Now the mist surrounding the partial manner in which the Commission promoted teachers  has dissipated as TSC promised to correct the mess.

 

 

All KNUT members who missed out on the third and fourth phases of the just ended Sh54 billion salary deal will get between Sh192,000 and Sh360,000 by end of August.

All the 16,000 teachers who are Knut members will get their withheld money paid after a successful meeting with the TSC.

This means that Knut members will have a total salary raise of between Sh8,000 and Sh15,000, backdated to cover the two years they missed out.

Some of the teachers will also be promoted after they missed out on the opportunities when the rest of their colleagues were moved up during implementation of the CBA.

Some 86,000 primary school teachers were promoted as the TSC implements the last tranche salary deal.

During this exercise, teachers who were previously on job group B5 earning a basic salary of Sh21,345, were moved to C1 with a salary increment of about Sh8,000.

These teachers also benefited from a new house allowance of Sh4,200, commuter of Sh4,000 and hardship allowance of Sh8,200.

The P1 teachers have so far received at least two automatic promotions since 2017 when the CBA was implemented, as Knut members were stagnated. Primary school head teachers and their deputies who had been at job group G (and who were not Knut members) were the greatest beneficiaries of the increment.

Head teachers and their deputies who were Knut members also lost significantly under the last phase of the CBA.

For instance, a head teacher who was earning Sh45,000 in June 2019 now earn Sh62,272 as their Knut counterparts salaries remained unchanged.

Oyuu said Knut members who missed out on these benefits will now enjoy the deal following successful meeting with TSC that unlocked the pay.

It also emerged that Teachers Service Commission (TSC) has invited the unions to a second meeting next week Tuesday to continue the botched Collective Bargaining Agreement (CBA) talks.

The previous meeting called by the employer hit a snag after unions rejected a counteroffer that lacked monetary component.

Knut Kenya Union of Post Primary Education Teachers (Kuppet) and the Kenya Union of Special Education Teachers (Kusnet) have all been invited to the meeting.

The teachers’ salary boom will however mark the first win for the new Knut administration, just weeks after assuming office.

Collins Oyuu, the Knut secretary general said he is negotiating with TSC to release agency fee which is calculated at about 1.5 per cent of a members gross monthly pay.

The money was locked up as TSC and Knut had different interpretations of the Justice Byram Ongaya ruling on Career Progression Guidelines (CPGs).

“What delayed the payment of these teachers was the varied interpretation of a court ruling between TSC and Knut leadership.

“We have resolved that because we do not want unnecessary fights wit hemployer,” said Oyuu.

In his ruling, Justice Byram Ongaya of Labour Relations Court set aside Career Progression Guidelines (CPGs) rolled out in 2017 and reverted to the old Schemes of Service to guide promotions of all teachers under its payroll.

Varied interpretation

Ongaya ordered the teachers’ employer to promote unionisable teachers according to the schemes of service.

The ruling was a major win for Knut leadership under Wilson Sossion that had preferred Schemes of service as opposed to the CPGs.

Under the Schemes of Service supported by Knut, all non-graduate teachers in job group G got automatic promotions to job group L; and promotions were also done automatically, every three years and based on annual appraisals.

But under the CPGs, all teachers were required to undertake modular training in selected institutions, and were in turn to get certificates that guide promotions.

The interpretation of that judgement was contentious, with Knut insisting that TSC is committing an illegality.

On its part, TSC said it was unable to fully pay teachers their salary raise, locking out Knut members who supported schemes of service.

According to TSC chief executive Nancy Macharia, the court ruling meant that all Knut members could not benefit from the third and fourth phases of the multi-billion-shilling salary raise and promotions deal.

“To comply with the resultant court orders, the commission undertook teacher promotion in accordance with the relevant provisions of the Code of Regulation for Teachers and the Schemes of Service for all Knut members, and CPG for non-members of Knut,” Macharia said in 2019.

TSC also threatened to recover all the monies already paid to Knut members during the first and second phase of the CBA, kicking off major mass exodus of teachers from the union that saw membership start to dwindle.

Oyuu said after only a few days in office, he has managed to restore industrial relations with TSC.

MPs support TSC in bid to add more allowances for Teachers

Members of the National Assembly of Kenya have rallied behind the Teachers Service Commission (Amendment) Bill, 2024, sponsored by Hon. Abdul Haro, that proposes to standardize teachers’ allowances and end unremunerated acting appointments in schools.

The Bill, which seeks to amend the Teachers Service Commission Act No. 20 of 2012, proposes to formalize various allowances payable to teachers and introduce structured guidelines on acting appointments within the Commission.

In moving the Bill for Second Reading, Hon. Abdul Haro (Mandera South) pointed out the amendments will entrench fairness, predictability, and certainty in the management of allowances in the teaching profession. He added that prolonged acting appointments without remuneration had become a demoralizing trend within the sector.

“We have teachers who act as deputy head teachers or principals for years without being confirmed or compensated. This Bill seeks to formalize and entrench fairness in acting appointments so that teachers serving in such capacities are duly recognized and remunerated,” said Hon. Haro.

The proposed law outlines allowances payable to teachers, including house, commuter, hardship, special duty, responsibility, special school, reader’s facilitation, leave, and transfer allowances. Notably, it restricts acting appointments to a period between one and six months, after which the position must be substantively filled.

Seconding the Bill, Hon. Dorothy Ikara (Nominated) lauded the initiative, describing it as a “shield for teachers against administrative injustices.”

“Teachers have endured anxiety and frustration when serving in acting capacities for years without confirmation. This Bill introduces fairness and structure, ensuring no teacher is left in limbo. Acting teachers must be paid acting allowances, this should not be left to the discretion of the Commission,” she emphasized.

Hon. Ikara added that the Bill aligns with constitutional values under Article 41 on fair labour practices and Article 237, which establishes the Teachers Service Commission.

“Teachers are not asking for favours; they are asking for fairness. Supporting this Bill means supporting the very foundation of our education system and the future of our children,” she stated.

Contributing to the debate, Hon. Joshua Makilap (Baringo North) said the amendments will restore dignity and authority to administrators in acting positions, who often lead schools without enjoying the privileges or respect that come with substantive appointments.

“When a teacher is appointed to act but receives no allowance or recognition, it erodes their authority and morale. This Bill seeks to dignify the teaching profession by ensuring that acting administrators enjoy the privileges that come with their responsibilities,” Hon. Makilap noted.

Lawmakers also commended the Bill for promoting transparency through mandatory consultation between the Teachers Service Commission and the Salaries and Remuneration Commission (SRC) on remuneration structures.

Hon. Robert Basil expressed support, saying the Bill would enhance teacher morale, stabilize school leadership, and improve education outcomes.

Debate on the Teachers Service Commission (Amendment) Bill, 2024 is expected to continue next week.
