TSC LATEST GUIDELINES FOR RECRUITMENT OF TEACHERS ON PERMANENT & PENSIONABLE TERMS – PRIMARY SCHOOLS, 2021/2022 FY

1.0 GENERAL INFORMATION

(a) Following the advertisement for recruitment of teachers for Primary schools on permanent and pensionable terms, you are required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit List to the TSC Headquarters.

The list should be ratified by the County Selection Panel.

(b) Applicants will be required to submit their applications to the Secretary Teachers Service Commission through online platform www.teacheronline.tsc.go.ke for the county where a vacancy has been declared.

(c) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

(d) The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID-19 pandemic.

(e) TSC County Director MUST ensure that venues for selection process are accessible to applicants living with special needs.

(f) All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.

(g) Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit to explain the variance in names.

(h) Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) in question for all attempts.

(i) Applicants who apply for confirmation of results from KNEC should give the address of the TSC County Director of the County where they applied for recruitment.

It is there responsibility to ensure that the results are received for consideration during the verification of the academic certificates.

(j) System generated Merit List will be prepared by the TSC County Director.

TSC County Director shall distribute the Lists to the TSC Sub-County Directors. The Sub-County Directors shall use the Merit List(s) to communicate selection date and venue in consultation with the County Director.

(k) During the selection, each applicant shall be given a serial number.

Applicants must present original and legible photocopies of the following, among other relevant documents:

i) National identification card;

ii) Certificate of Registration as a teacher;

iii) Evidence of service as a teacher intern (where applicable);

iv) PTE Certificate;

v) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

vi) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

vii) Proof of payment for the Statement of confirmation of results by KNEC (where applicable);

viii) Primary and Secondary School leaving certificates and other relevant testimonials.

ix) National Council of Persons with Disability (NCPWD) Card (where applicable);

x) Sworn Affidavit where names appearing on the submitted documents differ;

(k) All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.

(I) In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:

i) Applicants’ disability status;

ii) Whether the applicant(s) has previously participated in the TSC Teacher Internship Programme;

iii) Applicants who had not been previously employed by the Commission;

iv) Applicants who graduated and were registered as teachers earlier;

v) Strength of academic and professional certificates presented.

N/B: If applicants tie at PTE points, aggregate KCSE grades shall be considered.

(m) The selection date and venue must be displayed on notice boards at the Commission’s County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.

(n) The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement.

(a) Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for break in service (with justification for the break in service).

Applicants who previously worked with the Commission and FAIL to declare their past employment shall be disqualified. Preference shall be given to applicants who have never been employed by the Commission.

2.0. SUB COUNTY SELECTION PANEL

The Selection Panel shall comprise of the following members:•

i) The Sub County Director – Chairperson

ii) TSC Sub County Human Resource Officer – Secretary

iii) Zonal Curriculum Support Officers (2) – Members

Total – 4

The sub-county Director MUST ensure that the Ministry of Health COVID-19 containment measures are adhered to by both panel members and the applicants at all times.

3.0 VERIFICATION EXERCISE

i. The TSC Sub County Director shall verify the TSC registration status of all applicants;

ii. The TSC Sub County Director shall present a list of all applicants to the Selection Panel;

iii. Applicants must appear in person before the Selection Panel on the set date.

3.1 AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a) Original academic and professional certificates shall be scrutinized to verify their authenticity.

b) The TSC Sub County Director shall certify photocopies of the certificates and other documents before forwarding them to the TSC County Director.

c) Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or deregistered.

3.2 SELECTION CRITERIA

Applicants shall be awarded marks as per the score sheet (Appendix 1 (a) and (b)

Where applicants tie in scores, the panel shall refer to (k) of these guidelines.

4.0 DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

The Sub County Selection Panel shall be required to submit the following to the

TSC County Director:

i. List of all applicants who presented documents for verification at the Sub County level (Appendix II);

ii. Sub County Merit List (Appendix III);

iii. Summary of complaints raised (if any) together with action taken;

iv. Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary clearly showing how the final list of the successful candidates was agreed upon.

4.1 COUNTY SELECTION PANEL

a) After submission of Merit Lists by the TSC Sub County Directors, TSC County Director shall constitute a selection panel comprising the following members;

i. TSC County Director Chairperson
ii. TSC Deputy County Director Secretary
iii. County Human Resource Officer Member
iv. TSC Sub County Director Member
TOTAL 4
The TSC County Director MUST ensure that the Ministry of Health COVID-19 containment measures are adhered to by panel members.

b) The TSC County Director shall be required to convene a County Panel to ratify Sub County Merit Lists for onward submission to the TSC Headquarters within the stipulated timeline.

c) The selected applicants from the Merit List shall correctly fill the TSC Application for Employment Form (APPT 1) without erasing or defacing it.

d) The Merit List compiled during the selection process at the beginning of the financial year shall be used in subsequent recruitments within the financial year. Selected applicants shall be informed through the Short Message Service (SMS).

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent. The County Director must also ensure that all documents are in order and appropriately signed/certified before submitting them to the TSC Headquarters.

5.0 COMPLAINTS

a) Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, dirstaffinq@tsc.go.ke not later than seven (7) days after the selection exercise;

b) The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

c} Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

6.0 DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

The TSC County Director shall submit the following to the TSC Headquarters;

i. County Selection Panel minutes duly signed by the Chairperson and Secretary;

ii. Current Merit List {Appendix IV}

iii. List of all selected applicants drawn from the current merit list (Appendix V)

iv. List of all invited applicants who did not appear for verification (Appendix VI)

v. List of applicants with special needs (Appendix VII)

vi. Duly filled Application for Employment Forms (APPT I) for the selected applicants;

vii. Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;

viii. Certified copies of the following documents in the order indicated below:•

a) National identification card

b) Certificate of Registration as a teacher;

c} Evidence of service as a teacher intern (where applicable};

d) PTE Certificate;

e) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams};

f) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams};

g) Proof of payment for the Statement of confirmation of results by KNEC (where applicable}; Primary and Secondary School leaving certificates and other relevant testimonials.

h} National Council of Persons with Disability (NCPWD) Card (where applicable};

i} Sworn Affidavit where names appearing on the submitted documents differ;

j} KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.

vii) Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;

viii) Panel score sheet (Appendix I) both in soft (excel) via ddstaffingp@tsc.go.ke and hard copy for the selected applicants;

7.0 IMPORTANT NOTES

a} Merit Lists shall be made available to members of public wishing to see them on request in a manner that will not put the recruitment process into jeopardy.

b} Under no circumstances should the Application for Employment Form be defaced or photocopied for use.

c} All enquiries arising from these guidelines should be made to the TSC County Director.

d} Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

Recently Teachers Service Commission, TSC, has dealt a blow to several teachers who had to be disqualified from the recruitment exercise.

In this write up, am going to delve deeply into some of the reasons that have been cited by TSC for disqualifying applicants in the recruitment exercise.

 

Forgery

Applicants presenting forged documents is the main reason that may lead to disqualification during recruitment exercise. The University indicated in the certificate is contacted to ascertain whether the degree is authentic.

 

Deregistered Teachers

Teachers who have been deregistered probably due to dismissal from the service or professional misconduct is another reason for disqualification during interviews.

 

Possession of Two TSC Numbers

Teachers who have two TSC numbers are also disqualified during the recruitment exercise. Having two TSC numbers comes after applying for another TSC number after being deregistered owing to professional misconduct.

 

Not Meeting Minimum Requirements

Applicant who does not meet the minimum threshold for recruitment are also disqualified during interview or selection exercise. For one to secure employment with TSC, applicant must score a minimum KCSE grade of C+ and at least C+ in the two teaching subjects. For bridging one must score C (plain) in the teaching subject through A-level.

 

 

Certificates From Unrecognised Institutions

Applicants who poses certificates from unrecognized institutions are also disqualified during TSC recruitment exercise.

A good example is Grade III teacher from Kyambogo University(Uganda). KNEC does not recognize Grade III certificates from Kyambogo University.

 

Not Declaring your Previous Employment

It is always important to note that TSC requires applicants to indicate whether they were previously employed by the commission. If one does not indicate, he or she will be disqualified.

 

Lack of Teaching Exposure

Teachers who have not attended their teaching practise after undertaking of enhancement programme will be disqualified during interviews.

 

Missing on the Graduation List

If an applicant is missing on the graduation list, he or she will be disqualified. This therefore means that one must present evidence of appearing on the graduation list.

 

Different Names on Certificates

Names that are appearing on all certificates must be consistent. If different names appear on ones certificate, the applicant will be disqualified. Teacher is required to submit a deed poll to justify the change of names.

In a nutshell;

The much-awaited ruling on the suspension of the renewal of TSC Boss Dr. Nancy Macharia’s term for another five years has been issued by a Nakuru High Court judge, Monica Mbaru.

According to the ruling, Midrift Human Rights Network failed to table enough evidence to convince the bench that the reappointment of Dr. Nancy Macharia as TSC CEO contravened the TSC ACT and the constitution.

COURT RULES ON TSC BOSS’ REAPPOINTMENT

Midrift Human Rights Network has suffered a huge blow after the Nakuru High Court declined to issue orders to block the reappointment of Dr. Nancy Macharia as TSC CEO today.

The lobby group had filed a petition last week seeking to stop Dr. Nancy Macharia from carrying out her duties as TSC CEO until the case is determined for she was not reappointed through a competitive recruitment process as required by law.

The group was however disappointed after the bench failed to issue orders to stop Dr. Macharia from assuming office on grounds of inadequate evidence.

 

NANCY MACHARIA’S TERM RENEWED

Last week, President Uhuru Kenyatta renewed Dr. Macharia’s term for another five years despite LSK’s efforts to block the reappointment.

This means that Nancy Macharia will become the longest-serving TSC CEO if she serves the Commission for the next five years.

According to the TSC Act, there is room for reappointment of a TSC CEO even after serving for five years if his or her performance track record is unquestionable. However, the requirement for competitive recruitment directs that once the term expires, the position be declared vacant and filled on a competitive basis.

KNUT CIRCULAR ON THE REAPPOINTMENT OF TSC BOSS

Last week, wild claims emerged linking the filed petition to the Kenya National Union of Teachers, KNUT.  Grapevine had it that KNUT could have been behind the petition to block the reappointment of TSC CEO for another term.

These claims did not augur well for KNUT which has experienced a lot of arm twisting given the bad blood between the union and the Commission.

Consequently, KNUT Secretary General Mr. Wilson Sossion wrote a circular to distance the union from the allegations.

“The union would like to take the earliest opportunity to refute claims that it has filed a petition in court opposing the reappointment of Dr. Nancy Macharia to serve the Commission for another term. The union would like to point out that the industrial relation with the Commission guarantees and facilitates structured and constructive dialogue for the purpose of maintaining industrial peace in the teaching service. Hence the union will not entertain busybodies that would derail the warm relationship between KNUT and TSC,” wrote Sossion.

Our dedicated media team is glad to inform you that the Teachers Service Commission, TSC, has released official lists of shortlisted applicants for the 15,000 advertised promotions vacancies in 2021 (Download the lists below).

Henceforth, teachers who applied for the afore-mentioned promotional vacancies can download the lists and confirm their respective interview dates, venues and time.

The lists feature names of applicants for Deputy Principal I, Deputy Principal II, Senior Lecturer, Deputy Principal III, Curriculum Support Officers, Head Teacher, Senior Master IV, Deputy Head Teacher II, Senior Lecturer IV and Senior Master IV promotion vacancies.

For teachers shortlisted to attend interviews by the Teachers Service Commission (TSC), it is important to note that the Commission has developed a new score sheet and interview areas. Before embarking for your trip to the interview venue, it is important that you go through these guidelines in order to increase your chances of answering the interview questions as expected.

Apart from TSC matters and general trends it is important that you familiarize yourself with the Teacher Performance Appraisal and Development, TPAD, areas. Also, be frank when answering the questions shot at you by the panelists.

TSC INTERVIEW AREAS FOR PROMOTIONS
The Commission has developed a new interview score sheet for promotions. The following areas are tested and a candidate must score 50% and above in order to be deployed.

TSC Has Revealed 18 New Hardship Areas in the 2021 – 2025 CBA

The Teachers Service Commission (TSC) has published eighteen new hardship areas that the Commission has now recognized officially.

In the Collective Bargaining Agreement (CBA) signed between TSC and the main teachers’ unions, the Commission promised to embark on promoting teachers serving in Arid and Semi-Arid Lands (ASAL) and hard to staff areas that hold administrative positions progressively until they reach grades that are commensurate to their respective positions.

Latest TSC Hardship Counties 2021-2022: According to the Teachers’ employer, Teachers Service Commission, payment of the hardship allowance will no longer be paid to the staff working in the recently scrapped areas.

All the Sub-counties located in Nyandarua County have now been scrapped off completely from the list of hardship areas. Also affected are Kigumo, Murang’a, Kandara and Nyahururu Sub- Counties.

The Commission has Mapped various areas as hardship. The areas considered as hardship include all those that are prone to terrorism, famine and aridity. As of 2012, TSC had about 38 areas approved and documented as hardship.

Currently, the teachers teaching in schools located in some parts of the following counties receive monthly hardship allowances.

TSC HARDSHIP ALLOWANCE PER JOB GRADE/ GROUP

The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of the following conditions:

~Lack of or unavailability or inaccessibility to enough and quality food,

~Inadequate transport and communication network or poor road network.

~Limited and insufficient basic social services and amenities,

~Persistent harsh and unfavorable climatic conditions like flooding, landslides and drought,

~High rates of Insecurity and a big possibility of security threats.

Hardship allowance on that note is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship.

As stated above, teachers working in hardship areas face a couple of challenges; ranging from lack of enough and clean water, constant flooding to hostile living conditions characterized by constant attacks from bandits.

Way back in December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship Allowances to be paid at a flat rate for all equivalent grades/ job groups.

 

The Commission however effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

The Teachers Service Commission has released a full list of appointed school administrators in Kenya per County.

This list will help the Commission determine schools that are overstaffed or those with teachers who are currently being underutilized for future deployment purposes.

Besides, the lists will help the TSC clean its payroll ahead of the July 2020 pay rise after details about irregular promotions of some teachers emerged.

KUPPET decries Unfairness in the TSC Promotions 2021 Scoresheet, castigates it for contravening Career Progression Guidelines, CPGs and terms it biased against teachers posted to county and sub-county schools

KUPPET raises eyebrows about the ongoing TSC teachers’ promotions 2021

The marking scheme currently being used during the 2021 TSC Teachers’ promotions interviews by the Teachers Service Commission, TSC, has been criticized for being biased against teachers serving in ‘third world’ schools as they are commonly referred to.

The marking scheme at our disposal seems to be favoring teachers from ‘giant’ schools that are known for producing better results at the Kenya Certificate of Secondary Education (KCSE) examinations level.

For instance, if your mean has been “low” for the last three years then you will score poorly during the interviews. The maximum mark for a teacher with a mean of 11 (A- minus) and above has been set at 20. Whereas a teacher with a mean of below 2 (D- minus) will be awarded one mark only.

Another scoring area is the improvement index; with teachers who have recorded a positive improvement of 2 and above garnering 20 marks.

The Commission is currently carrying out interview sessions for the about 33,000 shortlisted teachers.

Kenya Union of Post Primary Education Teachers, Kuppet, has come out to castigate TSC for sidelining some administrators in the ongoing promotions.

“We also draw your attention to the apparent discriminative procedures the Commission
has instituted against some principals, deputy principals and senior masters who merit on
the basis of their qualifications. Initially, we received complaints from members who
faced difficulties applying for the promotions via the TSC portal. We brought the matter
to the attention of your officers, who attributed it to a system glitch.” Says Kuppet Secretary General Akelo Misori.

In a protest letter sent to TSC, Akelo says many administrators currently serving in sub-county schools were blocked from applying for promotion to head extra-county and national schools. Those who managed to apply have not been short-listed for interviews.

In addition, the Career Progression Guidelines, CPG, being used for the interviews have placed substantial weight on the status of schools where the applicants serve. It is obvious that county and sub-county schools cannot compete fairly with the well-established ones.

A glaring difference between the two categories of schools is in the entry qualifications for their Form One intakes. However, the vast majority of Kenyan students and teachers
(including principals) are based in these county and sub-county schools.

The Kenya National Union of Teachers, Knut, has been opposing the CPG and has engaged the Commission in court battles.

Also given a raw deal are teachers with higher qualifications as their papers have been rendered useless.

“Unless this system is changed, many qualified teachers-including those with post-graduate qualifications might not get their deserved promotion. This policy will also balkanize Kenya, given the inequalities in economic development across the country.” Misori adds.

Equally affected are teachers serving in Teachers Training Colleges (TTCs) have been systematically sidelined from these promotions. This is because the Scoring in heavily weighted on the applicant’s marks under the Teacher Performance Appraisal and Development, TPAD, appraisal tool.

The Teachers Service Commission (TSC) is seeking to recruit 35,550 teachers in both primary and secondary schools.

10,000 out of the 35,550 vacancies advertised by the Teachers Service Commission are to be filled by January 2023 on permanent and pensionable terms whereas 25,550 posts will be filled on internship terms.

The advert which is already open to the public has invited all qualified and duly registered unemployed teachers to tender their application once the website dubbed TSC recruitment portal is activated to receive applications.

Unlike in previous years where the Commission received manual applications and teachers were obliged to traverse counties in order to drop their application letters, all TSC recruitment applications will be done online.

Moreover, up to July 2022, online TSC recruitment application limited a teacher to only three schools in each category.

The ongoing December 2022-January 2023 TSC mass recruitment is seeking to increase the number of application per each category to five. This therefore means that teachers can apply for a total of 10 schools, five on internship and five on permanent and pensionable terms.

If the old criteria is applied the two categories-internship and permanent and pensionable will have a teacher apply for a maximum of six schools.

If the new development is adopted then a single teacher will apply ten schools in the two open categories I.e the intern and permanent and pensionable.

Besides, applicants will be open to apply for vacancies all over the country and not limited to one’s own county.

Interviews for post primary and junior secondary categories shall be conducted by January 2023 before schools reopen. Specific TSC interview dates and venues to be communicated later by the specific sub county timelines.

C. ADDITIONAL REQUIREMENTS FOR TEACHER INTERNS.
In addition to the above qualifications an applicant for Teacher Internship posts
must at the time of application meet the following extra requirements:
a) Should not have been in previous employment with the Teachers Service
Commission, as a teacher on permanent terms;
b) Must have a Personal Accident Insurance to cover for personal risks during
the internship period.
NOTE
a) The Teacher Internship Programme is a one (1) year programme meant to
equip and sustain competencies of persons entering the teaching service.
The programme targets unemployed registered teachers to be assigned to
learning institutions where their teaching experience will be enhanced
through mentorship, coaching and exposure to practical teaching
experience.
b) During verification/ interviews applicants shall be required to produce the
following:-
i) A copy of Teacher Registration Certificate/print-out from TSC
online portal as evidence of registration as a teacher;
ii) A copy of National Council for Persons with Disability (NCPWD)
card (where applicable);
iii) A copy of the National Identity Card (ID) or Passport;
iv) Two (2) colour passport size photographs;

v) A copy of National Health Insurance Fund (NHIF) card;
vi) A copy of Kenya Revenue Authority Personal Identification Number
(KRA PIN).

DURATION OF INTERNSHIP
The Internship period will be for twelve (12) months.

TSC now issues new guidelines to teachers on the implementation of TPAD for 2020 term 2 and 3; Read the full details below- Latest TSC TPAD guidelines 

The Teachers Service Commission (TSC) recently issued a memo on the fresh guidelines directing how the Teacher Performance Appraisal and Development (TPAD 2) for the 2020 term 2 and 3 should be carried out.

The latest memo issued by the Commission, shows that the TPAD system will be opened for term 3 for grade 4, class 8 and form 4 teachers and term 2 for teachers of  grade 1,2,3, class 5,6,7 and form 1, 2 and 3 will be opened from 11th January 2021 to 26th March 2021.

TSC has at the same time communicated about the closure of TPAD 2 portal which has opened for term 2 2020 on 12th October 2020 and closed on 31st December.

This was after schools were opened and all teachers required to report to their work stations vide Circular No. 12/2020.

Once the TPAD 2 portal is open, teachers can perform the following tasks:

Creating a TPAD 2 Account and Logging in

Scheduling an Appraisal Rating Meeting online

Undertaking Lesson Observation

Capturing learner progress records

Filling weekly lesson attendance data

Reaching an agreement on Appraisee and Appraiser marks plus countersigning

Creating a lesson observation request

ACTIVITIES TO BE EXECUTED IN THE NEW TPAD 2 FOR TERM 2 AND 3
To comply fully with the TPAD filing requirements, the Commission directs the field officers as follows:

All teachers create appraisal depending on the classes they teach i.e. Teachers teaching grade 4, class 8 and form 4 should create appraisal for term 3 whereas the teachers teaching the other classes should create for term 2. This only applies for primary and secondary schools.

Submit a list of schools missing from the TPAD system in your respective Counties.

Submit list of schools yet to be provided with IPPD codes in your respective counties.

That all teachers are mapped in their respective schools, zones, sub counties and counties respectively.

Submit a list of teachers yet to appear on TPAD online system (kindly provide their TSC numbers and work stations).

Inform all heads of institution that the Performance Contract (PC) for heads of institution and the PC calendar have been uploaded in the TPAD online system.

All heads of institution should start filling their Performance Contract by developing the operational work plan by the 11th January 2021.

Generate appraisal reports from the TPAD online system. Where there are discrepancies of the total number of appraisals exceeding the total number of teachers, establish the root cause and take necessary action.

TSC notes that teachers are not getting adequate support from the field officers.

It has also come to the attention of the Commission that teachers are not getting adequate support in navigating the TPAD online system from field officers.

This is due to the several enquiries being raised through different communication channels of the Commission.

This has been noted even after County Directors, County ICT officers and other field officers
were assigned roles in the TPAD online system.

SPECIFIC ROLES/RIGHTS OF OFFICERS IN THE TPAD ONLINE SYSTEM

TSC has also outlined the roles to be performed by each of the field officers. See the specific duties below:

1. TSC County Directors

Change teachers’ designations to teacher, DHOI (Deputy Head of Institution) and HOI (Head of Institution)

Transfer teachers from one station to the other.

View all sub-counties and zones in the county.

 

Add and change an ICT officer

Countersigning for heads of secondary schools

Scheduling and undertaking appointments- M&E, lesson observation

Change a teacher’s institution

View a teacher’s appraisal

Change a teacher to be a deputy head of institution or head of institution.

Cancelling appraisal

Assign a teacher to be an appraiser and can also revoke those rights.

Generate various County reports.

2. Sub County Directors

Switch from one sub county to another for those with more than one (alternate)

Countersign and cancel appraisals

Arbitration

Undertaking lesson observations

Create and check schedules

Generate various reports

3. County ICT Officers.

Latest news on TSC Teachers Salaries 2021-2022: Gloom has engulfed Kenya’s underpaid civil servants specifically classroom teachers who now feel demoralised, “used and  trashed” after the government turned down an offer presented by the Teachers’ employer, TSC to the Salaries and Remuneration Commission, SRC to facilitate a smooth roll-out of the July 1, 2021 salary increment.

This therefore means that teachers will have to wait longer for any kind of salary increment.

Teachers and other civil servants had tabled a pay rise proposal worth Sh 68 billion but owing to the ballooning wage bill in the country, they will have to shelve any prospects for now.

The government apparently seems to be experiencing a major cash crunch especially now that almost every sector in Kenya seems to be limping.

 

SRC’s Job Evaluation 2021

In 2021, the Salaries and Remuneration Commission, SRC conducted another job evaluation with an aim of determining the true worth of classroom teachers.

The outcome of that exercise did acknowledge that classroom teachers have been forfeited and denied their rightful dues since 2017 when the current 2017-2021 CBA was implemented.

In this year’s job evaluation, SRC captured the pertinent roles played by classroom teachers as it cast the net wider.

Over 30  roles ascribed to classroom teachers were captured. This truly demonstrated that the request for the July 2021 pay rise especially for classroom teachers who have for a long time pocketted a mere pittance is anchored on objective and verifiable evidence.

So denying the classroom teachers who are the engine of this country’s teaching fraternity will leave many disillusioned and retired.

Huge TSC salary gaps

The government’s decision to put off CBA talks for a possible pay rise for teachers and other civil servants might be understood given the biting effects of the ongoing covid-19 pandemic.

What teachers cannot however fathom and go to bed with is the idea that there are still glaring Salary gaps between classroom teachers and school administrators who are currently earning higher salary perks in the current CBA 2017-2021.

Although regular teachers constitute the larger pool of teachers’ unions especially the toothless Kuppet, their so-called “civil rights activist” Kuppet will fail and frustrate them if it will not make things right this year.

Note that classroom teachers received the lowest perks in the 2017-2021 since SRC overlooked their pertinent roles.

Their worth was therefore not correctly captured resulting in low salaries.

On the contrary, school administrators were awarded higher salaries. The wide gap between the two Cadres has been a thorn the flesh whenever the subject of teachers’ salaries is broached.

TSC Allowances slashed and capped

To tame the ever ballooning wage bill, the Salaries and Remuneration Commission, SRC has also capped allowances for civil employees after realizing that some civil servants enjoy allowances that exceed 40 per cent of their basic salary.

In the next six months, SRC will slash allowances that exceed the limit.

Also note that all new civil employees will have their allowances capped at 40%.

Furthermore, teachers posted in hardship areas will also have to bite the bullet after the government was advised to scrap some of areas which have now undergone development hence are no longer inaccessible.

Others will also have their hardship allowance trimmed since it exceeds 40% of their basic salary, Check the table provided below

It is in the public domain that parliament has been ordered to scrap off some areas initially listed as hardship areas for teachers and other civil servants on grounds that the areas are no longer hardship having developed over the years.

Besides, some of the hardship areas now have adequate water, electricity, security, and food hence providing a conducive working environment for government-employed workers.

TSC  Directs Teachers on its Payroll to Register with Curriculum Support Officers and Sub-County Education Directors Ahead of Community Based Learning Rollout by August 12, 2020.

The Teachers Service Commission, TSC has directed all TSC-employed teachers to submit their details to the Curriculum Support Officers and Sub-County education directors within their current residences by Wednesday August 12, 2020.

Teachers are kindly requested to adhere to the set deadlines and guidelines to engage learners who are currently idle in a constructive manner.

TSC Circular on Community-Based Learning

In a circular dated 11 August, TSC CEO Dr. Nancy Macharia has detailedly outlined guidelines that will guide teachers in carrying out community-based learning.

“All teachers employed by the Commission are directed to register with the Curriculum Support Officers and Sub County Directors within Zones and Sub-County where they are currently staying in by 12th August 2020 with view to undertaking community-based learning which has been identified as means of engaging learners during the current period when schools are closed as result of the Covid 19 pandemic,” stated TSC boss Nancy Macharia.

Teachers to undergo orientation and/or induction on Community- Based learning

Orientation and/or induction of teachers on learner engagement will be carried out through a multi-agency approach (Ministry of Education, Ministry of Interior and Coordination of National Government, Ministry of Health, and the Teachers Service Commission).

The community-based learning program will be coordinated jointly with the Ministry of Education, Ministry of Interior and Coordination of National Government, Ministry of Health, and the Teachers Service Commission. 

Role of Teachers in Community Based Learning(Nyumba Kumi Learning)

Teachers will play a pivotal role to ensure the success of the program.  In this respect, teachers will be expected to carry out the following  activities:

  1. Heads of institutions should be in school at least once per week to supervise and monitor the program.
  2. Utilize the Nyumba Kumi program to ensure that all learners participate in the program.
  3. Set up a face to face program of engaging not more than 15 learners while strictly observing the Ministry of Health Guidelines and protocols. This engagement should be at least 4 hours a day at no charge.
  4. Organize the learners as much as possible according to their classes and/or age groups to ensure that the topics under discussion are relevant, suitable, and appropriate to the group.
  5. Sensitize and educate the learners on the guidelines and protocols issued by the Ministry of Health towards the containment of the Covid–19 pandemic.
  6. Identify in consultation with the officials from the Ministry of Education and Ministry of Interior, suitable places like community halls or open spaces where a conducive environment may be created to enable learning to take place within the community. Such places should be well arranged in strict adherence to the Guidelines and Protocols issued by the Ministry of Health.
  7. Develop a daily activity-based program for engaging learners on life skills and values such as weeding, cultivating, grazing animals, storytelling, planting, debating life issues, hygiene, and other related activities.
  8. Provide learning activities in reading and numeracy and other subjects of interest to learners to keep them engaged.
  9. Develop task-based activities for learners to undertake during the session or while with their parents at home.
  10. Utilize available radio, television, and online content within the reach of children to make learning interactive.
  11. Assign reading and exercises to learners for home study.
  12. Conduct remote daily or weekly follow up with students and parents.
  13. Utilize local resources during the learners‘ engagement.
  14. Offer guidance and counseling and psychosocial support to learners.
  15. Monitor the progress and the status of learners and provide information to Curriculum Support Officers.
  16. Code of Regulations for teachers and Code of conduct and Ethics for Teachers shall prevail.
