The Teachers Service Commission (TSC) is a constitutionally established independent commission, founded under Article 237 of the Constitution of Kenya, 2010. The Commission is tasked with key responsibilities, including the registration, recruitment, deployment, promotion, and discipline of teachers in public schools and institutions across the country. As a fundamental arm of the Kenyan government’s education system, the TSC plays a vital role in maintaining professionalism, quality, and fairness in the teaching profession.

In keeping with the Government Internship Policy and Guidelines for the Public Service, and in recognition of the critical need to support Kenyan youth with meaningful employment and work exposure, the TSC is pleased to announce internship opportunities for the year 2025.

This internship programme aims to provide recent graduates with practical on-the-job experience, improve their competencies, and enhance their employability in an increasingly competitive job market. The Commission is looking for dynamic, motivated, and talented individuals who wish to gain hands-on experience in a professional work environment.

Available Internship Opportunities

The Teachers Service Commission invites applications from suitably qualified individuals to fill thirty (30) internship positions across four (4) areas of specialization. These placements are spread as follows:

  1. Information Communication Technology (ICT)
  2. Records Management
  3. Human Resource Management and Development
  4. Counseling and Psychology

These internships are designed to provide the selected candidates with experiential learning, mentorship, and exposure to real work environments within the public sector.

Minimum Academic and Professional Qualifications

To be eligible for consideration in this internship program, applicants must meet the following academic qualifications, as specified per area of specialization:

1. Information Communication Technology (ICT)

Applicants must hold a Bachelor’s degree from a recognized institution in any of the following fields:

  • Computer Science
  • Information Communication Technology
  • Software Engineering
  • Informatics and Computer Science
  • Computer Networks and Cyber Security
  • Business Information Technology
  • Information Security and Forensics
  • Or any other equivalent qualification

These fields are essential for supporting TSC’s digital transformation, data management systems, and general IT infrastructure.

2. Records Management

Applicants must possess one of the following from a recognized institution:

  • Bachelor’s degree in Information Science, Records and Archives Management, or Library Science; or
  • Bachelor of Technology in Information Studies; or
  • Higher National Diploma in Records / Archive Management or Information Studies.

Additional competencies will be highly valued. In particular, knowledge and practical experience in Electronic Documents and Records Management Systems (EDRMS) and Computerized Office Applications will be considered an added advantage. 3. Human Resource Management and Development

Applicants must have either:

  • Bachelor’s degree in Human Resource Management or a Higher National Diploma in Human Resource Management; or
  • Bachelor’s degree in Social Sciences or Business Administration (or an equivalent field), plus a Diploma in Human Resource Management from a recognized institution.

This category targets individuals interested in pursuing careers in people management, labor relations, or organizational development within the public sector.

4. Counselor / Counseling Psychology

To be considered for this specialization, candidates must have one of the following:

  • Bachelor’s degree in Counselling Psychology
  • Bachelor’s degree in Psychology (Counselling)
  • Diploma in Counselling Psychology from a recognized institution

Interns in this category will contribute to employee wellness initiatives and help promote a positive work environment through mental health support and psychosocial services.

General Internship Requirements

In addition to the academic qualifications listed above, all applicants must meet the following minimum requirements:

  1. Age Requirement
    Applicants must be Kenyan youth aged between 21 and 35 years at the time of application.
  2. Graduation Period
    Eligible applicants must have graduated within the last two (2) to five (5) years from an accredited and recognized institution.
  3. Employment Status
    Applicants must be unemployed graduates. Those who have not previously undertaken any internship in the Public Sector are eligible for this program.
  4. Certificate of Good Conduct
    A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI) must be presented at the time of engagement.

Internship Duration and Conditions

The internship will run for a twelve (12) month period. This is a full-time engagement that will offer interns immersive exposure to professional practices within the Commission.

  • This internship does not guarantee future employment with the Teachers Service Commission.
  • Successful applicants will be required to adhere to TSC’s internal policies, including code of conduct and confidentiality agreements.
  • Interns are expected to be available for the entire twelve-month period without interruption, unless under unavoidable circumstances.

Monthly Stipend

This internship is classified as non-remunerative. However, each intern shall receive a monthly stipend of Kenya Shillings Twenty-Five Thousand (Kshs. 25,000) to help cater for their day-to-day expenses during the internship period.

Insurance Requirements

Selected interns are required to secure two essential types of insurance coverage prior to the commencement of their internship:

  1. Personal Accident Insurance
    This will cover interns against personal risks that may occur during the course of their duties within the internship period.
  2. Medical Insurance Cover
    Each intern must have a valid personal medical insurance policy for the entire internship duration. This ensures the intern’s access to medical services in case of illness or injury.

Proof of valid insurance coverage must be presented before onboarding.

Deployment Location

Successful interns may be deployed at any of the following workstations:

  • TSC Headquarters in Nairobi
  • TSC County Offices located in various counties across the country

Placement will depend on the Commission’s operational needs, and interns are encouraged to be flexible regarding location.

What is PGDE ?

PGDE stands for Postgraduate Diploma in Education. This is a mandatory course for graduates who pursued either bachelor of  arts or bachelor science at the university level but they have had a change of mind  and would like to become teachers.

This course is offered in most universities across the country.

What are the Latest TSC Requirements for Postgraduate Diploma in Education (PGDE)?

The Teachers Service Commission, TSC, is the only body that is constitutionally mandated to carry out the registration, recruitment and dismissal of teachers in Kenya.

TSC Ammendment, New Allowances: Education Committee engages TSC, Kuppet, AG, Treasury

Members of Parliament have commenced review of the Teachers Service Commission (Amendment) Bill, 2024 sponsored by Hon. Abdul Haro.

The Bill seeks to amend the Teachers Service Commission (TSC) Act to provide greater clarity and structure on allowances for teachers and appointment in acting capacities.

Led by Committee Chair, Hon. Julius Melly, Members engaged stakeholders including the Teachers Service Commission, Kenya Union of Post Primary Education Teachers (KUPPET), the Attorney General, and representatives from the National Treasury.

One of the key proposals in the Bill is to amend Section 11 of the TSC Act by inserting a new clause (fa) requiring the Commission, “in consultation with the Salaries and Remuneration Commission (SRC), [to] facilitate payment of allowances to teachers in the manner set out in the Fourth Schedule.”

Lawmakers’ noted that the clause seeks to formalize various teacher allowances, including house allowance, commuter allowance, hardship allowance for teachers in gazetted hardship areas and special duty allowance for teachers acting in administrative capacities or deployed to arid and semi-arid lands currently covered in the TSC’s regulations.

Teachers Service Commission opposed the amendments, arguing that the proposed clauses are already covered under the TSC Code of Regulations (CORT).

“These allowances are already provided for under the Code of Regulations for Teachers. Including them in the Act would create legal duplicity,” said the TSC Deputy Director Legal Services, Mr. Allan Sitima in a submission to the Committee.

“Responsibility allowances were scrapped following SRC’s advisory. We cannot reintroduce them without breaching the constitutional mandate of the SRC,” Mr. Sitima added.

KUPPET supported the Bill but recommended enhancing it further to safeguard teachers’ rights through collective bargaining.

“We propose an amendment stating that the TSC, in consultation with SRC and after negotiations with teachers’ unions, shall facilitate the payment of allowances,” said Hon. Omboko Milemba, MP and KUPPET official.

KUPPET also pushed for clauses to ensure risk allowances for teachers exposed to unsafe environments and enhanced pay for those with postgraduate qualifications.

Members of the Education Committee considered New Section 32A on Acting Appointments which proposes allowing TSC to appoint teachers in acting capacities for a minimum of 30 days and a maximum of six months, provided they meet the prescribed qualifications.

Hon. Clive Gesairo expressed concern regarding reports of a large number of teachers serving in acting capacity without any allowances for a long period of time.

“There are too many teachers in acting positions without formal appointments or acting allowances,” said Hon. Rebecca Tonkei. “It’s unfair. We must protect them.”

Hon. Nabii Nabwera demanded that the TSC submit comprehensive data on all teachers serving in acting capacities and whether they are being remunerated accordingly. “We want to know the numbers, the cost, and if the budget covers this,” he said.

On acting allowances, KUPPET argued that the amendment would protect teachers from arbitrary decisions and ensure fair compensation.

“We have teachers who have acted in senior positions for many years without allowances. This Bill will provide legal protection and clarity,” said Hon. Omboko Milemba and KUPPET representative.

Public Service Commission, Legal Representative Ms. Jacqueline Mamina noted that allowances should be based in regulations which can easily be amended as needed. “If allowances are domiciled on Regulations, which are more flexible in terms of amendments. If you place them in the law, we would have to every time we want to add allowances or to remove would have to go through this regular process,” she added.

In their submission, the Attorney General’s office noted that passing the Bill in its current form would require amending or deleting overlapping provisions in existing regulations.

“There’s a need to harmonize the Bill with current subsidiary legislation to avoid inconsistencies,” a representative advised the Committee.

Committee Chair, Hon. Julius Melly requested National Treasury to submit a detailed financial analysis to understand the budgetary implications of the proposed allowances.

“While we acknowledge TSC’s operational mandate, the Committee is also keen to entrench accountability and fairness in the teaching service,” said Hon. Melly.

The Committee on Education is expected to review the Teachers Service Commission (Amendment) Bill, 2024 prepare and table its report in the House.

KENYA UNION OF POST PRIMARY EDUCATION TEACHERS (KUPPET)

SUBMISSION TO THE NATIONAL ASSEMBLY COMMITTEE ON EDUCATION AND RESEARCH CONCERNING THE TSC ACT AMENDMENT BILL.

2. The Teachers Service Commission Act, in this Act referred to as the ‘Principal Act’ is amended in Section 11 by inserting the following new paragraph immediately after paragraph (f).

manner set out in the Fourth Schedule.”
2 3. The Principal Act is amended by inserting the following new Section immediately after Section 32.
32A. (1) The Commission may appoint a teacher in an acting capacity for a period of at least thirty days but not exceeding a period of six months.
After the six months, the teacher shall be confirmed substantively into the position.
3 Amend to include, “or acting allowance,
whichever is applicable”
(4)  A  teacher  appointed  in  an  acting  capacity  shall  be entitled  to  special  duty  allowance  or  acting  allowance,
whichever is applicable.
4 FOURTH SCHEDULE
(This part provides for allowances that may be granted to teachers in specified circumstances. The remunerative and    reimbursable    allowances    are    non-pensionable except   responsibility   allowance   if   earned   up   to   an

(a) pay special school allowance to a teacher who possesses skills in special education or who is teaching in a special school or integrated school.
Delete clause (2) (2) A teacher entitled to special school allowance shall claim the payment of the allowance in writing through

Amend by inserting, “the rate of one month’s basic salary applicable at the teacher’s current salary scale” (h) Leave Allowance
The Commission shall pay an annual leave allowance to
teachers on its payroll at the rate of one month’s basic salary applicable at the teacher’s current Salary Scale.
Amend by inserting, “within one month of
the transfer”
(i) Transfer Allowance
The Commission shall –
(a) where at its discretion transfers a teacher from a sub- county   to   another   or   in   inter-county   transfer,   pay transfer allowance to the teacher within one month of the
transfer.
Amend to Insert new clause (j) Acting Allowance
The Commission shall from time to time pay an acting allowance     to     a     teacher     appointed     to     perform administrative duties for which the teacher qualifies but
has not been substantively appointed.
(k) Per Diem/Subsistence Allowance
Amend to Insert new clause The  Commission  shall  from  time  to  time  pay  a  daily subsistence or per diem to a teacher who is assigned to perform  an  official   duty   outside  the  teacher’s  work station  at  the  prevailing  rate  for  public  servants  as determined     by     the     Salaries     and     Remuneration
Commission.
Amend to Insert new clause (l) Risk Allowance

Master’s and PhD degrees while in service.

Justifications of the Proposed Amendments to the Teachers Service Commission Amendment (TSC) Bill, 2024

1. Ensures Fairness and Equity in Salary Determination

When salaries and allowances are determined through collective bargaining with teachers’ unions, it creates a more objective and predictable system and provides a legal protection for teachers. This process allows for transparent negotiations over compensation, leading to enforceable agreements that provide stability for educators and their families. It also helps reduce arbitrary or unilateral decisions by the employer, ensuring fairness and equity across the teaching workforce. Negotiations based on mutual interest encourage joint problem-solving, leading to agreements that address the needs of both parties.

2. Ensure equity in allowances.

Risk allowance clause into the bill is a justified and necessary measure to address the real and present risks faced by teachers. It will not only improve their welfare and job satisfaction but also enhance the overall quality and stability of the education sector. Teachers are exposed to hazardous materials and they require the compensation. Teachers with post-graduate qualification require a remuneration that suits there qualification.

The Teachers Service Commission (TSC) has officially kicked off promotion interviews of school administrators in arid and semi-arid areas and secondary school teachers with higher qualifications.

The April 2023 TSC Promotion Vacancies will be filled this month through a rigorous competitive process that is being spearheaded by County selection panels.

The interviews which started on Monday will end on Friday. Candidates will thereafter wait patiently for a promotion letter or a regret.

Successful applicants will consequently enjoy increased salary perks per month affecting the basic pay, house allowance, commuter allowance and responsibility allowance(for school administrators only.)

List Of Requirements for 2023 TSC Promotions 

According to Section 23(1) of the Teachers Service Commission Act, 2012, all applicants must be certified teachers. A candidate who has not completed the registration process will not be considered.

 

 

The County Selection Panel will use each applicant list to narrow the field down to five (5) potential candidates for each position. The Teachers Service Commission’s website will provide information about those who were selected for interviews, as well as the dates and locations at which they will take place.

 

 

According to Teacher Service Commission, TSC, the school administrators include senior masters, deputy head teachers, deputy principals, head teachers, and principals. School Administrators are found in primary and secondary schools and teachers training colleges, both regular and special schools.

Death is painful. Untimely death is worse especially to the bereaved –family members and close friends. Over the weekend, unfortunate news of a Homa bay school principal of Ober Secondary school having succumbed to Covid 19 complications hit the internet especially on teacher social media groups.

The news trended because rumors had it that the late principal had developed health complications after hosting a staff meeting at his school.

It is alleged that he had invited his staff members for a meeting despite the government’s ban on social gatherings of such kind.

It is important to note that all teachers are on government-directed leave following the advent of this novel virus-Covid 19. He is said to have left for his home in Migori where he started complaining of ill health.

 

Lack of comprehensive medical cover!

While at home the principal is reported to have sought medical attention from a local health facility.

Later on initial reports indicate that he was evacuated to the AGHA KHAN HOSPITAL Kisumu for some sort of specialized treatment and it is here that the hospital declined to admit him for what was termed as lack of a comprehensive medical cover!

Unregistered with AON MINET

Now this is absurd! It is said that those who had accompanied the now late principal had tried following up the matter, only to be informed that the teacher had not registered for the teachers’ insurance cover!

This is at least according to a post by Kodhek Amunga Akhanyalabandu on Mwalimu Dot Com- A teachers’ Facebook page.

Too many unanswered questions!

What a joke! And wait, where are our unions?

Aren’t all teachers’ payslips mutilated for this very medical scheme? Is it an optional medical scheme? What is this that is being referred to as a comprehensive medical cover for teachers?

Aren’t all teachers subjected to two medical cover deductions? The So-called comprehensive NHIF COVER and the elephant in the room-AON MINET, whose deductions are never reflected on the payslip anyway?

Teachers, shouldn’t the insurance premiums payable every month to the insurance provider reflect on the payslip? How can I as a teacher know the amount of money I have contributed to this so-called super cover for teachers if it is never reflecting on my payslip?

I have always thought (in my simplistic, AEIOU way of thinking) that this AON-MINET covered all Kenyan, government-employed teachers. Isn’t this the reason why TSC recently reminded us of uploading our dependant(s) documents validating them as beneficiaries? So the questions begging for answers are: How possible is it that the late Homa bay principal wasn’t a member of this AON-MINET cover?

What did the AGHA KHAN hospital Kisumu refer to as lack of Comprehensive Medical cover yet the advanced NHIF and AON-MINET deductions are done every month from the teachers’ pay?

Shoddy, backstreet, ‘Mugo Wa Wairimu’ kind of health care facilities!

Why is it that the very best hospitals and other health care facilities worth their salt do not admit teachers and their dependants on the AON-MINET cover?

Why is it that it is only some shoddy health care facilities that admit teachers for treatment on this AON cover?

The teachers’ social media groups are awash with scary experiences at the hands of very inexperienced medical care providers in these bogus health care centers! We have even seen it in the news of some teachers going berserk and causing unsavory scenes at these very facilities after hours and hours of frustrations! For how long will Kenyan teachers continue suffering and dying for lack of proper medical insurance covers?

Is it not absurd that the amounts deducted from our payslips do not match with the services we get?

It is time we evaluated this engagement as the main stakeholders! Are you aware that AON MINET was scrapped off from the men in uniform’s pay?

Kenyan teachers seem to be the most naïve and gullible lot! With all these buffooneries, our Unions (KUPPET and KNUT) are enjoying our every end of month deductions! Aren’t they lucky?

TSC Reveals New 2023 recruitment Scoresheet for Secondary School Teachers

The Teachers Service Commission would like to call attention to the following key changes in the 2023 TSC Recruitment Scoresheet; Distribution of Marks and Breaking of a tie.

For starters, ties in the upcoming TSC recruitment 2023 will not be broken using the disability score.

This TSC recruitment Scoresheet change is pegged on the fact that disabled teachers shall be competing amongst themselves now that the Commission has reserved 5% of the advertized vacancies per county for them.

TSC recruitment scoresheet marks for the year of graduation have also been altered to a maximum of 70 as opposed to 60 marks awarded during the July Mass recruitment.

Barely a week ago, the Teachers Service Commission, TSC released new entry guidelines for teacher trainees aimed at scrapping the Bachelor of Education degree programme from the list of courses offered by universities within Kenya.

According to the TSC entry guidelines for students wishing to join the teaching profession, learners should first enroll for either Bachelor of Science or Bachelor of Arts for the first three years then undertake a post graduate diploma in teaching for one year.

This move has however not augured well especially for universities since they might be forced to lay off several staff who have already majored in the Education field.

The proposal has therefore received resistance from key stakeholders including universities.

Universities to Continue Offering Bachelor of Education Degree Despite TSC Protests

Details hitting our newsdesk today however indicate that universities will still offer the Bachelor of Education degree in September in spite of a proposal by the teachers’ employer TSC to have the programme scrapped from KUCCPS list.

According to a detailed report by the Nation Newspaper, Bachelor of Education is still among the programmes that universities declared as available to the Kenya Universities and Colleges Central Placement Service (KUCCPS) for students to apply for either Bachelor of Education, Arts, or Bachelor of Education, Science, as has been the norm.

Universities are further offering  Bachelor of Education in Early Childhood Development and Education (ECDE) and Bachelor of Education in ICT with an aim  to integrate digital skills in teacher training.

KUCCPS Application/ Revision of Courses 2021

The 2020 Kenya Certificate of Secondary Education (KCSE) exam candidates began revising their degree courses on May 24.

The application and revision of the degree courses will be closed on June 11 to enable the placement service to distribute students to universities before the start of the September semester.

The Teachers Service Commission (TSC) is proposing that universities scrap the programme and introduce a three-year degree in Bachelor of Arts or Science.

Students wishing to become teachers will then be required to pursue a post-graduate diploma in education before they are employed by TSC.

The interim chairperson of deans of education for universities, Dr Ciriara Gitonga, said the institutions will still admit students in the programme because the proposal by the TSC is yet to be adopted.

“We are still treating the information as a proposal because stakeholders have not concluded on it yet,” said Dr Gitonga as she sought to reassure university students currently pursuing the B.Ed programme.

Professional response
Dr Gitonga said the deans will give a professional response to the TSC proposal by the end on the week.

The principal of University of Nairobi’s College of education, Prof Isaac Jumba, said the institution is ready to admit Bachelor of Education degree students in September as information on a change of programme has not been communicated to them.

“We are admitting education students in September,” he said.

Prof Jumba said before 1979, when the B.Ed degree was introduced, students would take a general degree in arts and science for three years, then proceed to a one-year diploma programme.

“At the time, there were complaints that students lacked the pedagogical skills and that’s why universities decided to introduce the B.Ed degree for four years to inculcate the pedagogical skills in the basics of their training,” said Prof Jumba.

At the moment, universities are treating the TSC document as a proposal which needs a sober debate, he added.

Mount Kenya University Communications Officer Boniface Murigi said the university has already declared 1,000 vacancies for the education degree students.

“The university is also admitting privately sponsored students to pursue the degree in the May intake as the TSC document is at the proposal stage,” said Mr Murigi.

The Bachelor of Education is among the popular degrees pursued by students. When it was introduced in the country in 1979, it was moved from the University of Nairobi to Kenyatta University, which was then a constitute college of the former.

UoN reintroduced the programme in 1988. However, Kenyatta University remains the mother of the B.Ed degree programme, attracting the largest number of students.

Currently, 56 public and private universities offer the course.

CS Magoha Defends TSC Move to have the Bachelor of Education Course Scrapped

Education Cabinet Secretary George Magoha defended the move to scrap the programme, saying it will enable seamless implementation of the Competency-Based Curriculum (CBC).

“Change is the only thing that is constant the world over. This is the right time for scholars to think and decide whether it is the time to do things differently,” he said.

The Kenya National Union of Teachers Secretary-General Wilson Sossion said the move will close opportunities for teachers.

“This action by TSC closes all opportunities for any current serving teachers to proceed for further studies. It permanently closes any upward mobility of the current serving teachers and it amounts to variation of terms of the current serving teachers,” said Mr Sossion.

Release of 2021 TSC Promotion Letters: The release of the 2021 TSC Promotions Letters is a done deal after several TSC County directors delivered them to teachers who attended promotion interviews in December and February this year.

New TSC Promotion Criteria: The good news is that Classroom Teachers who have been successfully upgraded to higher Cadres, job groups have got every reason to smile now that their employer took into account length of service- number of years that the teacher has served in the previous grade.

TSC List of Promoted Teachers in 2021 Per County

In Nakuru County for instance all secondary classroom teachers who got TSC Promotion Letters upgrading them from mere teachers without administrative roles in grade C3 to senior masters in C4 have served the Commission faithfully for over 10 years.

There is therefore a glimpse of hope at least for regular teachers who were at the verge of desperation especially with the implementation of the 2017-2021 Collective Bargaining Agreement, CBA that saw them sidelined and offered a mere pittance in form of salary increment annually.

TSC Salary Rise as From July 2021: Currently, the Teachers Service Commission is in the process of finalizing talks bordering on the new Collective Bargaining Agreement, CBA with the Teachers’ union Kuppet.

The new CBA is set to take effect as from July 1, 2021 if all things go well.

Classroom Teachers who did not benefit much from the previous CBA set to end this July are likely to reap big after the Teachers Service Commission proposed a salary rise ranging between 16-32 per cent with administrators getting the lower percentiles.

Kuppet and KNUT are however opposed to the plan arguing that the proposed salary increment rates are below par.

Besides, the expected salary rise period is too long. The unions hence want the Commission to release funds meant for the pay rise in two phases only as proposed by COTU Secretary General Francis Atwoli.

According to Atwoli, effecting a CBA for over two cycles is an infringement of the rights of workers.

Teachers’ unions should therefore sign the new CBA on grounds that the funds for Teachers’ pay rise are released in two cycles only to avoid swallowing a bait that they will later not be able to vomit just like in the previous CBA.

TSC Budgetary Allocation 2021/2022

Every year, the Teachers Service Commission TSC gets a share of the country’s  annual budget.

The money set aside for the Commission is meant for recurrent expenditure such as teachers’ salaries and new expenditure including  teachers’ recruitment and promotions.

Just like in the previous TSC budgetary allocation for the 2020/2021 financial year, the Commission is likely to experience a major set back after the CS Treasury Ukur Yatani revealed plans of limited funds that the government plans to set aside for  the TSC citing economic challenges geared by the Covid-19 pandemic.

Other counties however have kept this information and guarded it safely.
