The central placement body mandated with the authority to select and place KCSE candidates based on their Knec KCSE Results KUCCPS has officially launched the 2020/2021 Kuccps course selection exercise.

The Selection criteria is purely pegged on the KCSE Candidates’ preffered courses and their performance in respective Cluster Subjects during the 2020 Kenya Certificate of Secondary Education Knec Examinations.

To be on the safe side, Candidates are advised to revise their Kuccps courses soonest before the set deadline to fast track transition to tertiary level learning institutions in 2021.

Readily Available Placement Opportunities for KCSE 2020/2021 Candidates

Some of the available openings for the KCSE candidates in tertiary learning institutions include teacher training colleges which have been now revamped to accommodate brainy fellows interested in spearheading curriculum reforms at primary level.

The Teachers Training Colleges that have been refurbished will enroll learners taking the new Diploma in Primary Teacher Education, DPTE.

This will pave way for a new cohort of primary school teachers with relevant skills in delivering the new curriculum, CBC.

Qualified 2020/2021 KCSE candidates can now enroll for the August 2021 intake.

KUCCPS Cut-off 2021 for KCSE 2020-2021 Candidates

The Kenya Universities and Colleges Central Placement Service, Kuccps has announced new cut off points to be used for admission and placement of KCSE candidates to universities and colleges during the 2021/2022 selection process.
The majority of the universities have revised their 2021 cut off points for some courses that the 2020 KCSE candidates will be competing for.
For some courses however, the 2019 cut off points will apply.

The 2020/2021 Kuccps cut off points for university admission is C+ plus.

KCSE candidates with a KCSE mean grade of C and C- will join various Colleges for diploma courses while the remaining who scored D+ and below will be admitted to technical training institutions for artisan courses.

 

Choosing the Right Course for  KUCCPS Placement

Before settling on any course, it is important that you check whether you have met the requirements set by both KUCCPS and your potential employer such as TSC in the case of teachers to avoid pursuing a course successfully only for your degree, diploma or Certificate to be nullified later.

A thorough background research and consultations. Some of the main considerations you should take into account include

Cluster points cut off: The cluster point cut off for a particular course differs from one university or college to the other. It is therefore important that you confirm whether you are above the cut off to avoid being locked out of the Kuccps Placement Exercise.

Subject Requirements: Every course has got different subject requirements. For instance, a student wishing to pursue nursing needs to attain a particular grade in Biology, Mathematics, English among other subjects closely related to the discipline in question.

Employment Opportunities; Some courses are a sure bet. Once you attain your degree, diploma or certificate you can easily get absorbed or employed. Others are however flooded hence you will have to either wait or create your own job. It is advisable to think through first whether you would like to get employed or opt for self employment in future before settling for a particular programme.

University or College Capacity: Every year, universities and Colleges are expected to declare their student capacity. The Teachers Service Commission said yesterday it requires at least Sh10 billion to finance critical programmes, which include recruitment and promotions of teachers.

 

In a presentation to the National Assembly Committee on Education on consideration of the Budget Statement Policy, 2022, yesterday, TSC Secretary Nancy Macharia said the commission requires some Sh5.3 billion to recruit 8,000 teachers for the 100 per cent transition.

 

Macharia said the monies are part of the critical areas, which were not funded in the last budget.

 

“The commission would appreciate any facilitation for these areas to receive some allocation,” said Macharia.

 

TSC boss also told the committee that it will require Sh1.2 billion to recruit 6,000 interns and another Sh2 billion for promotion of teachers on competitive selection.

 

For implementation of Teachers Performance Appraisal and Development and performance contract, the TSC boss said the agency is seeking Sh10 million

 

“Teacher mentorship and coaching programme requires an estimated Sh50 million while the roll out of a national Biometric Enrolment and Validation of tutors will be done at a cost of Sh342.4 million,” she said.

 

TSC wants facilitation of Sh600 million for gratuity to 3,358 contract teachers in the Northern frontier and construction of additional county office accommodation estimated at a cost of Sh183.6 million.

 

During the resource sharing at the Sector Working Group, the commission said it was allocated Sh295.9 billion for recurrent expenditure against a projected requirement of Sh310.5 billion.

 

On development expenditure, the allocation was 656.4 million against a projected requirement of Sh1.14 billion.

 

The commission also said priorities identified in the 2022/23 budget and the medium term were informed by the 2019-2023 strategic plan and the medium-term plan III of Vision 2030.

 

During the period, TSC had proposed to recruit 25,000 teachers, out of which 13,000 on permanent and pensionable terms and another 12,000 interns annually for the next three years.

 

“Commission proposed to train Grade Six and Seven teachers in readiness for 2023 when the first CBC cohort will transit to Junior Secondary at a cost Sh2.52 billion,” commission boss explained.

 

It also made a proposal to automate and integrate its systems for paperless operations at a cost of Sh335 million, roll out of national biometric enrollment and validation of teachers valued at Sh342.4 million but were not financed.

 

Pensionable terms

 

Despite the financing shortfall, the commission said that 15,000 additional teachers were recruited and deployed to support implementation of the 100 per cent transition to secondary school.

 

Commission further explains that some 5,000 teachers were employed in 2019/20, 2020/21 and 2021/22 financial years respectively.

 

Similarly, TSC developed a framework for hiring teachers on internship and 28,300 were recruited.

 

In the 2019/2020, some 10,300 teacher interns were recruited while 12,000 and 6,000 were recruited in the 2020/21 and 2021/22 financial years respectively.

 

“Competency-Based Curriculum was supported by training 229,000 teachers from 2019 to June last year,” TSC told the committee.

On Wednesday,  the Daily Nation established that Atheists among the Kenyan Society feel discomfited by the ongoing prayer day ceremonies in both primary and secondary schools ahead of the 2021 KCSE and KCPE national exams. The KCPE exams will commence on Monday, 7th March, 2022 and end on Thursday, 10th March, 2021.

The 2021 KCSE exams have already commenced with the candidates taking practical examinations in elective technical subjects. It seems that CS Magoha may have been misquoted when he banned gatherings in schools especially in third term when the national tests take place.

The atheists therefore asked the Ministry of Education to ban compulsory prayers and observation of religious practices in public schools.

In response to their rather weird request, CS Magoha has told the atheists to go to hell and kiss satan.

 

The CS further re-emphasized the ban against distributing food to candidates and branded success cards from politicians during the exams.

 

Prof Magoha instead advised politicians and other well-wishers who want to distribute food donations to the candidates to link up with his ministry.

 

“When there is a ban like that there is a reason. Branded success cards are not encouraged. We don’t want somebody to confuse the children with political messages,” said Prof Magoha.

An Exploration of the Latest TSC Interviews Recruitment Guidelines and Marking scheme

News that the Teachers Service Commission is set to employ 5, 000 tutors on permanent and pensionable terms and 10, 000 on internship terms have made many to wonder about what criteria the Commission will use during the recruitment process.

One of the major mind-boggling questions is whether the Commission will give priority to TSC interns who were employed in December 2019 given the meager pay that they pocket every month.

This is one of the factors that the Teachers Service Commission should consider to avoid frustrating teachers working on TSC internship terms.

They need to feel cared for and appreciated given that their workload is the same as those working on permanent and pensionable terms. The huge disparities when it comes to TSC intern teachers’ salaries prompted a group of lawyers to sue the TSC a few months ago.

Note that a TSC teacher intern earns between KShs 10, 000 and 15, 000 before the mandatory deductions such as NHIF and NSSF are effected.

Some school heads came through for the interns by either increasing their salaries or offering them accommodation to cut down on their expenses while others buried their heads in the sand as usual.

Teachers on permanent and pensionable terms on the other end enjoy better salary perks ranging from Kshs 26, 000 to over 200, 000.

 

Will TSC  Confirm intern teachers on permanent and pensionable terms?

In March 2020, all principals and school heads were directed to collect data on all intern teachers in their schools. Your guess is as good as mine. However, when The Standard misreported those intern teachers had been employed on permanent and pensionable terms, the Commission was very quick to dismiss and rubbish the claims: TSC Disowns Claims that it had confirmed 10, 000 teacher interns

In fact, The Standard was forced to apologize for misinforming the public about the recruitment of 10, 000 interns by TSC on permanent and pensionable terms.

Back to the big question, the Teachers Service Commission is planning to employ 5, 000 teachers on permanent and pensionable terms this number is two times lower than the current number of teacher interns who are likely to apply for the slots.

This, therefore, means that the Commission will have to come up with specific criteria on how to employ the 5, 000 tutors on permanent and pensionable terms.

Going by the current TSC marking scheme used to employ primary and secondary school teachers, more weight is given to the candidate’s year of graduation.

The commission has not altered the scoring areas yet. To encourage those working on an internship basis, the TSC might consider awarding extra marks as it did a few years ago.

My conclusion, there are no clear guidelines on how teachers working on internship terms will be confirmed, yet.

 

Teacher Interns’ Salaries 2020

Furthermore, several pleas emanating from members of parliament, teachers’ unions, and lawyers persuading the Commission to increase intern teachers’ salaries have always fallen on a deaf ear.

Instead of addressing the issue, the Commission claims that it lacks enough funds to facilitate the salary increment for teacher interns.

To add insult upon injury, the commission is planning to employ 10, 000 more interns. It is high time TSC started listening to the woes of intern teachers to avoid demotivating them.

According to the commission, there are a total of 5,000 new opportunities for teaching posts and an additional 8,230 positions to replace those quited due to attrition.

 

 

 

A total of 3,972 of the newly hired teachers will be responsible for working in a variety of secondary schools to support President Uhuru Kenyatta’s 100% transition policy.

TYPES OF TSC RECRUITMENT

Here are the three main types of recruitment exercises you need to know about:

 

MASS RECRUITMENT

This type of recruitment usually occurs in the months of July/ August; every year. The Commission advertises over 5,000 posts for new teachers on permanent and pensionable terms. The advert for secondary schools includes the schools where the vacancies occur.

 

The Commission carries out a continuous replacement for teachers who have exited service due to natural attrition and other causes. INTERN TEACHERS’ RECRUITMENT 2022/2023

 

This type of recruitment involves the enlisting of services of new teachers on contractual terms. The recruited teachers serve for a period of one year.

 

IMPORTANT NOTES FOR APPLICANTS

If applying for a TSC advertised vacancy, then note that all applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who fail to meet registration requirements will not qualify to be recruited. Teachers Service Commission TSC Mass Recruitment

 

1 Any applicant who applies for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

 

2 Applicants working in other Government Departments and who meet the requirements are eligible to apply.

 

3 Applicants will be required to submit their applications to the Secretary Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director.

 

Upon receipt of applications Heads of Institutions MUST acknowledge them in writing (Appendix VII). Upon completion of the shortlisting process, Heads of Institutions should promptly advise those who do not meet the shortlisting criteria (specifying the reasons).

The TSC Sub-County Director shall compile a list of all applicants in every Institution for ease of reference and present it during the interview.

 

Heads of Institutions should communicate to all shortlisted applicants through SMS (short message service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority:

a). Applicant (s) with disability(ies);

b). Age of the applicant (44-45 years) with previous teaching experience of three years and had not worked with the Commission previously

c). Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used;

d) Preference will be given to the applicants who have not been previously employed by the Commission.

 

The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission. Teachers Service Commission TSC Mass Recruitment

 

1 Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Applicants who were previously employed by the Commission and failed to declare shall be disqualified.

 

2 Applicants who were previously offered employment by the Commission and failed to take up the appointment without notifying the Commission are NOT eligible for employment.

 

TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

 

WHAT TO CARRY TO THE INTERVIEW ONCE INVITED.

 

After making your application and shortlisting is done, the Commission invites successful applicants to interviews.

 

Applicants must present original and legible photocopies of the following documents: –

 

National identification cards;

National Council of Persons with Disability (NCPWD) Card (where applicable);

KCPE Certificates;

KCSE Certificates (include first attempt certificate if repeated exams);

Diploma/Degree Certificates and official transcripts;

Primary and Secondary Schools leaving certificates

NB: Provisional transcript shall not be accepted.

Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

 

 

 

The selection panel shall vet each applicant to verify that: –

He/she meets the requirements of the TSC advertisement;

All the submitted original academic and professional certificates, as well as official transcripts, are authentic. The Secretary, and Board of Management should certify photocopies of the original certificates and authenticate the information provided, to the TSC County Director. Photocopies used during application must be the true copy of the original certificate presented during the interview;

The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.

NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date.

 

The original statement of confirmation of results MUST be submitted together with the Application for Employment Form where results have been confirmed.

Once the interview process is completed, the results must be communicated to all applicants the same day and the successful applicant(s) from the merit list be issued with the TSC Application for Employment Form (s).

 

It is the responsibility of the TSC County Director/Representative to ensure that the:-

Exercise is fair and transparent;

 

The successful applicant(s) on the merit list fill the Application for Employment Form (s).

 

The Secretary of the Board of Management should ensure the Application for Employment for Form (s) is correctly filled by the applicant(s) without erasing or defacing.

 

SELECTION CRITERIA

The Secretary, Board of Management shall present a compiled list of all applicants to the selection panel.

 

The selection panel shall harmonize the list of applicants with the TSC Sub County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make a decision(s) based on the guidelines, and advise the applicants /panel and the Commission accordingly.

 

Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b).

 

NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

 

COMPLAINTS

 

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection process and send a copy to the TSC Headquarters;

 

The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters of the action taken;

 

Where the complaint is leveled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

 

IMPORTANT NOTES

 

Under no circumstances should the Application for Employment Form(S) be defaced or photocopied for use.

 

Clarification and advice on issues of qualifications arising from these guidelines should be sought from the TSC County Directors.

 

Notwithstanding the decentralization of the function of teachers’ recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

 

How to apply for TSC Internship jobs online through TSC Website (hrmis.tsc.go.ke) It is important to note that you can only apply for three schools only. To apply for the posts, online, follow the procedure below:

From the Menu, select Careers followed by Teachers/ Secretariat. Next, click on ‘Apply for Teachers Internship Position.’

In the screen displayed, Type in the TSC No, ID number, and mobile and choose your selection either primary or secondary by clicking the drop-down menu as shown below and click ok.

An SMS from TSC will be sent to your line. Type in the SMS code and click ‘OK’

In the displayed, Click on Apply/view. Fill in your details, correctly.

Next, Choose the Ref from the drop-down and fill in the other details not auto-filled, and click ok. Click ‘YES’ on the next screen.

A screen will then be displayed showing the list of applications done by applicants.

NOTE: The teacher can make several applications in different counties/sub-counties.

In the screen displayed, Type in the TSC No, ID number, and mobile and choose your selection either primary or secondary by clicking the drop-down menu as shown below and click ok.

An SMS from TSC will be sent to your line. Type in the SMS code and click ‘OK’

In the displayed, Click on Apply/view. Fill in your details, correctly.

Choose the Ref from the drop-down list as shown and fill in the other details not auto filled and click ok.

Click the button +click here to apply to a school.

Choose the subjects, county, sub-county, and school and click ok.

The teacher can apply for several vacancies. CLICK OK.

Some education key stakeholders have raised concerns as to whether tutors are well-prepared and well-equipped to successfully implement the new Competency-based curriculum.

Unlike in lower primary levels whereby a single teacher can handle the entire class of pupils in all the learning areas, upper primary (grade four included) is more rigorous and time-consuming.

Besides, at grade four level a teacher can only handle two to three learning areas in one stream.

Based on the most recent CBC teacher training statistics, a total of 106, 000 primary school teachers started a two-day CBC training on Thursday bringing the total number of teachers training on the new CBC curriculum to 228, 000 teachers in Kenya.

Two primary school teachers per school have so far been trained on the new CBC curriculum. this is where the backstops. So the big question is can the two teachers handle all the 8 35-minute lessons slated by the ministry at all grade four level in their schools?

Worth noting is that Grade four has got over 15 learning areas where learners have to be taken through both practical and theoretical lessons.

These Grade four CBC compulsory learning areas include Mathematics, English, Physical and Health Education, Kiswahili, Science and Technology, Kiswahili or Kenya Sign Language, Home Science, Agriculture and Social Studies.

Other optional grade four learning areas include Christian Religious Education, Hindu Religious Education, Islamic Religious Education, Art and Craft, French, Arabic, Pastoral program of Instruction, German and Indigenous languages.

Surely, with only two teachers trained in upper primary, the workload is likely to be heavier for tutors.

The new Competence-Based Curricullum has already been rolled out up to Grade Three level.

Curriculum masters in all schools whether public or private are therefore expected to design a new timetable for the next level, Grade 4.

This is according to the circular written by Dr Belio Kipsang on behalf of the Ministry of Education.

This is purely meant for special needs learners who cannot be subjected to the regular CBC learning curriculum.

It is the second level in the stage-based CBC for special need learners.

Learners with special needs include:

  2. Multiple impairments
  3. Severe autism
  4. Deaf- blindness
  5. Severe cerebral palsy
  6. Severe intellectual disability

LESSON DISTRIBUTION FOR INTERMEDIATE SPECIAL NEEDS EDUCATION LEVEL

-This level shall have only 6 lessons per day.

-Each lesson will last for 35 minutes.

POINTS TO NOTE

  1. English will continue being the language of instruction for all learning areas save for Kiswahili, foreign and indigenous languages.
  2. Not all public primary schools will be selected by the Ministry of Education and the Teachers Service Commission to offer foreign and indigenous languages.
  3. Home Science and Agriculture will be allocated 1 theory lesson and a double lesson for practical activities.
  4. Science and Technology will be allocated two single lessons and a double lesson for practical activities.
  5. Physical and Health Education will be time tabled daily for every grade. Besides, it should be activity-based.
  6. Pastoral Programmes of Instruction, PPI should be conducted by a reputable and responsible member of a recognized religious faith within the school community. The religious faith must be legally registered in Kenya.
  7. Co-curricular Activities are compulsory and should be implemented as recommended for all the learners undergoing formal training.
  8. Schools are expected to ensure that all learners participate in community service activities based on the curriculum designs offered.
  9. Schools should create opportunities for parental involvement and sharing of ideas regarding CBC implementation.
  10. Schools should incorporate core values in learning the learning process across all the learning areas in Upper primary.
  11. The last two lessons every Friday (5 %) of teaching time should be time tabled for Teacher Professional Development Activities, TPAD. Learners on the other hand, should be allowed to interact with digital devices, library work, TV and radio programmes aired live by the KICD.

In Nyamira County, Nyanza region, Nyambaria Boys High School clinched the first position thus putting Manga Sub County on the map with a KCSE mean score of 8.0105 B- Minus.

The boys’ only national boarding school had one KCSE 2019 candidate who scored a straight A. The other quality grades for Nyambaria Boys High School KCSE 2019 results were distributed as follows:

A- (35), B+ (86), B(85), B-(81) and C+ (82).

Therefore, 370 out of the total 477 KCSE 2019 candidates at Nyambaria High School attained the minimum entry grade to universities (C+) through the Kenya Universities and Colleges Central Placement Service, KUCCPS.

Nyakemincha Mixed Secondary School took position two followed by Kebirigo boys.

The Teachers Service Commission, TSC has released complete lists of shortlisted applicants for the planned July TSC Teachers’ Mass Recruitment exercise.

This follows the successful application of the listed applicants for the 5, 000 teaching vacancies in both primary and secondary schools across the counties online.

According to the latest TSC Recruitment Guidelines, the available vacancies will be filled through a competitive selection process containing a raft of measures aimed at ensuring transparency and objectivity.

The Commission further noted that teachers who will be recruited this July will serve in various government institutions on Permanent and Pensionable terms of service.

For primary schools, vacancies will be filled using the 2020/2021 Merit Lists generated in September 2020. Successful candidates will be informed by the County Directors of the counties where they were merited.

TSC Recruitment Merit list per County-Nairobi

For secondary schools teachers, interviews will take place in each sub-county and they will be conducted in four days.

Teachers who will feel that the recruitment process was unfair will register their complaints from Thursday 29th July to Friday 6th August 2021. Complaints will be vetted and handled at county levels.

Receiving of documents at the TSC headquarters will take place from Monday 9th August to Thursday 12th August 2021. This will take place for four days.

Verification of documents at the TSC headquarters will take place for eight days between Friday 13th and Friday 27th August 2021.

Successfully employed teachers will report to their respective stations on Wednesday 1 September 2021.

County directors will be required to submit reporting status by 30th September 2021.

TSC IGNORES CALLS TO LOWER ENTRY POINTS, RETAINS THE 2019/20 HIRING TERMS AND ENTRY GRADES FOR NORTHERNERS AS RECRUITMENT OF 1, 517 TEACHERS KICKS OFF

All available teaching vacancies in Kenyan public schools are usually announced by the Teachers Service Commission, TSC whenever the need arises.

The Commission uses formal channels to advertise available teaching positions including the TSC Website: www.tsc.go.ke.

The Commission also uses its official twitter handle and Facebook page to notify interested applicants to grab the job opportunities in time.

TSC usually provides a deadline for application for all available teaching slots across the 47 counties. It is, therefore, necessary that interested candidates adhere to the given deadline as part of compliance with the recruitment guidelines.

 

TSC Cautions Teachers about fake recruitment guidelines

The Teachers Service Commission, TSC in August warned teachers against fake recruitment guidelines that were being circulated on social media. The purported guidelines were used to recruit teachers in the year 2019/2020 but scammers had falsely changed the year to 2020/2021.

 

Taking on the Facebook official account, TSC Head of Corporate Affairs Betty Wababu wrote,

BEWARE OF FAKE TEACHER RECRUITMENT GUIDELINES
This is to draw your attention to teacher recruitment guidelines that are circulating on social media. Those guidelines are for the year 2019/2020 but the year has falsely been changed to 2020/2021. The Commission is yet to release the 2020/2021 recruitment guidelines and we urge teachers to be patient and to shun fake news.”

 

Available TSC recruitment positions/ vacancies for teachers

Currently, there are over 15, 000 available recruitment positions for teachers available at the Commission.

The Commission receives a budgetary allocation from taxpayers’ money every year for all recurrent and new expenditures.

For the past few years, the Commission has been hiring 5, 000 teachers on permanent and pensionable terms to plug the glaring teaching gaps in the education sector.

In December 2019, the Commission also started hiring teachers on internship/ contract terms to fill the teaching gaps.

Now that the Commission has already received the budgetary allocation for this year, it is only a matter of time before the Commission advertises the available teaching vacancies in Kenyan public schools.

Latest TSC Score sheet for primary and secondary school teachers seeking TSC Recruitment in Kenya

The Commission uses a marking scheme usually referred to as the TSC   score sheet to recruit the best candidates during TSC interviews.

The score sheet takes into account various parameters including the length of stay (teaching experience), highest academic qualification, participation in co-curricular activity, community service among others.

Preference is given to those candidates who have tarmacked for long since graduation.

RECRUITMENT GUIDELINES

The recruitment exercise should be fair and transparent.

Candidates who are not shortlisted should be notified and made to understand the reasons behind it.

In case of a tie, preference should be given to:

  1. Disabled candidates
  2. Applicants with 44-45 years with teaching experience but not employed by the Commission before.
  3. Quality of certificates presented with special reference to the candidates’ KCSE Mean grade. In case of a tie, it should be broken by considering the candidates’ subject grades.

Names of interviewed applicants should be ranked in order of merit and presented to the Commission.

Applicants who previously turned down an offer of employment from the Commission are not legible to apply.

Preference will be given to candidates who have never been employed by the Commission before.

TSC recruitments are usually fair and transparent. The application procedure is therefore simple and straightforward.

The Commission gives recruitment guidelines each time vacancies get advertised.

As earlier stated, the Commission employs qualified teachers on internship terms to fill the glaring teaching gaps in public schools.

This year, the Commission has announced its plans of recruiting at least 10, 000 teacher interns for one year.

According to TSC CEO Dr. Nancy Macharia, approximately Kshs 1.2 billion has been set aside to hire TSC teacher interns this year.

INTERNSHIP: QUICK FACTS

  1. 1. Teachers on internship are likely to serve anywhere in Kenya where their services will be required. However, they are free from the highly dreaded delocalization threat.
  2. All graduates are advised to apply.
  3. TSC has not clarified whether those who shall take up the intern positions will be given priority in mass permanent recruitment. The commission has just confirmed that those who will be on internship may get absorbed on permanent terms based on the availability of funds and their performance.
  4. You do not have to serve as an intern. An internship is optional, therefore you have the option of applying or not.
  5. The schools (as good practices dictate) should support the interns by providing accommodation and food where possible. This will go a long way in motivating them to be effective given the meager pay (stipend)
  6. Certificates will be offered to all interns. This is a plus for teachers especially those aspiring to be promoted for it is a kind gesture towards the Teachers Service Commission.
  7. The payment of salaries for teachers on an internship is prompt. This is a better option compared to being employed on BOM terms where payment of salaries depends on the “principal’s mood.”
  8. An internship is a long-term contract. Once the contract has been signed, it cannot be terminated. This means that the interns MUST serve in a given station for one year, period.
  9. Interns will be paid Kshs 15, 000- secondary and Kshs 10, 000- primary. However, this is subject to statutory deductions.
  10. 4,300 posts are available for primary school and 6, 000 for secondary schools.

 

Conditions for recruitment as a TSC teacher Intern in Kenya

Eligibility

Those who wish to apply must meet the following requirements:

. Must be a Kenyan Citizen

. Must possess original academic and professional certificates

. Should be currently unemployed

. Should not be previously employed by the TSC on permanent terms

. Must be TSC registered

. Should be a holder of a P1 Certificate for those wishing to serve in public primary schools and a minimum of a Diploma for secondary schools

. Be ready to serve in any public school within Kenya where services are required

The commission sometimes confirms teachers serving on internship terms and places them on the same payroll as those employed on permanent and pensionable terms based on the availability of funds and teaching vacancies.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Education news: Official KCPE knec results release date and form one selection/ admission (reporting) dates are usually determined by the Education Ministry. The school calendar and schedule for cocurricular activities also fall in its docket.

Following the disruption of the 2020 Academic calendar in Kenya, the Education Ministry was forced to alter the 2021-2023 school calendar to factor in the lost time during the lengthened holiday necessitated by the Covid-19 pandemic.

Below are the revised term dates and school calendar 2021-2023

The revised term dates will be as stipulated below;

PRE-PRIMARY, PRIMARY AND SECONDARY SCHOOLS

1)  2020 SCHOOL CALENDAR

TERM 2 & 3 SCHEDULE FOR CONTINUING LEARNERS (PP1&2, Grade 1-3, Class 5-7 and Form 1-3)

1. All Schools including schools offering international curriculum will open fully on 4 January, 2021;

2. All 4 year-olds will join PPI in July 2021.

3. Grade 4 CBC learners will transit to Grade 5 in July 2021.

4. Grade 4 and incoming Form 1 (class 8 graduates) will stay at home as other learners complete their term 3; Resume July 2021.

2021 primary and secondary schools reporting dates- for continuing learners

Given the upsurge of Covid-19 cases in Kenya dubbed the third wave, speculations have risen about when face to face learning in primary and secondary schools in Kenya will resume after the April 2021 holiday.

The Teachers Service Commission has also expressed concern over the low uptake of the Covid-19 vaccine by targetted teachers who are the most vulnerable in a school setting should the government maintain the 2021 term dates.

So far, 50% of the targetted teachers have been vaccinated.

However, Education CS Professor George Magoha has cleared the air on School Reopening dates for Primary and Secondary institutions

School Calendar and term dates Changes 2021

Education Cabinet Secretary George Magoha has said that the 2021-2023 school calendar will not be altered following Covid-19 restrictions.

“On the school calendar, I am leaping forward and hoping that since it looks like the Covid-19 pandemic curve is starting to flatten, there may be no need for now to summon education stakeholders to look afresh at the school calendar,” said Magoha in Kiambu town on Monday while inspecting opening of KCSE exams.

2021 Term Dates- reporting dates for continuing primary and secondary school learners

The CS said that the school calendar remains as it had been decided earlier in the year and the school children will report as it had been decided- May 11, 2021

“By the grace of God the children will come to school the time we said they should come to school,” said Magoha.

KCPE 2021 results analysis

He said that the official  knec results for KCPE 2021 exams will be ready in a week’s time as announced earlier.

“Marking and analysis of this particular set of exams is at a very advanced stage now,” noted Magoha.

Form one placement  results 2021

Selection of KCPE 2020 candidates and placement to various sub-county, County, extra county and national schools will take place immediately KCPE 2020/21 Knec results are announced.

This exercise is purely based on merit. This explains why the MoE has forewarned  principals seven national schools over irregular pre-determined placement of form ones in their schools before the national exercise kicks off.

KUCCPS LATEST CHANGES TO BACHELOR OF EDUCATION COURSES 
Kenya Universities and Colleges Central Placement Service (KUCCPS) chief executive Agnes Wahome has written to vice-chancellors in both public and private universities directing them to adjust and review their programmes to align them with new proposals from the Teachers Service Commission (TSC).

 

“On February 24, the placement service received proposals on the reviewed placement criteria to degree programmes from the TSC,” said Dr. Wahome in the circular dated April 26. She said TSC proposals take cognizance of the introduction of several education courses and recommendations of the CBC Taskforce.

 

According to TSC chief executive Nancy Macharia, each student pursuing education should have three teaching subjects, (two major subjects and one minor) for cost-effectiveness and proper utilization of the teacher.

 

“This will assist the commission to handle the new areas that have been introduced in the CBC for junior and senior secondary,” said Ms. Macharia, adding that “the whole course will take five years and a half”.

Ms. Macharia said students will be required to undertake a two full-term practicum of six months after completing the course.

TSC LATEST NEWS: TSC AND KUPPET TALKS HIT THE ROCK

The ongoing salary negotiations between the Teachers Service Commission, TSC, and Kenya Union Of Post Primary Education Teachers Union (KUPPET) have stalled.

After three days of offers and counter-offers, they failed to come to terms as KUPPET insisted on a 70 % increase for its members.

The TSC said that KUPPET’s demands were “unrealistic” at the moment especially now that the commission is experiencing financial hitches.

According to The Standard Newspaper, KUPPET officials and TSC members are however confident that they will eventually reach an agreement.

The union had demanded for a 70% salary increment for the lowest-paid teachers and a 30% increase for headteachers.

The state, unfortunately, failed to offer an exact figure that the union would find acceptable.

In a joint press conference release by the TSC Chief Executive Officer Dr Nancy Macharia, a meeting to address the issues tabled before the commission regarding the 2021-2025 CBA will be held today.

 

According to Dr Macharia, the Government had already implemented three out of the four phases using sh 54 billion set aside for the process.

STABILITY

The implementation of the CBA has led to industrial stability in the teaching sector.

Dr Macharia further noted that that the next negotiations will consider the current cost of living, government fiscal policies, teacher performance and production.

The two parties also agreed that there is a need to fast-track the release of promotion letters to all teachers who have been promoted.

The commission will also consider the career progression path for diploma teachers.

The retreat between the Teachers Service Commission and KUPPET was meant to review the current CBA and set the base for the next phase.

KUPPET Secretary-General Mr Akelo Misori said the union was looking forward to fresh negotiations.

He further added that they had a fruitful discussion.
