In a nutshell; Teachers currently employed by the Teachers Service Commission-TSC Kenya have got reason to smile after Members of Parliament directed their employer to avail a budget so that funds can be allocated for the promotion of teachers with higher qualifications.

Parliament Renders Good News to Teachers with Higher Qualifications

Thousands of TSC-employed teachers who have been languishing in poverty having committed their time and resources to the rigorous process of acquiring higher qualifications-diplomas, degrees, masters, and PhDs are a happy today after parliament directed their employer the Teachers Service Commission to reward their efforts by increasing their pay and promoting them to higher cadres/ grades.

The latest recommendation by the National Assembly is good music to these teachers’ ears following a successful petition by a splinter union.

Ms. Martha Omollo, who is the spokesperson of the break-away Kenya National Teachers Pressure Group, KNTPG takes pride in the great strides the pressure group has made after convincing the Parliament to force the Teachers Service Commission to promote teachers who have acquired diplomas, bachelor’s, master’s and Ph.D. degrees while in service.

The August house on its last day gave a recommendation that the Teachers Service Commission should continue recognizing and acknowledging the efforts of the teachers who have acquired the higher qualifications enlisted above.

“The TSC should within six months of the adoption of this report open negotiations with teachers’ unions on the career progression guidelines and uphold the rights of teachers who have acquired the relevant qualifications while in service,” read the report in part.

 TSC Guidelines on Relevant Courses to be Undertaken by Teachers Wishing to Attain Higher Qualifications

Parliament at the same time directed the Teachers Service Commission to map out relevant courses to be undertaken by teachers wishing to attain higher qualifications.

“Further TSC shall give guidelines on relevant courses to be undertaken by teachers,” reads the report by the Education and Research Committee adopted by Members of Parliament in June 2022.

TSC Promotions Guidelines will be Pegged on UNESCO/ ILO Recommendations 1966

The Committee at the same time recommended that henceforth, all TSC promotions will be based on UNESCO/ILO recommendations of the year 1966 that codify the intellectual rights of teachers who undertake and complete relevant in-service training courses.

TSC Budget 2023-2024 to Incorporate Promotions Funds for Teachers with Higher Qualifications

The members of parliament at the same time instructed the Commission to include budgetary estimates for promotions of eligible teachers in the 2023-2024 cycle.

Initially, the commission used to automatically promote teachers with degrees from Grade C1 to Grade C2 automatically. The Commission however failed to sustain this practice given the influx of teachers with higher qualifications.

Since the year  2014, TSC has been promoting teachers with degrees based on available vacancies. Due to the limited funds, the Commission has been promoting 1,000 teachers every year.

Now all eyes are trained on the Commission to see whether it will heed and yield to the pressure.

Siruti TVC online application

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

Siruti Technical and Vocational college admission requirements

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:
  • C– (minus) and above for diploma courses.
  • D (plain) and above for craft certificate courses
  • D – (minus) and below for artisan certificate courses

Siruti TVC Kuccps application procedure

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the TVET College. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the TVC.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

TSC Places slightly over 8, 000 Interns On Payroll, Details Below

2, 159 TSC Intern Teachers Yet to be Put on the TSC Payroll, find out why

The Teachers Service Commission, TSC has placed over 8, 141 intern teachers on its payroll.on 

This comes at a time when TSC is battling legal cases filed against it for underpaying 2019 interns.

Confirming the great news, TSC Head of Communications Boss Ms. Beatrice Wababu told The Standard Newspaper that all the 8, 141 hired interns have been placed on the TSC payroll and their salaries have been processed.

Tsc has also hired 8, 920 teachers on Permanent and Pensionable Terms.

They have also been placed on the TSC payroll and have received their salaries.

On the other hand, a total of 2, 159 TSC teachers working on internship terms are yet to be placed on the payroll.

Ms. Wababu said that the 2, 151 TSC Interns who have not been placed on payroll will have their documents processed and properly filed before being put on the TSC Payroll soon.

This delayed placement on the payroll was caused by either missing documents or improper filing of documents for the 2, 159 teacher interns.

149 teachers are also yet to be Confirmed by the Teachers Service Commission on Permanent and Pensionable Terms.

Just like their 2, 149 counterparts, the 149 teachers are yet to be confirmed by the Commission once their documents are properly filed.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements at Senior Schools

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

KUCCPS Invites KCSE  Candidates to Apply for 2022/2023 Placement. Check How to Apply and Pay Kuccps Placement Fee

KUCCPS 2022/2023 Cut Off Points and Requirements  for all Courses

The Central Placement Service (KUCCPS) on Friday opened the application portal for the 2021 KCSE candidates to apply for institutions of higher learning.

Students who managed to score C+ and above, according to Education Cabinet Secretary Prof. George Magoha, will be entitled to secure a chance in different universities across the country.

Those with C plain and below will secure slots in TVET institutions, in what the government says is to ensure 100 percent transition.

In this light, the applicants have been urged to access the KUCCPS online portal where they will submit their applications.

To apply, one is required to have their KCSE Index number, as well as KCSE year and password, which can even be the birth certificate.

Below is a detailed procedure of how to apply for university and college admission:

Log in to the student’s portal using the above credentials
Since all the programmes have minimum subject requirements, you are only able to apply for courses whose minimum requirements you meet, but the selection is determined by the overall performance and the available capacity
Click on the ‘Programmes’ tab to view available courses and their requirements. You can also search for courses by institution, using the ‘Institutions’ tab.
You may move the ones that interest you into the ‘’Course Basket to enable you to work with a shorter list when preparing your final one

Mang’u High School is Kenyan boys boarding National school located in Kiambu County along the Nairobi-Thika Highway.

According to Brother Ken Thompson who taught English for 15 years at Mang’u, the name “Mang’u” is a Maasai word which means “that is not me you smell.”

The name is derived from Maasai warriors who would shout the word mang’u to inform their fellow hunters of the current situation as they hunted lions in the tall grass.

The school is also known as Dayton because of its close association with the University of Dayton, a Catholic-based university founded by the Society of Mary-Marianists.

 

MANG’U HIGH SCHOOL BRIEF HISTORY

Mang’u High School was established in 11th January 1940 with 49 students only.

The Marianist Brothers later introduced an aviation programme within the school.

It was the first secondary school to introduce aviation as an examinable subject.

A FULL LIST OF TEACHERS WHO HAVE NOT BEEN PLACED ON TSC PAYROLL AS OF MAY 2020

The Teachers Service Commission, TSC has produced a full list of teachers who have not been placed on its payroll as of May 2020 for failing to submit crucial details to facilitate the process.

This new list features newly-employed tutors who have not received any salary ever since they were recruited and posted to work in various schools by the Commission.

TSC Casuality Forms

According to data released by TSC, the listed teachers have not submitted their casualities, very important documents showing that they have already reported to their work stations.

The TSC casuality form can only be filled by the school head or principal then sent to the TSC headquarters for processing and placement on the TSC payroll.

TSC employment guidelines expect a newly-recruited TSC teacher to report to his or her work station within two weeks. The school head shall then fill and promptly submit the form for further processing.

If the school head fills the wrong details or the form fails to reach the destination, TSC Headquarters, then the teacher will not receive their salaries until the error is rectified.

TSC Intern teachers

Most of the affected tutors are those recruited by the Commission on internship terms. The majority of these tutors were hired in November 2019 but by the end of March 2020, 2, 159 TSC intern teachers were yet to be placed on the TSC payroll.

Missing documents

Some of the 2, 159 cases had a few missing documents or improperly filed documents.

The commission promised to place these teachers on payroll once all their documents are properly filed.

TSC LIST OF TUTORS WHOSE FILES LACK CASUALITY FORMS

A quick glance at the official TSC list indicates that approximately 400 newly recruited teachers are yet to present their Casuality forms to the TSC headquarters.

It indicates the TSC numbers, names, current work station, and TSC payroll processing status.

The TSC payroll for May 2020 salaries has already been closed. This means that the affected teachers will receive their salaries next month if they send the required documents to the Commission.

The Teachers Service Commission, TSC has directed all teachers on payroll to declare their wealth, assets and liabilities, DIALs online via the official TSC wealth declaration portal.

Among other things that teachers are expected to do is indicating that they are on duty on the TSC TPAD2 portal.

The TSC Profile Updating Process is the surest way through which teachers can maintain status quo in matters payslip.

Through the process, the Commission will stamp out teachers who are not eligible for TSC T-pay inclusion popularly known as ghost teachers.

All teachers have been directed to fill Government wealth declaration forms from November 1, 2021 in new guidelines published in the Kenya Gazette.

A July 30, 2021 Kenya Gazette Notice signed by TSC CEO Dr Nancy Macharia spells out new requirements for filling the wealth forms in accordance with the Public Officer Ethics Act, 2003. Those who fail to comply risk punishment by the Ethics and Anti-Corruption Commission.

Dr Macharia says the Commission will review each declaration of income, assets and liabilities to determine if they adhere to the requirements of the Ethics Act.

“The Commission shall review the information in the forms to determine if the assets are disproportionate to the income or whether there are concerns of impropriety, conflict of interest or any other breach to the Ethics Act,” she says.

Teachers and the Commission’s secretariat staff are required to declare their wealth every two years in accordance with the Act, which covers all employees in the public service.

More than 3,000 teachers and secretariat staff who last year failed to meet the declaration deadline had their salaries withheld for two months. The Commission, however, released the salaries because the guidelines for the declaration process had not been gazetted.

Those who contravene the requirements face a fine of KSh1 million or a year’s jail term.

The TSC submits to the EACC, two-year declarations every July 31 stating the number of people on its payroll. It is also required to state the total number of public officers who have submitted declarations within the prescribed time and those who have failed as of June 30 every year.

43,000 teachers employed by school Boards of Management (BoM) will be smiling all the way to the bank starting tomorrow.

This is good news for the
teachers who have been forced to exercise the patience of a cobra following the government’s numerous promises to start paying their outstanding
salaries.

The long-awaited confirmation was made by Education Chief Administrative Secretary (CAS) Zack Kinuthia yesterday who said the government will disburse Sh1.72 billion in lump sum to cover the teachers’ salary arrears for the last four months.

Each teacher will get
Sh40,000. He also confirmed that the funds are already being channeled to the teachers’ respective bank accounts.

“This is a promise from the office of the CAS through consultation that the money is safely on transit to their bank accounts. It
will happen whether it is today, tomorrow or Friday,” said Kinuthia, when he inspected
Kandara Technical Vocational Centre in
Murang’a county.

He said the delay to pay the BoM teachers was occasioned by
submission of inaccurate data by school heads, which could
have seen the government lose up to Sh2.5 billion.

He said head teachers had submitted a list of 106,000 teachers, which means the
government could have ended up paying at least 63,000 more
teachers unprocedurally.

“The ministry has been trying to pay BoM teachers as per the recommendation by the
President but this has
not happened due to
technical hitches,” said

KESSHA Confirms the Reversal of School Funds, Reason Being…

The Kenya Secondary Schools Heads Association, KESSHA has confirmed the reversal of free education funds.

By yesterday, most school heads had confirmed that indeed the funds for the first and second terms had reflected on the NEMIS portal.

A few hours later, there were clear indications that the funds were no longer accessible by schools for they were not reflected in school accounts.

The funds were meant to cushion BOM teachers and subordinate staff against the biting effects of the Coronavirus pandemic.

This, therefore, means that BOM teachers will have to wait longer now that the money has been reversed on grounds that the ministry did not give details on how the money will be spent.

Although the teachers and workers affected may be forced to wait longer, something good might be in the offing given that some unscrupulous school heads had started circulating circulars indicating that the teachers will proceed on unpaid leave until schools reopen despite the funds being released.

In one of the circulars at our disposal, the school board of management wished to inform BOM staff that the school could only pay part of their August salaries after which they will proceed on unpaid leave until learning resumes.

It is now clear that the education ministry may have reversed the funds to ensure that they are not misappropriated by school management boards.

If the funds had not reflected in schools’ bank accounts, why should some heads connive with management boards to deny the affected staff their rightful dues?

If the ministry did release funds for terms one and two, then it is fair that schools settle the staff’s unpaid salaries in full.

The government had earlier stated that it will cushion BOM teachers and teachers registered under the Teachers Service Commission, with the fate of private teachers unknown.

On Friday, August 7, Treasury CS Ukur Yattani stated that he would consult Magoha on the funds, which Yattani had already given the green light to be released.

“The funds that are supposed to be released to schools will be used to pay BOM teachers and other workers, and I have already given instructions for the release of the money.

“I will confirm with Magoha if the budget has been drawn and submitted to the Treasury,” Yattani stated in an interview with the Daily Nation.

On Thursday, August 6, CS Magoha assured principals and BOM teachers that the funds will be released, with school heads confirming that Ksh 3,725 per student for operations was released.

BOM teachers have gone over four months without salaries but ware set to enjoy government relief alongside TSC teachers as their private schools’ colleagues continue to languish.

Release of the 2022 KCSE Results; The 2022 KCSE Results will be conducted between November and December 2022. The 2022 KCSE results will therefore be released in January 2023. The 2022/2023 KCSE candidates will therefore join the university by April 2023 after the release of the 2022-2023 KUCCPS placement results before March 2023.
