In the TSC Curriculum Based Establishment, CBE, regulations a single streamed school (both primary and secondary) will have one school head/ principal, deputy and senior teacher/ master. A primary school with 10 streams and a maximum of 4,000 learners shall have one head teacher, 2 deputies and 8 senior teachers.

A secondary school with 12 streams and a maximum of 2,100 students will have one principal, 2 deputies and 9 senior masters. The minimum workload of a primary school teacher will be 35 lessons per week while a secondary school teacher will handle a minimum of 27 lessons per week.

The maximum class size will be 50 and 45 learners for primary and secondary schools respectively. Where there are 2 deputy deputies, one shall be in charge of academics while, the other taking charge of administrative responsibilities.

ADMINISTRATIVE POSTS IN SCHOOLS
Here is an elaborate description of all administrative posts in schools;

A). PRINCIPALS OF SECONDARY SCHOOLS
The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;

Principals of Sub- County and All Day schools:
To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).

County Schools with with over 540 students:
These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.

National and Extra County Schools with over 1000 students:
Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

B). DEPUTY PRINCIPALS OF SECONDARY SCHOOLS.
Sub- County and All Day schools:
Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years.

County Schools with with over 540 students:
Deputy Principal II of Grade D2 (T- Scale 12). To be appointed to this grade one must have served as a Deputy Principal at D1 for atleast three (3) years.

National and Extra County Schools with over 1000 students:
Deputy Principal I; Grade D3 (T- Scale 13). To be promoted to this grade one must first serve as a Deputy Principal at D2 for atleast three (3) years.

C). SENIOR MASTERS OF SECONDARY SCHOOLS.
Sub- County and All Day schools:
Senior Master III of Grade C5 (T- Scale 10). To be promoted to this grade one must serve as a teacher at Grade C4 for over three (3) years.

County Schools with with over 540 students:
Senior Master II with Grade D1 (T- Scale 11). To ascend to this position, a teacher must have served as a Senior Master III of Grade C5 (T- Scale 10) for a minimum period of three years.

National and Extra County Schools with over 1000 students:
Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.

Primary schools with enrollment of over 1000 learners:
Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

E). DEPUTY HEAD TEACHERS OF PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Deputy Head Teacher II Grade C4 (T- Scale 9). Experience required: Served as Senior Teacher at Grade C3 for atleast 3 Years.

Primary schools with enrollment of over 1000 learners:
Deputy Head Teacher I at Grade C5 (T- Scale 10). Required experience: Served as Deputy Head Teacher at Grade C4 for atleast three (3) years.

F). SENIOR TEACHER- PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Senior Teacher II with Grade C2. Qualification: Served as a Primary School Teacher I at Grade C1 for atleast three (3) years.

Primary schools with enrollment of over 1000 learners:
Senior Teacher I with Grade C3. Required experience: Served as Senior Teacher II at Grade C2 for a minimum period of three (3) years.

STAFFING LEVELS/ NUMBERS OF ADMINISTRATIVE POSITIONS.
The number of administrative positions is pegged on the respective school’s curriculum Based Establishment (CBE). The number of learners influence the number of administrative positions in the respective schools.

Where a school has two deputies; one shall be in charge of Academics and the other Administration. For Special Needs Education (SNE) schools; there shall be a minimum of five (5) senior teachers (primary) and Masters (For secondary schools). This is irrespective of the size and enrollment/ students’ population.

A). DEPUTY PRINCIPALS AND SENIOR MASTERS/ MISTRESSES OF SECONDARY SCHOOLS AS PER CURRICULUM BASED ESTABLISHMENT, CBE.

KCSE 2021-2022 Leakage

The Kenya Certificate of Secondary Education-KCSE national exams are set to massively commence on Monday March 14, 2022. The CS Education Professor George Magoha has already issues a stern warning against cartels that are planning to leak the 2021 Kenya Certificate of Primary Education, KCPE and the Kenya Certificate of Secondary Education-KCSE exams before they are done on Instagram.

It is therefore crystal clear that the 2021/2022 KCSE leakage will only be accessible to instagram users but at their own risk since Knec will obviously conduct a crackdown of the cartels especially now that the internet does not forget.

KCPE/KCSE Leakage 2022 Available on Social Media Platforms

Education Cabinet Secretary George Magoha recently revealed a plot by “exam cartels” to leak national examinations through social media platforms.

 

Magoha said the ministry was aware that the cartels working in cahoots with “a clique of rogue teachers and examination centre managers” had hatched a scheme to leak the examination papers during the opening of exam containers.

 

 

“It is regrettable that the cartels are very active on something called Telegram (a secure social media application). We are watching them as they plan to open the exam material and leak the contents during the opening of the exam containers,” the CS said in Mombasa.

 

 

To foil the scheme, Magoha said, the ministry was considering reviewing the time of opening exam containers from 6.00am to 6.30am to reduce the time centre managers stay with the papers.

 

“This time round, we are wondering whether we are allowing people too much time with examinations. We are consulting to decide whether we can reschedule the opening time from 6 o’clock to 6.30am to reduce the time the crooks stay with the papers,” he said.

 

Magoha said his Ministry and the Kenya National Examination Council (Knec) had put in place strategies to tighten security during this year’s exams.

 

 

The CS advised students and parents not to fall prey to cartels by buying fake examination papers, saying they will only be wasting their resources.

 

“We are not going to allow anybody to mess with this exams and for those who think they are clever, we are watching them.

 

To the children, nobody should confuse them that they are going to give them papers because we will not grab access to the KCPE/KCSE Papers.

PRESIDENT UHURU KENYATTA JOINS KENYANS IN CELEBRATING ONE OF ITS OWN

Kenya’s Eliud Kipchoge has made history after breaking the two-hour threshold today in Vienna.

He ran the marathon at Prater Park within 1:59:40.

Kenya’s Eliud Kipchoge was extremely elated after his victory since he is the first human to run a marathon in less than two hours.

Kenya’s President Uhuru Kenyatta has joined millions of Kenyans and other well-wishers in congratulating Eliud Kipchoge for his smashing victory today.

The president in his message said, “the win will inspire future generations to dream big and aspire for greatness.”

He further added that the marathon runner has made history and made Kenya proud.

ARDENT SUPPORT
Deputy President William Ruto could not hold back his ecstasy. The Deputy President who was in Vienna to witness the win with his wife Rachel Ruto and some Governors tweeted to express their elation.

“your supreme tempo, fatigue-resistance, compulsion, resolve, endurance and tenacity are a manifestation there are no limits when you believe in yourself”
Kenya’s Africa Union envoy Raila Odinga also tweeted in praise of the athlete.

He said that Eliud Kipchoge has captured the imagination of the entire world before the great feat and this will last a lifetime.

He further congratulated Kipchoge for being the first human being to run the marathon. “Kenya is greater thanks to you,” he said.

In the spirit of celebration CS Ambassador Amina Mohammed also sent her congratulatory message.

She described Kipchoge as the greatest athlete in the world who has raised Kenya to the level of the greatest athletic nation on earth.

In her message, she said that the government will consider an appropriate reward for Kipchoge for exceeding the set standards.

CS Amina further added that his win is likely to inspire other athletes to run beyond the set standards.

Kipchoge has made history after breaking the record for he is the first human to run a marathon in less than two hours.

The former world marathon record holder, Paul Tergat said the win has given Kenya an iconic mark and proved that barriers can be broken.

The NOCK President further added that Kenya is a hub of talents. Athletes and the youth just need an avenue and support to showcase their prowess.

The newly rolled out TSC Teacher Professional Development, TPD Modules’ history date back to the wilson Sossion era. However, most teachers are still in shock trying to fathom how and why their employer would incessantly fight for the roll out of a refresher program in spite of having been trained for up to four academic years and garnering the pre-requiste knowledge and skills before being finally registered and employed on either Internship or Permanent and Pensionable terms.

The Teachers Service Commission, TSC, has now launched in service training programmes for all practicing teachers. The Commission has already contracted institutions that will be offering the refresher training programme christened Teacher Professional Development (TPD) modules.

The first intake will be in December, 2021.

The teachers will be expected to meet the training costs for the modules that will be offered during school holidays. Of importance to note is the fact that the training will be mandatory for all practicing teachers.

A teacher who will fail to undertake the short courses would be deemed to have violated the TSC code of regulation and may face disciplinary action from the employer.

Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) have been identified to offer the Teacher Professional Development modules. A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules.

According to TSC, the starting date will be announced once all logistics are addressed. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

The good news for teachers is that most of the TPD modules will be available online. “Many components of the TSC Teacher Professional Development programme will be available to teachers online and will be accessed through mobile phones,” says the Commission.

FULL DETAILS ON THE TPD MODULES
All teachers will now be required to undergo professional development training six times in their career with each module taking a period of five (5) years. This means training will be done after every five years for a maximum of thirty years.

The number of modules to be undertaken will, though, depend on the number of years that a teacher still has in service.

Consequently, the type of module to be taken will largely depend on the number of years that a teacher still has in service; before attaining retirement age.

A teacher beginning the training will be required to complete seven sections of module one in order to be re-certified.

According to a policy statement paper prepared by TSC in 2018, Teachers will be trained for about five (5) days during school holidays.

Upon commencement of the programme, a teacher will be required to acquire a certificate, which is renewable every five years while subsequent applicants for certificate of registration will be issued with both certificates.

After completing all Teacher Professional Development modules, teachers will be eligible for re-certification and promotion; as the TPD modules have been anchored in the Career Progression Guidelines, CPG.

The training will also enhance the teacher’s knowledge and skills in order to address gaps in the Teacher Performance and Appraisal Development, TPAD. They will also keep teachers informed, enable them improve their pedagogical skills and acquire new, relevant, knowledge in their teaching areas.

On the flip side, teachers who would fail after the TPD assessment will have their teaching certificates withdrawn.

One of the core values of the Teachers Service Commission( TSC) is Customer Focus. The Commission places the Customer first by upholding the philosophy of Customer driven-Service delivery. Her Employees are expected to demonstrate a high level of responsiveness to the customer needs.
It is from this background of providing great service to customers that the teacher employer has invited views of teachers and other stakeholders on the same with the sole objective of improving service delivery. This process not only targets service delivery to teachers but also better the commission’s customer experience.
Information reaching our desk is that a Circular dated June 16, 2022, and countersigned by the TSC director of Administrative Services, Ibrahim Mumin, has requested all Regional and County Directors to collect views from staff in all Sub-Counties, key stakeholders, and the teachers within their jurisdiction on how the commission can improve its service delivery on its constitutionally stipulated functions and critical business.

As part of the re-engineering process for service delivery, the Commission has automated some of its processes including registration, recruitment, promotion, and transfer of teachers. This Job Group ‘M’ is Becoming Greatly Elusive to the Young Teachers.

Teachers are stagnating in the job group ‘L’ for decades!

Deputy Principals are the donkeys of schools. They are in charge of discipline, academics and assist in administrative duties for the normal day to day running of the school.  This is beside the usual teaching load which depends on the kind of school one is operating in. We know of deputies who have up to 28 lessons in some schools. With the current CBA under the career progressive guidelines (CPG), one must be in job group M to get to the deputy principal position. Now the problem is getting this job group. Job group M is really becoming elusive. This is because rarely does the commission TSC advertise for this job group interviews. And when they do, the positions advertised are so few as compared to the number of applicants. There are thousands and thousands of teachers who have stagnated in one job group for eons! I know of a teacher in my school that has been in job group L for the last thirty years! Now this is unfair and dehumanizing!

 

Back to the story of becoming a deputy, must one get old and fragile to get this promotion? The rate at which these promotions are slow and irregular, some of us will never get to this ‘heights’ of career development. The commission talks of promoting teachers based on the TPAD (Teacher Professional Appraisal Development tool) that stipulates that the teachers’ subject class mean score in KCSE Exams and the ability to train the students in co-curricular activities as proven by the certificates presented. While this is good, the promotion process appears to be flawed in the sense that it is never fair and transparent. I also happen to know of teachers who have excellent performance records in schools in both academic and co-curricular activities but they have never been considered for this promotion.

Like we said earlier, the deputy heads are tasked with daunting tasks in schools. This without saying needs young energetic people for efficiency. It is obvious that young people with the right guidance are very effective because they got the energy and they are also tech-savvy and quite in touch with the youngsters-the students. They are better placed to handle the discipline issues because they can read the students mind given that they are millennials-the age gap is not that huge! Unfortunately, this will never be realized. The dye has been cast by the commission. The job group M has become a preserve for the few who have either served the commission for eons and they are already tired or those who know people! Is it a wonder that teaching as a profession is not attracting the millennials? It is considered boring and quite unrewarding! Those already in it just view it as a stepping stone for better opportunities. Teachers are ever looking for greener pastures. They are never settled. They are usually on the ready to seize other opportunities that they consider better and fulfilling. I think it is time the commission published the number of young teachers who have left the commission in recent years. The public will be shocked because I can bet that the numbers are overwhelming!

DR NANCY MACHARIA SUSPENDS LEAVE FOR TEACHERS AHEAD OF THE 2019 NATIONAL EXAMINATIONS

In Summary
The Teachers Service Commission boss Dr Nancy Macharia has suspended leaves for teachers and other education stakeholders from now henceforth.

The Interior CS Dr Fred Matiang’ i has also suspended leaves for police officers ahead of this year’s 2019 national examinations.

He also said that he will be on duty during the examination period.

Speaking at the Kenya School of Government today, Dr Matiang’ i said that there is a need for combined effort if the examinations have to be conducted effectively.

KCPE is scheduled to begin on Tuesday 29th October and end on Thursday 31st October.

The KCSE examination, on the other hand, will kick off on November 4 and end on November 27.

NO LEAVE
Dr Matiang’ i further said that no security personnel, especially senior officers will be granted leave since this is a critical period when all eyes are on our children.

He further added that he will also be on duty during the examination period.
On her part, Dr Nancy Macharia has announced the suspension of teachers’leaves.

According to her, 33, 720 teachers will be involved in the marking of KCPE and KCSE examinations.

She further noted that the number of examination irregularities had dropped significantly. So far only 30 cases were reported during last year’s examination.

The CS also assured the public that the government is well prepared for the upcoming examinations.

According to him, the President has been focusing on empowering the security docket.

This year, there are more resources at their disposal- aircraft and police.
Therefore, no harsh weather will hinder a smooth examination period.

TSC Sounds a Stern Warning to School Heads and Education Officials Over Several Missing Merit lists

In a circular by TSC, the commission has warned the school heads and county Directors against Recruitment irregularities.

This is after many prospective teachers sent their complaints to TSC offices. Teachers have been complaining of missing Merit lists. Some school heads have decided not to send the merit lists to the applicants while some sent messages to a limited number of applicants.

“It has been realized that some school heads collaborating with some Directors have converted the whole process (of recruitment) into personal business. The Commission has received complains from applicants for not accessingthe merit lists for a number of schools.” says a note from the Commission.

The Commission has henceforth ordered the school heads, County and Sub County Directors to make the lists public and ensure that all shortlisted applicants are invited for interviews.

About 300,000 teachers submitted their applications to fill the advertised 11,000 vacancies in primary and secondary schools.

According to the released recruitment timelines, the County selection process and filling of applicationfor employment forms by successful candidates will be done between Thursday October 8, 2020 and Wednesday October 14, 2020.

Recent investigations into yet another mega scandal at the Kenya Medical Supplies Authority, KEMSA have revealed how Ksh 223 billion Covid 19 donations received by the Kenyan Government from international organizations vanished.

In July 2020, a red flag was raised after details emerged that KEMSA was procuring Personal Protective Equipment, PPEs at ballooned prices, double the market price.

A little digging by the Ethics and Anti-Corruption Commission, EACC has further exposed the rot surrounding the acquisition of PPEs.

According to the EACC, various companies were awarded deals to supply PPEs in a suspicious manner. Material donations were neither spared.

Donations including huge consignments of masks and ventilators somehow found their way into private warehouses upon arrival it Nairobi.

Allegations have also risen linking the culprits behind the diversion of PPEs to companies that are likely to secure various government supply deals.

NEWLY REGISTERED COMPANIES WON PPE TENDERS AT KEMSA

As if that is not enough, newly registered companies seem to have won lucrative government tenders to supply PPEs at KEMSA irrespective of their inability to continue fulfilling their obligations as stipulated in the deal.

For instance, one company that got registered on January 22 was awarded a Ksh 4 billion tender a barely two months later to supply PPE kits.

To add insult upon injury, every PPE kit was to be procured at Ksh 9000, which is double the market price.

The company was to supply hundreds of thousands of PPE kits including gloves, goggles, suits, and shoe covers.

The tender was however annulled after EACC started probing and digging into the matter.

12 companies got the tenders worth Ksh 3 billion to supply items not included in KEMSA’s budget as at June 4, 2020.

HIGH QUALITY?!!

The man at the center of this storm, Jonah Manjari who is the KEMSA CEO was grilled by the health committee in the   National Assembly on Friday, July 17 over the inflated prices for PPEs.

His ridiculous argument indicated that the prices were exaggerated since KEMSA was purchasing “high quality” items since they were not sure about other items especially at the onset of the pandemic.

Worth noting is the fact that counties have now been forced to continue promoting the chain of corruption by acquiring PPEs at extremely high prices from the   Kenya Medical and Supplies Authority, KEMSA despite the PPEs being readily available in the market at lower prices.

Besides, the price of the PPEs should be lower than that of the market price especially now that KEMSA is acquiring them in bulk. What  happened to the economy of scales?

TSC Promotions 2021; Commission Calls off Promotions for Diploma Teachers, sets new interview dates, find out why

TSC promotions 2021– The Teachers’ employer, Teachers Service Commission, TSC, has put off the scheduled Interviews for diploma teachers promotions 2021 and set new dates.

This move follows a public outcry and the outpouring of complaints from the affected teachers who would have missed out on this golden opportunity for a possible pay rise.

The afore-mentioned diploma teachers are qualified and interested in attending the upcoming TSC promotions interviews  but some of them are currently offering essential services- marking the Kenya Certificate of Secondary Education (KCSE 2020) examinations.

The Commission has already compiled and dispatched lists of successful applicants who have been shortlisted to fill the 1,000 slots available for diploma teachers in 2021 to their respective counties now that all Applications are done online.

The affected teachers can therefore take a deep sigh of relief after the Kenya Union of Post Primary Education Teachers (Kuppet) intervened.

TSC promotions for diploma teachers 2021- revised dates

Many of the affected teachers had already reported to the designated Knec marking centres in Nairobi only for them to receive invitations for the interviews, issued on a very short notice.

Following many complaints, the union conducted a survey among the examiners to establish the depth of this problem.

Indeed, many examiners were having torrid times trying to decide wether to shun the marking exercise and attend the interviews or not.

“In the circumstances, we urge the Commission to immediately call off the interviews slated for this month and conduct the same in May or on any convenient dates after the marking of the KCSE exams.” Reads a demand letter from Kuppet Secretary General Akello Misori.

TSC Promotions Calendar 2021

In July 2020, the Commission embarked on the final phase of promotion of teachers for the financial year 2020/2021. A calendar of activity for the interviews was prepared with the last set of interviews scheduled to take place from 26/4/2021 to 30/4/2021.

However as a result of the Covid-19 pandemic which disrupted the Education calendar in the country, the scheduled interviews have conflicted with marking of the Kenya Certificate of Secondary Education (KCSE) national examination currently taking place.

TSC Promotions 2021 new Interview dates

Consequently, the Commission has re-scheduled the interviews for advert Number 2/2021, 3/2021, 4/2021, 6/2021, and 7/2021 to a date to be communicated in due course.

TSC is seeking to promote all the diploma holders before the current Collective Bargaining Agreement (CBA) comes to an end in July this year.

TSC Promotions 2021- Delayed interview results

Kuppet is also demanding answers on behalf of some some teachers being invited for fresh interviews when they had done the same in December 2020, and are yet to receive any communication on the outcome.

The Commission has also not released promotion results for teachers who attended interviews in February this year.

Earlier on, the TSC Boss Dr Nancy Macharia had confirmed that the impending massive transfers (delocalization) of teachers who had served in one station for a long period or those serving in their home counties was to be effected before the end of this week.

In June 2019, the Teachers Service Commission directed all county Directors to collect data on school administrators in readiness for the transfers.
This was done through a memo dated 27th June, 2019 by Dr Dorothy Owuor, the TSC Deputy Director in charge of Staffing.
The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.

The Commission received the data at the headquarters in Nairobi by 8th July 2019.

NO DELOCALIZATION
Dr Nancy Macharia, the TSC Chief Executive Officer, has confirmed that teachers with medical conditions will not be affected by the delocalization process.

Teachers who have attained the age of 56 years will also be spared.

According to private sources, the TSC is finalizing the transfer letters for the heads who have been affected by the exercise.

The letters will be dispatched in late November or early December.

THE RATIONALE BEHIND THE DELOCALIZATION PROCESS
According to the TSC, delocalization is being undertaken due to the following reasons:

1. To fill the slots of principals and heads who have attained the mandatory retirement age. This means deputy principals and deputy heads with the required qualifications and outstanding performance will be promoted and transferred to their new stations of work. Some principals have also been transferred to fill the vacancies left to better performance and utilize the experience they have garnered in their new work stations.

2. To strengthen management in some learning institutions as per the recommendations of the standards and assessment reports.

3. To implement the policy which regulates the appointment of institutional administrators. According to the policy, administrators who have served for too long should be transferred to enable the new work stations tap into their wide experience.

NEW DELOCALIZATION DATES
The Teachers Service Commission in April transferred few school administrators to avoid disruption of curriculum implementation.

The Commission now prefers delocalizing Administrators in December as opposed to August and April to facilitate a smooth transition and reduce disruptions.

KNUT has vehemently opposed the massive delocalization exercise saying it should be carried out with some bit of humanity.

The dice is already cast and learners in grade four, standard eight and form four will resume learning tomorrow as planned despite a pending court order.

After CS Magoha announced the resumption of learning for the aforementioned, there arose complaints emanating from various quarters especially parents who felt like the one-week schools reopening notice was too short.

The dissatisfaction culminated in a court battle that is yet to be determined before High Court Judge Justice James Makau.

According to the case presented before him, parents are not convinced that their children will be safe in schools given that the CS announced the reopening dates without enough preparations.

Most of the schools still do not have access to enough running water and neither will the social distancing rule be implemented given the scarcity of resources.

The petitioners hence want schools to reopen when Covid 19 protocols have been duly observed to ensure the safety of learners within the learning environment.

On Wednesday, Justice James Makau made a ruling directing the parties involved to convene an urgent meeting and arrive at an agreement as soon as possible but from the look of things, schools will reopen before the case is fully determined.

Parents are already preparing for the Monday October 12 schools’ reopening

A quick glance at the preparations being made by parents for reopening shows a positive response.

In fact, some parents have already deposited school fees for term 2 into the school accounts.

Some were spotted making purchases from uniform dealers on Saturday. Some schools have directed parents to buy masks with labels containing the school name from specific dealers to ensure that learners report back with the masks as directed by the ministry.

According to Education CAS Zack Kinuthia, parents who are still confused or reluctant on whether to send their children back to school despite the pending court order should shelve their fear for the moment and allow learners to resume studies as soon as they can.

Treasury released 14.5 billion for preparation for a safe reopening

Besides, money has already been released to schools in preparation for a safe reopening.

Confirming the release of the funds, PS Belio Kipsang said that 13.2 billion has been sent under the free basic education funds while 1.2 has been disbursed under the free primary education funds.

The new academic calendar starts tomorrow with learners scheduled for a one-week break only before resuming studies in January for the third term.

Sub County Schools Take the Lion’s Share of Form One Selection 2023

The form one selection results 2023 indicate that the majority of the KCPE candidates have been placed in sub county secondary schools.

Sub-county schools in Kenya have got the highest declared capacity. The latest Ministry of Education Guidelines on how the 2023 form one selection and placements shows that 6,297 sub-county secondary schools received form one learners.

List: Form One Selection 2023 per Category

  1. Pre-selected schools=7
  2. National schools=112
  3. Extra-county schools=776
  4. County=1, 301
  5. Sub-county=6,297
  6. Private Schools=1,301
  7. Public boarding secondary schools=1,803
  8. Private boarding secondary schools=479
  9. Public day secondary schools=5,029
  10. Private day secondary schools=432
  11. Mixed day and boarding public secondary schools=2,245
  12. Mixed day and boarding private secondary schools=390

Inmates, overage candidates and those in refugee camps will not be placed in secondary schools.

Some national schools have already pre-selected their learners.

 

Pre-Selection for regular schools

Pre-selection will be conducted before the main selection. This will apply to seven schools namely: Starehe Boys; Starehe Girls; Moi Forces Academy Nairobi; Moi Forces Lanet, Utumishi Academy, Utumishi girls and Moi Tea Girls. Starehe schools will select 100% of their capacities while the Forces schools will select 80%.

The remaining 20% in the Forces schools will be filled by the Ministry during the main selection. Moi Tea Girls will select 40 % while the remaining 60% will be filled in the main MOE selection.

Lists of pre-selected candidates submitted to the Ministry will be captured into the Computer System to avoid double selection.

All candidates selected under this category will be assigned “Pre-select” status.

Candidates to be considered for pre-selection will be expected to have chosen the schools for consideration.

The pre-select lists will be expected to have a national outlook.

Pre-Selection for Special Needs Schools

Candidates with hearing and visual impairments will be pre-selected to special or integrated secondary schools which cater for the respective disabilities.

Computation of Quotas and selection:

In order to ensure equity in form 1 selection, available places are shared out using a formula that computes quotas for each sub county.

Computation of Quotas is applied based on sub county candidature. In 2021 the capacity for each school will be computed on the basis of 48 (forty-eight) students per stream for national, extra county and county schools while sub county schools may accommodate 50 students.

Candidates with special education needs will be considered for selection to special or integrated secondary schools depending on their choice, merit and disability/need.

Candidates with special needs who will have chosen regular schools will be given priority in the selection per category of choice.

National School selection.

The slots in national schools are shared among all sub-counties in the country with candidature ratio of public to private of 50: 50.

The following formula is applied for computation of sub-county quotas for the candidates to be admitted in a national school:

Sub-county Quota=Sub-county KCPE Candidature of a given gender/ National KCPE Candidature of given gender X Available Vacancies in the National school

When a Sub-county misses a slot due to low candidature, affirmative action will be applied.

The national schools’ selection process is as follows:

  • The top five candidates of either gender in each sub-county will be considered for placement to national schools of their choice where possible.
  • To reward merit, candidates who scored 400 marks and above will be placed in National schools of their choice where possible. Where a candidate fails to be selected into a national school, they will be considered for placement in Extra County school of their choice.
  • Candidates who score below 400 marks will be selected using quotas and cutoff marks to any of their national school choices by order of preference, where possible. The cut off mark of 280 will be used to fill the remaining vacancies in National schools while adhering to 50: 50 share for public and private schools.

 Extra-County Schools selection.

Selection of candidates to extra-county schools will be based on the ratio of 15:35:50.

Where, 15% is reserved for the host sub-county, 35% for host County and 50% for other counties other than the host county.

In addition to its 15% allocation, the host sub-county also has a share in the 35% of the county allocation.

The ratio of public to private schools will be determined by the percentage of unplaced candidates in private and public school in each sub county.

Sub-county quota in the host county in an extra-county school is based on its candidature using the following formula:

Sub-county Quota = (Sub-county Candidature of a given gender)/(Total County Candidature of same gender) X Available Vacancies in the extra-county schools

County Schools selection

Available places in county schools are shared out between sub-counties in the ratio of 20:80 where 20% of places are reserved for the host sub-county and 80% for the host county shared out equitably among all the sub-counties therein, the host sub-county inclusive.

Students are selected based on merit and choice.

Sub-County schools Selection

Selection of candidates to this category will be based on merit, choice and commutable distances from parents/guardians homes.

Affirmative action for slum areas

In order to promote equity and enhance allocation of proportionate slots for candidates from slum areas, the following interventions will be put in place;

  • National schools: the top 1 boy and 1 girl will be selected to national school of their choice from identified primary schools in the slums. This will be an additional share to the sub county where the slums are located.
  • Extra -county schools: In addition to the sub county share, the top 3 boys and 3 girls will be selected to extra county schools of their choice from the identified primary schools in the slums

SNE schools selection

Selection will be based on choice, merit and type of need/disability. KCPE candidates with hearing and visual impairment will be pre-selected to the relevant schools.

Those with physical disabilities may be placed in regular, special or integrated secondary schools.

 Day Wings in Boarding Schools selection

The Ministry of Education is encouraging the opening of day wings in existing boarding schools for the following reasons: –

  1. Expanding capacities in the already established schools and maximizing the use of available resources;
  2. Decongesting the boarding facilities
  3. Delinking admission from bed capacity;
  4. Enhancing parental responsibility in management of students’ discipline,
  5. Catering for learners with health challenges
  6. Demystifying the perception that boarders perform better than day scholars.
  7. Preparation to standardize all schools in a move to embrace exclusive day schooling in the country.

Parents will place requests in schools offering day schooling and are convenient for their children to commute. The learners admitted under this programme will meet the cost of lunch like other day schools and be integrated seamlessly into the school routine.

Joining instructions for all schools will be available online. The letters are not transferable; hence no endorsement will validate change of addressee or student selected.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates
