In the TSC Curriculum Based Establishment, CBE, regulations a single streamed school (both primary and secondary) will have one school head/ principal, deputy and senior teacher/ master. A primary school with 10 streams and a maximum of 4,000 learners shall have one head teacher, 2 deputies and 8 senior teachers.

A secondary school with 12 streams and a maximum of 2,100 students will have one principal, 2 deputies and 9 senior masters. The minimum workload of a primary school teacher will be 35 lessons per week while a secondary school teacher will handle a minimum of 27 lessons per week.

The maximum class size will be 50 and 45 learners for primary and secondary schools respectively. Where there are 2 deputy deputies, one shall be in charge of academics while, the other taking charge of administrative responsibilities.

ADMINISTRATIVE POSTS IN SCHOOLS
Here is an elaborate description of all administrative posts in schools;

A). PRINCIPALS OF SECONDARY SCHOOLS
The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;

Principals of Sub- County and All Day schools:
To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).

County Schools with with over 540 students:
These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.

National and Extra County Schools with over 1000 students:
Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

B). DEPUTY PRINCIPALS OF SECONDARY SCHOOLS.
Sub- County and All Day schools:
Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years.

County Schools with with over 540 students:
Deputy Principal II of Grade D2 (T- Scale 12). To be appointed to this grade one must have served as a Deputy Principal at D1 for atleast three (3) years.

National and Extra County Schools with over 1000 students:
Deputy Principal I; Grade D3 (T- Scale 13). To be promoted to this grade one must first serve as a Deputy Principal at D2 for atleast three (3) years.

C). SENIOR MASTERS OF SECONDARY SCHOOLS.
Sub- County and All Day schools:
Senior Master III of Grade C5 (T- Scale 10). To be promoted to this grade one must serve as a teacher at Grade C4 for over three (3) years.

County Schools with with over 540 students:
Senior Master II with Grade D1 (T- Scale 11). To ascend to this position, a teacher must have served as a Senior Master III of Grade C5 (T- Scale 10) for a minimum period of three years.

National and Extra County Schools with over 1000 students:
Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.

Primary schools with enrollment of over 1000 learners:
Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

E). DEPUTY HEAD TEACHERS OF PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Deputy Head Teacher II Grade C4 (T- Scale 9). Experience required: Served as Senior Teacher at Grade C3 for atleast 3 Years.

Primary schools with enrollment of over 1000 learners:
Deputy Head Teacher I at Grade C5 (T- Scale 10). Required experience: Served as Deputy Head Teacher at Grade C4 for atleast three (3) years.

F). SENIOR TEACHER- PRIMARY SCHOOLS.
Primary schools with enrollment of below 1000 learners:
Senior Teacher II with Grade C2. Qualification: Served as a Primary School Teacher I at Grade C1 for atleast three (3) years.

Primary schools with enrollment of over 1000 learners:
Senior Teacher I with Grade C3. Required experience: Served as Senior Teacher II at Grade C2 for a minimum period of three (3) years.

STAFFING LEVELS/ NUMBERS OF ADMINISTRATIVE POSITIONS.
The number of administrative positions is pegged on the respective school’s curriculum Based Establishment (CBE). The number of learners influence the number of administrative positions in the respective schools.

Where a school has two deputies; one shall be in charge of Academics and the other Administration. For Special Needs Education (SNE) schools; there shall be a minimum of five (5) senior teachers (primary) and Masters (For secondary schools). This is irrespective of the size and enrollment/ students’ population.

A). DEPUTY PRINCIPALS AND SENIOR MASTERS/ MISTRESSES OF SECONDARY SCHOOLS AS PER CURRICULUM BASED ESTABLISHMENT, CBE.
The table below provides the numbers of administrative positions in Secondary Schools( Deputy Principals and Senior Masters/ Mistresses) as established by TSC.

B). DEPUTY HEAD TEACHERS AND SENIOR TEACHERS OF PRIMARY SCHOOLS
The table below provides the numbers of administrative positions in Primary Schools (deputy head teachers and Senior teachers) as established by TSC.

A LIST OF THE ADMINISTRATIVE POSITIONS FOR SCHOOLS.
The Commission has, also, given a list of the administrative positions per school category.

I). POSITIONS OF SENIOR TEACHERS IN PRIMARY SCHOOLS.
The following Senior teachers’ positions have been established for all primary schools:

Social Studies
Science and Mathematics
Languages
Boarding
Co- curriculum activities
Guidance and Counseling/ Careers
Quality Assurance and Standards, QAS
Academic/ Mentor-ship.
II). POSITIONS OF SENIOR TEACHERS IN SPECIAL NEEDS EDUCATION PRIMARY SCHOOLS
Here are the Senior Teachers’ positions in Special Needs Education, SNE, primary schools:

Technical and Creative Arts
Boarding
Co- Curriculum Activities
Guidance and Counseling/ Careers
Quality Assurance and Standards, QAS
Academic/ Mentorship.

Teachers are among the civil servants who will smile all the way to bank in president Uhuru Kenyatta’s last budget of 3.31 trillion.

According to highly placed sources, Teachers Service Commission(TSC) will receive an extra of 15 billion for the financial year 2022/2023 with sources further revealing that the money is meant for pay rise and hiring of more teachers.

The allocation of an additional Sh14.9 billion to the TSC, has seen its budget rise to Sh296.6 billion from Sh281.7 billion this year.

A member of the National Assembly Education Committee yesterday revealed that the additional funding is to appease teachers who are unhappy and that the government would want to do something about it on an election year.

The salary boom has been announced when it is least expected after the teachers’ Unions signed a non-monetary 2021-2025 collective bargaining agreement (CBA) which angered many teachers across the country.

It is important to note that the budget above is subject to parliamentary approval.

The CBA was signed between the commission and three unions; Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET) on July 13, 2021.

Currently, chief principals who head Institutions in National and Extra County Schools with over 1000 students are the highest paid teachers. They fall under grade D5. The lowest paid chief principal takes home Sh131,380 while the highest earner in this group pockets Sh157,656 per month.

 

Lowest earning teachers are those under Grade B5 (T- Scale 5) and teaching primary school. These teachers take home between Ksh 21,756 and Ksh 27,195.

The Government is spending billions of shillings just to see the learners succeed in their thirst for Education in the country.The free primary and secondary education program has really done miracles for millions of students since its commencement.

The students in the higher learning institutions also get the government’s HELB loans that have been their only sources of hope.
The Government is changing the Education system.8.4.4 is getting replaced by the new 2.6.6.3 system that is emphasising on skills.The teachers are getting trained in the CBC curriculum.Implementation of the curriculum is entering grade five after tomorrow.The Government needs the teachers to be well conversant with the new CBC curriculum.

Inorder to continue equipping the teachers with the new skills,the Government has introduced a new Diploma upgrading program for all the primary school teachers under TSC,non employed and all ECDE teachers whether employed by counties or not.

However,the teachers who have done Degrees, Masters and PhDs but are teaching in primary schools have been asking if they deserve to be trained on this.

For now,the Government has just generalised every teacher in primary school.

It has not given specific qualifications of a teacher.The thing is that the teachers going for trainings must have done the ECDE and PTE exams which are the prerequisite levels.This means that whether a teacher has PhD and is in primary,he or she must go for this training that is looming.

The Latest TSC Trending Teachers’ News Today 2021-2022

Teachers currently teaching in secondary schools in Kenya will henceforth be compelled to teach a third subject on top of the two subjects that each teacher is currently teaching .

This follows the publicizing of a proposal  drafted and suggested by the teachers service commission in the year 2021.

TSC Suggestions on Implementation of the New CBC curriculum in Secondary Schools 2021-2022

The commission also suggests that the current education degree programs that are offered in various universities are supposed to be scrapped.

This happens to be among the reasons as to why tsc is seriously pushing for clearly contentious teachers upgrading Program dubbed TPD Modules, Teacher Professional Development.

It means that all highschool teachers employed and those who are yet to be employed by the teachers service commission will have to enroll for a mandatory post training course which is expected to last for 9 months.

TSC Teachers’ Upgrading Program 2021-2022 Updates

In the upgrading exercise , it will be required that the teachers are taken through pedagogical approaches alongside other course units.

This therefore means that teachers should be ready to get the third subject which they will use to train inorder to teach together with the current two subjects in the competency based curriculum that is highly taking roots in Kenya.

New Qualifications for TPD TSC Teachers’ Training 2021-2022

Teachers with ALL the following Highlighted qualifications will be teaching in senior secondary school according to the proposal in the policy document:

1. minimum KCSE mean grade score of C+ or its equivalent.

2. minimum of B- (minus) in the tree teaching subjects.

3. A three year bachelor of arts /science degree followed by a post graduate diploma.

However, the commission is soon expected to clarify on whether the employed teachers more especially those who scored below a B- (minus) in any of the teaching subjects will be allowed to teach in senior secondary schools .

The newly rolled out TSC Teacher Professional Development, TPD Modules’ history date back to the wilson Sossion era. However, most teachers are still in shock trying to fathom how and why their employer would incessantly fight for the roll out of a refresher program in spite of having been trained for up to four academic years and garnering the prerequisite knowledge and skills before being finally registered and employed on either Internship or Permanent and Pensionable terms.

The Teachers Service Commission, TSC, has now launched in service training programmes for all practicing teachers. The Commission has already contracted institutions that will be offering the refresher training programme christened Teacher Professional Development (TPD) modules.

The first intake will be in December, 2021.

The teachers will be expected to meet the training costs for the modules that will be offered during school holidays. Of importance to note is the fact that the training will be mandatory for all practicing teachers.

A teacher who will fail to undertake the short courses would be deemed to have violated the TSC code of regulation and may face disciplinary action from the employer.

Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) have been identified to offer the Teacher Professional Development modules. A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules.

According to TSC, the starting date will be announced once all logistics are addressed. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

The good news for teachers is that most of the TPD modules will be available online. “Many components of the TSC Teacher Professional Development programme will be available to teachers online and will be accessed through mobile phones,” says the Commission.

FULL DETAILS ON THE TPD MODULES
All teachers will now be required to undergo professional development training six times in their career with each module taking a period of five (5) years. This means training will be done after every five years for a maximum of thirty years.

The number of modules to be undertaken will, though, depend on the number of years that a teacher still has in service.

Consequently, the type of module to be taken will largely depend on the number of years that a teacher still has in service; before attaining retirement age.

A teacher beginning the training will be required to complete seven sections of module one in order to be re-certified.

According to a policy statement paper prepared by TSC in 2018, Teachers will be trained for about five (5) days during school holidays.

Upon commencement of the programme, a teacher will be required to acquire a certificate, which is renewable every five years while subsequent applicants for certificate of registration will be issued with both certificates.

After completing all Teacher Professional Development modules, teachers will be eligible for re-certification and promotion; as the TPD modules have been anchored in the Career Progression Guidelines, CPG.

The training will also enhance the teacher’s knowledge and skills in order to address gaps in the Teacher Performance and Appraisal Development, TPAD. They will also keep teachers informed, enable them improve their pedagogical skills and acquire new, relevant, knowledge in their teaching areas.

On the flip side, teachers who would fail after the TPD assessment will have their teaching certificates withdrawn.
