Owing to a few cases of unrest and riots by KCSE examiners over poor and constant Knec payment rates, the Kenya National Examinations Council (Knec) is obliged to train more Kenya Certificate of Secondary Education KCSE examiners annually as a fall-back plan in case things go south. For instance, in January 2023, the council had to obtain details of trained CRE paper 1 examiners from its data bank to replace disgruntled examiners who had exited marking mid-way.

TheKnec Examiners Training 2023 will also address shortage of examiners in selected subjects.

The 2023 Knec Training for examiners targets fresh teacher graduates, teacher interns and TSC-employed tutors in primary and secondary schools.

KNEC Examiners Training Dates and Venues 2023

Training of Knec examiners lasts seven days. In 2022, the Knec Examiners training was conducted between 18th September and 24th September. Be on the look-out for the KCSE examiners’ training dates in 2023. Click HERE to check once Knec announces.

The training requires trainee examiners to live within designated training venues. The exercise is therefore residential.

Knec Examiners Training Fee 2023

Training of examiners is not a charitable venture. Examiners must part with Kshs. 10, 500 per paper. This amount is exclusive of fare and other miscellaneous expenses incurred outside the designated training centres for examiners.

The aforementioned amount luckily takes into account accommodation and food.

How to apply for KNEC examiners training 2023 (Simplified procedure)

 

  1. Access the Knec examiners portal using the link https://examinersapp.knec.ac.ke
  2. Those with Cp2 accounts and passwords, should log in to the portal using their usernames and passwords.
  3. Those without passwords should click on reset password button and enter their mobile number in the format 2547******** and submit to get their usernames and passwords.
  4. Those without Cp2 account, click on create account and follow the instructions to create your profile.
  5. Upon successful log in, complete your personal profile and save. On the dashboard click on apply for training and all the declared vacancies will be available for the trainees to choose.

    SELECTION CRITERIA, REQUIREMENTS FOR TRAINING AS A KNEC EXAMINER

    General requirements for all the trainee examiners

    1. Must be a practising teacher in the relevant subject areas at the level of examination
    2. Must be registered and/or employed by the Teachers Service commission
    3. Have a minimum qualification of P1 or KCPE examination with a minimum of a C (plain)
    4. Must have a Diploma in Education and above
    5. Have a minimum teaching experience of three 3 years
    6. Must NOT be on interdiction or any other form of disciplinary action from the TSC
    7. Must be  recommended by his/her head of institution
    8. Must be 50years of age and below.
    9. Applications should reach KNEC on or before 31 August, 2022.

TSC News Today: The Teachers’ Service Commission (TSC) is a constitutionally mandated body in Kenya that deals with matters teachers’ recruitment, promotions and salaries. Unfortunately, the TSC Tpay online system is not watertight for details have now emerged indicating that the system might have been compromised and infiltrated by fraudsters resulting in the overpayment of Sh385 million in salaries.

This has raised concerns from various stakeholders who are now raising eyebrows on the integrity of the Teachers Service Commission’s multibillion-shilling payroll.

TSC payroll audit reveals infiltration of the Tpay System

An audit of the payroll revealed that the Teachers Service Commission overpaid 32 teachers by Sh33 million.

This was in addition to the Sh352,853,152 in excess payouts discovered during a review of the commission’s books of accounts.

The overpayment to teachers and staff was raised after the commission failed to explain the source of the payments and how they accumulated to hundreds of millions of dollars.

“The origin and the build-up of the salary overpayments have not been explained,” Auditor General Nancy Gathungu said in a report on the TSC’s books of accounts.

Gathungu stated in the review for the fiscal year ending June 2021 that it was uncertain whether the Nancy Macharia-led institution would recover the funds.

“The repayment period for the recovery of the outstanding amounts is beyond the retirement age of the respective teachers,” the auditor said in respect of the 32 teachers.

Gathungu went on to say that in the aftermath, “the recoverability of the salary overpayment’ balance is therefore doubtful.”

The auditor cited a case in which the commission had not received payment for over two years, “casting doubts on the recovery of the [entire] amount,” which is part of the Sh352 million.

According to the auditor, the review also revealed that the commission lacks proper internal controls to prevent losses from such payments.

“The existence of an effective internal control to safeguard loss of public resources could be confirmed,” she explained.

Concerns have been raised about the porousness of payrolls and lists for entities whose interventions involve the disbursement of cash.

TSC is one of the state agencies with large budgets. It has been allocated Sh296 billion for the current fiscal year.

Several audits have identified irregularities in the disbursement of cash in the education sector, ranging from school fee subsidies to capitation fees for technical colleges.

The Education ministry’s Vocational and Technical Training department may have lost more than Sh6.2 billion in the previous fiscal year due to inflated student numbers and unsupported college disbursements.

The audit revealed that Sh2.5 billion was disbursed during the Covid-19 lockdown when students were not in class.

Furthermore, Sh4,264,665 in respect of 145 staff had no movement over the last 12 months. Management provided no explanation for the non-recovery of salary advances.

TSC has also been questioned about cash disbursements to counties after failing to provide a breakdown of the amounts owed by each county for audit review.

Gathungu has also raised concerns about the non-remittance of over Sh2.2 billion in Pay as You Earn tax from 5,412 commission staff and 25 secretariat staff.

The audit revealed that the deductions were not made on the basis that the employees were disabled.

Gathungu, on the other hand, claimed that a review of the payroll revealed that employees with special needs had special codes 2-9, while those paid had code 0.

The auditor stated that this indicated that they were not people with special needs and that the Kenya Revenue Authority had not exempted them from paying income tax.

PRESIDENT REOPENS NAIROBI, MOMBASA, AND MANDERA, HERE ARE KEY HIGHLIGHTS FROM HIS SPEECH TODAY

President Uhuru Kenyatta has lifted the ban of movement into and out of the Nairobi Metropolitan area, Mombasa and Mandera Counties.

The cessation of movement was enforced to contain the spread of the novel coronavirus.

“I order and direct that the cessation of movement into and out of the Nairobi Metropolitan area, Mombasa and Mandera County shall lapse on July 7, 2020, at exactly 4.00 a.m.,” said the President.

Addressing the nation today at Harambee House, the President said that the nation has met a reasonable level of preparedness to deal with the pandemic hence the decision to partially reopen the country.

All public transport providers plying the three areas previously under movement restrictions will however require approval from the Ministry of Health on compliance of safety protocols.

CURFEW EXTENDED FOR 30 DAYS

He however extended the9:00 pm to 4: 00 am curfew for 30 more days.

LOCKDOWN

The President has however forewarned Kenyans of a possible lockdown if the number of coronavirus cases spikes in the next 21 days.

WORSHIP PLACES

The President has directed that only 100 people be allowed in places of worship. Besides, worship services should not last more than one hour.

All services should be conducted in an orderly manner in line with the stipulated guidelines. Sunday schools and madrassa will however remain closed.

FLIGHTS

Local flights will resume on July 15, 2020, while international travel in and out of the country will resume on August 1, 2020.

POLITICAL AND SOCIAL GATHERINGS

Restrictions on social and political gatherings have been extended for one month.

Restrictions on funeral and wedding ceremonies will also remain intact for another 30 days.

 

 

TSC 2023/2024 Recruitment Vacancies 

TSC Advertises New Recruitment Vacancies  2023/2024

TSC Recruitment Vacancies July 2023: The Teachers Service Commission (TSC) has advertised a total of 20, 000 teaching posts to be filled by teachers on internship contractual terms.

The vacancies were advertised on 6th July 2023. Qualified and interested teachers are therefore expected to access the TSC online recruitment portal at https://www.tsc.go.ke/index.php/downloads-b/category/99-current-adverts  and apply to fill the declared positions.

TSC Advertises Internship Vacancies 2023/2024

The Teachers Service Commission has announced 20,000 job vacancies for intern teachers in Public Primary and Junior Secondary Schools.

In an advertisement, 18,000 teachers are needed in Junior Secondary Schools and 2,000 in Public Primary Schools, to support the implementation of the Competency-Based Curriculum.

“The Teacher Internship Programme is a one-year programme meant to equip and sustain competencies of persons entering the teaching service,” noted the Commission.

“The Internship period will be for 12 months.”

On successful completion of the internship programme, teacher interns will be awarded a certificate.

The deadline for application is on July 10, 2023.

Teacher interns attached to primary schools will be eligible for a monthly stipend of Sh15,000, while those attached to JSS will be eligible for a monthly stipend of Sh20,000.

“The stipend will be paid subject to statutory deductions, where applicable,” the commission noted.

To qualify as a JSS intern teacher, a candidate must be a Kenyan citizen and a registered teacher with TSC.

He or She must also be a holder of at least a diploma in education with a minimum mean grade of C+ and C+ in two teaching subjects in KCSE or its equivalent.

Persons with disabilities (PWDs) and teachers from TVET institutions have also been encouraged to apply.

To qualify as a Public Primary Teacher, a candidate must be a holder of a PI certificate, be a Kenyan citizen and be registered with TSC.

“Teachers with upgrade diplomas in primary teacher education (CBC) will have an added advantage,” the Commission noted.

According to TSC, the applicant should be unemployed and not previously employed by the Commission as an intern or on permanent and pensionable terms.

Candidates will be required to present original academic and professional certificates and manual applications will not be considered.

In addition, successful candidates will be required to have personal accident insurance to cover personal risks during the internship period.

“Selection of candidates will strictly be on merit and based on the number of vacancies per county. Successful candidates must not fill more than one offer of internship,” the Commission noted.

“Successful candidates will be posted to serve to any primary or junior secondary school in the county where they were interviewed or in any part of the country where the vacancy exists.”

Further, successful candidates for JSS shall be required to teach various learning areas under Junior Secondary Curriculum.

Candidates have been advised to carry a copy of the teacher registration certificate or print-out from the TSC online portal as evidence of registration as a teacher.

A copy of the National Council for Persons with Disability (NCPWD) card where applicable, a copy of the National Identity Card (ID) or Passport, two colour passport size photographs, a copy of the National Health Insurance Fund (NHIF) card and a copy of Kenya Revenue Authority Personal Identification Number (KRA PIN).

“Interested and qualified candidates should submit their applications online through the Commission’s website, www.tsc.go.ke under careers or teachersonline.tsc.go.ke,” the commission noted.

The Teachers Service Commission is planning to recruit 5000 teachers on permanent and pensionable terms and 10,000 interns this year.

Appearing before the parliamentary education committee, TSC Boss Dr Nancy Macharia defended the move to continue employing teachers on internship/ contract basis saying that the Commission does not have enough funds to recruit teachers on permanent and pensionable terms.

The parliamentary education committee was of the idea that the Teachers Service Commission should recruit teachers on permanent and pensionable basis.

The contested TSC internship programme kicked off in 2019 with the Commission recruiting 10, 000 TSC interns.

A secondary school TSC intern teacher is paid Kshs 15, 000 per month while a primary school teacher receives Kshs 10, 000 per month.

Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

 

Marsabit, Isiolo, and Meru counties had a higher entry of more female than male candidates.

Some one hundred and forty-seven candidates (147) sat the exam while in hospital.

Four papers recorded an improved performance this year compared to 2021 KCPE. They are English, Kiswahili language, Kiswahili Insha, and Sign language.

The Education CS further noted that six papers dropped in performance compared with 2021, including   English composition, Maths, Science, Social Studies and Religious Education.

Age profiles

The number of registered candidates who were 12 years and below declined from 33,627 (2.74 per cent) in 2021 to 31,498 (2.53 per cent) in 2022.

The counties which had the highest percentage entry for candidates who were 12 years and below include: Baringo, Wajir, Kericho, Bomet, and West Pokot.

 

Machogu noted that the highest number of candidates were in the appropriate age bracket of 13-15 years, a trend that has been replicated in the last five years.

The counties which had the highest percentage of candidates who were 18 years and above were Garissa, Turkana, Kilifi, Kwale and Mandera.

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

Kenyan parents may be forced to dig deeper into their pockets to meet the extra secondary school fees as from January next year if the government yields to their demands.

According to KESSHA Chair Kahi Indimuli, many Kenyan public secondary schools are wallowing in debt due to insufficient funds remitted by the government and parents or guardians as school fees. He said this in Mombasa on 6th December 2019.

This move comes a few days after the Ministry of Education allowed principals to solicit for funds from parents/guardians and other well-wishers to support the development of schools’ infrastructure.

REASONS WHY SCHOOL HEADS WANT TO INCREASE SCHOOL FEES IN JANUARY 2020

If you are wondering why heads are demanding for more secondary school fees, here are the reasons

1. HUGE DEBTS

According to Kahi Indimuli, the current chair of the Kenya Association of Secondary Schools Heads Association (KESSHA), many secondary schools in Kenya are currently wallowing in huge debts since the set secondary school fees by The Ministry of Education is not enough to run schools effectively.

Besides, this school fees was set “decades” ago (in 2014) and since then the cost of essential things has gone up due to inflation.

Indimuli thus suggested that fees should be increased if secondary schools have to crawl out of their huge debt dungeons.

2. MEAL CARDS

In a bid to escape huge debts, some schools especially those with over 1000 students have been forced to introduce meal cards to tame students who have not paid school fees from sneaking in their plates during meal times.

This is a clear indication that secondary schools are straining to meet their daily costs.

3. HIGH COST OF LIVING

It is crystal clear that since the year 2014 when the Ministry of Education capped secondary school fees, the cost of living has skyrocketed.

This, therefore, means that if schools have to effectively run their budget, they will have to increase school fees since the cost of essential things such as grains, vegetables, flour and oil has also gone up.

4. DIFFERENT SCHOOLS, DIFFERENT NEEDS

Mr Indimuli further argued that schools have got different needs.

This is true since Kenyan secondary schools are classified into various categories and clusters that make them unique.

A school in town, for instance, will not have similar needs to that of a school in rural areas.

Besides, the 18 traditional national schools are likely to have more needs than the newly established national schools since they incur utility costs like maintaining swimming pools, a dimension overlooked by the Government during capitation.

Mr Indimuli suggested that the state should either raise its capitation or offer concession in the payment of utility bills.

5. 100% TRANSITION 

Mr Indimuli also cited the 100% transition policy as another key reason as to why they are rallying to have secondary school fees raised in 2020.

He added that the extra school fees cannot be shunned if the 100% transition policy by the Kenyan Government has to be sustained.

KESSHA has already forwarded the proposal detailing the challenges schools are facing.

Indimuli also noted that this move has sent jitters in Kenyan parents, so he sought to calm their nerves saying that the proposal will not go through without their approval.

He said that it will not be a replica of the 1990s when infrastructure fees was mandatory.

TOWN SCHOOLS

The maximum fees for all national and extra county secondary schools located in major towns has been capped at Kshs 75, 798 PER YEAR.

The Government is planning to subsidise this fee with Kshs 22, 244. The rest of the amount should be raised by the parent or guardian.

BOARDING SCHOOLS

The  Kenyan Government will also facilitate the education of each learner in boarding school equal to the capitation offered for learners in day schools.

The parents will have to cater for boarding fees applicable to different categories of schools and their location.

Kennedy Ombima AKA King Kaka, a Kenyan rapper on Saturday, December 14 released his latest hit song labelled “Wajinga Nyinyi” a song which has not gone down well with the Kirinyaga Governor.

The “wAJINGA NYINYI” song depicts Kenyan politicians’ corrupt deals including the NYS mega corruption scandal in which Governor Waiguru was implicated.

The song also serves as a wake-up call for Kenyans who have been engrossed in their long-overdue stupor when it comes corruption.

On Monday, December 18 Kirinyaga Governor Anne Waiguru through her lawyers Kiragu and Company Advocates gave the musician 48 hours to apologize to her in writing and delete the song failure to which he will be sued in court for defamation.

The two- page letter also indicates that the musician has done “grave irreparable and permanent damage” to Governor Anne Waiguru’s reputation.

In the letter, Governor Waiguru also accuses King Kaka of tarnishing her name to increase his profits and popularity.

The letter also demands that King Kaka should pull down the song from all social media platforms forever and commit in writing not to release any more defamatory songs within 48 hours.

Governor Waiguru also complained that King Kaka had painted her in a bad light especially in the corruption scale and as a leader who does not deserve to lead Kenyans.

Governor Waiguru had been implicated in the National Youth Service, NYS Scandal but she was cleared by the investigating agencies.

According to the letter, the musician should have known that despite extensive investigations and several prosecutions, Governor Waiguru has never been charged in a court of law concerning the NYS or any other corruption scandal.

Unlike in the past KCPE results, there was a deviation from the norm since the CS Education Ezekiel Machogu failed to release the list of KCPE 2022 top 15 candidates.

Latest Education News 2021-2022: Challenges Facing CBC Implementation in kenya

The Competency-Based Curriculum has sparked so many reactions among Kenyans ever since its introduction. Debates all over the media on the design, teachers’ readiness, parental involvement and adequate availability of learning resources.

CBC was developed at the Kenya Institute of Curriculum Development with the technical support of Peter Hall Jones, a motivational speaker and a former british primary school teacher. This new curriculum was introduced for the sole purpose of liberating students from the traditional world of repetitive learning and cramming for high stakes examination such as the Kenya Certificate of Primary Education.

Its logical perspective is based on a concept developed by the European qualifications framework that stresses that student’s learning outcome should be based on their theoretical knowledge, practical and technical skills, social competencies and the ability to work with others.

In the case of European competency-based curricula, students are mainly driven to vocational and technical training as a way forward to avoid European Union’s members from having to depend too heavily on migrant occupational skilled workers from developing countries.

However, many countries in Sub-Saharan Africa has been on curriculum tourism in Europe and are currently implementing clones and hybrids of the European education systems. This is mainly to improve the low learning levels and raising the learning outcome in schools.

A good example is Kenya’s new curriculum, which was borrowed heavily from the education systems of Finland, the Netherlands, Germany, South Korea, and Switzerland by its developers.

Although the ‘Basic Education Curriculum Framework,’ the blue-print of Kenya’s competency-based curriculum, shows how those European education systems have succeeded in attracting many students to technical training, the document does not point out on inputs those countries might have invested in terms of learning resources, teacher development, and alignment of other education challenges.

The problem is that implementing a major curriculum change in any country is quite as hard as it proved in 1985 when the 8-4-4 system with an over-loaded practical curriculum at the primary level, was introduced by the government.

Later in 1992, the practical aspects were eventually dropped since they had lost their intended goals due to inadequate teachers in practical subjects and insufficient resources.

Even though there is no problem with borrowing from other educational systems globally, there is no evidence that Kenya’s curriculum developers, took in to consideration the capacity of teachers training and their preparedness to transition in to a new curriculum, the reality of classrooms and other learning spaces in schools in the country, as well as the availability of learning materials.

This proves the fact that reorienting a major curriculum in any country is indeed quite hard.

Without a doubt, most of the concerns that are being raised by the parents today are similar to those raised in the 1980s at the height of implementation of the 8-4-4 system.

It appears that most parents have no idea as to how the competency-based curriculum will help their children. Many are torn in between whether the curriculum is meant to increase active learning and creative thinking, or it is merely meant to gang-press learners in to vocational training.

In fact, there is a number that believes that CBC is a calculated plot to bring back the discredited rag-tag practical training of the 8-4-4 at different levels of education.

As much as the ministry of education is pushing for the second phase of implementation of the new curriculum, the learning environment in Kenya will not change dramatically for the better, considering the stumbling blocks related to unskilled and unmotivated teachers, poor classrooms, and school management styles, political challenges and limited learning resources.

Without proper planning, financial support, and sustained political will, the paradigm shift of learning practices are likely to become a disappointment as has happened severally in Africa, despite any goodwill that might be on the part of Kenyan government.

The Tanzanian president Julius Nyerere had tried it way back in 1967, when he came up with a post-colonial proposal of education for self-reliance in Africa whose philosophical viewpoint was based on sharing of resources and service to humanity.

Although this was the first bold attempt to decolonize African education, nothing came out of it, probably because it had anti-western capitalist agenda.

But more recently, in 2010, South Africa had to quit the outcome-Based Education Curriculum, as it failed to improve student learning outcomes and was difficult for teachers to implement.

“Secondary education in Africa: Curriculum Reform, Assessment and National Qualifications Frameworks”, this is according to a background study that was carried out by educational researchers at the South Africa’s university of Witwatersrand, in the last two decades, several African countries have adopted competency-based curricula with little to show for it.

Researchers also stated that, “While there have been few rigorously designed evaluations of system-wide competency-based curriculum reforms in Sub-Sharan Africa, the accumulation of evidence from a variety of sources suggest that most of these initiatives have been less than successful.”

However, their findings are not so new as in 2013, Professor Roger Francois Gauthier, a leading expert on education in former French colonies in Africa, in his review of competency-based curriculum reforms in five countries had made it clear that the approach did not improve learning outcomes.

The researchers accredited the shortcomings of the competency based curricula that are being tested in Africa, to a mix of barriers that include inadequate educational materials, lack of teacher competence in practical subjects, large class sizes, and unprepared learners.

Kwame Akyeamong, a professor of international education at Open University in Britain stated without increased educational resourcing and improved teacher development, on the issue CBC in Ghana, the curriculum was likely to have much impact on students and their transition to the labor market.

What is emerging is that there are no quick fixes towards improving learning outcomes in matters of acquiring theoretical knowledge or practical skills, whether by sticking to the old curriculum approaches, some of which were inherited from colonial regimes, or drawing new ones or by borrowing learning patterns that are developed in other countries with specific targets and agenda.

For example, education officials in African countries who had been recommending ready-made learning suites fabricated elsewhere, they should be asking themselves as to who they want them for and whether their countries have the sufficient resources and manpower capacity to implement those approaches.

Relevance of CBC in Kenya
The CBC aims to be a more student-based system, with more focus on the ability of the student to self- learn and develop relevant skills requisite for any engagement carried out. … However, there will be more focus on the specific skills for each individual student and the unique abilities of students.
