The Teacher Service Commission is a body that is tasked with employment and dismissal of teachers. Despite the fact that technology has advanced greatly, tsc still rely on letters as main mode of communication.

In this article am going to list all letters that a teacher can receive from the employer and their implications;

1. TSC Regret Letter
When one receives this letter it means that thing are not okay. Its as sign of request being denied. A teacher who is waiting letter of employment offer may receive regret letter because of the following reasons;

When one did not satisfy the commission after signing up for tsc employment

When a complaint is registered pertaining the person who won during tsc employment exercise
If the tsc employment exercise was marred with irregularities and lack of fairness.

A teacher may also receive a regret letter when transfer from one station to another is not acknowledged by the commission.

4. TSC Transfer letter
The commission can give an okay to the transfer request for a teacher who has served in a station for a period of not less than five (5) years.

5. TSC Show cause letter
A show cause letter is given to a teacher who has a case to answer. Teachers are guided by set of rules and regulation as stipulated in their code of conduct.

Breaching contractual terms will result to a teacher explaining through a letter why a disciplinary action should not be taken against him or her.

6. TSC Promotion letter
Promotion is the dream of every worker. The good thing with promotion is that it comes will a monetary attachment.

A teacher can either be promoted automatically or through attending an interview. A graduate teacher can move from grade C2 to C3 after three (3) years of service. For one to move from grade C3 to C4, through interview exercise must be conducted and only successful teachers are promoted.

7. TSC Interdiction letter
This is one if the most feared letter from the employer. A teacher may receive an interdiction letter because of the following reasons;

Cases of immoral behaviour.
Neglect of duty.
Absenteeism.
Desertion of duty.
Insubordination.
Mismanagement of public funds.
Conviction of criminal offence.

An interdicted teacher can either be reinstated or be dismissed depending on the professional crime committed and evidence produced during hearing of case.

This therefore means that an interdicted teacher has a chance of being reinstated.

8. TSC Reinstatement letter
It is a letter given to a teacher who was interdicted and later was not found guilty. The letter has the details of the new work station.

9. TSC Dismissal letter
This letter means worse for the teacher. Its a last communication one can receive from teacher service commission. One can be dismissed if found guilty of the professional crime committed.

10. TSC Demotion letter
This is a letter that is given to a teacher who has been demoted from headship position.

A demoted ceases to enjoy responsibility allowance but his job group and basic salary remains the same. A teacher in administrative position can be demoted because of the following reasons:

Adverse reports: This can include embezzlement of funds meant for school activities, poor financial management, failure to maintain good learning environment, poor human resource management among others.
Poor performance: The main role of administrators is to implement curriculum and lay proper strategies that will lead to good performance.

TSC List of deregistered teachers November 2020

The Teachers Service Commission (TSC) has dismissed 59 teachers from service as schools prepare for the January full resumption of learning.

This comes after the commission held virtual hearings for 177 cases that were pending since schools were ordered closed by the government back in March.

Out of the 59 dismissed 23 were new cases while 26 were reviews for various offences with TSC adopting the virtual hearing back in August.

TSC List of Offences

Among the offences that led to the teachers being dismissed include misappropriation of funds and other ordinary crimes.

The commission’s Director of Field Services Mary Rotich welcomed the introduction of the virtual hearing that helped clear a backlog of cases.

“The hearing of discipline cases virtually was a milestone that supported dispensation of cases that had overstayed due to the Covid-19 containment measures that saw schedules for hearing cases face to face in the field for March up to June 2020 cancelled,” she noted.

Following the hearing, 45 teachers had their earlier dismissal and removal from the teachers’ registered upheld with 16 new ones dismissed and struck out of the register in October.

“We allow teachers to call their witnesses just like in face to face hearing. We give them the links just before the hearing begins and insist that they must show their faces during the entire hearing so that we may be sure we are dealing with the right person,” said Beatrice Wababu, the commission’s Head of Corporate Communications.

TSC is scheduled to hear 53 more cases to be conducted by the commissioners from Monday, November 23 to Friday, December 4.

From the hearing only three teachers had their dismissal waivered and interdiction revoked while six saw their suspension upheld with eight others suspended.

The commission back in October deregistered 30 teachers from different schools in the country in a Gazette Notice released on Friday, October 23, 2020.

The chaotic sentiments were the order of the day from both the Kenyan female and male teachers when the time the self-group, Kenya Women Teachers Association (KEWOTA), was formed, specifically to cater for the female teachers. The association came into being not more than two years ago, and the unique purposes of its formation were not clearly stated for the public to synthesis over the same. There were numerous opposition from all corners of the public institutions in Kenya, something that exposed the association at an angle of robbery and looting from the female teachers.

According to exclusive reports from a reliable source, the association explained its stand and came out clearly over the malicious allegations bestowed unto them when it vowed to protect the Kenyan female teachers, something that was not highlighted at the time of its formation. Taking this into consideration, the KEWOTA thing has gone ahead to make the voices of the female teachers to be heard, and even fight for their welfare that should bear a variety of goodies for the same.

Furthermore, it has been indicated that the association has aligned some issues that seemed intimidating to the female teacher, and needed some attention to be reviewed. First, the female teacher was not being treated with decorum by the school male administrators, citing lack of being reliable, ending up to be deprived some higher sensitive positions in office just because soon they will leave for maternity, and therefore many activities could come to a standstill. Such deamining practices were some of the reasons for KEWOTA formation.

Moreso, the association aforementioned has been on the forefront to wipe out illusions from the minds of the public that, being on maternity leave is like being off duty, and therefore her pension should be interfered with after retirement. On the other hand, KEWOTA has been against such mediocre thoughts, and has presented a report to the TSC to counter-act the statement above. They further argued that, being pregnant is not an offence, unless the TSC say female teachers should not give birth. Also, a child is a blessing from God, which, after delivery requires a gift, and the only gift is an maternity allowance of appreciation.

Hence, according to the association’s objectives, the teachers on maternity are entitled to a maternity allowance that to be included to the payslip of female teachers immediately after delivery, just the way other allowances like leave allowance, which is mandatorily included on the January payslips every year. However, it doesn’t mean that men should take the move an opportunity of making female teachers moneymaking machines through maternity allowances every year, in the name of more blessings from the almighty.

The Teachers Service Commission, TSC has ordered a recount of all primary and secondary school administrators before the June 30, 2020 deadline.

This is after the Commission discovered foul play in the manner in which some TSC promotions were conducted in 2017.

According to TSC data, some school administrators especially those in primary schools were erroneously promoted to senior ranks prompting irregular conversations in their T-Scales.

Now that the Commission has directed a fresh recount of all school administrators in Kenya, tutors whose promotions were irregular should brace for tougher times ahead.

It is obvious that TSC demotions are now imminent. The worst part of it all is the fact that some of these teachers had already gotten used to the sedentary lifestyle that comes with the higher salary perks.

Higher salaries

This shocking revelation comes barely three weeks to the implementation of the last phase of the Central Bargaining Agreement, CBA that is scheduled to take place in July 2020.

This final phase of the 54 billion CBA will see over 100, 000 school administrators enjoy higher salaries.

TSC CBA for regular classroom Teachers was implemented in two phases only.

TSC TO RECOVER SALARIES IRREGULARLY PAID TO TEACHERS

Given the sensitive nature of this matter, all TSC County directors of education have now been directed to conduct a fresh recount of all school administrators and present the data before June 30, 2020.

The Commission is also planning to recover hefty salaries paid to these teachers starting July.

WHAT HAPPENS TO SALARIES RECOVERED BY TSC; A DISSECTION OF THE TSC RETURNED SALARIES, OVERPAYMENT; TSC NEWS ON SALARIES

It is now in the public domain that the Teachers Service Commission, TSC is planning to recover hefty salaries that were paid irregularly for the last three years to teachers promoted erroneously in 2017.

According to TSC Boss Dr. Nancy Macharia, the Commission will start recovering overpaid salaries in July 2020.

CONDITIONS FOR RECOVERING OVERPAID SALARIES BY TSC

Salaries can be returned to the Commission due to closure of the current bank account before the new one is operational and if the salary is recalled by the Commission.

Any returned salary should be claimed in writing through the head of the institution.

 

RECOVERY OF TSC OVERPAYMENT

A TSC overpayment constitutes government liability whose recovery takes priority over all other deductions on the payroll.

A TSC overpayment can be recovered as follows:

In the case of reinstatement, the outstanding overpayment shall be paid in full.

In case of retirement or death, any government liability is recovered in full from pension benefits or gratuity.

The Teachers Service Commission, TSC has issued a circular outlining the number of lessons that TSC-employed teachers in primary and public schools should handle in a week.

According to the latest TSC circular, the minimum workload for primary school tutors is 35 per week. High school teachers on the other hand will be expected to handle a minimum of 27 lessons per week.

The maximum class size of learners will be 50 for primary schools and 45 for secondary schools.

ADMINISTRATIVE POSTS PER SCHOOL

The Commission has at the same time set the maximum number of administrative posts per school.

According to the Circular, Curriculum-Based Establishment, CBE regulations direct that a single-streamed school be it primary or secondary should have only one principal or head, a deputy, and senior teacher/ master.

Primary schools with 10 streams and a maximum of 4, 000 pupils, on the other hand, should have one head, 2 deputies and 8 senior teachers.

Secondary schools with 12 streams and a maximum of 2, 100 students should have one principal, 2 deputies, and 9 senior masters.

 

TSC ADMINISTRATIVE POSITIONS FOR PRINCIPALS IN SECONDARY SCHOOLS

Principals have been divided into three tiers leading to different grades. In tier one are principals of National and extra county schools with over 1, 000 students. This is the highest rank that teachers can attain as they climb the TSC promotions ladder. These principals are referred to as chief principals and they fall in grade D5 (T-Scale 15)

The second tier includes principals of county schools with over 540 students. They are referred to as Chief Principals and fall in grade D4 (T-SCALE 14)

The last tier encompasses principals of sub-county and day schools. They are referred to as principals and fall in Grade D3 (T-Scale 13).

Teachers Service Commission (TSC) chief executive Ms Nancy Macharia said another 1, 594 retiring teachers will be replaced after serving their two years extension.

 

Ms Macharia said the teacher deficit presently stands at 114,581 teachers. Of those to be hired, some 6,000 will come on board as interns.

Another 5,000 will be hired on a permanent and pensionable basis. “Treasury Cabinet Secretary Ukur Yatani allocated TSC Sh2.5 billion for the recruitment of 5,000 teachers on permanent terms in the next financial year,” said Macharia.

 

She said another Sh1.2 billion was allocated in the Financial Year 2022/2023, to recruit 6,000 interns as a stop-gap measure to ease the shortage.

 

Macharia said that the recruitment would start immediately.

 

“I wish to assure the country that the Commission will immediately embark on the exercise to recruit the teachers to ensure they report to work as soon as possible to ease the existing teacher shortage in schools,” said Macharia.

 

She said those scheduled for retirement were allowed two years extension during the Covid-19 pandemic.

 

 

“As a result, 1,594 heads of institutions who were meant to retire in 2020 and 2021 were allowed optional extensions to work under contract for a period of up to two years,” she added.

 

Ms Macharia said even as the effects of the Covid-19 pandemic have waned, she urged teachers to remain vigilant.

 

By last month, Macharia said a total of 1,043 teachers and their loved ones had been admitted over serious Covid-19-related ailments.

List- TSC Replacement Vacancies 2023; TSC advertises 2,120 posts for replacement of teachers who have exited due to natural attrition

The Teachers Service Commission (TSC) has advertised 2, 120 posts to replace teachers who have exited service after attaining the mandatory TSC retirement age. In the recently advertised TSC replacement posts 2023, the Commission will recruit 1, 591 primary school teachers and 529 secondary school teachers.

Eligible candidates should meet the following basic requirements:

QUALIFICATIONS FOR PRIMARY TEACHERS

Applicants for vacancies in Primary schools must be holders of P1 Certificate and will
be selected from the County merit lists compiled during the previous recruitment
of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the country and
not necessarily in the County where they were recruited.

QUALIFICATIONS FOR POST PRIMARY TEACHERS

Applicants for vacancies in Post Primary institutions must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary,
Board of Management of the School/Institution where the vacancy has been advertised
and submit a copy to the TSC County Director.

HOW TO APPLY

All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Wednesday 5th February, 2023.

The Teachers Service Commission will only deal with TSC County Selection Panels and Boards of Management in this exercise. Individual application to the Commission will NOT be considered.

Successful applicants must not fill employment forms in more than one station as this will
lead to disqualification.

The Commission has requested schools to identify and send details of their mentors, coaches and champions.

According to the employer the previous data submitted was skewed and full of errors as it did not capture accurate details as required.

“It is noted that some schools have identified teachers below three (3) years in service as Mentors and Coaches. Please note that all teachers of three (3) years and below are targeted as mentees and therefore cannot be a Coach or a Mentor,” said the Commission in a memo.

In the new order TSC has requested schools to identify and send details of the teachers who will serve as Mentors, Coaches and Champions in an excel format.

The Commission targets a total of 22, 239 teachers including those newly recruited and heads of institutions to undergo Induction, Mentorship and Coaching (TIMEC) programme by TSC.

The employer’s aim is to reduce indiscipline cases among teachers and improve on their classroom instructions, retention and learning outcome.

The programme started with training of Field Officers who will play a key role in its implementation.

“Induction, Mentorship and coaching programme is expected to increase teacher effectiveness, job satisfaction, commitment, improved classroom instruction, teacher retention and improved learning outcomes,” said Mukui David, the Commission’s Field Services Directorate during its roll out.

Details required by the Commission
Basically, the programme is meant to target new teachers joining the teaching service notably new recruits and those in internship and those joining the administrative positions and those having challenges in performance.

According to the Commission’s plan, teachers will be trained in three financial years starting with 2021/22 financial years to 2023/24, having a target of 13,000 teachers in each financial year.

According to the commission Secretary Dr. Nancy Macharia, the many hours wasted inform of teacher-learner contact time results in poor learning outcomes and a drop in performance at all levels.

“To address this challenge, the Commission, in its Strategic Plan 2019-2023, committed to implement mentorship and coaching as a preventive strategy that pre-empts indiscipline amongst teachers rather than corrective mechanisms in management of discipline,” states Dr. Macharia in the policy document.

The programme is also expected to target a total of 12,000 School administrators and Board of Management (BoMs) who will be trained on management of discipline cases, and this will capture a total of 4,000 teachers in each financial year till 2024 with 2021/22 being the baseline year.

Unlike before where the commission used a decentralized system whereby indiscipline cases were being heard at County and Regional offices which saw some cases taking long before being concluded, this time the commission has decided to mentor and coach teachers’ joining the services using their fellow teachers who have been in service for a while.

A lot of indiscipline cases among teachers results to canon knowledge, insubordination whereby teachers being reported for not taking duties, missing lessons, alcoholism and drug abuse, absenteeism among others.

The Commission had suspended a number of programmes for lacking funds.

Some of them were the mentorship programme and the biometric registration exercise.

The Commission CEO, Dr. Nancy Macharia, had requested for funds to implement the programmes.

“Teacher mentorship and coaching programme requires an estimated Sh50 million while the roll out of a national Biometric Enrolment and Validation of tutors will be done at a cost of Sh342.4 million,” said Macharia in parliament

Teachers Service Commission (TSC) has kicked off a process that will see the first batch involving thousands of primary and secondary school teachers being moved to teach in junior secondary schools.

The Commission has unleashed a plan that will see a good number of teachers being placed to teach in junior secondary starting December this year.

Junior secondary school section involves Grade seven, eight and nine. The current Grade six learners will join junior secondary in January 2023.

The Grade six learners will join junior high after sitting for their final assessment in primary school this November.

The exams known as Kenya Primary School Education Assessment (KPSEA) will start on 28th November and end on 30th November 2022.

Details show that only teachers with the required qualifications will be allowed to teach in junior high next year.

Both primary and secondary school teachers and those in special schools will take part in teaching the pioneer Grade 7 learners next year.

For primary school teachers seeking to be deployed to junior secondary they must at least have one of the following qualification;

1. Diploma in Education

2. Higher National Diploma in Education

3. Bachelors Degree in Education

4. Post Graduate Diploma in Education

5. Masters Degree or PhD in Education

In addition the teachers must have been trained in Secondary Teacher Education with at least two teaching subjects.

The teacher must also have scored a mean grade of C+ (Plus) and above at KCSE and must have at least C+ (Plus) and above at KCSE in the two teaching subjects.

TSC says teachers who scored C (Plain) and below at KCSE and joined Universities and studied Bachelors degree in Education (Secondary option) will not be eligible for deployment.

Those who received training on Competency Based Curriculum (CBC) will have an added advantage. The Commission has a list of all primary school teachers who attended CBC trainings.

However primary school teachers will only be used in teaching Grade seven pupils in places where there are acute shortage of secondary school teachers trained to teach junior secondary.

At least 60,000 secondary school teachers were trained to handle Grade Seven and Eight in April this year.

The Commission also trained 120,000 primary school teachers to handle grade six learners in December last year.

Most primary school teachers who meet the requirement to teach in secondary schools will be moved this year and early next year as the Commission plans major recruitment exercise as well as staff balancing.

TSC is in a process to recruit at least 30,000 primary and secondary school teachers in January next year.

P1 teachers who have been complaining of slow pace of deployment process will be surprised this time as TSC plans to move most of them to teach in 8.4.4 secondary schools.

The Commission has also planned to train 116,024 high school teachers in December this year. TSC says the teachers will be trained in preparation for Grade nine class.

Its not clear whether the training will happen. This is after the government move to slash TSC allocation of sh 1.02 billion which it receives annually for training teachers on the new curriculum.

Staffing has been a perennial milestone around TSC’s neck with Chief Executive Officer Nancy Macharia revealing that the service has a deficit of 114,581 teachers across training colleges, special needs education, curriculum support and primary and secondary schools.

Below are compulsory and optional subjects being offered in junior secondary i.e Grade 7, 8 and 9.

KNUT asks TSC to pay dismissed teachers pending benefits

The Kenya National Union of Teachers (KNUT) has asked the Teachers Service Commission (TSC) to release dues owed to teachers who exited service over disciplinary matters, saying they deserve compensation for the years they served the nation.

KNUT’s first national vice chairman, Malel Langat, said while some teachers were dismissed for disciplinary reasons, including misconduct, the commission should still honor their rightful benefits accrued during their active service.

“Teachers who quit service because of disciplinary issues must be paid for the period they diligently served this country,” Langat said.

“Justice must be served to these teachers so they can sustain their livelihoods.”

Langat noted that several affected teachers have been left struggling to make ends meet after their dismissal, as their dues remain unpaid years after they left service.

He insisted that denying them their benefits amounted to double punishment and violated the principles of fairness.

According to the official, more than 470 teachers have been dismissed in the past five years over allegations of having carnal knowledge of pupils, among other offenses, yet they have not received their benefits.

However, Langat emphasised that the union does not condone immoral behavior among teachers, particularly those who exploit learners.

“As a union, we do not support such actions. Teachers must uphold discipline and protect the dignity of their profession,” he said.

He urged the union members to maintain high moral standards and serve as role models to learners and society.

At the same time, Langat appealed to the TSC to fully implement the Collective Bargaining Agreement (CBA) it signed with the union, saying teachers continue to face challenges due to delayed or partial fulfillment of the pact.

“The employer must honor the CBA in both spirit and letter. Teachers have continued to deliver quality education despite difficult working conditions, and they deserve fair treatment,” he said.

Langat also called for enhanced dialogue between the TSC and KNUT to resolve pending issues affecting the teaching fraternity, including promotions, transfers, and disciplinary procedures.

This, as he lauded President William Ruto’s administration for his intervention to improve their welfare of the teachers, is improved.

“We thank the government for being concerned with the issues facing teachers in this country,” he said.

Malel, who was speaking in Baringo, also used the opportunity to encourage teachers to enrol as members of Saccos and burial and benevolent funds to benefit in case of emergency.

224, 494 teachers have so far registered for the community-based learning program. Approximately 90, 000 more teachers employed by the Teachers Service Commission are yet to sign up for the program. Consequently, the Commission has extended the registration deadline by two days to Friday this week to allow the teachers to submit their details ahead of the CBL rollout.

Preliminary data from the Teachers Service Commission, TSC shows that only 224, 494 teachers have signed up for the Community-based learning program. A total of 155, 176 primary tutors have registered with the local TSC officials as instructed by the Commission.

69, 318 secondary school teachers have submitted their details to the nearest TSC offices. The Community based learning program is an alternative way of engaging learners following the sudden closure of schools for an indefinite period of time.

Based on the numbers, it is clear that teachers are willing to comply with government directives.

The Commission is targeting 112, 938 more primary and secondary teachers in the remaining days.

TSC Head of Corporate affairs Ms. Beatrice Wababu said that by the end of Friday, all teachers employed by the Commission would have registered for the rollout.

“We are impressed by the numbers so far. Kindly note that teachers have had a whole week to register and we are expecting 100 percent compliance by end of tomorrow,” noted Wababu.

KUPPET AND KEPSHA WANT TEACHERS’ PARTICIPATION IN THE COMMUNITY-BASED LEARNING PROGRAM TO BE VOLUNTARY

The Kenya Union of Post Primary Education Teachers, KUPPET, and the Kenya Primary School Heads Association, KEPSHA however want teachers’ participation to be voluntary.

The two stakeholders argue that with the possibility of community infection and vulnerability of some teachers to coronavirus, the program should not be made mandatory.

“This exercise should be voluntary. Its structure should allow teachers to participate at will,” said KUPPET Secretary General Akello Misori.

Misori further added that teachers who fall in the Covid-19 vulnerable group should be exempted from the program.

“Teachers above 58 years should shun the program and observe the World  Health Organization protocols

UNIVERSITY & COLLEGE GRADUATES, SOCIAL WORKERS AND COUNSELLING PSYCHOLOGISTS TO BE INCORPORATED IN CBL

Proposals have been made to incorporate university and college graduates, social workers, and professional counselors into the Community Based Learning program to ensure its success.

Volunteers from faith-based organizations and community health workers have also been proposed to supplement teachers once CBL is rolled out.

KEPSHA chair Nicholas Gatemia has also reiterated the fact that the safety of learners and teachers should be paramount at all times.

“This program is noble and we support it but let us allow teachers who feel they cannot participate because of health concerns or other reasons stay at home and keep safe,” he said.

Wondering what KEWOTA is up to? Well, the Kenya Women Teachers Association is still active although it seems to be “Missing in Action.”

KEWOTA has come up with a new table banking scheme for all female teachers. The association unveiled the program on 7th February 2020 in Baringo County, Marigat Town.

The table banking scheme is meant to prevent Kenyan TSC employed teachers from undue exploitation by money lending institutions.

KEWOTA decided to come to the rescue of female teachers after learning that these female teachers have on several occasions fell for the trap of shylocks and online money lender who end up exploiting them by demanding for huge interest rates on the loan offered.

According to KEWOTA’s communication officer, the table banking scheme shall provide emergency loans to female teachers at affordable interest rates.

WHAT IS TABLE BANKING AND HOW DOES TABLE BANKING WORK?

Table banking is a group system whereby members contribute money on a monthly or weekly basis to a joint group account.

The members can, later on, borrow money from the kitty and act as guarantors for one another.

This, therefore, means that KEWOTA’s table banking members will be required to meet occasionally to discuss the progress of the association such as defaulters, loans issued, interest rate and fines paid.
