How To Fill TSC Entry, Exit (Casualty) Return Online Via TSC Website; A Simplified Guide

TSC Casualty Form for Teachers’ Entry/ Exit Forms/ Reports

The Entry/ Exit returns are required to be submitted online by Heads of Institutions and Sub County Directors to record when a teacher joins or leaves an institution.

The process of Teacher Posting must be complete in order for Entry/ Exit process to be initiated. These returns will then be received online by Human Resource Management (HRM) headquarters for processing.

The role of the Sub County Directors will be to submit entry/exit returns for institution administrators and teachers who have exceeded the stipulated 14 days for transfer and 30 days for recruitment.

ACCESSING THE SYSTEM

To access the portal, go to the TSC website https://www.tsc.go.ke. Click on Teacher Posting & Entry/Exit under Online Services menu.

Log into the system by Keying in your TSC number in the text box provided and click next to proceed.

Enter your password and click Login button

SUBMITTING ENTRY/EXIT REPORTS

To submit an Entry/Exit report, the head of institution must log into the system by providing username and password. Under the Entry/Exit menu select Submit Entry/Exit-Inst Head.

 

TEACHERS ENTRY

To receive the teachers click on Entry under the Actions menu

Select the reason for entry from the drop down arrow and then click on submit request as shown below

TEACHERS  EXIT

To exit a teacher on transfer or temporary exit, click on Exit under Action button.

The window below appears select the date of exit from the calendar, confirm exit by selecting yes from the drop down and click on the save button.

EXITING TEACHERS ON DUTY IN AN INSTITUTION

Teachers on duty can leave the institution permanently on retirement or death among others.

To exit a teacher, click on Exit Teacher under the Actions menu.

Note that teachers on temporary exits are not removed from the list of teachers in the institution but flagged as on leave.

Once done, log out of the system On the far right, click on the drop down arrow, a list will appear click sign out.

MANAGING PASSWORDS

Forgot Password On the login page, click on forgot password,

Key in your TSC number and click continue.

A verification code will be sent to your registered mobile number via SMS.

Enter the verification code and click on continue.

The sign up page will appear for you to update your profile and create a new password. Click next to proceed to the login page.

Changing Password

Click on My Profile
Click on Account
Provide New password and Confirm password. Click Save to effect changes

TSC News Today: Primary school headteachers who were temporarily assigned to serve as Principals of Junior Secondary Schools (JSS) will not have their contracts renewed by the Teachers Service Commission (TSC) for the 2023/2024 cycle, following a recommendation by the Presidential working party that will see both primary schools and JSS conjoined into a complex.  This comes as a relief for thousands of degree holders who were recently posted to teach in primary school.

Preliminary details indicate that the newly recruited graduate teachers are facing a myriad of challenges including being accused of a superiority complex by their counterparts in the primary section. Some of them are being forced to teach the lower classes yet they lack adequate expertise to deliver effectively.

 

This year, TSC dispatched deployment letters to primary school heads to serve as heads of JSS thus signifying the start of their one-year contract, which lasts until December 30, 2023.

 

 

However, after a report from the Presidential Working Party on Education Reforms (PWPER), which was presented by President William Ruto at the State House last week, fresh modifications have been made.

 

The recommendations, which will be put into effect in a year, will combine the nursery, primary school, and junior high school into one entity.

 

The single organisation that includes all three levels will be referred to as the Comprehensive School and will be led by a principal.

 

The teachers in charge of the nursery, primary, and junior schools will support the principal and be referred to as deputy principals.

 

The principal and his deputies must be qualified educators with a bachelor’s degree or higher in education.

 

The majority of primary school heads at the moment are P1 teachers without a degree, while several also hold diplomas.

 

TSC did not consider the headteacher’s credentials when promoting them; instead, if they had a student in Grade 7 enrolled at the school, they were given a letter of deployment to JSS.

According to the existing regulations, the interim leadership of the headteachers over the JSS expires on December 30, 2023.

 

In Kenya, there are more than 23,000 public elementary schools, the majority of which have received Ministry of Education approval to host JSS.

 

Senior teachers who will report to the Principal must adhere to rules that TSC and the government must develop.

 

Current headteachers who do not meet the requirements to lead comprehensive schools will be demoted and probably given smaller responsibilities. They will so lose control over the finances and operations of the institution.

 

Due to the commission’s inability to draw candidates for the administration positions, some schools have been functioning without permanent leaders.

 

The accounting officer for all the sections that fall under the comprehensive school will be its head.

 

The make-up of the school Board of Management (BOM) is also subject to change.

 

Currently, a temporary subcommittee made up of members of the BoM for elementary schools oversees the JSS.

 

Additionally, the PWPER suggests limiting the number of BoM members to nine or ten. The present boards, it claims, are bloated.

 

In a different plan, the comprehensive and senior secondary school heads would serve as representatives of the Ministry of Education rather than the TSC.

 

 

 

President Ruto offers Jobs to TSC Registered Teachers

President William Ruto has instructed Nakuru East MP David Gikaria to look for TSC-certified teachers for employment at the newly established Susan Kihika Primary School in Nakuru County.

Speaking during an ongoing development tour of the Rift Valley Region on Wednesday, October 29, 2025, the Head of State thanked Nakuru locals for supporting the broad-based government.

President Ruto’s message to MP Gikaria

Equally, he urged everyone who has TSC numbers and can teach at the primary school to liaise with the MP, adding that the lawmaker is known to be fair and integrity upholder.

“Tukifungua, mimi nitaleta waalimu kumi na tano. Kama kuna vijana wamesomea elimu, wewe mheshimiwa Gikaria, nitafutie majina ya hayo. Kama kuna mtu ako na number ya TSC hapa, tutamuajiri akue anafunza hawa watoto wetu,” Ruto has told an excited crowd. 

At the same breath, the Head of State did affirm that his Kenya Kwanza government is committed to bettering the education sector in Kenya, saying that the future of every nation lies in sectors like education, health, agriculture and housing.

Appearing before the parliamentary education committee on Tuesday, TSC Boss Dr. Macharia Nancy was taken to task by Honourable Julius Melly on how the Teachers Service Commission will ensure that the upcoming December 2022- January 2023 recruitment will be fair.

In response to the query, Dr Macharia reiterated that experienced and qualified teachers especially those who had enrolled for the new Diploma in Primary Teacher Education, DPTE will be given priority to teach in junior secondary schools.

Besides this, the Commission has increased the number of slots that an applicant can apply for in the December/ January Recruitment from three to five for both internship and permanent and pensionable.

In the recently concluded July 2022 TSC recruitment, TSC only shortlisted Top 5 applicants per school and subject combination using the following guidelines

NEW TSC RECRUITMENT GUIDELINES TO BE USED BY INTERVIEW SELECTION PANELS IN JANUARY 2023; PERMANENT AND PENSIONABLE (10,000 VACANCIES)

  1. Evidence of internship-15 marks
  2. Evidence of Disability-Added Advantage
  3. Academic and Professional Qualifications- 40 marks
  4. Length of Stay since qualifying as a teacher-40 marks
  5. Communication ability- 1 mark
  6. Presentation-1 mark
  7. Knowledge of current trends in education sector- 2 marks
  8. special talents (leadership awards and acknowledgement)- 1 mark
  9. Previous recruitment by the Teachers Service Commission- Disadvantage.

The Teachers Service Commission, TSC, has produced the final and newly updated Score sheet For post primary Teachers Recruitment in 2022. In the recruitment score sheet seen by this author applicants who Served for internship will not be given  uniform marks.

Previously, any teacher who could present evidence of internship qualified for a whopping 30 marks. This gave them headstart over other applicants.

In unlikely turn of events, only teachers who have served for three years will score 15 marks. 10 marks and 5 marks will be awarded to interns who have served for a period of two years and one year respectively.

Suitably qualified applicants will be required to apply for the vacancies online on or before 16th December, 2022 and wait for shortlisting. After shortlisting exercise, the commission will then invite candidates for interviews by January 2023.

Teachers Service Commission and Boards of Management are required to conduct the selection exercise for the advertised vacancies in their institutions.

The Selection Panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act and CORT 2015 before the commencement of the selection exercise.

The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19 pandemic.

All applicants must be registered teachers as per Section 23 (1) of the Teachers Service Commission Act, 2012. Applicants who are not registered do not qualify to be recruited.

TSC Email Activation & Implementation Process, Deadline And Quick Guide

It is now crystal clear that the Teachers Service commission is dedicated towards ensuring its employees especially teachers are served online. This means that they will not be compelled  to visit the nearest county offices when seeking TSC services.

The latest move by TSC is in accordance to the 2019-2023 Strategic Plan in which several Reforms and Innovations were fronted in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders.

 

The latest circular dated 15th February, 2021, TSC boss Dr. Nancy Macharia indicated that the commission has successfully digitized services related to recruitment and promotions of teachers, migrated them to a more effective online system.

She said: “Accordingly, there will be no manual applications for recruitment and promotion of teachers with effect from 1st March, 2021.”

The circular further indicated that applications for transfer shall be accessed through the Commission’s website at www.tsc.go.ke as per the attached schedule while the mode and manner of application for both recruitment and promotion will be communicated in the adverts whenever there is a vacancy.

E-platorm

Further, the Commission has introduced an e-platform for official emails, virtual meetings and remote learning. The platform targets all teachers employed by the Commission and those undergoing internship programmes.

The platform will be used in the following instances: –

For official communication between the Commission and teachers including transmission of official letters, Circulars, Pay-slips and responses to teachers’ inquiries amongst others.
To promote the usage of e-learning at no cost.
To support and promote the usage of virtual meetings. Institutions can therefore use the platform to hold virtual meetings while teachers will be able to create peer groups to carry out learning activities including mentoring and coaching.
Implementation Process

All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.
The detailed procedure on how to activate the system is provided in the user guidelines attached to this circular and may also be accessed through the Commission’s website.
The Commission’s ICT field officers will be available to assist in the activation of the accounts. Heads of Institutions may use the ICT champions to sensitize teachers in their institutions and provide any needed technical support.
In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.
Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.
Further Assistance

Further, users may seek help on activation of the email, virtual meetings and remote learning through the following address; emailactivation@tsc.go.ke. All other normal queries and/or issues, to be sent to info@tsc.go.ke.

Effective Date

The exercise of activating the emails will be executed from 15th February, 2021 and will be concluded on 30th April, 2021.

It is important to note that TSC has cautioned that upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon.

TSC County Directors and Sub County Directors are directed to ensure that the contents of this circular are disseminated to all teachers serving under their respective jurisdictions.

Duties and Responsibilities of TSC CSO

Duties and responsibilities at this level entail:

1. Carrying out regular visits to schools, observe teaching techniques, give demonstration lessons and advice teachers on methods and resources needed for effective teaching and learning;

2. Coordinating the Collection, collation and submission of data on school enrollment, establishment, staffing and other related information;

3. Coordinating the organization and management of co-curriculum activities;

Coordinating identification, assessment and placement of children with special needs in SNE institutions;

10. Advising the Commission on the staffing needs of special schools and career progression and professional development of SNE teachers;

11. Monitoring and ensuring compliance with special needs education delivery standards;

12. Monitoring the conduct of special needs education teachers in the management of special needs learners;

13. Maintaining data on SNE schools and learners.

Requirements for Appointment, TSC CSO

For appointment to this grade, one must have:

Served as a teacher for a minimum period of 15years;

Bachelor’s degree in Education from a recognized institution; OR Bachelors degree plus a Post Graduate Diploma in Education from a recognized institution;

Masters degree in Education/special education from a recognized institution;

Certificate in computer applications skills;

Demonstrate merit and ability as reflected in work performance and results;

Meet the requirements of chapter 6 of the Constitution;

A Management course for not less than 2 weeks.

The Teachers Service Commission has just released a full list of TSC-employed teachers who failed to comply by declaring their wealth online via the TSC portal.

According to the TSC statistics, approximately 46, 000 teachers have not yet declared their income, assets and liabilities online despite the TSC portal being open since 1st November 2019.

According to the TSC Online Wealth Declaration statistics, Bungoma County has got the highest number of TSC non-compliant teachers- 3, 1117 TSC teachers with some schools such as St. Cecilia Misikhu Girls having 7 non-compliant teachers.

In the second position is Kakamega County with 2, 682 teachers who failed to declare their wealth online for the year 2019. In Kakamega County, Butere Girls High School set the record by producing the highest number of the 2019 TSC non-compliant teachers- 18 teachers.

The deadline for the declaration of wealth online is today on December 31 2019.

TSC 2019 ONLINE WEALTH DECLARATION: HOW TO DECLARE YOUR WEALTH ONLINE VIA THE TSC PORTAL, A SIMPLIFIED PROCEDURE

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.
  7. Once you have filled all the details, click “Next.” This will take you to the next Section, Section B where you will fill in your approximate income, assets and liabilities.
  8. In the next window, fill the details of your dependents ie spouse and children who are below 18 years.
  9. Enter the details of your witness- Name, Address and ID.
  10. To complete the process, upload the information.

KNUT Secretary General Mr. Wilson Sossion now wants KNUT-affiliated school heads to be included in the fourth and final phase that will see tutors’ salaries increased at the of this month.

This follows initial reports indicating that the teachers’ employer, the TSC is planning to leave out KNUT school administrators in the last phase of the 2017-2021 CBA.

If the reports are true, then this means that KNUT school administrators will miss out on huge salary increments set to be rolled out this month by the Commission.

TSC on July 6, gave assurance to teachers that the final CBA money is intact and will be paid in full this month.

“Key among our achievements is the signing of the 2017-2021 Collective Bargaining Agreement with teachers’ unions. The fourth phase of CBA implementation comes at the end of this month. Another crucial achievement is the automation of TSC services and especially the T-PAY system through which you approve and monitor your third party financial transactions,” wrote Ms. Beatrice Wababu, TSC Head of Communications.

NO PAY RISE

However, this announcement does not offer a glimmer of hope for school heads who are still members of the Kenya National Union of Teachers, KNUT for they are not likely to feature in the upcoming pay rise.

The over 103, 000 tutors have not so far benefitted from the first three phases of the CBA since they belong to a union that does not subscribe to the current Career Progression Guidelines, CPGs.

Last year, the TSC released a circular explaining why it decided to exclude school administrators from the third phase of the CBA.

According to TSC, it is impossible to include KNUT members in the current CBA because of the implications of the judgment issued by the Employment and Labor Relations Court which directed that KNUT members be paid using the old schemes of service as opposed to the newly introduced Career Progression Guidelines, CPGs introduced by the TSC.

TSC payroll

Consequently, the TSC came up with two parallel payrolls, one for KUPPET members and another for KNUT.

The payroll for KNUT members did not factor in phase three of CBA. A total of 103, 624 teachers who comprise headteachers, deputy headteachers and senior teachers were affected.

The Commission further warned that continued disregard for the current CPGs will result in KNUT members losing all the benefits of the current CBA.

“The payroll for KNUT members has not factored in phase three of the current CBA because the court ordered that their terms be based on the old Schemes of Service and not Career Progression Guideline, CPGs. Some 103, 624 teachers who also include headteachers, deputy headteachers, and senior teachers are affected. Eventually, this will lead to KNUT members losing all benefits embedded in the CBP as the implementation of the CBA,” warned the Teachers Service Commission through a circular last year.

It is in the public domain that the Commission prepares its payroll by mid-month.KNUT Secretary General’s plea that the teachers be included in the current CBA may, therefore, have little or no impact at all especially if the Commission already decided to exclude them.

The TSC payroll has already closed and tension is still high on whether the affected administrators will be excluded again.

The only thing that we can do now is to wait and see how things unfold.

The Teachers Service Commission, TSC, has addressed the long delays in the processing of salaries for newly recruited teachers. The Commission has made changes to the procedures of posting, transfer, and deployment of teachers. These tasks will now be done online, as opposed to the current tiresome manual process.

Consequently, all newly employed teachers will no longer have to wait for three or so months to receive their first salaries.

In new reform measures, being implemented by TSC,  the new teachers will start receiving their salaries at the end of the first month of their employment.

Under the new reforms, the teachers’ employer has introduced an online system to cut delays in the disbursement of teachers’ salaries.

TSC Secretary Dr. Nancy Macharia says teachers will now, henceforth, report under new online reform measures currently being implemented by the Commission, which allows them to receive their salaries at the end of the first month.

The reporting system for the new teachers is expected to end delays in processing their first month’s payment from the initial three months to just one.

“In enhancing its transformation agenda set out in the 2019/2023 Strategic Plan, the Commission has successfully developed the entry/exit report module and migrated its services related to posting, transfer, and deployment of teachers as well as filling entry and exit returns to an online system,” said Macharia in a circular to all education field officers dated August 24.

 

Casualties filling scrapped.

Dr. Macharia directed that there will no longer be the manual filing of entry and exit reports commonly known as ‘Casualty returns’ for teachers under the new.

Principals usually write the ‘casualty returns’ whenever new teachers report to schools, data which is subsequently sent to TSC and used to pay teachers or undertake other processes.

Sometimes, delays in filling and sending of the casualties have led to long waits in the processing of the salaries.

TSC has already sent a circular to all field officers spelling out the implementation of the new online module on posting, entry, and exit of teachers.

Also being affected are the deployment and transfers of teachers; tasks that will now be fully done online.

The TSC Sub-County directors have been entrusted with the task of inviting the candidates in the list provided by the County Director for the verification of documents. The documents to be screened are:

a) The original and copy of the degree/diploma Certificate

b) Original and copies of the academic transcripts

c) The original and copy of the KCSE certificate ( or its equivalent)

d) A copy of the current payslip

e) A declaration by the Head of the Institution that the teacher is currently serving in the school and is neither serving an interdiction nor being taken through disciplinary action.

TSC Internship Recruitment News 2021-2022: The Teachers Service Commission usually reviews marking schemes, scoring sheets, guidelines and qualifications for teachers seeking to fill advertised TSC recruitment Vacancies 2021/2022.

The release of a new TSC recruitment score sheet and fresh employment guidelines depends on a number of factors that encompass clearing the backlog of diploma teachers who are greatly disadvantaged at times.

 

New TSC Recruitment Score Sheet/ Marking Scheme, Scoring Criteria and Guidelines for Teachers 2021-2022

 

The Teachers Service Commission has released new guidelines that will be used to recruit intern teachers for the month of October.

Unemployed teachers who scored second class lower will have something to smile about after the commission levelled their marks with those who scored second class upper. This is the second time in a row the teachers’ employer is awarding second class upper and second class upper same marks.

Other than quality of the certificate, length of stay after graduation will play crucial role in the forthcoming recruitment exercise. Those teachers who graduated 2012 and before will be awarded the highest score while those who graduated 2020 and after will be awarded the least marks.

Advantage of Communication ability and Co-curricular certificate of participation

Co-curricular certificate plays a key role in tie-breaking, it earns a candidate 1 mark advantage. Co-curricular certificate ranges from activities like Football, Basketball, Athletics Rugby and Music.

Many a times, the most considered certificates are for Regional level and National level.

Recently, the Teachers Service Commission unveiled new login URL access to payslips. The way of logging into the T-pay system is improved and gives teachers opportunities to access several services without straining.

To login into your TSC T-PAY System click on this link https://tpay.tsc.go.ke.

Enter your TSC Number and Password then click on login.

At the top, there are four pages, Home, Personal Details, Employment Details, and Update My Details.

Here a teacher can update various details including uploading of profile picture, Phone number, and Email address.

To update your profile picture click on choose file to select a picture that is on your device. Once the picture has been uploaded click on save the picture.

When updating both your phone number and email address, you will be required to enter the verification codes that will be sent to your phone and email address.

Enter the six-digit verification code that will be sent to your phone number and email. In each case validate the code by clicking on the validate button.

The Commission is targeting to transfer principals who have served within the same institution for over nine years, those serving in their home counties and deputy principals who have served the same institution for more than six years.

According to TSC guidelines, administrators who have attained the age of 56 or those suffering from chronic illnesses will not be affected by delocalization.

Earlier on, the TSC Boss Dr Nancy Macharia had confirmed that the impending massive transfers (delocalization) of teachers who had served in one station for a long period or those serving in their home counties was to be effected before the end of this week.

The process of handing over all school property by delocalized administrators- principals and deputy principals should be completed before January 6 2020, the official opening date for all Kenyan schools.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.
In June 2019, the Teachers Service Commission directed all county Directors to collect data on school administrators in readiness for the transfers.
This was done through a memo dated 27th June, 2019 by Dr Dorothy Owuor, the TSC Deputy Director in charge of Staffing.
The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.

In June 2019, the Teachers Service Commission directed all county Directors to collect data on school administrators in readiness for the transfers.

This was done through a memo dated 27th June, 2019 by Dr Dorothy Owuor, the TSC Deputy Director in charge of Staffing.

The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The Commission received the data at the headquarters in Nairobi by 8th July 2019.

NO DELOCALIZATION
Dr Nancy Macharia, the TSC Chief Executive Officer, has confirmed that teachers with medical conditions will not be affected by the delocalization process.

Teachers who have attained the age of 56 years will also be spared.

According to private sources, the TSC is finalizing the transfer letters for the heads who have been affected by the exercise.

The letters will be dispatched in late November or early December.

THE RATIONALE BEHIND THE DELOCALIZATION PROCESS
According to the TSC, delocalization is being undertaken due to the following reasons:

1. To fill the slots of principals and heads who have attained the mandatory retirement age. This means deputy principals and deputy heads with the required qualifications and outstanding performance will be promoted and transferred to their new stations of work. Some principals have also been transferred to fill the vacancies left to better performance and utilize the experience they have garnered in their new work stations.

2. To strengthen management in some learning institutions as per the recommendations of the standards and assessment reports.

3. To implement the policy which regulates the appointment of institutional administrators. According to the policy, administrators who have served for too long should be transferred to enable the new work stations tap into their wide experience.

NEW DELOCALIZATION DATES
The Teachers Service Commission in April transferred few school administrators to avoid disruption of curriculum implementation.

The Commission now prefers delocalizing Administrators in December as opposed to August and April to facilitate a smooth transition and reduce disruptions.

KNUT has vehemently opposed the massive delocalization exercise saying it should be carried out with some bit of humanity.

TSC promotions for diploma teachers with higher qualifications 2022

The Teachers Service Commission (TSC) will soon embark on promoting P1 teachers with degree qualifications to junior secondary schools. This is in line with the TSC promotion guidelines contained in the 2021-2025 Collective Bargaining Agreement, CBA signed by teachers’ unions at the end of the previous CBA. TSC Promotions for Diploma Teachers 2021

In July 2020, the Teachers Service Commission, TSC, the only body mandated to deploy teachers on behalf of the government of Kenya embarked on the final phase of promotion of teachers to higher Cadres for the financial year 2020/2021.

The Commission declared 1000 TSC Promotion Vacancies for diploma teachers.

Consequently, a calendar of activities was quickly drafted for various Promotion Vacancies for various Cadres.

The Commission has already conducted promotion Interviews for school administrators- senior teachers, deputies and heads.

The last set of Interviews were scheduled to take place between April 26, 2021 and April 30, 2021.

Following pressure mounting from key stakeholders especially the Kenya Union of Post Primary Education Teachers, Kuppet, the Commission has been forced to call of and reschedule Promotional Interviews for diploma teachers.

The postponing of TSC Promotions Interviews for diploma teachers was necessitated by the ongoing national Kenya Certificate of Secondary Education, KCSE marking exercise currently going on at various Knec marking centres in Nairobi.

“In the prevailing circumstances, we urge the Commission to immediately call off the interviews slated for this month and conduct the same in May or any other convenient time after the marking of the Kenya Certificate of Secondary Education national exams” read part of the demand letter signed by Kuppet Secretary General Akelo Misori.

The Teachers Service Commission is yet to provide official communication on the new Interview schedule- dates and venues for diploma teachers in 2021.

TSC promotions Results 2021

Some of the teachers who were shortlisted and attended Interviews for the advertised TSC Promotions in February 2021 are however yet to receive response letters showing whether they were Promoted to higher grades or not.

The Commission has only released Promotions Results for Principals.

This means that the larger pool of teachers who showed interest in the Advertised TSC promotions vacancies 2021 are yet to receive formal communication from their employer on how they fared during the interviews.

On behalf of the affected teachers, the Kenya Union of Post Primary Education Teachers, Kuppet is also seeking answers.

The fact that the Commission has  invited some of the teachers who had turned up for December 2020 TSC Promotion Interviews again is worrying.

Besides, TSC is yet to release Promotion results for February 2021 Interviews.

TSC promotions Results and Letters for Diploma Teachers 2021

Upon successful completion of TSC Promotions Interviews, the Commission will send feedback containing Interview Results in form of letters to the interviewee’s current station.

The feedback is two-way that is, the Commission may send a confirmation letter showing that you have been promoted to the next higher rank and state the new salary perks that come with it.

Alternatively, a teacher may receive a regret letter showing that s/he did not emerge top in the interviews.

Why TSC may send a regret letter instead of a promotion letter- Interview Results 2021

The fact that you have received a regret letter in stead of a promotion from the Teachers Service Commission, TSC does not mean that you are daft and not fit.

There are several factors that play a key role in determining whether you will receive a TSC Promotion or not.

Some of these factors encompass limited TSC Promotions slots, Limited TSC promotions funds, Inadequate experience on the teachers’ part, failure to master the art of school administrators among others.

The Teachers Service Commission has provided more information on the Collective Bargaining Agreement (CBA) for the years 2021-2025 in a circular dated September 10, 2021.

On the 13th of July this year, the Commission signed the CBA 2021-2025 with the Kenya National Union of Teachers (KNUT), the Kenya Union of Post Primary Education Teachers (KUPPET), and the Kenya Union of Special Needs Education Teachers (KUSNET) (2021).

TSC has provided information in the circular on when the CBA 2021-2025 would be implemented, as well as salary, promotions, transfers, leaves, career advancement, and performance management and evaluation.

The CBA became effective for all instructors on July 1, 2021, according to the Commission. The implementation time is from July 1st, 2021, to June 30th, 2025.

Teachers will be given a basic salary based on Appendix I, with allowances distributed according to the following Appendices:

i. Commuter Allowance – Appendix

2 ii. Disability Guide Allowance – Appendix 3

iii. Leave Allowance – Appendix 4

iv. House Allowance – Appendix 5

v. Hardship allowance – Appendix 6

vi. Medical benefit shall be drawn as provided as Part IX, of Code of Regulations for Teachers (CORT)

vii. Transfer Allowance is payable at a rate of one month’s Basic Salary subject to the provisions of Regulation of the CORT.

Teachers will be promoted based on the Career Progression Guidelines in place. Teachers working in ASAL and hard-to-staff locations who are also holding acting administrative posts will be promoted gradually until they reach grades that correspond to their responsibilities.

Teachers will be transferred in accordance with Part V of the CORT and the Commission’s rules. In order to comply with the Constitution’s obligations for family values. As a result, TSC will take into account the availability of vacancies, the necessity for a suitable replacement, and existing staffing rules. Marriage proof will also be demanded.

Part X of the CORT will be used to examine and approve applications for various categories of leaves. The Commission, on the other hand, will give:

• Maternity leave of One Hundred and twenty (120) Calendar Days with full pay with effect from the date of delivery.

• Pre-adoptive leave of Forty-five (45) Calendar days with full pay with effect from the date of adoption.

• Paternity Leave of Twenty-One (21) Calendar Days with full pay once in a year.

TSC will also implement Teacher Professional Development (TPD) Programs and a Performance Management System in the teaching service in order to improve and sustain high-performance standards.

Teachers who complete TPD program successfully will be awarded a Teaching Certificate under CORT Regulation 49 (1). Career progression in the teaching profession will follow the established Career Progression Guidelines (CPG).
