TSC Gives More Information On 2021-2022 CBA
The Teachers Service Commission has provided more information on the Collective Bargaining Agreement (CBA) for the years 2021-2025 in a circular dated September 10, 2021.
On the 13th of July this year, the Commission signed the CBA 2021-2025 with the Kenya National Union of Teachers (KNUT), the Kenya Union of Post Primary Education Teachers (KUPPET), and the Kenya Union of Special Needs Education Teachers (KUSNET) (2021).
TSC has provided information in the circular on when the CBA 2021-2025 would be implemented, as well as salary, promotions, transfers, leaves, career advancement, and performance management and evaluation.
The CBA became effective for all instructors on July 1, 2021, according to the Commission. The implementation time is from July 1st, 2021, to June 30th, 2025.
Teachers will be given a basic salary based on Appendix I, with allowances distributed according to the following Appendices:
i. Commuter Allowance – Appendix
2 ii. Disability Guide Allowance – Appendix 3
iii. Leave Allowance – Appendix 4
iv. House Allowance – Appendix 5
v. Hardship allowance – Appendix 6
vi. Medical benefit shall be drawn as provided as Part IX, of Code of Regulations for Teachers (CORT)
vii. Transfer Allowance is payable at a rate of one month’s Basic Salary subject to the provisions of Regulation of the CORT.
Teachers will be promoted based on the Career Progression Guidelines in place. Teachers working in ASAL and hard-to-staff locations who are also holding acting administrative posts will be promoted gradually until they reach grades that correspond to their responsibilities.
Teachers will be transferred in accordance with Part V of the CORT and the Commission’s rules. In order to comply with the Constitution’s obligations for family values. As a result, TSC will take into account the availability of vacancies, the necessity for a suitable replacement, and existing staffing rules. Marriage proof will also be demanded.
Part X of the CORT will be used to examine and approve applications for various categories of leaves. The Commission, on the other hand, will give:
• Maternity leave of One Hundred and twenty (120) Calendar Days with full pay with effect from the date of delivery.
• Pre-adoptive leave of Forty-five (45) Calendar days with full pay with effect from the date of adoption.
• Paternity Leave of Twenty-One (21) Calendar Days with full pay once in a year.
TSC will also implement Teacher Professional Development (TPD) Programs and a Performance Management System in the teaching service in order to improve and sustain high-performance standards.
Teachers who complete TPD program successfully will be awarded a Teaching Certificate under CORT Regulation 49 (1). Career progression in the teaching profession will follow the established Career Progression Guidelines (CPG).
