The teachers’ mandated employer, Teachers Service Commission, TSC has finally released the criteria used in upgrading the 16, 152 teachers to higher job groups (grades) in 2021/2022.
The full lists of promoted teachers in 2022 and promotion letters indicating the teachers’ new Salaries and job descriptions are now available at designated TSC County Offices where the shortlisted teachers were interviewed in February 2021.

Latest revelations from the Teachers Service Commission indicate that successful applicants were not just handpicked or appointed for the sake of it.

A number of factors played a key role in providing a level ground for determining and finally coming up with the final list of promoted teachers this year besides academic and Professional qualifications.

According to the guidelines released by TSC, the following factors were used to influence the entire process of Selecting and Promoting teachers seeking higher grades above the common cadre in 2021/2022

1. Regional Balance

Since the Teachers Service Commission is expected to uphold the integrity and ensure equity and fairness on matters pertaining to Teacher Recruitments and Promotions, the 2021 Selection exercise is no exception.

Regional balance is definitely one of the factors used by the TSC Promotions Interview panels to pick successful candidates.

2. Gender Balance

Besides regional balance, the Commission employed the gender rule to avoid a scenario where we have more male school administrators in primary and secondary schools as opposed to females and vice versa.

This is a clever move by the Commission to avoid gender imbalance that may force it to reshuffle heads and other school administrators any time soon.

3. Affirmative Action for Teachers in Arid and Semi-Arid Areas

Affirmative action for ASAL (Arid and Semi-Arid Lands) counties was also considered in picking teachers seeking TSC Promotions in 2021.

The Commission further noted that the 2021 TSC teachers’ promotions were equitably distributed across the 8 regions

Careeer Progression Guidelines, CPGs and TSC promotions 2021

TSC also says the Promotions are fully pegged on new Teachers’ Career progression guidelines that have been in place since 2017 under the current Collective Bargaining Agreement, CBA set to end in July 2021.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

A total of 16,152 teachers have  successfully been promoted following the recent interviews conducted by TSC Selection panels across the 8 regions.

As usual, Kiambu County takes the lead in the list of Counties with the highest number of promoted teachers after it recorded the highest number of shortlisted applicants which stands at 1,717.

Kisii County came in second with 1,673 applicants while Kakamega County recorded 1,488 shortlisted applicants.

TSC promotion letters for teachers 2021: The Teachers service commision, TSC, has started issuing promotion letters to teachers who put their best foot forward during the February 2021 TSC teachers’ promotions interviews conducted at the county levels.

The Commission which  is constitutionally Mandated to register, hire, transfer, promote and excercise disciplinary control over teachers in both primary and secondary schools has the final say over when it comes to either promoting or demoting teachers.

Categories of TSC Promotions

TSC promotions fall into two categories which include automatic TSC promotions for teachers in lower grades, bands and promotions on a competive basis.

Automatic promotions are issued to teachers who fall within the Common cadre grades such as C2 to C3 whereby after three years one gets automatically is moved to a new pay scale in secondary schools.

Competive TSC teachers’ Promotions on the other hand are subject to the availability of funds and vacancies. In this case, the Commission compiles a list of available vacancies and advertisements are disseminated via formal communication channels and interviews conducted.

TSC Teachers’ Promotions results 2021: After conducting interviews at County levels, the panelists send the results to the TSC headquarters in Nairobi so that  candidates are notified by being issued with either promotion or regret letters.

Early this year the commision conducted Interviews for approximately 33, 000 teachers who had applied for the advertised TSC Promotional grades.

Latest updates on the 2021 TSC teachers’ promotions now indicate that some Principals who qualified have already been notified as shown by this post in one of the teachers whatsapp walls.

Attention now turns to teachers in job group L or C3 who are expecting their letters soon with fingers crossed.

Over 6000 vacancies were up for grabs as many tutors who had Stagnated in job group L battled it out in the interviews earlier in the year desiring to move to C4.

Job group L is the worst affected on matters Stagnation with some teachers staying up to 16 years without any annual salary increment to cushion them against inflation.

Due to limited vacancies and funds, it is possible for one to attend even more than two intervews without success. Not because of incompetence though but due to the aforementioned reasons.

There have been calls from unions to let job group C4 become a common cadre grade to allow teachers move undeterred.

If promoted to C4 one becomes an administrator in the name of a senior master who is the equivalent of a middle level manager, previously a head of department.

TSC Promotions for Diploma Teachers 2021

In July 2020, the Teachers Service Commission, TSC, the only body mandated to deploy teachers on behalf of the government of Kenya embarked on the final phase of promotion of teachers to higher Cadres for the financial year 2020/2021.

The Commission declared 1000 TSC Promotion Vacancies for diploma teachers.

Consequently, a calendar of activities was quickly drafted for various Promotion Vacancies for various Cadres.

The Commission has already conducted promotion Interviews for school administrators- senior teachers, deputies and heads.

The last set of Interviews were scheduled to take place between April 26, 2021 and April 30, 2021.

Following pressure mounting from key stakeholders especially the Kenya Union of Post Primary Education Teachers, Kuppet, the Commission has been forced to call of and reschedule Promotional Interviews for diploma teachers.

The postponing of TSC Promotions Interviews for diploma teachers was necessitated by the ongoing national Kenya Certificate of Secondary Education, KCSE marking exercise currently going on at various Knec marking centres in Nairobi.

“In the prevailing circumstances, we urge the Commission to immediately call off the interviews slated for this month and conduct the same in May or any other convenient time after the marking of the Kenya Certificate of Secondary Education national exams” read part of the demand letter signed by Kuppet Secretary General Akelo Misori.

The Teachers Service Commission is yet to provide official communication on the new Interview schedule- dates and venues for diploma teachers in 2021.

TSC promotions Results 2021

Some of the teachers who were shortlisted and attended Interviews for the advertised TSC Promotions in February 2021 are however yet to receive response letters showing whether they were Promoted to higher grades or not.

The Commission has only released Promotions Results for Principals.

This means that the larger pool of teachers who showed interest in the Advertised TSC promotions vacancies 2021 are yet to receive formal communication from their employer on how they fared during the interviews.

On behalf of the affected teachers, the Kenya Union of Post Primary Education Teachers, Kuppet is also seeking answers.

The fact that the Commission has  invited some of the teachers who had turned up for December 2020 TSC Promotion Interviews again is worrying.

Besides, TSC is yet to release Promotion results for February 2021 Interviews.

TSC promotions Results and Letters for Diploma Teachers 2021

Upon successful completion of TSC Promotions Interviews, the Commission will send feedback containing Interview Results in form of letters to the interviewee’s current station.

The feedback is two-way that is, the Commission may send a confirmation letter showing that you have been promoted to the next higher rank and state the new salary perks that come with it.

Alternatively, a teacher may receive a regret letter showing that s/he did not emerge top in the interviews.

Why TSC may send a regret letter instead of a promotion letter- Interview Results 2021

The fact that you have received a regret letter in stead of a promotion from the Teachers Service Commission, TSC does not mean that you are daft and not fit.

There are several factors that play a key role in determining whether you will receive a TSC Promotion or not.

Some of these factors encompass limited TSC Promotions slots, Limited TSC promotions funds, Inadequate experience on the teachers’ part, failure to master the art of school administrators among others.

To ensure fair distribution and regional balance this year, the Teachers’ employer Teachers Service Commission, TSC announced and competitively filled a total of 16,000 TSC Promotions Vacancies.

The Successfully Promoted Teachers have already received their letters upgrading them to the next higher level.

They are only waiting for the employer to honor the pledge of backdating their new and better salaries to March 2021 their latest TSC appointment date.

Bomet County, Rift Valley Region Official TSC List of Promoted Teachers and their Schools in 2021

In Bomet County, Rift Valley Region, a good number of both primary and secondary school teachers were lucky to land the highly sought-after 2021 TSC Promotions. In this list, we shall feature the full number of promoted secondary school teachers in Bomet County this year.

The list at our disposal is a true reflection of equity and fairness since the teachers promoted are drawn from the four categories of schools that is sub-county, county, extra-county, and national schools.
