TSC; Why MPs may Disband the Teachers Service Commission (TSC) Soon

TSC; Why MPs may Disband the Teachers Service Commission (TSC) Soon

TSC; Why MPs may Disband the Teachers Service Commission (TSC) Soon

Latest TSC News Today indicate that the impregnable Teachers Service Commission that is at times  derogatorily dubbed Teachers Service Commission may never see the light of the day if the Members of Parliament succeed to clip its wings.

According to the Saturday Nation, Members of Parliament are at the verge of dethroning the Nancy Macharia led commission if things fall into place.

The Standard has established that Members of parliament are now moving a petition to split the teachers service commission and deny it some powers which shall be handed to a new commission.

The former Knut Secretary General Wilson Sossion is in the forefront seeking to split the commission and give teachers another commission.

In his proposal, Sossion said that the teachers’ service commission should be split, teachers be given a new paymaster.

According, to Wilson Sossion, TSC will be left to deal with employment and discipline cases.

Sossion seeks to base his argument on what is taking place in the police sector. This sector has the national police service and IPOA.

The disappointed Wilson Sossion said that the commission s trespassing their duties. With a lot

of concern, Sossion noted that the commission is punishing and demeaning teachers instead of protecting their interests.

He further said that the commission is moving up and down to ensure that all teachers remain poor and submissive to society.

Wilson Sossion also accused the Teachers service commission of failure to remunerate teachers and protect their payslips just as other professions do. This has killed the morale of teachers across the country.

Sossion argues the commission has been given more power than even the ministry of education which should not be the case.

According to Sossion, this power given to the teacher service commission has proved to be very dangerous to the life of a teacher. He says they have been standing on the way to give directives to CRC. Even at a point when CRC feels that teachers should be paid well, the commission stands against and rejects the offer.

Teachers have received this move with jubilation having hopes that it will bear fruits. If the petition succeeds and is put into law then TSC will have to work in partnership with another commission for purposes of consultation before any action is taken.

So what this basically means is that the Commission will have reduced powers when it comes to Performing its key functions especially on salary increment.

Pay Cuts: Teachers, Civil Servants to Take Pay Cuts Starting January 2021

Pay Cuts: Teachers, Civil Servants to take Pay Cuts Starting January to Pay for their Pension

In a nutshell;

Teachers, police, and other government employees will now start paying for their Pension.

This directive affects government employees who are below the age of 45.

The directive issued by CS Ukur Yattani is aimed at reducing the burden currently being borne by the exchequer.

Effective January, the aforementioned civil employees will take a mandatory pay cut, 7.5% of their salaries for their Pension just like workers in the private sector.

Over 530,000 civil servants,  police and teachers included, will in January have their take-home pay cut by 7.5 percent for they will start contributing towards their pension savings scheme.

The employees, attached to various ministries and State agencies will hence see a portion of their salaries sliced for onward remittance to the Public Service Superannuation Scheme (PSSS), soon to be created.

Largest Pension Scheme

This means that State workers will cede about Sh2.4 billion monthly or Sh28 billion to the fund that will emerge as Kenya’s largest pension scheme.

Treasury Cabinet Secretary Ukur Yatani will on Wednesday set the stage for the setting up of PSSS—which will have a board and CEO— by announcing the January date when civil servants will start contributing to the fund.

Mr. Yatani said the move is aimed at reducing the pension burden currently borne in whole by the exchequer, especially in the Covid-19 era that has seen revenue sources depleted

Civil servants, unlike workers in the private sector, do not contribute to their pension, with their benefits paid straight from taxes.

The free benefits will increase the taxpayers’ pension burden to Sh121 billion in the year starting July from Sh15 billion in 2002.

Part of the pension burden has been attributed to the government’s failure to push through necessary reforms, including kick-starting the contributory pension scheme that was first mooted eight years ago.

“Membership to the scheme will be mandatory to all new entrants upon commencement of the Act and all employees aged below 45 as at the date,” said a Treasury brief on the fund.

“Employees aged 45 years and above will have an option to join the scheme by completing the Public Service Superannuation Scheme option form.”

Civil servants were initially to contribute two percent of their monthly salary to the scheme in the first year, five percent in the second, and 7.5 percent from the third year.

But the staggering has now been stopped, with workers expected to contribute the 7.5 percent of their pay in the first year, starting January.

The government will match the contributions with an amount equivalent to 15 percent of every workers’ monthly pay.

This will be equivalent to about Sh6.9 billion monthly contribution or Sh55.87 billion annually, turning pension expenditures to one of the largest budget items.

The Treasury is spending more to keep retired civil servants comfortable in retirement compared to health (Sh111 billion), water (Sh83.3 billion), and energy (Sh72 billion.)

The government had in 2017 timed the launch of the contributory pension scheme to coincide with a bumper review of public servants’ pay.

Civil servants’ basic pay increased by between 16 percent and 30 percent in a review that cost taxpayers Sh20 billion in the year starting July 2017, a rise that was expected to ease the pain of the pension contribution cut.

Past bids to slice a portion of the take-home pay for civil servants have been vigorously contested in the past, leading to delays in the implementation of the PSSS.

A 2009 actuarial study commissioned by the government found that there was a pension liability of Sh499 billion at the time owed to civil servants who have worked knowing the State would cater to the retirement costs.

The liability nearly doubled to Sh990 billion in 2014.

“Benefits accrued before joining the new scheme shall be recognized in the form of an amount acknowledged through the issuance of a letter recognizing accrued benefits at the date of joining the scheme under this Act,” said the Treasury brief.

Mr. Yatani’s move effectively activates commencement of the PSSS Act 2012 Act that was assented to on May 9, 2012, but was yet to be affected

The Education Ministry has released a new calendar containing revised dates for the 2022-2023 academic year.

The 2022-2023 academic calendar is one of a kind given the shortened terms ranging between 9 and 10 weeks.

This year’s KCSE, KCPE and KPSEA candidates therefore have got less than 7 months to complete the syllabus and consequently sit for their final national examinations between November and December 2022.

KPSEA 2022 Examinations Dates

The newly introduced Kenya Primary School Education Assessment, KPSEA 2022 national exams will be conducted between November 28 and 30. They will run concurrently with KCPE 2022 examinations.

The Kenya National Examinations Council, KNEC will for the first time in history roll out a novel/ new examination at the end of primary school education in Kenya now dubbed KPSEA that will replace the Kenya Certificate of Primary Education, KCPE in November 2022.

The pioneers of KPSEA are currently partaking in their grade six-course in both public and private schools in Kenya.

KPSEA 2022 Assessment Dates

In the pioneer Competency-Based Curriculum, CBC, learners will therefore sit for their summative examination between November 28, 2022, and November 30, 2022.

According to KNEC, KPSEA will carry up to a maximum of 40 marks. It is aimed at ensuring that all learners currently in grade six transit to grade 7, in junior secondary schools in January 2023.

REHEARSAL DATE FOR KPSEA 2022 EXAMS

Just like its predecessor, KPSEA candidates will also have one day for rehearsal. The official date for the 2022 KPSEA rehearsal has been set for November 25, 2022.

KPSEA 2022/2023; Number of subjects

Coincidentally, the 2022 KPSEA candidates will still sit for five subjects that encompass Mathematics, English, Kiswahili, Integrated Science, and creative art and social studies.

KPSEA 2022 pilot examinations Dates and Timetable

Kindly note that KNEC will conduct a pilot test for KPSEA national examinations in September 2022.

The official dates for KPSEA 2022 pilot tests have been set between September 28 and September 30, 2022.

KPSEA Multiple Choices

Like the nearly-phased out KCPE examination, KPSEA will also be a multiple-choice test covering five papers.

” The exam will be a multiple-choice test that will cover five papers. IS will combine Science and Technology and will cover Home Science, Agriculture, and Physical Health while CASS will combine Art and Craft, Music, Social Studies, and Religious Education (CRE, IRE, and HRE)” noted KNEC CBA coordinator Ann Ngatia.

According to Ms. Ngatia, Integrated and Creative sciences will bring together various subjects that will form part of the five key subjects tested under KPSEA.

KPSEA 2022/2023 SBA

According to Ms. Ngatia, KPSEA 2022 results will be determined by the ongoing School-Based Assessment, SBA that is done at the end of every year for it will account for 60 percent of every KPSEA candidate’s final score.

“We will have 60 percent of the score emanating from SBA spread over grades 4, 5, and 6. The summative KPSEA test will account for 40 percent so that KNEC does not rely on a one-time assessment to determine the potential of a learner” added Ms. Ngatia.

This is a good move by KNEC since it will cut the rising demand for last-minute leakages that end up giving the examiner a wrong impression about the learner’s academic ability.

The school-based assessment will be done in form of projects, practicals, portfolios, and oral assessments. This assessment will be done by classroom teachers under the guidelines set by the examiner.

Addressing the issue of transition to junior secondary schools, KNEC deputy director for secondary education Lawrence Karundi noted that junior secondary school will be domiciled in secondary schools. All junior secondary school learners will be day scholars.

Education News Today: Parents and guardians of Egerton University should look forward to meeting their sons and daughters at home as from today following an indefinite closure of the institution.

In an official notice released by Egerton university registrar of academic affairs, the University Senate reached a resolution and decided to close the University with immediate effect following the strike by University teaching staff which has disrupted learning in the institution.

Academic staff from Egerton University have been on strike over a week now. The alleged bone of contention is an agreement which covers salaries and benefits for 2017-2021 meant to have been negotiated, to replace the previous 2013-2017 agreement but no action has since been taken.

According to the universities, there are serious cash crunches culminating in a financial crisis.

This financial crisis has been exacerbated by the Commission for University Education’s CUE’s decision to cut off cash income for the universities after a declaration locking out students. According to CUE’s latest directive, indicating that universities should only admit students with a minimum C+ grade in KCSE examination.

This means that KCSE canfidates with a lower score will not be admitted to the self sponsored Module, parallel programmes that universities used to admit part time students paying market rate tuition fees.

The parallel programme has been the air for most universities given that the government gives them limited capitation.

These programmes have been a veritable cash cow for universities. Therefore their elimination makes a serious dent in the universities’ bottom line.

The scrapping of self sponsored programmes in universities has since birthed  strikes and go slows that paralyse the education system in the country.

According to the report shared by the Egerton university notice, the institution was closed indefinitely following the teaching staff’s strike. Therefore all students are expected to vacate university premises latest by Tuesday 30th November.

In a notice of Egerton university students have been urged to be in touch with university website, social media platforms since all important updates will be communicated through those channels.

Egerton University is not the only institution facing tough times, other universities are currently cash strapped following the slashing of government funding this year. Read the full details below;

Treasury slashes Sh16.7bn from universities’ funding

Treasury slashes Sh16.7bn from universities’ funding.
The institutions will receive Sh77.7 billion compared to Sh94.4 billion last year.

In Summary

• Treasury CS Ukur Yatani on Thursday said that university heads will meet in July with a view of addressing the funding problem.

• In 2019, Education CS George Magoha proposed the institutions cut size of non-teaching staff among other changes to reform the management of universities.

Universities have lost Sh16.7 billion in funding compared to last year, with Treasury proposing Sh77.7 billion in this year’s budget.

In the last financial year, universities were allocated Sh94.4 billion.

The funding cut is no surprise the as IMF had singled public universities as a sector of the economy that needed to reduce spending when it gave Kenya a recent loan facility.

The reduction in funding will further cripple operations at universities that have struggled to pay staff wages and remit statutory deductions.

As of January, public universities had not remitted statutory deductions worth Sh34 billion.

Moi, Egerton, Technical University of Kenya and the University of Nairobi had the highest default bills on remittances.

Treasury CS Ukur Yatani on Thursday said that university heads will meet in July to discuss how to fix the funding problem.

In 2019, Education Cabinet Secretary George Magoha asked universities to reduce non-teaching staff and reform management to cut costs.

“Cost-sharing in public university was introduced in 1991, and the cost of training was Sh120,000… currently the ideal cost of training a university student has risen to Sh200,000,” Yatani said.

More money has been pumped into primary and secondary schools. The Treasury proposed Sh4.2 billion for primary and secondary schools’ infrastructure.

Yatani said the government hoped schools and colleges will overcome the Covid-19 outbreak that disrupted in-person teaching and learning.

“The government is determined to ensure the time lost is recovered in appropriate time while ensuring safe learning in schools,” he said.

The Treasury has proposed Sh202.8 billion to support programmes in the education sector.

Secondary schools received Sh62.2 billion for Free Day Secondary Education from Sh59.4 billion in the previous year.

Free Primary Education got Sh12 billion, while Sh2.5 billion was set aside for hiring more teachers.

Examination fees waiver for Standard 8 and Form 4 candidates will cost the Treasury Sh4 billion as another Sh1.8 billion goes to the school feeding programme.

The implementation of the new curriculum to Grade 5 in July was boosted with Sh1 billion.

The digital literacy programme got Sh420 million and technical and training institutes received Sh1.8 billion for equipment and buildings.

The Teachers Service Commission received Sh281.7 billion while the Higher Education Loans Board will get Sh15.8 billion.

TSC Categories of Teachers Listed for Salary Rise this November; TSC Boss sheds more Light on the Impending November 2021 Pay Rise for All Teachers : TSC Clarifications On When Teachers Will Receive This Month’s Salary

Teachers employed by the Teachers Service Commission, TSC-Kenya, have been and are still a bundle of nerves after news about the looming Pay rise set to affect their November salaries hit the air this week.

What even seems to be sweeter music to the TSC employed teachers’ ears is the fact that the TSC Chief Executive Officer, Dr. Nancy Macharia has affirmed that indeed the November 2021 TSC pay rise is not a pipe dream despite the teachers’ unions going in for a non-monetary Collective bargaining agreement, CBA 2021-2025 in 2021.

According to the current TSC Boss, all teachers will get a raise this month but Primary School Teachers in Grade B5 will be the greatest beneficiaries since they will receive the lion’s share of the approximately 15 billion shillings allocated by President Uhuru Kenyatta for TSC fresh recruitments and pay rise during the 2022-2023 cycle.

New details reaching us now show that the Teachers Service Commission has made it public that the implementation of the 2021-2025 has reached its final stage.

Teachers should therefore expect salary changes next month. In the CBA, primary school teachers currently serving under the newly introduced Career Progression Guidelines, CPGs as opposed to the old schemes of work are the most favoured compared to the other group of teachers.

New TSC Salaries for P1 Teachers 2021-2022

According to the Teachers Service Commission CEO, the least paid primary school teacher will henceforth earn a salary perk slightly higher than sh. 27000.

The change and consequential rise in TSC teachers’ salaries cuts across all Cadres of teachers. Confirmed details indicate that teachers in primary section have been awarded the highest pay rise/ salary increment of sh. 6000. The exact amount that will be deposited into these P1 teachers’ accounts however is less by KSh 120, an amount which will be set aside to cater for the Pay As You Earn, PAYE tax.

The commission says that it favoured primary school teachers because they are the worst hit group who receive the least salary.

The good news is that this change is immediate and teachers will be smiling all the way to the bank at the end of next month with a little top ip on their monthly wages to smitten their hearts.

The move by TSC has been appreciated by all employed primary school teachers who say that life had become unbearable with the little pay.

They say that with the increment, they will be able to acquire basic necessities thereby improving their living standards.

TSC Announces Salary Delays this Month, This is Why

Now that teachers are set to get a Pay rise,, implementing it and phasing it to reflect in their Payslips will take some time owing to the over three hundred thousand teachers currently employed on permanent and pensionable terms across the 47 counties  in the country.

This will mean that this month’s salary is set to be delayed for that reason, meaning Teachers should exercise the patience of a cobra to devour the entire cow.

TSC Dismisses 43  teachers over Professional Misconduct; Here is the Full List of Dismissed Tutors 2021/2022

The Teachers Service Commission, TSC has got a code of ethics that regulates the conduct of it’s employees, teachers included for effective curriculum implementation.

Unfortunately, some teachers are naturally defiant, leading to their immature forced termination of TSC employment.

The last three years have seen over 1000 TSC employed teachers being sacked over lack of professionalism while executing their duties.

In some cases however, it is alleged that some heads witch-hunt teachers pupported tobe their enemies. To be on the safe side, TSC teachers should simply follow the code of conduct since one cannot witch hunt you without evidence.

List of Deregistered and Dismissed Teachers 2021/2022 (43)

The Teachers Service Commission (TSC) has de-registered 43 teachers for various professional misconducts and warns private and public schools against hiring them.

In a Gazette Notice dated October 22, TSC chief executive Nancy Macharia said the affected teachers will immediately cease from being bonafide TSC teachers.

“In exercise of powers conferred by section 30 (1) (e) of the Teachers Service Commission Act, the Commission wishes to notify the public that the persons whose names are specified in the Schedule herein below have been removed from the Register of Teachers,” Macharia said in the notice.

Macharia has also warned heads of learning institutions against employing the removed teachers they risk being jailed.

“It is against the law to employ in any school a person not being a registered teacher and the school heads found doing that shall be liable to a fine of not less than Sh100,000 or to imprisonment for a term not exceeding two years or to both,” she said in the notice.

According to TSC Act section 30 (4) and (5) and section 23, a teacher removed from the register shall not be reinstated except by the direction of the Commission.

The Acts also state that the affected individuals cease to be teachers with effect from the date of such removal and are not authorized to engage in the teaching service unless such a person is re-registered as a teacher by TSC.

Panic as a section of Teachers may not receive their April 2020 Salaries

Panic as a section of Teachers may not receive their April 2020 Salaries

Following the spread of the coronavirus pandemic in Kenya, many sectors have been greatly hit including the education sector.

The restricted movements in Nairobi, Mombasa, Kilifi, and Kwale counties have heightened the situation making it worse for many Kenyans.

Consequently, some civil servants and some workers attached to the private sector in Kenya have been forced to go home with half salaries.

Following the abrupt closure of learning institutions, teachers have not been left out.

Some teachers are likely to miss out on their April 2020 paychecks. This section of teachers encompasses those working in private institutions and those serving on BOM terms.

This is because these teachers’ salaries largely depend on the fee paid by parents.

Therefore, if parents have not cleared fees for some of the learners then schools will be crippled and unable to remunerate their teachers.

Our hope is that some school heads will be humane enough and sensitive to the plight of BOM teachers and pay them their dues.

Some rogue heads may use the coronavirus pandemic to make life unbearable for this group of teachers.

No bills

Let us not forget that much as the coronavirus pandemic has hit our economy, the Government had already set aside funds for all public schools. Besides, most of the parents had already paid school fees for term 1, 2020.

Given that the schools are not footing some bills such as electricity or purchasing items such as books , printing paper and other stationery.

Hence, there should not be any excuse for not paying such teachers.

Lesson

Just like one author put it, Coronavirus should leave us a better country. This should be a lesson to teachers who are fully dependent on TSC salaries and academic papers.

It is time they made hay while the sun shines. Those who were wise enough are enjoying the long stay at home as they go about managing their own businesses and farms.

For sure, their fall back plans will shield them during these trying moments.

Shock as TSC Extends Probation Period for New Teachers: TSC will confirm them on permanent and pensionable terms after 10 years of continuous service!

TSC : fresh teachers will be confirmed on permanent pensionable terms after 10 years of continuous service as TSC extends probation period

New TSC Probation period

TSC Probation extended: Teachers currently applying for new TSC teaching vacancies have been hit by a thunderbolt after the Commission announced an extension of their  probation period.

According to the Commission, fresh recruits will only become permanent and pensionable after 10 years.

These latest details are contained in a public notice by the Teachers Service Commission.

“Please note, to qualify for appointment on permanent and pensionable terms of service, a candidate should serve for a minimum of 10 continuous years, effective from the date of first appointment,” read the notice by TSC CEO Dr. Nancy Macharia in part

This means that candidates who will be successfully hired will not qualify for promotions until after September 2030.

The norm has been for newly hired teachers to be confirmed on permanent and pensionable terms after successful completion of six months’ Probation.

According to TSC, this clause is meant to caution job seekers above the age of 45 that unless they work for 10 uninterrupted years, they won’t qualify for pension. “All teachers will be confirmed after six months but we’re only advising them that to qualify for pension, one has to serve for 10 years,” the TSC Communications officer Beatrice Wababu said.

A related report that appeared in the Daily Nation on Friday said that the Kenya National Union of Teachers had protested that TSC was attempting to place the new teachers on a 10-year probation.

“You cannot employ a teacher today, then tell him or her that they’ll qualify for appointment on permanent and pensionable terms after 10 years. That’s ridiculous and we’ll definitely challenge it in court” the report quoted KNUT boss Wilson Sossion. TSC Probation.
