President Uhuru Kenyatta has Confirmed the Hiring of 10, 000 Teachers and 1, 000 ICT Interns today; TSC & Education News

President Uhuru Kenyatta has confirmed claims that the Government is planning to hire 10, 000 teachers and 1,000 ICT interns to boost digital learning in the wake of the Coronavirus pandemic.

Speaking today at the State House about the Country’s economy, the President said that the Government has allocated Kshs 6.5 billion to hire 10,000 teachers and 1, 000 ICT interns to support e-learning

“In the near future we will come up with plans to ensure children carry on with their education. We have allocated Kshs 6.5 billion to hire 10, 000 teachers and 1, 000 ICT interns to support digital learning,” said President Uhuru.

He further added that parents and children should shelve their worries about what the future holds since the Government is still deliberating on the issue of reopening schools with relevant stakeholders.

“We know that parents and children are worried about what the future holds, we shall communicate in the very near future after extensive discussions that are I ongoing with the relevant stakeholders,” noted the President.

Economic stimulus program

Besides, the President said that 5 billion out of the total 53.7 billion meant for the 8-point economic stimulus program has been set aside for infrastructure.

He noted that local labor should be used while implementing the various infrastructural projects.

“My Government has rolled out an 8-point stimulus program amounting to Kshs 53.7 billion. The first element will focus on infrastructure; a total of Kshs 5 billion has been set aside to hire local labor to engage in this undertaking.

Cushioning vulnerable families

President Uhuru also said that his administration will continue to dispatch the Kshs 259 million on a weekly basis to cushion vulnerable families against the biting effects of the coronavirus pandemic.

“Every single week, my administration has been dispatching a total of Kshs 259 million to vulnerable families.”

In a nutshell;

The highly sought after Certificate of Good Conduct will now be available at the Huduma Centre’s Head office, General Post Office, GPO in Nairobi. The Certificate will also be available at Huduma Centre Eastleigh, Makadara, City Square, and Kibra.  Other services that will be provided at all the offices include the issuance of national identity cards, birth certificates, police abstracts, and KRA.

The much-awaited resumption of Huduma Centre services is finally here. This is good news for Kenyans who have been waiting for all Huduma Centres to resume operations countrywide.

This is after the Government made an announcement yesterday that all Huduma Centers shall reopen after the suspension of services for over three months now.

“We would like to inform the public that services are now available in the specified Huduma Centres,” reads part of the notice by Huduma Centre.

LIST OF SERVICES

Some of the services that will be provided at the Huduma Centres include the issuance of Certificate of Good Conduct. This will be available at the Huduma Centre’s head office, General Post Office, GPO in Nairobi, City Square, Makadara, Kibra, and Eastleigh.

Duplicate national identity cards will also resume at all Huduma Centres across Kenya. Birth Certificates, police abstracts, and KRA services will also be available at all centers.

Those visiting the various huduma centers are advised to observe the Ministry of Health Guidelines on Covid-19 such as sanitizing, social distancing, and wearing of face masks always.

“As you visit any Huduma Centre to access services, kindly observe the Covid-19 regulations set by the Government,” adds the notice.

WORKING HOURS

The services will be available from Monday to Friday. The offices shall remain closed during the weekend, on Saturday and Sunday.

Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

UNIVERSITY OF NAIROBI, UON RANKED AMONG THE BEST UNIVERSITIES IN THE WORLD, AS MAKERERE TAKES LEAD IN THE EAST AFRICAN REGION; TOP 10 UNIVERSITIES IN EAST AFRICA 2020/2021; CENTER FOR WORLD  UNIVERSITY RANKINGS’ NEW LIST 2020-21

The Center for World University Rankings, CWUR has provided a new list of the best universities in the world.

According to the 2020-2021 list the University Of Nairobi was ranked in the top 6.8% out of twenty thousand universities worldwide.

UON clinched position 1, 294 out of 24, 000 universities worldwide.

Uganda’s Makerere on the other hand took position 923 in the world with a score of 70.8%.

Tanzania’s Muhimbili University of Health and Allied Sciences, MUHAS also made it to the 2020/2021 CWUR ranking after clinching position 1, 835 with a score of 66.4%.

Interestingly, all the three top universities in East Africa 2020/2021 are government-sponsored hence public.

 

CWUR Rankings is popular for publishing the largest academic rankings of global universities. Its ranking is highly objective, transparent, and consistent.

 

TOP 10 BEST UNIVERSITIES IN EAST AFRICA

Only three universities appeared in the list of best universities in the world from East Africa in 2020/2021. These are;

  1. Makerere University (Uganda) 70.8%
  2. The University of Nairobi, UON (Kenya) 68.4%
  3. The Muhimbili University of Health and Allied Sciences, MUHAS (Tanzania) 66.4%

 

Rwanda, Burundi, and South Sudan did not produce any university in the world ranking list 2020/2021.

The same case applies to all the four countries from the Horn of Africa; Djibouti, Ethiopia, Somalia, and Eritrea.

 

THE REST OF AFRICA

In Africa, South Africa took position one with three of its universities clinching impressive positions and marks in the 2020/2021 world ranking list.

The University of Cape Town took position one in Africa (position 268 in the world) with a score of 77.3%.

In position two was the University of Witwatersrand (position 275 in the world) with a score of 77.2%.

It was followed by Stellenbosch University which took position 429 in the world with a score of 75.0%.

 

Harvard University, USA took the most coveted position after being ranked the best in the whole world with a score of 100%.

 

 

 

CENTER FOR WORLD UNIVERSITY RANKINGS SELECTION CRITERIA; INDICATORS; RANKING METHODOLOGY

In a nutshell;

Teachers affiliated to the Kenya National Union of Teachers, KNUT did not receive a penny out of the July 2020 TSC salary increments and consequent promotions for they fall under the old schemes of service, SOS instead of the Career Progression Guidelines, CPGs.

TSC Head of Communications, Ms. Beatrice Wababu has confirmed that indeed 32, 556 teachers did not receive any promotions or salary rise since they still do fall under the old schemes of service being championed by KNUT.

However, some 47, 131 teachers in grade B5 have been promoted by the Commission to the next job group, C1 using the Career Progression Guidelines, CPGs. This number includes teachers who either belong to the Kenya Union of Post-primary education Teachers, KUPPET, or non-unionized.

 

NOT QUALIFIED

To clarify the matter, Ms.Wababu said that the TSC human resource department found the teachers unfit for promotion and subsequent salary increment for they fell under the Schemes of Service.

For a long time now, the TSC has sidelined the schemes of service being propagated by the Sossion-led union KNUT. Therefore, the 32, 051teachers in B5 did not qualify for promotion toC1.

Decrying the outright discrimination of KNUT members by the Commission, KNUT secretary-general has urged the affected members to remain calm adding that the union will not be toppled.

“The illegal, discriminative, and blatant abuse of teachers’ constitutional rights is the highest form of unfair labor practice that violates all International Labour Organization, ILO conventions, standards, and treaties. The aim is to permanently kill KNUT and silence its members once and for all,” said Sossion.

THE EXODUS

Unending wrangles between KNUT and TSC have seen many teachers dump KNUT for KUPPET to get salary increments and promotions.

The promoted grade B5 teachers will now earn a basic salary between Ksh 27,195 and 33, 994 up from the initial 21, 756, and Ksh 27, 195.

TSC TPAY

Unlike in the past, teachers can now easily access their payslips online via the TSC TPAY portal.

Once logged in, teachers are at liberty to manage their third party transactions including union dues.

This has made it easy for teachers to leave unions, especially KNUT whose membership continues to shrink day by pay.

The once giant union has now been reduced to a shell and the once vibrant union leader Wilson Sossion has been reduced to a toothless dog that only barks without biting.

Some stakeholders now feel that Sossion’s leadership at KNUT is doing more harm than good especially now that the TSC has deregistered him and refused to engage him in any talks on grounds that he is no longer a teacher.

While Sossion is lamenting about the unfair treatment of KNUT members by the Commission, the TSC claims that the court ruling that reinstated the old schemes of service has made it extremely difficult for the Commission to implement the 2017-2021 collective bargaining agreement, CBA.

With 32, 000 teachers now counting their losses, all eyes are on Sossion and KNUT to see their next step. As KNUT continues to suffer blow after blow from the Commission, KUPPET is enjoying the warmth of TSC shelter.

Last year, KUPPET got invited for further deliberations on the next CBA.

According to the Wall Street Journal, the current Donald Trump administration is also planning to ban 5 other African nations from accessing the Green Card Application system.

Terrorism

Citing terrorism threats, the US said that its policy on restricting travel policy is a necessary evil meant to prevent possible acts of terrorism.

The US further added that the 7 African countries are likely to be banned since they do not adequately vet their citizens before travelling to the U.S.

The other five countries include Sudan Belarus, Eritrea, Myanmar and Kyrgyzstan. Surprisingly, Chad which was banned in April 2018 was not in the list.

The new US travel rules which will be made public on Monday will also affect business and visitor visas.

The US President has also expressed his intentions to cancel the Green Card System officially referred to as the Diversity Visa Lottery Program.

He termed the Diversity Visa Lottery Program unfit since it creates room for “undesirable” people to live in the USA. He said that he prefers skilled workers.

Other African countries that are currently banned from entering the U.S. include Iran, Somalia, Lybia, Yemen, North Korea and Syria.

Institutions that were selected by the Teachers Service Commission are now free to take in teachers for a mandatory refresher training course after the High Court refused to stop the programme that require tutors to be retrained.

Only four institutions were okayed to admit teachers for the professional refresher courses. They include; Kenyatta University, Mount Kenya University, Riara universities and the Kenya Education Management Institute(KEMI).

Justice David Nderitu of the Employment and Labour Court declined to halt the roll-out of the programme following a petition from an education consultant, Joseph Karanja.

The judge ruled that owing to the weight of the orders sought and its effects, Mr Karanja ought to serve Teachers Service Commission (TSC) and other respondents in the case, for a hearing by all parties.

Earlier this week, Mr Karanja moved to court to seek orders to stop TSC from rolling out the programme citing lack of public participation as provided under Article 232 of the Constitution.

The TPD Modules will last for five years after which teachers will be required to renew their professional certificate. These courses will cumulatively be undertaken for 30 years.

It is worth noting that the programmes were introduced in 2018 to replace the schemes of service, which guided promotions, but they immediately ran into stiff opposition from the Kenya National Union of Teachers, which insisted that it was TSC’s duty to boost the capacity of its staff at its own cost.

It is increasingly clear that starting this December, teachers will now have to part with KSh6,000 each year to complete the five-year course.

After giving enough room for speculation, the Teachers Service Commission, TSC, finally released data showing which teachers are targetted for the ongoing covid-19 vaccination by June, 2021.

 The list contains approximately 110,000 teachers who will be given first priority for the Covid-19 vaccine.

Advanced age: The teachers’ employer said these are staff who are 50 years and above and fall under the first group lined up for the vaccination.

KCPE and KCSE Examiners 2021: TSC CEO Dr. Nancy Macharia on Monday also urged teachers participating in the KCPE and KCSE marking exercise to take the Covid-19 vaccine jab when they enter Nairobi county for the exercise.

Macharia said at Aquinas High School, Nairobi, before the start of KCSE Mathematics Paper 1 exam in Nairobi.

Knec has already issued the transport modalities for teachers who will participate in the marking exercise.

Teachers will be transported from their locality to Nairobi starting today Tuesday for the marking exercise.

Macharia said out of the 110,000 teachers 92,850 teach in public schools and within age 50 year age bracket, 15,000 are 58 years and above.

Another 16,500 teachers who fall under the high risk category teach in private and international schools.

Macharia released data after monitoring the ongoing KCSE examinations in the city.

During the launch of teachers’ mass vaccination, Willis Akhwale, chairman of the Covid-19 task force for vaccine deployment, had said that teachers with underlying medical conditions but who do not fall under the said age bracket will be vaccinated in the next round.

“We are expecting to receive another batch of about one million vaccines and those teachers will be considered then,” said Akhwale.

Macharia said the commission was working to have all teachers vaccinated.

“We shall continue collaborating with the Ministry of Health to ensure that, gradually, all teachers receive the jab,” said the TSC boss.

She said teachers are a vulnerable group as they come into contact with learners who do not show symptoms even when they are infected.

Speaking yesterday, the TSC boss said the move to open the age bracket for teachers will go a long way in curbing infections among tutors.

There are some 330,671 teachers working in public schools and 158,000 in private institutions.

Transition Report To Replace Certificates in CBC’s Grade 6 graduation

The Kenya National Examinations Council is a regulatory body vested with the responsibility of administering, regulating and awarding scores and certificates for learners at different levels of education in Kenya. 

One of the examinations administered by Knec at the end of primary school level is the Kenya Certificate of Primary Education, KCPE that marks transition from primary to secondary schools.

Following the roll out of the new Competence-Based Curriculum, CBC, the Kenya Certificate of Primary Education, KCPE national exams will be replaced by a combination of both progressive and summative Competence Based Assessment, CBA Tests.

Henceforth, learners who complete Grade Six under the Competency-Based Curriculum (CBC) next year will receive a transition report rather than the exam certificate that has been issued to primary school graduates since 1985.

The results of this report will be used to place students in junior secondary school, which is one of the changes recommended by the Task Force on Enhancing Access, Relevance, Transition, Equity, and Quality for Effective Curriculum Reforms Implementation.

The transition report will include the results of learners’ assessments at the end of Grades Four, Five, and Six, as well as the results of a national summative assessment. The first of these assessments will be given in November of next year.

According to the report, at the end of Grade Six, the formative (classroom and school-based) assessment outcomes that will have been submitted to the Kenya National Examinations Council (Knec) will be combined with the national summative assessment outcomes to prepare a Transitional Report (TR) for each individual learner.

Grade Five students have already completed their Grade Four school-based assessment. They are currently completing practical and project-based assessments alongside their Grade Four peers. The deadline is December 10th.

From January 31 to February 4, they will be evaluated on theory. Their grades in Grades Four, Five, and Six will be graded out of a possible twenty percent. Teachers will administer and grade these assessments, and the results will be recorded in the school year report, which will be uploaded to the Knec portal.

According to the report, Knec should develop robust ICT systems to support processes related to competency-based assessment, such as “enrolment and tracking of learners throughout the education cycle, item banking and access to assessment tools, and maintaining a database of learners’ performance.”

These are the scores that will be added to the results of the summative assessment, which will be graded out of 40. The report also states that the summative assessment at the end of Grade Six will only cover what the students learned in Grades Four, Five, and Six.

“The assessment will… provide basis for early identification and nurturing of individual talents and areas of interest and finally inform policy on required interventions,” the report reads.

 

Knec piloted the Grade Six summative assessment in 212 schools in September, but used Grade Five students because there is no candidate class at the moment. The assessment used a multiple-choice format, as opposed to other CBC school-based assessments, which use projects and oral tests to assess students.

A swarm of locusts has been spotted today in Nakuru and Nyandarua counties. The swarm is said to have migrated from Salama, Kalampton, Lorian and Mihianyu Ngarua before they settled at Kiandege area within South Marmanet forest.

Consequently, residents from parts of Laikipia West and Ndaragua Constituency have spent the better part of the day in apprehension following the appearance of the dreaded desert locusts.
Shouts and cries of people were heard as the locusts filled the sky.
One of the residents, Gladys Ndege remembers how she heard screams and shouts from neighbours only to come out and meet the ungodly sight of the desert locusts.

The Teacher Service Commission (TSC) has finally agreed and signed the new 2021-2025 Collective Bargaining Agreement (CBA) with teachers’ unions. The new CBA was signed on July 13th, 2021. Read details on the new CBA below.

 

In the new non-monetary CBA, female teachers will now ‘enjoy’ an enhanced maternity leave of 120 days; up from the current 90 days.

 

On their part, male teachers will now proceed on a 21 days’ paternity leave; up from the current 14 days.

 

The Commission has at the same time offered a preadoptive leave for teachers adopting kids plus a promise to fast track promotions of teachers in arid and semi-arid areas.

This means that teachers will continue earning their current salaries as the Salaries and Remuneration Commission (SRC) has freezed salary increment for teachers and other public servants; for a period of two years.

SIGNING OF THE 2021-2025 COLLECTIVE BARGAINING AGREEMENTS WITH TEACHER UNIONS
On June 29, 2021, the Teachers Service Commission (TSC) met with officials of all the three recognized trade unions representing teachers in the public sector to kick-start negotiations for the 2021-2025 Collective Bargaining Agreement (CBA).

The three unions are: The Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET).

At the first meeting held here at the Safari Park hotel, TSC tabled its offer on the CBA. Although the unions’ proposals included financial components, the Commission besieged the parties to factor in the advice of the Salaries Remuneration Commission (SRC) that directed a freeze in salary reviews in the public sector for the 2021/2022 and 2022/2023 financial years.

The Commission also considered the current economic situation obtaining in the country and the persistent COVID-19 pandemic, which has immensely affected the world of work.

During the negotiations, the teachers’ unions did not agree with the fact that remunerative components would remain as currently obtaining in the teaching service.

Keen to ensure industrial harmony within the sector, the TSC invited the unions to a second meeting on July 13th, 2021 to scale up the negotiations and agree on a new CBA that will succeed the 2017-2021 CBA which expired on June 30th, 2021.

After frank, sincere and open discussions the TSC and teachers’ unions reached an agreement. The Commission, therefore, on 13th July, 2021, signed a new CBA with the three recognized teacher unions to cover the period 2021-2025.

The TSC thanked the unions for embracing dialogue and professionalism in the spirited fight for the rights of their members, who are indeed TSC employees.

TSC, also appreciated both parties for taking into account the current economic situation in the country and the effects of the persistent Covid-19 pandemic.

The TSC thanked all the three unions for hitting yet another milestone in the teaching service. The unions demonstrated restraint, commitment and sacrifice during negotiations, especially in the middle of very harsh economic times in the country.

The Commission thanked all teachers for being committed to serve, toil and shine for the betterment of our children’s education.

TSC assured teachers that it shall work round the clock to continuously improve your terms and conditions of service in the best way Possible.

The TSC vowed to continue providing a conducive environment for all the 330,671 teachers to effectively discahrge and excel in their duties.

As part of the Commission’s efforts to recognize exemplary teachers, the Commission has rolled out an exercise to capture data of all those staff who excel in various spheres of work with a view to rewarding them accordingly as would be decided from time to time.

These areas would include excellence in national examinations, sport, theater, institutional management, innovation, research, and advocacy, among others.

Why the release of 2020/21 KCSE results may be delayed

The release of 2020 KCSE results may be delayed after several teachers marking the KCSE exams at Moi Girls in Nairobi went on strike on Monday, May 3.

Education Cabinet Secretary George Magoha promised that Kenya’s 2020 Certificate of secondary Education (KCSE) results will be released on May 10.

Magoha was speaking at the Nairobi School as he looked at the completion of the exams he had announced as a 99.9% pass rate. However, there are significant delays in the release of results after teachers who were armed with solidarity chants exposed their dissatisfaction saying they had turned to the streets after the government failed to bear in mind and pay attention to their plight.

In a viral video leaked to the media, the police could be seen trying to calm the heat at Moi Girls Nairobi.

The Kenya Union of Post Primary Education Teachers (KUPPET) initially issued a government warning that teachers would boycott the KCSE exams if their demands were not met.

KUPPET SECRETARY-GENERAL Akelo Misori has called on the government to provide funding for teacher grants as well as to expand exam centers in order to meet the social reduction requirements issued by the Department of Health.

“We were expecting the government to have already made it a policy to expand the testing centers as a result of the Covid-19 agreement. At the moment there is a lot of teacher congestion,” Misori said.

Misori called on Magoha to help speed up the release of the school fund so that schools can better manage their national exams.

His sentiments were echoed by Kenya Secondary Schools Heads Association chairman Kahi Indimuli, who criticized the situation, saying it would be difficult to run national exams due to financial constraints.

“The government promised to release the money a few weeks ago and we are still waiting,” said Indimuli.

APPROVAL OF 2019 KCPE RESULTS

Inside sources have revealed that KNEC is expected to meet by Tuesday to approve the results of the 1, 088,986 pupils who sat for the KCPE exams.

If previous experience is anything to go by, candidates are likely to receive their results as from Wednesday.

According to KNEC CEO Dr Mercy Karogo, the Marking and release of KCPE 2019 results will end by November 20.

Moi High School Kabarak came second nationally with a performance index of 72.28. It had a total of 300 candidates.

Moi Tea Girls, an extra county secondary school in Kericho County was the best among other public secondary schools. The school had a total of 136 candidates and a performance index of 69.59.

Alliance Girls, a national school performed extremely well. Out of the 399 candidates who sat for the exam, some candidates managed straight As.

The Teachers Service Commission (TSC) has turned its focus on school principals involved in financial impropriety.

A report by Daily Nation on Sunday, February 21, indicated that the commission was targeting five high school principals from Bomet County alone.

The commission said it was widening its net to target unscrupulous school heads who continue to cook books and steal from the government.

The County Teachers Service Commission (TSC) boss Charles Nyauma indicated that the teachers would face disciplinary action for misusing the funds.

“The principals’ files have been taken to the commission for appropriate action,” stated Nyauma.

He further noted that the financial misuse cases had been on the rise and that the principals’ accounts were suspended.

“The bank accounts of such principals have been flagged by auditors,” he added.

The purge comes just weeks after some school principals claimed that auditors had been soliciting Ksh 10,000 bribes to help them clean their books.

At the beginning of February, the Ministry of Education proposed a law that would snatch the role of managing public schools from head teachers.

In the changes, the ministry was seeking to have other people hired to manage the schools.

For now, head teacher are in charge of the schools, and they are responsible for the smooth-running of the institutions.

Kenya Union of Post Primary Education Teachers (KUPPET), however, maintained that school heads should continue running their institutions under the current terms.

“To help schools run better, the government should establish a policy for them to hire specialised professionals such as accountants, psychologists and sports coaches,” argued KUPPET Secretary-General Akello Misori.
