KCSE 2020 New KNEC Deadline for uploading Candidates’ scores in Milestone I and Milestone II of KNEC Group IV Subjects

KNEC Extends the deadline for Uploading KCSE 2020 Candidates’ scores in Milestones I and II of KNEC’s Group IV Subjects.

The Kenya National Examinations Council, KNEC has extended the deadline for uploading KCSE 2020 candidates’ scores in Milestones I and II for all Group IV Subjects till further notice.

On January 20, 2020, KNEC issued an official circular instructing secondary school principals and sub-county directors of education to see to it that KCSE 2020 candidates’ scores for milestones I and II were uploaded onto the official KNEC portal provided below in time.

The deadline for uploading KCSE 2020 Candidates’ scores in Milestone 1 for all KNEC Group IV subjects had been set on March 31, 2020.

KNEC has however been forced to extend this deadline until further notice following the spread of Coronavirus in Kenya which forced the President to shut down all learning institutions including secondary schools to contain its spread.

The deadline for uploading KCSE 2020 candidates’ scores in Milestone II for all KNEC Group IV subjects was set on July 15, 2020.

This deadline is also likely to be extended until further notice since it is not still clear when the schools will re-open.

 

 

 

SCHOOLS TO RE-OPEN ON SEPTEMBER 1, 2020; PRESIDENT UHURU

SCHOOLS TO GRADUALLY RE-OPEN AS FROM SEPTEMBER 1, 2020 PRESIDENT UHURU

President Uhuru Kenyatta has directed the Ministry of Education to come up with guidelines that will ensure a gradual reopening of schools and other learning institutions by the start of the third term in September.

The President has also directed the education ministry to work around the clock and come up with a new school calendar by mid-august.

The ban of other social gatherings and movement into and out of the Nairobi Metropolitan area were however extended for another 30 days.

This move was arrived at after the President held a consultative meeting with the major stakeholders from the Ministry of Education and the Ministry of Health.

 

IRREDUCABLE MINIMUM FOR REOPENING OF THE ECONOMY

President Uhuru said that these decisions were arrived at after considering the three irreducible minimum-thresholds given by the experts ahead of reopening the economy.

According to the experts, the economy can only be reopened if:

The country has been able to contain the rate of infections, the infections must be on a downward trend but unfortunately, this is not the case in Kenya right now.

 

Our health care system is fully prepared to efficiently handle cases of infections to avoid being overwhelmed. Already, two counties have reached their maximum potential. These are Busia and Siaya Counties. This is a clear indication that counties are not fully prepared to handle very high cases of the coronavirus.

 

Thirdly, the capacity for surveillance and contact tracing must be put in place.

Consequently, the possibility of the reopening of the economy will have to depend on various salient measures since Kenya has not met the irreducible minimum given. These salient measures include;

Reviewing the effectiveness of the coronavirus containment measures currently being enforced.

Developing time-bound protocols for the reopening of the economy.

Securing every county with at least 300 beds.

 

CESSATION OF MOVEMENT, CURFEW

The cessation of movement into and out of Eastleigh and Mombasa’s Old Town will end by June 7th at 4.00 a.m.

Kwale and Kilifi Counties were also opened up.

The dusk to dawn curfew on the other hand was not lifted. The President only extended curfew hours to 9.00 p.m.

This means that the curfew hours shall be between 9:00 p.m. and 4.00 a.m.

Movement into and out of the Nairobi Metropolitan area still remains restricted given that Nairobi is the epicenter of the novel coronavirus.

 

RE-OPENING OF THE ECONOMY; CLASH OF TWO RIGHTS

The president further described the dilemma of whether to reopen the economy or not as a clash of two rights.

Some stakeholders, the President included were of the idea that the economy is reopened. Another group of experts was however opposed to the idea of reopening the economy since it would lead to a spike of the coronavirus infections.

These different opinions birthed the idea of the irreducible minimum that the country must meet before the economy is fully reopened.

TSC 2023/2024 Salary Increment: TSC now wants Parliament to approve its plan of rewarding teachers a pay hike in July.

The Commission has also outlined plans to review the 2021-2025 Collective Bargaining Agreement (CBA) it signed with giant teachers’ unions, Knut, KUPPET, and KUSNET.

 

The Teachers Service Commission, TSC, is set to pay its teachers who are on permanent and pensionable terms their annual salary increments starting July 2023.

 

 

Teachers, including those in lower grades, will continue to receive their annual salary increases when the TSC gets the 54 billion shillings it is seeking from Treasury.

 

TSC promotions and salary increments are essential, especially for teachers working as school administrators in Arid and Semi-Arid Land (ASAL) and difficult-to-staff areas.

 

TSC promotes all teachers progressively until they achieve grades commensurate with their respective positions The Commission now says it will only award all teachers salary increments if it gets the 54 billion shillings it is seeking from Treasury.

 

TSC now wants Parliament to approve its plan of awarding teachers a pay rise in July. The Commission has outlined plans to review the 2021-2025 Collective Bargaining Agreement (CBA) it signed with teachers’ unions, Knut, KUPPET, and KUSNET.

 

 

According to Chief Executive Officer Nancy Macharia, although trade unions signed the 2021-2025 CBA, it didn’t contain any monetary value, a move that would now be the subject of a review.

 

“The commission negotiated a non-monetary 2021-2025 CBA with the teacher unions pursuant to the advisory from the Salaries Review Commission. It was agreed that the CBA be reviewed mid-term if the economic situation would improve in the country,” Dr. Macharia told members of the National Assembly Education and Research Committee chaired by Julius Melly.

 

“The Commission would wish to review the 2021-2025 CBA, more specifically the salary component to motivate teachers under the employment of the Commission.” She added.

 

“Accordingly, we request this Committee to support the Commission get Sh14 billion per year for four years to cater for the same.”

 

 

According to the CBA 2021-2025 teachers in the lowest job group, B5 will move gradually till they reach their maximum salary point of 27,195 shillings.

 

The same applies to teachers in other job groups. A teacher in job group C1, also known as Primary Teacher I, for example, currently earns a basic salary of 30,405 shillings.

 

This teacher has not yet reached the maximum salary point of Sh. 33,994, which he will achieve through annual salary increments based on the number of notches he has earned. Teachers used to receive an annual wage increase based on the month they were absorbed into the TSC payroll.

 

TSC CEO Dr. Nancy Macharia also announced plans to recruit 20,000 new teachers in the next financial year to address the shortage of staff mainly at the Junior Secondary School level. She urged Parliament to allocate the Commission Sh3.8 billion for recruitment in the next budget to be presented in June.

 

 

The announcement comes after TSC recruited 30,000 teachers the majority of them who were posted in Junior Secondary Schools with each institution receiving at least one member of staff.

The Teachers Service Commission has declared 5000 teaching posts in Kenyan public secondary schools to support 100 percent transition in secondary schools once schools reopen.

DEADLINE: All interested and qualified applicants are expected to tender their requests not later than September 14, 2020.

The 5000 teachers who will be recruited will serve under permanent and pensionable terms of service.

Coronavirus positive cases in Kenya rise to 59 after 9 more on Tuesday, March 31, 2020

1, 000 more health workers to be hired to combat the COVID-19 pandemic in Kenya

The number of coronavirus cases in Kenya has risen to 51 after 9 more tested positive on Tuesday March 31, 2020.

Speaking at Afya House on Tuesday, March, 2020, Dr. Mercy Mwangangi the CAS MOH confirmed that in the last 24 hours, 234 people have been tested for the COVID-19 virus and the results of 9 people were confirmed to be positive.

Dr. Mwangangi said that a total of 1, 668 contacts are still being monitored at designated Government quarantine facilities across Kenya.

The tracing of contacts for the nine new coronavirus positive cases in Kenya is ongoing.

A total of 508 people have been discharged from the contact follow-up program.

Kenya’s state of Preparedness on Coronavirus

Dr. Mwangangi said that the country has already set up Isolation centers for coronavirus positive cases.

Mbagathi Hospital is the main isolation center whose capacity stands at 120 beds.

Mbagathi is meant for testing and isolation of COVID-19 positive cases in Kenya.

Besides, the government has also identified the Kenyatta University Teaching and referral hospital whose capacity exceeds 300 beds.

The government is also working with the County Governments to identify 20 boarding schools to be used as coronavirus isolation centers in case the situation becomes worse.

Coronavirus health workers

On Health workers, Dr. Mwangangi thanked them for working under tough conditions to combat the virus and promised to ensure they are protected from unnecessary exposure by providing them with enough protective gear.

She added that the Government is in the process of Hiring 1, 000 health workers to boost capacity.

Despite the Global shortage of coronavirus personal protective equipment, the Kenyan Government has promised to protect the welfare of health workers through local capacity building.

The MOH has also scaled up testing capacities. More testing centers shall be opened to ensure that more people get tested for the COBVID-19 cases in Kenya.

Teachers are among the civil servants who will smile all the way to bank in president Uhuru Kenyatta’s last budget of 3.31 trillion.

According to highly placed sources, Teachers Service Commission(TSC) will receive an extra of 15 billion for the financial year 2022/2023 with sources further revealing that the money is meant for pay rise and hiring of more teachers.

The allocation of an additional Sh14.9 billion to the TSC, has seen its budget rise to Sh296.6 billion from Sh281.7 billion this year.

A member of the National Assembly Education Committee yesterday revealed that the additional funding is to appease teachers who are unhappy and that the government would want to do something about it on an election year.

The salary boom has been announced when it is least expected after the teachers’ Unions signed a non-monetary 2021-2025 collective bargaining agreement (CBA) which angered many teachers across the country.

It is important to note that the budget above is subject to parliamentary approval.

The CBA was signed between the commission and three unions; Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET) on July 13, 2021.

Currently, chief principals who head Institutions in National and Extra County Schools with over 1000 students are the highest paid teachers. They fall under grade D5. The lowest paid chief principal takes home Sh131,380 while the highest earner in this group pockets Sh157,656 per month.

 

Lowest earning teachers are those under Grade B5 (T- Scale 5) and teaching primary school. These teachers take home between Ksh 21,756 and Ksh 27,195.

MoE Issues New Directive Regarding 2022  New Form 1 Placement/ Joining Instructions

 

 

The Ministry of Education (MoE) has released a circular on Form 1 placement directing all Heads of Institutions (HOIs) of secondary schools to ensure they have updated and uploaded school joining instructions.

 

 

The directive is intended to ensure that all letters of admission of all secondary schools have been updated with the latest fees structure, medical forms, personal items and any other information contained in the letters of admission.

 

Many schools have been able to update their fees structure in line with the guidelines on fees structure provided that the Ministry of Education have provided but have not updated the same on their school joining instructions.

 

The current Kenya Certificate of Primary Education (KCPE) candidates are set to sit for their national examinations next week between 7th and 9th of March, 2022. After this their papers will undergo marking and results will be released a short while after that. Form 1 placement will then follow.

As you are aware the Kenya Certificate of Primary Education Examination will be offered from 7th to 9th March, 2022. Soon after the results of the examination, the Ministry will embark on the form one placement exercise where all eligible candidates will be placed in secondary schools

 

School Principals are required to update their schools joining instructions using the link provided in the email forwarding this circular. The email should therefore be forwarded to school’s email address for the link to be effective. Those schools that are in the National, Extra County and County categories and do not have their joining instructions online should be in word except for the school logo. Sub-county schools will not be expected to upload their joining instruction since the selected students come from around their localities and can pick a hard copy from the schools.

 

The purpose of this letter is to ask you to cascade this information to Public Secondary Schools in your jurisdiction. Let this exercise be completed by 18th March 2022.

. Have at least 7 years continuous post qualification experience, two of which must have been at the level of Deputy Head or Head of Department.

. Demonstrate competence and ability both as a classroom teacher and an administrator.

. Be at a minimum TSC Grade of Job Group M as per the TSC Scheme of Service for Graduate teachers, technical teachers and lecturers.

. Have attended at least two in-service training courses on institutional management offered or recognized by Kenya Education Staff Institute, KESI.

. Have a clean personal record.

. Have tendered/ expressed interest in institution administration by applying for advertised headship positions.

. Prove through evaluation that s/he does possess the required qualities of head of an institution, for example, a pass in a selection interview and performance report.

The Government through the Ministry of Education has introduced a new reporting format for all public secondary schools in the country that will require Principals to report on all school assets and revenue generated therein.

 

The new format will also review the Current reporting format to align it to the ongoing reforms in the management of public finances for transparency and accountability in the utilization of public resources and international best practices.

 

 

 

Through a circular dated August 19, 2021 and signed by the Principal Secretary State Department of Early Learning and Basic Education Dr. Julius Jwan, the government through the Ministry of Education wants to improve on the current reporting format used to audit school resources in all public secondary schools and align it to the Public Finance Management(PFM) Act, 2012.

 

In the current reporting format, government capitation sent annually to secondary schools and fees were the only items being accounted for. The Basic Statistical Booklet of 2019 revealed that there were 8,933 secondary schools in the country. All these schools will now have a standard format of preparing their financial statements.

 

The current reporting structure has been in use for a long time and might have been aligned to that of 2003 when the government introduced the Free Primary Education capitation and Free Day] Secondary Education capitation in 2008.

 

 

 

Since then, a number of legal developments have taken place which required certain components to be factored in the current reporting in order to align it with the current legal frameworks notably the 2010 Constitution.A number of Acts amongst them the PFM Act 2012 and Basic Education Act 2013 have also been enacted to streamline the education sector.

CS Magoha recently predicted the end of his term. The no-nonsense CS will be remembered for ushering in an era where all Kenyan learners are equal but differently gifted through his stand on the implementation of the new Competence-Based Curriculum, CBC.

The CS has also steered the ship- the education sector through turbulent times especially the spread of the Covid-19 virus that paralyzed the education sector for at least six months in Kenya.

It is during Professor Magoha’s tenure that the Kenya Certificate of Primary Education KCPE examinations and the Kenya Certificate of Secondary Education KCSE examinations were conducted in March/ April as opposed to November.

The CS now seems to be priming himself for retirement this year after he alluded that this is his last exam.

 

This being my last examination, I would want to [tell] Kenyans that we developed the container system that has delivered credible results. Our qualifications are respected worldwide,” he said today in Mombasa.

 

 

The incoming administration should know that no condition is permanent, but our children being in school is and therefore should not change the existing plans because they don’t like the person who initiated it.

 

As he leaves, his tenure will be scrutinised, for he was in charge during a significant period in the history of education in Kenya. A lot has been happening in both basic and higher education and his tentacles have been all over, from launching ECDE classrooms to dissolving university councils he deemed errant.

 

Prof Magoha has extolled his efforts (while chair of Knec) to curb runaway cheating in national exams.

 

This was done in conjunction with his equally bullish Cabinet colleague, Dr Fred Matiang’i, who was then heading the Education docket. They roped in the ICT ministry and, once more, our examinations have regained respectability. The new administration must not drop the ball.

 

Prof Magoha has been a strong defender of the competency-based curriculum (CBC), whose implementation has drawn mixed reactions from stakeholders. Its opponents have trashed it but the professor, whose specialisation is in the medical field, never fails to state that “CBC is here to stay!”

He has been defensive of the outcome of the policy, saying he would rather have learners in congested classrooms than out of school. It is unlikely that the 10,000 classrooms that the CS aims to have added to secondary schools by the time he leaves will have much effect in resolving the problem.

 

There have been loud complaints from principals and MPs over how the classrooms were allocated, with a feeling that already established schools have been greater beneficiaries.

 

Prof Magoha has probably traversed the country more than all his Cabinet colleagues as he seems to believe in the dictum of ‘management by walking around’. However, his travels have also generated some negative news, as when last year he publicly berated a senior education official in Uasin Gishu County and called him “mjinga”.

 

As he leaves, education journalists will have different opinions of the man. There are days he will be friendly with them and others he will state from the beginning that he will not field any questions “even the one you are thinking about”.

 

Unlike his colleagues in the Cabinet who, at times, communicate through their verified social media accounts, Prof Magoha is not known to have one and only parody accounts in his name are active.

 

 

His Lands colleague Farida Karoney (a former journo) once organised, on his behalf, a media breakfast with him to help ease interactions. But when Prof Magoha rose to speak last, he reminded us that he always speaks his mind, like him or hate him.

 

It is unlikely he will join politics because voters need to be seduced, cajoled, and at times politicians do absurd things to please them, antics that are out of Prof Magoha’s depth.

 

Whatever he chooses to do after August, he will have left his mark, depending on who you ask and where they stand. There are those who cannot wait to see the last of him and others who will miss him when he leaves Jogoo House.

Athletics and Sports enthusiasts, in general, have something to smile about following a communique dated 22nd June 2022 from the Ministry of education(State Department Of Early Learning & Basic Education) as issued to all Regional Directors Of Education, All-County Directors Of Education, and All Sub- County Directors of Education concerning the Official Dates for the 2022 national Primary and Secondary Schools’ athletics championships

RE: Dates For The 2022 National Secondary And Primary Schools Athletics Championship In Kigali, Embu, And Machakos Teacher Training Colleges.

The Ministry of Education closed all learning institutions on the 15th of March, 2020, as one of the core measures to prevent the spread of the Covid-19 pandemic
This closure led to the disruption of all education programs in the Country including Co-Curricular Activities (CCA). All Sporting activities were suspended.
The MOE in consultation with Key stakeholders has decided that Co-Curricular activities resume gradually. However, due to the short academic calendar, it has been resolved that in term one of 2022, the primary and secondary schools compete in athletics at all levels, to prepare the qualifying athletes to participate in the world under 20 trials.
The dates and venues for the National Championship are as follows:

The following conditions should be observed among others during the championships:
  • Incorporation of a Medical Officer from the Ministry of Health in the championship to advise on safety and health standards
  • The number of participants will be 20 boys and 20 girls
  • The number of competition days and number of officials should be at the lowest level possible to cut on the costs.
During the National Championships, the Regional will take care of all the team officials(Team managers, chaperons, Coaches, and Drivers among others) while the Ministry Of Education headquarters will finance the Championship administration cost.
The purpose of this letter is to advise all the Sub-County, County Directors, and Regional Directors of Education to start planning, organizing, and coordinating the championships at their specific levels.

Following the official release of the 2023 KCPE results on Thursday November, 2023, the cabinet secretary in charge of Education confirmed that all the 1.4 million KCPE candidates will automatically get placed by the Ministry of Education to join various sub-county, county, extra county, and national schools in the third week of January between January 14, 2023-January 19, 2023. The tentative form one reporting date for this year’s KCPE candidates is on Monday 14th January, 2023.

Only six cases of attempted cheating were reported during the KCPE 2023 national examinations which were administered between November 1, 2023- November 3, 2023.

The CS Education briefed the President about the KCPE 2023 results on Wednesday November 22, 2023 before he was given the greenlight to release the results to the general public. Worth noting is the fact that the KCPE 2023 results were released barely three weeks after the candidates sat for their last paper.

2024 Form One Joining Instructions – Latest Education News

RE: ONLINE FORM ONE 2024 JOINING INSTRUCTIONS

In preparation for Form One admission, schools are required to make changes to their previous letters through an online tool to reflect joining instructions for the 2024.

This is to inform you of the following guidelines;

  2. Select County and Sub- County of your school, then Select your
  3. If the system prompts you to sign in, use your school email address (Gmail Account).
  4. If your letter is in the system, edit the information to the new changes for joining instructions

NB: Do not edit the first page apart from changing the year to 2024

In case the school’s joining instructions is missing, the system will prompt the Principal to upload the joining instructions in the system from their computer. The Principal should ensure that;

  1. The first page is as the attached copy (school logo/address on the first page only) and should not be
  2. The letter should be in MS-word
  3. The letter should be submitted as one document
  4. The document should be named using the school’s KNEC (e.g., Meru School save as 15300002).
  5. Avoid heavy graphics like maps and pictures in the letter.
