Education Cabinet Secretary George Magoha has announced new measures to prevent leakage in national examinations.

 

 

Speaking in Mombasa yesterday, where he commissioned new classrooms, the CS said tight security will be put in place to reduce the risk of leaked question papers.

 

Unlike in previous years, examination containers will now be opened at 6.30am, instead of 6am, to reduce the time officials will be in contact with the papers.

 

“If the school is near the containers, there is no reason to release the exams an hour before time. They can wait until it’s about 20 minutes to go,” said Prof Magoha.

 

The Kenya Certificate of Primary Education (KCPE) exams will run from March 7 to March 9, with the rehearsals set for today. Kenya Certificate of Secondary Education (KCSE) practicals started on Monday and the main examination will run from March 14 to April 1.

 

According to the Kenya National Examinations Council (Knec), a total of 2,056,719 candidates have been registered for the two examinations.

 

There will be 1,225,507 KCPE candidates in 28, 316 centres, compared to 1,191,752 candidates in 28,467 centres in 2020. Some 831,015 candidates have registered for the KCSE exam in 10,413 centres. In 2020, there were 752,981 candidates in 10,437 centres.

 

Fake examination papers

Candidates in 175 primary and secondary schools will sit their exams in neighbouring institutions. This follows a new Knec regulation that requires schools to have a minimum of 30 candidates to be registered as an examination centre.

 

Prof Magoha urged parents and candidates to be keep off cartels selling fake examination papers through social media platforms, such as Telegram and WhatsApp.

 

 

He said invigilators will be on high alert to curb cheating.

 

“It is regrettable that exam cartels are very active on Telegram. Parents should ignore such people. Some are trying to leak the Chemistry paper, but all government agencies are watching. We shall do everything in our power to protect the integrity of our exams,” said Prof Magoha.

 

The CS gave contractors working on competency-based curriculum projects seven days to complete construction of new classrooms. He said construction was 80 per cent complete in most parts of the country.

 

In Kwale County, however, contractors are way behind schedule.

 

“Meru, Wajir, Garissa and Mandera are through. They have done an excellent job there. Our regional target is 10,000 classrooms by the time the government is handed over to the next administration,” said Prof Magoha.

 

Construction of classrooms

“The first phase was 6,470 classrooms; we have already completed more than 3,000. More than 2,000 are at the roofing level. I am taking a risk to allow constructors to continue until the end of next week before we start KCSE,” he added.

 

The CS urged county directors of education to sack and replace slow contractors.

 

“We hope to start the second phase of construction of classrooms after the KCSE exams. I would like to be remembered for delivering CBC infrastructure; I am not going to allow any county to delay these projects. I shall be keenly following the situation in Kwale,” he said.

 

Prof Magoha assured parents that there are enough arrangements to ensure candidates are safe throughout the exam period, particular in regions plagued by insecurity, such as Marsabit, Kerio Valley and Lamu.

 

 

Some schools have been transformed into boarding facilities.

 

“Plans have been finalised to ensure the programme runs smoothly. Some candidates have been moved to certain schools. Those with transport challenges will be ferried to their institutions and stay there during the exam period; they shall be fed,” he said.

 

Meanwhile, the CS warned teachers against offering tuition during the long March-April vacation.

The Kenya National Examinations Council, KNEC has started distributing examination papers to the designated containers across the 8 regions.

This comes at a time when dissatisfied school heads  are complaining about the delayed release of  the Sh15 billion free education funds prompting an earlier closure of schools due to lack of funds.

“We have not received the money and principals who have spoken with me said they will start closing schools as early as today if the money is not sent to their accounts,” said Kenya Secondary Schools Heads Association chair Mr. Kahi Indimuli.

 The heads also noted that buying mandatory examination material, especially for practical subjects, will be an uphill task if the government fails to release the funds in time.

“Most of the school heads that have spoken with me said they are not able to keep the children in schools any longer. The government promised to release the final tranche of 25 per cent by the end of February and we are still waiting,” added Indimuli.

Heads Worried following the delayed release of free education funds to schools

Education Cabinet Secretary George Magoha said the money would hit schools’ accounts last week. But 10 days later, schools are yet to receive the money and head teachers now say this will affect preparations for national examinations.

 

“We shall release the money next week to schools and therefore no one should try to cause panic or anxiety,” said Magoha last Thursday.

The Kenya National Examinations Council is expected to send a list of chemicals to be purchased by schools ahead of biology, physics and chemistry practical papers.

“Our preparations towards these examinations will be inadequate if the government fails to release the money in time,” said Indimuli.

Training of the 2020 KNEC contracted supervisors and Invigilators to end this week

This as reports indicate that distribution of the examination papers starts this week to the 479 containers that will be used to store the same.

Selection and training of invigilators and holding of county sensitisation meetings are all scheduled to end this week.

Some 1,088,986 candidates will sit the Kenya Certificate of Primary Education (KCPE) while another 699,745 will sit the Kenya Certificate of Secondary Education (KCSE) exams.

2020 KCPE to commence next week

The revised timetables show KCPE will start on March 22. The three-day exams will end on March 24, one day before the start of KCSE exams. The Form Four national exams will last three weeks and three days.

Teachers Service Commission (TSC) Chief Executive Officer Nancy Macharia said 227,679 teachers have been vetted and approved to administer examinations as supervisors and invigilators.

It was, however, not clear whether all the teachers who will take part in the administration of the national examinations will have been vaccinated by end of this week.

Macharia said last week that a meeting was scheduled with ministry task force for vaccine deployment to negotiate further details.

“We are also hopeful that all the teachers who will be invigilating and supervising examinations will have been vaccinated ahead of the start of the tests,” said Macharia.

What is, however, certain is that all the 15,000 teachers who fall between the age bracket of 58 years and above will get the injection starting today across the country.

Willis Akhwale, the chairman of the Covid-19 task force for vaccine deployment, said the vaccination will target teachers who are 50 years and above.

“We have limited stocks of the vaccine. Hence we prioritise groups. We are targeting those most at risk with the aim of saving lives. And teachers fall in this category of most at risk,” said Akhwale.

Macharia said identification of teachers who fall within the bracket has started. “We had planned for the 58 years and above so our field officers will identify these teachers for the exercise,” she said.

It is not clear whether teachers who do not fall within then said age bracket but have underlying conditions will get the jab.

Speaking last week during the launch of the vaccination exercise for teachers, Akhwale said: “We are expecting to receive another batch of about one million vaccines and these teachers will be considered at that time.”

Teachers have been requested to present themselves to the designated 575 centres for vaccination.

These include private, public and mission hospitals. Teachers will need to identify themselves at the facilities.

“Teachers will be vaccinated on identification. A system is being created to allow for pre-registration, which means they can select the post and date for vaccination,” said Akhwale.

The Ministry of Health identified teachers as among the frontline workers to get vaccination during the first phase of the exercise.

Macharia thanked President Uhuru Kenyatta for recognising teachers as frontline workers.

“This was the right decision to protect 330,671 teachers working in public schools and 158,000 in private schools,” she said.

This is a reprieve for most of these tutors who have been left in the cold for many years hoping against hope especially now that the Commission has rolled out a new competency-based curriculum that they will at some point get employed on permanent and pensionable terms.

TSC Releases new Recruitment Guidelines for the Recruitment of Teachers on Permanent and Pensionable Terms- Primary Schools-2022/2023 Financial Year

Following the announcement of the advertisement of recruitment vacancies for P1 teachers come January 2022, the Teachers Service Commission has released and dispatched January 2023 recruitment guidelines to guide this exercise.

According to the latest TSC decentralized system of employing teachers, regional and county directors of education are expected to collect the details of interested teachers including their TSC numbers, names, id numbers, phone number, year of graduation, and highest qualification level to enable the commission to generate the 2023 TSC merit list that helps in sieving out the most qualified candidates from the pool of applicants.

Applicants must submit their applications to the Secretary Teachers Service Commission through the online platform www.teachersonline.go.ke for the county where a vacancy has been declared.

 

The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

Tough Measures for KCSE 2024 Candidates as Knec Casts Net for Malpractice

The Kenya National Examinations Council, KNEC, has upgraded its game, bringing into play several new more stringent measures to curb cheating. In case you missed out, get a quick glimpse of these new policies below:

Among the measures are the personalization of the examination papers to ensure each is unique to a candidate, the rotation of supervisors; as well as a ban on phones for the invigilators, centre managers and candidates during exams.

The 2024 Kenya Certificate of Secondary Education (KCSE) will be administered from October 22 to November 22, 2024, while the Kenya Primary School Education Assessment (KPSEA) and Kenya Intermediate Level Education Assessment (KILEA) will be held from October 28 to November 1, 2024.

One of the key innovations is the personalization of KCSE question papers for each candidate.

According to Knec, this move is designed to prevent cheating by ensuring that each candidate’s exam paper is unique.

Knec CEO David Njengere emphasized that this measure will also enhance the security of the exams by anonymizing the answer scripts during marking, thereby reducing the chances of malpractice and ensuring fairness in the grading process.

This means that the examiners won’t be able to identify the owner of the script, as it will only contain a signature.

 

“This measure is expected to boost exam security by anonymizing answer scripts during the marking process. The KCSE question papers will be personalized for every candidate. This will help anonymise the answer scripts during marking. More details on this innovation will be shared with supervisors and invigilators during the Sub- County briefing sessions,” said Dr Njengere.

The new system aims to streamline the marking of the 2024 KCSE exams, set to be taken by 965,501 candidates across 10,755 centers, an increase from 903,260 in 2023.

Additionally, Knec will administer the KPSEA to 1,313,913 candidates in 32,573 centers, bringing the total number of candidates for national exams to over 2.27 million. Knec has also revised the deployment of security officers.

For the KPSEA exams, security personnel will now only be involved in the distribution and collection of exam materials.

However, the standard practice of deploying at least two security officers to each KCSE examination center will continue.

Another significant change concerns the use of mobile phones during exams. All staff involved in exam administration, such as supervisors, invigilators, and center managers, will now be required to secure their mobile phones in lockable desks, monitored by security officers.

 

This step, Knec said, is intended to minimize any potential misconduct and ensure the integrity of the examination process.

“No phones will be allowed during the opening of the exam papers or while the exams are in progress. Phones will be secured in local desks under the supervision of a security officer, with the center holding the key,” said Dr Njegere.

Ms Antonina Lentoijoni, the Director Staffing, Teacher Service Commission (TSC), emphasised that supervisors and invigilators will not be deployed to examination centers where they have vested interests. Instead, they will be required to declare any affiliations with the centers where they will be assigned.

Ms Lentoijoni said that they have introduced a rotation system for KCSE supervisors.

Each supervisor will serve at an examination center for only one week before being reassigned.

This strategy is designed to minimize familiarity with the centers and further enhance examination security.

“All KCSE supervisors will be required to serve for only one week at any examination center. They will keep rotating every week. I am confident that even after we have nominated them, none of them will know the centers they will be assigned to. They will be supervised as we sit here today,” said Ms Lentoijoni.

 

Education Cabinet Secretary Julius Ogamba highlighted that KNEC has expanded the number of distribution centers for KCSE materials by adding 41 new centers which sums up otal to 617, ensuring a smoother and more efficient distribution of exam papers nationwide.

“When we compromise our interventions, we compromise the standards of our certificates, all of us, and that affects our economy, I wish to assure you that the country that the challenges experienced in 2023 in the collection of examination materials for the KCSE twice a day have been addressed by introducing an extra 41 containers,” said Mr Ogamba.

Further, the CS issued a stern warning regarding examination malpractices, urging all candidates, managers, and supervisors to strictly comply with the laid-down examination regulations, cautioning that failure to do so would result in facing “the full force of the law.

“The government shall have no mercy on anyone who will be found engaging in the transmission of examination malpractices,” said Mr Ogamba.

The CS currently, 16,000 classrooms are being constructed to accommodate the new learning requirements. The CS, having toured several counties to monitor progress, expressed confidence that all classrooms will be ready ahead of the 2025 academic calendar.

“We are constructing 16,000 classrooms in our junior schools that will accommodate them IN 2025,” said Mr Ogamba.

KPSEA Results; a reasearch conducted by the Kenya Institute of Curriculum Development, KICD has revealed startling statistics that may determine the possible outcome(KNEC results) of the just concluded KPSEA national examinations for over 1.2 million grade 6 learners.

According to the KICD boss Professor Charles Ong’ondo, KICD conducted a study which revealed that public schools are seriously implementing practical and creative activities as opposed to their counter-parts in private primary schools.

“Public schools have done well in this, you’ve ensured learners experience practicals and creative activities. Even though we are accused of asking learners to come with chicken, this has helped in learning. Our research shows public schools have ensured a lot of practicals,” noted KICD director Professor Ong’ondo.

Speaking during the Kenya Primary Schools Head Teachers Association meeting at the Sheikh Khalifa Bin Zayed Primary School in Mombasa, the KICD boss urged the more than 10,000 school managers to ensure learning is interesting, and that learners collaborate and engage in practicals.

Prof Ong’ondo supported the move by the state to domicile junior secondary school in primary learning institutions, saying the transition will be beneficial to the learners.

“Because you have known these children for six years, they are aged 12 to 15, transiting at a very critical stage of their lives. You will be able to guide them. You are the best people to transit these learners physically. When they break their voice you will guide them, you are the midwives as they transition from socialization to exploration,” said the KICD director.

He urged the teachers to take care of the pupils’ emotional development.

“Some of them did not even know they were doing KPSEA. So you have to explain to them. Last week, in one of the schools, two children began crying due to a mix-up in their (exam) sheets. Their teacher had to be called — not even the invigilator — to talk to them,” said Prof Ong’ondo.

The institute advises the government on curriculum matters, develops curriculum for all levels of education except universities, and evaluates all curriculum support materials.

“I see a number of our partners here who are publishers, with their publications. Headteachers, any time publications come to your institutions, always ask whether they have been approved by KICD because we serve as gatekeepers to ensure the materials have been checked for their relevance, access and utility values to the learners,” said Prof Ong’ondo.

He urged teachers to ensure learning is interesting and learners do not feel tortured, forced and unhappy while in school.

Through a live interview with Citizen TV, candidates of Testimony Academy one of the KCPE top-performing schools in Uasin Gishu confirmed that the newly rolled out Knec SMS Code for receiving KCPE results is not working. Candidates of Blessed Narok Academy are also yet to receive their results. The school posted an impressive mean score of 375 marks during the KCPE 2022 results. The school registered 42 candidates. The best candidate scored 410 marks. 4The target KCPE 2023 mean score of the school is 387.

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

Five Counties recorded underage candidates, 12 years and below. These include:

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

The Kenya Certificate of Primary Education(KCPE) and Kenya Certificate of Secondary Education(KCSE) candidates are likely to resume learning next month in the new post covid 19 education proposals.

According to a detailed report featured by thebStandard Newspaper, over 1.9 candidates (KCPE and KCSE) will return to schools in October for second term and sit their exams April next year.

KCPE candidates will sit their exams between 1-4 April, while KCSE will undertake their examinations between April 6th and 30th.

According to the new proposal, the rest of the learners will report during the first week of January 2021, for a new academic year, having lost the year 2020 to the pandemic.

They will thusbrepeat in their current classes and in a bid to see to it that social distance is maintained, learning will take place in shifts.

Pupils in pre school and lower grades will take their lessons twice a week, Tuesdays and Thursdays.

Grade 4-6 will attend schools thrice a week that is on Mondays, Wednesdays and Fridays, while class seven pupils and candidates will attend school daily.

Students in secondary schools will also attend schools in alternative days. Form one and form two students will attend lessons on Tuesdays and Thursdays.

Form three learners will attend classes on Monday, Wednesday and Friday.

Just like in the case for KCPE candidates, KCSE candidates will also attend lessons on a daily basis.

Yesterday education CS professor Magoha exuded confidence that decisions regarding the reopening of learning institutions may change owing to the declining number of Covid-19 cases.

“Decisions regarding the reopening of learning institutions may change as informed by reports obtained from the Ministry of Health, prevailing circumstances and increased knowledge of COVID-19,” said Magoha.

He however noted that social distance will remain an uphill task should schools reopen.

KNEC PAYMENT RATES FOR OFFICIALS WHO WILL ADMINISTER THE 2019 KCPE AND KCSE EXAMS

KNEC has released the payment rates for all officials who have been hired to administer this year’s 2019 national examinations.

Teachers who will supervise this year’s KCSE will get sh 12, 500 for three weeks.
A detailed payment structure by KNEC shows that teachers will earn up to sh 12500.

Primary school heads who will serve as centre managers will earn up to sh 500 per day.

This is inclusive of the rehearsal day for KCPE and the three examination days.
For a successful administration of the KCPE exam, a total of sh 2000 will be paid to each headteacher.

KCPE PAYMENT RATES
For the whole examination period, supervisors will earn sh 2, 485, invigilators sh 1, 615, security officers sh 1, 050 and drivers sh 1, 040.

A total number of 173, 935 personnel will be involved in the exercise.

KCSE PAYMENT RATES
KCSE supervisors based in Nairobi and Mombasa will be paid sh 695 per day translating into sh 12, 510 for 18 days.

Supervisors based in other regions will earn sh 630 per day translating to sh 11, 340.

Invigilators based in Nairobi and Mombasa will be paid sh 580 per day for 17 days while those from other regions will earn sh 460.

Principals will pocket a flat rate of sh 500 for 18 days translatint to kshs 9, 000.

Security officers will earn sh 6, 720 while drivers will pocket sh 6, 480.

The latest Knec News Today indicate that cameras are today ready to roll in favour of the live coverage of KCPE 2022 results release today.

Already the CS Education Ezekiel Machogu is headed for State House as tradition demands to present the KCPE results to his Excellency Dr. William Samoei Ruto for endorsement before proceeding to release the results live at the Knec Headquarters dubbed Mtihani House along Dennis Prit Road.

The 2022 KCPE Results Release will mark the very first national task for the new CS Education who assumed office less than six months ago.

 

2022 KCPE Results To Be Released any Moment 

Prior to the results being made publicly available, the president of the country must first receive a briefing on them to ascertain the results.

President Ruto’s absence however led to the slight delay in the release of the KCPE 2022 results. His return after being away from the country on grounds of work-related issues now spells anxiety for parents and candidates who have been anxiously waiting for these  results.

 

According to Education CS Ezekiel Machogu, there would be no instances of exam fraud disclosed in the 1.2 million candidates’ results.

“We are announcing KCPE examination results and you will not hear any cases of cheating under the leadership of Machogu. The administration of Kenya Certificate of Secondary Education (KCSE) is progressing well and I can assure you, the results will not be riddled with any irregularities,” said Mr Machogu.

The CS informed parents and teachers that the exam results would be released with no doubtful issues.

“No one should peddle misinformation that in such and such place, there are problems. And there will be no problems at all. We will serve our people efficiently and effectively,” said Mr Machogu.

The candidates will report to secondary schools at Form One on January 30, 2023, according to a circular from the Principal Secretary (PS) for Basic Education dated November 1, 2022.

The marking of the KCPE multiple-choice tests and the composition and insha essays is already complete.

KCPE Results 2022 New Standardization Rules

The English Composition and Kiswahili Insha papers were the only ones that KCPE examiners marked, though.

The modern optical mark recognition (OMR) system was used to mark the multiple-choice exams in the subjects of mathematics, English, Kiswahili, science, and social studies.

An OMR device electronically scores the papers. Specialized scanning is used by the OMR to acquire marked data from candidates’ answer sheets.

The devices operate with a special scanning tool that projects a light beam onto the paper. Because marked regions of the paper reflect less light than the blank ones, they can be identified by the contrasting reflection at specified locations on the page.

Science received 0.82 in the standards for the KCPE examinations in 2021, while mathematics received 0.83.

This means that, for instance, if a candidate receives 40 ticks in mathematics, the maximum possible score is 40 multiplied by 2 multiplied by 0.83, which is 66%, and if the applicant receives 50 ticks, the maximum possible score is 83%, which is the highest grade.

The subjects with the highest scores in the standardized tests were mathematics (83%), science (82%), social studies (83%), and religion (89%), while Kiswahili (91%).

However, several examiners claim that the standardization of the November KCPE tests has changed, particularly for the science, mathematics, and English sections.

Magata Bruce Makenzie
Magata Bruce Makenzie from Gilgil Hill Academy in Nakuru County in March emerged the top candidate in the 2021 Kenya Certificate of Primary Education (KCPE) exam after scoring 428 marks out of 500 marks. He joined Alliance High school following a successful 2022 form one selection exercise.

The top mark however dropped by a margin of 5 from the 2020 KCPE examination highest score of 433.

The second best candidate nationally was Momanyi Ashley Kerubo with 427 from Maikini School Kibos, followed by six candidates who scored 426 marks.

In KCPE 2021 results, 11,857 candidates scored above 400 marks in the exam, up from 8,091 and 9,673 who hit the mark in 2020 and in 2019 respectively.

Those who scored more than 400 marks in 2021 KCPE exams were assured of places in the national schools.

Candidates registered improvement in six of the nine papers, including English Composition, Kiswahili Language, Kiswahili Insha, Sign Language Composition, Science and Social Studies
