The Teachers Service Commission (TSC) has given a Status update on the Release of Promotion Letters for successful teachers in 2025.

The Commission has at the same time given reasons why the promotion letters have not been dispatched.

Via an internal memo sent to all Regional Directors, County Directors, and Sub-County Directors, the TSC Chief Executive Officer Nancy Macharia further promises to release the letters once the hindrances are addressed.

“The Commission wishes to address the growing concern regarding the delay in the release of promotion letters for teachers who recently underwent interviews for various administrative and senior teaching positions.” Says Ms Macharia via the memo dated Wednesday May 14, 2025.

The promotion process was concluded and successful candidates identified in April.

Among other reasons, Macharia has cited Budgetary Alignment as being the remain reason for the delay.

She says final approval and release of funds from the National Treasury is still pending, which directly affects implementation timelines.

Further, ongoing Administrative Procedures are also hindering the release of the letters.

“The Commission is finalizing internal verifications to ensure compliance with relevant public service regulations and to avoid any legal or procedural challenges.” She says.

The promotion exercise was rocked by controversies with a section of Members of Parliament and Teachers’ unions opposing the exercise.

Macharia says Stakeholders’ engagement is being finalized to prevent further altercations.

She adds: “Consultations are ongoing with key stakeholders, including the Public Service Commission and the teachers’ unions, to ensure a smooth and transparent rollout.”

While acknowledging the building anxiety among teachers, the outgoing TSC Boss says that ‘the Commission is working diligently to resolve the remaining issues and will communicate the exact dates for the release and dispatch of promotion letters in due course.’

The Kenya National Examinations Council was recently forced to revise the 2022 Kenya Certificate of Primary Education KCPE timetable by pushing it forward by two weeks to enable candidates complete their syllabus and adequately revise for their tests.

The 2022 KCPE national tests have henceforth been scheduled to commence on Monday November 28, 2022 after thorough preparations on Friday November 25, 2022.

Here is the full revised and final KCSE 2021-2022 Timetable and complete instructions to candidates  who have registered sit for their examinations in March/ April 2022. The candidates expect their KCSE 2021 by May 10, 2021.

According to the timetable, the candidates sit for their first theory paper on MONDAY 14/03/2022. The last examination day will be on Friday April 1, 2022.

TIMINGS OF PAPERS IN THE 2021 KCSE EXAMINATION AND INSTRUCTIONS TO SUPERVISORS, INVIGILATORS, TEACHERS & CANDIDATES

All first session examination papers will start at 8.00 a.m. The start time for second session examination papers is as indicated on the timetable.

The time allowed for each paper is indicated against the name of the paper and NO EXTRA TIME IS TO BE ALLOWED.

In case of any discrepancy, the time stated on the question paper should be taken as the correct one.

Time for reading through questions is part of the time shown on the question paper except where special paper instructions indicate otherwise.

Supervisors and Invigilators are asked to ensure that candidates have written their names, index numbers and have signed on their answer scripts before they collect the answer scripts from each candidate while the candidates are advised to ensure that they only take the subjects they are registered for.

Schools should upload marks for subjects with a Project component by 30th October 2021 for Milestone 1 and 31st January 2022 for Milestone 2 where applicable.

This is the most effective and fastest way of checking for the results. To get KCPE results 2021/2022 by SMS a candidate is required to send an SMS with your Index Number to 20076.

The service is available via the three network providers in the country Safaricom, Airtel and Telkom networks. Send the SMS in the Format: IndexNumberKCPE. Do not leave a space between Index number and KCPE; Also write KCPE in Capital letters.

Release Of Examinations Results

 

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

 

 

 

 

Knec Examination Results Slips and Printouts 2022

 

Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:

 

1. Institution’s Code and Name

 

This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC.

 

2. Candidates Details

 

Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.

 

 

 

Interpretation of KCPE Results 2021-2022

The important features of the examination results are as indicated below:

 

X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;

 

Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;

 

P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;

 

W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;

 

U- denotes ungraded examination results due to infringement of the awards criteria.

 

Mean Grade Award Descriptions

 

Mean grade will be X, if a candidate is absent in all subjects

 

Mean grade will be Y , if one or more subjects are cancelled.

 

Mean grade will be U, if the entry requirements for the KCSE examination are not met

 

Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met

 

Mean grade will be P, if results are pended

 

Mean grade will be W, if the examination results are withheld;

 

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

 

 

 

 

Release Of Knec Certificates for 2021 KCPE Candidates

 

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

 

 

 

 

All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.

 

The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

 

 

 

 

 

 

 

Upon the release of KCPE and KCSE examinations, the candidates can access their results through SMS number provided during the official release of results. The KCPE candidates are expected to access their result slips through the KNEC website immediately after release of the examination in their respective schools.

TSC latest news on 2021-2025 CBA: The teachers’ boss Teachers Service Commission (TSC) has been relieved of the guilt fanned by the fact that classroom teachers received a raw deal in the previous CBA. This follows the Parliamentary Education Committee’s intervention that revoked SRC freeze of salary increment for teachers and other civil servants for the next four years last week.

KENYA UNION OF POST-PRIMARY EDUCATION TEACHERS PRESS STATEMENT AT THE CONCLUSION OF THE KUPPET-TSC RETREAT AT THE NAIVASHA SAWELA HOTEL FROM 14 TO 18 MARCH 2021
KUPPET has held a very fruitful four-day retreat with the Teachers Service Commission to resolve policy and administrative challenges of the 2016-2021 CBA and review the status of negotiations for the new one for 2021-2026. This was the second retreat between KUPPET and the TSC, the first one having taken place in October/November 2019.

During the talks, it was clear that the union and the employer had undertaken their responsibilities under the CBA process. What remains is for the Salaries and Remuneration Commission to give its Advisory to the TSC to enable the employer to table a counter offer to the union. We are seriously concerned by this delay by SRC, since the expiry of the current CBA on 30 June is fast approaching.

1. NEW CBA TO GIVE TRUE WORTH OF CLASSROOM TEACHER
KUPPET and the TSC have developed new Job Descriptions capturing the true worth of a classroom teacher. The new Job Descriptions recognise the teachers’ leadership and technical work within and outside the classroom, which had been ignored by the evaluation tool previously used by the SRC.

There are up to 30 new roles of the classroom teacher, including:
(i) Class management
(ii) Substantial financial responsibility during outdoor activities like tours and sports.

In the new CBC curriculum, a teachers’ work will even be more complex.

2. PROMOTION OF C3 TEACHERS AND TTC TUTORS
The Job Re-Evaluation has resulted in the creation of a new opening in C4 for Senior Master IV and Senior Lecturer IV for those in TTCs who do not have administrative positions. At the moment, the Commission has advertised 6,680 vacancies for these cadres as the first step towards institutionalising C4 as a promotional grade from C3.

Under the CBC, the TTC tutors will be training teachers at the Diploma level, hence the repositioning of their roles. Administrators in TTCs including Deans and Registrars will have a clear career path with substantive appointments.

3. DIPLOMA TEACHERS
The career path for Diploma Teachers has been clarified. By the commencement of the 2016 CBA on 8 November 2017, more than half of teachers who had joined service at Job Group had obtained Bed degrees and transited to the Graduate Scheme of Service.

Among those who had not, those who had served for more than three years in one Job Group had been promoted to the next Job Group, i.e., Job Group k or L, under the common cadre promotions.

However, a small number of the teachers, who had served in one Job Group for less than three years, had their promotions following the scrapping of one common cadre promotional level. Following the union’s memorandums, the Commission has advertised positions specifically to this group of teachers. We understand that the Commission received fewer applicants than the number of vacancies it declared.

4. MATERNITY LEAVE FOR INTERN TEACHERS
The Commission agreed that, except for specific provisions of their contracts, all intern teachers will work under the same conditions as provided under the Code of Regulations for Teachers. The intern teachers qualify for maternity leave of 90 calendar days with effect from the expected date of delivery, as do other teachers.

5. POLICY ON POST-GRADUATE QUALIFICATIONS

The Commission agreed to suspend the requirement of a Master’s degree for Principals or other promotions within the teaching service. This is in line with regulations by the Public Service Commission which has scrapped the requirement of a Master’s degree for promotions at Job Group P and above. Post-graduate qualifications will be considered as an added advantage.

The union, however, demanded the introduction of a Post-Graduate Allowance for teachers who possess Master’s and PhD degrees irrespective of their position in service.

6. REDEPLOYMENT OF GRADUATE TEACHERS FROM PRIMARY
In readiness for the new CBC curriculum, the Commission will promote 1,000 graduate teachers who initially had P1 qualifications to secondary schools every financial year. By June 30, it shall have redeployed 2,000 of such teachers, and the redeployment will continue until the numbers are fully addressed. The teachers must have obtained a KCSE mean grade of C+ and C+ in two teaching subjects.

7. TEACHERS’ MEDICAL SCHEME
The meeting observed the numerous problems teachers face in accessing health services under the Medical Scheme. It was agreed that an inter-parties meeting between the TSC, Minet and KUPPET would be held soon to discuss the issues and recommend solutions.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.
    • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

TSC-Employed Teachers to contribute towards the covid-19 kitty, willingly

The Teachers Service Commission has reached out to teachers across Kenya, urging them to contribute towards the Covid-19 kitty.

TSC teachers are now free to make voluntary contributions to help battle the pandemic.

Through the mobile short message service, SMS, sent to teachers, the TSC indicating that the voluntary contribution can be sent via M-Pesa Pay bill or account number.

Willing TSC teachers and employees can send their contributions towards the covid-19 kitty via Pay bill number 625625 or account number 01001005707400.

“Dear teacher, TSC is playing its fight against coronavirus. You can join us by making a voluntary contribution to Pay Bill Number 625625 or account number 01001005707400,” read part of the message.

Covid-19 contribution via TSC Payroll

 

Teachers who would like to contribute through the TSC payroll can visit the TSC website www.tsc.go.ke for further instructions.

The money will be later channeled to the Kenya COVID-19 emergency response fund.

 

Civil servants

Public service workers who would like to contribute to the covid-19 kitty should do so in writing. This can be done by writing a letter to the head of civil service.

The letter should indicate the salary percentage to be deducted and the date when the deduction will be effected.

Persuant to its constituional mandate established under article 237 of the Kenyan constitution 2010, the Teachers Service Commission (TSC) has 13, 713 promotion vacancies for chief principals, principals, deputy principals, senior master II, headteachers, deputy head teachers and secondary teacher I to be filled between January- February 2023.

HERE ARE THE MINIMUM TSC QUALIFICATIONS FOR CHIEF PRINCIPAL T-SCALE 15 

Chief Principal grade D5 is a promotional grade for administrators in secondary schools and teacher training colleges.

The Chief  Principal is the lead educator and accounting officer and is responsible for the  operational management of the institution. He/she is also responsible for the  development and implementation of education plans, policies, programmes and  curriculum activities of the institution.

Promotion to this grade will be competitive and subject to availability of vacancies  in the establishment.

 

REQUIREMENTS FOR APPOINTMENT AS CHIEF PRINCIPAL T-SCALE 15 GRADE D5

To qualify for appointment to this grade, a teacher must:-

  1. have served as Senior Principal T-Scale 14 for a minimum period of three (3)  years;
  2. be a holder of Master’s Degree in a relevant area;
  3. have satisfactory rating in the performance appraisal and performance  contracting process;
  4. have demonstrated ability to supervise, mentor and provide professional  support to other teachers;
  5. have successfully undertaken the relevant TPD modules;
  6. have a valid Teaching Certificate;
  7. meet the requirements of Chapter six (6) of the Constitution; and  viii. meet any other requirements deemed necessary by the Commission.

DUTIES AND RESPONSIBILITIES CHIEF PRINCIPAL T-SCALE 15 

The duties of a teacher at this level shall be to:-

  1. prepare lesson plans, lesson notes, timetables, schemes of work and maintain  academic standards in the school to ensure that the syllabus is covered in time  for evaluation;
  2. teach the subjects of specialization to impart knowledge, skills and attitudes  to learners;
  3. evaluate learners on subjects of specialisation and prepare them for national  and other examinations;
  4. coordinate and provide guidance and counselling services to the teachers, non teaching staff and learners and instil norms and values for harmonious co existence;
  5. ensure proper discipline is maintained in the school by the teachers, non teaching staff and learners to create a conducive learning environment;
  6.  supervise the interpretation and implementation of the curriculum and ensure teachers prepare schemes of work, lesson plans and other professional  documents;
  7. ensure that the necessary instructional materials are sourced, availed and  utilised by teachers and learners to support the curriculum implementation;
  8.  oversee the requisition of stores and the proper maintenance of inventories to  achieve accountability and optimal utilisation;
  9. promote harmonious relations and linkages between the school and  stakeholders for instance the local community, parents and private sector  organisations;
  10. introduce new ideas and programmes to ensure improvement in teaching and  learning in the subjects of specialisation;
  11. embrace teamwork through collaborative planning and teaching to ensure  consistency and improvement in curriculum delivery;
  12. serve as a role model and maintain learner discipline;
  13. interpret the curriculum in the school to ensure effective teaching and  learning;
  14. oversee the organization of workshops/seminars/symposiums to share ideas  to enhance performance;
  15. oversee implementation of remedial actions to support learners with  performance gaps;
  16. ensure health, safety and security of learners;
  17. oversee prudent management of institutional resources;
  18. ensure that learners are adequately prepared, registered and presented for the  national and other examinations;
  19. coordinate identification of an appropriate curriculum for the school to  provide more opportunities for learners in the optional subjects offered in the  curriculum;
  20. interpret and implement policy decisions on training, recruitment and  deployment of non-teaching staff in compliance with relevant laws and  regulations;
  21. promote the welfare of all staff and learners within the school for motivation,  personal and professional growth;
  22. manage issues of succession in the school;
  23. serve as the accounting officer of the institution and ensure prudent utilisation  of financial resources in the school;
  24. maintain the school’s physical facilities and upgrade the same on a regular  basis;
  25. oversee procurement of goods and services, maintain all inventories and  ensure availability of the necessary facilities and items;
  26. organize staff, Board of Management and parents meetings;  xxvii. facilitate access and retention of learners in the school;
  27. serve as Secretary and advisor to the Board of Management;  xxix. participate in coordination of institutional and national examinations;  xxx. induct and mentor staff to promote professionalism and integrity in the  institution; and
  28. any other duty as may be assigned.
