Civil servants face drastic pay cuts starting April next year following an advisory of the Salaries and Remuneration Commission reducing allowances from 247 to five.

Workers in public service institutions will from April 30, 2022 only earn house, commuter, job-related, task-related and labour market adjustment allowances.

Even so, the salaries agency would regularly review the extra perks taking into account their affordability and fiscal sustainability.

SRC chairperson Lyn Mengich directed that all state agencies classify all allowances they presently pay out into the five broad categories.

The entities are expected to submit the list to the commission for review and advice by November 30, failure to which the allowances would be illegal.

The commission is also converting to paying allowances as an absolute figure and not percentages, saying percentages are to blame for the country’s ever-ballooning wage bill.

“SRC shall set, review and advice on the allowances that constitutes the five categories outlining the purpose, eligibility criteria, criteria, rate and scope,” Mengich said.

The agency data shows wage bill increased to Sh827 billion in the financial year 2019–20, an increase of Sh32 billion the previous year.

The country’s wage bill to total revenue was 49.5 per cent in the said year while the wage bill to ordinary revenue was 51.7 per cent in the same period.

The payroll has grown from Sh558 billion in the year 2014-15, to Sh615 billion, Sh664 billion, Sh733 billion and Sh795 billion successively.

SRC has also sought to provide that allowances payable to public officers shall not be used for purposes of computing pension or gratuity.

The commission revealed that the proportion of allowances to the gross salary ranges from 43 to 259 per cent hence leading to a lower basic salary or gross salary in the public service.

Mengich also decried that similar allowances are paid as a percentage of basic salary while others are paid in absolute amounts, resulting in distortions in remuneration.

In this regard, the policy is being changed to provide that the proportion of basic salary to gross salary would be no less than 60 per cent – to be implemented progressively.

“Allowances shall be paid in absolute amounts and not as a percentage of the basic or gross salary, unless where explicitly advised by SRC,” the commission said.

Mengich said they would issue an advisory on conversion of the allowances that are currently paid as a percentage of the basic salary in absolute amounts, “while ensuring consistency across public service.”

All the same, the commission holds that the allowances applicable today would continue to be paid until the final advisory would be issued after the review.

“Allowances currently obtaining shall continue to be paid until SRC issues an advisory to public service institutions on the allowances,” the commission boss said.

She said compliance checks to enhance adherence to the policy guidelines would be conducted in July 2022, after which employees of non-compliant entities would lose salaries.

In the tough new rules, facilitative allowances paid to public service officers for working outside their duty station would be paid at the same rate across the board.

To avoid duplication, allowances that are paid for similar purposes but have different names shall be merged and renamed.

 

“Allowances whose rational for payment is still valid, but whose rates are not commensurate with the intended purpose shall be restructured,” the SRC boss added.

Allowances whose current form remains relevant shall be retained whereas those whose rationale for payment is redundant or overlaps with basic salary will be abolished.

“The reviews would take cognisance of existing Collective Bargaining Agreements, any contractual obligations and existing legal provisions,” Mengich said.

The salaries commission would determine the allowances to be retained, restructured, merged, renamed and abolished.

On pension, the commission would develop a policy guideline to set pensionable pay and employer contribution levels in the public service.

Public servants will also not be paid allowances for purposes that are already compensated for in the relative worth of a job or whose purpose overlaps with basic salary provisions.

“Allowances shall not be paid for purposes that are already compensated for in the basic salary,” SRC said, calling on state agencies to streamline allowances already compensated for.

TSC News Today: The game of numbers is a common denominator in most aspects including when it comes to determining which TSC subject combinations are legible for automatic absorption into the TSC Internship program or permanent and pensionable jobs.

Currently, the Teachers Service Commission has given some greenlight concerning the upcoming TSC Internship Recruitment Exercise.

According to the Commission, a total of 6000 TSC qualified teachers will bag internship teaching slots declared in November 2021 by December 31.

Earlier this year, the government through the commission had made an announcement that plans were underway to recruit 28000 teachers to fulfill the 100 percent transition policy.

 

The teachers service commission, having been allocated billions is planning to continue the recruitment process inorder to keep hopes of 100 percent transition alive .

 

 

The exercise is going to take place this December to add to those that have been recruited lately.

Initially , there were over 8000 teachers under the internship programme in the primary and secondary schools.

 

A total of 6000 teachers were recruited this year 2021 while the remaining two thousand interns are those senior ones who failed to secure permanent employment by TSC during the December 2020 mass recruitment.

If by chance the government could be having plans to recruit in excess of 20000 teachers then it means hopes and expectations of several teachers, who are jobless at the moment of getting employed will be fanned.

 

If the Commission Maintains this trend, then it means there will be enough vacancies for a good number of BOM teachers.

In the last recruitment, it had been rumoured that intern Teachers could get direct confirmation into the service.

Later on, information from trusted and genuine sources within the Teachers service Commission revealed that for  fairness and equity in carrying out the recruitment exercise, those teachers under the internship programme would not get a direct confirmation. They will have to be subjected to a rigorous interview before being Confirmed on permanent and pensionable terms.

 

This is due to the fact that there are several graduate teachers that have stayed long overdue who also need to be considered.

Nevertheless intern teachers still have an upper hand when it comes to awarding of marks in the latest TSC Recruitment Merit sheet/marking scheme having received a whooping 30 marks for their great dedication and sacrifice since some of them were forced to forego lucrative BoM jobs for TSC Internship.

The latest details reaching our newsdesk indicate that the Teachers Service Commission will not be registering teachers who have majored in subjects that have been scrapped from current curriculum.

“Applicants for registration whose training is in subjects that are currently NOT in the curriculum do not qualify irrespective of having undertaken a Post Graduate Diploma in Education (PGDE) and/ or Enhancement.” Says the Commission via the current Registration Guidelines for new teachers

Consequently, graduates who have already undertaken training in the affected areas with the hope of being absorbed by the Commission will have to cast their nets elsewhere for greener pastures.

New TSC Teacher Registration selection criteria, eligibility 2021

Despite undertaking Post Graduate Diploma in Education, PGDE studies as directed by the Commission, teachers who have undertaken the courses listed below are not legible for Registration.

Reason being- the 26 degree courses listed below do not nourish teacher trainees with sufficient subject content. Even if the teachers specializes in two teaching areas later, the mastery of content is not adequate.

“Those who have undertaken a PGDE with these courses are NOT eligible for registration as teachers. These courses do not provide sufficient subject content and therefore the mastery of the content in two teaching subjects is not adequate as required.” Adds the guidelines.

Note: The Commission however insists that Bachelor of Science or Arts Degree holders with a post Graduate Diploma in Education (PGDE) and two teaching subjects still do qualify for registration, so long as they have not undertaken r

The Teachers Service Commission TSC-Kenya recently recruited teachers massively to plug the biting shortage of the teaching workforce in various schools.

TSC Mass recruitment is a nationwide exercise targeting trained teachers with certificate, diploma or degree qualifications.

Although the basic salary is pegged on the teachers’ qualifications, successfully recruited teachers however do not earn the same allowances.

For instance, the TSC Hardship Allowance varies from one job group or grade to another with newly recruited teachers receiving the lowest perks.

Kindly note that not all areas qualify to be gazetted or listed as  Hardship Counties.

TSC Hardship Counties or areas must exhibit the following key features 

Lack of all weather roads

Lack of easily accessible health facilities

Lack of easily accessible schools

Errotic  weather conditions etc

Recently, the Kenyan Government revised the Hardship Areas, scrapping some on grounds that they can no longer be considered to be Hardship Areas now that they have undergone major developments in terms of availability of social amenities and all weather roads.

TSC has designated various areas as hardship. The areas considered as hardship include those that are prone to terrorism, famine and aridity. As of 2012, TSC had about 38 areas approved as hardship.

The Teachers Service Commission (TSC), led by its Chief Executive Officer, Nancy Macharia, has been given seven days to explain the promotion of over 25,000 teachers.

Appearing before the National Assembly Committee on Education on Tuesday morning, Macharia and other senior TSC officials were at pains to explain the criteria used in promoting thousands of teachers across the country.

During the grilling session at the Bunge Towers, the lawmakers, led by Tinderet Member of Parliament Julius Melly, demanded to know why most teachers were stuck in the same job grade for years with no clear career progression.

The legislator also questioned why most regions received almost the same number of promotions despite varying teacher performances and staffing needs.

“We asked you why you promoted others and left others who have been going for interviews three, four and five times, you have not responded to that,” Melly stated.

“Up to now, we have yet to discuss the issues that we raised, because most of the issues we raised, we have been trying to check the documents you submitted, but we are not getting them,” he added.

While criticising TSC for laxity in carrying out its mandate, the Committee members also accused the Commission of unfair practices and immense disregard for principles of equity.

To address the matter, the Committee directed TSC bosses to come up with a comprehensive record detailing the criteria used in the promotions and explain the disparities that emerged during the process.

The Committee members gave the Commission seven days to complete the task and submit the documents to the clerk, with the MPs warning of dire consequences.

“You need to know that this Committee has equal powers to the High Court. I want to give you a final shot before this Committee cites contempt against you,” Melly warned.

He went ahead to add: “As the Committee, we are giving you just one week, and if you wish to appear in camera, you can write. The most important thing is fairness and justice for the teachers of this country.”

TSC has been on the receiving end since announcing the promotions in April this year, with education stakeholders, including teachers’ unions, accusing the Commission of bias in the process.

The promotions were carried out in two phases, beginning with 5690 teachers who served in acting capacities as head teachers and deputy head teachers, followed by 19943 in the second phase.

Addressing the press on April 2, moments after announcing the promotions, Nancy Macharia reiterated that the promotions were meant to address the long-standing stagnation in the teaching career

The Teachers Service Commission, TSC, has released a list of teachers who are currently not eligible for employment.

 

Additionally, the Commission has listed reasons as to why the teachers can not be employed.

 

Surprisingly, some of the applicants for advertised TSC posts have used fake degree certificates. Apart from using forged certificates, other applicants  did not meet the minimum threshold for TSC recruitment.

The list at this reporter’s disposal shows the names of selected applicants plus their TSC numbers and teaching subjects. Also stated alongside the teachers’ details are reasons as to why their employment has been nullified by the employer.

Here is a list of some of the reasons given by TSC in denying the teachers employment opportunities:

Using forged copies of degree certificate,

Failing to meet the minimum requirements for teacher qualifications,

Applicant previously employed by TSC, dismissed and removed from the teacher register,

Failing to meet the TSC minimum grade and teaching subjects requirements,

Some applicants were missing from their respective universities’ graduation lists,

Having differing names on academic documents, among other reasons.

The Commission asks the recruiting panels top be more keen to avoid scenarios where undeserving applicants are given the TSC jobs.

“Kindly check on the reasons for disqualifications and ensure the academic transcripts are carefully scrutinized to avoid a repeat of similar mistakes” reads a note by TSC.

The teachers whose names appear on the list will now receive regret letters from TSC.

The Commission has set stringent recruitment guidelines for teachers. Some of these include:

Applicants must present original and legible photocopies of the following documents: National Identification Card, CPE/KCPE certificates, KCE/KCSE certificates (include first attempt certificate if repeated exams), Diploma/Degree Certificates and official transcripts and Primary and Secondary Schools leaving certificates.
NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

The selection panel shall vet each applicant to verify that:
He/she meets the requirements of the TSC advertisement.
All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
A proof of application for confirmation of results from KNEC has been availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.

Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form

Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.
Successfully recruited teachers would be served with posting letters as they report to their new stations.

New: Documents Required For Smooth TSC Pension Processing For Retired Teachers

The Teachers Service Commission, TSC has revealed the latest list of documents that are required for pension processing for retired teachers in order to fastrack the process.

According to the latest TSC guidelines, teachers who have attained 60 years exit service under mandatory retirement.

A notice is usually issued to the teacher two years before the  official retirement date.

 

However, the Commission may sometimes be compelled to issue a shorter retirement notice, but only under very special circumstances.

Here is a list of documents required for pension to be processed smoothly

A Dully filled Teachers Service Commission, TSC, clearance certificate.

Two copies of bank plates both sides.

Two copies of National Identity Card both sides.

Dully completed option to commute pension form in duplicate.

Dully completed lump sum payment form (Bank form).

Two copies each of all promotion letters/certificate.

The earliest copy of payslip showing Women’s and Children’s Pension Scheme (WPCS) deductions for all male teachers.

Copies of marriage certificates/affidavits to confirm names for married teachers whose documents have different names.

Teachers who served as Untrained Teachers to attach NSSF statement.

Two copies of KRA pin certificate.

Newly Proposed Contributory Pension Scheme

The government proposed a public servants superannuation scheme. This is a defined pension benefit scheme where both the employer and the employee contribute certain proportions towards pension benefits. It is mandatory for those joining service and those below 45 years. Those above 45 years can opt to join.

Benefits of the proposed contributory Pension scheme
An employee can transfer pension benefit credits from a former employer to another with a similar Pension scheme.
The scheme allows employees to access part of their benefits even before the mandatory retirement age.
Teachers joining the scheme from non-contributory pension scheme will have their past benefits transferred to the new scheme.
Widows and Children’s Pension Scheme (WCPS) and NSSF contribution will cease immediately an employee joins the scheme.
Those who remain in the free Pension Act will be bound by the provision of the Pensions Act cap 189.

The Teachers Service Commission has just released a full list of TSC-employed teachers who failed to comply by declaring their wealth online via the TSC portal.

According to the TSC statistics, approximately 46, 000 teachers have not yet declared their income, assets and liabilities online despite the TSC portal being open since 1st November 2019.

According to the TSC Online Wealth Declaration statistics, Bungoma County has got the highest number of TSC non-compliant teachers- 3, 1117 TSC teachers with some schools such as St. Cecilia Misikhu Girls having 7 non-compliant teachers.

In the second position is Kakamega County with 2, 682 teachers who failed to declare their wealth online for the year 2019. In Kakamega County, Butere Girls High School set the record by producing the highest number of the 2019 TSC non-compliant teachers- 18 teachers.

The deadline for the declaration of wealth online is today on December 31 2019.

As the deadline nears, the 46, 000 non-compliant teachers need to be aware of the fact that failure to comply will attract serious penalties including denial of salary.

Besides, this action gives room for the government to suspect them of illegally acquiring wealth.

According to the Kenyan Constitution 2010, all public officers are required to declare their wealth online within the stipulated time lest they attract heavy penalties.

This law is clearly stipulated under the Public Ethics Act  (2003). It requires all public officers such as teachers and civil servants to declare their wealth online every two years.

The first cycle of the online declaration of wealth took place in the year 2017.

TSC 2019 ONLINE WEALTH DECLARATION: HOW TO DECLARE YOUR WEALTH ONLINE VIA THE TSC PORTAL, A SIMPLIFIED PROCEDURE

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.
  7. Once you have filled all the details, click “Next.” This will take you to the next Section, Section B where you will fill in your approximate income, assets and liabilities.
  8. In the next window, fill the details of your dependents ie spouse and children who are below 18 years.
  9. Enter the details of your witness- Name, Address and ID.
  10. To complete the process, upload the information.

 

 

 

TSC BOSS NANCY MACHARIA’S SHOCKER FOR “LAZY” TEACHERS AS THE COMMISSION PLANS TO INCLUDE TEACHER INVOLVEMENT IN THE NATIONAL EXAMINATIONS IN THE TPAD TOOL

The Teachers Service Commission has hinted at including involvement of teachers in this year’s national examinations in the TPAD.

This is good news for teachers who have been spending time to invigilate, supervise and mark the national examinations.

Teachers with a non-committal attitude will reap what they have been sowing all along.

The information was released by the TSC CEO Dr Nancy Macharia who said that the idea was aimed at rewarding teachers who contribute to the delivery of credible examinations and results.

This year, a total of 179, 149 teachers will be involved in the administration of the Kenya Certificate of Primary Education and The Kenya Certificate of Secondary Education which is set to commence in two weeks.

She said that the Teachers Service Commission is planning to put more weight on the importance of national examinations management to TPADS and future promotions.

This will form part of the revision and reviews that will be implemented soon.
Teacher promotions have been pegged on the TPAD tool since the year 2016 on a pilot basis.

Last year, however, the Labour Court blocked the TSC from implementing career progression guidelines which gave way to performance contracting when employing teachers.

Justice Byram Ongaya said the TSC failed to convince him how the failure to implement career progression guidelines would paralyse its operations.

In the lawsuit, KNUT claimed that the TPAD tools had greatly demotivated teachers for they were not only time consuming but also costly.

The time spent by a teacher filling the paperwork greatly reduced the contact hour between teachers and students.

On her part, the TSC Boss Dr Nancy Macharia said that failure to implement the TPAD tools will make teachers less accountable while exercising their duty.

Therefore, Justice Ongaya directed the commission to convene a meeting for finalizing the TPAD tools by December before rolling them out in the year 2020.

TSC LATEST NEWS TODAY 2021– Owing to the ravaging third wave of the Covid-19 pandemic, all teachers who have been contracted by the Kenya National Examinations Council, Knec to mark this year’s Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate of Secondary Education (KCSE) national exams will be issued with special travel documents.

This follows the latest announcement by the Teachers Service Commission (TSC) Chief Executive Officer Dr Nancy Macharia on Monday.

Dr. Macharia made it clear that these special travel documents will enable the examiners traverse all  the currently locked counties including Nairobi, the epicentre of the Coronavirus, where most marking centres are concentrated.

TSC’s move has been necessitated by President Uhuru Kenyatta’s state address last week when he ordered the cessation of movement by road, rail, or air into and out of Nairobi, Kajiado, Machakos, Kiambu, and Nakuru counties in a bid to contain spread of the deadly Novel Corona Virus. The Head of State also announced that the dawn to dusk curfews in these five countries will begin at 8pm and end at 4am, effective tonight.

The above restrictions would have hindered examiners from reporting to the marking centres; a problem that will now be solved by the Commission. TSC Boss Dr. Nancy Macharia on Monday announced that all KCPE and KCSE examiners are set to be given special passes. These will enable them to access marking centers in Nairobi and nearby marking centres.

“All teachers who will be travelling to Nairobi for the marking exercise are free to do so. We thank Government for allowing us to continue with this exercise uninterrupted,” said Macharia via a press statement.

This will add on the elaborate transportation plans that have been put in place by the Kenya National Examinations Council (Knec) that will see the examiners access the marking centres with ease. Already, Education officers manning the ongoing KCSE exam have been issued with special travel letters so that they can be allowed to move freely to all parts of the country to ensure the examinations run within the specified KNEC guidelines. Officials from Knec, TSC and the Ministry of Education are traversing the country to ensure the tests run smoothly.

The TSC Boss has at the same time urged teachers to go for the free Covid 19 jab. He urged those aged 50 years and above to ensure they get vaccinated; since they are more vulnerable.

“Although the number of teachers seeking the vaccination is rising, we can do better. Currently, our 92, 850 teachers aged 50 years and above in public schools, 16,500 in private and international schools should particularly take up the jab,” She advised; adding that all teachers will gradually receive the jab.

Last week, while addressing Centre Managers and the media in Mombasa on Friday, March 26, Dr. Macharia reminded the examiners that Nairobi (where most Knec marking centres are concentrated) is the leading county in terms of new Corona virus infections.

”You are all aware that Nairobi and its immediate environs have one of the highest rates of the virus and therefore caution is required,” She warned.

She said teachers should take advantage of the priority given to them by the government and get vaccinated immediately adding that the 92,850 teachers in public schools above the age of 50 years are also eligible for the vaccine.

”Teachers have been classified as a priority group in the Covid-19 vaccination rollout. Report from the Ministry of Health indicates that there is an upward trend in the number of teachers presenting themselves for the jab,” she said.

TSC Boss Dr. Nancy Macharia is likely to remain in office and continue serving as the Chief Executive Officer of the Teachers Service Commission.

Dr. Nancy Macharia’s term is set to expire on June 30, 2020 having served the TSC in the position of CEO for almost five years since June 30, 2015.

She is however likely to continue serving as the TSC Boss since she has demonstrated diligence, hard work and insurmountable leadership abilities in as far as the governance of the Commission is concerned.

Besides, the Government has got bigger battles right now like sourcing funds and PPEs to wade off the coronavirus pandemic. Therefore, replacing Dr. Macharia is not an emergency but Coronavirus is.

Nancy Macharia is likely to enjoy a grace period even after exhausting her five-year legal term while awaiting resumption and appointment of new TSC commissioners by the Government.

Since the possibility of Dr. Nancy Macharia being reappointed as TSC CEO is not far-fetched, teachers in Kenya and other interested parties such as unions especially KNUT are all eyes to see what happens next.

Recently, KNUT, the fallen hero and mother to the TSC has been wading through murky waters due to the bad blood between their Secretary-General William Sossion and the TSC.

The series of conflicts between TSC and KNUT saw to it that KNUT union dues were not remitted to the union by the TSC in December and Sossion was deregistered, never to serve again as a teacher in Kenya.

The education sector has been allocated Sh597 billion in budget proposals that form part of the 2023 Budget Policy Statement (BPS) to be tabled in the National Assembly tomorrow.

 

This represents a higher budget ceiling of Sh53 billion compared to last year’s baseline for the sector.

 

The extra cash is intended to fund junior secondary schools (JSS), employ and promote more teachers, improve infrastructure in schools and fund higher education but there still remains huge deficits of close to Sh200 billion across the 13 programmes in the sector.

 

The details are contained in the “Report on the Consideration of the 2023 Budget Policy Statement for the Ministry of Education and the Teachers Service Commission (TSC)”.

 

 

It has been prepared by the Education Committee of the National Assembly following proposals by the three departments at the ministry and TSC.

 

TSC gets the largest allocation at Sh322,733 billion. Sh3.8 million is meant for the hiring of 20,000 new teachers to support JSS which was rolled out in January but faces a serious staffing challenge.

 

Sh11.1 billion will be for salaries of the 20,000 interns and 10,000 teachers hired on permanent and pensionable terms in February.

 

 

The committee, which is chaired by Mr Julius Melly (Tinderet, UDA) has recommended to the Budget and Appropriations Committee the raising of the ceiling for TSC to allow for Sh2.2 billion to be used for the promotion of teachers.

 

Teachers unions have been clamouring for the promotion of thousands of teachers who have stagnated in the same job groups despite being due for promotion.

 

The number that will be promoted this year is however way below what unions have been demanding.

 

TSC has been allocated Sh1.3 billion for training teachers and tutors on the competency-based curriculum.

 

 

However, the BPS does not provide a budget for the mandatory Teacher Professional Development programme despite earlier promises that the government would take the burden off teachers.

 

The Ministry of Education and TSC appeared before the Committee on February 27and 28 to deliberate of the contents of the BPS.

 

Basic education has the highest increase in expected expenditure (17 per cent). Sh130 billion has been proposed for the department, up from the 2022 baseline of Sh110.7 billion.

 

This is mainly because the new capitation for JSS (Sh15,042 per learner) and expansion of infrastructure in primary schools that host JSS.

 

 

The financial problems that beleaguer higher education are unlikely to go away as allocation to the department have a shortfall of more than Sh51.7 billion.

 

Public universities and constituent colleges had pending bills totalling Sh56 billion by end of June last year. This now stands at Sh61.1 billion.

 

The institutions now have a budget ceiling of Sh90.9 billion. The report proposes an end to placement of government-sponsored students in private universities, saying, public universities have enough space to accommodate them.

 

The Presidential Working Party on Education Reforms is expected to give recommendations on how to save the sector, among other issues, at the end of this month.

 

The Higher Education Loans Board had request Sh25 billion for student loans in universities and tertiary colleges but has been allocated Sh17 billion.

 

 

The proposed Open University of Kenya has been allocated Sh1.8 billion. A technical committee headed by Prof Ezra Maritim is working on the establishment of the university that is expected to started admitting students in September.

 

The State Department for Technical Vocational Education and Training has been allocated Sh1 billion to build technical training institutes in the remaining 52 constituencies.

 

Each constituency will be allocated Sh20 million to commence the construction while the project is expected to take three years to complete.
