TSC set to deploy 36,341 P1 teachers to Junior Secondary, check out the Requirements

 

TSC Deployment Vacancies 2022-2023: The  Teachers Service Commission TSC has declared a total of 36,341 Deployment Vacancies for qualified P1 teachers to be filled in 2022 ahead of the 2023 double transition of learners to secondary schools.

The aforementioned figure is informed and pegged on the fact that in 2023 there will be an influx of learners since the current standard six pupils will be transiting to Junior Secondary Schools.

The fate of P1 teachers with higher qualifications which has been a headache to most teachers has thus been revealed now that the new Competence-Based Curriculum is set to be rolled out in secondary .

 

Debates have been ongoing to see how to handle the program that is set to kick of in secondary schools soon .

 

The ministry of education has worked on the clock to see that structures are put in place for learners to join in the 100% transition.

 

The commission is set to deploy 36,341 teachers with higher qualifications,this include the degree,diploma,higher diploma ,post graduate diploma and masters .

 

Tsc has requested a budget of 10 billion to facilitate the exercise where it will employ 8000 teachers from a budget of 5.3 billion.

 

“The commission would appreciate any facilitation for these areas to receive some allocation,” said Macharia.

 

“Teacher mentorship and coaching program require an estimated Sh 50 million while the rollout of a national Biometric Enrolment and Validation of tutors will be done at a cost of Sh342.4 million,” she said.

 

The commission wants the facilitation of Sh600 million for gratuity to 3,358 contract teachers in the Northern frontier and the construction of additional county office accommodation estimated at a cost of 183.6 million shillings.

 

During the resource sharing at the Sector Working Group, the commission said it was allocated Sh295.9 billion for recurrent expenditure against a projected requirement of 310.5 billion shillings.

 

On development expenditure, the allocation was 656.4 million against a projected requirement of 1.14 billion shillings.

 

With this capitation the commision says that the deployment shall run smoothly as we set in for the new Curriculum.

Junior secondary schools, which will start next year, will have their own school heads, deputy and senior teachers.

According to the Principal Secretary for State Department for Implementation of Curriculum Reforms, Professor Fatuma Chege, the schools will also be domiciled in secondary schools.

Prof. Chege said these following the confusion on where Grade 7, 8 and 9 will be placed next year as well as its management.

The confusion arose after the Basic Education Principal Secretary Julius Jwan said that the junior secondary classes will be domiciled both in secondary and primary schools.

Juan also said the current classes used by class 7 and 8 will be used to host Grade 7, 8 and 9 next year.

“Classrooms used by pupils of class seven and eight will remain vacant due to the introduction of the CBC. But the classrooms will not go to waste because they are public resources. Instead, they will be used by students of Junior secondary schools,” Jwan said.

However Prof. Chege clarified that if for any reason, a Junior Secondary School class will be accommodated in surplus classrooms in a primary school, that is merely accommodation, they do not belong to the primary school, they are domiciled in the secondary sub-sector.

She said the section will therefore have their own Board and that if the government so wishes to establish a Junior Secondary School using the available infrastructure in a primary school, then that primary school will be having a Junior Secondary School.

“Junior secondary school will be domiciled in secondary schools. There should be no confusion between domiciling, hosting or accommodating. If you are accommodated or hosted, you are a guest, but when you are domiciled, then you belong there legally,” said PS Fatuma Chege.

Prof. Chege who sought to clarify that the ongoing debate about the placement of the pioneer batch of Grade Six candidates under 2-6-3-3-3 curriculum to Junior Secondary Schools, stressed that as much as there are primary schools which will host Junior Secondary Schools, the management and the administration in such instances, will be independent from that of the primary school.

The PS was speaking at St. Maria Goretti Ruruguti Secondary School in Othaya, Nyeri County, where she commissioned the first complete classroom built under the Competence Based Curriculum project.

Already the Education Cabinet Secretary, George Magoha, announced a fresh 10-month training for teachers who will handle the upcoming Grade 7.

Speaking at Kapsabet Girls High School in Nandi County on Sunday, February 14, Magoha noted that the 10-month training will take place between the month of February and December.

A total of 60,000 teachers are targeted in the training. with over 120,000 primary school teachers already trained to handle Grade 6.

Last year the Teachers Service Commission (TSC) announced that it will train 60,000 secondary school teachers in April 2022 to handle junior secondary.

The Commission said it will also employ more teachers to handle junior secondary from the Sh15 billion additional budget it received for the 2022 – 2023 financial year.

Treasury Cabinet Secretary Ukur Yatani had allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh296.6 billion from Sh281.7 billion in the new financial year.

In a report, which was presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office, shows TSC has planned to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.

Magoha said three national examinations for Grade 6, Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) are ready for administration.

“Government is continuous and if I am not there, whoever will come to take over will find everything ready and our children will be safe. We are leaving everything in good state as far as our children welfare is concerned,” he said.

Magoha also said all the CBC classrooms will be ready by end of January 2023.

In 2023 the Competency Based Curriculum (CBC) will spill over to junior secondary. Junior secondary school will comprise of Grades 7, 8 and 9.

In 2023, pioneer learners under the new 2-6-3-3-3 CBC system will transition to junior secondary school after sitting the Grade Six national examinations.

However the CBC learners may suffer a major setbacks after public universities revealed that they are not ready to enroll them.

In an interview on NTV Tuesday night, February 16, University of Nairobi Vice Chancellor, Prof James Kiama, noted that the first lot of CBC learners will bare the brunt of the unpreparedness when they join university.

He opined that the introduction of CBC was a good idea and a cheaper system for learners but the preparation for universities in the country to accept the students is a major challenge.

Kiama explained that by drawing examples on the challenges that emanated from the 8-4-4 system, CBC learners will also face setbacks in their curriculum at the university level unless the government works with the institutions of higher learning to prepare early.

“It will be a little cheaper for students because the number of years has been reduced. We have to now look at the curriculum we are used to teaching for four years and five years, we have to cut down on that.

“They are coming in 2029, we have seven years to prepare but given the experience we had with the 8-4-4, we might have a little problem. The university community needs to start thinking about this.”

His sentiments were backed by Medina Halako who explained that the education sector had been highly affected by the pandemic and other factors.

She noted that these factors had disrupted CBC and the 7-year time frame is not enough to plan to receive the learners.

“At the moment, Universities don’t have a structure to receive the CBC lot when the time comes. We have 7 years to prepare,” Halako explained.

However, she expressed her support for the CBC education system noting that it was very beneficial to learners from marginalized areas.

“CBC came at the right time because we needed to tap talent from our children. It presented an opportunity for kids from marginalized communities learning under trees,” she stated.

TSC News Today indicate a major shift and in the planned Teacher Professional Development training scheduled to take place this April 2022.

This is after details emerged indicating that the parliament is opposed to the planned burdensome training  for all teachers owing to its high cost, time consuming and cumbersome nature.

This is a reprieve for TSC Employed teachers who have at last had someone to back them up. The Teachers Service Commission has exposed its dictatorial and insensitive nature. A few weeks ago, the TSC Boss had insensitively noted that teachers should either shape in or perish.

The above statement insinuates that the teachers can either adapt to the new changes and demands like the increased use of ICT, policy changes and the then ongoing TSC TPAD training or shape out.

The Teachers Service Commission has demonstrated some form of arrogance when it comes to matters touching on teachers welfare and training.

For instance, it is illegal to force teachers to undergo training and pay for it for a period of 30 years!

This means that a newly Employed TSC teacher will never have time off books!

Given the low salary paid to TSC teachers that does not obviously commensurate their indispensable and irreplaceable roles and responsibilities, teachers need extra time to scavenge for other business opportunities to help them manage their daily bills.

If TSC wants to fully engage teachers, then the Commission should pay teachers handsomely and make the teaching career more lucrative.

TPD Training Modules Aborted. What happen to teachers who had already paid?

All teachers employed by the Teachers service Commission were directed by the TSC CEO to enroll for TPD courses in the selected institutions of higher learning.

Following TSC’s move to implement the refresher courses to be done in modules, a number of Teachers had already registered ready to begin the modules in April.

Nevertheless, members of Parliament led by education committee chairperson Florence Mutua had to intervene to put the exercise to a halt until proper Public participation is carried out involving all Stakeholders.

According to the MPs, the government should fund the training instead of overburdening the already poorly paid teachers.

The move by the legislators has been received with jubilation among teachers across the country.

Reacting to the development on social media platforms, some who had already enrolled for the course took the opportunity to demand for a refund of the money they had already Paid.

Teachers were supposed to pay Ksh 6000 per year to be trained both online and in person during holidays.

The selected Institutions include mount Kenya university, Riara university, Kenyatta university and KICD.

It now remains to be seen whether the institutions will refund teachers who had expressed interest in pursuing the TPD.

In my opinion, they should just be refunded their money as the employer looks for Money to fund the exercise.

It is in the public domain that parliament has been ordered to scrap off some areas initially listed as hardship areas for teachers and other civil servants on grounds that the areas are no longer hardship having developed over the years.

This is after the World Bank noted that some of these areas are now easily accessible for they are dotted by all-weather roads. Besides, some of the hardship areas now have adequate water, electricity, security, and food hence providing a conducive working environment for government-employed workers.

What is a hardship area?

Change is an inevitable force and as times change, there are new factors such as insecurity which play a key role in determining areas listed by the Teachers Service Commission as hardship areas.

They are described as TSC hardship areas due to the rather strenuous working conditions that TSC employees such as teachers, education officers, quality assurance officers, county, and regional education directors are subjected to.

Some of the tough working conditions that they have to put up with include insecurity for instance in some parts of the North Eastern and Coastal regions, poor infrastructure, and poor social amenities.

What is a hardship allowance?

Due to these deplorable working conditions, the TSC is fair enough for the Commission has seen to it that employees deployed to hardship areas earn more pay due to the potential risk they are exposed to.

They, therefore, have extra packages such as risk allowance and transport allowance which gives them an upper hand when it comes to their monthly salaries compared to their counterparts working in “normal” areas.

In this article, we will provide a comprehensive list of counties and areas that are currently mapped out as hardship areas for teachers employed by the Teachers Service Commission, TSC in Kenya.

Conditions for Hardship Areas in Kenya; Selection Criteria

For an area to qualify as a hardship area, the region must meet the following minimum conditions:

  1. Lack of and/or Inadequate food
  2. Poor transport and communication channels
  3. Lack of and/or inadequate social amenities
  4. Life-threatening catastrophes such as insecurity
  5. Persistent harsh climatic conditions such as floods, landslides, and drought

KENYA UNION OF POST PRIMARY EDUCATION TEACHERS (KUPPET)

SUBMISSION TO THE NATIONAL ASSEMBLY COMMITTEE ON EDUCATION AND RESEARCH CONCERNING THE TSC ACT AMENDMENT BILL.

Short title Proposed amendments
1 Amend to include “after negotiations with
the Unions shall”
2. The Teachers Service Commission Act, in this Act referred to as the ‘Principal Act’ is amended in Section 11 by inserting the following new paragraph immediately after paragraph (f).
(fa) “in consultation with the Salaries and Remuneration Commission and after negotiation with the unions shall facilitate   payment   of   allowances   to   teachers   in   the
manner set out in the Fourth Schedule.”
2 3. The Principal Act is amended by inserting the following new Section immediately after Section 32.
32A. (1) The Commission may appoint a teacher in an acting capacity for a period of at least thirty days but not exceeding a period of six months.
After the six months, the teacher shall be confirmed substantively into the position.
3 Amend to include, “or acting allowance,
whichever is applicable”
(4)  A  teacher  appointed  in  an  acting  capacity  shall  be entitled  to  special  duty  allowance  or  acting  allowance,
whichever is applicable.
4 FOURTH SCHEDULE
(This part provides for allowances that may be granted to teachers in specified circumstances. The remunerative and    reimbursable    allowances    are    non-pensionable except   responsibility   allowance   if   earned   up   to   an

(e) Responsibility Allowance
(1) The Commission shall pay Responsibility Allowance to a head of institution, deputy head of institution and senior teacher who are appointed into positions of

(1) The Commission shall from time to time –
(a) pay special school allowance to a teacher who possesses skills in special education or who is teaching in a special school or integrated school.
Delete clause (2) (2) A teacher entitled to special school allowance shall claim the payment of the allowance in writing through
the head of institution.
Amend by inserting, “the rate of one month’s basic salary applicable at the teacher’s current salary scale” (h) Leave Allowance
The Commission shall pay an annual leave allowance to
teachers on its payroll at the rate of one month’s basic salary applicable at the teacher’s current Salary Scale.
Amend by inserting, “within one month of
the transfer”
(i) Transfer Allowance
The Commission shall –
(a) where at its discretion transfers a teacher from a sub- county   to   another   or   in   inter-county   transfer,   pay transfer allowance to the teacher within one month of the
transfer.
Amend to Insert new clause (j) Acting Allowance
The Commission shall from time to time pay an acting allowance     to     a     teacher     appointed     to     perform administrative duties for which the teacher qualifies but
has not been substantively appointed.
(k) Per Diem/Subsistence Allowance
Amend to Insert new clause The  Commission  shall  from  time  to  time  pay  a  daily subsistence or per diem to a teacher who is assigned to perform  an  official   duty   outside  the  teacher’s  work station  at  the  prevailing  rate  for  public  servants  as determined     by     the     Salaries     and     Remuneration
Commission.
Amend to Insert new clause (l) Risk Allowance
The  Commission  shall  from  time  to  time  pay  a  risk allowance  to  science  teachers  who  handle  laboratory chemicals in the course of their duties.
Amend to Insert (m) Post-Graduate Allowance
The Commission shall from time to time pay a post- graduate allowance to teachers who have attained
Master’s and PhD degrees while in service.

Justifications of the Proposed Amendments to the Teachers Service Commission Amendment (TSC) Bill, 2024

1. Ensures Fairness and Equity in Salary Determination

When salaries and allowances are determined through collective bargaining with teachers’ unions, it creates a more objective and predictable system and provides a legal protection for teachers. This process allows for transparent negotiations over compensation, leading to enforceable agreements that provide stability for educators and their families. It also helps reduce arbitrary or unilateral decisions by the employer, ensuring fairness and equity across the teaching workforce. Negotiations based on mutual interest encourage joint problem-solving, leading to agreements that address the needs of both parties.

2. Ensure equity in allowances.

Risk allowance clause into the bill is a justified and necessary measure to address the real and present risks faced by teachers. It will not only improve their welfare and job satisfaction but also enhance the overall quality and stability of the education sector. Teachers are exposed to hazardous materials and they require the compensation. Teachers with post-graduate qualification require a remuneration that suits there qualification.

Parliament has opened a can of worms after taking reappointed TSC boss Dr. Nancy Macharia to task on matters pertaining to the July 2021 anticipated salary for teachers.

The Members of Parliament are inarguably concerned that talks on the next CBA 2021-2025 that will prevent industrial action by teachers are yet to commence despite the fast approaching conclusion of the 2017-2021 CBA that will end in June 30.

Secondly, only two TSC commissioners have been on duty since March 19, seven have retired making it difficult to effectively deliver on their part.

MPs therefore demand to know who should shoulder the blame for delays in the 2021-2025 CBA salary negotiations and recruitment of new teachers to bridge biting teacher shortages in Kenyan schools.

Should they point fingers at the dysfunctional Teachers Service Commission (TSC)?

 

Lawmakers hard pressed TSC chief executive Dr. Nancy Macharia to explain to them whether lack of enough quorum that has rocked the commission will risk the welfare of teachers, including negotiations on a new Collective Bargaining Agreement (CBA).

According to the Members of Parliament, only two commissioners have been in office since March 19, as seven have retired.

The two are therefore incapacitated and unfit to make binding decisions as the nine-member commission is only considered legally constituted with at least half of the members.

To date, the Teachers Service Commission is yet to start negotiations with unions despite the fact that the 2017-2021 CBA ends on June 30.

Education committee chairperson Florence Mutua said without a quorum, the commission is unable to operate.

“Can the CEO explain why she did not notify the President when she realised that the commission lacks quorum to decide on teachers issues? How have they been operating?” Ms Mutua asked. Migori woman rep Pamela Odhiambo lamented the quorum hitch, saying, teachers’ issues are crucial.

“Some of the commissioners retired in 2019, why has it taken too long to pick their replacement?” Dr Odhiambo asked.

TSC is responsible for recruitment, promotion, disciplinary processes and reviewing the standards of education and training of teachers. However, Ms Macharia dismissed claims that lack of quorum had affected the functions of the commission.

Streamlining teaching profession

She said TSC has been focusing on implementing earlier decisions, adding, it is not within her purview to notify the President on retirement of commissioners.

TSC chairperson Lydia Nzomo retired last year while Commissioner Cleophas Tirop left in March 2019.

Commissioners Mbarak Twahir, Tache Bosa Gollo, Betreace Marembo Adu, Kinoti Manyara and Mr Albert Fred Ekirapa retired in March this year.

On Wednesday, the National Assembly approved the appointment of Dr Jamleck Muturi as chairperson and Mr Alfred Otieno Oyucho as a commissioner.

During his vetting, Dr Muturi pledged to work with the Ministry of Education, unions and other stakeholders to streamline the teaching profession and restore the commission’s relationships with unions.

The committee has also recommended that the House approves the nomination of Prof Fatuma Chege as the Principal Secretary for State department for the Implementation of Curriculum Reforms in the ministry.

Before her appointment Prof Chege was the Deputy Vice Chancellor in charge of Administration at the Kenyatta University.

WHAT GOES AROUND, COMES AROUND

Does the phrase “Learner Safety and Protection” mean something to you? If it does not, allow me to elaborate it briefly.

This is one of the key areas in Teacher Performance Appraisal and Professional Development, TPAD. This clause holds teachers responsible for learner safety and protection.

If you have been keenly following TSC News, you may have come across some cases of TSC employed teachers being deregistered or suspended from the service for failing to ensure learner safety and protection.

A good example is when students commit suicide. If the suicide is linked to a teacher in any way, then the tutor is in for big trouble including suspension from duty and/ or deregistration.

This is one of the offenses that could lead to a TSC interdiction or deregistration.

TSC in Trouble

I used the idiom “What goes around comes back around” to simply mean that the same trap that the TSC had set for teachers has caught up with the commission itself.

This is because the Teachers Service Commission has suffered a big blow after the Court of Appeal upheld Justice Mumbi Ngugi’s ruling that two minors defiled by a deputy’s head be compensated a total sum of Kshs 5 million.

The commission had moved to the court of appeal to protest against high court judge Justice Mumbi Ngugi’s ruling who had blamed the Commission for failing to safeguard the security of the two minors at school.

Court of Appeal judges Martha Koome, Fatuma Sichale, and Roselyn Nambuye, however, they turned down the appeal by TSC hence affirming Justice Mumbi’s grand ruling.

“As innocent victims, the minors are entitled to compensation for having been subjected to humiliation, shame, and pain that may have a lifelong effect on them. It is inconceivable how the minors in their tender years are made to carry that kind of burden of shame due to selfishness of a caregiver,” ruled the three judges.

Defiled

The two minors were defiled by Astarikoh Henry Amkoah, a deputy headteacher at Jamhuri Primary School (Nakuru County) on July 4, and 10 2020.

The unfortunate incidents occurred in the teacher’s house.

In her ruling, Justice Mumbi awarded the first victim Kshs 2 million and the second one who dropped out of school after the incident Kshs 3 million.

At the time of the incident, the victims were aged 12 and 13 respectively.

The money should be deposited in an interest-earning account in trust to enable the two to complete their studies and earn a sustainable living.

TSC Directs Teachers to Fill, Declare their income, assets and liabilities online by December 2021

2021 Wealth declaration; TSC news on online declaration of 2021-2023 income, assets and liabilities

Section 26 & 27 of the Public Officer Ethics Act (POEA) requires all public officers to declare their Income, Assets and Liabilities (IAL). All teachers are thus expected to fill an online Declaration form.

MODE OF DECLARATION

The Commission in 2017 Introduced an online Declaration Portal. This is the portal to be used for the declarations. Declarations can be made following the steps outlined in the DIALS Manual.

ACCESSING ONLINE PORTAL

The Declaration Form can be accessed on the Teachers Online Portal https://tsconline.tsc.go.ke/site/index Please note that you may also access this portal through a smart phone too.

INSTRUCTION MANUAL

A do-it-yourself instruction manual has also been provided and is available on the TSC website https://www.teachersonline.go.ke under the Downloads Icon, next to the Declaration link. One may also make the Declaration process by following the prompts in the form after logging in.

MONITORING OF THE DECLARATION

All Heads of Institutions are required to monitor the progress of the Declarations in their respective institutions and report all cases of non-Compliance as reflected in line with Part B in the Wealth Declaration Instruction Manual.

ADDITIONAL INFORMATION

(a) All teachers in employment of TSC are required to declare their Income, Assets & Liabilities. These include teachers on:

Leave (Of whatever kind)
Interdiction
Suspension
Sick leave
Authorized absence from duty
(b). Any teacher in TSC employment who fails to submit a Declaration or gives false or misleading information is liable to a fine of Kshs. 1,000,000 or imprisonment for a term not exceeding (1) one year or both upon conviction.
(c). It is mandatory for all teachers to have a personal working email address for setting, accessing and resetting individual passwords for the Declaration as applicable. A copy of the submitted Declaration will automatically be sent to the teacher’s email.
All sections of the Declaration must be filled. Incomplete Declaration Forms will be rejected by the system.

Teachers are encouraged to fill their Declarations in good time and not to forestall system congestion at the last minute.

STEP BY STEP GUIDE ON HOW TO FILL THE WEALTH DECLARATION FORM ONLINE

Visit the TSC online portal at;https://tsconline.tsc.go.ke/site/index
Enter your TSC Number and click on ‘NEXT’.
On the next window, enter your Password and press on ‘LOGIN’. N/B; In case you have forgotten your password then click on ‘FORGOT PASSWORD’ to reset it.
Click on the ‘WEALTH DECLARATION’ tab and from the drop down list select ‘BASIC INFO’ to start off.
Edit/ enter your data correctly and click on ‘NEXT’ when done; after entering your teaching subjects’ details.
The next window is the ‘Personal Declaration’ window.
Select ‘INCOME’ and this includes but not Limited to, Salary & Emoluments and Income from Investments. The period is from the previous statement date to the Current Statement Date; a period of 24 months. For initial declaration, the period is the year ending on the Statement Date. Remember to click on the ‘ADD/ SAVE INCOME’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
Next is Assets. This includes, but not Limited to Land, Buildings, Vehicles, Investments and Financial Obligations owed to the person for whom the statement is made. Remember to click on the ‘ADD/ SAVE ASSETS’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
Click on Next to declare your liabilities which include, but not Limited to Financial Obligations owed by the person submitting the statement; Bank loans, SACCO Loans, HELB Loans e.t.c. Remember to click on the ‘ADD/ SAVE LIABILITIES’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
Select the ‘NEXT’ button so as to input dependants’ details; spouse(s) and children under the age of 18 Years, if any. Enter dependant’s details and remember to click on ‘ADD/SAVE’ after entering each dependant’s information. Saved data will be displayed on the right side of your screen. When done, strike the ‘NEXT’ button
In the new window, enter any relevant information. If not available click on the ‘NEXT’ button to by-pass this step.
Witness; This is the final step. Enter the details of your Witness (Someone who knows you; it can be your relative or work mate).
You can preview your entries by clicking on ‘VIEW SUMMARY’ and make amendments where and when necessary. If satisfied with your entries, then press on ‘SUBMIT’. A copy of the declaration will be sent to your Email address.

The Teachers Service Commission has produced lists of shortlisted applicants for the 2021 TSC promotions interviews per county.

The lists indicate the names of successful applicants, TSC number, current work station, date, and venue of the interview among other key details. Our dedicated media team has so far been able to gather lists for various counties including Kwale, Kisii, and Nyamira.

The interviews will be carried out between February 8 and 19, 2021 at TSC County offices countrywide. The county interview committee shall be composed of: the county director (chairperson), host sub-county director (secretary), the county Human Resource Officer and all other sub-county directors from the county.

Teachers Service Commission TSC is set to train over 60,000 secondary school teachers to prepare them for Junior Secondary School.

Classes are slated to take place in March and April 2022.

The Commission has so far trained 120,000 primary school teachers to handle grade six learners next term.

The four-day-training which was organized by both TSC and the Kenya National Examinations Council (Knec) took place in December.

In 2023 the Competency Based Curriculum (CBC) will spill over to junior secondary. Junior secondary school will comprise of Grades 7, 8 and 9.

Pioneer learners under the new 2-6-3-3-3 CBC system will transition to junior secondary school after sitting the Grade Six national examinations.

The Kenya Institute of Curriculum Development (KICD) said curriculum designs from Grade One to Ten are ready.

Already the construction of the classes to accommodate the Grade 7, 8 and 9 is ongoing. Interior’s CS Fred Matiang’i said Chiefs will supervise the construction of 11,600 new classrooms in schools countrywide.

During the Mashujaa day celebrations in Kirinyaga, President Uhuru made the announcement that the government will set aside sh. 8 billion for constructing 10,000 junior secondary classes.

According to Education Cabinet Secretary George Magoha and Interior’s Fred Matiang’i, the classes to be constructed in the first phase will accommodate learners transiting from primary to junior secondary schools.

Dr Matiang’i said the classrooms will be ready to accommodate learners by 2023.

The government also allowed private schools to set up more classes to ease the transition of learners to junior secondary school.

Education CS George Magoha said the government does not have enough land, especially in the cities, to set up all the requisite facilities ahead of the transition.

He asked private schools to start establishing additional structures to aid in the transition.

“Nairobi, Mombasa and Kisumu do not have enough secondary schools. We encourage private schools with the capacity to set up more facilities,” he said.

The CS said the initial directive was that junior secondary schools are domiciled in secondary school compounds but lack of land appears to be preventing the transition efforts.

Over 8,000 school headteachers, resolved to push to have grades 7, 8, and 9 domiciled in primary schools, saying they had the capacity to oversee junior secondary.

The headteachers spoke during their Kepsha conference in Mombasa in December.

They said this would enable parents to participate in raising their children to tame cases of arson in secondary schools and improve education standards.

Last week, TSC dashed hope for thousands of primary school teachers who graduated with degree secondary option but with a C (plain) in KCSE.

The Commission said only teachers who scored a mean grade of C+ in the Kenya Certificate for Secondary Examination (KCSE) would be promoted to teach in secondary schools, even if they were degree holders.

This means it would not be possible for graduate P1 teachers with C (plain) in KCSE to be deployed to teach in junior secondary.

Addressing headteachers in Mombasa, TSC Deputy Director of Staffing Antonia Lentoijoni said although the qualification requirements were not popular with teachers, they would improve standards.

She said the bar was raised by the Commission to improve the quality of education, following new challenges emerging in society.

“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.

The decision now locks out teachers who scored C- or C and have degrees from going to teach in secondary school, despite a suggestion by Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade 7 and 8 in junior secondary school because several of them have masters degrees.

But the TSC insisted any teacher who wants to teach in secondary school must now have C+ and above, leaving those who got their degrees using diploma certificates in a dilemma.

Lentoijoni said teachers with the qualification that TSC had approved were the right kind of people who will ensure quality education to the children.

“These are the people with the ability to offer quality education for our children,” she said.

Recently Knec also issued a condition blocking parents from transferring learners once in Grade six.

According to Knec learners under the Competency-Based Curriculum will not be allowed to transfer schools upon reaching Grade 6.

A document by the Kenya National Examination Council (Knec) spells that under the CBC school transfers will only be admissible to learners in between Grade 1 and 5.

Upon reaching Grade 4 and 5, learners will be required to go to the sub-county director of education should they seek a transfer.

Learners will also need a special assessment number issued by KNEC when they finish Grade 3.

This number will be used to facilitate the assessment of the learners that begins in Grade 4.

The assessment number will be consistent throughout their education and will be used by KNEC in recording the learners’ assessment progress.

This means that should a learner opts to transfer from one school to the other, they will have to retain the assessment number.

Those seeking transfers under CBC at that level—Grade 4 and 5—assessment number will be used to facilitate the transfer process.

The school where the learner was, will receive the transfer request online and click Accept/decline button.

A learner will be transferred to the new school upon acceptance by the headteacher.

“Learners not in the KNEC system at Grade 4 and 5 can be registered by both the sub-county director of education and the headteacher,” the document reads.

Under CBC assessment will be in Grade 4, 5 and 6.

Under the new curriculum, transition from Grade 6 to junior high school will be based on a hybrid model involving a combination of CATs (Classroom Assessment Techniques) and KNEC tests.

Learners in the Competency-Based Curriculum will sit a final examination at the end of primary school, just like KCPE, but the test will not entirely decide their secondary school.

Learners will be required to take CATs at the end of Grades 4, 5 and 6 that will be part of the final mark the learners get at the end of primary school.

Each CAT will carry 20 per cent of the final mark. This means the three CATs will cumulatively account for 60 per cent of the final score.

The remaining 40 per cent will be from the Kenya National Examination Council exam to be issued administered the end of Grade 6.

Head teachers shall access the Competency Based Assessment through a KNEC portal: cba.knec.ac.ke using the school’s username and password.

At last, the government of Kenya has heard the cries and seen the plight of BOM teachers and subordinate staff in public schools.

Consequently, the government has pledged support to help them back to their feet after leading a dog’s life as the Nation put it in one of their headlines for the last four months.

If the latest statement by Zachary Kinuthia the education CAS is anything to go by, then these tutors and subordinate staff will start receiving stipends to shield them from the harsh economic realities steered by the covid 19 pandemic.

The teachers were rendered jobless after sudden closure of schools in mid-March this year to curb community spread of the novel Coronavirus.

Zachary Kinuthia’s statement on BOM teachers’ salaries

The latest statement by the education CAS offers a glimmer of hope to BOM teachers.

” As a government, we have heard their cries and seen their suffering. We have had media engagements highlighting their predicament. It is not that the government is insensitive. Monies that will be dispatched to school management boards will be used to help subordinates,” said Kinuthia.

He also acknowledged the fact that the affected teachers have appealed to the government through letters and phone calls several times.

“They have not been getting salaries for the last couple of months. We have been getting appeals through letters and phone calls. We have heard them cry,” added Kinuthia.

According to Kinuthia, BOM teachers will be paid by the CS himself or through the PS in charge of early learning and basic education Dr. Belio Kipsang.

” Although this one will be an announcement by the education CS and the PS,  I want to assure you that something will be done,” said Kinuthia.

TSC teachers’ salaries

On TSC Teachers’ salaries, the education CAS said that the government will continue paying them for the next six months until schools reopen.

This statement reinforces TSC head of communications boss Ms. Beatrice Wababu who earlier this month Sid that the TSC will continue paying teachers until schools reopen.

This statement however has not gone down well with some stakeholders who feel that teachers should not continue earning undeserved pay.

There were reports that some quarters had tried to force TSC Boss Dr. Nancy Macharia to either pay teachers subsistence only or find a way to Justin their pay for the next six months.

Schools reopening

Education CS Professor George Magoha is also currently facing undue pressure from the Senate education committee to reopen schools in September as earlier directed by President Uhuru Kenyatta.

Speaking on Tuesday, the Senate education committee said that the CS should rescind his earlier decision to open schools in January and consider a phased reopening of schools as of September.

The committee said that the phased reopening should give priority to candidate classes so that the learners can start preparing to sit for their national summative tests early.

(a) Following the advertisement for recruitment of teacher interns, Boards of Management are required to conduct the selection exercise for the advertised vacancy (ies) in their institutions.

(b) Applicants will be required to submit their applications to the Secretary Teachers Service Commission online through www.teacheronline.tsc.go.ke for the institution where a vacancy has been declared.
(c) The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics (CCE, 2015).
The TSC County Director or his/her representative will induct the panel members on the relevant sections of the Act and Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.
(d) The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19 pandemic.
(e) TSC County Director MUST ensure that venues for interviews are accessible to applicants with special needs.
(f) All applicants MUST be registered teachers as per Section 23(l) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.
(g) TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers.
(h) Applicants who apply for confirmation of results from KNEC should give the address of the TSC County Director of the County where they applied for recruitment. It is their responsibility to ensure that the results are received for consideration during the verification of the academic certificates.

(I) Upon invitation for interview, applicants shall be required to present the originals and clear copies of the following documents:-

i) National identification card;

ii) Certificate of Registration as a teacher;

iii) Diploma/Degree certificate and official transcripts;

iv) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

v) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

vi) Primary and Secondary School leaving certificates and other relevant testimonials;

vii) National Council of Persons with Disability (NCPWD) Card (where applicable);

viii) Sworn Affidavit where names appearing on the submitted documents differ;

ix) Proof of payment for the Statement of confirmation of results by KNEC (where applicable);

(m) The date, venue and time of the interview will be displayed at the Commission’s County, Sub-County, Zonal and Institutional offices.

(n) Heads of Institutions will communicate to all shortlisted applicants through SMS (Short Message Service) at least seven (7) days before the actual date of interview.

This MUST be strictly observed to ensure that all applicants are notified of the date, venue and time of the interview.
(o) All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.

(p) In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:

i) Applicants’ disability status;

ii) Length of stay since graduating as a teacher;

iii) Length of stay since registering as a teacher;

iv) Strength of academic and professional certificates presented.

N/B: If applicants tie at aggregate grades, subject grades shall be considered.
(q) The names of interviewed applicants ranked in order of performance in the selection process for each vacancy (Appendix iii) shall be submitted to the Commission by the TSC County Director together with duly signed copies of Internship Agreement and Offer of Internship letter.
(r) Applicants who were previously employed by the Commission are not eligible for the internship programme.
2.0. AUTHENTICITY OF ACADEMIC, PROFESSIONAL AND OTHER RELATED DOCUMENTS
Applicants must present original and legible photocopies of the following documents:-

i) National identification card;

ii) Certificate of Registration as a teacher;

iii) Diploma/Degree certificate and accompanying transcripts;

iv) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

v) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

vi) Proof of payment for the Statement of confirmation of results by KNEC (where applicable);

vii) Primary and Secondary School leaving certificates and other relevant testimonials;

viii) National Council of Persons with Disability (NCPWD) Card (where applicable);

ix) Sworn Affidavit where names appearing on the submitted documents differ.

NB : P r o v i s i on a l tr an s c r i p t (s) shall not be accepted.
(a) The selection panel shall verify that:-

(i) The applicant meets the requirements stipulated in the TSC advertisement;

(ii) All submitted original academic and professional certificates, as well as official transcripts are authentic.

(b) The Secretary, Board of Management shall certify photocopies of the certificates and confirm to the Sub-County Director that they are true copies of the candidate’s original academic and professional certificates.
(c) Once the interview process is completed, the results will be communicated to all applicants on the same day. Successful applicant(s) documents shall be forwarded to the TSC County Director’s office for further vetting before the signing of the Internship Agreement and issuance of Offer of Internship letter.

(d) It is the responsibility of the TSC County Director/Representative to ensure that the:-

(i) Exercise is fair and transparent;

(ii) Successful applicant(s) on the Merit List are invited to sign the Internship Agreement and issued with Offer of Internship letter.

(e) All the relevant documents shall be submitted to the TSC County Director’s office by the TSC Sub-County Director. The TSC County Director, upon verification and ensuring that all the requirements are met by the successful candidates, shall submit the recruitment documents to the TSC Headquarters within the stipulated timelines.
(h) Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or deregistered.

4.0 SELECTION CRITERIA
( a) The Secretary, Board of Management shall provide to the selection panel a system generated list of all applicants as received from the TSC County Director.
(b) The selection panel shall interview only those who meet the set criteria. The TSC County Director should note any inconsistency (ies), adhere to the guidelines and guide the applicants /selection panel and the Commission accordingly.
( c) Applicants shall appear in person before the selection panel. The selection panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))
NB. An applicant with special need related to hearing and/or speech shall be allowed the company ofasign language interpreter.
5 . 0 QUALIF I C A T I O N S
1. Graduate Teacher Interns
Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.

In addition, they must have:

(a) A Bachelor of Education Degree with two (2) teaching subjects.

(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.

(c) Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects.

(d) Bachelor of Science in Agricultural Education and Extension with two teaching subjects.

N B :
Applicants with the following qualifications are also eligible;

i) Bachelor of Education holders with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects at KCSE and have undertaken a Diploma in Education.

ii) Bachelor of Education holders with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects at KCSE and went through the A-Level system in the relevant area(s).

ii) Bachelor of Education holders with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects at KCSE and undertook a bridging/pre-university certificate course before December 315, 2015.

a Diploma in Education from a recognized Teacher Training Institution.

N B : a ) Diploma Teacher Interns who graduated in 2008 or before with a Mean Grade of C (Plain) and C (Plain) in the two teaching Subjects are eligible;
b ) Hearing and Visually impaired teachers who enrolled for training with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible.
3 . Technical Teacher Interns
Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or it; equivalent with at least C+ (Plus) (or Credit Pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘A’-Level.

In addition, they must have:

(a) Bachelor of Education Technology (Bed TECH); OR
(b) (i) Bachelor of Science (BSc) in any relevant technical Subject (s) /Course; or

(ii) Higher Diploma in a technical course; or

(iii) A Diploma in a technical course.

Further, applicants under category (b) above MUST possess a Diploma in Technical Teacher Education from Kenya Technical Trainers College (KTTC), previously known as Kenya Technical Teachers College or a Post Graduate Diploma in Education (PGDE) from a recognized University.
N B :

5) All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer Studies. For those who did not study Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus) in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.

Applicants who studied Home Science at secondary school level and have undertaken a course on any component of the secondary school Home Science curriculum (Clothing & Textiles, Foods & Beverages and Home Management) may be considered for the subject.
6) Graduate Teacher Interns should have studied a minimum of eight (8) course units in each teaching subject. In addition, the teachers must have studied Special Methods in their two teaching subjects of choice together with a minimum of three (3) months teaching practice.

7) Applicants presenting enhancement certificate(s)/official transcripts in teaching subject(s) from recognized institution(s) qualify for employment if they scored at least a C+ (Plus) in the enhanced subject at KCSE. In addition, there MUST be a proof of having taken units on teaching methods of the subject during the course. They MUST have also undertaken a minimum of three (3) months teaching practice in the enhanced subject.
8) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.

9) Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special Needs Education e.g. Biology/KSL and Geography/Braille.

6.0 VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR
The TSC County Directors should:-

i. Ensure that the Application for Employment Forms have all the attachment required;

ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines;

iii. Ensure that all documents are duly signed as required; including the score sheets, Minutes of the Selection Panels and Section C of the Application for Employment form confirming that the candidate qualifies/merits to be employed;

iv. Compile complaints received and submit appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS
The TSC County Director is required to hand over the following documents to the TSC Headquarters:

(a) Duly filled Application for Employment Form(s) together with

i) a copy of the acknowledgement of receipt of application for employment,

ii) certified copies of:

• National Identification Card;

• Certificate of Registration as a teacher;

• Academic certificates;

• Professional certificates and all official transcripts;

• Proof of payment for the Statement of confirmation of results by KNEC (where applicable);

• NCPWD Card (where applicable);

• Affidavits (where applicable);

• Bank plate;

• KRA PIN Certificate;

• NHIF Card.

• Certificate of good conduct/ Waiting slip for the certificate of good conduct;

• A copy of Personal Insurance Certificate.

iii) Two (2) passport size colour photographs in respect of successful candidate(s).

(b) A list of all interviewed applicants in order of merit for the advertised vacancies in (Appendix (Ill a);
(c) A copy of the system generate list of all applicants clearly showing those who failed to attend the interview (Appendix III b);
(d) List of applicants with special needs (Appendix VI);
(e) Duly signed Minutes of the School’s Selection Panel;

(f) A commitment letter duly signed by the applicant binding him/her to teach in the station for a minimum period of five (5) years, and three (3) years in the case of North Eastern Region;
(g) Completed selection score guide duly signed;

(h) Duly completed pay point particulars form;

8.0 COMPLAINTS
a) Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the selection process;
b) The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;
c) Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

9.0 IMPORTANT NOTES
(a) Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.

(b) Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

The key question this July within the realm of education is whether the Teachers Service Commission (TSC) has paid teachers’ salaries.

According to the latest TSC news hitting our news desk, TSC has indeed paid July salaries for both teachers and the secretariat. 

Yesterday, social media pages were dotted with white smoke, a coded message that can only get decoded by teachers showing that salaries had hit their accounts.

Unfortunately, there have been complaints on several KUPPET pages bordering on unwarranted deductions. Some teachers have accused their employer of deducting up to Shs 360 for NSSF yet it is in the public knowledge that all government workers were recently incorporated into a new pension scheme dubbed PSSS.

Now teachers are waiting with bated breath for their July 2023 payslips to confirm whether there were illegal deductions made on their July salaries. Below are some key facts about the newly introduced PSSS pension scheme.

Teachers, police, and other civil servants in Kenya are preparing for a 7.5% pay cut towards the newly established Public Service Superannuation Pension Scheme, PSSS set to be rolled out in January 2021 as announced by CS Ukur Yattani in August 2020.

 

WHAT IS A PENSION SCHEME?

A pension scheme is a well-planned retirement plan for a particular group of workers. Kenya’s new pension plan targets all employees in the formal sector who will be expected to contribute 7.5% of their monthly salaries.

Kenya’s new pension scheme is mandatory for all public service Commission, PSC employees, Teachers Service Commission (TSC) employees, the National Police Service Commission, NPCS employees, and any other employees that the cabinet secretary deems fit for the mandatory pension contributory scheme.

 

THE HISTORY OF THE NEW PUBLIC SERVICE SUPERANNUATION PENSION SCHEME, PSSS

Many public servants especially new employees do not however understand why or when the new pension scheme was hatched. They were taken aback after CS Yattani announced its rollout in January 2021.

The new pension scheme for civil servants in Kenya dates back to the year 2003. It was given a nod by the cabinet following concerns about the growing wage bill and its unsustainability.

In the year 2004, an actuarial study conducted revealed that the pension liability in Kenya had hit Ksh 271.2 billion, translating to 25% of the Gross Domestic Product, GDP at that time.

For the first time in 2007, the Kenyan government tried to introduce the new Public Service Superannuation Scheme, PSSS. The new scheme however faced a lot of resistance from various quarters.

A later study conducted in 2013 established a ballooned wage bill almost hitting the 1 trillion mark. To manage the ballooned wage bill, the government had to implement the new PSSS pension scheme.

It is now imminent however that the new pension scheme will be implemented after 13 years and it will be mandatory for civil servants aged 45 and below and for the newly employed ones.

 

HOW MUCH WILL TSC EMPLOYED TEACHERS IN KENYA CONTRIBUTE TO THE NEW PUBLIC SERVICE SUPERANNUATION SCHEME?

All employees aged 45 years and below will be required to pay 7.5% of their monthly salaries.

The new scheme targets more than 500, 000 civil servants

 

HOW DOES THE NEW PENSION SCHEME, PSSS WORK?

Over 530,000 civil servants,  police and teachers included, will in January have their take-home pay cut by 7.5 percent for they will start contributing towards their pension savings scheme.

 

The employees, attached to various ministries and State agencies will hence see a portion of their salaries sliced for onward remittance to the Public Service Superannuation Scheme (PSSS), soon to be created.

 

Membership to the scheme will be mandatory to all new entrants upon commencement of the Act and all employees aged below 45 as at the date,” said a Treasury brief on the fund.

 

“Employees aged 45 years and above will have an option to join the scheme by completing the Public Service Superannuation Scheme option form.”

 

Civil servants were initially to contribute two percent of their monthly salary to the scheme in the first year, five percent in the second, and 7.5 percent from the third year.

 

But the staggering has now been stopped, with workers expected to contribute the 7.5 percent of their pay in the first year, starting January.

 

The government will match the contributions with an amount equivalent to 15 percent of every workers’ monthly pay.

 

This will be equivalent to about Sh6.9 billion monthly contribution or Sh55.87 billion annually, turning pension expenditures to one of the largest budget items.

  1. Employees can transfer pension benefit credits from a former employee to another with a similar pension plan.
  2. Employees can access part of their benefits even before the mandatory retirement age, 60 years.

  5. Employees who remain in the Free Pension Act will be bound by the provision of the Pensions’ Act Cap 189.

The Teachers Service Commission (TSC) has provided clear instructions regarding the documents candidates must bring to teacher recruitment interviews.

To ensure a transparent and merit-based recruitment process, candidates are required to present both original and clear copies of specific documents for verification by the TSC.

Documents Required for Interviews

Shortlisted candidates for teacher recruitment interviews must bring several essential documents.

They need to present the originals and clear photocopies of their National Identification Card, TSC Certificate of Registration, and academic credentials, including degree or diploma certificates along with their official transcripts for each qualification listed in their application.

Additionally, candidates must show their Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) certificates.

The Teachers Service Commission had advertised a total of 10, 300 vacancies for teacher interns.

The recruitment guidelines for 2019/ 2020 FY and guidelines for TSC teacher internships will apply.

Once selected, the TSC intern is expected to sign an Internship Agreement with the TSC using a prescribed format.

TSC INTERNSHIP GUIDELINES

For effective implementation of the TSC internship Programme, the Commission will:

  1. Plan and budget for the internship programme.
  2. Declare Teacher Internship vacancies annually and advertise available vacancies through newspapers and the TSC online website.
  3. Follow any statutory guidelines and national policies on interns.
  4. Appoint supervisors and mentors to assist the interns acquire necessary skills in the teaching field.
  5. Pay teacher interns their stipend.
  6. Monitor and evaluate internship programmes in schools.
  7. Issue certificates to interns upon completion of Internship.
  8. Keep track of all teacher interns who have successfully completed the internship.

 

ROLES OF A SUPERVISOR

The supervisor is on the other hand expected to be accountable for:

  1. Creating an enabling environment for the success and development of interns.
  2. Assigning duties to interns.
  3. Appointing a mentor for the interns.
  4. Supervising work performance of interns.
  5. Appraising the interns.
  6. Setting performance targets for the intern- upon consultation of the intern and the mentor.
  7. Assigning space and equipment to the intern within the school.
  8. Preparing a written evaluation of the performance of the intern and organizing a meeting with the intern for effective feedback.
  9. Monitoring and evaluating the interns.
  10. Giving feedback to the Teachers Service Commission on termly and annual basis on the progress/ development of the intern’s performance and challenges experienced.
  11. Interns cannot be accepted as substitutes for teachers or represent the Commission or the host school in any official duty.

 

 

Kuppet asks TSC to transfer all the Litein Boys’ Teachers after violent strike

The Kenya Union of Post-Primary Education Teachers (KUPPET) is demanding the immediate transfer of teachers from Litein Boys’ High School following the recent student unrest that left staff traumatised and counting heavy losses.

Kericho Branch Executive Secretary Mary Rotich said the union will write to the Teachers Service Commission (TSC) to push for the redeployment of all teachers currently stationed at the school.

Teachers at Litein Boys have suffered immensely at the hands of students. Many are psychologically disturbed and cannot continue working in such an environment,” said Rotich.

Addressing the press in Kericho, Rotich revealed that teachers lost property worth millions of shillings during the chaos, dismissing claims by parents that there were no significant losses.

“It is wrong and insensitive for anyone to downplay what teachers went through. They lost valuable property and peace of mind,” she stated.

The union official further called for enhanced safety measures in schools, noting that cases of teachers being attacked or injured during student unrest are becoming increasingly common.

“Teachers’ safety must be prioritised. We cannot allow a situation where educators are exposed to violence while simply doing their jobs,” Rotich said.

Her remarks come a day after parents of students at Litein Boys’ High School, through lawyer Danstan Omari, filed a petition at the Kericho High Court disputing claims that teachers lost KSh 30 million during the incident.

The case, which has been certified as urgent, has been referred to Justice Joseph Sergon for directions.

Rotich, however, maintained that the welfare of teachers remains KUPPET’s top concern.

“We will not allow our members to continue working in fear. The TSC must act immediately and transfer them to safer environments,” she affirmed.
