Nairobi and Kajiado among the Most Preferred Counties by Teachers Seeking Transfers TSC Report Reveals

TSC News Today; The Teachers Service Commission (TSC) has revealed crucial statictics that may shape TSC recruitment and transfer trends in future. According to TSC Transfer List 2023, Nairobi County takes the lead in the Top 10 most preferred counties by teachers seeking transfers this year after receiving 1, 885 transfer requests. It was trailed by Kajiado County with 237 transfer requests.

Nationally, 36,277 teachers applied for transfers between November 1 last year and January 31 this year, according to data submitted by the commission to the Senate Committee on Education. Of these transfer requests, 14,733 were matched and approved while 21,544 are pending.

During the period, 1,885 teachers applied to be transferred to the capital city against 76 who requested to be transferred out of Nairobi. However, only 41 of the requests out of 1,162 to primary schools and four to secondary schools out of 723 had been approved by the end of January.

During the same period, 45 primary school teachers left the capital while only one secondary school teacher left. The highest number of primary school teachers (1,336) applied to be transferred to Bungoma County but also 1,074 others want to be transferred out of the county.

The deal to reverse the delocalisation policy is contained in principle in the non-monetary collective bargaining agreement (CBA) teachers unions signed with the TSC. The issue also became a campaign topic with the Kenya Kwanza Alliance promising to abolish it once they took power.

The transfer of teachers who were considered to have “over-stayed” at the same work station started in 2018 and saw thousands of teachers transferred, drawing condemnation by teachers unions, who claimed the policy had disrupted teachers’ lives.

Kajiado County also emerged as one of the most preferred counties after receiving 237 transfer requests for teachers in secondary schools against 94 who requested to be transfer out of the county. For primary school teachers, 486 applied to work in the county against 434 who asked to be taken elsewhere.

“The transfer of teachers from one institution to another is based on the need for equitable distribution and optimal utilisation of teachers, availability of vacancies in the station, the need for replacement, existing staffing norms and medical grounds certified by a registered medical practitioner,” reads the document signed by Mr Cavin Anyuor, the director for legal, labour and industrial relations, on behalf of CEO Nancy Macharia.

The document was in response to questions on delocalisation by Embu Senator Alexander Mundigi who demanded to know the breakdown of the teachers transferred in and out of Embu County. TSC data showed1,157 teachers applied to be deployed in the county while 357 others wanted to work elsewhere. Of these, 229 have already left the county and 244 others brought in. Other requests are pending approval. Ms Macharia further explained that, before approving a transfer, the commission ensures that the station a teacher is leaving has a suitable replacement and that there is a vacancy in the preferred station.

The Kenya Union of Post Primary Education Teachers, KUPPET has pointed a finger at outgoing CS for Education Professor George Magoha whose tenure will come to an end this August over his recent remarks that teachers will not get a penny in the name of salary increment since the government has already invested too much in the education sector.

His remarks have not only incensed teachers but also KUPPET officials who are now up in arms having discovered where the buck stops.

The fact is that much as CS Magoha is not directly involved in determining whether TSC teachers should be given a pay rise, his remarks do matter since they can be used to shape opinions and make final decisions.

Magoha was recorded n Thursday giving unsolicited advice purporting that there is no room for salary increment for teachers in the already “squeezed” government budget.

” The government is already spending 25.9% on education, although I am not in the salary docket, the 60% teachers are asking for is unreasonable,” he remarked.

Teachers’ Salaries 2022-2023; Magoha’s Unsolicited Advice

KUPPET secretary general Akelo Misori has now termed Magoha’s remarks unnecessary and uncalled for pegging the 60% pay rise on the skyrocketing cost of living.

“According to the Minister, teachers are being unreasonable in demanding their share of relief from economic effects that have pushed the teachers to the end of the tether,” said Misori.

He further said that teachers’ salary increment is an indispensable aspect of the country’s economic planning.

Since January, both KUPPET and KNUT have been pushing for a renegotiated CBA 2021-2025 that may see teachers gain monetary benefits technically referred to as pay rises or salary increments.

“Not only have teachers’ income been eroded by high inflation over the years, but they do also deserve salary reviews under the 2021-2025 Public Sector Review Cycle which they were denied last year owing to the biting effects of the Covid-19 pandemic,” Misori added.

Details of the 60 percent KNUT pay rise

Teachers are demanding a 60 per cent salary increase, which they want implemented immediately.

Knut secretary general Collins Oyuu said the high cost of living has pushed for a rethink of teachers’ salaries.

“We have commenced a structured negotiation with the employer to see to it that a 60 percent salary rise is awarded to teachers,” Oyuu said.

Oyuu spoke during a press conference at Knut’s head office in Nairobi.

He called for a review of the 2021-25 collective bargaining agreement, which was signed with non-monetary benefits.

“The human resource benefits are both to the teacher, the employer, and everyone in this profession,” Oyuu said.

The 2021-25 CBA had non-monetary benefits including extended paid maternity leave for female teachers and introduced paternity leave for male teachers.

However, Oyuu said it’s high time the Salaries and Remuneration Commission considers increasing teachers’ salaries.

“The inflation rate at the moment does not allow us to continue having boardroom meetings with our employer. The economic times are extremely harsh,” he said.

Oyuu said these demands formed part of the discussions held between TSC and Knut from July 7 to July 9.

The official promised that the union and TSC have a formidable relationship going forward but said this will not hinder the union from fighting for teachers’ rights.

“This time around we have put it squarely and barely that teachers have an irreducible minimum demand. Teachers want money and not stories,” he said.

Knut also wants TSC to address the issue of payments for the Teachers’ Professional Development which are footed by the teachers.

Oyuu said TPD is a good idea that will help teachers, but faulted TSC for failing to sensitize teachers about the programme.

“We however discovered that TSC did not invest in sensitizing teachers on its need, usefulness, involvement, and its benefit, and that’s why it was met with resistance,” he said.

Teachers are supposed to pay Sh6,000 for TPD, which Oyuu said should be catered to by the government.

TPD seeks to help teachers renew their professional certificates every five years.

“The union in its intervention canvassed to have the National Assembly appropriate Sh4.5 billion for the purpose of purchasing modules in TPD, this money was availed,” Oyuu said.

Teachers are required to undertake in-service professional training lasting five years and get their certificates renewed.

The professional development will run for 30 years and has six modules each lasting five years.

TEACHER PROFESSIONAL DEVELOPMENT (TPD) FRAMEWORK AND ROLL OUT OF STRUCTURED TPD IN KENYA

BACKGROUND

● Teacher Professional development are either formal or informal activities that registered teachers undertake in order to continuously improve their pedagogical skills, management skills and learner outcomes.

● Teachers in Kenya have been involved in TPD for many years. But the TPD programmes had some shortcomings.

Common shortcomings with existing TPD Programmes (2016)

✔ The programs do not address individual teacher’s performance gaps.

✔ The programs do not provide equal opportunity to all teachers

✔ The programs are not compulsory nor continuous

✔ The programs do not offer any motivation for continuous learning.

Why the shift

21st century demand: Learners in the 21st century are confronted with increasingly complex social cultural, economic, technological, and global challenges; teachers therefore must prepare learners who possess sophisticated, diversified, and complementary competencies that will enable them to navigate through these challenges.

Global trend: Most European countries, America, Australia and some African countries have developed comprehensive TPD programme.

Conceptualization of TPD in Kenya

Teachers just like with other professionals, participate in professional development to learn and apply new knowledge and skills that will improve their competence and leadership capacity through structured programmes developed by a regulator.

TPD in Kenya is established as a coordinated and structured professional development by TSC.

All TPD programmes organized by the Commission or by accredited service providers will be based on the Kenya Professional Teaching Standards (KePTS), a set of competency standards that describe what a Kenyan teacher should know and be able to do for improved learning outcomes.

Learning activities in TPD will be delivered through prescribed modules developed by the commission.

Kenya Professional Teaching Standards

• Standard 1: Teacher Promotes Professionalism throughout their Career

• Standard 2: Teacher has Pedagogical Content Knowledge and understanding of competency based Curriculum and how to implement it.

• Standard 3: Teacher has knowledge on assessment and reporting

• Standard 4: Teacher Knows how to Create and Support Inclusive Education Practices

• Standard 5: Teacher knows and promotes comprehensive school health and safety

• Standard 6: Teacher has knowledge of financial literacy skills

• Standard 7: Teacher knows and practices instructional leadership.

DESIGN AND STRUCTURE OF TPD

The TPD program is structured into six (6) sequential levels corresponding to competency level of the teachers. Each level has a corresponding TPD Module.

It will take a teacher 5 years to complete one module for a particular level.

A module is organized in 5 chapters and covers all the the seven KePTS standards.

TPD Service providers will deliver each module on behalf of TSC.

Teachers are expected to enroll and undertake a TPD programme on face to face session once a year during a school holiday.

During the other two school holidays, teachers will undertake TPD through online.

Assessment of TPD

TPD activities will be evaluated based on authentic assessment which will include :

• Renewal of Teaching Certificate.

RENEWAL OF TEACHING CERTIFICATE

For renewal of the teaching certificate, a teacher must have completed 5 chapters of a module and provide documentary evidence of having successfully completion.

Upon commencement of the TPD Programme, all serving teachers will be required to acquire Teaching Certificate renewable every 5 years, while the subsequent applicants for Certificate of Registration will be issued with both certificates.

Accreditation of TPD Service Providers

TPD service providers must be recognized and registered with the Commission to offer services which must address the 7 KePTS

The Commission will accredit various categories of TPD service providers as follows:

Category 1: Government institutions mandated to capacity teachers: Will align to at least one of the seven KePTS

Category 2: Non government organizations in partnership with the Commission. Will align to at least one of the seven KePTS

Category 3: Organizations selected through competitive tendering system. Will use the Commission’s prescribed modules with all the seven standards.

Funding of TPD programmes based on the prescribed modules

Direct costs: Individual teachers will pay the service providers a capacity building fee.

Indirect costs: The Commission will meet the indirect costs like monitoring of the programme.

MONITORING, EVALUATION AND REPORTING OF TEACHER PROFESSIONAL DEVELOPMENT

The Commission shall undertake continuous monitoring and evaluation of TPD programme to quality assure, offer professional support and give feedback on the training programmes.

READINESS FOR THE ROLL OUT OF TPD

The following activities have been carried out in preparation for the national rollout

• Four TPD service providers have been identified and accredited

• At least 30 facilitators from each of the TPD service providers have been trained on how to facilitate sessions based on prescribed modules

• Online delivery of TPD introductory module was piloted in June, 2020

• The Commission has signed contracts with the TPD service providers.

• Offer refresher capacity building of the TPD service providers facilitators (scheduled for Monday, 20th September, 2021)

TSC BOSS DR NANCY MACHARIA SEEKS TO TERMINATE KNUT RECOGNITION AGREEMENT

NO MORE AGREEMENT

The Teachers Service Commission has issued an official notice to terminate its agreement with the embattled Kenya National Union of Teachers, KNUT.

Through a letter to KNUT dated 4th November, the TSC Boss Dr Nancy Macharia said that the agreement signed 51 years ago will be watered down on grounds that the union’s membership is currently way below the required number.

According to Citizen Digital News, the Commission issued a two-months- notice to KNUT following the provisions of Clause 2 of the Recognition Agreement between the Teachers Service Commission and KNUT.

The Recognition Agreement which the TSC seeks to revoke was established on 15th May 1968.

The reason behind TSC’s action is that the union does not have the simple majority of unionisable employees according to the TSC employment as at 4th November 2019.

If the commission dissolves the agreement then the union will no longer bargain on behalf of teachers.

In the notice, the Commission also says it has written to the National Labour Board to terminate the agreement.

This sparks a new wave of emotions especially given that the Commission last week formally terminated KNUT Secretary General-Wilson Sossion’s contract as a teacher.

Through a Gazette notice by the TSC dated 29th October 2019, Wilson Sossion was further blacklisted meaning he cannot teach in any school, whether public or private.

The Teachers Service Commission, TSC is mourning the loss of their former mouthpiece Kihumba Kamotho. Preliminary details indicate that the afore-mentioned passed on while receiving treatment at the Mater Hospital following an unconfirmed illness.

He leaves behind a legacy having served the Commission during turbulent times. Teachers have been taken aback by this latest development given that he just exited service giving the baton to Ms. Beatruce Wababu.

Ms. Wababu obviously seems to be fairing on well having streamlined communication between teachers and their employer. Since assuming office, there has been active communication between the Commission and its employers.

Kihumba will be remembered for his stinging remarks that left teachers demoralized and humiliated most of the time. May his soul rest in eternal peace.

The teachers are drawn from all over the country.

“I wish to state that the process of identifying the teachers to be rewarded today has been done in strict conformity to the TSC Performance Recognition, Reward and Sanction Policy Framework. All the 31 teachers will be feted based on the rewards system outlined in this TSC policy – which stresses on meritocracy and detailed due diligence in recognizing staff.” Said TSC Boss Dr. Nancy Macharia during the celebrations of this year’s World Teachers Day.

“I wish to state that we are not in any way suggesting that the 31 teachers are the only remarkable teachers we have in the practice. In fact, this number is just the tip of the ice berg. The Teachers Service Commission announced additional, replacement and deployment teaching vacancies for both primary and secondary school teachers.

Following the advertisement of TSC Teaching posts in September 2020, interested candidates already applied for the positions before September 14,  2020.

According to the official TSC recruitment schedule for September 2020 teaching vacancies, the sensitization of TSC regional directors took place on September 8, 2020.

Online applications were closed by September 14, 2020, after which TSC will generate applicants’ merit lists and send them to various counties.

Respective counties will then come up with their customized recruitment schedules entailing interview dates, and venues.

TSC Promotions 2022-2023; Will TSC use TPD to promote Teachers?

Having declared a total of 1,025 promotional vacancies for teachers seeking headship positions both in primary and secondary schools in Kenya, all eyes are now trained on the Teachers Service Commission (TSC) to see whether it will review TSC Promotions Guidelines 2022-2023 to incorporate the newly introduced Teacher Professional Development, TPD modules which most teachers have shunned. The buck now stops with the teachers’ employer, TSC, to determine the best selection criteria to use to promote teachers this year. However, TSC may not demand evidence of TPD compliance during TSC promotions interviews 2022-2023 since the Commission is yet to pay for the TPD modules as suggested by members of parliament.

TSC Declares 1,025 Promotions for Teachers 

The Teachers Service Commission (TSC) has advertised 1,025 promotional vacancies for qualified teachers who will be elevated to head various primary and secondary schools after undergoing the mandatory TSC selection process starting in July. Since the available TSC promotional slots are a drop in the ocean given the high number of eligible teachers currently serving in Grades C3, C4, D3, and D4 willing to rise the ladder and fill the limited TSC promotions vacancies advertised, the selection process will be laden with cut-throat competition.

Kindly note that the available TSC promotions vacancies will not be automatically filled. The Teachers Service Commission will only select eligible teachers-those who have applied for TSC promotions in 2022 and have met the following conditions;

Must be a Kenyan Citizen.

Must be serving under the Career Progression Guidelines, CPGs.

Must have served for at least three years in their current appointment/ grades.

Must possess a clearance certificate from CRB.

Must have paid their HELB loan in full.

The Teachers Service Commission (TSC) will delay payment for hardship allowance in some of the recently listed areas.

Hardship allowance was introduced as an incentive to teachers and other public officers working in remote areas to compensate for lack of amenities, infrastructure and a challenging environment.

Some of the areas the Teachers Service Commission considers are those that lack access to food, adequate transport and communication, have limited access to social amenities as well as face harsh climate and insecurity.

TSC and three teachers unions which represented primary school teachers, post primary school teachers and teachers working in special schools agreed in a deal that led to signing of a Collective Bargaining Agreement (CBA) 2021 – 2025.

In the agreement TSC together with Knut (Kenya National Union of Teachers), Kuppet (Kenya Union of Post Primary Education Teachers) and Kusnet (Kenya Union of Special Need Education Teachers) eighteen areas were listed as the new official hardship areas.

TSC also said it will endeavor to promote members serving in ASAL (Arid Semi Arid Lands) and hard to staff areas holding administrative positions progressively until they attain grades that are commensurate to their respective positions.

The official ASAL and Hard to staff areas approved and included in the CBA are;

1) Baringo North; Tiaty East, Tiaty West and Marigat sub-counties in Baringo County.

2) Garissa County

3) Suba and Mbita sub-counties in Homa Bay County

4) Isiolo County

5) Mashuuru, Loitoktok and Kajiado West sub-counties in Kajiado County

6) Kwale County

7) Magarini and Ganze in Kilifi County

8) Lamu County

9) Mandera County

10) Marsabit County

11)Mumoni, Mutito North and Tseikuru sub-counties in Kitui County

12) Narok South and Narok North sub-counties in Narok County

13) Samburu County

14) Taita Taveta County

15) Tana River County

16) Turkana County

17) Wajir County

18) West Pokot County

TSC scrapped off payment of hardship allowance in some Counties. These Counties include Nyandarua, Nandi, Nakuru, Kisumu, Kajiado, Busia, Kitui, Kericho and Makueni.

Last year the World Bank asked Kenya to scrap hardship allowance to save Sh 3 billion as part of cost-cutting measures to return the country on track after increased spending during the coronavirus pandemic.

The Bretton Woods institution argued that public officers enjoying the hefty allowances work in areas categorized as hardship decades ago, but have since developed and no longer qualify for the tag.

“The review of hardship zones is needed as several regions have developed their infrastructure and social amenities over the last two decades and are no longer classified hardship areas,” the World Bank report on Kenya Public Expenditure Review reads.

However teachers working in areas that have been listed as hardship areas and were previously not enjoying the hardship allowance will have to wait longer for its implementation.

This is because of incomplete country wide data collection exercise. The exercise involves a country-wide data collection exercise by the Inter-Agency Technical Committee comprising of officers from Ministry of Public Service and Gender, Ministry of Interior and Coordination of National Government, Ministry of Education, The National Treasury and Planning, Public Service Commission, Teachers Service Commission, Kenya National Bureau of Statistics, Council of Governors, Commission on Revenue Allocation, Salaries and Remuneration Commission and The Judiciary.

The Technical Committee undertook phase I of the exercise during the 2020/2021 financial year.

However, owing to financial constraints, phase II of the exercise could not be undertaken to finalize the exercise in the same year. The exercise is scheduled to start from 5th to 17th September, 2021.

The former Knut Secretary General Wilson Sossion appears to be at the forefront seeking to split the commission and give teachers another commission. In his proposal, Sossion said that the teachers’ service commission should be split, teachers be given a new paymaster.

 

 

 

According, to Wilson Sossion, TSC will be left to deal with employment and discipline cases.

 

Sossion seeks to base his argument on what is taking place in the police sector. This sector has the national police service and IPOA.

 

 

 

The disappointed Wilson Sossion said that the commission s trespassing their duties. With a lot of concern, Sossion noted that the commission is punishing and demeaning teachers instead of protecting their interests.

 

He further said that the commission is up and down to ensure that all teachers remain poor and submissive to society.

 

Wilson Sossion also accused the teacher service commission of failure to remunerate teachers and protect their payslips just as other professions do. This has killed the morale of teachers across the country.

 

Sossion argues the commission has been given more power than even the ministry of education which should not be the case.

 

According to Sossion, this power given to the teacher service commission has proved to be very dangerous to the life of a teacher. He says they have been standing on the way to give directives to the Salaries and Remuneration Commission, SRC. Even at a point when SRC feels that teachers should be paid well, the commission stands against and rejects the offer.

 

 

 

Teachers have received this move with jubilation having hopes that it will bear fruits. If the petition succeeds and is put into law then TSC will have to work in partnership with another commission for purposes of consultation before any action is taken.

This explains why sometimes the Teachers Service Commission will only advertise a few Promotion vacancies depending on how much has been set aside from the exchequer.

TSC Promotions Vacancies also depend on the agreed Collective Bargaining Agreement, CBA signed by both TSC and Teachers’ Unions.

The Commission will therefore advertise Promotions openings for teachers as agreed in the current Collective Bargaining Agreement, CBA aimed at shielding the Academic calendar from possible negative outcomes attributed to industrial action.

Application for TSC Promotions

There are two categories of TSC Teachers’ Promotions- Common Cadre and Competitive Promotions.

Unlike Common cadre TSC Promotions whereby teachers get automatically upgraded to the next level upon serving for a given period of time.

For instance, a secondary school teacher with a bachelor’s degree will automatically get promoted to C3 which is a common cadre  for Secondary school teachers who have served in grade C2 for 3 years.

Teachers seeking advertised TSC Promotions usually filled on a competitive basis through Interviews conducted by TSC selection panels at various counties where there are promotion openings however must apply online and attach the relevant documents listed by the Commission.

 

List of Shortlisted Teachers for TSC Promotions per County

To ensure regional balance, the Teachers Service Commission will then select and shortlist qualified and Interested teacher to fill the Advertised vacancies per county.

Kindly note that teachers cannot apply for TSC Promotions vacancies outside their counties.

If a teacher is currently working in Kisii County for instance, s/he can only apply for TSC Promotions within Kisii County.

Another point to note is the fact that getting shortlisted to attend TSC Promotions Interviews is not an indication of successfully being appointed to a higher grade.

Shortlisted Teachers include everyone who has met the Minimum Requirements for TSC Promotions as provided for in the current TSC Promotions Guidelines.

Lists of shortlisted candidates for TSC Promotions are usually dispatched to the respective TSC county offices in preparation for TSC Promotions Interviews.

 

Decentralization of Teachers’ Promotions

Unlike in the past, where TSC Selection panels were drawn from the head quarters in Nairobi,  panelists are currently drawn from the counties and regions.

This follows the decentralization of TSC teachers’ Promotions to Regions and Counties.

TSC Appointment Letters for Successfully Promoted Teachers

Upon successful Interviews, the Teachers Service Commission will process Interview Results for all the counties where Promotion vacancies were advertised.

The next step is to release Promotion Interview Results via an official Circular before finally sending the letters addressed to all shortlisted applicants through official communication channels.

Kindly note that receiving a letter  following a TSC Promotion does not necessarily mean that you have been promoted to the next grade by TSC.

Some teachers will receive congratulatory TSC Promotion Letters indicating that they have been upgraded.

The aforementioned Letters will indicate the Teachers’ new salary scales, effective date- latest appointment date, new salary per annum and the new grade appointed to.

Unfortunately, the remaining will receive regret letters showing that the teacher in question has not been successfully appointed to the next higher grade.

On Monday, December 2 2019 KNUT vowed to fight the planned transfers which will be implemented before the official opening of schools in January 2020.

TSC MASSIVE TRANSFERS OF SCHOOL HEADS

The Teachers Service Commission has already compiled a list of principals and primary school headteachers who are likely to be transferred to work away from their home counties.

Details from this year’s heads’ meeting in Mombasa indicate that the TSC began compiling the list in June 2019.

SOSSION ON DELOCALIZATION: TEACHING IS AN ETHICAL AND CULTURAL PROCESS

Yesterday, KNUT Secretary General Mr Wilson Sossion strongly opposed the planned delocalization of school administrators saying that teaching is an ethical and cultural process hence the decision to move teachers was completely misguided.

He further added that the Teachers Service Commission cannot solve a political problem in Kenya, that is tribalism through teachers.

Session said that delocalization was a retrogressive policy which has made several teachers resign from the commission and others deserting their duties.

Sossion further urged the Commission to have teachers from within the community to take up leadership positions in schools within their home counties since they better understand the local language and culture especially now that the Competence-Based Curriculum has been rolled out.

DELOCALIZATION

The delocalization of TSC teachers begun in January 2018 with the highest number of transfers being witnessed in April and August 2018. This led to a lot of disruptions given that the academic year was not yet over.

The TSC this year however plans to conduct the delocalization in December to avoid disruptions.

TSC BOSS DR NANCY MACHARIA ON DELOCALIZATION

The Teachers Service Commission Boss Dr Nancy Macharia who is set to address the heads today has defended the delocalization policy saying it will improve efficiency and effective administration of Kenyan public schools.

She further added that heads cannot serve in their home Counties or one school for more than 9 years.

According to the delocalization policy, deputy heads will also not be spared.

Deputy headteachers or deputy principals who have served in the same institution for over 6 years will also be transferred.

TEACHERS WHO ARE EXEMPTED FROM DELOCALIZATION

According to the Teachers Service Commission, only teachers with chronic illnesses or those aged 56 and above will be spared.

The Government is also in support of the delocalization policy since it will eventually address the shortage of teachers in some parts of the country especially hardship areas.

NO DELOCALIZATION
Dr Nancy Macharia, the TSC Chief Executive Officer, has confirmed that teachers with medical conditions will not be affected by the delocalization process.

Teachers who have attained the age of 56 years will also be spared.

According to private sources, the TSC is finalizing the transfer letters for the heads who have been affected by the exercise.

The letters will be dispatched in late November or early December.

THE RATIONALE BEHIND THE DELOCALIZATION PROCESS
According to the TSC, delocalization is being undertaken due to the following reasons:

1. To fill the slots of principals and heads who have attained the mandatory retirement age. This means deputy principals and deputy heads with the required qualifications and outstanding performance will be promoted and transferred to their new stations of work. Some principals have also been transferred to fill the vacancies left to better performance and utilize the experience they have garnered in their new work stations.

2. To strengthen management in some learning institutions as per the recommendations of the standards and assessment reports.

3. To implement the policy which regulates the appointment of institutional administrators. According to the policy, administrators who have served for too long should be transferred to enable the new work stations tap into their wide experience.

NEW DELOCALIZATION DATES
The Teachers Service Commission in April transferred few school administrators to avoid disruption of curriculum implementation.

The Commission now prefers delocalizing Administrators in December as opposed to August and April to facilitate a smooth transition and reduce disruptions.

KAKAMEGA PRIMARY SCHOOL STAMPEDE REPORT IS OUT; EDUCATION NEWS

Kakamega Primary School stampede probe report is finally out. The investigations into the unfortunate event that claimed the lives of 14 pupils have indicated that teachers were not responsible for whatever happened.

The results of the investigation have also ruled out reports that church cults and ghosts may have been caused the accident.

In fact, the teachers were the first ones to respond to the sound of the alarm.

“Upon the sound of the alarm, teachers were the first to rescue the pupils who had stumbled on each other and were trapped in the building,” reads part of the report.

This report is a relief to teachers who had been accused of negligence, a key offense listed in the TSC Act that can lead to the suspension and/ or dismissal of TSC-Employed teachers.

NO CRIMINAL ACT

According to the police, the Kakamega Primary School stampede was an accident and no crime was committed.

“There is no clear criminal act that has been committed that is evident, no persons have been mentioned in connection with the stampede as well. This was an unfortunate event,” said the report.

The report also exonerated some churches that had holding services at the school from suspected cultism.

PROTESTS

Parents had grown impatient over the delayed release of the report. This prompted the CS Education Professor George Magoha who recently paid a visit to the tragic site to urge them to bury the past and focus on more important issues affecting the institution.

These sentiments sparked uproar and protests from parents especially those who lost their children in the tragedy.

“A lot is being peddled on social media regarding what happened. We should not allow politicians to cheat us with what they think; let us learn from past mistakes and wait for the report,” said the CS.

The much-anticipated report comes four months since the incident happened. Parents at the school have however criticized the report for failing to capture fine details of what could have happened.

Meanwhile, the Kenya National Union of Teachers, KNUT Secretary General Wilson Sossion has pushed for a special committee to look into the status of public schools, infrastructure.

The Teachers Service Commission (TSC) has assigned 242,406 teachers national exam supervision and marking duties.

 

Speaking at an inter-ministerial address at the Kenya School of Government on Friday, February 18, TSC boss Nancy Macharia said the teachers will be presented to the Kenya National Examinations Council (KNEC) to serve as invigilators, supervisors, centre managers and examiners.

 

 

 

“Only the best cream of teachers, those who do not have any known disciplinary issues, have been identified as part of the Commission’s determination to guarantee integrity in examination administration,” she said.

 

“However, the Commission has excluded all female teachers who will be serving their maternity leave during the examination period to ensure they attend to their infants without disruption,” she added.

 

The CEO also announced the recalling of all TSC field officers on leave, starting Monday, February 21 “to ensure there are no gaps in service”.

 

 

 

“As a result, we will be cancelling all annual leave and field activities for all sub-county, county and regional officers during the examination period,” said Macharia.

 

 

 

The TSC chief announced that 100 per cent of teachers in primary and secondary schools countrywide have been vaccinated against Covid-19.

 

On CBC, Macharia said 229,292 teachers have so far been trained on implementation of the curriculum ahead of Grade Six roll-out.

 

“Further training will be conducted in April [2022] as part of the deliberate plan to train all teachers,” she said.

 

KNEC chief executive officer Dr David Njeng’ere said 1,225,507 candidates have enrolled for the 2021 KCPE, while 831,015 will sit the KCSE test.

 

 

 

The enrolments represent a relatively significant increase from last year’s candidate population.

 

 

 

Thirty-three thousand, seven hundred and fifty-five (33,755) more candidates will sit the 2021 KCPE compared to the 2020 exam. In the 2020 KCPE, 1,191,752 candidates registered for the national test.

 

The 2021 KCSE class has seen a significant increase in enrollment from 2020; 78,034 more candidates will write the secondary examination. In the 2020 KCSE, 752,981 registered for the final exam.

 

“KCPE centres will be served from 491 distribution centres, while KCSE centres will be served from 483 distribution centres,” said Njeng’ere.

 

The 2021 KCPE exam will be taken between March 7, 2022, and March 9, 2022.

 

KCSE exam, on the other hand, will run from February 28, 2022, to April 1, 2022.

 

 

In KCPE 2020, twelve thousand, four hundred and sixteen (12,416) candidates did not write the national test despite registering for the exam.

 

 

Nine thousand, three hundred and seventy-three (9,373) students did not sit for KCSE 2020 despite enrolling for the test.

 

The Ministry of Education said the candidates missed the exams because of the Covid-19 crisis, early marriage and adolescent pregnancy.
