TSC LIST OF SHORTLISTED TEACHER INTERNS KIPKELION EAST SUB COUNTY

HERE IS A LIST OF TSC INTERNSHIP VACANCIES IN KERICHO COUNTY- KIPKELION EAST SUB COUNTY

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.

Kericho County Education Director Zachary Mutwiri has recalled 17 form, four students, at Kabianga High School who had been suspended by the school for refusing to sit for exams.

Speaking to The Standard Digital, Mr Mutwiri confirmed that four out of the seventeen suspended form four students at Kabianga High School had already reported back to school.

This move follows the threat by Atheists in Kenya Society to sue Kabianga High School in case the suspension would not be revoked in seven days.

The Atheist Society had given the principal a seven-day ultimatum lest they seek legal redress on the matter.

HOLY DAY

The seventeen students were suspended for refusing to sit for exams on a Sabbath.

The students through their lawyer also took sides with the Atheists Society in Kenya by giving the school a seven-day ultimatum to allow them to go back to school and continue with their studies.

According to the two dissenting voices, the constitution allows freedom of worship therefore no one should be incriminated for observing the Sabbath.

RATIONALITY

Defending the Kabianga High school’s action, the principal said that he had expected the students to be sane enough to sit for the exams on Saturday since they do not have any religious activities during the sabbath.

According to the school’s programme, the students do not do anything on Saturdays from 8.00 a.m. to 6.00 p.m. The question is, what was wrong with the students sitting for exams between 5.00 a.m. and 7.30 a.m?

Knec: All grade 6 KPSEA exams to be marked electronically by December

The Competency Based Assessments (CBA) will save government millions of shillings in examinations printing, administration and management.

 

Unlike the outdated Kenya Certificate of Primary Education (KCPE) where teachers are contracted to mark English Composition and Kiswahili Insha papers, in this new system there are no such papers.

 

The Kenya National Examinations Council (Knec) has already released samples of the upcoming grade six national exams which shows that Composition and Insha will not be tested.

 

This means teachers will not be involved in the marking of the final national exams in primary school as it used to be with KCPE.

 

 

Infact Knec has advertised for training of KCPE and KCSE examiners next month but has not advertised the same for marking of any Kenya Primary School Education Assessment (KPSEA) exams.

 

The training of KCPE and KCSE examiners will take place between 18th and 24th September 2022 at a cost of sh 10,500 each.

 

The Competency Based Assessments (CBA) will help the examiner to cut down cost of examination management.

 

 

Since the KPSEA exams will be purely in multiple choices the marking will easily be done using the new technology.

 

In the last KCPE exams, the marking of multiple-choice questions were made easier by the acquisition of the modern Optical Mark Recognition (OMR) which electronically scored the papers.

 

The OMR captured marked data from candidates’ answer sheets using specialized scanning.

 

The machines worked with a dedicated scanning device that shined a beam of light on the paper.

 

 

The contrasting reflection at predetermined positions on a page was used to detect marked areas as they reflected less light than the blank areas of the paper.

 

With the new machines, scripts were marked in batches of 100 and 200 sheets, unlike the previous technology, which took hours.

 

Grade 6 learners sat for their School Based Assessments (SBA) in Grade 4 and 5 and will do their last one in Grade 6.

 

Grade 6 learners are carrying out their Knec national practical assessments this month.

 

 

In Art and Craft the practicals are about Making a marrionete, in Home Science its about Stewing, in Music its about Solo performance (Folk song), in Science and Technology its about Modelling a human circulatory system and a computer practical on microsoft excel data entry, in Physical and Health Education its about Handball, Rope skipping and Swimming.

 

The Grade 6 learners will sit for their written tests starting early next month. Knec said they will start from 29th August to 9th September 2022.

 

In these assessments Knec only provides online copies which schools download and printed for their learners.

Teachers also help with marking, scoring, recording and feeding the final marks on an online portal. Throughout the assessments Knec is able to evade direct costs that come with such exams.

 

The Grade 6 learners will sit for their final test in primary schools in November this year.

 

 

The test known as Kenya Primary School Education Assessment (KPSEA) will start from 28th to 30th November 2022.

 

The exams have been printed and are ready for administration this year, according to Education CS George Magoha.

 

Knec has released a timetable for the exams which shows the exams will take three days.

 

The Grade 6 learners will also have a day for rehearsal which will be on 25th November 2022 just like it used to be with KCPE exams.

 

The KPSEA exams will be marked by December before the Grade 6 learners proceed to junior secondary in January 2023.

 

The KPSEA national test will replace the outdated Kenya Certificate of Primary Education which has been in place for decades.

 

The Grade 6 regular learners will sit for five subjects in their final assessment in primary school.

 

These are; Mathematics, English, Kiswahili, Integrated Science and Creative Art and Social Studies.

Knec Competency Based Assessment (CBA) Coordinator Ann Ngatia explained that Integrated and Creative Sciences will be an integration of various subjects and that the five will be part of the KPSEA at the end of primary school.

 

“The exam will be a multiple-choice test covering the five papers. IS will see us combine science and technology and will cover Home Science, Agriculture, and Physical Health while CASS will combine Art and Craft, Music, Social Studies and religious education (CRE, IRE and HRE),” she noted.

 

The coordinator added that the primary school results will be determined by the School Based Assessment (SBA), which is done every year in the upper primary classes and the five-subject summative national examination.

 

“We will have a 60 per cent of the score coming from SBA spread over Grade Four, Five and Six and 40 per cent from the summative report so that we do not rely on a one-time assessment to determine the potential of the learner,” Ngatia added.

 

Ngatia expounded that the school-based evaluation will be done in form of projects, practicals, portfolios and oral assessments to allow learners to demonstrate what they have learnt, this will be executed by the classroom teachers guided by Knec.

 

On his part, Deputy Director for Secondary Education Lawrence Karundi noted that the Junior Secondary Schools will be domiciled in high schools.

 

He also revealed that the Grade Seven to Eight students will be day scholars.

 

“When it comes to the issue of dormitories, especially with the junior secondary, our focus is that this should be a day school, not boarding. The transition will be in such a way that students join schools within where they are now, therefore, boarding may not be necessary,” Karundi stated.

 

Deputy Director in the State Department for the Implementation of Curriculum Reforms, Ruth Mugambi added that the Grade Six candidates will be placed into Junior Secondary Schools based on their performance, subjects chosen and the ability to join the day schools.

 

“Placement will be determined by the performance of the learners in Grade Six report and the optional subjects that they will have chosen. The students will be informed which schools offer the subjects within their proximity based on guidelines from the ministry,” Mugambi added.

 

Knec will also carry out a piloting of KPSEA national exams in September in selected schools.

 

According to the pilot assessment schedule released by Knec the study will start on 28th and end on 30th September 2022.

Teachers Service Commission has cleared air on why the online recruitment portal is not open replacement of primary school teachers.

There was uproar after the online system only allowed secondary school teachers to apply for the advertised vacancies.

 

 

 

Teachers’ employer has now come out to give the way forward for the affected teachers.

 

In a statement today TSC says primary school teachers will not apply for the replacement vacancies through the online platform but will be selected from the merit list compiled during the recruitment of additional teachers in July 2021.

 

“In the January 2022 advertisement on natural attrition, primary school teachers will be selected from the merit list compiled during the recruitment of additional teachers – July 2021,” reads the statement.

 

Of the 2,945 vacancies to replace teachers exiting service through natural attrition, 2,053 posts are for primary schools and 892 posts for secondary schools.

 

The teachers recruited will serve on Permanent and Pensionable terms of service.

 

Eligibility

 

To qualify for recruitment, a candidate should meet the following basic requirements:

 

Be a Kenyan citizen;

Must be a holder of a P1 certificate in the case of primary schools and a minimum of a diploma in education in the case of secondary schools;

Must be a registered teacher with Teachers Service Commission.

Mode of Application

 

Interested and qualified candidates should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 1st February, 2022.

The form one selection process was completed last week, according to the Ministry of Education.

Over the last two weeks, parents and their children have been anxious, with some moving from one school to another trying to secure placement.

Some 1.2 million candidates sat the exam and are expected to join Form One next month, a week after schools reopen on April 25, for the first-term academic calendar.

The placement will exclude inmates, overage candidates and candidates from refugee camps.

According to Education CS George Magoha, the Form One selection was conducted in a free and fair manner.

He assured all candidates of getting good schools as per their choice and based on their performance.

“Affirmative action will also be applied in the selection to ensure learners in slums areas and marginalised counties are placed in good schools,” said Prof Magoha.

Schools that many parents are eyeing are Kenya High, Alliance Boys, Alliance Girls, Mang’u Boys, Pangani Girls, Starehe Boys, Kapsabet Boys and Moi Girls, Eldoret.

Some parents are also hoping that their children will be placed in the recently elevated national schools or extra-county schools in their regions.

Over a week ago Magoha caused storm when he said that candidates who scored 400 marks and above in the 2021 KCPE will not be guaranteed of Form One spaces in national schools.

Prof Magoha had said there will be a review of placement criteria that will also consider candidates from marginalised regions in the scramble for the available 30,000 slots in national schools.

Magoha also said candidates from public and private schools will share the limited national schools on a 50:50 ratio.

In the past Form One placements, thousands of children have been caught by surprise after failing to secure schools of their choice, despite having performed well and met the cut-off mark requirement.

This has resulted in parents moving from one school to another to seek transfers, only for their children to report to find at their secured schools that no transfer had been effected.

In other incidents, those who did not initiate their transfers have in the past reported to their placed schools, having paid full school fees, only to find the National Education Management System (Nemis) reflecting their names in a different institution.

Last year, incidents of learners being turned away from their placed schools were rampant, prompting the Ministry of Education to intervene.

This year’s placement is likely to see thousands of candidates who did not score 400 marks and above join national schools, which have the capacity to accommodate over 30,000 students.

The ministry’s last year data shows that some 36,254 candidates were placed in national schools, 201,077 in extra-county schools,1.2 million in county schools, 1,827 in special needs schools, and 718,516 in sub-county schools.

In the 2021 KCPE exam, some 11,857 candidates scored between 400 and 500 marks, compared to the 8,091 in 2020, increasing the number by 3,766.

Another 315,275 candidates scored between 300 and 399 marks, compared to the 282,090 who scored the same marks in 2020; while 578,197 candidates scored between 200 and 299 marks, compared to the 589,027 candidates under the same category in 2020.

In the past three years, the ministry has been using affirmative action to place learners in national schools, where all top five candidates of either gender from every sub-county are placed in top schools on the basis of the choices they made during registration for KCPE exams.

The majority of candidates who had scored 400 marks and above last year were placed in national and extra-county schools.

This is simply because last year’s KCSE results were released by 18th December 2018 (long before Christmas) to give parents of the 2018 form four leavers enough time to plan for their children’s tertiary level education.

Secondly, the CS Education Professor George Magoha had said that the 2019 KCSE Results will be released long before Christmas to give this year’s KCSE candidates and their parents or guardians enough time to plan for the next step in as far as their education is concerned.

Thirdly, the 2019 KCSE Results are likely to be released any moment from now since most of the 2019 KCSE KNEC examiners completed the marking exercise by Thursday, December 12. This, therefore, means that the most tedious and time-consuming part of the 2019 KCSE Results analysis is over. Another thing that you should bear in mind is that the KCSE examiners cannot leave the designated KNEC marking centres unless they have fed the candidates’ raw data and cross-checked the results to verify them.

Fourthly, the 2019 KCSE results may be released any time from now since the Kenyan Government would like to save Kenyans the anxiety resulting from the way the 2019 KCSE marking exercise was conducted. This year’s KCSE marking exercise was marred by protests by KNEC examiners who felt aggrieved by KNEC’S poor working conditions and poor payment rates per script. Hence, many 2019 KCSE candidates especially those who sat for the Physics Paper III and Business Paper II exams cannot just wait to see what mark they scooped in those two papers. So if the government continues to delay the release of the 2019 KCSE results, it is likely to create more anxiety.

The fifth reason is because the CS Education would like to continue with the tradition which was passed down to him by his predecessors (Dr Fred Matiang’ i and Dr Ambassador Amina). So if the current CS delays the release of the 2019 KCSE exam results, it will appear like he has “failed” to put his house in order before Kenyans.

Besides, Professor George Magoha may release the 2019 KCSE results any time to discredit KUPPET’s claim that he wants to beat another “artificial deadline.” According to the Kenya Union of Post Primary Education Teachers, KUPPET, the education ministry has come up with an “artificial” deadline for marking and releasing KCSE results. KUPPET does not find the rush to release the 2019 KCSE results necessary since KCSE level results mean a lot to the learners’ lives. Therefore to prove KUPPET wrong, CS Magoha may release the results soon just to show KUPPET that this is a matter of change from the old tradition, not “artificial” deadlines.

In a nutshell;

Having served as the TSC Chief Executive Officer for five years, Dr. Nancy Macharia’s term is set to expire on June 30, 2020. Although the President has an opportunity of granting her another five-year term following the serenity that the education sector has experienced during her reign, LSK through its chair Nelson Havi is now routing for her removal on grounds of unsatisfactory performance.

Uncertainty has engulfed the Teachers Service Commission, TSC following the expiry of TSC Boss, Dr. Nancy Macharia’s term. Dr. Macharia’s term ends on June 30, 2020 having served the Commission in the position of CEO for five years after taking over from her predecessor, Gabriel Longhoiboni.

There is however a “dark spot” on this matter that is making some key stakeholders unsettled, her reappointment to serve in the capacity of CEO for the next five years since the Constitutions allows this.

The CEO however has got nothing to lose, hers is to sit and follow the direction of the wind.

A quick glance by our media team at the recent activities at the Law Society of Kenya, LSK however shows that her reappointment will not be a walk in the park.

LSK has been a beehive of activities aimed at blocking Dr. Macharia’s reappointment on grounds of unsatisfactory performance.

The reappointment of the CEO is not an automatic process. She has to prove beyond any reasonable doubt that her performance is beyond reproach.

DR. NANCY MACHARIA’S PERFORMANCE RECORD

Since taking oath in 2014, Dr. Macharia has initiated various changes at the teaching service in Kenya.

One of the notable changes is the introduction of Career Progression Guidelines, CPGs which replaced Schemes of Service, SOS. The new CPGs saw thousands of teachers get automatic promotions to the next job groups as per the CPG terms.

During her reign, new grades were established to replace former job groups. These saw diploma teachers with higher qualifications who had stuck in one job group get promoted and instantly reap higher salaries from the Commission.

100, 000 P1 teachers who were previously placed in job Group G which has now been abolished by the Commission were elevated to Grade B5.

In the year 2017, Dr. Macharia signed a pact with teachers’ unions dubbed Collective Bargaining Agreement, CBA, which temporarily put a stop to the endless industrial actions by teachers. Before the signing of the CBA, the education sector was awash with teachers’ strikes which in the long run affected the academic performance of learners in public schools.

The CBA whose last phase, will be implemented in July 2020, is one of the greatest achievements attributed to Dr. Nancy Macharia as it ended the perennial teacher strikes.

CONTROVERSIES

As they say, there are two sides to every story. Besides, every coin has got two sides. Dr. Macharia’s term did not fail to stir controversy and cause displeasure.

In fact, as her term expires tomorrow, there are some quarters that cannot wait to jubilate over her exit, if she is not reappointed.

She found new adversaries in one of the giant teacher unions, KNUT.

In April 2019, 160 teachers were interdicted out of 42 got dismissed after boycotting CBC training under her watch.

Most of them were KNUT branch secretaries, chairmen, women representatives, and BECs. Besides, TSC Boss has been ruffling feathers and smothering KNUT. Secondly, the Commission failed to effect promotions for teachers who were KNUT members on grounds that they will continue getting promoted on the former schemes of service. This saw many teachers withdraw their membership from the union to get promoted.

The latest drama involved deregistration of KNUT Boss Mr. Wilson Sossion. This opened a can of worms culminating in proposals to disband the Commission. The proposals were however turned down by the BBI team on grounds that the TSC was an independent Commission anchored in the Constitution.

DR, KENNEDY MULUNDA; TSC

A month ago, the Commission through its social media platforms directed teachers to ignore fake news purporting that Dr. Nancy Mcharia had been replaced by Dr. Kennedy Mulunda.

According to the fake news, the TSC Boss was currently on leave. Dr. Mulunda is the Deputy Commission Secretary, the second in command after Dr. Nancy Macharia.

Despite their lack of authenticity, the news seemed to attract numerous reactions with teachers celebrating the end of TPAD oppression.

GUIDELINES FOR RECRUITMENT OF TEACHERS,

POST PRIMARY

INSTITUTIONS ON PERMANENT & PENSIONABLE TERMS – 2024/2025

FINANCIAL YEAR

1.0

 GENERAL INFORMATION

  1. i) Following the advertisement for recruitment of teachers, Regional Director, Nairobi,

County Directors and Sub-County Directors are required to conduct the selection

exercise for the advertised vacancy (ies).

  1. ii)Applicants MUST submit their applications to the Secretary, Teachers Service Commission

through the online platform www.teachersonline.go.ke for the institution/Sub

County/Counties where a vacancy(ies) has been declared.

iii)The Selection Panel is expected to uphold the highest standards of transparency and

accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct

and Ethics (CoCE, 2015).

  1. iv)The TSC Regional Directors shall induct TSC County Directors within their areas, who, in

turn, shall induct members of the Selection Panels involved in the recruitment process.

The areas of induction will include the relevant Sections of the TSC Act and the Code of

Regulations for Teachers (CORT, 2015) before the commencement of the selection

exercise.Page 2 of 23

  1. v)TSC Sub-County Directors, in liaison with their respective TSC County Directors and the

Regional Director in the case of Nairobi, shall ensure that venues earmarked for the

selection process are accessible to applicants with disabilities.

  1. vi)All applicants MUST be duly registered teachers per Section 23(1) of the Teachers Service

Commission Act, 2012. Applicants who are not duly registered shall not be considered

for recruitment.

vii)TSC Sub-County Director MUST verify the TSC registration status of the applicants at

shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible

applicants.

viii)Applicants whose names vary in the academic and professional certificates and

identification cards MUST present an Affidavit, sworn under the Oaths and Statutory

Declarations Act, Cap 15 of the Laws of Kenya, explaining the name variance.

  1. ix)Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST

present certified copies of the certificate(s) of the national examination(s) for all

attempts. Copies of the certificates must be certified by the Sub-County Directors. In

case the exam was cancelled, applicants must present a letter from the Head of

Institution and a certified copy of the KNEC printout from the school confirming the

cancellation.

  1. x)Upon generation of Applicants’ List from the system, the TSC County Director shall share

the lists with TSC Sub-County Directors who shall convene the Sub-County Selection

Panel(s). The TSC Selection Panel(s) shall verify applicants’ professional, academic and

any other relevant documents before selecting candidates.

  1. xi)Upon generating the Applicants’ Lists, the TSC County Director shall share the lists with

the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub

County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates,

and times, which shall be communicated to the applicants.

xii)All the applicants shall be invited for the verification of documents. The applicants shall

be informed of the interview venue, date and time at least seven (7) days before the

verification exercise through SMS.

xiii)Upon invitation for interview, applicants shall be required to present originals and clear

photocopies of the following documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;Page 3 of 23
  3. c)Diploma/Degree certificate and official transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re-sat

exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re-sat

exams);

  1. f)Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. g) National Council of Persons with Disabilities (NCPWD) Card (where applicable);
  2. h) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the

Laws of Kenya to explain the variance in names;

  1. i)Letter of certification of results by KNEC (where applicable).

Note: Serving interns will only be required to present their identity cards during the verification

process.

xiv)Persons with disabilities shall be required to indicate their disability status together with

the nature of disabilities to inform their placement;

  1. xv)In the event of a tie, consideration for selection will be determined as per the order of

priority shown hereunder: –

  1. a) Length of Stay since graduation;
  2. b) Strength of academic and professional certificates presented.

N/B: If applicants tie at aggregate grades, subject grades shall be considered

xvi)The names of interviewed applicants ranked in order of performance in the selection

process for each vacancy (Appendix iii) shall be submitted to the Commission by the

TSC County Director together with successful applicants’ recruitment documents.

xvii)Preference will be given to applicants who have not previously been employed by the

Commission on Permanent and Pensionable terms.

xviii)Preference shall also be given to applicants from the respective Sub-Counties or

Counties.

xix)Any Application for Employment form filled or Offer of Employment issued based on

misleading information provided by the applicant shall be cancelled immediately

without any further reference to the candidate. This underscores the seriousness of

providing accurate and truthful information in the application process.

  1. xx)During the interview, the TSC Sub-County Director shall develop Sub-County Merit Lists.Page 4 of 23

xxi)The TSC-Sub-County Director shall submit the Sub-County Merit Lists to the TSC County

Director.

xxii)The TSC County Director shall compile County Merit Lists to be used for verification at the

headquarters.

2.0. AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED

DOCUMENTS

  1. i)Applicants must present original and legible photocopies of the following

documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;
  3. c)Diploma/Degree certificate and accompanying transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re

sat exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re

sat exams);

  1. f)Letter of certification of results by KNEC (where applicable);
  1. g) Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. h)National Council of Persons with Disabilities (NCPWD) Card (where

applicable);

  1. i)An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15

of the Laws of Kenya to explain the variance in names.

NB: Provisional transcript(s) shall not be accepted.

  1. ii)The Sub-Selection panel shall verify that: –
  1. a) The applicant meets the requirements stipulated in the TSC advertisement;
  2. b) All submitted original academic and professional certificates, as well as

official transcripts are authentic.

iii)Any applicant(s) who present forged/fake academic, professional and other

documents commit(s) an offence and shall be disqualified and/or deregistered.

  1. iv)The TSC Sub-County Director shall certify photocopies of the certificates and

confirm they are true copies of the applicant’s original academic and

professional certificates prior to the interview.

  1. v)It is the responsibility of the TSC County Director and the TSC Sub-County Directors

to ensure that the:

  1. a) Exercise is fair and transparent;Page 5 of 23
  2. b) The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. c) The interviews are conducted as stipulated in these guidelines and any other

circulars applicable to the process;

  1. d) Only the successful applicant(s) on the Merit List are employed.

The TSC Sub County Director should ensure that successful applicant(s) from the

Merit List is/are issued with Application for Employment forms to fill.

  1. vi)All the relevant recruitment documents shall be submitted to the TSC County

Director’s office by the TSC Sub-County Director. The TSC County Directors shall l

conduct verification of the documents and ensure that all the requirements are

met by the successful applicants before issuing duly signed Offer of Employment

Letters and submitting the recruitment documents (as per the approved checklist)

to the TSC Headquarters within the stipulated timelines.

4.0

SELECTION CRITERIA

  1. i)The TSC Sub-County Director shall provide the selection panel with a list of all applicants

as received from the TSC County Director.

  1. ii)The selection panel shall interview only those who meet the set criteria. The TSC Sub

County Director should note any inconsistency (ies), adhere to the guidelines and guide

the applicants /selection panel and the Commission accordingly.

iii)Applicants shall appear in person before the selection panel. The selection panel shall

score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the

company of a sign language interpreter.

5.0

QUALIFICATIONS

5.1.

Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each

of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.

In addition, they must have either:

(a) A Bachelor of Education Degree with two (2) teaching subjects or,

(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education

(PGDE) with two teaching subjects or,

(c) Bachelor of Science with Education/Bachelor of Arts with Education with two

teaching subjects or,

(d) Bachelor of Science in Agricultural Education and Extension with two teaching

subjects.

N.B: Applicants with the following qualifications are also eligible;

  1. i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching

subjects at KCSE and have undertaken a Diploma in Education or those who obtained a

Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained

at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior

to undertaking a Bachelor of Education Degree.Page 7 of 23

  1. ii) Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two

teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

iii) Bridging/Pre-university certificates for those who completed the course before December

31st , 2015 are considered.

5.2.

Diploma Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two

(2) Subsidiaries at ‘A’ level. In addition, they must have: a Diploma in Education from a

recognized Teacher Training Institution with at least C+ (Plus) in the two teaching subjects.

N.B:

  1. a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain)

and C (plain) in the two teaching subjects are eligible

  1. b) Hearing and visually impaired teachers who enrolled for training with Mean Grade of

C (Plain) and C (Plain) in the two teaching subjects are eligible.

5.3.

Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries

at ‘A’-Level in subjects studied. In addition, they must have either:

  1. i)Bachelor of Education Technology (BeD TECH); or,
  1. ii)Bachelor of Science (BSc) in any relevant technical

Subject (s) /Course; or

iii) Higher Diploma in a technical course; or

  1. iv) A Diploma in a technical course.

Further, applicants under category (ii) above MUST possess a Diploma in Technical

Teacher Education from Kenya Technical Trainers College (KTTC), previously known as

Kenya Technical Teachers College.

N.B:

1)Applicants whose training is in subjects that are currently not in the Secondary School

Curriculum do not qualify, irrespective of their having undertaken a Post Graduate

Diploma in Education (PGDE) and/or enhancement. This category includes but is not

limited to Bachelor of Science /Bachelor of Arts in:

– Natural Resources

– Horticulture

Fisheries

– Meteorology

– Farm Machinery

-Anthropology Page 8 of 23

– Forestry

– Sociology

-Biotechnology

– Animal Husbandry

– Journalism

-Theology / Divinity

2)Applicants with Economics/Commerce/Accounting can apply for Business Studies and

those with Social Education and Ethics (SEE) can apply for CRE/IRE.

3)Diploma Teachers with English/other subjects qualify for employment as teachers of

English/Literature on condition that they have adequate units in both Language and

Literature.

5) All applicants must have studied the two teaching subjects at KCSE except for Agriculture,

Business Studies, Home Science, and Computer Studies. For those who did not study

Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus)

in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one

should have attained a minimum of C+ in Biology at KCSE.

6)Graduate Teachers should have studied a minimum of eight (8) course units in each

teaching subject. In addition, the teachers must have studied Special Methods in their two

teaching subjects of choice together with a minimum of three (3) months teaching

practice.

7)Enhancement certificate(s) and transcripts shall only apply where an applicant had not

covered the minimum number of units during the degree/ diploma programme.

8)Applicants who chose to study a third subject must ensure that they have studied all the

units in the chosen subject as offered by the selected institution for four years of study

together with special methods and teaching practice. In addition, there should be

evidence that the applicants have covered the approved credit hours for the course.

8)Applicants previously employed under contract and whose services were terminated due

to inadequate units in teaching subjects and have since obtained enhancement

certificates with adequate units are eligible to apply.

9)Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special

Needs Education e.g. Biology/KSL and Geography/Braille.

10) Applicants who have studied subjects in the new learning areas of the CBC curriculum like

integrated science, Guidance and counseling and social studies are eligible to apply.

6.0VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

  1. Ensure that the recruitment documents have all the attachments required as provided

for in the approved checklist/s;

  1. Verify that the recruitment documents to ensure that the applicant(s) recruited qualify

for employed as a teacher as per the provisions of the recruitment guidelines;Page 9 of 23

iii.Ensure that all documents are duly signed as required; including the score sheets, Minutes

of the Selection Panels, confirming that the candidate qualifies.

  1. Compile complaints received and submit appropriate action taken or

recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC

Headquarters:

  1. i)Duly signed file copy of the Offer of Employment letter together with:
  1. a)Certified copies of:

 National Identification Card;

 Certificate of Registration as a teacher;

 Academic certificates;

 Professional certificates and all official transcripts;

 Letter of Certification of results by KNEC (where applicable);

 NCPWD Card (where applicable);

 An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap.

15 of the Laws of Kenya to explain the variance in names (where

applicable);

 Bank plate/Card (front face);

 KRA PIN Certificate;

 NHIF Card.

  1. b)Two (2) passport size colour photographs in respect of successful applicant(s);
  1. c)Original Medical Examination report in form GP 69.
  1. ii)A list of all interviewed applicants in order of merit for the advertised vacancies in

(Appendix (III a);

iii)A copy of the system generated list of all applicants clearly showing those who failed to

attend the interview; (Appendix III b);

  1. iv)List of applicants with disabilities; (Appendix VI);
  1. v)Duly signed Minutes of the Sub-County Selection Panel;
  1. vi)Completed selection score guide duly signed;

COMPLAINTS

  1. i) Any applicant who is dissatisfied with the exercise should submit to the TSC County

Director a written complaint immediately and send an email to the TSC Headquarters

through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the

selection process;

  1. ii) The TSC County Director should within seven (7) days analyze and address all complaints

raised after the selection process has been completed and promptly inform the

Headquarters on the action taken;

iii) Where an applicant is dissatisfied with the decision of the TSC County Director in (ii)

above, or where the complaint is made against the TSC County Director, the applicant

shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters.

The Appeals Committee shall investigate the allegations and take appropriate action

within fourteen (14) days.

9.0

IMPORTANT NOTES

  1. i)Clarification and advice on issues of qualifications arising from these guidelines, should be

sought from the TSC County Directors.

  1. ii)Notwithstanding the decentralization of the function of teacher recruitment pursuant to

Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment

directly from the TSC Headquarters.

iii)The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. a) Coordinate the teacher recruitment process within their respective regions;
  2. b) Sensitize County Directors and oversee the sensitization of other officers including

members of the Selection Panels involved in the process;

  1. c) Shall undertake measures to resolve complaints arising from the process within their

regions.

The Teachers Service Commission has remained adamant entry grades for teachers in the North-Eastern region.

This is after the Commission announced 1, 517 vacancies for tutors within the region. From the detailed recruitment guidelines outlined in the TSC advert, it is clear that the Commission will hire the teachers under the 2019/ 2020 recruitment guidelines.

ENTRY GRADES

According to the 2019/ 20 TSC recruitment guidelines, any teacher wishing to teach in secondary schools in Kenya must have attained a KCSE mean grade of C+ plus and above and hold either a diploma or bachelor’s degree or a postgraduate diploma in education from a certified / recognized tertiary institution.

Teachers wishing to teach in primary school, P1 teachers, on the other hand, must have scored a KCSE mean grade of C plain and above and be holders of a Primary Teacher Education Certificate.

Earlier, leaders from the North Eastern counties tried to push the agenda about lowering entry grades for teachers in the North-Eastern region to teacher training colleges, but the education ministry revoked the orders.

The Basic Education PS Belio Kipsang wrote a letter to all the eight regional directors of education instructing them to ensure all private and public colleges train students who attain a minimum KCSE mean grade of C plain for certificate and C+ plus for diploma courses.

This move greatly disoriented teacher trainees who had unfortunately enrolled for certificate courses at TTCs after the ministry lowered the entry grade to D+ plus for 17 counties that had been gazette as marginalized.

Opposing the ministry’s move to retain the entry grades, Aden Duale, said that lowering entry grades was a golden opportunity for the Northern region since it could address the issue of teacher shortages occasioned by terror attacks.

By the time the education ministry revoked orders to lower entry grades, 300 students with D+ plus had already joined the Garissa Teachers Training College.

SECURITY OF TEACHERS

In January 2020 teachers posted by the TSC in the North Eastern Counties had to flee for fear of discrimination emanating from the host communities.

TSC said it could not compel the non-local teachers to continue offering their services unless their security is guaranteed.

Consequently, education in the region was paralyzed as the mass exodus of teachers to safer regions kicked off.

Since then, pressure has been piling up on the Teachers Service Commission to either facilitate the return of the non-local teachers or lower entry grades for locals into teachers training colleges to bridge the teaching gaps.

According to the Kenya Human Rights Commission’s submission, Al Shabaab militia has been systematically attacking non-local teachers posted in the region sometimes with the full knowledge of the local communities.

The KHRC added that non-local teachers are constantly discriminated against on grounds of religion and cultural backgrounds.

MASS TRANSFERS OF NON-LOCAL TEACHERS

A total of 2, 340 non-local teachers were transferred in January following a terror attack in the wee hours of dawn in Kamuthe area in Garissa County.

In January 2015, 1, 400 non-local teachers camped at the TSC headquarters in Nairobi demanding transfers following terror-attacks.

DEATHS

In its defense, the TSC said that it can only repost non-local teachers to the region if their security is guaranteed.

Appearing before the National Assembly’s Education Committee in January, TSC CEO Dr. Nancy Macharia said that the Commission had used all tactics to force non-local teachers to stay in the North since 2014 and 42 teachers’ lives have been lost.

Some of the tactics employed to force teachers to work in Mandera, Garissa, and Wajir Counties included massive interdiction and dismissal.

Despite the threats, the teachers still camped at the Headquarters, with some moving to court to challenge the decisions.

COMPENSATION

Consequently, family members of slain teachers have been demanding compensation for loss of life in the course of duty.

Since 2014, 42 teachers have died in militia attacks in the North-Eastern region.

According to TSC, the school head teachers will have an additional managerial task that calls for an additional task, and the Commission is planning to entice the heads with promotions and better pay for the Grade 7 assignment

The primary school heads will manage both their primary schools and the junior secondary school section which will be domiciled inside their current schools. TSC said, Grade 7 learners who will remain in primary schools in January, will still be under their school headteacher.

TSC Chairperson Jamleck Muturi and TSC head of legal affairs Cavin Anyuor while appearing before the Education Committee in Parliament said the junior secondary school will still be under primary school management.

Kitutu Masaba MP Clive Gisairo had inquired how teachers will run the two categories separately.

Who will be the administrator, will they have different management in the same school, or how will that be done?” he said. Anyuor responded by saying Grade 7 will still be managed under primary schools.

“As it stands now the administrator will still remain the head teacher of that primary until junior secondary takes off,” he said.

When the head teachers met in Mombasa for their 18th Kenya Primary School Heads Association (Kepsha) they called for increased capitation for schools. Johnson Nzioka, the chair of Kepsha said the cost of running a primary school with 400 pupils comes to about Sh3 million per year.

He told the 18th Kepsha annual conference at the Sheikh Zayed Children Welfare Centre in Mombasa, that their demands are geared towards making the learning environment better for the children, including those with special needs.

In Nakuru County, the county government has already identified a total of 80 institutions to be used as Covid 19 isolation centers in case the number of coronavirus positive cases rises.
